False alarm at swimming pool again<br />
Rec Director Barry Brigley<br />
reported that after the pool was<br />
closed for the season, a false<br />
alarm on the chlorine detector<br />
went off for a second time this<br />
year. It will be checked again,<br />
but, according to CAO Sandra<br />
Kulyk, it will be less expensive<br />
this time because it will not be<br />
an emergency trip.<br />
Brigley also reported that the<br />
new handicap lift will be<br />
installed into the pool in time<br />
for next year.<br />
“I think it’s great,” said Coun.<br />
Vickey Horkoff, “because sometimes<br />
water therapy is the best.”<br />
It will also make the pool<br />
accessible to some seniors who<br />
have mobility issues.<br />
Under the Public Works<br />
report, Allan Smith was<br />
granted approval to pull and<br />
replace the pump and motor on<br />
<br />
Clive council<br />
the bulk water well at the town<br />
shop for approximately $<strong>10</strong>,000.<br />
The well is used for several<br />
things, including watering<br />
flowers, washing the pool,<br />
flooding the outdoor ice surface,<br />
steaming culverts and an emergency<br />
water supply for the fire<br />
department.<br />
Traffic Bylaw<br />
Research by CAO Kulyk<br />
found that most towns and cities<br />
include motor homes and travel<br />
trailers under the definition of<br />
‘recreation vehicles’.<br />
An amended bylaw will be<br />
prepared for council’s consideration<br />
that will change the<br />
definition to include motor<br />
homes, holiday trailer, trailer,<br />
camper, tent trailer, any van or<br />
bus converted for use as a recreational<br />
vehicle, boat trailer,<br />
Prior to the regular Clive council meeting on Sept. 25, Deputy Mayor<br />
Luci Henry presented Anita Gillard, retiring mayor, with a gavel in<br />
recognition of her distinguished leadership and service to the Village<br />
of Clive. Anita Gillard served as councillor in 20<strong>05</strong> and mayor of Clive<br />
from 2006 through <strong>2017</strong>.<br />

The fight against the federal government’s<br />
proposed taxes on small<br />
business is picking up steam, but<br />
should all people who identify themselves<br />
as small businesses, small<br />
farmers or small “c” conservatives<br />
really be on that bandwagon? Or are<br />
we just helping SOME well-heeled dentists,<br />
financiers, accountants, wealth<br />
managers, venture capitalists, architects,<br />
doctors, lawyers or “consultants”<br />
to use a loop hole to stash away gobs of<br />
money to avoid taxes.<br />
In the Globe and Mail on Saturday<br />
there was a full-page ad pleading for<br />
small businesses and entrepreneurs to<br />
sign a petition to the Prime Minister.<br />
Half the page listed sponsors.<br />
I didn’t see one farmer identified,<br />
local grocery store owner or small oilfield<br />
reclamation owner.<br />
I did see names familiar to us from<br />
CBC’s Dragon’s Den, Arlene Dickinson<br />
and Brent Wilson, and a number of<br />
very well-heeled venture capitalists.<br />
If your small business pays your<br />
spouse and children even though they<br />
do no work for the firm, sign the petition.<br />
But if you are a small operation<br />
that pays your spouse and children<br />
because they actually work, these proposed<br />
tax changes are irrelevant. Your<br />
wage expenses continue to be legitimate<br />
write-offs.<br />
If you have great gobs of cash at the<br />
end of each fiscal year and keep that<br />
money in the company to invest in<br />
stocks and other investments for the<br />
sole purpose of building your retirement<br />
nest egg and avoid personal<br />
income tax, then sign the petition.<br />
But if you are a small “c” conservative<br />
who is planning to retire the<br />
old-fashioned way through RRSP’s<br />
that trigger personal tax rates when<br />
<br />
mail bag<br />
taken out, investing after tax-dollars<br />
in tax free accounts, or using the proceeds<br />
from the sale of your small<br />
business, farm or family home, assets<br />
purchased with after-tax dollars or<br />
business income, then this is not your<br />
fight.<br />
If you are a small business or a selfdescribed<br />
entrepreneur and believe<br />
you are the economic engine of the<br />
country and deserve special privileges<br />
because of the risks you take, as has<br />
been argued, then by all means support<br />
the fight.<br />
However, if you don’t buy the argument<br />
that these select few are so<br />
special that they should pay lower<br />
taxes on their retirement income than<br />
you and your family, then say no.<br />
The fight against these changes is<br />
being financed by a rich lobby group<br />
attempting to make their personal<br />
interests a populist outrage.<br />
Do we really want a tax situation in<br />
Canada like our southern neighbours<br />
where multi-billionaire Warren<br />
Buffett admits he pays less in personal<br />
income taxes than his secretary!<br />
The majority of small businesses,<br />
small farmers and entrepreneurs will<br />
not be affected because these changes<br />
are about net income and legitimate<br />
business expenses.<br />
Before you join this fight, check your<br />
net income and see if it’s really about<br />
you. And if you are a wage earner,<br />
there’s absolutely no tax saving loopholes<br />
for you whatsoever so why<br />
martyr yourself to this highly organized<br />
lobby group.<br />
This campaign is primarily about<br />
incorporated individuals hiding under<br />
the well-respected umbrella of small<br />
business to exploit the lower tax rates<br />
for their personal gain.<br />
Don’t be snookered.<br />
Glad common sense prevailed<br />

