The Newburyport
Preservation Trust
presents the second in
its series of instructive
preservation sessions.
The session looks back
at an early attempt to
“do-over” an old house
c. 1750 in Newburyport
during the 1970’s by
one of its owners, local architect and Newburyport
Preservation Trust Co-President, Linda Miller.
This is a “warts-and-all” look at a truly valiant attempt
to make a liveable home in a very old but run down
house without ruining its character or charm (did it have
charm?). The process, of course, was full of good and
bad design decisions, ignorance of correct restoration
techniques, a huge learning curve with many lessons
learned resulting in a plentiful array of new skills acquired
to get it done. And then there are those 1970s styles,
some now retro, some that are now quite humorous...
Plus some neighbors who thought she must be out of
her mind. You won’t want to miss seeing what this home
looks like today!
Presenter, Linda Miller, moved to Newburyport in
1975 having seen and appreciated its wonderful array
of historic architecture. She founded the Newburyport
Preservation Trust in 2004 in order to raise awareness of
the unique yet perishable heritage of this community’s
residential and commercial structures, many of which
are threatened. Linda graduated from Rensselaer
Polytechnic Institute with a BS and a Bachelor in
Architecture in 1971, and from MIT in 1975 with a
Master in Architecture. Linda worked for many years
in the architectural field before forming her own firm
specializing in the restoration and remodeling of older
buildings.
The Newburyport Preservation Trust, in collaboration
with the Custom House Maritime Museum, is making
this presentation free and open to the public.
Join them on Thursday, February 15, 2018 6:00 - 7:00
pm, for this informative and fun presentation, the second
in a series of enlightening and practical skill building
preservation sessions. Limited seating available. Doors
open at 5:45 pm. Custom House Maritime Museum, 25
Rowley “Budget Hopscotch”
Community Announcements
Petitioning citizens who seek to exercise of citizens’ right
of petition under Community the constitution of Connections
the United States and
of the commonwealth (M.G.L. c. 231, § 59H) for Facebook
organization “ROWLEY Business CITIZENS FOR Spotlight GOVERNMENTAL
TRANSPARANCY(RCFGT)” were provided the town’s records on
For
budgets, budget
Sale
process Real and the Estate staff work involved • For to Sale present them
at town meetings. This group sought to investigate the exorbitant
expenditures created and approved by our selectmen in another effort
Sports • Sports • Sports
to petition them for financial responsibility. You see, the selectmen
took over all town departments over the last 10 years. Lastly, the
water department in Pets, 2016, formally Animals, at the town Plus meeting in May
2016, by eliminating the governing authority of the water board
under MGL Ch. 41 69B. Health This lengthy & authority Fitness battle was lost by the
water commissioners in 2015 despite the evidence of article passage
by the town’s people in November 2002.
Rowley citizens are spoon-fed budgets at town meetings. We are
blindly led into the budget numbers through a validation process
called “the finance board” review. The finance board approves or
disapproves the various presented budgets of the various boards. The
various boards are made up of “us”. The finance board is an appointed
board appointed by whom?? The selectmen of course! Us or We listen
to whom??? The staff of course! Tactics spun to the various boards
is to “change up” the formats of the spreadsheets so it becomes a
question fest at the staff/board budget meetings! Confusion rapidly
sets in at these meetings so the tactics are usually successful because
the boards say “UNCLE”!!!
Who actually develops the budget may do one of the following:
1) Bump up last years’ numbers 10%;
2) Put numbers in last years’ figure columns to accommodate needed
staff increases, new equipment, raises, benefit increases or counter
candy. That’s if the spread sheets match last years’ presentation.
The boards don’t develop budgets, the staff does.
In order to effect positive change for the rate/tax payers, someone
of authority has to question the staff. At the water department since
2015, questioning resulted in grievances! An effective tool of the staff
or the people who control them. Since 2013, the selectmen controlled
the staff despite the townspeople vote on MGL Ch 41 69b which
left the control of the water department enterprise operation in the
hands of the water board. The selectmen changed that at 2016 town
meeting with the support of the current water board. The selectmen
got our town lawyer with taxpayer funds to effect that change. Now,
the selectmen are officially in charge of the budget process for all
boards & staff. Why is a school budget, school renovation project,
air conditioning project, prospect hill renovation project, water
department paving project or any one of a number of town projects
so excessive! Ask Selectmen!
While you’re at it, find out why there was $1,884,406 in excess
money in our water department’s “free cash” since 2013? None of it
used for water rate reduction!
Ipswich Mosquito Control
The Northeast
Massachusetts Mosquito
Control and Wetlands
Management District
(NEMMC) has thirtytwo
subscribing
municipalities, including
Ipswich. Their mosquito
control and surveillance
program runs from the middle of the spring until the beginning of
the fall, the time of the year most people are engaged in extensive
outdoor activities.
