Triton’s Budget Fight Is On<br />
Amesbury Innovation Center Expands to Gloucester<br />

Starting in May, the site will<br />
become the second location for an<br />
innovative concept that converts<br />
under-utilized commercial<br />
properties into multi-tenant<br />

business model in Amesbury, is<br />
partnering with Equity Industrial<br />
Investors, the owner of the<br />
Gloucester industrial park, to<br />
create a home for up to 50 small<br />
manufacturing companies that<br />
may create 250 jobs.<br />
“We knew we had a good<br />
concept,” said CI Works Executive<br />
Vice President and CFO Mark<br />
Friery. “In Amesbury in a larger<br />
facility we have proven it works.<br />

overseeing the budget for the<br />
Triton Regional School District,<br />
Superintendent Brian Forget said<br />
he has never seen a budget like<br />
this.<br />
During his first dozen years<br />
at Triton, Forget was the<br />
deputy superintendent with<br />
responsibility over the district’s<br />
finances. In those years, he said<br />
“we had increases. We needed to<br />
make adjustments.” But those<br />

The company’s plan is to<br />
circumnavigate Boston, where<br />
rents are high, with centers like in<br />
Amesbury and now in Gloucester<br />
that lease affordable and flexible<br />
space to small businesses and<br />
manufacturers that can thrive in<br />
shared spaces.<br />
“CI Works offers a unique<br />
approach different from<br />
traditional real estate options,”<br />
the company’s business plan<br />
states.<br />
Instead of leasing to a tenant as<br />
much space for as much money<br />
as possible, CI Works allows each<br />
of its tenant companies to utilize<br />
only the space they need. This<br />
limits their costs while they are<br />
growing.<br />
The tenant companies at CI<br />
Works are also encouraged to work<br />
with one other collaborately. They<br />
share services and equipment,<br />
and under the watchful eye of CI<br />
Works President Bob O’Brien and<br />
Friery, they buy from each other<br />
and they exchange expertise,<br />
contacts and experience with the<br />
other companies.<br />
There are many buildings<br />
and Ultimate Frisbee, Teen Sports<br />
Conditioning, Street Hockey,<br />
Boost Outdoor Challenge and<br />
Delicious Desserts. Registration<br />
is now open to residents and non<br />
residents (for a small charge).<br />
New for this year, the Tadpole<br />
program will start at age 3 to 5<br />
year olds and will offer 4, one week<br />
sessions, Monday through Friday,<br />
from 9am to 1:00. It is located<br />
under the red shade structure at<br />
the Town Park and will include<br />
arts and crafts, playground games,<br />
fun cooperative games, sports,<br />
water play in the splash pad, Friday<br />
entertainment with animal shows,<br />
magicians, walking field trips and<br />
more. The Tadpole Park Program<br />
is designed to give preschoolers<br />
a chance to develop social skills,<br />
work on coordination and have<br />
fun all at the same time.<br />
The Youth Park Program,<br />
located at the Town Park on Friend<br />
St., serves 6-<strong>11</strong> year olds. This<br />

challenges presented by that of<br />
the 20<strong>18</strong>-19 school year.<br />
The Triton School Committee<br />
last month approved a budget of<br />
$41.3 million to level fund the<br />
upcoming school year. That calls<br />
for an increase of $1.2 million in<br />
new spending, much of it to pay<br />
for special education programs,<br />
staffing and out-of-district<br />
tuition for some students.<br />
The other rapidly rising cost to<br />
the district is paying for health<br />
program will offer 7, one week<br />
sessions this summer. We have an<br />
extended day component (8am<br />
to 5pm) to provide assistance for<br />
working families. The Youth Park<br />
program offers choice activities all<br />
day including playground games,<br />
arts and crafts, sports, theme days,<br />
nature walks, group games, team<br />
building activities, talent shows,<br />
entertainers and more. Every<br />

The Tween/Teen Program will<br />

at the Middle School cafeteria<br />
on Tuesdays, Wednesdays and<br />
Thursdays from 9:30-3:30.<br />