Dear Editor<br />
Like James Brietzke, I also enjoy<br />
receiving your paper and the common<br />
sense of your opinion coloumns.<br />
What happened to common sense in<br />
our governments? They seem to have<br />
no relationship knowledge or don’t<br />
care for the ordinary Canadian.<br />
It seems the normal is to give themselves<br />
big raises but no thought to local<br />
problems and all seem more concerned<br />
about world problems.<br />
What happened to living according<br />
to our means.<br />
With the NDP, future generations<br />
will be digging deep to get out of debt<br />
and Trudeau seems more worried<br />
about other countries, giving money<br />
willy nilly except for Canada.<br />
Didn’t see the BC fire victims get any<br />
help from the federal government.<br />
As for Trudeau’s United Nations<br />
(UN) speech, if he’d stayed home, cut<br />
the red tape and actually had got rid of<br />
bureaucracy instead of talking it to<br />
death. It’s way past time.<br />
Schwenk’s right, every division has<br />
pyramids on top of pyramids that need<br />
to be cut. It was easy and profitable to<br />
form them but it’s going to take some<br />
party with a strong backbone to get rid<br />
of them.<br />
When it comes down to it, the last<br />
election left a lot of people out in left<br />
field as no party was worth voting for.<br />
The older I get, I’m glad I raised my<br />
family in the 60’s and 70’s when we had<br />
common sense.<br />

Greatest honour of entire life<br />
Dear friends,<br />
It has been one of the greatest<br />
honour and privileges of my life,<br />
to have served this community<br />
as mayor for the past three<br />
terms.<br />
During my tenure as mayor, I<br />
had the pleasure to meet many<br />
wonderful people who have<br />
invested themselves in our<br />
community.<br />
Our community is blessed to<br />
have a great number of caring<br />
individuals that serve as treasured<br />
volunteers.<br />
Whether they are members of<br />
one of our many notable organizations,<br />
event organizers, or<br />
assisting with someone in need,<br />
I applaud their individual<br />
efforts and commitment in<br />
making Stettler a better place to<br />
live.<br />
The greatest resource our<br />
community has is our people,<br />
the individuals who make up<br />
our community, that make<br />
Stettler incredibly special - and<br />
that is what I am<br />
most proud of.<br />
I have<br />
immensely<br />
enjoyed all the<br />
good people of<br />
our community<br />
that I have met,<br />
as well as the<br />
many friends and<br />
relationships I<br />
have made as<br />
Mayor.<br />
Being part of<br />
this community,<br />
attending fundraisers,<br />

openings and<br />
other special<br />
events – it has all<br />
been very<br />
rewarding and<br />
humbling and I<br />
thank you for the<br />

two councils, as<br />
well as the current<br />
one, have<br />
worked tirelessly<br />
along with Town<br />
Administration<br />
to advance our<br />
community, and<br />
to set a strong<br />
foundation for<br />
our tomorrow.<br />

always been<br />
about serving our<br />
community’s<br />
greatest needs.<br />