NEMMC creates a Vector Management Plan (VMP) for the
Mosquito Control District and a Best Management Practice Plan
(BMP) for each of the municipalities within its District annually.
District control efforts focus primarily on adult mosquito surveillance,
virus testing and preemptive virus intervention strategies.
The Best Management Practice Plan for Ipswich is reviewed and
approved by the Board of Health annually. This year the 2018 Best
Management Practice Plan will be reviewed at the February 12, 2018
Board of Health meeting. The meeting will be held in Room C of
Town Hall, 25 Green Street at 5:30pm. All are welcome to attend.
Every year the control measures in Ipswich’s BMP include ground
and aerial salt marsh larviciding, catch basin treatment, inspections
and adulticiding. The 2018 draft BMP for Ipswich can be viewed at
www.ipswichma.gov/publichealth under the resources tab or in the
Public Health Office.
Larviciding: Targeted preemptive control measures are the most
cost effective, efficient, and environmentally friendly way to reduce
mosquito populations. Larviciding is the application of an insecticide
into shallow water to control mosquitoes in their aquatic stages and
prevent emergence as adult mosquitoes.
Catch Basin Treatments: An insecticide is applied to a catch basin,
storm water structure, etc. to control mosquitoes in there aquatic
stages and prevent emergences as adult mosquitoes.
Inspections: Inspections are done upon request. A resident can
contact the Public Health Office and provide information regarding
their particular area of concern. NEMMC does a site visit to
determine if there are natural or artificial mosquito breeding areas
that can be treated.
Adulticiding: Science based selective adulticiding for virus
intervention will be provided with recommendations from Northeast
MA Mosquito Control of specific areas to be targeted with approval of
the Board of Health, as circumstances warrant and conditions allow.
Applications to schools must be in compliance with MGL ch85.
Notifications regarding adulticiding will be disseminated via the
town website and the town’s notification system. If you are not
already signed up to receive notifications, you can sign up by going
to the town’s website www.ipswichma.gov and clicking on the Notify
Continued from page 1
In 2012, the first Solarize
program resulted in 48 residences
and small businesses signing up
for solar panels for that phase
of the program. Those panels
create 423 kilowatts of electrical
capacity, Ettenborough said.
It also generated $400,000
in tax credits and $100,000 in
rebates, she said.
The program has now added
air source heat pumps.
The city is offering the expertise
of solar Coach Jo Ann Clemens
to help residents and small
business owners understand the
technical aspects of solar power
and heat pumps.
“It is exciting to offer an
additional energy cost saving
technology to the program this
year. Residents and small business
owners who do not qualify for
solar electric can potentially
take advantage of air source heat
pumps to reduce heating and
cooling costs,” Ettenborough
You can view their film, One
Last Putt, and 11 other competing
films at nesnnext.nesn.com/
category/season-3-top-12/.
And you can vote for Hannah
and Emily’s film on the site.
Voting continues until March
30.
The finalists in the public vote
will receive $1,000 in prize money.
But the real prize, decided by two
celebrity judges, is the chance to
work with the Red Sox executive
team to produce a team video
promotion.
The producers of the winning
video, selected from three top
teams, will receive $20,000 and a
job with NESC.
The judges, Red Sox Chairman
and television Hall of Famer
Tom Werner and Brad Falchuk,
who created and produced the
television show Glee and movies
like American Horror Story and
Scream Queens, will announce the
results of the public vote and the
winning filmmakers at 4 p.m. on
March 31.
Hannah Reilly believes they
will win, although they are the
youngest competitors in this year’s
contest. On their Facebook page,
promoting the film, they already
have 800 shares, compared to
other competitors who have 500
shares.
“I hope all those shares turn
into votes,” Hannah said.
In the third year of the NESC
said last fall.
The city set a goal of installing
at least 60 new solar systems.
That would be an increase of 25
percent over the 2012 program.
It also hopes to install 20 air
source heat pump systems.
“Interested residents and
parties are encouraged to sign up
for a no charge, no commitment
assessment for solar electric, air
source heat pumps or both at
www.solarizenewburyport.com,”
a news release said.
The program will get more
expensive, according to the city’s
news release.
The pricing offered in this
program is the lowest price per
watt in the history of Solarize
Mass program offered by
MassCEC, the city said.
Key factors impacting the
program are new tariffs, revisions
to the state solar program,
changes in the net metering
program and lower federal tax
incentives.
Vote for One Last Putt
contest, they are competing
against student filmmakers from
seven other colleges: Boston
University, Central Connecticut
State University, which has
four films in the contest, Lasell
College, which has two films,
Sacred Heart University, Suffolk
University, Trinity College and
Wellesley College.
