long time residents
have never seen a snow
blew in on Sun. late evening,
Oct. 1 and snowed
until late Mon. afternoon
and continued
blowing until late into
Mon. night, Tues.
Stranded motorists
filled the hotels/motels
and the Hanna
opened to accommodate
other travellers. Many
were trapped on the
road and rescuers were
kept busy through Mon.
and into the night rescuing
False alarm at swimming pool again
Rec Director Barry Brigley
reported that after the pool was
closed for the season, a false
alarm on the chlorine detector
went off for a second time this
year. It will be checked again,
but, according to CAO Sandra
Kulyk, it will be less expensive
this time because it will not be
an emergency trip.
Brigley also reported that the
new handicap lift will be
installed into the pool in time
for next year.
“I think it’s great,” said Coun.
Vickey Horkoff, “because sometimes
water therapy is the best.”
It will also make the pool
accessible to some seniors who
have mobility issues.
Under the Public Works
report, Allan Smith was
granted approval to pull and
replace the pump and motor on

Clive council
the bulk water well at the town
shop for approximately $10,000.
The well is used for several
things, including watering
flowers, washing the pool,
flooding the outdoor ice surface,
steaming culverts and an emergency
water supply for the fire
department.
Traffic Bylaw
Research by CAO Kulyk
found that most towns and cities
include motor homes and travel
trailers under the definition of
‘recreation vehicles’.
An amended bylaw will be
prepared for council’s consideration
that will change the
definition to include motor
homes, holiday trailer, trailer,
camper, tent trailer, any van or
bus converted for use as a recreational
vehicle, boat trailer,
Prior to the regular Clive council meeting on Sept. 25, Deputy Mayor
Luci Henry presented Anita Gillard, retiring mayor, with a gavel in
recognition of her distinguished leadership and service to the Village
of Clive. Anita Gillard served as councillor in 2005 and mayor of Clive
from 2006 through 2017.
ECA Review/Submitted
Gavel of recognition
Clive village councillors
approved third and final
reading on three bylaws
including a Procedural
Bylaw, Code of Conduct
Bylaw and Social Media
Policy Bylaw.
The purpose of the Social
Media Bylaw was to provide
guidelines to establish
proper management of the
Village of Clive’s social
media accounts/pages and
to facilitate public engagement
to ensure consistency
and openness.
The Code of Conduct sets
out clear expectations on the
behaviour of council members
and a mechanism for
responding to alleged
breaches.
the seasoned oilfield and coal workers and everyone in between all hold a place in
I appreciate his support over the years. Thank you to Donna who played an
Don’t be snookered!
V I E W P O I N T S
The opinions expressed are not necessarily
the opinions of this newspaper.

by B.P. Schimke
The fight against the federal government’s
proposed taxes on small
business is picking up steam, but
should all people who identify themselves
as small businesses, small
farmers or small “c” conservatives
really be on that bandwagon? Or are
we just helping SOME well-heeled dentists,
financiers, accountants, wealth
managers, venture capitalists, architects,
doctors, lawyers or “consultants”
to use a loop hole to stash away gobs of
money to avoid taxes.
In the Globe and Mail on Saturday
there was a full-page ad pleading for
small businesses and entrepreneurs to
sign a petition to the Prime Minister.
Half the page listed sponsors.
I didn’t see one farmer identified,
local grocery store owner or small oilfield
reclamation owner.
I did see names familiar to us from
CBC’s Dragon’s Den, Arlene Dickinson
and Brent Wilson, and a number of
very well-heeled venture capitalists.
If your small business pays your
spouse and children even though they
do no work for the firm, sign the petition.
But if you are a small operation
that pays your spouse and children
because they actually work, these proposed
tax changes are irrelevant. Your
wage expenses continue to be legitimate
write-offs.
If you have great gobs of cash at the
end of each fiscal year and keep that
money in the company to invest in
stocks and other investments for the
sole purpose of building your retirement
nest egg and avoid personal
income tax, then sign the petition.
But if you are a small “c” conservative
who is planning to retire the
old-fashioned way through RRSP’s
that trigger personal tax rates when

mail bag
taken out, investing after tax-dollars
in tax free accounts, or using the proceeds
from the sale of your small
business, farm or family home, assets
purchased with after-tax dollars or
business income, then this is not your
fight.
