The session looks back<br />
at an early attempt to<br />
“do-over” an old house<br />
c. 1750 in Newburyport<br />
during the 1970’s by<br />
one of its owners, local architect and Newburyport<br />
Preservation Trust Co-President, Linda Miller.<br />
This is a “warts-and-all” look at a truly valiant attempt<br />
to make a liveable home in a very old but run down<br />
house without ruining its character or charm (did it have<br />
charm?). The process, of course, was full of good and<br />
bad design decisions, ignorance of correct restoration<br />
techniques, a huge learning curve with many lessons<br />
learned resulting in a plentiful array of new skills acquired<br />
to get it done. And then there are those 1970s styles,<br />
some now retro, some that are now quite humorous...<br />
Plus some neighbors who thought she must be out of<br />
her mind. You won’t want to miss seeing what this home<br />
looks like today!<br />
Presenter, Linda Miller, moved to Newburyport in<br />
1975 having seen and appreciated its wonderful array<br />
of historic architecture. She founded the Newburyport<br />
Preservation Trust in 2004 in order to raise awareness of<br />
the unique yet perishable heritage of this community’s<br />
residential and commercial structures, many of which<br />
are threatened. Linda graduated from Rensselaer<br />
Polytechnic Institute with a BS and a Bachelor in<br />
Architecture in 1971, and from MIT in 1975 with a<br />
Master in Architecture. Linda worked for many years<br />
in the architectural field before forming her own firm<br />
specializing in the restoration and remodeling of older<br />
buildings.<br />
The Newburyport Preservation Trust, in collaboration<br />
with the Custom House Maritime Museum, is making<br />
this presentation free and open to the public.<br />

Merrimack College freshmen Emily and Hannah<br />
Reilly of Rowley are competing in an innovative New<br />
England Sports Network (NESN) television series that<br />
showcases the next generation of New England college<br />
filmmakers.<br />
The topic for each film was a sports topic. The<br />
Reilly twins, born 16 minutes apart, produced a short<br />
film about two young men engaging in an intense<br />
competition at the White Farms miniature golf course<br />
in Ipswich.<br />
Solarize Plus Extended Until Next Week<br />

Center (MassCEC) and the Department of Energy Resources to offer the Solarize Plus Program. Selected installers<br />
are offering reduced pricing for solar electric and efficient heat pump systems.<br />
“Solarize Plus will help reduce electric, heating, and cooling expenses for qualified households and small businesses”<br />
Mayor Donna Holaday said.<br />
As of last week, Molly Ettenborough, the city’s Recycling and Energy Manager, reported that 21 solar systems had<br />
been sold, plus seven heat pumps.<br />

Working with Solar Flair of Ashland for the solar panels and Air Source Heat Pumps of North Andover, the city<br />
has heard from more than 200 residents since September when the program was started. To date, 59 proposals for<br />
solar panels and 34 proposals for heat pumps have been sent to residents and small business owners.<br />

expenditures created and approved by our selectmen in another effort<br />

to petition them for financial responsibility. You see, the selectmen<br />
took over all town departments over the last 10 years. Lastly, the<br />
water department in Pets, 2016, formally Animals, at the town Plus meeting in May<br />
2016, by eliminating the governing authority of the water board<br />
under MGL Ch. 41 69B. Health This lengthy & authority Fitness battle was lost by the<br />
water commissioners in 2015 despite the evidence of article passage<br />
by the town’s people in November 20<strong>02</strong>.<br />
Rowley citizens are spoon-fed budgets at town meetings. We are<br />
blindly led into the budget numbers through a validation process<br />
called “the finance board” review. The finance board approves or<br />
disapproves the various presented budgets of the various boards. The<br />
various boards are made up of “us”. The finance board is an appointed<br />
board appointed by whom?? The selectmen of course! Us or We listen<br />
to whom??? The staff of course! Tactics spun to the various boards<br />
is to “change up” the formats of the spreadsheets so it becomes a<br />
question fest at the staff/board budget meetings! Confusion rapidly<br />
sets in at these meetings so the tactics are usually successful because<br />
the boards say “UNCLE”!!!<br />
Who actually develops the budget may do one of the following:<br />
1) Bump up last years’ numbers 10%;<br />
2) Put numbers in last years’ figure columns to accommodate needed<br />
staff increases, new equipment, raises, benefit increases or counter<br />
candy. That’s if the spread sheets match last years’ presentation.<br />
The boards don’t develop budgets, the staff does.<br />
In order to effect positive change for the rate/tax payers, someone<br />
of authority has to question the staff. At the water department since<br />
2015, questioning resulted in grievances! An effective tool of the staff<br />
or the people who control them. Since 2013, the selectmen controlled<br />
the staff despite the townspeople vote on MGL Ch 41 69b which<br />
left the control of the water department enterprise operation in the<br />
hands of the water board. The selectmen changed that at 2016 town<br />
meeting with the support of the current water board. The selectmen<br />
got our town lawyer with taxpayer funds to effect that change. Now,<br />
the selectmen are officially in charge of the budget process for all<br />
boards & staff. Why is a school budget, school renovation project,<br />
air conditioning project, prospect hill renovation project, water<br />
department paving project or any one of a number of town projects<br />
so excessive! Ask Selectmen!<br />
While you’re at it, find out why there was $1,884,406 in excess<br />
money in our water department’s “free cash” since 2013? None of it<br />
used for water rate reduction!<br />

