This plan was drafted with the valuable c<strong>on</strong>tributi<strong>on</strong> of a large number of experts<br />

from various fields of ec<strong>on</strong>omic, social, and envir<strong>on</strong>mental developmen, specialists,<br />

technicians, employees of state adm<strong>in</strong>istrati<strong>on</strong>, professors and representatives<br />

from various fields of academia, members of n<strong>on</strong>-profit organizati<strong>on</strong>s, bus<strong>in</strong>ess<br />

representatives, local government representatives, as well as various citizens, that with<br />

the active participati<strong>on</strong> <strong>in</strong> a number of c<strong>on</strong>sultative meet<strong>in</strong>gs c<strong>on</strong>tributed to the draft<strong>in</strong>g<br />

of the visi<strong>on</strong> for the development of <strong>Albania</strong> <strong>in</strong> the next 15 years. The plan is the<br />

result of the jo<strong>in</strong>t and tireless work of specialists of the <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Territorial <strong>Plann<strong>in</strong>g</strong><br />

Agency (NTPA) and the M<strong>in</strong>istry of Urban Development (MUD), who for about two<br />

years c<strong>on</strong>tributed to f<strong>in</strong>alize the document, which is the first of its k<strong>in</strong>d for our country<br />

that br<strong>in</strong>gs a framework of <strong>in</strong>tegrated territorial development <strong>in</strong>curred to date and sets<br />

out a l<strong>on</strong>g-term development and quality model for <strong>Albania</strong> <strong>in</strong> 2030.<br />

The <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> <strong>Spatial</strong> Plan (NSP) provides the strategic reference framework<br />

for susta<strong>in</strong>able territorial development for the next 15 years, <strong>in</strong> order to ensure<br />

balanced ec<strong>on</strong>omic and social nati<strong>on</strong>al development, resp<strong>on</strong>sible management of<br />

natural resources, envir<strong>on</strong>mental protecti<strong>on</strong>, all while ensur<strong>in</strong>g the rati<strong>on</strong>al land<br />

use. The NSP is <strong>in</strong>troduced not <strong>on</strong>ly as fulfillment of a legal obligati<strong>on</strong>, but also as a<br />

prerequisite to achieve<strong>in</strong>g the governmental program objectives to enhance citizens’<br />

welfare and nati<strong>on</strong>al ec<strong>on</strong>omic growth by reduc<strong>in</strong>g <strong>in</strong>equalities, strengthen<strong>in</strong>g the<br />

strategic partnership with neighbor<strong>in</strong>g countries and implementati<strong>on</strong> of policies<br />

that foster competitiveness of ec<strong>on</strong>omic sectors, thus ensur<strong>in</strong>g <strong>in</strong>tegrati<strong>on</strong> <strong>in</strong> the<br />

European Uni<strong>on</strong>.<br />

NSP <strong>Albania</strong> 2030 is the highest-level <strong>in</strong>strument of territorial plann<strong>in</strong>g <strong>in</strong> <strong>Albania</strong>,<br />

which addresses plann<strong>in</strong>g issues <strong>in</strong> an <strong>in</strong>tegrated manner, c<strong>on</strong>sider<strong>in</strong>g the <strong>Albania</strong>n<br />

territory as a whole. Based <strong>on</strong> its pr<strong>in</strong>ciples, objectives and specificati<strong>on</strong>s, details<br />

will be provided <strong>in</strong> terms of the lower hierarchy plans, nati<strong>on</strong>al sectoral plans (NSP),<br />

detailed plans for areas of nati<strong>on</strong>al importance (DPANI), regi<strong>on</strong>al development plans<br />

(RDP), sectoral plans at the regi<strong>on</strong>al level (SPRL), local general plans (LGP) and any<br />

other territorial plann<strong>in</strong>g <strong>in</strong>strument stemm<strong>in</strong>g from the development needs.<br />

This document prepares the ground for the harm<strong>on</strong>izati<strong>on</strong> of sectorial and crosssectoral<br />

policies, which have an impact or associated effects <strong>on</strong> the territory,<br />

structures and balances urban and rural developments, and provides a reliable<br />

climate for l<strong>on</strong>g term <strong>in</strong>vestments.<br />

The NSP is presented at a key moment for the territorial reorganizati<strong>on</strong> of <strong>Albania</strong><br />

as an <strong>in</strong>strument support<strong>in</strong>g and enabl<strong>in</strong>g the qualitative implementati<strong>on</strong> of the<br />

adm<strong>in</strong>istrative territorial reform. It c<strong>on</strong>stitutes a key platform for the new regi<strong>on</strong>s

and municipalities <strong>in</strong> the draft<strong>in</strong>g of their regi<strong>on</strong>al and local plans.<br />

The need for the NSP formulati<strong>on</strong> is further highlighted with<strong>in</strong> the framework of<br />

coord<strong>in</strong>ati<strong>on</strong> for successful implementati<strong>on</strong> of the objectives of the Government of<br />

the Republic of <strong>Albania</strong> 1 , such as:<br />

Increase of the EU fund absorb<strong>in</strong>g capacity and implementati<strong>on</strong> of regi<strong>on</strong>al<br />

development <strong>in</strong>itiatives as a vital step toward <strong>in</strong>tegrati<strong>on</strong>;<br />

Strategic l<strong>in</strong>k with the neighbors as the road to nati<strong>on</strong>al ec<strong>on</strong>omic recovery,<br />

guarantee<strong>in</strong>g the efficiency of major <strong>in</strong>frastructure and ec<strong>on</strong>omic regi<strong>on</strong>al<br />

<strong>in</strong>vestments and the representati<strong>on</strong> of <strong>Albania</strong> as a model and peace and stability<br />

factor <strong>in</strong> the regi<strong>on</strong>;<br />

Implementati<strong>on</strong> of an ec<strong>on</strong>omic, territorial and govern<strong>in</strong>g model at multiple<br />

levels, which reduces disparities ensures diversity and ec<strong>on</strong>omic <strong>in</strong>dependence <strong>in</strong><br />

a susta<strong>in</strong>able manner, ensures the self-recovery capacity of the <strong>Albania</strong>n ec<strong>on</strong>omy,<br />

promotes the ec<strong>on</strong>omy of knowledge and <strong>in</strong>novati<strong>on</strong>, and c<strong>on</strong>verges with the<br />

European ec<strong>on</strong>omy, while encourag<strong>in</strong>g the <strong>Albania</strong>n ec<strong>on</strong>omy toward progress;<br />

Strengthen<strong>in</strong>g of sectors to <strong>in</strong>crease GDP and employment <strong>in</strong> becom<strong>in</strong>g key to<br />

susta<strong>in</strong>ability, adaptive and self-recovery capacity and the presentati<strong>on</strong> of <strong>Albania</strong><br />

as an important l<strong>in</strong>k with<strong>in</strong> the regi<strong>on</strong>al and <strong>in</strong>ternati<strong>on</strong>al development network.<br />

Sectors such as energy, agriculture, tourism, some extract<strong>in</strong>g and process<strong>in</strong>g<br />

<strong>in</strong>dustries, should not compete am<strong>on</strong>g themselves for resources, but should be<br />

complementary, enabl<strong>in</strong>g the ecosystem to provide services <strong>in</strong> a susta<strong>in</strong>able manner<br />

and c<strong>on</strong>tribute to the enhancement of knowledge and <strong>in</strong>novati<strong>on</strong> as an eng<strong>in</strong>e of the<br />

future;<br />

Protecti<strong>on</strong> of natural resources <strong>in</strong> functi<strong>on</strong> of the <strong>in</strong>dependence of sectors, and<br />

ec<strong>on</strong>omic and social <strong>in</strong>dependence of the whole territory.<br />

1.1 Methodology<br />

The methodology for draft<strong>in</strong>g the NSP 2030 is based <strong>on</strong> three key and complementary<br />

steps:<br />

1. The metabolic analysis of the territory as a model applied for the identificati<strong>on</strong><br />

and analysis of the flows of materials and energy with<strong>in</strong> specific territories. This<br />

model provides the researchers with a framework through which to explore the<br />

<strong>in</strong>teracti<strong>on</strong>s of natural and human systems <strong>in</strong> specific regi<strong>on</strong>s. 2<br />

2. Formulati<strong>on</strong> of the Visi<strong>on</strong> Statement.<br />

3. Strategic <strong>Plann<strong>in</strong>g</strong>, as a technique applied <strong>in</strong> cities or towns, metropolitan areas,<br />

and regi<strong>on</strong>s, <strong>in</strong>tegrates social, ec<strong>on</strong>omic, f<strong>in</strong>ancial, territorial, envir<strong>on</strong>mental,<br />

governance, <strong>in</strong>stituti<strong>on</strong>al and legal issues <strong>in</strong>to a s<strong>in</strong>gle framework. It establishes<br />

the visi<strong>on</strong>-based development and enables objectives, programs and acti<strong>on</strong> plans<br />

for implementati<strong>on</strong>. It has no strict regulatory nature. It sets up modalities to<br />

address challenges, avoid barriers and effectively use opportunities and resources.<br />

It is realized through participati<strong>on</strong>.<br />

The territorial metabolic analysis process was based <strong>on</strong> territorial <strong>in</strong>specti<strong>on</strong> through<br />

i) the approved sectorial strategies and those strategies under approval of central<br />

<strong>in</strong>stituti<strong>on</strong>s and m<strong>in</strong>istries ii) <strong>in</strong>ter-m<strong>in</strong>isterial meet<strong>in</strong>gs, sem<strong>in</strong>ars with local and<br />

foreign experts, associated with field visits, iii) data collecti<strong>on</strong> and analysis <strong>on</strong> flows<br />

with the highest impact <strong>on</strong> territory development: water, food, energy and tourism.<br />

The NSP objectives are<br />

based <strong>on</strong> the objectives of<br />

susta<strong>in</strong>able plann<strong>in</strong>g of<br />

the key European plann<strong>in</strong>g<br />

documents, such as the<br />

European Territorial Agenda<br />

2020, Strategy Evropa 2020,<br />

Territorial Visi<strong>on</strong> of Europe<br />

2050, etc.<br />

The formulati<strong>on</strong> of the Visi<strong>on</strong> Statement was an outcome of a process supported by<br />

experts of the priority sectors of nati<strong>on</strong>al growth attached to the central <strong>in</strong>stituti<strong>on</strong>s<br />

and representatives of n<strong>on</strong>-profit associati<strong>on</strong>s and organizati<strong>on</strong>s 3 . The Visi<strong>on</strong><br />

formulati<strong>on</strong> followed the methodology and process described by ESPON 4 <strong>on</strong> draft<strong>in</strong>g<br />

the Territorial Visi<strong>on</strong> (TEVI) Europe 2050. The work<strong>in</strong>g group pursued two methods<br />

to prepare the visi<strong>on</strong>: i) based <strong>on</strong> scientific facts and <strong>in</strong>formati<strong>on</strong>; ii) based <strong>on</strong><br />

values and guided by policies. Both methods were implemented <strong>in</strong>dependently, but<br />

they fed <strong>in</strong>to each other until the f<strong>in</strong>al result. This method enables a visi<strong>on</strong> based<br />

