As Tamkeen marks a decade of serving the Kingdom of<br />
Bahrain and its people, we feel a real sense of pride<br />
in what we have accomplished, and look forward to<br />
the next ten years with enthusiasm and optimism. Coupled<br />
with the country’s robust regulatory frameworks, and its<br />
world class logistics infrastructure and financial sectors,<br />
Tamkeen’s initiatives are aimed at building a shining future<br />
for the Kingdom, in line with the Government of Bahrain’s 2030<br />
Economic Vision.<br />
Tamkeen has taken a holistic approach towards developing<br />
the Bahraini workforce, empowering thousands of Bahrainis<br />
to prosper and contribute to the national economy, and today<br />
our large pool of skilled and talented workers makes Bahrain<br />
an attractive destination for foreign investment, and positions<br />
Bahraini individuals as the employees of choice. We work<br />

professionals seeking to enhance their skills and take<br />
on more leadership roles. We also support Bahraini<br />
enterprises of all sizes, from startups, to existing<br />
businesses seeking to grow, and large companies<br />
aiming to expand internationally. Tamkeen’s efforts in<br />
these areas have borne fruit, and the results speak for<br />
themselves.<br />
Significant strategies and initiatives<br />
Since its inception, Tamkeen has launched over<br />
140 initiatives for individual support, under which over<br />
100,000 Bahrainis have received career development<br />
training and 35,000 Bahraini have benefited from<br />
targeted development programs. Tamkeen offers 369<br />
certifications in 40 different categories, and has seen<br />
13,000 individuals trained and certified over the past<br />
decade. Over 8,000 jobs have been created through<br />
Tamkeen’s Employment Support Scheme, while the<br />
Training and Wage Support Scheme has resulted in a 9<br />
percent increase in customers’ salaries.<br />
Tamkeen has also launched over 60 initiatives to<br />
serve businesses. A cornerstone of Tamkeen’s initiatives<br />
is the Enterprise Support Scheme, which assists<br />
businesses with expenses ranging from purchasing<br />

In the decade to come, Tamkeen will continue<br />
to support Bahraini individuals and enterprises to<br />
ensure the nation’s continued success. However, the<br />
responsibility also lies with the private sector to work<br />
together with the public sector so that we can achieve<br />
our collective goals. With a keen understanding of<br />
market requirements, gleaned over ten years of working<br />
closely with the local economy, Tamkeen is perfectly<br />
placed to advise and assist in the implementation of<br />
new strategies. Going forward we look forward to more<br />
public-private partnerships which will continue to<br />
empower Bahraini individuals and contribute to the<br />
growth of the nation.<br />

result of Tamkeen support. Tamweel Scheme’s portfolio<br />
exceeds BHD 500 million and has served more than 7,700<br />
customers to date. This has created a ripple effect in the<br />
local economy-for every BHD 1 that Tamkeen has spent,<br />
companies were able to access BHD 150 for financing<br />
solutions.<br />
Creating job opportunities<br />
Since Tamkeen’s establishment in 2006, it provided<br />
support to almost 31% of the workforce in the Kingdom,<br />
through training and development initiatives that aim<br />
to refine Bahraini citizens’ skills and provide them with<br />
opportunities that improve their abilities in shaping<br />
their future. Also, Tamkeen has helped in creating more<br />
than 8,000 job opportunities through the employment<br />
support programs.<br />
On the other hand, Tamkeen helped in the past<br />
decade in supporting more than 100,0000 Bahraini<br />
citizens through its various initiatives targeting<br />
individuals which exceeds 120 initiatives. It also took<br />
part in training and qualifying about 13,000 Bahrainis<br />
in various fields through the Professional Certificates<br />
program, which includes more than 370 certificates in<br />
40 specialization, spending more than BD 13.3 million as<br />
a part of its investment in this program.<br />

Advisory Services<br />
As part of its continuous efforts to support<br />
businesses and individuals across all stages of<br />
development, Tamkeen has a unique platform which<br />
provides advisory and consultancy services to<br />
businesses, job seekers and employees working in the<br />
private sector.<br />
Through the platform, Tamkeen provides interested<br />
and eligible applicants with business mentorship in<br />
partnership with specialist and experienced partners<br />
such as Mowgli, a UK-headquartered mentoring<br />
organisation.<br />

enterprises to reduce the required expenditure to<br />
employ expatriates, building a long term sustainable<br />

The Bahraini workforce make up two thirds of<br />
the workforce in the Financial Services sector (66%),<br />
according to the Central Bank of Bahrain, which proves<br />
the aptitude of the Bahraini workforce and its ability<br />
to take responsibilities and grow within the vital roles,<br />
which allows enterprises to benefit from their expertise<br />