If you are a small business or a selfdescribed
entrepreneur and believe
you are the economic engine of the
country and deserve special privileges
because of the risks you take, as has
been argued, then by all means support
the fight.
However, if you don’t buy the argument
that these select few are so
special that they should pay lower
taxes on their retirement income than
you and your family, then say no.
The fight against these changes is
being financed by a rich lobby group
attempting to make their personal
interests a populist outrage.
Do we really want a tax situation in
Canada like our southern neighbours
where multi-billionaire Warren
Buffett admits he pays less in personal
income taxes than his secretary!
The majority of small businesses,
small farmers and entrepreneurs will
not be affected because these changes
are about net income and legitimate
business expenses.
Before you join this fight, check your
net income and see if it’s really about
you. And if you are a wage earner,
there’s absolutely no tax saving loopholes
for you whatsoever so why
martyr yourself to this highly organized
lobby group.
This campaign is primarily about
incorporated individuals hiding under
the well-respected umbrella of small
business to exploit the lower tax rates
for their personal gain.
Don’t be snookered.
Glad common sense prevailed
when raising my family
Dear Editor
Like James Brietzke, I also enjoy
receiving your paper and the common
sense of your opinion coloumns.
What happened to common sense in
our governments? They seem to have
no relationship knowledge or don’t
care for the ordinary Canadian.
It seems the normal is to give themselves
big raises but no thought to local
problems and all seem more concerned
about world problems.
What happened to living according
to our means.
With the NDP, future generations
will be digging deep to get out of debt
and Trudeau seems more worried
about other countries, giving money
willy nilly except for Canada.
Didn’t see the BC fire victims get any
help from the federal government.
As for Trudeau’s United Nations
(UN) speech, if he’d stayed home, cut
the red tape and actually had got rid of
bureaucracy instead of talking it to
death. It’s way past time.
Schwenk’s right, every division has
pyramids on top of pyramids that need
to be cut. It was easy and profitable to
form them but it’s going to take some
party with a strong backbone to get rid
of them.
When it comes down to it, the last
election left a lot of people out in left
field as no party was worth voting for.
The older I get, I’m glad I raised my
family in the 60’s and 70’s when we had
common sense.
Greatest honour of entire life
Dear friends,
It has been one of the greatest
honour and privileges of my life,
to have served this community
as mayor for the past three
terms.
During my tenure as mayor, I
had the pleasure to meet many
wonderful people who have
invested themselves in our
community.
Our community is blessed to
have a great number of caring
individuals that serve as treasured
volunteers.
Whether they are members of
one of our many notable organizations,
event organizers, or
assisting with someone in need,
I applaud their individual
efforts and commitment in
making Stettler a better place to
live.
The greatest resource our
community has is our people,
the individuals who make up
our community, that make
Stettler incredibly special - and
that is what I am
most proud of.
I have
immensely
enjoyed all the
good people of
our community
that I have met,
as well as the
many friends and
relationships I
have made as
Mayor.
Being part of
this community,
attending fundraisers,
business
openings and
other special
events – it has all
been very
rewarding and
humbling and I
thank you for the
opportunity.
The previous
two councils, as
well as the current
one, have
worked tirelessly
along with Town
Administration
to advance our
community, and
to set a strong
foundation for
our tomorrow.
The Town of
Stettler is and has
always been
about serving our
community’s
greatest needs.
Our Mission
Statement states
that we strive to
provide a high
quality of life for
our residents and
visitors through
the delivery of
effective, efficient
and affordable
services that are
socially and environmentally
responsible.
I am confident
that under the
direction of
council, working
together with the
leadership of our
CAO, Greg
Switenky, the
Senior
Management
Team, and all of the talented
staff within the organization,
the Town of Stettler will continue
to work in unison to
achieve this goal.
The provision and delivery of
basic municipal services is the
core foundation upon which
everything else can be
achieved.
You, the residents of Stettler,
are fortunate to have a remarkable
team of “behind the
scenes” dedicated professionals
working for you at the Town.