You, the residents of Stettler,<br />
are fortunate to have a remarkable<br />
team of “behind the<br />
scenes” dedicated professionals<br />
working for you at the Town.<br />
I am thankful to have had the<br />
opportunity to contribute along<br />
with so many hard working,<br />
caring, fair-minded and committed<br />
individuals.<br />
Most importantly I leave with<br />
many lifelong friendships in<br />
place.<br />
It is with sincere appreciation<br />
that I thank them for the time,<br />
effort and passion that they<br />
have invested in making<br />
Stettler a great place to live,<br />
work and play.<br />
Stettler is our home and I am<br />
extremely proud of all the progress<br />
we’ve made on an<br />
affordable and priority basis.<br />
We have a lot, and get a lot of<br />
value for what we pay… especially<br />
in comparison to other<br />
communities our size. I hope<br />
you enjoy living in Stettler as<br />
much as I do!<br />
To my current team of councillors<br />
running again, I wish<br />
them the best of luck. I, as well,<br />
applaud the persons who have<br />
stepped up to allow their names<br />
to stand for a position that truly<br />
makes a difference. Civic duty is<br />
never easy. Setting aside personal<br />
opinions and sometimes<br />
actions, I know that they will<br />
collectively work hard to make<br />
a difference for our community.<br />
A special congratulations and<br />

to four water lines being hit during the<br />
construction for the 49th Ave. and 52nd<br />
St. infrastructure improvement<br />
project between Aug. 9 and Sept. 15.<br />
Residents also experienced disruption<br />
in their garbage service.<br />
Thirteen addresses were credited a<br />
portion of their water and sewer bills<br />
while all 18 residences were credited<br />
for one month of garbage pick up service.<br />
The credits will cost the village a<br />
total of $<strong>10</strong><strong>05</strong>.79.<br />
Franchise fees<br />
In a 4 - 1 vote, the franchise fees will<br />
remain the same for Fortis and Atco<br />
for 2018.<br />
The estimated revenue from Fortis<br />
is $35,803 and $31,980 from Atco.<br />
CAO Carla Kenney provided an outline<br />
of Fortis franchise fees from six<br />
other municipalities with 20 per cent at<br />

Franchise fees provide a revenue<br />
stream for municipalities. The fees are<br />
calculated on the distribution revenue<br />
from the delivery of energy to customers<br />
within the village and does not<br />
include the cost of energy.<br />
Residents pay the franchise fees to<br />
their energy provider as a line item on<br />
their energy bills.<br />
Parkland Library requisition<br />
Council approved the Parkland<br />
Library budget for 2018 that included a<br />
one per cent increase to the municipal<br />
per capita requisition which amounts<br />
to eight cents.<br />
The Village of Clive paid a $5,427<br />
requisition in <strong>2017</strong> to Parkland. The<br />
estimated increase between the <strong>2017</strong><br />

Both pedestrians and drivers have a<br />
responsibility to ensure that both parties<br />
remain safe in their travels.<br />

cyclists, skateboarders, and vehicles<br />
should practice.<br />
Pedestrians<br />
Walk on the inside edge of the sidewalk<br />
so you are further away from<br />
traffic.<br />
If there is no sidewalk, walk facing<br />
traffic so you can see oncoming<br />

marked crosswalks, never jay walk<br />
Dress to be seen especially at night<br />

Both connect more closely to their<br />
U.S. counterparts than to each other.<br />
Geography, climate, market size and<br />
location, and the physical properties<br />
of refined products all play a role.<br />
When it comes to refinery feedstocks,<br />
transport infrastructure and<br />
upgrading capacity are key factors.<br />
From proposed ultra-low carbon<br />
refineries in British Columbia, to a<br />
gas-to-liquids project in Alberta and<br />
Canada’s biggest refinery on the<br />
Atlantic coast, Canadian refineries<br />
and their related facilities are as<br />
diverse as the terrain and time zones<br />
their pipelines cross.<br />

