FAO: Cradle Parish Council and its remaining Councillors DATE: 26 th October 2017 REFN : Resignation Councillors, Following my resignation as Vice chair 0n the 24 th October I have had a few sleepless nights wondering how we had got to the position we are now in. I joined the council to work for the good of the community and to help bring Cradley and Storridge more closely together, I had no hidden agenda. However a minority of the CPC do not appear to share the same values and with the resignation of the Chairman and the unhelpfulness of HALC over the past few weeks I feel the situation will only escalate. Therefore it is with regret that I feel I have no alternative but to resign. Please accept this letter as my official resignation as of the above date. With regret Derek Scully Dear colleagues 02 /11 / 2017 Having now had time to reflect on the past few weeks of the CPC and to check the facts that were presented to an EO meeting of the CPC on 23 rd Oct, I would like to set the records straight, hence this letter to you all. Firstly the background to the calling of the EO. The above meeting was called because at the last CPC meeting on the 10 th October 2017 the correct procedures for the appointing of a new Parish Clerk had not been followed, due to advice from Linda Wilcox (LW). This took place at 2230hrs so was not challenged then as councillors were still reeling from the shock announcement by the Chairman (GF) regarding the background to the recent resignation of the Council’s Clerk. Following a complaint to GF by myself, he decided to call an EO on the 23rd October and all the Councilors were informed of the meeting on the 14 th October. At 1635hrs on the day of the meeting the Chairman received a copy of an email sent to Councilor Eldridge (AE) in reply to his conversation and email that day to LW concerning the legality of the EO. The email indicated that as the meeting had not been advertised on the CPC web site and notices had not been placed on notice boards that any decisions made would be null and void. It was too late to cancel the meeting so GF agreed to meet everyone and explain the reasons for the cancellation. The contents of the email were confirmed by AE It astounds me that AE waited until the day of the meeting before he contacted LW you can read into that what you will, I could understand if he had contacted LW after first being notified of the meeting and only receiving a reply on the day. But to leave it to the very day seems a little mischievous to me. He did however admit at the meeting that “they get on well together” [i.e. AE & LW] as he had contacted her on numerous occasions Secondly: LW was asked to take the minutes for the September Meeting of CPC, which she did . 6At that meeting, Council decided to reject the recruitment of a new Clerk by the Employment Working
Group of CPC, in favour of AE’s advice to use the recruitment services of LW at HALC. A vote was taken and LW accepted the brief and told council that it would cost £200. LW continued to act as Minute taker at the Council’s October meeting. The September Minutes took nearly three weeks to produce and those for October have still not been received as of yesterday 31 st October. GF had been chasing LW for nearly seven weeks for information regarding the recruitment of a New Clerk but didn’t receive replies to phone calls or emails. Surprisingly, AE informed Councillors at the EO that LW had told him that there were three applicants and that the interviews were set for 27th October. Firstly it is bizarre that AE should know about the applicants before GF and secondly that he should have his conversation /email replied to by LW on the same day whereas GF had waited three to seven weeks for replies and not received any . AE had the opportunity to ask GF if EO Notices had been placed but chose not to. I have checked the web page and seen documented evidence that the notice was on the CPC web site in the allotted time and that notices were displayed on the notice boards. Fellow Councillors are aware of the outcome following the intervention by AE and his email. What we don’t know is that if the truth had been known and the meeting had proceeded, just what the outcome then would have been. Perhaps the Council wouldn’t have collapsed and we would still have a Chairman and not a mass resignation for various reasons and the lengthsman would still be in place, Now we will never know. It saddens me to see the CPC collapse; I joined the council with no hidden agenda to work for the good of the community both in Cradley and Storridge and to help bring the two communities together. I am sure this is what the majority of councillors wanted but unfortunately there is a minority there with either a hidden agenda or who can’t be bothered to attend and have no role on any of the working groups, but are quick to criticise and obstruct whenever possible. The departure of the Chair is another negative event that has affected our PC as a result of the actions of individuals who have for the past 3 years executed a campaign to sabotage and undermine the leadership of the PC and any other members of the PC that they consider do not support their single <strong>issue</strong> obsession.