<strong>on</strong> the exist<strong>in</strong>g and planned policies, <strong>in</strong>clud<strong>in</strong>g their challenges, and underl<strong>in</strong>es the<br />

plann<strong>in</strong>g dimensi<strong>on</strong> as a process. The formulated visi<strong>on</strong> ma<strong>in</strong>ta<strong>in</strong>s a strategic, l<strong>on</strong>gterm,<br />

comprehensive, and coherent character.<br />

The strategic plann<strong>in</strong>g was focused <strong>on</strong> the objectives and the policies of the plan.<br />

The territorial strategic proposals were made based <strong>on</strong> five primary systems<br />

organized <strong>in</strong>to corridors, z<strong>on</strong>es and centers. The underly<strong>in</strong>g elements c<strong>on</strong>sidered <strong>in</strong><br />

these proposals are as follows:<br />

ʧ potential for ec<strong>on</strong>omic and multidimensi<strong>on</strong>al development determ<strong>in</strong>ed by the<br />

locati<strong>on</strong>, size, accessibility, and c<strong>on</strong>nectivity;<br />

ʧ identify<strong>in</strong>g local character c<strong>on</strong>diti<strong>on</strong>ed by specific geographical, natural,<br />

historical, cultural, traditi<strong>on</strong>al features of ec<strong>on</strong>omic, urban, and social development;<br />

ʧ security measures for natural disasters and climate changes.<br />

1.2 NSP strategic objectives<br />

I. Multi-dimensi<strong>on</strong>al <strong>in</strong>tegrati<strong>on</strong> <strong>in</strong> the European c<strong>on</strong>text;<br />

II. Creat<strong>in</strong>g and enhanc<strong>in</strong>g a str<strong>on</strong>g and competitive ec<strong>on</strong>omic positi<strong>on</strong> of <strong>Albania</strong><br />

<strong>in</strong> the Balkans and Mediterranean regi<strong>on</strong>s;<br />

III. Physical and territorial <strong>in</strong>tegrity of the historical, cultural, natural, and urban<br />

landscape throughout the <strong>Albania</strong>n territory;<br />

IV. Increase and improvement of quality of life for people, by promot<strong>in</strong>g ec<strong>on</strong>omic<br />

growth, remov<strong>in</strong>g spatial <strong>in</strong>equalities, access barriers to ec<strong>on</strong>omy, <strong>in</strong>frastructure,<br />

and knowledge;<br />

V. Promoti<strong>on</strong> of the “right to the city”;<br />

VI. Prepar<strong>in</strong>g the ground for regi<strong>on</strong>al development.<br />

1.3 Policies<br />

Development of nati<strong>on</strong>al <strong>in</strong>frastructure c<strong>on</strong>nect<strong>in</strong>g <strong>Albania</strong> with pan-European<br />

transport corridors;<br />

Development of <strong>Albania</strong> as an <strong>in</strong>terc<strong>on</strong>nect<strong>in</strong>g <strong>in</strong>frastructure and energy center<br />

for the Balkans;<br />

Smart growth of the urban system through polycentric, densify<strong>in</strong>g, and<br />

comprehensive development;<br />

Promoti<strong>on</strong> and access to natural areas and landscape features. Rati<strong>on</strong>al<br />

be prepared for the EU territory enlargement. Currently, the missi<strong>on</strong> of ESPON 2020 is to c<strong>on</strong>t<strong>in</strong>ue<br />

work for the c<strong>on</strong>solidati<strong>on</strong> of the Network of European Territorial Observatory, and strengthen political<br />

provisi<strong>on</strong> and use of credible, regular and comparative data.

management of natural resources and cultural heritage, ensur<strong>in</strong>g the preservati<strong>on</strong><br />

of cultural identity and diversity, while fac<strong>in</strong>g growth and globalizati<strong>on</strong>. At the same<br />

time, it makes them active and <strong>in</strong>strumental to the domestic ec<strong>on</strong>omic growth by<br />

reactivat<strong>in</strong>g them as assets, improv<strong>in</strong>g and <strong>in</strong>creas<strong>in</strong>g adequate access to them;<br />

Development of multimodal and envir<strong>on</strong>mentally friendly transport system.<br />

Promoti<strong>on</strong> of <strong>in</strong>tegrated transport and new c<strong>on</strong>cepts of envir<strong>on</strong>mentally friendly<br />

mobility. This transport supports the polycentric territorial development <strong>in</strong> achiev<strong>in</strong>g<br />

a gradual progress that ensures equal access to <strong>in</strong>frastructure and ec<strong>on</strong>omy;<br />

Development of diversified energy <strong>in</strong>frastructure towards the renewable energy;<br />

Integrated plann<strong>in</strong>g and development of distributi<strong>on</strong> and c<strong>on</strong>necti<strong>on</strong> flows of<br />

centers;<br />

Promoti<strong>on</strong> of the “right to the city” for <strong>in</strong>formal areas.<br />

<strong>Albania</strong> & the Regi<strong>on</strong><br />

core of the NSP.<br />

1.4 Visi<strong>on</strong> Statement<br />

This visi<strong>on</strong> is based <strong>on</strong> particular assumpti<strong>on</strong>s and prec<strong>on</strong>diti<strong>on</strong>s as follows:<br />

urban populati<strong>on</strong> will <strong>in</strong>crease <strong>in</strong> the centers of each level of the polycentric<br />

network;<br />

a stable, <strong>in</strong>herent political spirit will be created, c<strong>on</strong>tribut<strong>in</strong>g to peace and<br />

<strong>in</strong>tegrati<strong>on</strong> <strong>in</strong> the Balkans;<br />

development of strategies and adopti<strong>on</strong> of c<strong>on</strong>crete measures to deal with the<br />

effects of climate change, <strong>in</strong>clud<strong>in</strong>g the present natural civil emergencies, will be a<br />

priority of the governmental program;<br />

sound <strong>in</strong>stituti<strong>on</strong>al cooperati<strong>on</strong>;<br />

<strong>in</strong>tensified decentralizati<strong>on</strong> of governance and its democratizati<strong>on</strong>;<br />

sectoral and cross-sectoral service standards will be established, and serious<br />

work will be d<strong>on</strong>e towards their achievement;<br />

a free movement orientati<strong>on</strong> policy will be outl<strong>in</strong>ed through strategic <strong>in</strong>vestments<br />

and open<strong>in</strong>g of new jobs, aim<strong>in</strong>g at lower<strong>in</strong>g the age dependency coefficient;<br />

serious capacity build<strong>in</strong>g <strong>in</strong>vestments will be made to <strong>in</strong>crease the EU funds<br />

attracti<strong>on</strong> ability;<br />

a str<strong>on</strong>g foundati<strong>on</strong> and operati<strong>on</strong>al basis of <strong>in</strong>formati<strong>on</strong> will be established,<br />

without which the programm<strong>in</strong>g l<strong>in</strong>ks of the visi<strong>on</strong> implementati<strong>on</strong> cannot functi<strong>on</strong>;<br />

ownership of this visi<strong>on</strong> will be guaranteed by the government, but also by<br />

civil groups and political forces, as a visi<strong>on</strong> of the future of the <strong>Albania</strong>ns, far from<br />

divisi<strong>on</strong>s and political differences.<br />

<strong>Albania</strong>, a center <strong>in</strong>tegrated <strong>in</strong> the European <strong>in</strong>frastructure and ec<strong>on</strong>omic system,<br />

a diverse and competitive ec<strong>on</strong>omy with<strong>in</strong> the Balkans area, a state aim<strong>in</strong>g at<br />

equality <strong>in</strong> access, <strong>in</strong>frastructure, ec<strong>on</strong>omy, and knowledge. Assur<strong>in</strong>g the<br />

protecti<strong>on</strong> of natural, historical, and cultural heritage with the aim of becom<strong>in</strong>g<br />

an authentic dest<strong>in</strong>ati<strong>on</strong>.<br />

Development of the c<strong>on</strong>nect<strong>in</strong>g and distribut<strong>in</strong>g corridors network of the country<br />

is evaluated accord<strong>in</strong>g to three levels of <strong>in</strong>tegrati<strong>on</strong>; European c<strong>on</strong>necti<strong>on</strong> and<br />

<strong>in</strong>tegrati<strong>on</strong>, strengthen<strong>in</strong>g of regi<strong>on</strong>al ties with<strong>in</strong> the Balkans and the Mediterranean,<br />

as well as <strong>in</strong>terc<strong>on</strong>necti<strong>on</strong> and penetrability of the nati<strong>on</strong>al territory. The aim is

will be fast, reliable, and straightforward.<br />

1.5 C<strong>on</strong>nective corridors<br />

In the European c<strong>on</strong>text, the geographic positi<strong>on</strong> of <strong>Albania</strong> favors the deployment<br />

of short c<strong>on</strong>nective roads cross<strong>in</strong>g Europe, c<strong>on</strong>nect<strong>in</strong>g member states <strong>on</strong> the edges<br />

of the c<strong>on</strong>t<strong>in</strong>ent, but also to Asia and North Africa. The famous, ancient road,<br />

Egnatia, and the harbors established at the <strong>Albania</strong>n coast s<strong>in</strong>ce antiquity are<br />

early <strong>in</strong>dicators of this. The materializati<strong>on</strong> of the European “central axis” roads<br />

c<strong>on</strong>nect<strong>in</strong>g Northern Europe and Southern European countries or countries of the<br />

Gulf, is c<strong>on</strong>sidered very important<br />

<strong>Albania</strong> has benefited little from this advantageous positi<strong>on</strong> based <strong>on</strong> the fact that<br />

the l<strong>in</strong>k<strong>in</strong>g corridors of member countries have been built by bypass<strong>in</strong>g <strong>Albania</strong>.<br />

The political c<strong>on</strong>text and the l<strong>on</strong>g nati<strong>on</strong>al isolati<strong>on</strong> have been the ma<strong>in</strong> factors<br />

prevent<strong>in</strong>g the <strong>in</strong>tegrati<strong>on</strong> <strong>in</strong> the core network of pan-European corridors, but, even<br />

25 years after the political and ec<strong>on</strong>omic liberalizati<strong>on</strong>, the pace to become part of<br />

this network has been slow. Strategic plans that provide a l<strong>on</strong>g-term development<br />

visi<strong>on</strong> have lacked, to make this geographical factor active, positive for the country’s<br />

development and <strong>in</strong>tegrati<strong>on</strong> <strong>in</strong>to Europe. Now <strong>Albania</strong> is fac<strong>in</strong>g the c<strong>on</strong>crete picture<br />

of corridors of European Uni<strong>on</strong> countries, TEN-T. These pan-European corridors aim<br />

at develop<strong>in</strong>g a “sound and competitive ec<strong>on</strong>omy” of member states. As stated <strong>in</strong><br />

the report of the European Commissi<strong>on</strong>, for Central Network of corridors, 2013,<br />

