MINUTES OF BOARD OF DIRECTORS MEETING,<br />

OCTOBER 25, 2017<br />

CALL TO ORDER<br />

The Board of Directors meeting of the <strong>Cypress</strong> <strong>Mill</strong> Homeowners<br />

Association Inc. was held on October 25, 2017 at <strong>Cypress</strong> <strong>Mill</strong> Recreation<br />

Center, 14710 <strong>Mill</strong>s Park Lane, <strong>Cypress</strong>, Texas. Those in attendance were Dennis Brewer, Larry Ramirez,<br />

Jennifer Taylor, Beverly McGaughey and George Rogers. Emma Deatherage and Angela Rivera were<br />

also in attendance (representing Principal Management Group). With a quorum duly established,<br />

Dennis Brewer, called <strong>Cypress</strong> <strong>Mill</strong> Board of Director’s meeting to order at 6 PM with an open prayer.<br />

CONSTABLE FORUM<br />

Lance Rodgers reported September’s crime statistics. The following questions were received:<br />

• House of Wild Ivy Court - under investigation<br />

• Link to TIPS on website<br />

• Inoperable vehicles located on streets<br />

• Business operating from home<br />

CONTRACTOR FORUM<br />

Hitech Landscaping, Bradley reported trimming of the common area trees were scheduled. The Board<br />

requested an estimate for review.<br />

APPROVAL OF MINUTES<br />

The Board approved the Board of Directors Meeting Minutes of the September 27, 2017 were reviewed,<br />

discussed and approved.<br />

TREASURER’S REPORT<br />

Emma Deatherage presented the September 2017 Financials. The Financials were accepted as<br />

presented. The following items noted:<br />

• Operating Funds of 89,682.83 and Reserve Funds of $356,757.13 as of September 30, 2017.<br />

• 97% of the 2017 assessment have been collected.<br />

• September 2017 YTD actual expenses were over budgeted by $29,309.59 (due to Audit, Legal<br />

Fees and Clubhouse Repairs)<br />

MANAGEMENT REPORT<br />

Emma Deatherage review the monthly reports:<br />

• Covenants Status Count Report - 155 violations letters sent out in the last 2 months and 26<br />

closed violations. The majority of violations were trashcan in view and lawn maintenance.<br />

• Delinquency Status Count Report - currently at 97% collected. 49 accounts were transferred<br />

to the attorney’s office for collection and 3 accounts for deed enforcement.<br />

• 4 ACC applications were approved since October1st.<br />

OLD/NEW BUSINESS<br />

The Board reviewed the <strong>2018</strong> Proposed Budget. The Board approved the Assessment increase<br />

of 10% - <strong>2018</strong> assessments will be $506. The <strong>2018</strong> Budget was approved with noted changes.<br />

The Board reviewed the renewal contract from A-Beautiful Pools for the <strong>2018</strong> pool management.<br />

The Board requested the scheduled changed as noted and requested contractor to submit<br />

revised contract for execution.<br />

HOMEOWNER/CONTRACTOR FORUM Homeowners present discussed the following items:<br />

• Veteran’s Day celebration discussion<br />

• Violation - stored/inoperable vehicles, home business<br />

• Seasonal flowers on common grounds<br />

• Lighting at Cascade Park and MUD Park<br />

• Tree trimming needed on common areas<br />

• Stop signs needed at Cascade Bend/<strong>Cypress</strong> Meade<br />

• Fine Policy<br />

ADJOURN TO EXECUTIVE SESSION<br />

RECONVENE FROM EXECUTIVE SESSION<br />

The following items were discussed during the executive session.<br />

Motions were made and seconded and passed unanimously to:<br />

• <strong>2018</strong> Budget was discussed, changes were made.<br />

• PMG to research fining policy for deed enforcement and send information to attorney to draft policy.<br />

• The Board approved the Tax Recovery Agreement with Killowatt Partners and approved PMG<br />

to request a 12 month energy contract.<br />

• The Board approved the quote from Dunrite for the replacement of 3 sets of exterior doors at<br />

