Conservation Authority (MRCA)<br />
is a local government joint powers<br />
entity owning fee title to public<br />
access areas and public access<br />
easements within the city of<br />
Malibu. A general description of<br />
MRCA activities may be found<br />

Various parties are in violation of<br />
the California Coastal Act and<br />
such violations are depriving the<br />
public of access rights secured by<br />
Coastal Commission conditions<br />
on property owned or subject to<br />
the management of the MRCA.<br />
The MRCA is soliciting statements<br />
of qualification from California<br />
attorneys with experience<br />
and/or expertise with respect to<br />
coastal access issues in order to<br />
implement a program to enforce<br />
provisions of the California<br />
Coastal Act pursuant to Chapter 9<br />
(commencing with Section<br />
30800) of Division 20 of the Public<br />
Resources Code.<br />

The California Environmental Quality Act (CEQA) applies only to projects which have the potential for<br />
causing a significant effect on the environment. Pursuant to CEQA Guidelines Section 15061(b)(3), where it<br />
can be seen with certainty that there is no possibility that the activity in question may have a significant effect<br />
on the environment, the activity is not subject to CEQA. After analyzing the project, the Planning Director<br />