I am thankful to have had the
opportunity to contribute along
with so many hard working,
caring, fair-minded and committed
individuals.
Most importantly I leave with
many lifelong friendships in
place.
It is with sincere appreciation
that I thank them for the time,
effort and passion that they
have invested in making
Stettler a great place to live,
work and play.
Stettler is our home and I am
extremely proud of all the progress
we’ve made on an
affordable and priority basis.
We have a lot, and get a lot of
value for what we pay… especially
in comparison to other
communities our size. I hope
you enjoy living in Stettler as
much as I do!
To my current team of councillors
running again, I wish
them the best of luck. I, as well,
applaud the persons who have
stepped up to allow their names
to stand for a position that truly
makes a difference. Civic duty is
never easy. Setting aside personal
opinions and sometimes
actions, I know that they will
collectively work hard to make
a difference for our community.
A special congratulations and
thanks to Mayor elect Sean
Nolls. May you serve the community
with wisdom and
compassion!
Residents credited a portion
of their water and sewer bills
Cont’d from Pg 3
The Procedural Bylaw provides
standard format for conducting Village
of Clive council meetings.
Utility credits
Localized disruption of water services
was experienced by residents due
to four water lines being hit during the
construction for the 49th Ave. and 52nd
St. infrastructure improvement
project between Aug. 9 and Sept. 15.
Residents also experienced disruption
in their garbage service.
Thirteen addresses were credited a
portion of their water and sewer bills
while all 18 residences were credited
for one month of garbage pick up service.
The credits will cost the village a
total of $1005.79.
Franchise fees
In a 4 - 1 vote, the franchise fees will
remain the same for Fortis and Atco
for 2018.
The estimated revenue from Fortis
is $35,803 and $31,980 from Atco.
CAO Carla Kenney provided an outline
of Fortis franchise fees from six
other municipalities with 20 per cent at
FORM4A
Breton, Ab. and 18 per cent in Alix as
the highest on the chart to three per
cent (pre 2011) and 6.2 per cent (pre
2011) for Lacombe as the lowest.
Clive’s fee sits at 9.0 per cent.
Atco fees charted showed the six
communities between 15 and 22 per
cent with Clive falling in at 16.17 per
cent and Bentley the only one lower at
10.00 per cent.
Franchise fees provide a revenue
stream for municipalities. The fees are
calculated on the distribution revenue
from the delivery of energy to customers
within the village and does not
include the cost of energy.
Residents pay the franchise fees to
their energy provider as a line item on
their energy bills.
Parkland Library requisition
Council approved the Parkland
Library budget for 2018 that included a
one per cent increase to the municipal
per capita requisition which amounts
to eight cents.
The Village of Clive paid a $5,427
requisition in 2017 to Parkland. The
estimated increase between the 2017
and 2018 requisition is $54.
Coronation RCMP reminds public about pedestrian safety
Both pedestrians and drivers have a
responsibility to ensure that both parties
remain safe in their travels.
Some tips that all pedestrians,
cyclists, skateboarders, and vehicles
should practice.
Pedestrians
Walk on the inside edge of the sidewalk
so you are further away from
traffic.
If there is no sidewalk, walk facing
traffic so you can see oncoming
vehicles.
Cross only at intersections or
marked crosswalks, never jay walk
Dress to be seen especially at night
and on dark/overcast days.
Make sure you can hear and see
oncoming cars. Remove your headphones
and your hood when crossing
the street.
Make eye contact with drivers. Keep
your head up and look where you’re
walking. Never assume that drivers
see you.
Always look for signs that a vehicle
is about to move (rear lights, exhaust
smoke, sound of motor, wheels
turning).
Drivers
Vehicles should have their lights on
to increase visibility, regardless of the
time of day
When approaching an intersection
always scan right and left for pedestrians
before continuing through.
When operating a vehicle, be cautious
of pedestrians who may be
distracted or unaware of their surroundings
(texting, on the phone,
headphones in, umbrella or hood
blocking their vision).
Obey the speed limit – not to avoid
tickets, but to avoid tragedy.
Theft of
branding irons
Someone stole three branding irons
from a seasonal display at the Tim
Hortons in Hanna, Ab. sometime
between Sept. 25 - 26 .