Ipswich Mosquito Control<br />

Massachusetts Mosquito<br />
Control and Wetlands<br />
Management District<br />
(NEMMC) has thirtytwo<br />
subscribing<br />
municipalities, including<br />
Ipswich. Their mosquito<br />
control and surveillance<br />
program runs from the middle of the spring until the beginning of<br />
the fall, the time of the year most people are engaged in extensive<br />
outdoor activities.<br />
NEMMC creates a Vector Management Plan (VMP) for the<br />
Mosquito Control District and a Best Management Practice Plan<br />
(BMP) for each of the municipalities within its District annually.<br />
District control efforts focus primarily on adult mosquito surveillance,<br />
virus testing and preemptive virus intervention strategies.<br />
The Best Management Practice Plan for Ipswich is reviewed and<br />
approved by the Board of Health annually. This year the 20<strong>18</strong> Best<br />
Management Practice Plan will be reviewed at the February <strong>12</strong>, 20<strong>18</strong><br />
Board of Health meeting. The meeting will be held in Room C of<br />
Town Hall, 25 Green Street at 5:30pm. All are welcome to attend.<br />
Every year the control measures in Ipswich’s BMP include ground<br />
and aerial salt marsh larviciding, catch basin treatment, inspections<br />
and adulticiding. The 20<strong>18</strong> draft BMP for Ipswich can be viewed at<br />
www.ipswichma.gov/publichealth under the resources tab or in the<br />
Public Health Office.<br />
Larviciding: Targeted preemptive control measures are the most<br />
cost effective, efficient, and environmentally friendly way to reduce<br />
mosquito populations. Larviciding is the application of an insecticide<br />
into shallow water to control mosquitoes in their aquatic stages and<br />
prevent emergence as adult mosquitoes.<br />
Catch Basin Treatments: An insecticide is applied to a catch basin,<br />
storm water structure, etc. to control mosquitoes in there aquatic<br />
stages and prevent emergences as adult mosquitoes.<br />
Inspections: Inspections are done upon request. A resident can<br />
contact the Public Health Office and provide information regarding<br />
their particular area of concern. NEMMC does a site visit to<br />
determine if there are natural or artificial mosquito breeding areas<br />
that can be treated.<br />
Adulticiding: Science based selective adulticiding for virus<br />
intervention will be provided with recommendations from Northeast<br />
MA Mosquito Control of specific areas to be targeted with approval of<br />
the Board of Health, as circumstances warrant and conditions allow.<br />
Applications to schools must be in compliance with MGL ch85.<br />
Notifications regarding adulticiding will be disseminated via the<br />
town website and the town’s notification system. If you are not<br />
already signed up to receive notifications, you can sign up by going<br />
to the town’s website www.ipswichma.gov and clicking on the Notify<br />
Me link on the home page.<br />

program resulted in 48 residences<br />
and small businesses signing up<br />
for solar panels for that phase<br />
of the program. Those panels<br />
create 423 kilowatts of electrical<br />
capacity, Ettenborough said.<br />
It also generated $400,000<br />
in tax credits and $100,000 in<br />
rebates, she said.<br />
The program has now added<br />
air source heat pumps.<br />

to help residents and small<br />
business owners understand the<br />
technical aspects of solar power<br />
and heat pumps.<br />
“It is exciting to offer an<br />
additional energy cost saving<br />