Most of the competing films
are news stories, while One Last
Putt is a short drama. It pits a
young man being challenged
aggressively by a rival to a game
of putt-putt golf.
“We like to be artistic and
creative,” Hannah Reilly said.
You may recognize the actors.
One is Hannah’s boyfriend, Chris
Gardella of Byfield. The other is
his friend Nate Miller. Hannah
recruited Gardella, telling him,
“You don’t have a choice.”
As members of Triton film club,
Emily and Hannah have won
other competitions. Emily won
first place for the Best Drama
in the Merrimack Valley Film
Festival last year. Hannah won
the same prize the previous year
and won prizes for news stories
last year.
They credit Triton teacher
Robert Lathrup for encouraging
their interest in filmmaking.
Now honor students at
Merrimack, they knew about
the NESN contest while in high
school, but almost didn’t enter it
this year. Emily, who may prefer
the fall so it could honor lower
would take too much time from
their studies.
Hannah, who recently changed
her major from business to
to enter the contest.
Despite the 50 hours they spent
in making the film, their mother,
defense attorney Nicole Reilly,
pointed out that the freshmen
have maintained a 4.0 grade
average. Their father is Newbury
Police Chief Michael Reilly.
“It all worked out,” Emily
Reilly said.
Red Sox Chairman Werner
said, “I produced my first short
MERRIMACK RIVER EAGLE
FESTIVAL
Celebrate the seasonal return of
bald eagles to the Merrimack Valley
with the annual Merrimack River
Eagle Festival! In the deep winter
of February, when everything else is
frozen and asleep, the Newburyport
area along the river is alive with the
spectacular sight of wintering bald
eagles flying, fishing, and sitting in the
sun. Staff and volunteers from Joppa
Flats and the Parker River National
Wildlife Refuge help visitors find
eagles and other winter specialties and
answer questions about behaviors and
habitats. Visit eagle hot spots at your
own speed or go on an eagle tour to
see birds in the wild; come indoors for
nature activities or to see an up-close
view of rehabilitated hawks and owls.
This is a great opportunity for people of
all ages to learn about the magnificence
of nature by observing bald eagles
and the habitats they need to survive.
Center or the Parker River National
EXHIBITION
The Ipswich Museum this month is
unveiling a timely new exhibit on
two centuries of local immigration.
The exhibition opens on Wednesday,
February 21, at the Heard House, 54
So. Main St., Ipswich. Admission is
free for museum members, $10 for
non-members. Visitors can attend
an opening reception and tour the
exhibition starting at 6:00 p.m., then
listen to a roundtable discussion at
7:30. Panelists will be local residents
sharing personal stories. The ancestors
of many people in Ipswich today were
lured here from Canada, Poland, and
Greece by the town’s booming mill
industry in the 19th and 20th centuries.
Later events tied to the new exhibition
include ethnic dance performances and
lessons, school vacation workshops,
and joint programs with local students.
PERFORMANCE - ALBERT
EINSTEIN: RELATIVELY
SPEAKING
In this one-hour interactive
performance, actor and storyteller
George Capaccio invites you to enter
the boundary-breaking universe that
is the mind of Albert Einstein. You
will discover that time and space are
inseparable, that time actually slows
down the faster you go, and that if
you could travel at the speed of light,
time would actually stop! But there’s
a lot more to the story than Einstein’s
insights into the nature of reality.
George focuses on the great scientist’s
very human qualities, including his
sense of humor, his fondness for Jewish
jokes, and his trials and tribulations
as a family man. As part of the show,
you’ll time travel with George on the
trajectory of Einstein’s life — from
lowly patent clerk in a Swiss office
to world-class physicist. For more
information, and to register, please
feeling of putting on PJs before settling down to sleep, but you can be part of an effort to change that! The Boston
Bruins PJ Drive runs from February 1 through March 15, 2018 and will accept new pajamas for babies, children
ROWLEY - Works of contemporary landscape artist Annalee Johnson at Rowley Public Library - A resident of
Newburyport for more than fifty years, Annalee Johnson’s eyes are attuned to the beauty of sea, salt marsh, and
woodlands across the seasons and from those images, she paints what she sees in her head. “There is not a lot of
right and wrong in what I paint,” she says, relying on intuition and soul to pull and resonate. It is a form of play, a
puzzle to be solved, the joyful challenge of discovering the difference between what works and does not. “I stop if
it isn’t fun.” Annalee Johnson is a member of Newburyport Art Association, and an artist member of the Rockport
Art Association and the North Shore Art Association. She has shown her work in numerous juried shows earning
several honorable mentions and awards for innovation. A sample of her work will be on display through February
affordable alternative to wood toys, thin sheets of steel plated with tin started being manufactured in the mid-19th
century. The whirl and pop of a wind-up tin toy delights her every time she hears it. Whether reproductions from
the past or rare originals, she collects them all. With over 300 pieces in her collection, she’s delighted to share with
us this intricate mechanism in a delightful, if not sometimes wacky, package.
