Dare County Arts Preps for<br />

Second Annual Rock the Cape Festival<br />

On Friday, May 30 the Dare County Arts Council will host the second annual Rock the Cape festival<br />

from 4-10pm at Koru Village’s Beach Klub in Avon.<br />

Rock the Cape is a festival to benefit the Dare County Arts Council. The fundraiser will celebrate life<br />

on the water’s edge and will feature local music, artists, a raffle, food, drinks, a kids’ zone, and live<br />

On November 22, 2013, I was appointed by Governor Pat McCrory as District Attorney for the First Judicial District. Since<br />

taking the reins as District Attorney, one of my primary goals has been to reduce the average age of felony cases pending for<br />

trial. (Average time for felony disposition is over one year) The three main advantages to reducing the age of cases for our<br />

judicial system are (1) lessening victim impact; (2) improved evidence retention; and (3) more judicious use of resources.<br />

Victims of crime are the innocent bystanders of our judicial system. Crime victims have been adversely impacted by someone<br />

else’s actions, often the conduct of a complete stranger who has violated their sanctity of life. The leading complaint cited<br />

by crime victims is uncertainty surrounding the judicial process. As a criminal case moves through the system the length<br />

of time to resolve it contributes to a heightened sense of uncertainty. Reducing delay brings closure to victims and their<br />

families and eases anxiety over the process. It will be the principle role of the District Attorney’s Office under my leadership<br />

to advocate for the victims and provide them a strong voice within the judicial system.<br />

As recent cases have demonstrated, evidence in a criminal case can spoil over time. (See State v. Davis, Pasquotank County,<br />

there our office negotiated a reduced plea because of the age of the case and its impact on our available evidence.) As<br />

time passes, witnesses become impossible to locate and are therefore unavailable as they are increasingly mobile after the<br />

date of the crime. Recollections fade and are subject to increased scrutiny as case age increases. As any good trial attorney<br />

will tell you, a case is only as good as the evidence presented and the mere fact that someone has been charged does not<br />

constitute evidence. In every case, a prosecutor must present strong and sufficient evidence that the defendant committed<br />

the crime alleged and that evidence must be in the form of witness testimony, exhibits and tangible articles from the crime<br />

scene. Reducing the delay from the date of the crime to the date of the trial enhances the prosecutor’s ability to present evidence<br />

that is strong, convincing and untainted.<br />

Finally, reducing delay allows the District Attorney’s Office to make a better allocation of limited resources. Each case<br />

handled by our office must be evaluated independently and separately with an eye toward an ultimate resolution. Every case<br />

is unique, and while it may not have a readily identifiable victim, justice demands an individualized evaluation rather than a<br />

cookie cutter approach. Delay in the process results in cases being resolved by offense class characteristics rather than individual<br />

merits. By reducing the age of cases, the District Attorney’s Office can devote the necessary time and effort that each<br />

case demands. Reducing the age of cases further ensures that we are able to be flexible with criminal matters which result<br />

in a trial by jury rather than by plea agreement. Our office intends to try more of the crimes of violence and inter-personal<br />

crimes and give these victims (and society in general) their collective voice in court. Emphasizing violent crimes and crimes<br />

involving personal and societal safety becomes a priority, thus making our community a safer and more enjoyable place to<br />

live, work and raise a family.<br />

Mobility May Prompts Outpour of Community Support<br />

The Outer Banks of North Carolina is known for its community feel. Local businesses and individuals outpour their<br />

support throughout the year; whether it be for the Relay for Life, fundraisers and benefits for the community and its<br />

members, or the overwhelming sense of family that brings a small island even closer together, local individuals have<br />

always come together to support each other and their community. Once again, the community of the Outer Banks<br />

will show their support, this time, to our disabled veterans. As May draws closer, locals are once again pouring their<br />

time, money, and effort into a relatively new cause to the Outer Banks: National Mobility Awareness Month.<br />

What started as a small thought from Rebecca Wilson, of the Albemarle <strong>Tradewinds</strong>, Butch Stone, owner and operator<br />

of OBX JetPak, and Jane Ford, of Outer Banks Reality Group, has snowballed into the first “Mobility May” on<br />

the Outer Banks. Bringing together local individuals and businesses, Wilson has cultivated an event to support and<br />

raise awareness for disabled individuals, specifically disabled veterans. Between May 22 and May 24, four veterans,<br />

with the support of many local businesses, will embark on a three day adventure.<br />