UNIQUE PROGRAMS<br />
Since its launch in 2007, Tamkeen's Enterprise Finance Scheme provided<br />
over 7,000 businesses with more than BHD 440 million, in partnership<br />
with Bahrain Development Bank, Bahrain Islamic Bank, Ithmaar Bank,<br />
Al Baraka Islamic Bank, Kuwait Finance House, Khaleeji Commercial Bank<br />
and Al Salam Bank Bahrain.<br />
The majority of financing applications were submitted by retail and wholesale<br />
enterprises, followed by services, contracting, and construction sectors,<br />
respectively.<br />
Tamkeen aims to attract more banks in order to offer additional financing<br />
solutions for the private sector, supporting Bahrain’s economic development.<br />

Tamweel+<br />

enterprises in the Bahraini labour market. Tamweel+<br />
is a real opportunity for enterprises seeking global<br />
expansion through the financing amounts that<br />
could reach up to BHD 2.5 million.”<br />

Tamweel+ supports companies that aim to<br />
innovate or expand their business locally or<br />
internationally. Tamkeen, in collaboration<br />
with various Partner banks, offers Sharia-compliant<br />
financing opportunities at a competitive rate to<br />
support medium-sized and large enterprises to help<br />
them innovate, expand and diversify.<br />
Subject to the Partner Bank’s approval, Tamkeen<br />
will subsidize 70% of the annual nominal profit rate<br />
(capped at an 8% reducing balance). The financing<br />
amount ranges from BD 1,000,000 to BD 2,500,000<br />
with an option of a repayment tenor of up to 10 years<br />
and a grace period, subject to the bank’s policy.<br />
Enterprises may use the financing for investment,<br />
expansion or business diversification.<br />

Taqdeer<br />
Taqdeer is an employment reward program that<br />
is designed to reward companies that have<br />
exceeded their Bahrainization rate.<br />
By launching this initiative, Tamkeen is seeking<br />
to support the private sector and strengthen its<br />
position as the key driver of economic growth.<br />
Business owners will benefit from Taqdeer as it<br />
will help them cover a big portion of their expenses<br />
which will empower them to face the economic<br />
challenges and move forward to the better.<br />
The program provides companies with a grant<br />
which can be utilized towards the following<br />
operating expenses:<br />
1. Municipality Fees Receipts (not including fines<br />
and violations)<br />
2. Electricity and Water Bill<br />
3. SIO Fees<br />
4. Medical Insurance for Bahraini Employees<br />
5. Employees training and development plans<br />
The grant can be utilized over two periods for<br />
expenses incurred over the past twelve months from<br />
applying.<br />
The contract period is for two years hence the<br />
Reward Points are valid for two years. The Reward<br />
Points will be calculated for all the branches under<br />
the CR based on the Bahrainzation of each. Reward<br />
Points are calculated based on a 6-month average.<br />
If the average Bahrainziation rate falls below the<br />
required LMRA rate, application will be disqualified.<br />
Eligibility Criteria<br />
Any company with an active commercial<br />
registration in Bahrain that exceeds the<br />
Bahrainization rate requirement are eligible for the<br />
program.<br />
Steps to Apply<br />
1. Create an account for your company by<br />
registering through our website and activate it<br />
by visiting any of our branches.<br />
2. Review your company profile to make sure that<br />
all the information is updated.<br />
3. Submit your application (no documents<br />
requirement at the time of submission)<br />
4. Tamkeen will monitor your Bahrainization rate<br />
for a period of six months.<br />
5. If your company maintains its Bahrainization<br />
rate over the six months, the first part of the<br />
grant will be approved.<br />
6. Submit all relevant invoices and receipts<br />
through the online portal.<br />
7. Payments will be processed and issued to your<br />
bank account.<br />
8. Steps 4 through 8 will be repeated for the second<br />
part of the grant.<br />