$3,800 per set.<br />

• The Board approved the quote from Audiolink Technologies for the Security Camera System<br />

at $3,391.47<br />

ADJOURNMENT<br />

There being no further business to come before the Board, the regular business session of the<br />

meeting was adjourned at 9 PM.<br />

DEVELOPING A CONSISTENT MAINTENANCE SCHEDULE<br />

By doing some simple preventative maintenance, you can extend the life of your home and<br />

minimize costly repairs.<br />

Painting - It is important to put a good coat of paint on your home which may mean painting<br />

every three to five years on an average, depending on the quality of the paint. Painting<br />

obviously improves the appearance of your home and protects your wood or hardiplank from<br />

the elements reducing rot. Don’t forget your ACC application along with paint color samples,<br />

which must be processed and approved first!<br />

Power washing - Take a walk around your property. If you see green or black mildew on your<br />

home and driveway, you can power wash the mildew off your gutters, home exterior, driveway<br />

and sidewalk. This small step of maintenance can keep your property looking well maintained.<br />

Gutters - Gutters need to be cleaned out on a regular basis.<br />

This time of year they fill up with pine needles and leaves. If the<br />

gutters are full of leaves and pine needles, they will not drain<br />

properly and will need to be cleaned. The extra weight will cause<br />

the gutter nails to become loose and the gutter will sag or fall<br />

from your home. Gutters are important as they protect the fascia<br />

boards.<br />

Landscaping - Trees, shrubs and seasonal flowers add a great<br />

deal to the value of your home and the community. Remember<br />

that over time trees and shrubs can become overgrown and<br />

unsightly. Please keep your landscaping well-trimmed and yard<br />

edged so that it enhances your home and does not interfere with<br />

the street.<br />

Street Parking - Please keep in mind that that the streets belong<br />

to the City. Please report all street parking to Harris County<br />

Constable Precinct 4 non-emergency line at 281-376- 3472.<br />

REMINDER TO RESIDENTS OF CYPRESS MILL<br />

Having your lawn cut either by yourself or a hired landscaper please don’t<br />

put out your grass clippings out on the sidewalk until trash day, Monday<br />

or Thursdays. We are getting complaints and calls of homeowners putting<br />

out grass clipping before trash days. Thank you for your corporation and<br />

understanding we are hoping everyone complies.<br />

RECREATION AREA<br />

<strong>Cypress</strong> <strong>Mill</strong> Park I - Basketball/Tennis courts are now open to the<br />

community and their invited guest. Signage is posted on the gate. <strong>Cypress</strong><br />

<strong>Mill</strong> Residents and Guest Only One resident must accompany guests.<br />

Hours 7 AM to 10 PM.<br />

TRASH COLLECTION DAYS<br />

Trash is picked up on Mondays and Thursday except for public holidays<br />

(Christmas, New Year’s Day, Thanksgiving, Memorial Day, Labor Day, July<br />

4 th ). On those days, trash will be collected on the next regular collection<br />

day. Please wait until collection day to leave your trash on the curb. There<br />

have been complaints that trash is being left on the curb for several days.<br />