...these pan-European corridors are the basis of modal <strong>in</strong>tegrati<strong>on</strong>, <strong>in</strong>teroperability,<br />

coord<strong>in</strong>ated development, and <strong>in</strong>frastructure management.<br />

The strategy for the c<strong>on</strong>structi<strong>on</strong> of these corridors will allow <strong>in</strong>vestments and<br />

<strong>in</strong>frastructure works to be harm<strong>on</strong>ic, to support efficient, <strong>in</strong>novative services and<br />

multimodal transport, <strong>in</strong>clud<strong>in</strong>g railway services for medium and l<strong>on</strong>g distance.<br />

1.6 Ma<strong>in</strong> f<strong>in</strong>d<strong>in</strong>gs & guidel<strong>in</strong>es <strong>on</strong> the territorial systems<br />

The spatial and territorial structure of <strong>Albania</strong> is str<strong>on</strong>gly impacted by the<br />

focus of <strong>in</strong>vestments and the exist<strong>in</strong>g <strong>in</strong>frastructure, which have <strong>in</strong>fluenced the<br />

establishment and c<strong>on</strong>centrati<strong>on</strong> of work places and settlements.<br />

The employment structure <strong>in</strong> various of sectors has changed dur<strong>in</strong>g the last 25<br />

years;<br />

ʧ <str<strong>on</strong>g>First</str<strong>on</strong>g>ly, as a result of the changes of the ec<strong>on</strong>omic and political model, from a<br />

society with centralized ec<strong>on</strong>omy and based <strong>on</strong> state-owned property to a model<br />

based <strong>on</strong> free trade and private property;<br />

ʧ Sec<strong>on</strong>dly, the employment structure has also changed due to <strong>in</strong>vestments that<br />

are <strong>in</strong>fluenced by the proximity and quality of the c<strong>on</strong>nective and communicati<strong>on</strong><br />

<strong>in</strong>frastructure, auxiliary services or qualificati<strong>on</strong>s, and the <strong>in</strong>tellectual potential of<br />

employable people provided by the specific cities or towns.<br />

The territory is <strong>in</strong>fluenced by the movement of populati<strong>on</strong> from rural and<br />

suburban areas to urbanized centers <strong>in</strong> the western lowland of the country and<br />

by a high c<strong>on</strong>centrati<strong>on</strong> of populati<strong>on</strong> <strong>in</strong> the central regi<strong>on</strong>, ma<strong>in</strong>ly <strong>in</strong> the Tiranë<br />

– Durrës area. The result of these demographic, social, and ec<strong>on</strong>omic trends has<br />

led to a m<strong>on</strong>ocentric development of the country, high <strong>in</strong>equality of the ec<strong>on</strong>omic

and social development, as well as urban sprawl to the detriment of agricultural<br />

lands and free natural z<strong>on</strong>es. The rapid urbanizati<strong>on</strong> is c<strong>on</strong>currently associated<br />

with a high c<strong>on</strong>centrati<strong>on</strong> of bus<strong>in</strong>esses and populati<strong>on</strong>, reach<strong>in</strong>g to some cities<br />

and regi<strong>on</strong>s such as Tiranë – Durrës, the adequate density and c<strong>on</strong>centrati<strong>on</strong> for<br />

satisfactory ec<strong>on</strong>omic performance.<br />

This mode of development realized under the “laissez-faire” model has caused<br />

high pressure to the demand for hous<strong>in</strong>g <strong>in</strong> rapidly urbanized areas, <strong>in</strong>adequacy<br />

of the <strong>in</strong>frastructure for social, educati<strong>on</strong>al, and health services, as well as an<br />

<strong>in</strong>crease of the demand for transport. Regard<strong>in</strong>g the spatial structure, the NSP<br />

supports the polycentric, comprehensive, and densify<strong>in</strong>g territory development<br />

for the purpose of smart growth, reducti<strong>on</strong> of ec<strong>on</strong>omic and social <strong>in</strong>equalities,<br />

with the aim of balanced spatial development. NSP emphasizes the ma<strong>in</strong> role of<br />

the Tiranë – Durrës ec<strong>on</strong>omic pole for the ec<strong>on</strong>omic growth it provides at nati<strong>on</strong>al<br />

level. To ensure a susta<strong>in</strong>able development of its ec<strong>on</strong>omic performance, this regi<strong>on</strong><br />

should be developed through balanced c<strong>on</strong>solidat<strong>in</strong>g, renew<strong>in</strong>g, c<strong>on</strong>servat<strong>in</strong>g, and<br />

re-developme<strong>in</strong>g <strong>in</strong>terventi<strong>on</strong>s.<br />

NSP proposes the empowerment of the urban system with other important nati<strong>on</strong>al<br />

centers regard<strong>in</strong>g the potentials they offer for a balanced territorial development,<br />

and the establishment of c<strong>on</strong>nective and communicati<strong>on</strong> <strong>in</strong>frastructure, human<br />

resources, the traditi<strong>on</strong> of historical and cultural development such as Shkodër,<br />

Lezhë, Vlorë, Fier, Sarandë, Gjirokastër, Elbasan, Berat, Korçë, Pogradec, al<strong>on</strong>g with<br />

the surround<strong>in</strong>g urban centers, to be ec<strong>on</strong>omically developed at comparative levels<br />

with Tiranë - Durrës. Their coord<strong>in</strong>ated development would balance the m<strong>on</strong>ocentric<br />

attracti<strong>on</strong> to the central regi<strong>on</strong> of the country.<br />

The space of nati<strong>on</strong>al coastal regi<strong>on</strong> is recognized by the NSP as the a regi<strong>on</strong><br />

of nati<strong>on</strong>al importance <strong>in</strong> terms of the susta<strong>in</strong>able development it should provide,<br />

and the primary role it has <strong>in</strong> the tourism, energy, agriculture, and <strong>in</strong>frastructure<br />

sectors. In this regi<strong>on</strong>, c<strong>on</strong>servati<strong>on</strong>-oriented <strong>in</strong>terventi<strong>on</strong>s should be developed for<br />

the areas of historical, cultural, and envir<strong>on</strong>mental heritage importance, as well as<br />

c<strong>on</strong>solidat<strong>in</strong>g <strong>in</strong>terventi<strong>on</strong>s for the areas formed by the urban morphology with<br />

a potential of re-development for the newly urbanized areas, but without proper<br />

quality and densificati<strong>on</strong> of the exist<strong>in</strong>g urban areas with<strong>in</strong> their accommodati<strong>on</strong><br />

capacity, without affect<strong>in</strong>g the characteristic features of the natural and historical<br />

landscape.<br />

Demands for employment growth and development of ec<strong>on</strong>omic sectors towards<br />

a territory n<strong>on</strong>-c<strong>on</strong>sum<strong>in</strong>g or n<strong>on</strong>-degrad<strong>in</strong>g ec<strong>on</strong>omy, suggest an approach of<br />

<strong>in</strong>tegrati<strong>on</strong> policies that promote complementary cooperati<strong>on</strong> of the sectoral,<br />

agricultural, touristic, energy sectors, and promoti<strong>on</strong> for novelty and their<br />

cooperati<strong>on</strong> and specializati<strong>on</strong>, associated with an <strong>in</strong>crease and improvement of<br />

the employment access to the urban centers of the rural areas towards the nearest<br />

urban centers.<br />

While the regi<strong>on</strong>al development pace is accelerated, new demands will arise<br />

for hous<strong>in</strong>g, services, spaces for allocati<strong>on</strong> or expansi<strong>on</strong> of ec<strong>on</strong>omic sectors,<br />

<strong>in</strong>frastructure and bey<strong>on</strong>d. NSP proposes that the development of spatial-territorial<br />

unit should be supported by the growth of the nati<strong>on</strong>al transport network,<br />

which provides improved service of public transport and strengthens access<br />

and penetrability across the nati<strong>on</strong>al territory. This network should provide the<br />

<strong>in</strong>ternati<strong>on</strong>al l<strong>in</strong>k of the country via the port cities to the neighbor<strong>in</strong>g countries of<br />

the Balkans regi<strong>on</strong> and bey<strong>on</strong>d to the Mediterranean and Europe.<br />

1.7 Urban System<br />

In order to reduce the <strong>in</strong>herited <strong>in</strong>equality, the <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Plan for the urban system<br />

proposes:<br />

Polycentric spatial development and a new urban-rural relati<strong>on</strong>ship;<br />

C<strong>on</strong>trol of the physical expansi<strong>on</strong> of cities and urbanized areas, thus promot<strong>in</strong>g<br />

densificati<strong>on</strong> <strong>in</strong>stead of urban distributi<strong>on</strong>;<br />

Better access to multimodal <strong>in</strong>frastructure, which is not <strong>on</strong>ly more effective but<br />

also more envir<strong>on</strong>mental friendly;<br />

Mixed and complementary functi<strong>on</strong>s;<br />

Rati<strong>on</strong>al use and management of the urban ecosystem, <strong>in</strong> particular of water,<br />

energy, and waste;<br />

C<strong>on</strong>servati<strong>on</strong> and development of natural assets and historical cultural heritage<br />

<strong>in</strong> the sense of the improvement and <strong>in</strong>volvement of these assets <strong>in</strong> the urban life.<br />

The plan <strong>in</strong>troduces the hierarchy of centers and their profil<strong>in</strong>g <strong>in</strong> accommodat<strong>in</strong>g<br />

the appropriate ec<strong>on</strong>omic sectors by mak<strong>in</strong>g use of the exist<strong>in</strong>g and proposed<br />

potentials. The plan <strong>in</strong>troduces:<br />

a. 6 primary ec<strong>on</strong>omic poles, otherwise referred to as primary ec<strong>on</strong>omic<br />

functi<strong>on</strong>al z<strong>on</strong>es added to the ec<strong>on</strong>omic pole of Tiranë - Durrës;<br />

b. 12 primary urban centers;<br />

c. 9 sec<strong>on</strong>dary urban centers;<br />

d. 39 tertiary urban centers;<br />

e. 61 specialized local centers.<br />

This hierarchy orients the <strong>in</strong>vestments of central, local government and projects <strong>in</strong><br />

harm<strong>on</strong>y with the new demands of urban development to cover 100% the primary<br />

services for citizens, thus guarantee<strong>in</strong>g the quality of urban life.<br />