Schools have no legal right to<br />
withhold information from parents.<br />
Instead, teachers and<br />
principals have a positive duty<br />
to inform parents, including<br />
notifying parents of a child’s<br />
involvement with a GSA or<br />
GSA-related activities.<br />
The legal obligation to inform<br />
parents is modified only in<br />
cases where doing so would,<br />
objectively, put the child at risk.<br />
Such circumstances are<br />
exceedingly rare, and Alberta’s<br />
current laws provide for them.<br />
The vast majority of parents<br />
do not engage in abusive behaviour<br />
that would justify the<br />
withholding of information<br />
regarding the education of their<br />
child.<br />
Parents have the right to<br />
choose the kind of education<br />
their child receives, including<br />
extracurricular activities, and<br />
the right to be informed<br />
regarding what their child is<br />
learning inside of and outside of<br />
the classroom, and what extracurricular<br />
activities their child<br />
is involved with.<br />
The foregoing is made clear<br />
by the Alberta Bill of Rights,<br />
the Alberta Family Law Act,<br />
the Universal Declaration of<br />
Human Rights, the<br />
International Covenant on Civil<br />
and Political Rights, and the<br />
rulings of the Supreme<br />
Court of Canada and other<br />

Cyril Patrick Curran passed away suddenly in<br />
Drumheller on September 25, <strong>2017</strong> at the age of<br />
81 years. Cyril is lovingly remembered by his<br />
children Michele (John), Brian, Trish (Pat), Angela<br />
(Ron), Annalisa (Tim), Jane (Brent); grandchildren<br />
Jonathan, Jordan, Kevin, Brad, Paul (Kelly),<br />
Daryn, Michael, Sarah, Mark, Christopher,<br />
Tessa, Meghan, Claire, Brenna, Alyssa, and Kira;<br />
his first great-granddaughter Emma; and many<br />
brothers and sisters both here and in Ireland. He<br />
was predeceased by the love of his life, his wife<br />

Carbon tax and Bill 6 that have<br />

accomplished with a leader who<br />
exhibits strong conservative principles<br />
and who has shown the consistent<br />
ability to make things happen in<br />

The Stray Animals Act, Line Fence<br />
Act, Public Lands Act, and Surveys<br />
Act all affect how farmland fencing<br />
issues are handled in Alberta.<br />
“Under the Stray Animals Act, a<br />
landowner is responsible for keeping<br />
his livestock properly fenced and contained,”<br />
says Jeana Schuurman, rural<br />
engagement and communications specialist,<br />
Farmers’ Advocate Office.<br />
“If damage is caused by cattle trespassing<br />
onto another property, the<br />
owner of the cattle is responsible for<br />
the damage. Stray cattle are dealt with<br />
by Livestock Identification Services<br />
(LIS). They can be called at 1-866-509-<br />
2088 to capture and confine the<br />
livestock.”<br />
A landowner’s obligations under the<br />
Line Fence Act are closely tied with<br />
responsibilities under the Stray<br />
Animals Act.<br />
“The basic<br />
principle of the<br />
Line Fence Act is<br />
that if both landowners<br />
benefit<br />
from the fence,<br />
they should share<br />
the costs, which<br />
include the costs<br />
for erection,<br />
maintenance,<br />
and repair of the<br />
fence” says<br />
Schuurman.<br />
“In this legislation,<br />
benefit is<br />
determined by<br />
having livestock<br />
on the land. If one<br />
landowner has<br />
needs above and<br />
beyond what<br />
would be normal,<br />
they’re responsible<br />
for the<br />
additional cost.<br />
“Many people<br />
also don’t realize<br />
is that if a tree<br />
falls and damages<br />
a fence, the<br />
owner of the<br />
property where<br />
the tree is located<br />
is responsible for<br />
the fence<br />
repairs.”<br />
Under the<br />
Public Lands Act,<br />
all water in<br />
Alberta is owned<br />
by the Crown,<br />
even if it is<br />
located on private<br />
land.<br />
“A landowner<br />
may use the<br />
water for livestock,<br />
but should<br />
keep in mind the<br />
obligation to prevent<br />
animals<br />
from straying<br />
under the Stray<br />
Animals Act,”<br />
says Schuurman.<br />
“Fencing near<br />
water has to<br />
strike the balance<br />
of confining<br />
the livestock and<br />
not violating the<br />
federal<br />
Navigation<br />
Protect Act,<br />
which stipulates<br />
that ‘works’<br />
(including fences)<br />
cannot be constructed<br />
in a water body.”<br />
Under the Surveys Act, surveys can<br />
be helpful if there is a dispute over the<br />
location of a fence.<br />
“Some older fences can be off the<br />
property lines due to old technologies<br />
for surveying, or a desire to avoid bush<br />
or treed areas,” explains Schuurman.<br />
Alberta Agriculture and Forestry’s<br />
inspection and investigation unit<br />
addresses compliance issues and<br />
resolves disputes regarding the Line<br />
Fence Act and can be contacted<br />
directly at 403-755-1474.<br />
The Line Fence Act also provides<br />
the option of pursuing a resolution<br />
through arbitration, which is faster<br />
than the courts and produces a<br />
binding decision.<br />