NEWBURYPORT - Although many flock to<br />
Lexington and Concord for historical reenactments<br />
on Patriot’s Day, this year, north shore residents won’t<br />
have to travel so far. On Monday, April 16 from<br />
1:00-3:00pm, the Museum of Old Newbury will<br />
host a Patriot’s Day celebration featuring hands-on<br />
activities and demonstrations with historical reenactors<br />
representing nearly 100 years of American history.<br />
Patriots of the Past offers opportunities to meet a<br />
minute man, practice marching to a Civil War drum,<br />
and learn about Newburyport’s involvement in the<br />
American Revolution and Civil War.<br />
Local reenactors will help to bring the stories past<br />
patriots to life for the event. Featured reenactors include Mike Welch of West Newbury and Todd<br />
McGrath of Amesbury. Welch has been reenacting for over ten years and will portray a colonial<br />
militiaman. With an authentic costume and weaponry representing the Revolutionary era, Welch offers<br />
a glimpse of a soldier’s life during the struggle for American independence. Highlighting the American<br />
Civil War, McGrath will portray a drummer from the 17th Massachusetts, Company D. Visitors can<br />
learn about the responsibilities of Civil War drummers, and the many dangers that came with this<br />
important position. Young visitors will enjoy learning to march to the beat of the drum and exploring<br />
a Civil War tent and campsite.<br />
Patriots of the Past is a free event, sponsored in part by a grant from the Institution for Savings.<br />
The event will take place outdoors at the Museum of Old Newbury, located at 98 High Street in<br />
Newburyport.<br />
The Museum of Old Newbury preserves and interprets the history of “Old Newbury” which includes<br />
Newbury, Newburyport, and West Newbury from pre-settlement to the present.<br />
The Museum carries out its mission through the preservation and administration of the Cushing House, the Perkins Engraving Plant, and<br />
other historic structures on its High Street campus and furthers its purpose through lectures, exhibitions, educational programs, publications,<br />
and research.<br />

The Summer Environmental<br />
Program located at Camp Kent<br />
Nature Center serves approx.<br />
300 youth in grades 1-7 each<br />
year and offers six, one week<br />
sessions, running 9-3, Monday<br />
through Thursday. Participants<br />
will be in small groups with their<br />
peers and will participate in a<br />
variety of environmental science,<br />
outdoor skills, and adventure<br />
learning activities. Each week for<br />
grades 3-7 we will offer a hike up<br />
Powwow Hill with a free cookout,<br />
water view and Eagle watching, a<br />
paddle day to the beach in kayaks,<br />
dories and canoes; and weekly<br />
visits from wildlife specialists. In<br />
addition, programming includes<br />
a low elements challenge course,<br />
archery, kayaking, fire making for<br />
some ages, Dutch oven cooking<br />
and GPS navigation. Grades 1<br />
and 2 will be offered ponding<br />
and insect collection, wildlife<br />
presentations, animal tracking,<br />
dory rides, and scavenger hunts.<br />
This year will be a Wilderness<br />
Week including orienteering,<br />
shelter building, survival skills<br />
map reading, fire building and<br />
outdoor safety. Each camper<br />
will receive a Camp Kent t-shirt<br />
included in the program cost.<br />

and environmental workshops<br />

programs held on or near the water<br />
include a fishing program which<br />
will travel to local watering holes.<br />
Our Youth Sailing Program where<br />
we will teach the fundamentals<br />
of basic sailing on our new Pico<br />
laser sailboats, water and boating<br />
safety, sailboat rigging, reading<br />
wind direction, knot tying, and<br />
more. We will continue to offer<br />
stand-up paddle boarding and<br />
swimming instruction at Lake<br />
Gardner.<br />
The “STAR” (Summer Theater<br />
Arts Recreation) program serves<br />
grades 5-9 and will meet 4 days<br />
a week for 2 weeks from 10- 3.<br />
The “STAR” Program will hold a<br />
performance on Thursday, August<br />
9 at the Middle school auditorium.<br />
As a result of parent feedback, the<br />
“Shooting Star” program will take<br />
place in 1 week but have longer<br />
days. Grades 1-4 will learn the<br />
magic of theater through games,<br />
skits, improvisation, make up and<br />
costumes. “Shooting Stars” will<br />
have a small performance for their<br />
parents at the end of the program.<br />
Shooting Stars will work their<br />
way up to the STAR program<br />
for a more advanced theater<br />
experience.<br />
Our tennis program will be run<br />
by Brett Manoloff, Amesbury HS<br />
Girl’s Tennis Coach, and they are<br />
very popular. Other programs<br />
include Fencing, Baseball,<br />
Gymnastics, Basketball, Soccer,<br />
Archery with recurve bows, Keys<br />
for Kids, Golf with a Pro at Apple<br />
Hill Golf Course, and the very<br />
popular Bubble Soccer.<br />

