When I agreed to become One Acadiana’s 2017 Board Chair I remember thinking this is going to be a pivotal year. 

We advocated for the community to invest in critical assets like our education systems and transportation and drainage 

infrastructure. As an organization, we invested time, energy, and resources to these efforts because they are lynch-pins for 

economic development. 

We also continued making significant strides in laying the groundwork to make Acadiana an attractive place for businesses 

to open and relocate – creating an impactful brand for marketing our region; building relationships with site selectors who help 

companies make decisions to relocate every day; and racking up an 89% increase in development-ready acreage in the region.

With a strong focus on existing businesses in the region, we met one-on-one with nearly 200 businesses to discuss opportunities 

for expansion, as well as barriers to growth One Acadiana could help them overcome. We launched a Nepris platform to work 

directly with employers to address a key challenge they face in increasing awareness about high-wage, high-demand jobs within 

growing industries. We also hosted events and engagement opportunities which provided more than 3,500 attendees with 

connections to other business leaders and lessons to take their businesses – and our community – to the next level. 

I’m proud of our perseverance and resilience this year, what we’ve accomplished as a region, and what we are positioned 

to achieve in 2018 and into the future.

This year marks a new beginning for our organization, with the arrival of One Acadiana’s new President & CEO Troy Wayman. 

Each of us realizes the challenges we faced as a region in 2017, but we remain “Focused on Forward” in 2018 and beyond. One of 

my major priorities as One Acadiana Board Chair is to solidify the regional focus of our area, assuring all nine parishes we serve 

that individual successes at the parish level are an important part of our entire region’s success. 

We are fortunate to live in a great region with many economic and quality of life assets, which we are excited to begin sharing 

with businesses and talent across the country using the “South Louisiana” branding created in 2017. 

We remain dedicated to fostering economic growth in Acadiana, both by supporting the development of companies already 

invested here, as well as recruiting new business and jobs. This work is only made possible alongside our economic development 

partners across our nine-parish region. 

By working together, we will continue generating results against the core strategies of The Campaign for One Acadiana.

In order to improve the quality and long-term sustainability of our regional community and economy, 

One Acadiana believes business needs to contribute effective leadership. We know achieving our 

full potential will require a collaborative approach, which is why we built an inclusive organization 

that welcomes members, investors, and community partners to work with us to make Acadiana 

a place that defies social and political fragmentation by forging alliances and developing solutions. 

Building a Pipeline of Leaders 

Since its inception, Leadership Institute of Acadiana has been 

committed to convening, building, and activating leaders in the 

Acadiana Region. In 2017, the organization undertook a major 

strategic planning initiative, led by a committee of passionate 

alumni and the organization’s first director, and involving 

alumni from across its 30-year history. Working closely with 

One Acadiana, the organization is poised to continue creating 

leadership development opportunities now and into the future.

Building the Region Conference 

ACADIANA STRONG 

Looking to build regional cohesion, One Acadiana hosts a traveling, inter-region conference that puts the focus on different Acadiana 

parishes each year. Since 2015, this conference has traveled through eight parishes.

Acadiana Day 

This annual event brings together Acadiana business and civic leaders for a day at the Capitol. Seeing and

Regional Resilience 

Following unprecedented 2016 flooding, Acadiana came together to tackle the long-term 

challenge of water management. Resiliency, in all its dimensions, is a unifying theme guiding 

the collaboration of federal, state, and local partners. Within the Vermilion River Watershed, 

Acadiana leaders are forging cooperative approaches to identify regional solutions. 

In August 2017, Acadiana leaders agreed to pool their individual hazard 

mitigation dollars to focus on projects to improve drainage regionally instead of 

each parish spending its grant money on small local projects. The Acadiana region is receiving 

$25 million in Hazard Mitigation Grant Program (HMGP) funds, and the Acadiana Planning 

Commission (APC) Board is allocating this funding to Acadia, Evangeline, Iberia, Lafayette, St. 

Landry, St. Martin, and Vermilion parishes.

Attracting new business investments is key to improving 

the economic health and prosperity of our region, but requires 

strategic collaboration and the ability to stand out from the 

crowd. We’re telling Acadiana’s story by sharing what 

sets us apart. 