Application Process<br />
1. The applying enterprise must have an active<br />
Commercial Registration or License<br />
2. The applying enterprise must be based in<br />
Bahrain<br />
3. The applying enterprise must have no offenses<br />
with LMRA and possess records of monthly<br />
payments<br />
4. The applying enterprise must exceed the<br />
Bahrainization requirements set by the Labour<br />
Market Regulatory Authority<br />
5. The applying enterprise will contract duration<br />
per applying entity is 2 years<br />
Monitoring Process<br />
1. The applying entity’s Bahrainization rate will be<br />
monitored over two six months periods.<br />
2. Tamkeen reserves the right to disapprove any<br />
Employee Application that does not meet the<br />
program’s requirements at any point during the<br />
program period.<br />
3. If deemed necessary, the applying entity must<br />
submit any supporting documents requested<br />
4. Tamkeen shall provide the final approval after<br />
verifying the eligibility of the applicant entity<br />
over the six-month period.<br />
Payment Process<br />
1. The payments will be processed over two sixmonth<br />
periods.<br />
2. The applying entity must submit the payment<br />
request through the portal.<br />
3. The applying entity must provide the required<br />
proof of payment documents in order to obtain<br />
the reimbursement.<br />
"Taqdeer being the first initiative of its kind, eligible enterprises will receive a financial grant which<br />
can be used in paying expenses related to municipality services fees (violations or similar charges are<br />
not included), electricity bills related to the CR, SIO fees, Bahraini employees’ health insurance as well<br />

our “Advisory Services” as a platform provides advisory<br />
services to businesses, job seekers and employees through<br />
a team of experts and industry veterans. This comes<br />
alongside the financial, operational and training support<br />
that we provide to Bahraini businesses and individuals to<br />
achieve the best results.”<br />

Tamkeen’s advisory platform connects people to<br />
experiences and knowledge that enables them<br />
to fulfill their potential, and shape their future.<br />
The Services include business mentoring workshops<br />
and sessions, business coaching, career mentoring and<br />
coaching, providing individuals with internship and<br />
volunteering opportunities, assisting in building career or<br />
business related connections, as well as providing online<br />
toolkits and guides that cover important entrepreneurial<br />
and career related topics.<br />
Tamkeen aims to offer direct, up-to-date mentoring,<br />
coaching, internships opportunities for individuals<br />
and businesses through providing them with access to<br />
talented individuals. In addition, Tamkeen's advisory<br />
services will comprise of series of workshops, roadshows<br />
and events designed to help all customer segments;<br />
Students, Job Seekers & Employees as individuals and<br />
Startup, growth and mature businesses.<br />
The program provides the following services to the<br />
clients:<br />
Business Mentoring: Bringing together experienced<br />
and professional experts to create a diverse pool of<br />
mentors that are dedicated to transferring their business<br />
knowledge to entrepreneurs seeking support. In addition,<br />
the entrepreneurs are also given the opportunity to attend<br />
workshops and training on marketing, finance, legal and<br />
other business fundamentals.<br />
Internship Scheme: This offers internship and<br />
volunteering opportunities to individuals interested in<br />
enhancing their experience in preparation for entering<br />
the job market. Internship placements are hosted by local<br />
entities.<br />
Tamkeen will also assist individuals in identifying the<br />
field of choice that they are passionate about. In addition,<br />
We seek to encourage valuable training experiences<br />
through increasing internship awareness across<br />
corporations.<br />
There will be an online database for the enterprises to<br />
list these opportunities whereby the eligible candidates<br />
and students can apply.<br />
Guidance Public Sessions: Equipping customers with<br />
useful information pertaining to topics relevant to<br />
Tamkeen’s strategic objectives, such as; Career Guidance,<br />
Labour Market Requirements, Start-up process and<br />
Entrepreneurship Awareness. (e.g. Molhem Programme in<br />
Youth City 2030, Discover Opportunities.. etc)<br />
Connection Building Roadshows: Providing customers<br />
with linkages & exposure to gain access to relevant<br />
stakeholders.<br />
Online Toolkits & Guides: Provide Online platforms<br />
developed that will help in guiding and educating<br />
individuals, entrepreneurs and small and medium<br />
enterprises (SMEs) to achieve their potentials.<br />