with extensive infrastructure<br />
that remain unoccupied or<br />
underutilized, the company said.<br />
These buildings could benefit<br />
small manufacturing businesses<br />
if leased at reasonable rates for<br />
appropriate sized footprints.<br />
O’Brien and Friery began<br />
testing the concept as the Clean<br />
Tech Center in Newburyport’s<br />
industrial park. When they needed<br />
a larger building, Amesbury<br />
Mayor Ken Gray invited them to<br />
move to several, well-maintained<br />
old mill buildings the defense<br />
contractor ARC Technologies<br />
owns.<br />
Today, CI Works, operating<br />
in 140,000 square feet, is<br />
landlord and chief nurturer of<br />
64 companies that lease space<br />
in the old ARC buildings. Those<br />
companies employ 208 workers.<br />
“This is a tremendous<br />
opportunity for the city (of<br />
Gloucester) to be able to get<br />
some great jobs in there,” said<br />
Tom Gillett, executive director of<br />
the city’s Economic Development<br />
and Industrial Corp. “It allows<br />
smaller companies the chance to<br />
grow and expand. This is one you<br />
have to feel good about.”<br />

to Gloucester Engineering, where<br />
about 400 employees worked out<br />

The state’s funding for<br />
regional school districts, Forget<br />
said, does not recognize the true<br />
costs of special education and<br />
health care.<br />
Being a regional school<br />
district, Triton must secure the<br />
approval of at least two of its<br />
three towns – Newbury, Rowley<br />
and Salisbury. Each town is<br />
being asked to say yes to raising<br />
homeowners’ property taxes.<br />
Each town has voted to bring<br />
the issue to an election and at its<br />
Town Meetings this spring.<br />
Two towns are also exploring<br />
the option of approving a<br />
smaller amount than their<br />
apportionment is. But that is<br />
the equivalent of voting no and<br />
would send the issue back to<br />
the school committee to cut the<br />
budget.<br />
Forget said, the backup plan,<br />
or Plan B, would be decided<br />
by the school committee at its<br />
May meeting. He expects it<br />
would require cutting 20 staff<br />
members and eliminating some<br />
programs.<br />

That’s when U.S. Rep. Seth<br />
Moulton, D-Salem, introduced<br />
Equity to CI Works. Gillett<br />
and Equity visited CI Works in<br />
Amesbury and were impressed.<br />
O’Brien said he is equally<br />
impressed with the Blackburn<br />
Industrial site. The building has<br />
high ceilings, electricity on every<br />
pole and three cranes across the<br />
top of the building that move<br />
around the building and out<br />
the doors. It also has tall doors,<br />
which will allow large trucks and<br />
equipment to come in and out.<br />
Friery said the Gloucester<br />
Engineering building has a<br />
better lay out than the Amesbury<br />
buildings and “is built like a<br />
fortress.” It has more leasable<br />
space for companies, he said.<br />

