As Tamkeen marks a decade of serving the Kingdom of
Bahrain and its people, we feel a real sense of pride
in what we have accomplished, and look forward to
the next ten years with enthusiasm and optimism. Coupled
with the country’s robust regulatory frameworks, and its
world class logistics infrastructure and financial sectors,
Tamkeen’s initiatives are aimed at building a shining future
for the Kingdom, in line with the Government of Bahrain’s 2030
Economic Vision.
Tamkeen has taken a holistic approach towards developing
the Bahraini workforce, empowering thousands of Bahrainis
to prosper and contribute to the national economy, and today
our large pool of skilled and talented workers makes Bahrain
an attractive destination for foreign investment, and positions
Bahraini individuals as the employees of choice. We work

whether they are students looking for jobs, or employed
professionals seeking to enhance their skills and take
on more leadership roles. We also support Bahraini
enterprises of all sizes, from startups, to existing
businesses seeking to grow, and large companies
aiming to expand internationally. Tamkeen’s efforts in
these areas have borne fruit, and the results speak for
themselves.
Significant strategies and initiatives
Since its inception, Tamkeen has launched over
140 initiatives for individual support, under which over
100,000 Bahrainis have received career development
training and 35,000 Bahraini have benefited from
targeted development programs. Tamkeen offers 369
certifications in 40 different categories, and has seen
13,000 individuals trained and certified over the past
decade. Over 8,000 jobs have been created through
Tamkeen’s Employment Support Scheme, while the
Training and Wage Support Scheme has resulted in a 9
percent increase in customers’ salaries.
Tamkeen has also launched over 60 initiatives to
serve businesses. A cornerstone of Tamkeen’s initiatives
is the Enterprise Support Scheme, which assists
businesses with expenses ranging from purchasing

to support Bahraini individuals and enterprises to
ensure the nation’s continued success. However, the
responsibility also lies with the private sector to work
together with the public sector so that we can achieve
our collective goals. With a keen understanding of
market requirements, gleaned over ten years of working
closely with the local economy, Tamkeen is perfectly
placed to advise and assist in the implementation of
new strategies. Going forward we look forward to more
public-private partnerships which will continue to
empower Bahraini individuals and contribute to the

these have witnessed an increase in net income as a
result of Tamkeen support. Tamweel Scheme’s portfolio
exceeds BHD 500 million and has served more than 7,700
customers to date. This has created a ripple effect in the
local economy-for every BHD 1 that Tamkeen has spent,
companies were able to access BHD 150 for financing
solutions.
Creating job opportunities
Since Tamkeen’s establishment in 2006, it provided
support to almost 31% of the workforce in the Kingdom,
through training and development initiatives that aim
to refine Bahraini citizens’ skills and provide them with
opportunities that improve their abilities in shaping
their future. Also, Tamkeen has helped in creating more
than 8,000 job opportunities through the employment
support programs.
On the other hand, Tamkeen helped in the past
decade in supporting more than 100,0000 Bahraini
citizens through its various initiatives targeting
individuals which exceeds 120 initiatives. It also took
part in training and qualifying about 13,000 Bahrainis
in various fields through the Professional Certificates
program, which includes more than 370 certificates in
40 specialization, spending more than BD 13.3 million as
a part of its investment in this program.

Advisory Services
As part of its continuous efforts to support
businesses and individuals across all stages of
development, Tamkeen has a unique platform which
provides advisory and consultancy services to
businesses, job seekers and employees working in the
private sector.
Through the platform, Tamkeen provides interested
and eligible applicants with business mentorship in
partnership with specialist and experienced partners
such as Mowgli, a UK-headquartered mentoring
organisation.

TAMKEEN’S
UNIQUE PROGRAMS
Since its launch in 2007, Tamkeen's Enterprise Finance Scheme provided
over 7,000 businesses with more than BHD 440 million, in partnership
with Bahrain Development Bank, Bahrain Islamic Bank, Ithmaar Bank,
Al Baraka Islamic Bank, Kuwait Finance House, Khaleeji Commercial Bank
and Al Salam Bank Bahrain.
The majority of financing applications were submitted by retail and wholesale
enterprises, followed by services, contracting, and construction sectors,
respectively.
Tamkeen aims to attract more banks in order to offer additional financing
solutions for the private sector, supporting Bahrain’s economic development.

is a real opportunity for enterprises seeking global
expansion through the financing amounts that
could reach up to BHD 2.5 million.”

Tamweel+ supports companies that aim to
innovate or expand their business locally or
internationally. Tamkeen, in collaboration
with various Partner banks, offers Sharia-compliant
financing opportunities at a competitive rate to
support medium-sized and large enterprises to help
them innovate, expand and diversify.
Subject to the Partner Bank’s approval, Tamkeen
will subsidize 70% of the annual nominal profit rate
(capped at an 8% reducing balance). The financing
amount ranges from BD 1,000,000 to BD 2,500,000
with an option of a repayment tenor of up to 10 years
and a grace period, subject to the bank’s policy.
Enterprises may use the financing for investment,
expansion or business diversification.