Connection to these veterans was provided by “Paralyzed Veterans of America.” They will be housed through the<br />

generosity of Carolina Designs Realty, and food will be provided by: The Dunes, Hotdoggers, Western Sizzlin’ and<br />

Morris Farm Market. The “Mobility Adventure,” aptly named by Wilson and Stone, will include a ride on the “Bluefin”<br />

out of Hatteras, a Charter Boat, provided by Captain Chuck Parker; reels and tackle packages will be provided<br />

by the Fishing Hole in Waves, as well as Frank and Fran’s. The participants will be taking home the rods, reels, and<br />

tackle boxes provided for the day of fishing. The name, “Mobility Adventure,” stems from the initial idea that Butch<br />

Stone would provided the services of OBX Jetpak to shoot disabled veterans over the sound. This will be the main<br />

event of the “adventure.” Other sponsors include: The North Carolina Aquarium on Roanoke Island, who will provide<br />

16 passes for the welcome packages that will be received by the four individual participating in the adventure<br />

weekend; Ron Weintraub, of Outer Banks Skeeter Beeter; the Frisco Native American Museum and Natural History<br />

Center; The Albemarle Trade Winds; Shops International; photos will be provided by Photography on the Banks<br />

(POBX). Many other individuals will also be providing equipment, time, money, and welcome package contributions.<br />

The Outer Banks Community is once again coming together to support a cause well worth the time and effort of the<br />

organizers, sponsors, and donators. As a population, the Outer Banks knows that support starts at home. Through<br />

this feeling of togetherness, community, and family, the Outer Banks has always been and always will be a place that<br />

locals love to call home; not for the view, not for economy, but for the community and symmetry that separates us<br />

not only as an island but as a population.<br />

plaque at the <strong>April</strong> 11 Historic Landmark<br />

the heritage, history, architecture and culture<br />

of the Town of Kill Devil Hills. Currently, the<br />

inventory of Historic Landmarks is 25 homes.<br />

appointed the first Commission, which is<br />

comprised of 5 Kill Devil Hill’s citizens, on<br />

August 18, 2004. Designation of local historic<br />

landmarks is a process that includes extensive<br />

research of the property, owner notification,<br />

public hearings and approval by the State<br />

Historic Preservation office and also the Kill<br />

What perceptive human being has not sensed that we utilize, have accessible to us, only a small fraction of our powers? —That we muddle along, impeded<br />

by all manner of interior and exterior constraints and conflicts: each of us individually, and all of us communally—our families, our societies, the culture, the cosmos.<br />

—That we struggle, trying to put the best face on things, accommodating and working around our psychological, intellectual, historical, emotional, physical, social,<br />

and environmental impediments.<br />

We face each new day in some kind of pierced perplexity, confused at our communal debility and stricken at our own personal tragedies, and somehow inured<br />

by a spurious distance against the grief of our brothers and sisters—the myriad beings with whom we pass through this uncohesive existence—whose joy and pain, in a<br />

world rightly ordered, would be no less immediate to us than our own.<br />

The individual who has in some way run up against this understanding of things, who perhaps has attained an inchoate awareness about it, who vaguely<br />

perceives that he moves through an unstable, disordered, and unnatural state of affairs, stands on the threshold of a pivotal apprehension: he stands on the brink of a<br />

personal and visceral understanding of what Orthodox Christianity calls fallenness.<br />

This ontological impasse, this existential abyss between what is, and what we know (dimly but irrefutably) rightly ought to be, lies at the heart of our encounter<br />

with this disordered life. Indeed, any meaningful and potent world view must hold at its core, contemporaneously and in tremendous dynamic tension, two things:<br />

the acute vision of the primordial and eschatological perfected state, and the horror of the fall. From this tension rises not just the ancient and Orthodox Christianity,<br />

but also Judaism, Buddhism, Taoism, Hinduism, Platonic philosophy—indeed, all the world’s great religions and philosophical schools. Some (notably Nihilism and<br />

Stoicism) define this dynamic by negation, yet nonetheless they define it.


Edenton and Chowan County Named Official Retirement Community<br />

EDENTON, NC — The North Carolina Department of Commerce announced Edenton has been designated a Certified Retirement Community. The General<br />

Assembly established the program in 2008 to designate communities that offer unprecedented quality of living that is desirable to retirees.<br />

“This designation will be a valuable economic development tool for Edenton and their residents,” said Commerce Secretary Sharon Decker. “The people<br />

of Edenton recognize the valuable contributions that retirees can make to enhance their community.”<br />

“North Carolina is experiencing a healthy in-migration of retirees to the state, and this program aims to attract retirees and persuade them to put down<br />

roots here,” said Wit Tuttell, executive director of the Commerce Department’s Division of Tourism, Film & Sports Development.<br />

To gain certification, a local government must submit an application that includes a comprehensive community survey and assessment tool that spans<br />

numerous dimensions reflecting the town’s readiness for retiree attraction. Ratings criteria include:<br />

antibiotics in our country’s food chain. Antibiotics are used therapeutically for treatment of<br />

disease, and sub-therapeutically for weight gain in cattle, swine and poultry. The USDA does not<br />

require antibiotics to be declared on the label. Consequently, consumers should assume low levels<br />

of antibiotics in any meat or poultry product they eat. Unless its certified organic.<br />

Antibiotics kill bacteria, good and bad. Our intestine or gut flora is made up of 60-80% bacteria<br />

(multiple species) , and the immune system is headquartered there. Gut flora represses the growth<br />

of microorganisms and trains the immune system to respond and defend against disease.<br />

Overuse of antibiotics compromise’s the gut flora, and weakens the immune system.<br />

As our environment becomes more toxic, more and more antibiotics will be introduced into the<br />

food chain. Probably accounts for the remarkable growth in the probiotic market.<br />

Caesar salad<br />

A Caesar salad, properly made, is a thing of beauty, exquisite flavor, and tempting textures. Caesar salad<br />

is believed to have originated in Tijuana, Mexica, in the 1920s by Caesar Cardini. Cardini owned a small<br />

hotel and restaurant that the Hollywood crowd and San Diego socialites frequented, driving across the<br />

California border to escape Prohibition. The story goes that on July 4, 1924, people arrived in droves at<br />

Cardini’s restaurant. There were not enough fresh vegetables to go around and the kitchen was in a panic.<br />

In the 20s, Americans weren’t wild about salads (They were considered exotic, foreign, and basically food<br />

for sissies.), Cardini thought he could make a salad tableside using ingredients basic to every Italian kitchen:<br />

Romaine lettuce, garlic, lemon, Worcestershire sauce, Parmesan cheese, croutons, and eggs. In a rather<br />

desperate act to feed the deluge from the LA area that had descended upon him, Caesar Cardini went a little<br />

Hollywood himself and, with considerable dramatic flair, “performed” tableside at his restaurant, creating<br />

the Caesar salad. Every table of diners that night ordered one.<br />

I give you the Hawthorne Caesar Salad.<br />

Rosie’s Herbalicious Croutons<br />

1 stick Land O’ Lakes Unsalted Butter<br />

1/4 cup olive oil Extra Light Bertolli Olive Oil<br />

4-6 cloves garlic, finely minced<br />

Fresh herbs, minced (about 2 TB each):<br />

sage<br />

thyme<br />

rosemary<br />

parsley<br />

oregano<br />

I go a little extra on the parsley and oregano.<br />

1 loaf of bread, Italian or French, torn into pieces<br />

Heat butter & olive oil in large skillet over medium heat.<br />

Add herbs and sauté a minute or so to infuse the flavors.<br />

Add in garlic, stirring for a few seconds.<br />

Do not brown garlic; it’ll get bitter and ruin everything.<br />

Toss torn bread crumbs into butter/herb mixture.<br />

Sauté for a few minutes, tossing.<br />

Pour single layer of seasoned cubes onto baking pan.<br />

Bake in slow oven (250°) until crisp, about an hour or so.<br />

Toss every 15-20 minutes.<br />

To assemble, take Romaine lettuce, preferably just-picked from your garden, rinse it, and tear into bitesized<br />

pieces. Gently toss with dressing to coat and add in some of the best croutons to ever pass your<br />

lips. If desired, grate additional Parmesan over top.<br />

What would be lovely when you get adept at making this, is to buy one of those big, beautiful, wooden<br />

bowls and stun your dinner guests as you make the dressing in the bowl sur la table and gently toss your<br />