Gloucester is an important<br />
opportunity for the city, local<br />
business and the North Shore<br />
region. The City of Gloucester<br />
welcomes CI Works’ unique<br />
approach and its proven record<br />

each of the towns approved<br />
sending the issue to an override<br />
vote. But Forget said he believes<br />
the town leadership is only<br />
“cautiously optimistic” that<br />
the override will pass the Town<br />
Meetings and at the ballot box.<br />
“It has been a very contentious<br />
spring,” Forget said. “We are<br />
one vote away from 35 students<br />
in a classroom.”<br />
Salisbury, which is being asked<br />
to approve an $800,000 increase<br />
to $<strong>11</strong>.9 million, will vote on<br />
May 8. Its Town Meeting is<br />
May 14.<br />
Rowley is putting an increase<br />
of $532,640 before the Town<br />
Meeting April 30. It will be on<br />
the ballot May 8.<br />
Newbury will ask its residents<br />
to approve an override of<br />
$359,790 at its Town Meeting<br />
on April 24 and at the ballot<br />
box on May 8.<br />
Expect it to be a hotly<br />
contested decision. Groups<br />
of parents in each town are<br />
already organizing. They are<br />
lobbying against cutting staff<br />
and programs in the schools.<br />

O’Brien said he is talking with<br />
a dozen companies about moving<br />
to the site. One is Blackburn<br />
Energy (no relation to the site)<br />
that has developed a creative way<br />
of harvesting electricity from <strong>18</strong>-<br />
wheel trucks. With Blackburn’s<br />
system, truck drivers no longer<br />
have to burn fuel to idle so they<br />
can power up their cabs.<br />

Target industries for CI Works<br />
Gloucester include marinerelated<br />
industries, environmental<br />
resiliency and coastal construction,<br />
bio-processing, renewable energy<br />
and efficiency companies.<br />
CI Works has strong state and<br />
federal government agency ties.<br />
In Gloucester it hopes to utilize<br />
the city’s academic and scientific<br />
resources such as the Marine<br />
Genomics Institute, UMass<br />
Amherst Marine Station, UMass<br />
Boston, Endicott College, North<br />
Shore Community College, and<br />
Gloucester public schools.<br />

Because regional school<br />
districts answer to multiple<br />
jurisdictions, approving a<br />
budget for these districts can<br />
be complicated. Until this year,<br />
all three Triton towns approved<br />
each year’s budget requests.<br />
That has not been the case in<br />
other regional school districts.<br />
Some have been working with<br />
approved budgets for as much<br />
as two years, Forget said.<br />
Should Triton have two towns<br />
reject the increases, the school<br />
committee will meet May 16<br />
to draft a new budget. It has 30<br />
days to submit a new budget to<br />
the towns.<br />
Then the towns have 45 days<br />
to approve the new budget or let<br />
it automatically be approved by<br />
not voting.<br />
If the district gets to July 1,<br />
the beginning of the new budget<br />
year, without an approved<br />
budget, the state can step in and<br />
have the towns fund the district<br />
on a month-by-month. The<br />
district would have to operate<br />
on 1/<strong>12</strong>th of its current budget<br />
with probably a 2.5 percent<br />
increase for inflation.<br />

LECTURE ON HAWK WATCHING<br />
Plum Island is one of the most significant<br />
spring hawk watching sites on the east<br />
coast. Unlike during fall migration, when<br />
hawks fly high along ridges from thermal<br />
to thermal, we see hundreds of hawks<br />
flying north along the coast, often less<br />
than 20 feet above the ground! During the<br />
lecture, learn how to identify hawks and<br />
discuss the similarities and differences in<br />
species composition and flight strategies.<br />

IPSWICH - Did you know 1 in 3 families in America struggle to afford diapers for their children? Diapers are a basic<br />
need for children, as important to their well-being as food and shelter. A diaper drive is going on at Ipswich Town Hall<br />
during the months of April and May. Please consider donating a package of unopened diapers for babies and young<br />
children in need. All diaper sizes are needed. The diapers will be distributed to families in need through the Open Door<br />
Food Pantry. Diaper donations can be dropped off at the playpen located in front of the gymnasium on the main level of<br />
the Ipswich Town Hall, 25 Green Street, Ipswich.<br />