The vitality of cities goes toward <strong>in</strong>tensificati<strong>on</strong> of the relati<strong>on</strong>s with cities shar<strong>in</strong>g<br />

similar ec<strong>on</strong>omic growth, but also with the surround<strong>in</strong>g areas and bey<strong>on</strong>d; real-time<br />

resp<strong>on</strong>se to the ec<strong>on</strong>omic growth trends, <strong>in</strong>novati<strong>on</strong>, and demographic changes.<br />

The attractive cities are expected to be developed <strong>in</strong> two ma<strong>in</strong> aspects:<br />

ʧ <str<strong>on</strong>g>First</str<strong>on</strong>g>ly, by <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> the improvement of urban life quality through the<br />

primary services of educati<strong>on</strong>, health, recreati<strong>on</strong>, culture, art, public <strong>in</strong>frastructure,<br />

envir<strong>on</strong>mental quality, air, security, etc. All these represent key comp<strong>on</strong>ents <strong>in</strong><br />

attract<strong>in</strong>g the adequate populati<strong>on</strong> to live and work there<strong>in</strong>, a populati<strong>on</strong> which<br />

becomes the critical mass that is the prerequisite for the development of a<br />

susta<strong>in</strong>able market, thus prepar<strong>in</strong>g the grounds for the development of different<br />

ec<strong>on</strong>omic sectors.<br />

ʧ Sec<strong>on</strong>dly, by <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> their exist<strong>in</strong>g urban and natural assets. Reassess<strong>in</strong>g the<br />

unique features c<strong>on</strong>stitut<strong>in</strong>g their territory, and as a result attractive not <strong>on</strong>ly to the<br />

tourism sector, but also to other ec<strong>on</strong>omic sectors.<br />

Competitiveness promotes the development of cities and characteristic ec<strong>on</strong>omic<br />

sectors there<strong>in</strong>. Primary centers will <strong>in</strong>tensify the <strong>in</strong>frastructure of primary services<br />

to health and educati<strong>on</strong>, adequate to meet the demands of urban centers with<strong>in</strong> the<br />

45-m<strong>in</strong>ute travel of their service radius. Investments <strong>in</strong> <strong>in</strong>frastructure to <strong>in</strong>crease<br />

the populati<strong>on</strong> access from the surround<strong>in</strong>g areas to the primary center. Specialized<br />

centers or otherwise referred to, as talented cities, will be developed <strong>in</strong> harm<strong>on</strong>y<br />

with their potentials, <strong>in</strong> order to become attractive cities where to live and work.

1.8 Infrastructure System<br />

The importance of the <strong>in</strong>frastructure system for the accomplishment of the NSP<br />

2030 visi<strong>on</strong>, <strong>Albania</strong> as energy “hub” for the regi<strong>on</strong> and a c<strong>on</strong>nect<strong>in</strong>g hub for<br />

Southeastern Europe, the spatial <strong>in</strong>tegrati<strong>on</strong> of the country, and the balanced<br />

distributi<strong>on</strong> of flows with<strong>in</strong> the territory depends <strong>on</strong> the further capacity development<br />

of the transport of people, goods, energy, and <strong>in</strong>formati<strong>on</strong>, as well as improvements<br />

<strong>in</strong> terms of time efficiency, cost reducti<strong>on</strong>, and distance shorten<strong>in</strong>g.<br />

Physical <strong>in</strong>frastructure, public transport, energy, and communicati<strong>on</strong> are of special<br />

importance to the NSP, as they directly affect the establishment, expansi<strong>on</strong>, and time<br />

relevance of a particular development. Other ec<strong>on</strong>omic and social <strong>in</strong>frastructure<br />

such as water-sanitati<strong>on</strong> supply system, treatment of wastewater, transport,<br />

disposal and treatment of waste, schools, hospitals are required to be established <strong>in</strong><br />

accordance to the c<strong>on</strong>centrati<strong>on</strong> of populati<strong>on</strong> and fulfillment of the requirements<br />

for the adequate achievement of a balanced spatial development of the country.<br />

Regi<strong>on</strong>alized waste management will be treated with priority, focus<strong>in</strong>g <strong>on</strong> the<br />

efficient use, low-cost, and competitive management, <strong>in</strong> order to br<strong>in</strong>g developed<br />

sectors of the process<strong>in</strong>g <strong>in</strong>dustry <strong>in</strong> the country.<br />

Transport<br />

ʧ Draft<strong>in</strong>g of jo<strong>in</strong>t cross-border projects with focus <strong>on</strong> the <strong>in</strong>crease of <strong>in</strong>terc<strong>on</strong>necti<strong>on</strong><br />

and exchanges through the improvement of transport <strong>in</strong>frastructure.<br />

ʧ As for all sec<strong>on</strong>dary centers, a transport network enabl<strong>in</strong>g the fast c<strong>on</strong>necti<strong>on</strong> of<br />

those centers to the primary urban center, which is the center provid<strong>in</strong>g specialized<br />

and more advanced public services, is foreseen.<br />

ʧ Unificati<strong>on</strong> of the transport corridors with the energy corridors not <strong>on</strong>ly for the<br />

corridors <strong>in</strong> the plan to be drafted, but also the assessment of exist<strong>in</strong>g <strong>on</strong>es.<br />

ʧ Forecast<strong>in</strong>g nati<strong>on</strong>al roads of historical and touristic character, e.g. revitalizati<strong>on</strong><br />

of the historical road Via Egnatia as a tourist road, where the cooperati<strong>on</strong> with<br />

historians at this po<strong>in</strong>t is essential.<br />

ʧ Reducti<strong>on</strong> of the emissi<strong>on</strong> of pollutants (Co2) until 2030 through <strong>in</strong>vestments<br />

<strong>in</strong> technology, <strong>in</strong>novati<strong>on</strong> and capacity development (the target of Europe for 2030<br />

is the reducti<strong>on</strong> of emissi<strong>on</strong>s up to 60% for the transport <strong>in</strong> general). Promoti<strong>on</strong> of<br />

the use of new envir<strong>on</strong>ment-friendly technologies <strong>in</strong> transport, as well as the use<br />

NSP Rail Transport proposes<br />

ʧ Restructi<strong>on</strong> of the railway system of the nati<strong>on</strong>al l<strong>in</strong>es c<strong>on</strong>nect<strong>in</strong>g <strong>Albania</strong> to<br />

Maced<strong>on</strong>ia and M<strong>on</strong>tenegro and the whole network of the Balkans and Europe.<br />

M<strong>on</strong>tenegro – Shkodër –Vlorë, Durrës – Elbasan – Pogradec, c<strong>on</strong>necti<strong>on</strong> to<br />

Maced<strong>on</strong>ia – Korçë. For the territory near Ohrid lake, the shift<strong>in</strong>g of the railway<br />

trajectory <strong>in</strong>side the territory, <strong>in</strong> an attempt to not harm the unique values of Ohrid<br />

Lake, a z<strong>on</strong>e which aims to be part of the Unesco heritage, is suggested;<br />

ʧ C<strong>on</strong>structi<strong>on</strong> of railway l<strong>in</strong>es to support the <strong>in</strong>ter-city movement for l<strong>on</strong>g distances<br />

and cross-border movement;<br />

ʧ Establishment of multimodal systems;<br />

Air and Maritime Transport<br />

ʧ Strengthen<strong>in</strong>g of the exist<strong>in</strong>g harbor structures, harbors of nati<strong>on</strong>al and regi<strong>on</strong>al<br />

importance, with the <strong>in</strong>tenti<strong>on</strong> of enhanc<strong>in</strong>g their process<strong>in</strong>g and export<strong>in</strong>g of goods<br />

capacities, and transport of passengers at a compet<strong>in</strong>g level with<strong>in</strong> the Balkans and<br />

Mediterranean regi<strong>on</strong>s. Increase of the number of touristic mar<strong>in</strong>es, <strong>in</strong> compliance<br />

with the physical capacity of the <strong>Albania</strong>n coast, for the purpose of the development<br />

of an elite coastal tourism sector, which is envir<strong>on</strong>mental friendly and <strong>in</strong> harm<strong>on</strong>y<br />

with the physical territorial features of the natural landscape of our coast.<br />

ʧ Development of 4 ma<strong>in</strong> harbors for <strong>Albania</strong>, as start<strong>in</strong>g po<strong>in</strong>ts of maritime<br />

ʧ Harbor of Durrës (mixed functi<strong>on</strong>s: touristic, passengers, goods and fish<strong>in</strong>g,<br />

Porto Romano-energy-related harbor);<br />

Energy corridors<br />

The energy and gas distributi<strong>on</strong> network, <strong>in</strong> the future, <strong>in</strong> <strong>Albania</strong> is expected to be<br />

<strong>in</strong>tegrated with the transport corridors, cross<strong>in</strong>g the whole country.<br />

The ma<strong>in</strong> priorities <strong>in</strong> this framework are:<br />

Strategic Projects<br />

TAP – completi<strong>on</strong> of the Trans Adriatic Pipel<strong>in</strong>e Project;<br />

IAP – I<strong>on</strong>ian Adriatic Pipel<strong>in</strong>e. It will cross the western part of <strong>Albania</strong>, from Fier<br />

to Shkodër, towards M<strong>on</strong>tenegro with two branches <strong>in</strong> Ulq<strong>in</strong> and Podgoricë. Gas<br />

<strong>in</strong>frastructure;<br />

IAP-Kosovo. IAP is branched off <strong>in</strong> the regi<strong>on</strong> of Shkodër - Lezhë, to supply<br />

Kosovo through Kukës, build<strong>in</strong>g the Western R<strong>in</strong>g of the Balkans. (Western Balkan<br />

R<strong>in</strong>g - WBR);<br />

The polycentric development of <strong>Albania</strong> suggests the gasificati<strong>on</strong> for the six ma<strong>in</strong><br />

ec<strong>on</strong>omic nati<strong>on</strong>al poles, a strategic project, which has started to be implemented<br />

with the Draft<strong>in</strong>g of the Gas Masterplan, <strong>in</strong>itiated by the M<strong>in</strong>istry of Energy and<br />

Industry.<br />

1.9 Natural System<br />

The land usage as a result of growth and development simultaneously, causes the<br />

c<strong>on</strong>stant loss of vacant spaces al<strong>on</strong>g with their functi<strong>on</strong>s, <strong>in</strong> support of the natural<br />

ecosystems and climate protecti<strong>on</strong>, recreati<strong>on</strong>, and their ec<strong>on</strong>omic capacity functi<strong>on</strong>s<br />

for forestry and agriculture, producti<strong>on</strong> of renewable energy, and protecti<strong>on</strong> of<br />

the underground sources of the relevant areas. With<strong>in</strong> the <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> <strong>Spatial</strong> Plan,<br />

the envir<strong>on</strong>ment is not a surface area protected by human activity, but an asset<br />

safeguarded for the people and the susta<strong>in</strong>able ec<strong>on</strong>omic development.<br />

C )<br />

The susta<strong>in</strong>able development of the natural system is an NSP major objective.<br />

