Stormwater vote finally here<br />

Five years ago, the<br />

Village of Wilmette<br />

began discussing<br />

options for a stormwater<br />

action plan. Countless<br />

hours of work, research<br />

and public outreach will finally<br />

come down to a vote<br />

7 p.m. Tuesday, April 17,<br />

at a special Village Board<br />

Meeting at Village Hall.<br />

The Village Board will<br />

decide between the following<br />

three plans:<br />

1) Sewer expansion<br />

• 44,000 feet of new<br />

storm sewer<br />

letters<br />

25 percent losses). Street<br />

drainage would meet IDOT<br />

standards. Green infrastructure<br />

(like bioswales<br />

or permeable pavers) could<br />

be easily incorporated. And<br />

residents would experience<br />

less stress and fewer health<br />

issues caused by flooding,<br />

mold, and lost work<br />

time. Unlike storage tank<br />

solutions, Option 1 would<br />

reduce flood duration for<br />

more intense storms, which<br />

is critical for homes relying<br />

on sump pumps and battery<br />

backups during power outages.<br />

What about the costs?<br />

Engineers estimate Option<br />

1 would cost $80M-$95M,<br />

including a 20 percent<br />

• 95 percent reduction<br />

in vulnerable structures<br />

(approx. 295 homes protected)<br />

in significant rain<br />

events<br />

• 97 percent reduction<br />

in vulnerable properties<br />

(approx. 1,226 properties<br />

protected) in significant<br />

rain events<br />

• Estimated cost in 2017<br />

dollars: $80-$95 million<br />

• Projected construction<br />

inflation cost: Up to $108<br />

million<br />

2) Sewer expansion/<br />

stormwater storage<br />

hybrid<br />

• 29,000 feet of new<br />

storm sewer and 10-12<br />

acre-feet of storage under<br />

Thornwood Park<br />

• 81 percent reduction<br />

in vulnerable structures<br />

(approx. 253 homes protected)<br />

in significant rain<br />

events<br />

• 79 percent reduction<br />

contingency fee. The village<br />

rightly emphasizes<br />

the maximum expense. But<br />

context is important.<br />

For example, to pay for<br />

Option 1 using local sewer<br />

fees and 30-year bonds,<br />

sewer fees would ramp<br />

up sharply, then level off,<br />

before dropping back in<br />

2050, as debt is retired. The<br />

maximum yearly increase<br />

($105) would occur the<br />

first year. Most years, residents<br />

would see no change,<br />

or less than a $6 increase on<br />

a quarterly bill.<br />

As explained by a village<br />

financial presentation,<br />

even the highest sewer fees<br />

would be a small portion<br />

of the overall village bill.<br />

One reason is sound financial<br />

management. The village<br />

continuously allocates<br />

sewer fees to fund sewer<br />

improvements. As old debt<br />

in vulnerable properties<br />

(approx. 997 properties<br />

protected) in significant<br />

rain events<br />

• Estimated cost in 2017<br />

dollars: $70-$80 million<br />

• Projected construction<br />

inflation cost: Up to $91<br />

million<br />

3) Stormwater storage<br />

• Stormwater storage<br />

under Thornwood, Hibbard<br />

Park and Centennial parks<br />

• 71 percent reduction<br />

in vulnerable structures<br />

(approx. 220 homes protected)<br />

in significant rain<br />

events<br />

• 67 percent reduction<br />

in vulnerable properties<br />

(approx. 855 properties<br />

protected) in significant<br />

rain events<br />

• Estimated cost in 2017<br />

dollars: $48-55 million<br />

• Projected construction<br />

inflation cost: Up to $60<br />

million<br />

is retired, new debt can be<br />

“layered in.”<br />

And a mid-range budget<br />

is possible for Option 1,<br />

with savings of 5-10 percent,<br />

using a smart design/<br />

bid process, supplemental<br />

grants, and coordination<br />

with road reconstruction<br />

or water main replacement.<br />

There’s also community<br />

support for stormwater<br />

utility fees, linked to the<br />

percentage of permeable<br />

ground on each property,<br />

which would be a fair way<br />

to encourage good stormwater<br />

management.<br />

For westsiders struggling<br />

with flooding, help is long<br />

past due. Option 1 is the<br />

best way to finish upgrading<br />

the entire village to the<br />

same standard storm protection.<br />