IPSWICH - Starting on Saturday, April 14, the Great House will be open on weekends ONLY (as well as Patriot’s Day,<br />
Monday, April 16) from 10 a.m. – 4 p.m. for visitors. The tours are first-come, first-serve, & operate on pre-set schedules.<br />
The most frequent tour offered is the popular, first-person tour Guest of the Cranes, offered every hour on the hour (the<br />
last tour is at 3:00 PM). Guest of the Cranes is led by costumed guides in character, representing domestic servants of<br />
1929. For those who want to explore on their own, the first-floor is open for a self-guided tour experience. The Great<br />
House transitions to being open Tues-Sun starting on May 22, 10AM to 4PM. Additional tour options will begin at this<br />
time, including Help Wanted: Becoming a Servant at Castle Hill (a first-person, costumed tour), and Highlights on the<br />

services agency whose mission is to “support and empower individuals, children, and families by providing education,<br />
comprehensive case management, and basic needs; and by coordinating community supports that contribute to individual<br />
and family stabilization, personal growth, and development.” Toiletries, while not obtainable with food stamps, are vital<br />

NEWBURYPORT – Homelessness and the Schools - Constant stress and every-day mobility of homelessness impact<br />
students’ cognitive development and academic performance. Intervention strategies to help children overcome these<br />
difficulties do work but are falling short due to lack of funding. Hear what the schools are doing to help homeless children<br />
cope and succeed in school. Learn about the impact that a caring environment, predictable schedule, and regular breakfast/<br />
lunch can have on a child’s life. This roundtable discussion features leaders from the Triton, Amesbury and Newburyport<br />
schools, which reported 342 homeless students this year, and is moderated by Ed Cameron, CEO of Housing Families.<br />

Goldman Memorial Scholarship Program - graduating high school senior, HiSet recipient and post- secondary student.<br />
Each category awards one $1,000 scholarship to an area resident that meets the eligibility criteria. The scholarships are

In observance of their centennial celebration, the Rowley Historical Society is hosting an Afternoon Tea on Saturday,<br />

ROWLEY - Works of artist Thom Adorney on display at Rowley Public Library - The Rowley Public Library will host<br />
an exhibition of photography by Thom Adorney, “Captured Visions,” from April 3rd – 28th. This will be the largest and<br />
most comprehensive exhibit of his work to date, including 30 photographs, many being shown for the first time. From<br />
seascapes to mountain streams, musical performances to the Women’s March, the exhibit will display the art printed and<br />
displayed on a variety of media – metal, wood, canvas, and paper. His work will<br />

ROWLEY - On Display at Rowley Public Library – “The Grange Way” The<br />
National Grange is celebrating its 150th anniversary! The Grange is a fraternal<br />
organization, founded in <strong>18</strong>67. The Rowley Grange was chartered in <strong>18</strong>97<br />
and will be celebrating its <strong>12</strong>1st anniversary this June. The Grange was the first<br />
fraternal organization to be founded and chartered that allowed women and<br />
youth to be members and granted all the privileges of membership including<br />
voting rights and holding office within the organization. The display will present<br />
some of the roles that the Grange plays in our community, yesterday, today,<br />
and a look at the future, as well as their interests in Community, Agricultural<br />
Education, Education, Legislation, and Youth. Come learn some local history<br />

Changing our behavior, habits,<br />
attitude, or any aspect of our<br />
lives can be a difficult thing to<br />
do. I am not writing as an expert<br />
on this subject as I have the<br />
same struggles as everyone else<br />
with change. However, repeated<br />
awareness of changes we want to<br />
make is one strategy to move us<br />
closer to making that change.<br />
A good example is Mary, a<br />
patient of mine. Mary is an<br />
adult who has had issues with<br />
decay (bacterial disease that<br />
breaks down tooth structure),<br />
dental erosion (chemical<br />
breakdown of tooth structure),<br />
and gum recession (loss of the<br />
supporting structures of the<br />
teeth). When people like Mary<br />
present with these problems, we<br />
dentists present treatment to<br />
“fix” the problems. However, the<br />
reasons “WHY” these issues are<br />
occurring are just as important,<br />
if not more so, than the “fixes”<br />
we propose.<br />
Mary drinks diet soda. In fact,<br />
Mary doesn’t just drink diet soda;<br />
she has a diet soda by her side<br />
all day long. At a recent event I<br />