This objective aims to be achieved through the follow<strong>in</strong>g policies:<br />

ʧ Increase of nati<strong>on</strong>al resp<strong>on</strong>sibility for the present and future generati<strong>on</strong>s,<br />

comb<strong>in</strong><strong>in</strong>g the c<strong>on</strong>cepts of susta<strong>in</strong>ability and proper adm<strong>in</strong>istrati<strong>on</strong> of natural<br />

ʧ Protecti<strong>on</strong> and enlargement of the protected natural areas; creati<strong>on</strong> of a<br />

ʧ Enhancement of the envir<strong>on</strong>ment’s role <strong>in</strong> the nati<strong>on</strong>al ec<strong>on</strong>omic growth;<br />

<strong>in</strong>tegrati<strong>on</strong> of the natural system <strong>in</strong> the ec<strong>on</strong>omic value of development sectors;<br />

ʧ Enhancement of the envir<strong>on</strong>ment’s role <strong>in</strong> the quality of urban life through the<br />

promoti<strong>on</strong> and creati<strong>on</strong> of proper access to the natural areas.<br />

Furthermore, a proposal is made for the Emerald network to be added to the protected<br />

areas network. As a whole, it represents a network where ecosystems, habitats,<br />

types, landscapes and other natural features of pan-European importance will be

protected area until 2030;<br />

e. Creati<strong>on</strong> of recreati<strong>on</strong>al spaces and natural attracti<strong>on</strong>s al<strong>on</strong>g river valleys;<br />

f. Development of the nati<strong>on</strong>al bike network, which acesses and crosses natural<br />

areas and historical and cultural heritage areas;<br />

g. Increase of public participati<strong>on</strong> <strong>in</strong> the decisi<strong>on</strong>-mak<strong>in</strong>g process and enforcement<br />

of decisi<strong>on</strong>s for the good management of the natural system;<br />

h. C<strong>on</strong>solidati<strong>on</strong> and enhancement of performance for the good management of<br />

nature, Protected Areas, and biodiversity, for the stakeholders at central and local<br />

government level;<br />

i. Integrati<strong>on</strong> of management plans with the plann<strong>in</strong>g systems and local plans;<br />

j. C<strong>on</strong>current development of general local plans and the management plans, <strong>in</strong><br />

order to achieve the cohesi<strong>on</strong> of plann<strong>in</strong>g <strong>in</strong>struments regard<strong>in</strong>g the forecasts and<br />

timeframes;<br />

k. Surface <strong>in</strong>crease of protected maritime and coastal areas <strong>in</strong> accordance to the<br />

Aichi C<strong>on</strong>venti<strong>on</strong> of Biodiversity for 2020 objectives;<br />

l. Promoti<strong>on</strong> of natural assets use for recreati<strong>on</strong>al purposes and eco-tourism<br />

promoti<strong>on</strong>;<br />

m. Susta<strong>in</strong>able, ecologic, and ec<strong>on</strong>omic management of protected areas;<br />

n. Integrati<strong>on</strong> of <strong>Albania</strong> <strong>in</strong> the Balkans and European c<strong>on</strong>text through the projects<br />

<strong>on</strong> “D<strong>in</strong>aric Arc Ecoregi<strong>on</strong>” and “Europian Green Belt”;<br />

o. Inclusi<strong>on</strong> of the natural system <strong>in</strong> the ec<strong>on</strong>omic development cha<strong>in</strong>;<br />

p. Re-forestati<strong>on</strong> and regenerati<strong>on</strong> projects <strong>in</strong> degraded areas due to natural<br />

phenomena such as erosi<strong>on</strong> and floods, but also due to human activity.<br />

1.10 Water System<br />

The <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> spatial plan is developed based <strong>on</strong> the nati<strong>on</strong>al demands for susta<strong>in</strong>able<br />

development <strong>in</strong> l<strong>in</strong>e with the present nati<strong>on</strong>al priorities, the Governmental Program<br />

for susta<strong>in</strong>able socio-ec<strong>on</strong>omic development, as well as the European directives for<br />

development priorities.<br />

The <strong>Albania</strong>n territory is covered by 65 % of the total surface of water bas<strong>in</strong>s <strong>in</strong> the<br />

Balkans, roughly 43.900 km2. <strong>Albania</strong> is a mounta<strong>in</strong>ous country with a coastal l<strong>in</strong>e<br />

of approximately 450 km and is dist<strong>in</strong>guished by a dense and rich hydrographic<br />

network composed of rivers, sources, lakes, and waters of the coastal space <strong>in</strong> the<br />

Adriatic and I<strong>on</strong>ian seas. With<strong>in</strong> this space, there are the estuaries and deltas of<br />

8 ma<strong>in</strong> rivers of <strong>Albania</strong> formed by more than 152 rivers and streams. About 65%<br />

of their catchment bas<strong>in</strong>s is extended with<strong>in</strong> the <strong>Albania</strong>n territory, lago<strong>on</strong> system<br />

with a total surface of approximately 1500 km2, large sandy and rocky beaches,<br />

series of wetlands, littoral belts, system of sandy dunes, forests, etc. All these<br />

factors, al<strong>on</strong>g with the typical Mediterranean climate, make the <strong>Albania</strong>n coastal<br />

area <strong>on</strong>e of high ecological values. The relati<strong>on</strong> of water to the other sectors of<br />

ec<strong>on</strong>omy is primary for <strong>Albania</strong>. It would suffice to menti<strong>on</strong> that:<br />

ʧ 99% of the energy we use comes from the exploitati<strong>on</strong> of water sources,<br />

ʧ 14 billi<strong>on</strong> m3 of water is used for the energy sector,<br />

ʧ 1.5 billi<strong>on</strong> m3 of water is used for the agricultural sector.<br />

The NSP addresses issues of the water system <strong>in</strong> terms of the potable water supply,<br />

water for agricultural use, for land dra<strong>in</strong>age and irrigati<strong>on</strong>, water as a source of

The policies supported by<br />

the <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Plan <strong>in</strong> this<br />

regard are:<br />

energy, impact of the water system due to climate changes.<br />

Policies of urban development densificati<strong>on</strong> and natural corridors al<strong>on</strong>g river valleys<br />

are the primary policies, which the <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Plan br<strong>in</strong>gs <strong>in</strong> support of this system.<br />

The NSP marks the blue l<strong>in</strong>e for the protecti<strong>on</strong> of water sources from prohibited<br />

uses and private use.<br />

ʧ 200 m distance from the maritime shorel<strong>in</strong>e and at the same time, 2 m izoipsos<br />

for the flat seashore, and 60 m izoipsos for the rocky coast.<br />

ʧ 100 m distance from the river shore for river flows, prohibiti<strong>on</strong> of every activity,<br />

and the 1 km belt of natural corridors associat<strong>in</strong>g their flow is ma<strong>in</strong>ta<strong>in</strong>ed <strong>on</strong>ly for<br />

use with nature as priority.<br />

ʧ Protecti<strong>on</strong> of the Vjosa Catchment Bas<strong>in</strong>, declar<strong>in</strong>g it an Area of Protected<br />

Landscape. Vjosa is dist<strong>in</strong>guished from other rivers <strong>in</strong> the Balkans for the high<br />

level of water potential, geological c<strong>on</strong>structi<strong>on</strong> of the formati<strong>on</strong>s al<strong>on</strong>g it, and the<br />

diversity of landscapes across the valley.<br />

ʧ Demands for the safe supply of <strong>in</strong>habited settlements is closely l<strong>in</strong>ked to the<br />

technical requirements of water supply <strong>in</strong>frastructure. In this regard, the document<br />

<strong>in</strong>troduces some of the legal requirements to be taken <strong>in</strong>to account when draft<strong>in</strong>g<br />

territorial plans for safer potable water supply.<br />

ʧ Furthermore, the NSP document <strong>in</strong>troduces the risks and proposes measures for<br />

the protecti<strong>on</strong> and adapti<strong>on</strong> of the climate changes, especially for the water system.<br />

1.11 Agricultural System<br />

Agriculture has traditi<strong>on</strong>ally been <strong>on</strong>e of the important branches of ec<strong>on</strong>omic<br />

development <strong>in</strong> <strong>Albania</strong>. Agricultural products are part of the formati<strong>on</strong> of regi<strong>on</strong>al<br />

identity of the country, with a wide range of envir<strong>on</strong>mental, natural, and climatic<br />

changes. While technological developments will replace the human role <strong>in</strong> many<br />

agricultural processes, this sector rema<strong>in</strong>s the primary source of ec<strong>on</strong>omic <strong>in</strong>come<br />

and employment opportunities <strong>in</strong> rural areas. However, the agricultural sector will<br />

have to face and adapt to the c<strong>on</strong>stantly grow<strong>in</strong>g customer demands as a result of<br />

the modernizati<strong>on</strong> and restructur<strong>in</strong>g of market<strong>in</strong>g typology and the c<strong>on</strong>sequences<br />

of climate changes. Efficiency <strong>in</strong> the food and agriculture sector, together with<br />

fisheries and forestry, as well as diversificati<strong>on</strong> of farmers’ activities are key<br />

comp<strong>on</strong>ents of the rural ec<strong>on</strong>omy.<br />

ʧ Even <strong>in</strong> the agricultural system, the polycentric development of the country<br />

highlights the need for def<strong>in</strong><strong>in</strong>g and identify<strong>in</strong>g the ma<strong>in</strong> agricultural poles of the<br />

country. Given the geographical positi<strong>on</strong> of the agricultural land, classificati<strong>on</strong><br />

of local ec<strong>on</strong>omies, the history of development <strong>in</strong> the agricultural ec<strong>on</strong>omy, and<br />

the c<strong>on</strong>nective <strong>in</strong>frastructure network, about 40% of the total area of <strong>Albania</strong> is<br />

classified as agricultural land (24% arable land and 15 percent of pastures) and the<br />

rest is divided between forests (36 percent) and other functi<strong>on</strong>s.<br />

ʧ 43% of the agricultural land, almost half of it, is c<strong>on</strong>centrated <strong>in</strong> the most<br />

populated part of the coastal western lowland. About 34% of agricultural land lies <strong>in</strong><br />

river valleys and 23% <strong>in</strong> the mounta<strong>in</strong>ous area.<br />

ʧ 20% of the GDP comes as a c<strong>on</strong>tributi<strong>on</strong> of the agricultural sector, but the greatest<br />

c<strong>on</strong>tributi<strong>on</strong> of this sector is the number of employees there<strong>in</strong>, approx. 50%.<br />

ʧ The highest challenge <strong>in</strong> the sector is the reducti<strong>on</strong> of the commercial imbalance<br />