The branding irons are registered
and each one is a capital letter (D, A,
M). The letters are approximately six
inches tall and the shaft is approximately
36 inches long.
The branding irons have tremendous
sentimental value to the family
that owns them as they used to belong
to a late family member. They were
temporarily loaned to Tim Hortons specifically
for the seasonal display.
Ladies Auxiliary was another
roaring success as people
filled both the curling rink
and skating rink on Sat.
Sept. 30. An average of
$17,000 net in many of the
previous sales provides the
Hanna Hospital and Long-
Term Care with equipment,
decor including new blinds,
blankets and much more.
The Rummage Sale started
likely 50 years ago, noted
one member, with two tables
in the Legion Hall and has
grown expeditiously since
then. It attracts people from
all over east central Alberta.
Education Minister ignores Alberta laws which
support parental rights to be fully informed
Troy Media
The Justice Centre for
Constitutional Freedoms (www.
JCCF.ca) challenged assertions
made by Alberta Education
Minister David Eggen.
As stated in an article in the
Edmonton Journal:
Although privacy law and the
Alberta Teachers’ Association’s
code of conduct would, in many
cases, prevent school staff from
disclosing a student’s gender
identity or sexual orientation to
their family members without
the student’s permission, Eggen
said Albertans need legal
clarity after some parents
demanded the right to know
what their children are doing at
school.
“This assertion is inaccurate,”
stated Calgary lawyer
John Carpay, President of the
Justice Centre. As explained in
great detail in a legal paper
released this past April, Alberta
law requires that parents be
fully informed about all aspects
of their children’s education,
including their children’s
A tale of
two Canadas
When it comes to
refinery markets,
Eastern and Western
Canada might as well
be different countries
Alberta Oil Magazine
When it comes to markets for
refined products, Western and
Eastern Canada might as well be different
countries.
Both connect more closely to their
U.S. counterparts than to each other.
Geography, climate, market size and
location, and the physical properties
of refined products all play a role.
When it comes to refinery feedstocks,
transport infrastructure and
upgrading capacity are key factors.
From proposed ultra-low carbon
refineries in British Columbia, to a
gas-to-liquids project in Alberta and
Canada’s biggest refinery on the
Atlantic coast, Canadian refineries
and their related facilities are as
diverse as the terrain and time zones
their pipelines cross.
involvement in extra-curricular
activities and clubs.
“The notion that children
have privacy rights in relation
to their own parents is false,”
stated Carpay.
“In fact, parents have a right
to know what their children are
doing at school.
To prohibit parents from
being informed, absent exceptional
circumstances, violates
parents’ legal rights and
responsibilities for their
children.”
“Existing laws already protect
students in the rare
circumstances where they may
face abuse from parents. What
Minister Eggen is proposing to
do presumes all Alberta parents
are abusive,” continued
Carpay.
The legal paper concludes as
follows:
Schools have no legal right to
withhold information from parents.
Instead, teachers and
principals have a positive duty
to inform parents, including
notifying parents of a child’s
involvement with a GSA or
GSA-related activities.
The legal obligation to inform
parents is modified only in
cases where doing so would,
objectively, put the child at risk.
Such circumstances are
exceedingly rare, and Alberta’s
current laws provide for them.
The vast majority of parents
do not engage in abusive behaviour
that would justify the
withholding of information
regarding the education of their
child.
Parents have the right to
choose the kind of education
their child receives, including
extracurricular activities, and
the right to be informed
regarding what their child is
learning inside of and outside of
the classroom, and what extracurricular
activities their child
is involved with.
The foregoing is made clear
by the Alberta Bill of Rights,
the Alberta Family Law Act,
the Universal Declaration of
Human Rights, the
International Covenant on Civil
and Political Rights, and the
rulings of the Supreme
Court of Canada and other
Canadian courts.
Tired of having to clear heaps of
snow from your car and driveway
every morning? Why not eliminate the
need to do so altogether with a temporary
carport? If this sounds like the
perfect solution for you, be sure to consider
these three points before signing
off on a model to buy or rent.