Also, please remember that trashcans should be placed out of sight after<br />

pick-up. Thank you.<br />

ART FESTIVAL MEMORIAL PARK <strong>2018</strong><br />

Bayou City Art Festival, produced by Art Colony Association,<br />

Inc. (ACA), is inviting artists from around the country to submit<br />

applications and have the opportunity to showcase their art at<br />

the nation’s premier spring outdoor fine art event Friday-Sunday,<br />

<strong>March</strong> 23-25, <strong>2018</strong>.<br />

ACA produces Bayou City Art Festival Memorial Park in the spring<br />

and Bayou City Art Festival Downtown in the fall. Now entering<br />

its 47 th year, ACA has provided a venue for over 20,000 artists to<br />

showcase their work to thousands of art lovers from all over the<br />

world. Patrons have the opportunity to personally meet the artist,<br />

view original works and purchase world class art. The festival<br />

benefits local non-profits and features music, food, beverages,<br />

entertainment, a Children’s Creative Zone and much more for<br />

people of all ages to come and enjoy the city and the festival.<br />

Twice a year, over 1,000 qualified applicants from 19 different<br />

disciples submit their applications to be reviewed by the ACA jurors.<br />

For each festival, a new juror panel is invited and consists of artists,<br />

collectors and industry professionals. The panel of five to seven<br />

jurors are selected based on their specific interests, professional<br />

knowledge and background with the festival. Only 300 artists will<br />

be selected to exhibit at the <strong>2018</strong> Bayou City Art Festival Memorial<br />

Park. Cash Prizes are awarded for “Best in Show,” second and<br />

third, as selected by on-site judges. Ribbons are awarded for “Best<br />

Booth” and all winners receive jury exempt status for two years as<br />

well as priority booth placement.<br />

CFISD SUPERINTENDENT’S FUN RUN AND FESTIVAL<br />

The fifth annual CFISD Superintendent’s Fun Run and Festival is set for <strong>March</strong> 24,<br />

<strong>2018</strong> from 8-11 AM at the Berry Center (8877 Barker <strong>Cypress</strong> Road) and the Towne<br />

Lake community.<br />

Underwritten by Memorial Hermann <strong>Cypress</strong>, the fun-filled community event<br />

will include a 5K run and a family-friendly 1-mile. The fun run will feature booth<br />

vendors, food trucks, entertainment and activities for children. Proceeds from<br />

the Superintendent’s Fun Run benefit the Cy-Fair Educational Foundation<br />

(CFEF), which awards student scholarships and staff development grants. The<br />

fourth annual event held in February 2017 generated more than $63,000 for the<br />

SHIELD BEARER RUNNING FOR HEARTS<br />

5K FAMILY FUN RUN AND WALK<br />

The Shield Bearer Running for Hearts 5K Family Fun Run and Walk will<br />

take place on April 7, <strong>2018</strong>, 7-11 AM, at Windwood Church at 10555 Spring<br />

<strong>Cypress</strong> Road in Houston, Texas. This family friendly event will feature a<br />

5K timed, trail style run, a 1-mile family walk, games for the kids, t-shirts,<br />

food, prizes and lots of fun for all ages. Race registration is $25 for adults<br />

(ages 14 and up) and $10 for children (ages 13 and under) before <strong>March</strong><br />

20, <strong>2018</strong>. Registration, sponsorship, vendor, fundraising and volunteer<br />

Participating restaurants are assigned a classic automobile<br />

or vintage wooden boat. The chef of each restaurant then<br />

selects a specific wine that they believe matches the classic<br />

automobile or boat. Each chef then prepares a custom<br />

hors d’oeuvre that is paired with the wine to complete the<br />

epicurean experience for attendees to sample.<br />

The “Uncorked” event will also feature luxury items and<br />

experiences in the form of a live and silent auction. Auction<br />

Keels & Wheels Uncorked takes place each <strong>March</strong> prior<br />

The treasured music and lyrics of some of Broadway’s<br />

greatest songs are presented in the Houston Choral Society’s<br />

A Night on Broadway concert Saturday, <strong>March</strong> 10, <strong>2018</strong> at<br />

7:30 PM, at The Foundry Church. Under the direction of Dr.<br />

Kevin M. Klotz, HCS Artistic Director, this concert features<br />

brilliant arrangements of Broadway classics.<br />

AFTER SCHOOL NATURE EXPLORERS CLUB<br />

Nature Explorers Club is designed for school-age children (ages 6-10, K-5 th )<br />