<strong>in</strong> the ratio between the import of agro-food products (<strong>in</strong>creased by 40% <strong>in</strong> 2012<br />

compared to 2007, while exports are <strong>in</strong>creased at an evenhigher rate, ie 75% for<br />

respective periods).<br />

- collecti<strong>on</strong> - process<strong>in</strong>g - market<strong>in</strong>g, <strong>in</strong> order to <strong>in</strong>crease the value of the ec<strong>on</strong>omic<br />

cha<strong>in</strong>.<br />

Reducti<strong>on</strong> of the cost and <strong>in</strong>crease of quality through <strong>in</strong>vestments <strong>in</strong>:<br />

ʧproducti<strong>on</strong> technology for its modernizati<strong>on</strong>;<br />

ʧ<strong>in</strong>vestment <strong>in</strong> ma<strong>in</strong>tenance <strong>in</strong>frastructure, irrigati<strong>on</strong> canals, pump<strong>in</strong>g stati<strong>on</strong>s, etc.<br />

Integrati<strong>on</strong> and cooperati<strong>on</strong> with other sectors of the ec<strong>on</strong>omy:<br />

ʧAgriculture - tourism, where the peculiarity of the <strong>Albania</strong>n tourism sector is<br />

identified also by agricultural products which are typical <strong>in</strong> taste and quality.<br />

The NSP proposes the c<strong>on</strong>solidati<strong>on</strong> of 6 agricultural poles <strong>in</strong><br />

urban centers, Tiranë, Lushnje, Sarandë, Shkodër, Korçë & Dibër.<br />

Determ<strong>in</strong>ati<strong>on</strong> of these centers as agricultural poles, necessarily means the<br />

possess<strong>in</strong>g and provid<strong>in</strong>g of some facilities to agricultural products.<br />

In these centers, it is foreseen the establishment and c<strong>on</strong>solidati<strong>on</strong> of:<br />

ʧ Research centers for analysis of the agricultural product,<br />

ʧ Build<strong>in</strong>g structures with sufficient capacity for the collecti<strong>on</strong>, process<strong>in</strong>g and<br />

packag<strong>in</strong>g of various agricultural products of local farmers,<br />

ʧ The creati<strong>on</strong> of local markets for the promoti<strong>on</strong> and market<strong>in</strong>g of bio-organic<br />

products, ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g remote mounta<strong>in</strong>ous areas, forestry, fodder and other areas<br />

suitable for the cultivati<strong>on</strong> of aromatic plants from <strong>in</strong>formal abusive <strong>in</strong>terventi<strong>on</strong>s,<br />

<strong>in</strong> order to ensure the c<strong>on</strong>t<strong>in</strong>uity of cultivati<strong>on</strong> and collecti<strong>on</strong> of various types of<br />

aromatic plants, which are widely used <strong>in</strong> the pharmaceutical market,<br />

ʧ Promot<strong>in</strong>g research and development l<strong>in</strong>ks between <strong>in</strong>novati<strong>on</strong> centers and<br />

2.<br />

Cross-sectoral Integrated Plan for the Coast<br />

The <strong>in</strong>tegrated coastal plan is a strategic document which aims to develop a balanced,<br />

c<strong>on</strong>trolled, and susta<strong>in</strong>able coastal area. This strategic document for the next 15 years<br />

aims at address<strong>in</strong>g the coastal space as a well-<strong>in</strong>tegrated territory of both the <strong>in</strong>terior<br />

territory and the maritime space. It aims at the creati<strong>on</strong> of an <strong>in</strong>tegrated and <strong>in</strong>terrelated<br />

system of the tourism, culture, agriculture and nature sectors. Diversificati<strong>on</strong> of the<br />

touristic package of the coast, which will also lead to the extensi<strong>on</strong> of the tourist seas<strong>on</strong>,<br />

while turn<strong>in</strong>g the country <strong>in</strong>to an attractive dest<strong>in</strong>ati<strong>on</strong>.<br />

2.1 Goals<br />

ʧ To ensure susta<strong>in</strong>able development of the coastal space that meets the needs of<br />

generati<strong>on</strong>s to social equity, ec<strong>on</strong>omic development, and envir<strong>on</strong>mental protecti<strong>on</strong>.<br />

ʧ To harm<strong>on</strong>ize public, private, nati<strong>on</strong>al and local <strong>in</strong>terest;<br />

ʧ To orient development <strong>on</strong> the coast, while preserv<strong>in</strong>g its values.<br />

ʧ To c<strong>on</strong>vert the coast <strong>in</strong> a shared space that every<strong>on</strong>e can enjoy.<br />

ʧ To fairly and equally spred the services <strong>in</strong> the coastal space.<br />

ʧ To use an <strong>in</strong>tegrated system that attempts to balance and harm<strong>on</strong>ize the<br />

development sectors.<br />

2.2 Visi<strong>on</strong><br />

The Coastal Plan expresses a clear, measurable, and achievable visi<strong>on</strong>: The coast<br />

as a nati<strong>on</strong>al and important b<strong>in</strong>omial sea-land asset and an <strong>in</strong>tegrated part of the<br />

Mediterranean network. A well-managed space where the needs for ec<strong>on</strong>omic<br />

development and the local needs are harm<strong>on</strong>ized with the necessity to protect the<br />

cultural, natural, and historical assets. An authentic, diverse, and clean dest<strong>in</strong>ati<strong>on</strong>.<br />

The plan expresses directly the need of the coastal area to be <strong>in</strong>tegrated with<strong>in</strong><br />

the Mediterranean network; it sets a significant emphasis <strong>on</strong> protect<strong>in</strong>g assets by<br />

manag<strong>in</strong>g the diversity that the <strong>Albania</strong>n coast offers, and by <strong>in</strong>terc<strong>on</strong>nect<strong>in</strong>g them,<br />

it also aims at preserv<strong>in</strong>g the authentic traditi<strong>on</strong>al and local character, and the<br />

cleanl<strong>in</strong>ess of this area as an opportunity to turn it <strong>in</strong>to a unique dest<strong>in</strong>ati<strong>on</strong>.<br />

2.3 Strategic Guidel<strong>in</strong>es<br />

The strategic orientati<strong>on</strong>s of the cross-sectoral <strong>in</strong>tedgated plan of the coast are:<br />

Preserv<strong>in</strong>g the identity of the coastal z<strong>on</strong>e,<br />

Manag<strong>in</strong>g and stor<strong>in</strong>g the natural and cultural resources al<strong>on</strong>g this area,<br />

Interc<strong>on</strong>nect<strong>in</strong>g the coastal area with the <strong>in</strong>terior of the territory to deliver<br />

diversified tourism (from the coast to the mounta<strong>in</strong>s)<br />

It orients the new development <strong>in</strong> harm<strong>on</strong>y and coord<strong>in</strong>ated with exist<strong>in</strong>g<br />

developments, while preserv<strong>in</strong>g the traditi<strong>on</strong>al architecture,<br />

It also recommends promoti<strong>on</strong> as an efficient <strong>in</strong>strument for the attracti<strong>on</strong> and<br />

development of not <strong>on</strong>ly tourism, but also of other sectors.

2.4 Sectoral Policies<br />

The visi<strong>on</strong> and strategic objectives are embodied <strong>in</strong> the territory through c<strong>on</strong>crete<br />

policies for 5 territorial systems. The ma<strong>in</strong> goal of the plan is the harm<strong>on</strong>izati<strong>on</strong> and<br />

cohesi<strong>on</strong> of development sectors.<br />

The Urban System - C<strong>on</strong>solidati<strong>on</strong>, densificati<strong>on</strong>, and regenerati<strong>on</strong> of residential<br />

areas and the orientati<strong>on</strong> towards the <strong>in</strong>land development, preserv<strong>in</strong>g the traditi<strong>on</strong>al<br />

architecture.<br />

Infrastructure System - C<strong>on</strong>necti<strong>on</strong> to the ma<strong>in</strong> European corridors, cover<strong>in</strong>g<br />

the entire coast with primary <strong>in</strong>frastructure and promoti<strong>on</strong> of the use of ecological<br />

<strong>in</strong>frastructures.<br />

The Natural System - Preservati<strong>on</strong> and development of various characters <strong>in</strong> the<br />

coastal area and the promoti<strong>on</strong> of landscape values.<br />

The Water System - The good-management of the hydro system and the growth<br />

of its use for the benefit of residents.<br />

The Agricultural System - The subsidiz<strong>in</strong>g of the agricultural sector and support<br />

2.5 The strategy of Integrated Coastal Plan<br />

Strategy, as the most important part of this document, translates the analysis<br />

c<strong>on</strong>clusi<strong>on</strong>s and the visi<strong>on</strong> guidel<strong>in</strong>es, objectives, and policies <strong>in</strong> the cross-sectoral<br />

strategy for the coastal area development. The chapter <strong>on</strong> Strategy starts with the<br />

Integrati<strong>on</strong> of the <strong>Albania</strong>n coast <strong>in</strong> the Mediterranean space, through the project<br />

of the Coastal Landscape Road, which aims at c<strong>on</strong>nect<strong>in</strong>g the entire coast of the 26<br />

Mediterranean countries. Furthermore, <strong>in</strong> the European and the Balkan c<strong>on</strong>text,<br />

this <strong>in</strong>tegrati<strong>on</strong> is realized through the pipel<strong>in</strong>e project, TAP, and its sub-secti<strong>on</strong>s.<br />

Integrati<strong>on</strong> through other <strong>in</strong>ternati<strong>on</strong>al projects, <strong>in</strong> envir<strong>on</strong>ment and tourism.<br />

Strips<br />

The Strategy secti<strong>on</strong> then follows with scenarios and proposals for the development<br />

of four Coastal strips, through their <strong>in</strong>terc<strong>on</strong>necti<strong>on</strong> with each other, as they can not<br />

functi<strong>on</strong> disc<strong>on</strong>nected.<br />

In the first strip, Sea-Sun, the diversified development of the coast is <strong>in</strong>tended, the<br />

protecti<strong>on</strong> from chaotic development and its well-management. The aim of the plan<br />

for the development of this strip is the promoti<strong>on</strong> of tourism activities that do not<br />

harm the envir<strong>on</strong>ment and do not alter the character of the area.<br />

The sec<strong>on</strong>d strip, which is c<strong>on</strong>sidered as the agricultural strip aims to protect the<br />

agricultural land, its development is related to other sectors of development such as<br />

tourism, food <strong>in</strong>dustry, etc., In this strip the development of 3 poles for agricultural<br />

products process<strong>in</strong>g, <strong>in</strong>clud<strong>in</strong>g all levels of process<strong>in</strong>g, is proposed.<br />