Health & Wellness
BY J. PETER ST. CLAIR, DMD
I attended a continuing education
seminar this past week entitled,
“Making it Easy for Patients to Say
Yes”. The name of the seminar is
a bit deceiving. You would think
that it was about how to “sell”
people into dental treatment. It
was quite the opposite.
I am a firm believer in educating
patients about their own dental
health with the help of things like
photography, which I discussed last
week. I also think it is important
to spend as much time as necessary
to bring the patient’s dental I.Q.
to a level that allows them to make
more educated decisions about the
degree of dental health they wish
to achieve. Some people require
more time than others and some
are not interested in the dialogue.
Although this seminar did
confirm that educated patients
make better decisions, it highlighted
the fact that it is more important
for the dentist to understand the
patient and where they are in their
life. In order for this to happen it
takes time to build relationships
with people.
This sounds pretty basic.
However, the presenter of this
seminar, who is a well-known
The most fun I’ve had this winter
is studying digital photography
as I stay home avoiding the cold
weather, and the flu and crowds.
Setting up indoor studios,
experimenting with lighting on
vintage glassware and corralling
the pets for a photo shoot -- it’s
been a great way to develop a new
hobby.
Why photography? It can
strengthen our memory as we
need to remember settings and pay
attention to composition. It can
give us pleasure and raise self-esteem
Brighter Smiles...
figure in the dental world, felt
that this relationship-based aspect
of dental care is missing in most
dental offices. Why? The cost to
run a dental business, and many
times the influence from insurance
companies, creates the need to
speed things up. Shortening the
time the dentist/physician spends
with the patient is a common goal
in health care these days.
Most patients who require
extensive dental treatment know
that they have issues. They may
not understand the extent of
their issues, but they know things
are not right. It is easy to move
patients toward treatment if they
have pain or something is broken.
However, patients who may not
have pain or broken teeth, but
still have dental needs, require a
different approach.
Before any educating is done or
before any treatment is discussed, it
is vital for the dentist to understand
more about the person behind
the teeth. Sure, there are patients
who come into an office and just
want a tooth extracted, or know
they need a root canal, but most
people who go to the dentist have
the desire to keep their teeth and
be healthy. The fact of the matter
is, even if the patient knows they
need extensive work, they may not
be in the right place in their lives
to accomplish this goal.
There is no disputing that
dentistry can be expensive,
especially if you are in need of
significant work. There are many
options out there for people who
as we (and others) appreciate our
results. Photography is art, and it
awakens our creativity. Best of all,
for now, it can be done indoors.
If you want to step up from
snapping pics with a cellphone, try
taking a free online photography
course to get ideas about what
kind of camera you might want.
Explore one of the free online
classes through Harvard Extension
School, or check YouTube. Focus
on those that produce pictures
that are most attractive to you.
Call your local camera store and
ask for recommendations about
classes and cameras.
Go online and look for “Digital
Photography for Seniors for
Dummies,” by Mark Justice
Hinton, or other photography
require more extensive care. You
can choose lower cost options such
as franchised dental offices where
you may not see the same dentist
every time, or you can choose one
of the many great private dentists
we have in our area. However,
the key is – what is suitable
for you? The dental insurance
industry is a broken system and
it is unfortunately getting worse.
back a beautiful
Common
smile?
If possible, choose your provider
based on who you want to go to.
Use whatever dental benefits you
have but develop a relationship
with a provider who takes the
time to understand your specific
situation.
Does a real estate agent show
everyone the same house? Do
they show everyone the most
expensive house? They show them
what fits into their life at that
particular time. Dentistry should
be approached the same way. It
may not be the right time in your
life to have the four bedroom
house and the three car garage.
But, having a good solid roof over
your head that is comfortable is
important to everyone. You can
always upgrade.
Dr. St. Clair maintains a private
dental practice in Rowley and
Newburyport dedicated to healthcentered
family dentistry. If there
are certain topics you would like to
see written about or questions you
have please email them to him at
jpstclair@stclairdmd.com. You can
view all previously written columns
at www.jpeterstclairdentistry.com/
blog.
Senior Scene
Indoors? Try Photography
books for seniors. You’ll learn how
to select photo equipment in your
price range, set up shots, handle
light and more.
If you need to buy a camera,
do you want a big camera or a
small one? You can find excellent
compact point-and-shoot cameras
that will fit in your pocket for
a few hundred dollars. If you
want a bigger Digital Single-Lens
Reflex (DSLR) camera, learn what
different lens can do.
Explore stock photography
websites to get ideas for indoor
photography you can do now. By
the time warm weather returns,
you’ll be ready to go outdoors with
your new skills.