take advantage of air source heat<br />
pumps to reduce heating and<br />

The finalists in the public vote<br />
will receive $1,000 in prize money.<br />
But the real prize, decided by two<br />
celebrity judges, is the chance to<br />
work with the Red Sox executive<br />
team to produce a team video<br />
promotion.<br />
The producers of the winning<br />
video, selected from three top<br />
teams, will receive $20,000 and a<br />
job with NESC.<br />
The judges, Red Sox Chairman<br />
and television Hall of Famer<br />
Tom Werner and Brad Falchuk,<br />
who created and produced the<br />
television show Glee and movies<br />
like American Horror Story and<br />
Scream Queens, will announce the<br />
results of the public vote and the<br />
winning filmmakers at 4 p.m. on<br />
March 31.<br />
Hannah Reilly believes they<br />
will win, although they are the<br />
youngest competitors in this year’s<br />
contest. On their Facebook page,<br />
promoting the film, they already<br />
have 800 shares, compared to<br />
other competitors who have 500<br />
shares.<br />
“I hope all those shares turn<br />
into votes,” Hannah said.<br />
In the third year of the NESC<br />
said last fall.<br />
The city set a goal of installing<br />
at least 60 new solar systems.<br />
That would be an increase of 25<br />
percent over the 20<strong>12</strong> program.<br />
It also hopes to install 20 air<br />
source heat pump systems.<br />
“Interested residents and<br />
parties are encouraged to sign up<br />
for a no charge, no commitment<br />
assessment for solar electric, air<br />
source heat pumps or both at<br />
www.solarizenewburyport.com,”<br />
a news release said.<br />
The program will get more<br />
expensive, according to the city’s<br />
news release.<br />
The pricing offered in this<br />
program is the lowest price per<br />
watt in the history of Solarize<br />
Mass program offered by<br />
MassCEC, the city said.<br />
Key factors impacting the<br />
program are new tariffs, revisions<br />
to the state solar program,<br />
changes in the net metering<br />
program and lower federal tax<br />
incentives.<br />

contest, they are competing<br />
against student filmmakers from<br />
seven other colleges: Boston<br />
University, Central Connecticut<br />
State University, which has<br />
four films in the contest, Lasell<br />
College, which has two films,<br />
Sacred Heart University, Suffolk<br />
University, Trinity College and<br />
Wellesley College.<br />
Most of the competing films<br />
are news stories, while One Last<br />
Putt is a short drama. It pits a<br />
young man being challenged<br />
aggressively by a rival to a game<br />
of putt-putt golf.<br />
“We like to be artistic and<br />
creative,” Hannah Reilly said.<br />
You may recognize the actors.<br />
One is Hannah’s boyfriend, Chris<br />
Gardella of Byfield. The other is<br />
his friend Nate Miller. Hannah<br />
recruited Gardella, telling him,<br />
“You don’t have a choice.”<br />
As members of Triton film club,<br />
Emily and Hannah have won<br />
other competitions. Emily won<br />
first place for the Best Drama<br />
in the Merrimack Valley Film<br />
Festival last year. Hannah won<br />
the same prize the previous year<br />
and won prizes for news stories<br />
last year.<br />
They credit Triton teacher<br />
Robert Lathrup for encouraging<br />
their interest in filmmaking.<br />
Now honor students at<br />
Merrimack, they knew about<br />
the NESN contest while in high<br />
school, but almost didn’t enter it<br />
this year. Emily, who may prefer<br />
Solar Renewal Energy Credits<br />
(SREC’s) in Massachusetts will<br />
be replaced this summer by the<br />
Solar Massachusetts Renewable<br />
Target (SMART) program. The<br />
financial benefits for residents<br />
are not expected to be as good as<br />
they are today.<br />
Net metered customers,<br />
including residential customers,<br />
may pay a new Monthly Minimum<br />
Reliability Contribution charge<br />
in Massachusetts starting in<br />
December.<br />
Starting in 2<strong>02</strong>0 the federal tax<br />
incentive for solar energy systems<br />
will be reduced from 30 percent<br />
to 26 percent.<br />
For the Newburyport program,<br />
SolarFlair anticipated the tariff<br />
and pre-purchased panels in<br />
the fall so it could honor lower<br />
pricing in its current proposals.<br />