The third strip, the <strong>on</strong>e with cultural potentials, is c<strong>on</strong>sidered the strip c<strong>on</strong>ta<strong>in</strong><strong>in</strong>g<br />

the largest number of cultural m<strong>on</strong>uments at the nati<strong>on</strong>al level. For this strip the<br />

good-management of cultural m<strong>on</strong>uments, their promoti<strong>on</strong>, and a better liais<strong>on</strong><br />

with other potentials of the country as coastal areas and natural attracti<strong>on</strong>s at the<br />

nati<strong>on</strong>al level, is <strong>in</strong>tended.<br />

The fourth strip is c<strong>on</strong>sidered the <strong>on</strong>e of 12 nautical miles. For this strip, the plan<br />

aims its activizati<strong>on</strong> thanks to a significant potential <strong>on</strong> the coast and the good<br />

c<strong>on</strong>necti<strong>on</strong> between activities that take place here with various tourist activities

developed <strong>in</strong> the terrestrial space. Through various plann<strong>in</strong>g <strong>in</strong>struments as green<br />

corridors, nature trails, various activities, services, etc., a good c<strong>on</strong>necti<strong>on</strong> of the<br />

four coastal strips and the development of activities <strong>in</strong> different spaces to diversify<br />

the package of attracti<strong>on</strong>s for tourism development, is aimed for this area.<br />

After provid<strong>in</strong>g general guidel<strong>in</strong>es and policies for the four coastal strips, the plan<br />

focuses more <strong>on</strong> the first <strong>on</strong>e, the coast Sun-Sea, and divides it <strong>in</strong>to four areas<br />

accord<strong>in</strong>g to the identity which has naturally created coastal z<strong>on</strong>es.<br />

2.6 Important Projects<br />

Am<strong>on</strong>gst the important projects for the Cross-sectoral Integrated Plan for the Coast<br />

were selected those projects that directly meet the realizati<strong>on</strong> of the visi<strong>on</strong>, am<strong>on</strong>g<br />

which are:<br />

ʧ The <strong>in</strong>crease <strong>in</strong> capacity and service functi<strong>on</strong>s <strong>in</strong> each of the exist<strong>in</strong>g nati<strong>on</strong>al<br />

ports: Shëngj<strong>in</strong>, Durrës, Vlorë, Sarandë.<br />

ʧ The development of at least <strong>on</strong>e tourist mar<strong>in</strong>e (for elite tourism), <strong>in</strong> each of the 4<br />

z<strong>on</strong>es of the coast.<br />

ʧ The coastal landscape road (Muriqan - Qafë Botë) of local character.<br />

ʧ It<strong>in</strong>eraries which c<strong>on</strong>nect the coast to the <strong>in</strong>terior of the territory.<br />

Cross-sectoral Integrated Plan for the ec<strong>on</strong>omic<br />

area Tirane – Durres<br />

The <strong>Albania</strong>n Government and the <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> <strong>Spatial</strong> Plan have identified the Tiranë-<br />

Durrës area, as <strong>on</strong>e of the most important ec<strong>on</strong>omic areas of the country, and of the<br />

Balkan regi<strong>on</strong>. To ensure a susta<strong>in</strong>able territorial and urban development of this<br />

area, the M<strong>in</strong>istry of Urban Development <strong>in</strong> cooperati<strong>on</strong> with the <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Territorial<br />

<strong>Plann<strong>in</strong>g</strong> Agency has taken the <strong>in</strong>itiative to draft a Cross-sectoral Integrated Plan for<br />

the ec<strong>on</strong>omic area Tiranë – Durrës. The metropolitan regi<strong>on</strong> under study <strong>in</strong>cludes<br />

territories adm<strong>in</strong>istered by 5 municipalities: Tiranë, Durrës, Vorë, Shijak, Kamëz.<br />

In our visi<strong>on</strong>, this ec<strong>on</strong>omic z<strong>on</strong>e is seen as a significant hub of the Balkans, as a<br />

nati<strong>on</strong>al and regi<strong>on</strong>al ec<strong>on</strong>omic center, able to compete worthily <strong>in</strong> the Balkan area<br />

and <strong>in</strong> Eastern Europe, ensur<strong>in</strong>g susta<strong>in</strong>able development for the people and the<br />

territory. The plan will serve as a guide for the new municipalities to coord<strong>in</strong>ate<br />

policies, projects and their local plans, between each other as well as for vertical<br />

coord<strong>in</strong>ati<strong>on</strong> and rec<strong>on</strong>ciliati<strong>on</strong>. This plan should be used by them <strong>in</strong> the process<br />

of draft<strong>in</strong>g local general plans and strategic projects <strong>in</strong> order to be more efficient<br />

<strong>in</strong> public and private <strong>in</strong>vestments. F<strong>in</strong>ally, it also serves as a guarantee for foreign<br />

<strong>in</strong>vestors and bus<strong>in</strong>esses, who are <strong>in</strong>terested <strong>in</strong> be<strong>in</strong>g <strong>in</strong>volved <strong>in</strong> the further<br />

development of this ec<strong>on</strong>omic area.<br />

3.1 Goals<br />

ʧ Help meet the aspirati<strong>on</strong>s and achievements of future generati<strong>on</strong>s, youth, and<br />

3.2 Visi<strong>on</strong><br />

The Tirane-Durres ec<strong>on</strong>omic regi<strong>on</strong>, a leader ec<strong>on</strong>omy compet<strong>in</strong>g at <strong>in</strong>ternati<strong>on</strong>al<br />

level, as an important ec<strong>on</strong>omic and political space, which manages to compete with<br />

other metropolitan regi<strong>on</strong>s by attract<strong>in</strong>g headquarters of programs and <strong>in</strong>ternati<strong>on</strong>al<br />

<strong>in</strong>stituti<strong>on</strong>s based <strong>on</strong> <strong>in</strong>novative <strong>in</strong>vestments, which promote creative bus<strong>in</strong>esses<br />

based <strong>on</strong> knowledge and promote a higher level of educati<strong>on</strong> and professi<strong>on</strong>al<br />

skills. A regi<strong>on</strong> with a high quality of life that promotes and respects the healthy<br />

liv<strong>in</strong>g styles, access to quality health services, and the development of susta<strong>in</strong>able<br />

communities. One of the most important ec<strong>on</strong>omic areas of the Western Balkans, of<br />

high prosperity and driven by significant changes <strong>in</strong> employment and competitive<br />

<strong>in</strong>frastructure, where mobility and access to local, nati<strong>on</strong>al, and <strong>in</strong>ternati<strong>on</strong>al<br />

levels are appropriate to the needs and demands of the residents and bus<strong>in</strong>esses,

attractive envir<strong>on</strong>ment to local and <strong>in</strong>ternati<strong>on</strong>al talent, of a creative labor force,<br />

which is compatible with and preserves the high ec<strong>on</strong>omic diversity characteriz<strong>in</strong>g<br />

the regi<strong>on</strong>.<br />

3.3.1 Strategic objective 1: susta<strong>in</strong>able ec<strong>on</strong>omic development<br />

The ec<strong>on</strong>omic regi<strong>on</strong> Tiranë-Durrës is the ec<strong>on</strong>omic pivot of <strong>Albania</strong>. C<strong>on</strong>sequently,<br />

it will c<strong>on</strong>t<strong>in</strong>ue to rema<strong>in</strong> “the ec<strong>on</strong>omic eng<strong>in</strong>e” of the country and will turn <strong>in</strong>to a<br />

competitive regi<strong>on</strong> <strong>in</strong> the Western Balkans. The regi<strong>on</strong> will turn <strong>in</strong>to a space which<br />

supports the pr<strong>in</strong>ciples of global ec<strong>on</strong>omic competiti<strong>on</strong>, the creati<strong>on</strong> of ec<strong>on</strong>omic<br />

clusters, based <strong>on</strong> the pr<strong>in</strong>ciples of metabolism, whereby the producti<strong>on</strong> and further<br />

development is carried out under the paradigm of a closed cycle, where the waste<br />

of <strong>on</strong>e process are used as the raw material of another process.<br />

<strong>Spatial</strong> Dimensi<strong>on</strong> of Ec<strong>on</strong>omic Development<br />

The plan aims at a c<strong>on</strong>t<strong>in</strong>uous and susta<strong>in</strong>able ec<strong>on</strong>omic development as an<br />

<strong>in</strong>ternati<strong>on</strong>al gateway of ec<strong>on</strong>omic activities through:<br />

ʧ The development of four ec<strong>on</strong>omic clusters <strong>in</strong> compact urban centers with<br />

specialized functi<strong>on</strong>s, supported by an Ec<strong>on</strong>omic Development Z<strong>on</strong>e, as well as<br />

ʧ Focus<strong>in</strong>g <strong>on</strong> the <strong>in</strong>crease of the number of bus<strong>in</strong>ess structures <strong>in</strong> Tiranë-Durrës<br />

Ec<strong>on</strong>omic Corridor, power<strong>in</strong>g mobility with multimodal trasport and logistics<br />

centers that enable efficient access nati<strong>on</strong>ally. The creati<strong>on</strong> of Ec<strong>on</strong>omic Corridors<br />

and Centers with specialized Ec<strong>on</strong>omic Poles.<br />

ʧ The <strong>in</strong>tegrated development of tourism strategies <strong>in</strong> urban centers, with a focus<br />

<strong>on</strong> Service Tourism and Weekend Tourism, to create regi<strong>on</strong>al brand<strong>in</strong>g and regi<strong>on</strong>al<br />

brands. Increase of natural areas and cultural it<strong>in</strong>eraries, <strong>in</strong>terl<strong>in</strong>ked, <strong>in</strong> support of<br />

susta<strong>in</strong>able envir<strong>on</strong>mental development and the development of natural and agrorural<br />

tourism.<br />

Polycentrism and hierarchizati<strong>on</strong> of Urban Centres<br />

Establishment of a clear hierarchy between the centers of urban-rural regi<strong>on</strong>, which<br />

will allow the specializati<strong>on</strong> and complementary relati<strong>on</strong>ship of these centers <strong>in</strong><br />

relati<strong>on</strong> to each other, it will create c<strong>on</strong>diti<strong>on</strong>s for <strong>in</strong>creas<strong>in</strong>g the efficiency of public<br />

<strong>in</strong>vestment, improv<strong>in</strong>g liv<strong>in</strong>g c<strong>on</strong>diti<strong>on</strong>s, and will lead the <strong>in</strong>crease of the populati<strong>on</strong><br />

<strong>in</strong> compact specialized urban centers by hierarchy, while safeguard<strong>in</strong>g the territory<br />

from unsusta<strong>in</strong>able development.<br />

3.3.2 Strategic objective 2: improv<strong>in</strong>g the quality of life <strong>in</strong> urban /<br />

rural areas<br />

The chaotic development of the last decades associated also with <strong>in</strong>formal<br />

development provides a difficult urban overview. View<strong>in</strong>g the high c<strong>on</strong>centrati<strong>on</strong> of<br />

urban areas <strong>in</strong> the regi<strong>on</strong>, it is aimed at the improvement of the quality of life and<br />

envir<strong>on</strong>ment for residents <strong>in</strong> the Tiranë-Durrës area, attract<strong>in</strong>g talents and foreign<br />

companies, bey<strong>on</strong>d the local <strong>on</strong>es. C<strong>on</strong>sequently, the urban-rural quality shall turn