KEEPING TRACK IN A CHANGING MARKETPLACE<br />
AFREA has been busy keeping up with developments in the electricity sector<br />
and advocating on behalf of our member REAs. Listed below with a summary<br />
description, are a few of the items we have been working on and information<br />
about the regulatory bodies we interact with when we represent you.<br />
1. The Market Surveillance Administrator is reviewing the Regulated Rate<br />
Option at Alberta Energy’s request. On June 1, <strong>2017</strong>, the Regulated Rate<br />
Option was capped at $0.068/kWh through passage of Bill 16 in the Legislative<br />
Assembly. The AFREA continues to provide feedback on this change<br />
and is working closely with the MSA.<br />
2. FortisAlberta Inc. has applied for an order from the Alberta Utilities Commission<br />
to: a) confirm its service areas on land annexed by municipalities,<br />
and b) compel REAs to turn over wires, substations, and their corresponding<br />
members. AUC Proceeding 22164 is ongoing. It directly involves three<br />
REAs that are AFREA members. The AFREA is representing its members<br />
and one additional REA in disputing this application. We have engaged<br />
legal counsel and technical consulting expertise to assist us.<br />
3. The Alberta Utilities Commission (AUC) is tasked with investigating distribution-connected<br />
generation. Proceeding 22534 involves how renewable<br />
(solar, wind, hydro) and alternative energy sources could be expanded in<br />
Alberta to produce electricity close to power users. The AFREA is participating<br />
as a key stakeholder in this proceeding, at the request of the AUC.<br />
4. In June <strong>2017</strong>, the AUC approved changes to Rule 024: Rules Respecting<br />
Micro-Generation. The AFREA has represented our members’interests in<br />
this Consultation. The Rule changes were effective July 4, <strong>2017</strong>.<br />
After 75 years in the business, the environment has likely never been more<br />
complex than it is now. Even in these far-reaching scenarios, we have not<br />
mentioned all the agencies involved in running Alberta’s electricity industry.<br />
While we ask for member input into these cases, we recognize it’s a zoo—not<br />
just technical detail, but of too many acronyms and players to keep track of.<br />
But it is possible. Here’s a list of “who’s who” to detangle it for you.<br />

KEY ELECTRICITY PLAYERS IN ALBERTA<br />
Alberta Utilities Commission (AUC): Our principal regulator—the AUC operates<br />
with many of the same powers as a court of law.<br />
Alberta Electric System Operator (AESO): The AESO operates the provincial<br />
power grid 24/7 by dispatching the power sold by generators.<br />
Balancing Pool: The Balancing Pool is an independent corporation created to<br />
market power from older generation contracts that were unsold after the electricity<br />
market was deregulated.<br />
Market Surveillance Administrator (MSA): The MSA monitors the wholesale<br />
electricity, retail electricity, and natural gas markets investigating issues that<br />
come to its attention through surveillance or complaints.<br />
Utilities Consumer Advocate (UCA): The UCA represents, informs, and educates<br />
consumers on electricity (utility) matters.<br />