Reilly said.<br />

said, “I produced my first short<br />
film in college and know the<br />
hard work and tenacity needed<br />
to tell a quality story using the<br />
limited resources of a student. I’m<br />
impressed with the very diverse<br />
range of young storytellers and<br />
the passion they put into their<br />
work. I hope sports and film<br />
fans everywhere will take time to<br />
watch their work.”<br />
Newton native Falchuk<br />
said, “I enjoy connecting New<br />
England college students with<br />
the Hollywood community and<br />
helping start their careers. This<br />
season, several of the students<br />
dealt with the hot topic of<br />
immigrants coming to America,<br />
showing a high level of social<br />
awareness that has me excited to<br />
see what these young filmmakers<br />

FESTIVAL<br />
Celebrate the seasonal return of<br />
bald eagles to the Merrimack Valley<br />
with the annual Merrimack River<br />
Eagle Festival! In the deep winter<br />
of February, when everything else is<br />
frozen and asleep, the Newburyport<br />
area along the river is alive with the<br />
spectacular sight of wintering bald<br />
eagles flying, fishing, and sitting in the<br />
sun. Staff and volunteers from Joppa<br />
Flats and the Parker River National<br />
Wildlife Refuge help visitors find<br />
eagles and other winter specialties and<br />
answer questions about behaviors and<br />
habitats. Visit eagle hot spots at your<br />
own speed or go on an eagle tour to<br />
see birds in the wild; come indoors for<br />
nature activities or to see an up-close<br />
view of rehabilitated hawks and owls.<br />
This is a great opportunity for people of<br />
all ages to learn about the magnificence<br />
of nature by observing bald eagles<br />
and the habitats they need to survive.<br />

EXHIBITION<br />
The Ipswich Museum this month is<br />
unveiling a timely new exhibit on<br />
two centuries of local immigration.<br />
The exhibition opens on Wednesday,<br />
February 21, at the Heard House, 54<br />
So. Main St., Ipswich. Admission is<br />
free for museum members, $10 for<br />
non-members. Visitors can attend<br />
an opening reception and tour the<br />
exhibition starting at 6:00 p.m., then<br />
listen to a roundtable discussion at<br />
7:30. Panelists will be local residents<br />
sharing personal stories. The ancestors<br />
of many people in Ipswich today were<br />
lured here from Canada, Poland, and<br />
Greece by the town’s booming mill<br />
industry in the 19th and 20th centuries.<br />

HAMPTON - Hampton Garden Club is pleased to announce the 20<strong>18</strong> Beautification Mini-Grant Program. The<br />
purpose of the mini-grant program is to foster appreciation of the natural beautification of our Hampton public<br />
areas, including roadside, parks, and public walkways, to the benefit the public’s enjoyment. Hampton Garden<br />
Club has presented mini-grants to selected Hampton area gardeners for the past three years. Public areas both large<br />

ROWLEY - The Rowley Public Library has again teamed up with the Boston Bruins to participate in their annual<br />
pajama drive to benefit DCF Kids and Cradles to Crayons. The PJ Drive’s goal is to collect 15,000 pairs of new<br />
pajamas for children and teens in need. It’s hard to imagine that so many kids and teens don’t know the comforting<br />
feeling of putting on PJs before settling down to sleep, but you can be part of an effort to change that! The Boston<br />
Bruins PJ Drive runs from February 1 through March 15, 20<strong>18</strong> and will accept new pajamas for babies, children<br />

ROWLEY - Works of contemporary landscape artist Annalee Johnson at Rowley Public Library - A resident of<br />
Newburyport for more than fifty years, Annalee Johnson’s eyes are attuned to the beauty of sea, salt marsh, and<br />
woodlands across the seasons and from those images, she paints what she sees in her head. “There is not a lot of<br />
right and wrong in what I paint,” she says, relying on intuition and soul to pull and resonate. It is a form of play, a<br />
puzzle to be solved, the joyful challenge of discovering the difference between what works and does not. “I stop if<br />
it isn’t fun.” Annalee Johnson is a member of Newburyport Art Association, and an artist member of the Rockport<br />
Art Association and the North Shore Art Association. She has shown her work in numerous juried shows earning<br />
several honorable mentions and awards for innovation. A sample of her work will be on display through February<br />

and Elephants Juggling on Bikes - Oh my!! Jenny Patterson has collected tin-plated toys for over 20 years. As an<br />
affordable alternative to wood toys, thin sheets of steel plated with tin started being manufactured in the mid-19th<br />
century. The whirl and pop of a wind-up tin toy delights her every time she hears it. Whether reproductions from<br />
the past or rare originals, she collects them all. With over 300 pieces in her collection, she’s delighted to share with<br />
us this intricate mechanism in a delightful, if not sometimes wacky, package.<br />