Taqdeer
Taqdeer is an employment reward program that
is designed to reward companies that have
exceeded their Bahrainization rate.
By launching this initiative, Tamkeen is seeking
to support the private sector and strengthen its
position as the key driver of economic growth.
Business owners will benefit from Taqdeer as it
will help them cover a big portion of their expenses
which will empower them to face the economic
challenges and move forward to the better.
The program provides companies with a grant
which can be utilized towards the following
operating expenses:
1. Municipality Fees Receipts (not including fines
and violations)
2. Electricity and Water Bill
3. SIO Fees
4. Medical Insurance for Bahraini Employees
5. Employees training and development plans
The grant can be utilized over two periods for
expenses incurred over the past twelve months from
applying.
The contract period is for two years hence the
Reward Points are valid for two years. The Reward
Points will be calculated for all the branches under
the CR based on the Bahrainzation of each. Reward
Points are calculated based on a 6-month average.
If the average Bahrainziation rate falls below the
required LMRA rate, application will be disqualified.
Eligibility Criteria
Any company with an active commercial
registration in Bahrain that exceeds the
Bahrainization rate requirement are eligible for the
program.
Steps to Apply
1. Create an account for your company by
registering through our website and activate it
by visiting any of our branches.
2. Review your company profile to make sure that
all the information is updated.
3. Submit your application (no documents
requirement at the time of submission)
4. Tamkeen will monitor your Bahrainization rate
for a period of six months.
5. If your company maintains its Bahrainization
rate over the six months, the first part of the
grant will be approved.
6. Submit all relevant invoices and receipts
through the online portal.
7. Payments will be processed and issued to your
bank account.
8. Steps 4 through 8 will be repeated for the second
part of the grant.

Application Process
1. The applying enterprise must have an active
Commercial Registration or License
2. The applying enterprise must be based in
Bahrain
3. The applying enterprise must have no offenses
with LMRA and possess records of monthly
payments
4. The applying enterprise must exceed the
Bahrainization requirements set by the Labour
Market Regulatory Authority
5. The applying enterprise will contract duration
per applying entity is 2 years
Monitoring Process
1. The applying entity’s Bahrainization rate will be
monitored over two six months periods.
2. Tamkeen reserves the right to disapprove any
Employee Application that does not meet the
program’s requirements at any point during the
program period.
3. If deemed necessary, the applying entity must
submit any supporting documents requested
4. Tamkeen shall provide the final approval after
verifying the eligibility of the applicant entity
over the six-month period.
Payment Process
1. The payments will be processed over two sixmonth
periods.
2. The applying entity must submit the payment
request through the portal.
3. The applying entity must provide the required
proof of payment documents in order to obtain
the reimbursement.

can be used in paying expenses related to municipality services fees (violations or similar charges are
not included), electricity bills related to the CR, SIO fees, Bahraini employees’ health insurance as well
as their training and development plans."

Tamkeen’s advisory platform connects people to
experiences and knowledge that enables them
to fulfill their potential, and shape their future.
The Services include business mentoring workshops
and sessions, business coaching, career mentoring and
coaching, providing individuals with internship and
volunteering opportunities, assisting in building career or
business related connections, as well as providing online
toolkits and guides that cover important entrepreneurial
and career related topics.
Tamkeen aims to offer direct, up-to-date mentoring,
coaching, internships opportunities for individuals
and businesses through providing them with access to
talented individuals. In addition, Tamkeen's advisory
services will comprise of series of workshops, roadshows
and events designed to help all customer segments;
Students, Job Seekers & Employees as individuals and
Startup, growth and mature businesses.
The program provides the following services to the
clients:
Business Mentoring: Bringing together experienced
and professional experts to create a diverse pool of
mentors that are dedicated to transferring their business
knowledge to entrepreneurs seeking support. In addition,
the entrepreneurs are also given the opportunity to attend
workshops and training on marketing, finance, legal and
other business fundamentals.
Internship Scheme: This offers internship and
volunteering opportunities to individuals interested in
enhancing their experience in preparation for entering
the job market. Internship placements are hosted by local
entities.
Tamkeen will also assist individuals in identifying the
field of choice that they are passionate about. In addition,
We seek to encourage valuable training experiences
through increasing internship awareness across
corporations.
There will be an online database for the enterprises to
list these opportunities whereby the eligible candidates
and students can apply.
Guidance Public Sessions: Equipping customers with
useful information pertaining to topics relevant to
Tamkeen’s strategic objectives, such as; Career Guidance,
Labour Market Requirements, Start-up process and
Entrepreneurship Awareness. (e.g. Molhem Programme in
Youth City 2030, Discover Opportunities.. etc)
Connection Building Roadshows: Providing customers
with linkages & exposure to gain access to relevant
stakeholders.
Online Toolkits & Guides: Provide Online platforms
developed that will help in guiding and educating
individuals, entrepreneurs and small and medium
enterprises (SMEs) to achieve their potentials.