who are interested in investigating the natural world. Each month we will<br />

explore a different ecology topic, focusing on our own native plants and<br />

animals. We will make a craft to take home, go on a nature hike, dip-net<br />

for fish and tadpoles in the ponds and get to know the plants and animals<br />

Houston Audubon Docent Guild sponsors 4 owl prowls for the 2017-18<br />

season. Owl prowls begin with a lively program on owls including an<br />

opportunity to meet live, rehabilitated owls followed by a walk in the<br />

Through <strong>March</strong> 18 th - The Houston Livestock Show<br />

and Rodeo is the world’s largest livestock Show<br />

and rodeo. With more than 33,000 volunteers, the<br />

organization is a Section 501(c)(3) charity that<br />

benefits youth, supports education and facilitates<br />

better agricultural practices through exhibitions<br />

and presentations. Since its beginning in 1932,<br />

the Houston Livestock Show and Rodeo has<br />

committed nearly $450 million to scholarships,<br />

research, endowments, calf scramble<br />

<strong>March</strong> 4 th - AIDS Foundation Houston, Inc.(AFH)<br />

hosts the 29 th Annual AIDS Walk Houston on<br />

Sunday, <strong>March</strong> 4, <strong>2018</strong>, at Sam Houston Park in<br />

Downtown Houston. This signature event is the<br />

city’s single greatest response in the fight against<br />

HIV/AIDS. Funds raised help local HIV/AIDS service<br />

organizations provide programs and services to<br />

almost 30,000 Houstonians impacted by the virus.<br />

This year, the annual fundraiser will culminate in a<br />

free outdoor concert featuring live performances<br />

from Houston-based artists. VIP wristbands for the<br />

concert will be available to 1,500 Houstonians who<br />

<strong>March</strong> 10 th - Join us for Texas’ largest canoe<br />

and kayak race - the 46 th Annual Buffalo Bayou<br />

Partnership Regatta. Paddlers (ages 12 and<br />

American Canoe Association sanctioned race along<br />

the scenic Buffalo Bayou. Whether you are entering<br />

competitively or paddling for pleasure, you won’t<br />

want to miss out on this longstanding Houston<br />

on racers along the race route or catch the outdoor<br />

fun at the finish line festivities at Sesquicentennial<br />

Corporation is a fundraising bike ride that benefits<br />

Houston’s Reforestation Program. The ride will<br />

take place Sunday, <strong>March</strong> 18, <strong>2018</strong>. This annual<br />

event offers Houstonians and visitors a unique<br />

way to view the city with bike routes winding<br />

through Houston’s historic neighborhoods, scenic<br />

districts and parks. With three ride length options,<br />

the Tour de Houston is the perfect event for leisure<br />

riders or cycling enthusiasts. In addition, it is a BP<br />

MS 150 recommended training ride. This event<br />

providing financial assistance, food, clothing, employment assistance as<br />

VOLUNTEER OPPORTUNITIES FOR WILDLIFE ADVOCATES<br />

Enjoy a rewarding volunteer experience with wildlife. Texas Wildlife<br />

Rehabilitation Coalition, Inc. is a non-profit organization, which serves as<br />

an emergency care and rehabilitation facility for orphaned, ill and injured<br />

native Texas wildlife. Volunteers are welcome in the areas of assisting in<br />

the daily functions of the center, assisting with public education programs<br />

MEMORIAL HERMANN CYPRESS HOSPITAL<br />

SEEKING VOLUNTEERS<br />

Memorial Hermann Health System recognizes the vital importance of<br />

volunteers and the newly opened Memorial Hermann <strong>Cypress</strong> Hospital<br />

is no different. The hospital is now taking applications for its volunteer<br />

program. Volunteer tasks range from working at the front desk, to nursing<br />

unit assistance, helping discharge patients and much more. Dozens of<br />

volunteers have already joined the program, but there are more spots<br />

available. Four-hour volunteer shifts are available seven days a week from<br />

5 AM to 9 PM. Adults are asked to complete an application and schedule an<br />

StandUp For Kids is an all volunteer organization. We are in need of your<br />

The Cy-Fair Volunteer Fire Department provides fire, rescue and EMS<br />

community based volunteer fire stations we are able to quickly and<br />

efficiently respond to help our neighbors in times of emergency.<br />

SPECIAL CHEERS NEEDS VOLUNTEERS<br />

Special CHEERS is a 501(c)(3) non-profit organization dedicated to<br />

providing Occupational Therapy to children with special needs of all ages<br />

living in and around the greater Houston area. Our facility is unique in that<br />