SALISBURY - Senior Poperty Tax Work Off & Veteran Work Off Program:<br />
Eligible elders and veterans may have their real estate taxes reduced by<br />
$500.00 after completing 62.5 hours of service to the community through<br />
a municipal department. The Senior Citizen Tax Work Off Program is<br />
open to senior citizens (60 years of age and older) and Veterans who own<br />
property in and pay real estate taxes to the town of Salisbury. The program<br />
participant’s name must appear on the property deed. Participants must<br />
complete 62.5 hours of service in the program year, which runs from<br />
January 1 to October 31. A $500.00 property tax credit minus the required<br />
withholdings will be applied to the participant’s real estate tax bill in the<br />
following fiscal year. Participating taxpayers volunteer their services to the<br />
town in exchange for a reduction in their tax bills. Individuals will be<br />
chosen based on the best match between the applicants’ qualifications and<br />
the skill requirements of each job. Applicants will be interviewed by the<br />
department supervisor of the position for which they have been placed.<br />
Individuals previously chosen for the program may make re-application<br />
in subsequent years. No applicant is guaranteed a position. Income<br />
guidelines or the lottery system may be used if there are more applicants<br />
than available positions. Only 20 seniors and 10 veterans are accepted each<br />
year. If interested in participating stop by the senior center ASAP to pick<br />

I attended a continuing education<br />
seminar this past week entitled,<br />
“Making it Easy for Patients to Say<br />
Yes”. The name of the seminar is<br />
a bit deceiving. You would think<br />
that it was about how to “sell”<br />
people into dental treatment. It<br />
was quite the opposite.<br />
I am a firm believer in educating<br />
patients about their own dental<br />
health with the help of things like<br />
photography, which I discussed last<br />
week. I also think it is important<br />
to spend as much time as necessary<br />
to bring the patient’s dental I.Q.<br />
to a level that allows them to make<br />
more educated decisions about the<br />
degree of dental health they wish<br />
to achieve. Some people require<br />
more time than others and some<br />
are not interested in the dialogue.<br />
Although this seminar did<br />
confirm that educated patients<br />
make better decisions, it highlighted<br />
the fact that it is more important<br />
for the dentist to understand the<br />
patient and where they are in their<br />
life. In order for this to happen it<br />
takes time to build relationships<br />
with people.<br />
This sounds pretty basic.<br />
However, the presenter of this<br />
seminar, who is a well-known<br />

as I stay home avoiding the cold<br />
weather, and the flu and crowds.<br />
Setting up indoor studios,<br />
experimenting with lighting on<br />
vintage glassware and corralling<br />
the pets for a photo shoot -- it’s<br />
been a great way to develop a new<br />
hobby.<br />
Why photography? It can<br />
strengthen our memory as we<br />
need to remember settings and pay<br />
attention to composition. It can<br />
give us pleasure and raise self-esteem<br />

that this relationship-based aspect<br />
of dental care is missing in most<br />
dental offices. Why? The cost to<br />
run a dental business, and many<br />
times the influence from insurance<br />
companies, creates the need to<br />
speed things up. Shortening the<br />
time the dentist/physician spends<br />
with the patient is a common goal<br />
in health care these days.<br />
Most patients who require<br />
extensive dental treatment know<br />
that they have issues. They may<br />
not understand the extent of<br />
their issues, but they know things<br />
are not right. It is easy to move<br />
patients toward treatment if they<br />
have pain or something is broken.<br />
However, patients who may not<br />
have pain or broken teeth, but<br />
still have dental needs, require a<br />
different approach.<br />
Before any educating is done or<br />
before any treatment is discussed, it<br />
is vital for the dentist to understand<br />
more about the person behind<br />
the teeth. Sure, there are patients<br />
who come into an office and just<br />
want a tooth extracted, or know<br />
they need a root canal, but most<br />
people who go to the dentist have<br />
the desire to keep their teeth and<br />
be healthy. The fact of the matter<br />
is, even if the patient knows they<br />
need extensive work, they may not<br />
be in the right place in their lives<br />
to accomplish this goal.<br />
There is no disputing that<br />
dentistry can be expensive,<br />
especially if you are in need of<br />
significant work. There are many<br />
options out there for people who<br />
as we (and others) appreciate our<br />
results. Photography is art, and it<br />
awakens our creativity. Best of all,<br />
for now, it can be done indoors.<br />