Eligibility Criteria<br />
Depending on the service offered, Tamkeen will have<br />
different eligibilities and criteria that will be announced<br />
upon launching the services. Business mentorship<br />
and coaching will mainly target startup and growing<br />
companies, while career coaching and mentorship will<br />
target students, job seekers and employees respectively.<br />
How to Apply<br />
Tamkeen customers will be able to apply for any of the<br />
advisory services through the main portal. The customers<br />
may choose from the wide range of advisory services<br />
provided. The customers may apply to the public sessions<br />
and roadshows through filling out an online form to attend<br />
any of those sessions whereby a filtration process will take<br />
place for specific programmes.<br />
Mentoring Program<br />
Tamkeen is looking forward to partner with local and<br />
international experts to provide the mentorship services.<br />
Mentors and mentees will be able to apply for the roles<br />
through a comprehensive application form on our portal.<br />
Screening and selection will be conducted by a group of<br />
experienced facilitators. Each candidate will undergo<br />
specific training to ensure maximum impact.<br />
The mentors and mentees will be listed on tamkeen's<br />
website's database to enable mentees to choose their<br />
mentors.<br />
Tamkeen will build mentorship connections mainly<br />
through a voluntary approach.<br />
1. Mentors<br />
Almost anyone can become a mentor to help another<br />
person maximize their career/business potential, but<br />
there are definitely characteristics and skills that stand<br />
out when analyzing successful mentors, and not everyone<br />
is in possession of these skills. Successful mentors are<br />
people who are comfortable providing honest, constructive<br />
criticism, and are well respected in their company or<br />
industry and have the experience necessary to be able to<br />
discuss a wide range of topics and situations, Are open to<br />
two-way learning, not only helping the mentee learn but<br />
also realizing there are things they could learn from the<br />
mentee, etc.<br />
2. Mentees<br />
The best mentees are those who want to proactively<br />
advance in their careers, are open to receiving<br />
constructive criticism, Are willing to share their mistakes<br />
and failures in order to learn from them, Have the ability to<br />
hold themselves accountable and be self-disciplined, Are<br />
open to new ideas and opinions, etc.<br />
Duration/Time frame<br />
Usually last for a year while Tamkeen will continue to<br />
monitor the impact of the relationships for the following<br />
three years.<br />
Measurement/Evaluation<br />
The success of these services will be measured/<br />
evaluated through a long term relationship with the<br />
customer as immediate impact through mentorship/<br />
coaching The customer will be obligated to submit their<br />
financials and any other indicators to show growth within<br />
the business/career. An impact study will be conducted<br />
quarterly by Tamkeen.<br />
Through monthly touch-point meetings with both the<br />
mentors and the mentees. Tamkeen’s monitoring team will<br />
also ensure the relationships are conducted in adherence<br />
to specific frameworks.<br />
Networking<br />
Tamkeen has established a strong link with the<br />
Bahrain business community through its customer<br />
engagement and outreach teams. It will strongly utilize<br />
this direct market link and grass roots approach to expand<br />
its network and involve key stakeholders.<br />

Training and<br />
Wage Support<br />
Scheme<br />
Launched in 2007, The Training and Wage Support<br />
program has supported over 18,000 Bahraini<br />
employees and 1,500 businesses, Tamkeen has<br />
worked towards developing the program and re-launched<br />
it with a new initiative that aligns with flexibility of the<br />
Kingdom’s labor market.<br />
Eligibility Criteria<br />
The organizations that would like to benefit of the<br />
program are required to have an active commercial<br />
registration. All employees enrolled within the program<br />
are required to be of Bahraini nationality, receiving<br />
a salary of at least BD 270-400 in accordance to the<br />
educational qualifications (high school, diploma, BSc). All<br />
employees should be registered with GOSI.<br />
The program provides training support/wage subsidy<br />
for new employees and wage increment for existing<br />
employees.<br />
Features of the Training and Wage Support Program<br />
• Support for new employees’ salaries for three years<br />
• Wage subsidized support by 70% for the first year,<br />
50% the second year, 25% the third year for the new<br />
graduates<br />
• For existing employees, wage subsidy support is<br />
25%for 3 years<br />
• Wage increment Support for existing employees from<br />
BD50-500 for 2 years and BD 20-40 for 1 year<br />
• Training support for business owners<br />
• Training support of professional certificates and basic<br />
skills without the condition of wage increase<br />
• Wage support for new and existing employees in<br />
the following sectors (construction, hospitality,<br />
transportation & logistics activities) without the<br />
training requirement<br />
• Wage support for new employees in the following<br />
sectors (law, engineering) without the training<br />
condition<br />
• Training, employing and wage support for special<br />
needs employees without the training or salary<br />
increase requirement<br />
• Training support for the new employees which<br />
benefits from the Ministry of Labour and Social<br />
Development wage support<br />
• The applying mechanism is enabled through the<br />
portal, where the applicants will open a business<br />
account in order to complete the form and submit the<br />
application<br />
• Tamkeen pays all the training expenses according<br />
to the specified price ceiling for each certificate, in<br />
addition to supporting the increase in wages, however<br />
the employer must pay the wage increase after the<br />
expiry date of Tamkeen’s support<br />

The re-launch of the program supports all approved<br />
training institutes in the Kingdom with a chance of<br />
providing a wider variety of certificates which works on<br />
developing the skills needed.<br />

• The registration process is now fully automatic<br />
which simplifies the registration and order follow-ups<br />