Municipal bylaws
Every municipality has its own regulations
in place surrounding the use
of temporary carports. To avoid getting
slapped with a hefty fine, make
sure to comply with your local bylaws
by finding out whether you’ll need a
permit and what types of structures
are and aren’t allowed.
Installation and removal
If you don’t have the time or
are other wise unable to safely
and adequately install your
temporary carport, there’s sure
to be a business nearby that can
help you assemble and take down
the structure. Ask your neighbours
for their recommendations.
Maintenance tips
Clear snow and ice off your temporary
carport every once in a while to
prevent it from getting crushed under
a too-heavy load. Also keep an eye
on the canvas tension, and regularly
tighten the bolts as needed.
Features
To keep your
vehicle protected
all winter long,
choose a temporary
carport with
a galvanized steel
structure and a
thick,
UV-resistant
tarp. In addition,
look for a model
with two doors
(one in the front
and one in the
back) and large
windows that
offer a clear,
unobstructed
view of the surrounding
area.
Checking off the boxes
Rick Strankman MLA,
Drumheller Stettler
Member of the Official
Wildrose Opposition
When most employers search for
people to fill key positions that are pivotal
to their company’s success, it is
always in their best interests
to choose the applicant
that is best qualified and
best suited for the task at
hand.
Ensuring relevant criteria
is met; there must be some
form of prioritized checklist.
Only after asking the right
questions and checking off
the boxes will you really
have an accurate measure of
who meets the criteria you
feel is important.
A commercial airline pilot’s due diligence
includes checking off the boxes
on a preflight checklist; this also puts
an emphasis on how important it can
be to have a prioritized checklist.
The purpose of a pilot’s preflight
check is obviously for safety reasons
and preventative due diligence.
Now imagine if that pilot decided to
ignore one or more of those boxes, the
implications
could be
catastrophic.
Choosing an
applicant to be
the next Premier
of Alberta
deserves that
same attention to
detail.
The United
Conservative
Party members
are, in the minds
of a majority of
Albertans, in the
midst of determining
who will
because the implications have the
potential to be just as catastrophic as
an improperly done preflight checklist.
The trail of wreckage that
will be left behind by the
NDP’s ideological excursion
will need all the skill and
ability available to concerned
Albertans.
The ability to create true
grassroots policies and legislation
to correct the course of
the province is essential.
The balance between
knowing when to take control
and when to take direction
from Albertans is a quality
taxpayers haven’t seen for quite some
time in this province.
Checking off the prioritized boxes is
something UCP members will need to
consider when deciding who will be at
the controls when Alberta is about to
take flight to bluer skies.
The abilities of that candidate will
act as a stabilizing influence to steer
Alberta clear of the storm clouds in the
future.
There will be much to repair after
Alberta returns to a stable, competent,
conservative government such as the
Carbon tax and Bill 6 that have
adversely affected Albertans.
Further repairs will be needed to
correct the NDP government’s changes
to the education system that are
usurping the authority of parents and
will indoctrinate the NDP ideology
into the classroom.
The next Premier of Alberta will
also have the monumental task of
taking a firm stance with the federal
government and making sure our
voices are heard.
The necessary changes can only be
accomplished with a leader who
exhibits strong conservative principles
and who has shown the consistent
The UCP have been blessed to have
quality candidates to choose from.
the boxes get checked off and the best
What are my
fencing obligations?

Agri-News
The Stray Animals Act, Line Fence
Act, Public Lands Act, and Surveys
Act all affect how farmland fencing
issues are handled in Alberta.
“Under the Stray Animals Act, a
landowner is responsible for keeping
his livestock properly fenced and contained,”
says Jeana Schuurman, rural
engagement and communications specialist,
Farmers’ Advocate Office.
“If damage is caused by cattle trespassing
onto another property, the
owner of the cattle is responsible for
the damage. Stray cattle are dealt with
by Livestock Identification Services
(LIS). They can be called at 1-866-509-
2088 to capture and confine the
livestock.”
A landowner’s obligations under the
Line Fence Act are closely tied with
responsibilities under the Stray
Animals Act.
“The basic
principle of the
Line Fence Act is
that if both landowners
benefit
from the fence,
they should share
the costs, which
include the costs
for erection,
maintenance,
and repair of the
fence” says
Schuurman.