Eligibility Criteria
Depending on the service offered, Tamkeen will have
different eligibilities and criteria that will be announced
upon launching the services. Business mentorship
and coaching will mainly target startup and growing
companies, while career coaching and mentorship will
target students, job seekers and employees respectively.
How to Apply
Tamkeen customers will be able to apply for any of the
advisory services through the main portal. The customers
may choose from the wide range of advisory services
provided. The customers may apply to the public sessions
and roadshows through filling out an online form to attend
any of those sessions whereby a filtration process will take
place for specific programmes.
Mentoring Program
Tamkeen is looking forward to partner with local and
international experts to provide the mentorship services.
Mentors and mentees will be able to apply for the roles
through a comprehensive application form on our portal.
Screening and selection will be conducted by a group of
experienced facilitators. Each candidate will undergo
specific training to ensure maximum impact.
The mentors and mentees will be listed on tamkeen's
website's database to enable mentees to choose their
mentors.
Tamkeen will build mentorship connections mainly
through a voluntary approach.
1. Mentors
Almost anyone can become a mentor to help another
person maximize their career/business potential, but
there are definitely characteristics and skills that stand
out when analyzing successful mentors, and not everyone
is in possession of these skills. Successful mentors are
people who are comfortable providing honest, constructive
criticism, and are well respected in their company or
industry and have the experience necessary to be able to
discuss a wide range of topics and situations, Are open to
two-way learning, not only helping the mentee learn but
also realizing there are things they could learn from the
mentee, etc.
2. Mentees
The best mentees are those who want to proactively
advance in their careers, are open to receiving
constructive criticism, Are willing to share their mistakes
and failures in order to learn from them, Have the ability to
hold themselves accountable and be self-disciplined, Are
open to new ideas and opinions, etc.
Duration/Time frame
Usually last for a year while Tamkeen will continue to
monitor the impact of the relationships for the following
three years.
Measurement/Evaluation
The success of these services will be measured/
evaluated through a long term relationship with the
customer as immediate impact through mentorship/
coaching The customer will be obligated to submit their
financials and any other indicators to show growth within
the business/career. An impact study will be conducted
quarterly by Tamkeen.
Through monthly touch-point meetings with both the
mentors and the mentees. Tamkeen’s monitoring team will
also ensure the relationships are conducted in adherence
to specific frameworks.
Networking
Tamkeen has established a strong link with the
Bahrain business community through its customer
engagement and outreach teams. It will strongly utilize
this direct market link and grass roots approach to expand
its network and involve key stakeholders.

Training and
Wage Support
Scheme
Launched in 2007, The Training and Wage Support
program has supported over 18,000 Bahraini
employees and 1,500 businesses, Tamkeen has
worked towards developing the program and re-launched
it with a new initiative that aligns with flexibility of the
Kingdom’s labor market.
Eligibility Criteria
The organizations that would like to benefit of the
program are required to have an active commercial
registration. All employees enrolled within the program
are required to be of Bahraini nationality, receiving
a salary of at least BD 270-400 in accordance to the
educational qualifications (high school, diploma, BSc). All
employees should be registered with GOSI.
The program provides training support/wage subsidy
for new employees and wage increment for existing
employees.
Features of the Training and Wage Support Program
• Support for new employees’ salaries for three years
• Wage subsidized support by 70% for the first year,
50% the second year, 25% the third year for the new
graduates
• For existing employees, wage subsidy support is
25%for 3 years
• Wage increment Support for existing employees from
BD50-500 for 2 years and BD 20-40 for 1 year
• Training support for business owners
• Training support of professional certificates and basic
skills without the condition of wage increase
• Wage support for new and existing employees in
the following sectors (construction, hospitality,
transportation & logistics activities) without the
training requirement
• Wage support for new employees in the following
sectors (law, engineering) without the training
condition
• Training, employing and wage support for special
needs employees without the training or salary
increase requirement
• Training support for the new employees which
benefits from the Ministry of Labour and Social
Development wage support
• The applying mechanism is enabled through the
portal, where the applicants will open a business
account in order to complete the form and submit the
application
• Tamkeen pays all the training expenses according
to the specified price ceiling for each certificate, in
addition to supporting the increase in wages, however
the employer must pay the wage increase after the
expiry date of Tamkeen’s support
Opportunities & Benefit from the program
The re-launch of the program supports all approved
training institutes in the Kingdom with a chance of
providing a wider variety of certificates which works on
developing the skills needed.

• All institutes must request for payments through
Tamkeen’s website
• The registration process is now fully automatic
which simplifies the registration and order follow-ups
process for the training provider and the trainee