<strong>in</strong>to an advantage for this plan. The development of urban centers is based <strong>on</strong>:<br />

ʧ C<strong>on</strong>solidati<strong>on</strong> of urban centers, through densificati<strong>on</strong> and regenerati<strong>on</strong>.<br />

ʧ Integrati<strong>on</strong> of <strong>in</strong>formal settlements <strong>in</strong> urban centers through completi<strong>on</strong> of the<br />

legal process of legalizati<strong>on</strong> and the transformati<strong>on</strong> of <strong>in</strong>formal settlements, <strong>in</strong><br />

<strong>in</strong>tegrated spaces <strong>in</strong>to the urban system.<br />

ʧ Hous<strong>in</strong>g and social dwell<strong>in</strong>gs for all the social strata creat<strong>in</strong>g suitable spaces for<br />

changes <strong>in</strong> populati<strong>on</strong> demographics. “Intelligent” density <strong>on</strong> human scale, with the<br />

use of “mix-use” <strong>in</strong>terrelated with services.<br />

ʧ Comprehensive Regi<strong>on</strong>al Community space with accessibility for all groups and<br />

<strong>in</strong>dividuals. Urban spaces, squares, and <strong>in</strong>frastructure designed to meet the needs<br />

of all communities and particularly of disabled people.<br />

ʧ Improvement of energy efficiency <strong>in</strong> hous<strong>in</strong>g and social build<strong>in</strong>gs will be based<br />

<strong>on</strong> the reducti<strong>on</strong> of the energy costs, <strong>in</strong>crease of the quality of life, and protecti<strong>on</strong> of<br />

the envir<strong>on</strong>ment. Encourag<strong>in</strong>g the use of green terraces, as comm<strong>on</strong> property. The<br />

use of photovoltaic panels <strong>in</strong> residential and social build<strong>in</strong>gs. The establishment of<br />

residential blocks with “green” certificates and differentiated taxati<strong>on</strong> system.<br />

A plan of urban susta<strong>in</strong>able mobility will be developed to meet the needs of mobility<br />

with<strong>in</strong> urban centers with mixed functi<strong>on</strong>s, for people and services, offered by<br />

bus<strong>in</strong>esses through the development of public transport system and multimodal<br />

system, alternative transport methods without polluti<strong>on</strong>, efficiency of urban<br />

logistics systems.<br />

Susta<strong>in</strong>able rural development<br />

Rural development aims at the welfare of the populati<strong>on</strong> <strong>in</strong> rural areas, improv<strong>in</strong>g<br />

and meet<strong>in</strong>g the community needs of these centers, and the creati<strong>on</strong> of the necessary<br />

<strong>in</strong>frastructure for agricultural development <strong>in</strong> harm<strong>on</strong>y with envir<strong>on</strong>mental<br />

development, while creat<strong>in</strong>g <strong>in</strong>tegrated systems for;<br />

ʧ The creati<strong>on</strong> of territorial spaces for the c<strong>on</strong>solidati<strong>on</strong> of agricultural land,<br />

offer<strong>in</strong>g ec<strong>on</strong>omies of scale <strong>in</strong> agricultural products and services specializ<strong>in</strong>g <strong>in</strong><br />

regi<strong>on</strong>al cultures, <strong>in</strong> the peri-urban and rural territories of the regi<strong>on</strong>.<br />

ʧ The establisment of an adm<strong>in</strong>istered system of water resources for irrigati<strong>on</strong> <strong>in</strong><br />

agriculture, based <strong>on</strong> the water bas<strong>in</strong>s resources and the regi<strong>on</strong>al rivers Ishëm and<br />

Erzen. Improvement of the water dra<strong>in</strong>age <strong>in</strong>frastructure of the agricultural land.<br />

ʧ The ec<strong>on</strong>omic development of farms and agricultural cooperatives, the creati<strong>on</strong> of<br />

support activities for the development and efficiency of products <strong>in</strong> the agricultural<br />

system through certificati<strong>on</strong> centers, collecti<strong>on</strong> centers, process<strong>in</strong>g of products,<br />

and agricultural <strong>in</strong>cubators, thus creat<strong>in</strong>g closed agricultural ec<strong>on</strong>omic cycles<br />

and a regi<strong>on</strong>al self-susta<strong>in</strong>able food cha<strong>in</strong>, supported by certified tradenames,<br />

strengthen<strong>in</strong>g Regi<strong>on</strong>al Brand<strong>in</strong>g.<br />

ʧ The creati<strong>on</strong> of quick regi<strong>on</strong>al access roads for the movement of agricultural<br />

goods and human capital from the rural centers towards urban centers, creat<strong>in</strong>g<br />

opportunities for <strong>on</strong>-time plac<strong>in</strong>g of products <strong>on</strong> the market.<br />

ʧ The c<strong>on</strong>solidati<strong>on</strong> of rural centers and public services allocated <strong>in</strong> the territory,<br />

recovery of rural centers should be developed accord<strong>in</strong>g to a chr<strong>on</strong>ology where<br />

<strong>in</strong>vestment can maximize the benefits for local communities. Rural services and<br />

community development, fulfillment of the needs for accommodati<strong>on</strong> services<br />

to rural communities is an obligati<strong>on</strong> to ensure the l<strong>on</strong>gevity and well-be<strong>in</strong>g of<br />

rural communities, rely<strong>in</strong>g <strong>on</strong> the facilitati<strong>on</strong> of rural hous<strong>in</strong>g through the lead<strong>in</strong>g<br />

plann<strong>in</strong>g system.

3.3.3 Strategic objective 3: improvement of <strong>in</strong>frastructure, transport<br />

and mobility <strong>in</strong> the regi<strong>on</strong><br />

The development of regi<strong>on</strong>al access to the Balkans and Mediterranean metropolises,<br />

by strengthen<strong>in</strong>g the role of the port of Durrës and the “Mother Teresa” airport.<br />

Mobility improvement by creat<strong>in</strong>g overlapp<strong>in</strong>g modes of transportati<strong>on</strong> between<br />

urban, rural, and natural areas of this space <strong>in</strong> order to improve the c<strong>on</strong>nectivity of<br />

bus<strong>in</strong>esses and <strong>in</strong>dividuals access to the regi<strong>on</strong>al services provided. The creati<strong>on</strong> of<br />

healthy movement ways, polluti<strong>on</strong>-free, for people and envir<strong>on</strong>ment, while offer<strong>in</strong>g;<br />

ʧ The creati<strong>on</strong> of Regi<strong>on</strong>al Integrated Mobility networks to create entry gates to<br />

regi<strong>on</strong>al and nati<strong>on</strong>al axis for the management of populati<strong>on</strong> flows, tourists, and<br />

goods by sea, land, and air.<br />

ʧ The creati<strong>on</strong> of multi-modal mobility systems outside urban centers, supported<br />

with public railway l<strong>in</strong>es for passengers between urban centers and ec<strong>on</strong>omic areas,<br />

improv<strong>in</strong>g the envir<strong>on</strong>mental quality and reduc<strong>in</strong>g the use of pers<strong>on</strong>al vehicles.<br />

ʧ The creati<strong>on</strong> of regi<strong>on</strong>al mobility system with low envir<strong>on</strong>mental impact,<br />

promot<strong>in</strong>g the improvement of public health, and <strong>in</strong>creas<strong>in</strong>g the possibilities of<br />

c<strong>on</strong>nect<strong>in</strong>g the grid of natural tourist areas to urban centers, thanks to the bicycle<br />

movement axes <strong>in</strong> the regi<strong>on</strong>al area.<br />

ʧ The development of underground <strong>in</strong>frastructure with central management<br />

systems for urban centers and ec<strong>on</strong>omic areas, as well as meet<strong>in</strong>g the needs of the<br />

populati<strong>on</strong> for dr<strong>in</strong>k<strong>in</strong>g water, energy, and an efficient telecommunicati<strong>on</strong>s system.<br />

3.3.4 Strategic objective 3: protecti<strong>on</strong> and improvement of the<br />

natural envir<strong>on</strong>mental quality<br />

C<strong>on</strong>servati<strong>on</strong> of Natural Resources and Envir<strong>on</strong>mental Protecti<strong>on</strong>, where water is<br />

c<strong>on</strong>sidered an advantage for the development, improvement of the quality, and<br />

safety, as well as access to the Adriatic Sea, the use of technologies with zero<br />

harmful emissi<strong>on</strong>s. The <strong>in</strong>tegrati<strong>on</strong> of natural areas to a natural <strong>in</strong>terc<strong>on</strong>nected<br />

regi<strong>on</strong>al system, safeguard<strong>in</strong>g the natural resources as f<strong>in</strong>ite assets, <strong>in</strong>clud<strong>in</strong>g and<br />

<strong>in</strong>tegrated water system and the natural system, a system associated with urban<br />

centers, through the creati<strong>on</strong> of c<strong>on</strong>nected networks of parks at local, regi<strong>on</strong>al, and<br />

nati<strong>on</strong>al level. The creati<strong>on</strong> of habitats and a susta<strong>in</strong>able envir<strong>on</strong>ment with mixed<br />

functi<strong>on</strong>s spaces <strong>in</strong> the service of relaxati<strong>on</strong> and recreati<strong>on</strong> for urban centers.<br />

Protect<strong>in</strong>g surface and underground water system from unsusta<strong>in</strong>able development,<br />

thanks to the establishment of the “buffer” areas and the development of green<br />

corridors <strong>in</strong> the river networks. The <strong>in</strong>terrupti<strong>on</strong> of discharge of untreated urban<br />

and <strong>in</strong>dustrial waters <strong>in</strong> the rivers Ishëm and Erzen, <strong>in</strong>clud<strong>in</strong>g their sub-secti<strong>on</strong>s,<br />

creat<strong>in</strong>g the c<strong>on</strong>structi<strong>on</strong> of the “river chambers” network as part of the green<br />

<strong>in</strong>frastructure, for the management of floods due to climate changes.<br />

Creat<strong>in</strong>g a management system of regi<strong>on</strong>al waste, to reduce the level of envir<strong>on</strong>mental<br />

polluti<strong>on</strong>, and <strong>in</strong>crease the efficiency and quality of services <strong>in</strong> urban centers, due<br />

to the reducti<strong>on</strong> - reuse - recycl<strong>in</strong>g, collecti<strong>on</strong> and process<strong>in</strong>g of organic waste,<br />

collecti<strong>on</strong>, storage, and management of waste <strong>in</strong> regi<strong>on</strong>al landfills. The creati<strong>on</strong><br />

and applicati<strong>on</strong> of c<strong>on</strong>cepts and methods for the management of spatial plann<strong>in</strong>g<br />

besides the adaptive and mitigati<strong>on</strong> policies <strong>on</strong> climate and climate changes.