we utilize animals, including horses, dogs, goats, pigs, lambs and rabbits<br />

as an integral part of each child’s therapy treatment plan. Being a nonprofit<br />

organization, we are constantly looking for extra help around the<br />

farm. Therefore, Special CHEERS would like to welcome all high school<br />

and college-aged students interested in working with both children and<br />

animals to volunteer after school, on the weekends or seasonally (i.e.,<br />

FOSTER CHILDREN: PREPARATION FOR ADULT LIVING (PAL)<br />

When foster children reach age 18, they are considered independent.<br />

That’s difficult for kids who have been wards of the state, with necessities<br />

arranged by caseworkers with state funds. Now they’ll have to figure out<br />

how to organize themselves and make their money last a whole month.<br />

Fortunately, Child protective Services offers them a program to help<br />

prepare for independence: Preparation for Adult Living (PAL). The year-long<br />

course culminates in an all-day workshop hosted by the National Council<br />

for Jewish Women (NCJW). The course is held at Junior Achievement’s<br />

BizTown, using computer kiosks sponsored by local businesses.<br />

VEGETABLES<br />

• Plant vegetables such as tomatoes, sweet corn and snap beans<br />

and pepper, as well as cucumbers, lima or butter beans, cantaloupe,<br />

okra (if the soil has warmed sufficiently - 70 degrees F. or higher),<br />

southern peas, pumpkin, squash, peanuts and watermelon.<br />

LAWN<br />

• Re-sod or replant as needed with turfgrasses adapted to this part of<br />

Texas and suited to the planting location (shade or sun).<br />

• When resodding semi-shaded areas with St. Augustine, use ONLY<br />

the variety Floratam for best pest resistance. See www.plantanswers.<br />

com/grass.htm.<br />

TREES AND SHRUBS<br />

• Plant container-grown trees and shrubs as soon as possible. In<br />

shady areas, where grass is difficult to grow, consider planting a<br />

dependable groundcover such as English ivy, Asian jasmine, vinca or<br />

one of the prostrate junipers.<br />

• Prune spring flowering and evergreen shrubs during early <strong>March</strong>.<br />

However, be sure to prune spring flowering shrubs after they have<br />

bloomed.<br />

• Fertilize with a pre-plant application of a slow-release fertilizer<br />

analysis such as 19 - 5 - 9 at the rate of 3 pounds per 100 square feet<br />

of garden planting area. Early <strong>March</strong> is the ideal time to fertilize<br />

landscape plants because you give them food just before the spring<br />

growing season starts.<br />

Hot Fruit Compote<br />

You could make this on National Fruit Compote Day <strong>March</strong> 1 st !<br />

INGREDIENTS:<br />

1 (16 ounce) can pears in juice<br />

1 (15 ounce) can peaches in juice<br />

1 (15 ounce) can pitted cherries in water<br />

1 cup quick-cooking oats<br />

1/2 cup brown sugar, divided<br />

1 teaspoon ground cinnamon<br />

2 tablespoons butter, cut in small pieces<br />

DIRECTIONS:<br />

Preheat oven to 400 degrees F (200 degrees C). Lightly grease a 9x13-inch baking dish. Pour<br />

pears, peaches and cherries with their liquids into the prepared baking dish, stir.<br />

Stir oats and 1/4 cup brown sugar together in a bowl, sprinkle over the fruit mixture.<br />

Sprinkle remaining 1/4 cup brown sugar over the oat layer. Sprinkle cinnamon over the<br />

brown sugar. Arrange butter pieces evenly over the top. Bake until hot, bubbly and slightly<br />

brown at edges, about 20 minutes.<br />

Serve over waffles, pancakes, scones or shortbread. Also great served warm over vanilla<br />

ice cream!<br />