Romaine hearts in the uniquely Cardini way of “scooping under the leaves, turning them like a large<br />

green wave breaking towards you to prevent those tender shoots from bruising,” all the while regaling<br />

your guests with the origin of Caesar salad.<br />

Pure dinner theater. You’d be a star!<br />

Rosie’s Caesar Salad Dressing<br />

4-6 cloves garlic<br />

1 tin anchovies, drained and rinsed<br />

2 lemons<br />

2 TB Dijon mustard<br />

2 TB Lea & Perrins Worcestershire sauce<br />

2 large eggs, coddled<br />

1 – 1 1/2 cups olive oil (I use ELBOO.)<br />

1 cup grated Parmesan cheese (I use Il Villagio<br />

from the Teeter.)<br />

Mince garlic and coarse chop anchovies,<br />

then mash into a paste. A mortar and pestle<br />

works well here. Whisk in the juice of 2<br />

lemons.<br />

Add 2 TB Dijon mustard and 2 TB Lea &<br />

Perrins Worcestershire Sauce.<br />

Whisk in 1 coddled egg. To coddle an egg,<br />

boil water and let the egg sit in the boiled<br />

water for one minute. Consider the egg<br />

coddled and whisk it in.<br />

Very slowly, whisk in the oil, maintaining<br />

an emulsion. Never add the oil too quickly.<br />

You don’t want to see a small pool of oil in<br />

the dressing. You want to constantly whisk<br />

the oil as it drizzles in to incorporate it in a<br />

creamy consistency.<br />

Taste test and adjust as you would like.<br />

We aim for a light buckskin color.<br />

Add in about 1 cup grated Parmesan<br />

cheese.<br />

I always taste test as I go along. For my<br />

tastes, I like lots of lemon. If you prefer<br />

more of the mustard or Worcestershire,<br />

then adjust it for your tastes. If you think<br />

you might have made something too<br />

strong, adding extra oil can usually take<br />

care of that. I give you my basic recipe<br />

only as a guideline. Feel free to adjust according<br />

to your own tastes.

national victimization study running<br />

since the early 1970s and it has trustworthy<br />

data and answers. Yes, we<br />

have hate crimes. The US Bureau of<br />

Justice Statistics tells us that nationally<br />

in 2012 we had 293,800 hate crime<br />

victimizations. With those based on<br />

religion tripling from10% in 2004 to<br />

28% in 2012. Gender bias more than<br />

doubled from 12% to 26% during<br />

the same period. To make this worse,<br />

60% of hate crime victimizations<br />

were not reported to police in 2012.<br />

The percentage of hate crimes involving<br />

violence increased from 78% in<br />

2004 to 90% in 2011 and 2012. Go<br />

back to your church group and ask<br />

what the leader who started your religion<br />

said about this problem.<br />

May is designated as National Bike Month. To honor this designation,<br />

the Museum of the Albemarle has on display several bicycles<br />

from the collection. The very first bicycle was invented in 1817. It<br />

was called the “Walking Machine.” Later came the velocipede, the<br />

high wheel bicycle and the high wheel tricycle. Columbia Bicycle<br />

was the first American manufacturer of cycles. In 1878 the Hartford,<br />

Connecticut based company sold 60” High Wheelers for a cost of<br />

$125.00.<br />

The bicycles, tandem bike, and tricycles on display were manufactured<br />

by companies such as Schwinn, Goodyear, Troxel, and<br />

Rollfast. These rides belonged to area residents including Elizabeth<br />

Small, Andrew Perry, and World Pocket Billiard Champion Luther<br />

“Wimpy” Lassiter. We even have on display a few tricycles for you<br />

youngsters at heart to reminisce. Take time this afternoon and go for<br />

a bike or trike ride around your town. May 12-16 is Bike to Work<br />

and Bike to School Week. May 16, is Bike to Work Day. Locally,<br />

join the River City Cycling Club or participate in Port Discover’s<br />

program that offers the use of a Surrey bike built for five.<br />

But, do remember to bike safely and adhere to your state’s bicycle<br />

laws. According to North Carolina law, a bicycle is “a non-motorized<br />

vehicle with two or three wheels tandem, a steering handle, one<br />

or two saddle seats, and pedals by which the vehicle is propelled is<br />

considered a vehicle.” The law also states that the rider must “use<br />

hand signals to communicate intended movements”. Also riders<br />

must “wear a bicycle helmet on public roads, public paths and public<br />

right-of-ways if the bicyclist is under 16 years old.”<br />

control to anyone who happens to waft into or out of our life. Instead you can<br />

take control and move your life forward at your own pace in the direction you<br />

choose. You can take control and go where you want to go.<br />

Take steps towards your dreams, instead of just being fed inspiration! Make your<br />

life better today by making better decisions, and by making choices that will<br />

lead you closer and closer to your dreams each day!<br />