“In this legislation,
benefit is
determined by
having livestock
on the land. If one
landowner has
needs above and
beyond what
would be normal,
they’re responsible
for the
additional cost.
“Many people
also don’t realize
is that if a tree
falls and damages
a fence, the
owner of the
property where
the tree is located
is responsible for
the fence
repairs.”
Under the
Public Lands Act,
all water in
Alberta is owned
by the Crown,
even if it is
located on private
land.
“A landowner
may use the
water for livestock,
but should
keep in mind the
obligation to prevent
animals
from straying
under the Stray
Animals Act,”
says Schuurman.
“Fencing near
water has to
strike the balance
of confining
the livestock and
not violating the
federal
Navigation
Protect Act,
which stipulates
that ‘works’
(including fences)
cannot be constructed
in a water body.”
Under the Surveys Act, surveys can
be helpful if there is a dispute over the
location of a fence.
“Some older fences can be off the
property lines due to old technologies
for surveying, or a desire to avoid bush
or treed areas,” explains Schuurman.
Alberta Agriculture and Forestry’s
inspection and investigation unit
addresses compliance issues and
resolves disputes regarding the Line
Fence Act and can be contacted
directly at 403-755-1474.
The Line Fence Act also provides
the option of pursuing a resolution
through arbitration, which is faster
than the courts and produces a
binding decision.
KEEPING TRACK IN A CHANGING MARKETPLACE
AFREA has been busy keeping up with developments in the electricity sector
and advocating on behalf of our member REAs. Listed below with a summary
description, are a few of the items we have been working on and information
about the regulatory bodies we interact with when we represent you.
1. The Market Surveillance Administrator is reviewing the Regulated Rate
Option at Alberta Energy’s request. On June 1, 2017, the Regulated Rate
Option was capped at $0.068/kWh through passage of Bill 16 in the Legislative
Assembly. The AFREA continues to provide feedback on this change
and is working closely with the MSA.
2. FortisAlberta Inc. has applied for an order from the Alberta Utilities Commission
to: a) confirm its service areas on land annexed by municipalities,
and b) compel REAs to turn over wires, substations, and their corresponding
members. AUC Proceeding 22164 is ongoing. It directly involves three
REAs that are AFREA members. The AFREA is representing its members
and one additional REA in disputing this application. We have engaged
legal counsel and technical consulting expertise to assist us.
3. The Alberta Utilities Commission (AUC) is tasked with investigating distribution-connected
generation. Proceeding 22534 involves how renewable
(solar, wind, hydro) and alternative energy sources could be expanded in
Alberta to produce electricity close to power users. The AFREA is participating
as a key stakeholder in this proceeding, at the request of the AUC.
4. In June 2017, the AUC approved changes to Rule 024: Rules Respecting
Micro-Generation. The AFREA has represented our members’interests in
this Consultation. The Rule changes were effective July 4, 2017.
After 75 years in the business, the environment has likely never been more
complex than it is now. Even in these far-reaching scenarios, we have not
mentioned all the agencies involved in running Alberta’s electricity industry.
While we ask for member input into these cases, we recognize it’s a zoo—not
just technical detail, but of too many acronyms and players to keep track of.
But it is possible. Here’s a list of “who’s who” to detangle it for you.
Thank you to our member REAs for representing their members and the
unique nature of their REA when providing input. It will continue to be needed!
Please keep reading your E-News for updates in these matters.
You can influence the future of all REAs by staying engaged in this way.
KEY ELECTRICITY PLAYERS IN ALBERTA
Alberta Utilities Commission (AUC): Our principal regulator—the AUC operates
with many of the same powers as a court of law.
Alberta Electric System Operator (AESO): The AESO operates the provincial
power grid 24/7 by dispatching the power sold by generators.
Balancing Pool: The Balancing Pool is an independent corporation created to
market power from older generation contracts that were unsold after the electricity
market was deregulated.
Market Surveillance Administrator (MSA): The MSA monitors the wholesale
electricity, retail electricity, and natural gas markets investigating issues that
come to its attention through surveillance or complaints.
Utilities Consumer Advocate (UCA): The UCA represents, informs, and educates
consumers on electricity (utility) matters.
