UGANDAN CONTEXT<br />
Ug<strong>and</strong>a experienced more than two decades of civil<br />
war from the 1980s onwards, particularly affect<strong>in</strong>g the<br />
northern <strong>and</strong> eastern regions. This resulted <strong>in</strong> kill<strong>in</strong>gs,<br />
abductions <strong>and</strong> <strong>in</strong>ternal displacement. The worst of<br />
this was experienced <strong>in</strong> the northern districts of Gulu,<br />
Kitgum <strong>and</strong> Pader, which were terrorised by the<br />
Lord’s Resistance Army until 2006.<br />
However, <strong>in</strong> the last five years Ug<strong>and</strong>a has been<br />
largely politically stable <strong>and</strong> has experienced relative<br />
economic growth with decl<strong>in</strong><strong>in</strong>g national poverty<br />
levels. However, poverty <strong>and</strong> vulnerability have<br />
rema<strong>in</strong>ed, <strong>and</strong> even <strong>in</strong>creased, <strong>in</strong> the northern <strong>and</strong><br />
eastern regions (the area of this study).<br />
Agriculture is the ma<strong>in</strong> sector of employment<br />
for households <strong>in</strong> Ug<strong>and</strong>a, particularly for poorer<br />
households. S<strong>in</strong>ce the start of 2016, <strong>in</strong>creased<br />
droughts, floods <strong>and</strong> variable ra<strong>in</strong> cycles have had<br />
a serious impact on agricultural production <strong>and</strong><br />
rural livelihoods.<br />
Despite <strong>in</strong>creas<strong>in</strong>g political stability, the country still<br />
faces challenges <strong>in</strong>clud<strong>in</strong>g one of the world’s highest<br />
rates of population growth. Even though there is<br />
free universal primary <strong>and</strong> secondary education,<br />
the country’s social services, especially health <strong>and</strong><br />
education, cont<strong>in</strong>ue to be functionally weak. The<br />
district of Kitgum has especially suffered from<br />
children miss<strong>in</strong>g school due to conflict displacement<br />
<strong>and</strong> health problems such as nodd<strong>in</strong>g syndrome.<br />