It’s called cord cutting.<br />
“Cord cutting” means that you<br />
can dump your cable company,<br />
replace it with a small indoor<br />
HDTV antenna and a streaming<br />
device, and sign up for individual<br />
services for much less than you’re<br />
paying now.<br />

Every few minutes Mary would<br />
unscrew the diet soda cap and<br />
take a swig.<br />
The three main dental issues<br />
Mary has: decay, erosion, and<br />
recession, have many different<br />
etiologies. One common<br />
denominator is pH, which is a<br />
scale used to describe the acidity<br />
or alkalinity of solutions or<br />
environments. The lower the<br />
pH the more acidic the solution<br />
or environment is. In order for<br />
any of the three disease processes<br />
described above to occur, the pH<br />
of the oral environment has to<br />
be acidic.<br />
While there are many reasons<br />
the pH of the oral environment<br />
can be acidic, such as medications<br />
or disease, dietary factors play a<br />
significant role. A pH lower than<br />
5.5 in the oral cavity puts you<br />
at risk for dental disease. Most<br />
tap water, for example, has a pH<br />
of 7. The average diet soda has<br />
a pH of 3.28. Stomach acid has<br />
a pH between 1-2. Diet soda is<br />
very acidic.<br />
Having a diet soda with a<br />
meal on occasion is most likely<br />
not a problem. Typically, after<br />
consumption of an acidic<br />
beverage, your saliva will<br />
neutralize (make your mouth<br />
more alkaline and less acidic)<br />
within about a half hour. That is<br />

devices every day: Roku, the<br />
Roku stick, Amazon Fire stick<br />
and more. Roku connects to<br />
your TV with an HDMI cable<br />
($10) and runs on Wi-Fi from<br />
your Internet. The stick plugs<br />
right into your TV. The little<br />
device will cost you from $30 to<br />
$100, depending on which one<br />
you select.<br />
With Roku alone you can<br />
access thousands of channels,<br />
many of them free. Some will<br />
cost you a few dollars a month.<br />
Before you sign up for any<br />
channels, give yourself a month<br />
of sampling what you can get on<br />
your device for free.<br />
If you’re ready to venture out<br />
and add channels, consider<br />
why you may have heard that you<br />
should wait at least a half hour<br />
before brushing your teeth after<br />
meals. The problem with Mary<br />
sipping the diet coke all day long<br />
is that the pH of her mouth is<br />
always acidic. This creates a very<br />
dangerous environment.<br />

and technologies will not solve<br />

cause dry mouth and a very<br />
acidic environment are difficult<br />
enough to manage, behavioral<br />
issues are often not discussed in<br />
enough detail, or at all, because<br />
they can be more difficult to<br />
manage.<br />
Avoidable dental problems are<br />
the last thing a patient wants to<br />
hear about and a dentist wants to<br />
see. In addition, we as providers<br />
need to adopt a more preventive<br />
approach to the conditions I<br />
discussed in this column. Next<br />
week I will introduce you to one<br />
way I am currently studying.<br />

movies, as well as full seasons<br />
of TV shows, although they’re<br />
a year late. Hulu, on the other<br />
hand, airs many network shows<br />
the next day or week. If you’re<br />
an Amazon Prime customer,<br />
look through its movie and TV<br />
offerings for no additional cost,<br />
or access premium channels<br />
(such as HBO and Showtime) at<br />
a discount.<br />
That’s where you need to<br />
beware. Make your choices<br />
carefully, or you run the risk of<br />
signing up for so many that it<br />
equals the cable bill you just got<br />
rid of. Take it one step at a time.<br />
Your best bet to start: a Roku<br />
and Netflix.<br />

We have twelve indoor tables at $25.00 each.<br />
You may only use the space on and under the table.<br />
No furniture please.<br />
*Rent outdoor space (weather permitting) on the day of the<br />
sale for $10.00 - you provide your own table or blanket.<br />
*The Friends will also have a table. Please let us know if<br />
you have new or gently used items to donate.<br />
Unsold items must be removed at the end of the sale.<br />
All proceeds from sale will be used to support the Library’s programs.<br />