Following months of extensive internal and external research, we launched 

our national branding campaign, “South Louisiana.” The South Louisiana 

brand plays up recognizable elements of Acadiana’s culture, strong 

workforce, and location, and will be used in coordination with 1A, local 

economic development partners, tourism commissions, and investor and 

member talent recruitment efforts.

A key determinant of Acadiana’s economic competitiveness and 

long-term success is the quality and skill of our workforce. Which 

is why One Acadiana works with regional partners to support 

education initiatives, deploy software, scale leadership programs, 

advocate for sufficient funding, and build on reemployment 

initiatives to ensure a brighter future for students, employers, 

and talent across the region. 

Creating Opportunity Through Partnerships 

The Acadiana Opportunity initiative began in early 2016 as regional partners met to address high regional unemployment due to the downturn of 

the oil and gas industry. Over the past two years, Acadiana Opportunity has connected displaced workers to job opportunities by hosting two 

industrial trades career fairs and providing an online pathway to information and training.

Funding Rapid Retraining 

JPMorgan Chase announced a grant to support additional retraining and career services to help connect 

dislocated workers to new careers. The two-year $200,000 grant to SLCC will help 69 students with partial tuition 

vouchers, pre- and post-test assessments, and one-on-one time with a job coach.

enables graduates of the two community colleges to apply course credits

Acadiana employers are facing a lack of awareness about certain high-wage, high-demands jobs and negative perceptions of career 

and technical education. One Acadiana’s regional workforce initiative addresses this through The Acadiana Career Awareness

IDENTIFYING PROJECTS 

OF REGIONAL SIGNIFICANCE 

Throughout 2018, One Acadiana is working with partners 

to develop a Regional Infrastructure Visioning Report 

(RIVR), which identifies a vetted list of projects selected 

by Acadiana’s business and economic development 

communities as critical to our economy and regional 

competitiveness. The report will serve as a tool for 

smarter infrastructure investment. 

SUPPORTING TRANSPARENCY 

AND ACCOUNTABILITY 

The importance of infrastructure investment is clear. 

Equally clear, however, is the need for transparency 

and accountability in how infrastructure dollars are 

spent. Two new measures – Constitutional Amendment 

No. 3 and Executive Order No. 17-25 – will strengthen 

transparency and accountability for government 

spending and project delivery. On the horizon, we will 

be supporting “Louisiana Checkbook” to increase the 

transparency of public spending.

Achieving success on Acadiana’s legislative priorities requires 

effective communication and collaboration between state 

government leaders and the business community. That’s why 

1A provides regular opportunities to engage in the legislative 

process through the governmental affairs committee, numerous 

educational and connective events, focused advocacy efforts, 

and regular meetings with legislators. 

Advocacy efforts have centered around 

five areas of focus: 

1 Building relationships: One-on-one meetings with Acadiana Delegation members, a press conference following special 

session, and a pre-session legislative event forged strong connections leading up to 2017 Regular Session

Successful Outcome on 1A Priority 

Perhaps the biggest accomplishment of the 2017 

Regular Session was criminal justice reform. 

A bipartisan package of 10 bills, developed through 

the Louisiana Justice Reinvestment Task Force, 

passed both chambers. The overhaul is projected 

to reduce the state’s prison population by 10 

percent over the next decade, saving the state 

approximately $262 million. Most of the savings 

will be reinvested to strengthen rehabilitation 

and reentry programs and improve public safety.

Tell your Legislator to Support Criminal Justice Reform 

Louisiana has the highest incarceration rate in the nation, 

with 816 out of every 100,000 Louisianans behind bars. We 

spend nearly $20,000 per year per inmate, costing more than 

$700 million to the state annually. 

Joining with a broad coalition of partners across the state, 1A 

supports criminal justice reform that reduces costs by 

reducing the overall prison population and reinvests the 

savings in programs proven to improve public safety and 

employability skills. 

Tomorrow, the House of Representatives will vote on several 

bills critical to this effort. Three of the bills 1A will be 

supporting are:
