OF THE BOARD OF DIRECTORS OF
WILLIAMSBURG SETTLEMENT MAINTENANCE
ASSOCIATION, INC. February 20, 2018
MARCH YARD-OF-THE-MONTH
The Yard of the Month for March 2018 is awarded to
Abel and Rosaura Zamora at 22419 Bucktrout.
A meeting of the Board of Directors of the Williamsburg
Settlement Maintenance Association, Inc. was held on
Tuesday, February 20, 2018 at 5:30 PM at the Williamsburg
Settlement clubhouse, 1602 Hoyt, Katy, Texas 77449.
ATTENDANCE
Board Members present were: Katy Hall, Dave Ellis, Jim
Calvert, Ed Shipley and Lisa Zirot. Chris Cox and Chase
Wier were absent.
Also, in attendance was Cindy Bojé representing Crest
Management, along with Sheriff Deputy Wayne Felchak.
With a quorum being established, the meeting was called
to order at 5:31 PM.
SECRETARY REPORT - APPROVAL OF MINUTES
The minutes for the January 23, 2018 Board of Directors
Meeting were presented and a motion to accept the minutes
without change was made by Ed Shipley, seconded
by Katy Hall and unanimously carried.
HOMEOWNER CONCERNS
There was one homeowner present at the meeting, but
no concerns were expressed.
SHERIFF PATROL REPORT
In Chris’s absence, Katy Hall reported that there were no
unusual problems during February and our community
continues to enjoy a very low crime rate. It was however
mentioned that the number of car burglaries was higher
than normal. A copy of the monthly sheriff report was
included in the meeting packets.
FINANCIAL REVIEW
Dave Ellis presented a detailed report on the January 31,
2018 financials. As of this date, the money in the bank
totaled $821,361.92. This figure includes checking, money
market accounts and CD’s and are the funds required to
cover both operating expenses and the necessary reserve
to fund maintenance and replacement of the Association’s
capital assets. The delinquency total as of January 31,
2018 was $141,250.24.
Dave motioned to transfer $100,000 to the Icon Operating
ICS Account where it will earn more interest until needed
for operating expenditures. The motion was seconded by
Lisa Zirot and unanimously carried.
OLD BUSINESS
Record Retention
Dave Ellis summarized his meeting with Crest Management regarding the Crest documentation
storage procedure and the service that it provides for the Records Storage and
Maintenance fee that is included in our contract. This fee began being assessed in January
of this our third year with Crest. This year it will be $15 per month and it will increase at a
rate of $5 per month in subsequent years with a cap of $60 per month. As the retention of
future Association records will now be managed by Crest our existing Records Retention
policy needs revision. Dave has made the necessary changes and as our attorney will need
to file this with the County, Dave has also taken the opportunity to make needed minor
revisions to some of our other governing documents so that the attorney can process all
the revised documents at the same time. These revisions had been emailed to the Board
members for prior review and later approval at this meeting.
The Zamora’s have lived in the Settlement for 8 years. They have 4 children: one attends
Winborn Elementary as a 5 th grader and another is a 9 th grader at Morton Ranch High
School while their oldest daughter and son have graduated from the University of Houston
and Sam Houston State respectively.
Rosaura is a stay-at-home Mom while Abel has run his own lawn service business for
the last 15 years. The Zamora’s say that the things which make living in the Settlement
so enjoyable are the friendly neighbors, the overall cleanliness of the subdivision, add
in the large trees within the Settlement, its quietness and location and it’s as perfect
as you could get. When not working or enjoying the peacefulness of our neighborhood
the Zamora Family enjoy the great outdoors by going on camping trips within the many
great State parks that Texas has to offer.
Driving by the Zamora home you’ll notice two large beautiful oaks that have been meticulously
manicured, each surrounded with beds of boxwoods and pansies. Along the
front and sides of their home the beds are filled with boxwoods, roses, yaupon holly,
pansies and they have a Japanese ternstroemia tree on each corner of the front beds.
Rounding out the Zamora’s home are two sago palms that accent their drive.
Congratulations Rosaura and Abel Zamora for being selected Williamsburg Settlement
Yard-of-the-Month for March 2018. Thank you and your family for your contribution in
helping to maintain the Settlement’s beauty that others may admire.
Dave also confirmed that in accordance with the Board’s
emailed decision to be ratified later in the meeting, all Association
historical files that were stored in the clubhouse
have now been transported to Crest.
NEW BUSINESS
Ratifications of items voted on by the Board outside
of a Board meeting
a. Relocation of Archive Documents to Crest SafeSite
Storage facility.
A motion was made, seconded and unanimously carried to ratify
the item voted on by the Board outside of a Board meeting.
The Board discussed the Clubhouse Rental Policy of allowing
the rental of Association facilities only for non-profit
activities. After a discussion, the Board agreed that this current policy
should remain as is and the clubhouse rentals will continue to be limited
to resident, non-profit use.
ADJOURNMENT
The next meeting will be held on March 20, 2018 at the community
clubhouse.
Approval of Minor Revisions to Some Governing Documents
Dave Ellis discussed the proposed updates to the policies for Record Retention,
Clubhouse Rental, Tennis Court Use and Tennis Leagues and Swim
Team use by non-resident members.
A motion was made, seconded and unanimously approved to accept the
updates to these documents and have them submitted to the Association
attorney for filing.
Call for Candidates for Upcoming Annual Meeting
Dave Ellis stated that the notice will be posted on the website and emailed
to the residents seeking volunteers who would be interested in running for
open Board positions at the annual meeting. The deadline for residents to
submit their names will be Friday March 2 nd allowing ballots to be mailed
to the residents on Monday, March 5 th .
Review of Annual Meeting Notice and Proxy/Ballot
The Board reviewed the notice and proxy for the annual meeting. After review,
the notice was approved, but the appointed name on the proxy will be changed
from Dave Ellis to Katy Hall due to Dave being a candidate for re-election.
2018 Community Events
Lisa Zirot requested and the Board approved, payment of the $35 National
Night Out (NNO) membership fee. Lisa mentioned that since the Association
purchased last year’s NNO supplies through the official website, the
NNO organization will reimburse the Association $25. Cindy Bojé stated
that she will make arrangements for the membership payment and will
discuss reimbursement of the credit.
Lisa requested the Board’s input on whether we should continue this year
with the Memorial Day/Splash Day event. The turnout to these events was
low last year and the lack of volunteers to handle these events makes it tough
for only a handful of helpers. This discussion was tabled for the next meeting.
Holy Covenant church is requesting that the Association send out an email
to the community requesting donations for eggs and supplies needed for
their Easter event. The Board agreed that they would be able to accommodate
this request.
HELPFUL NUMBERS
Katy Hall informed the Board that there was a request to hold a car show in
the clubhouse parking lot and the only clubhouse access they would need
would be to the bathrooms. The tentative date would be April 7 th or 14 th .
After a brief discussion the Board approved this event and Katy will confirm
the date and coordinate with Dave Ellis regarding clubhouse rentals.
With no further business to come before the Board, the meeting was
adjourned at 7:01 PM.
NEXT WSMA BOARD MEETING
The next meeting of the WSMA Board of Directors will be held in the clubhouse
on Hoyt Lane at 5:30 PM on Tuesday, April 17, 2018. If you wish to
be placed on the agenda, please contact Cindy Bojé of Crest no later than
the Tuesday preceding the meeting date.
STREET LIGHT OUTAGES
To report a burned out streetlight, any resident may call CenterPoint directly
at 713-207-2222. However, for those with Internet access, you may
also make this report on-line. For those interested, you can go to http://
cnp.centerpointenergy.com/outage. Then enter your contact details so that
they can get back to you if more information is required. On the following
page enter the details of the light(s) with the problem. Just as you would if
reporting the outage via the telephone, you will need to provide the street
address where the light is located and the 6-digit number that is prominently
displayed on the front of the pole. Under normal circumstances the
crew will be out to fix the problem within 7 working days.
Exterior Modification Report Request
It was requested that Crest Management include in the monthly Board
packets a report of that month’s EMR activities for the Board’s review and
reference. Cindy stated that she would be able to accommodate this request.
ADJOURNMENT TO EXECUTIVE SESSION
With no further business to come before the Board, the meeting was adjourned
into executive session at 6:35 PM.
Delinquencies - The Board discussed delinquencies. It was noted that
122 residents received reminder notices to pay their annual assessment.
Final Notice (Demand) Letters will be mailed on March 5 th to residents with
account balances in excess of $100.
Attorney Action Report - There was no action needed to be taken this
month.
Deed Restriction Enforcement - Jim Calvert reviewed the Enforcement
Action Report with the Board. After reviewing, it was agreed that Katy
Hall will draft a letter to homeowner 2530105019 regarding the various
violations and stipulations to curing them.
Anyone noticing a streetlight that is out or has some other malfunction is
encouraged to report the problem to CenterPoint via either of these two
methods without delay. Our Association is charged for every streetlight
each month, irrespective of whether or not the light is functioning. So
please help us get value for your hard earned money!
VETERINARY PUBLIC HEALTH LEASH LAW
Animals that are not properly restrained pose a threat to all our residents.
While you may know your pet is friendly, an animal running at someone
who is walking by is very scary for that person. Many children are afraid
of animals and become frightened, which could result in the child getting
hurt trying to avoid the animal.
Veterinary Public Health (formerly called Harris County Animal Control)
advises that, “All dogs and cats must be kept under restraint while in the
unincorporated areas of Harris County, Texas. The custodian of a dog or
cat is not authorized to have, harbor or keep any unlicensed dog or cat or
to allow any dog or cat to become a stray.”
Restraint is defined as the control of a dog or cat under the following
circumstances:
1. When it is controlled by a line or leash not more then six (6) feet in length,
if the line or leash is held by a human being who is capable of controlling
or governing the dog or cat in question.
2. When it is within a fully enclosed vehicle.
3. When it is on the premise of the custodian and the animal does
not have access to sidewalk to street.
While it may be nice to have your animal out in the yard while you work or
play, it is against the law, unless the animal is properly restrained.
Let’s all help keep our community a safe and comfortable place for all our
residents by being responsible pet owners. This will not only protect anyone
who may be walking or bicycling in the area, but also the pet owner who
could be held legally responsible or possibly sued for failing to properly
restrain their pet.
KATY AREA PLAYGROUP
A Katy area playgroup for stay at home moms and their infant-preschool
aged children in the Williamsburg area meets every Monday at different
locations. If you interested in participating or finding out more about the
playgroup, please contact the playgroup coordinator, Laura Bannerman,
at llbannerman@gmail.com. Please share this information with neighbors
DIY CAR MAINTENANCE
When was the last time you serviced your car ON YOUR OWN? Our
pretty four wheels deserve attention, too and this means more than
just a car wash. Here are a few tune-up tips you can do on your own:
1. Air filter - You need a new air filter for your car every 12 months or
12,000 miles, whichever comes first. You can pay a mechanic and give
up your car for a day or you can replace your air filter at home in about
ten minutes.
2. Windshield Wipers - You’ll need new wiper blades after about
six months or a year of use. You shouldn’t deal with the danger of
streaking while you put off an inconvenient trip to the auto shop.
3. Oil and filter - Experts say you should change your oil every 3,000
miles, but with better products and cars operating more efficiently,
you can get away with changing it every 5,000 miles. Whichever
benchmark you decide to use, you can save time and money by
handling the change yourself.
4. Battery maintenance - if you’ve had the same battery for a few
years, pop your hood every few months and take a look at the battery
to see if it needs a simple cleaning.
blossoming, of trees and flowers.
April is observed as:
• Autism Awareness Month
• Child Abuse Prevention Month
• Keep America Beautiful Month
• Parkinson’s Disease Awareness Month
• Stress Awareness Month
Nearly all children with
5p-Syndrome have poor muscle
tone when they are young.
Other characteristics may
include feeding difficulties,
delays in walking, hyperactivity,
scoliosis and significant developmental
delays. A small number of children are born
with serious organ defects and other life
threatening medical conditions, although
most individuals with 5p- can anticipate a
normal life expectancy. With early and consistent
educational intervention, as well as
physical and language therapy, children with
5p-Syndrome are capable of reaching their
fullest potential and can lead full and meaningful
lives. Children born with this very rare
genetic defect will most likely require ongoing
support for life, from a team of parents, therapists,
medical and educational professionals
to help the child achieve his or her maximum
potential.
KATY COMMUNITY ‘CHIP CLINIC’
May 5, 2018, 11 AM-2 PM
KCCC at Woof Gang Bakery & Grooming - Richmond
9711 S. Mason Rd, Richmond, Texas
Katy Community ‘Chip Clinic, a local non-profit, volunteer-run organization
is pleased to announce its spring schedule of upcoming events to serve the
needs of Katy-area residents. The organization offers $10 microchipping for
pets with FREE lifetime registration! What is a microchip? A microchip is a
rice-sized transponder that is injected between a pet’s shoulder blades with
a needle. When getting ‘chipped, most animals don’t notice any difference
from when receiving yearly vaccinations. A microchip does NOT have a GPS
locator on it, but as long as the account is kept up-to-date, its number will
be linked to the pet owner’s contact information. The microchip account
is easily accessible online and pet owners can update as needed and even
add pet’s photo and veterinarian info.
Pet owners do not need to live in the same town as these upcoming events
to take advantage of this service, but PLEASE NOTE: cash only and MUST
bring rabies certification paperwork (not just the collar tag) - for volunteer
and attendee safety. There is a limit of two pets per family, unless pre-approved.
Cats should be in a secure carrier and dogs should be on a no-slip
leash (please no retractable leashes).
For more information on these events or to see the upcoming calendar,
presentations. Admission is only $1. The festival will be held at the
KATY ISD APPROVES
INSTRUCTIONAL CALENDARS FOR NEXT TWO YEARS
As part of the Katy Independent School District, “Your District,
Your Voice” initiative, the community has provided its input for
the upcoming yearly instructional calendar. The Katy ISD Board
of Trustees has approved the following option for the 2018-2019
academic year:
Option #1
School Begins: Wednesday, August 15th
School Ends: Thursday, May 23rd
Instructional Calendar Days: 177
Full week off for Thanksgiving
“The District is required to have a minimum of 75,600 minutes of
instruction per school year,” says Bonnie Holland, associate superintendent
for administration, governance and legal affairs. “With
the options approved, Katy ISD has enough calendar minutes to
cover two bad weather days,” added Holland.
K-12 Insight, the external research firm conducting the survey,
found that, out of the 22,169 participants, 65% favored option #1.
The Board also approved an instructional calendar for 2019-2020
school year. This calendar mirrors the preferred components of
the 2018-19 calendar.
SPRING CLEANING YOUR HOME
It’s 2018. A brand new year. A chance to start afresh, breathe in the new
and make resolutions. While you’re feeling enthused about a year that’s
new, now is the perfect time to look around your living space and start
doing some spring cleaning.
Gifts
Are there any gifts you received over the holidays or for your birthdays over
the years that you don’t like for whatever reason? Maybe they’re clothes
that didn’t fit or perfume you didn’t like the smell of. Unless they hold
sentimental value for you, let them go. Sell them. They’re taking up space.
Jewelry
If you have jewelry or lots of them, go through them all. Which ones still
speak to you and which ones no longer do? Let go of the ones that don’t. It
will also make you appreciate the ones you’ve decided to keep all the more.
Books
Go through your book collection. Get rid of the ones you’re truly never going
to read. Consider gifting some of the ones you’ve read to someone else.
Books are beautiful - the feel of them, the smell of them, being able to
physically hold one, the turning over of a page. However, give some
thought to whether there are some of your books you’d be willing to part
with and instead, access their digital versions using an electronic reader
like a Kindle or a Fire tablet.
Magazines/CDs/DVDs
Do you still have piles of old magazines, CDs, DVDs? Let them all go. If there
are any that are of particular value, sell them and give the rest to charity.
Appliances/Technology
Most people have an appliance stored away that they have never used or
hardly use. A coffee machine or smoothie maker, for instance. Any damaged
ones you’ve been telling yourself you’ll fix one day or spare laptops
or computers you rarely ever use can all be gotten rid of.
Shoes/Clothes
This is the last thing listed but is probably the first thing you should go
through. However, you can build up to it by doing one of the things already
listed. Unless you’re a minimalist, there are probably clothes and shoes of
yours you can go through and say your goodbyes to. Challenge yourself
to get rid of at least a quarter of it. For every three items you choose to
keep, let go of one item.
Spring cleaning can be freeing. You’re clearing energy. It can make your
living space feel lighter and make you feel lighter too. Imagine how it’ll
feel once you’ve finished spring cleaning your home, knowing that most
of what you’ve chosen to keep is what you actually want.
The New Year can also be a good time to start planning for any work you
may want done on your home. If you live in an old building and plan on
hiring someone to do the work for you, ensure they have the appropriate
lead certification first.
buy 'loose' mulch that is trucked to your home,
you are also buying ants, roaches, termites,
etc… Spend a little more on bagged material
and save lots of future pest problems. Keep
your mulch at least 4" - 6" below the top of your
homes exposed foundation edge/side. This will
aid in minimizing pests in your home and allow
for quick and accurate termite inspections.
Shrubs, Flowers and groundcovers - Trim
all shrubs/plants at least 12" - 18" back from
your home. Do your best to create a plant free
zone that is 18" - 24" wide around your home.
The exception is your lawn - it can grow up next
to the slab as long as you keep it 4" - 6" below
the top of the slab. The most conducive to
termite infestation are groundcover plantings,
growing high against your homes exterior or
(especially) ivy that grows on your walls.
Trees - Spray your trees at least twice annually.
The spring spray eliminates overwintering
pests and fungi while preparing trees to resist
the pest onslaught of summer with residual
pesticides. The fall spray also kills pests from
the summer, prevents most fungi from occurring
over the winter and puts your valuable
asset off to a healthy winter's dormancy.
Lawn - Spring is the perfect time to do a fungicide
treatment to stop brown patch in its
tracks along with other fungi. If your lawn is
thin and weak in some areas, here are some
important fundamentals: a) lawn aeration b)
fertilization c) weed control.
Most important is proper watering:
• Water once per week (unless you get
a 1/2" rain or more - then do not water.)
• Water heavily (1" - 2") for total lawn coverage.
• In severe drought, water every 5th day.
• Water from 5 AM to 7 AM in the morning -
NOT AT NIGHT.
• A heavy deep weekly watering makes the
turf grow deeper, stronger and more drought
resistant roots.
• Less watering also saves you money!!
IRS TAX DEADLINE
People have until Tuesday, April 17, 2018, to file their 2017 returns and pay any taxes
due. The filing tax deadline is later this year due to several factors. The usual April 15 th
deadline falls on Sunday this year, which would normally give taxpayers until at least the
following Monday. However, Emancipation Day, a Washington, D.C., holiday, is observed
on Monday, April 16 th , giving taxpayers nationwide an additional day to file. By law,
Washington holidays impact tax deadlines for everyone in the same way federal holidays
do. Taxpayers requesting an extension will have until Monday, Oct. 15, 2018, to file.
The IRS expects more than 70 percent of taxpayers to get tax refunds this year. Last year,
nearly 112 million refunds were issued, with an average refund of $2,895.
KATY RESIDENT RAISES MONEY TO HELP SCHOOLS,
CLUBS AND ORGANIZATIONS
For four years, Katy resident Dorothy Sanchez has worked to raise money in the
hopes of helping local schools, clubs and organizations thrive. This year not only
December, Sanchez presented Kelsey Peltier a check for $2,050.49 to go toward
the Theatre Department at Poly Ryon Middle School. Peltier, the school’s theatre
teacher incorporated the Scentsy fundraiser into an assignment for her theatre
students who were able to raise the money in just two weeks.
Mrs. Sanchez is a Scentsy Director who believes in one of Scentsy’s values, “Give
More Than You Take.” She donates part of her commissions to build up the community.
In her four years of holding fundraisers, she has been able to donate more
than $50,000.
REAL MOMS OF KATY
PLAYGROUP
This group is down to earth and drama
free. Our motto is to build lasting
friendships for the mommies as well as
the children. We value every member
feedbacks and participation. We like for
the members to take ownership of the
group and feel a sense of belonging. This
is primarily a preschool age group though
we understand that you may have other
small children so all are welcome. We
are mostly stay at home moms but if you
work from home or can get together in
the daytime than you’re welcome. We
also have ladies night out! We embrace
diversity and believe we all can learn from
each other. Learn more at www.meetup.
WORKING MOMS OF KATY
This is a group to support working moms
in the Katy area who would like to find
support and camaraderie in other working
moms and also a social network. Play
dates will be held on Saturdays and an
occasional mom’s night on a weeknight.
I’m hoping that there are other moms out
there just like myself who would like to
have like-minded moms to hang out with
on the weekend and fun things to plan
with the kids during non-work hours. If
you’re interested, please join my group
and take a minute and tell me a little
about yourself so we can get to know one
another and start building a group together.
