at <strong>April</strong> 20 luncheon<br />
Dear <strong>Mid</strong>-<strong>Valley</strong> Members,<br />
I want to send out a big “Thank You”<br />
to all of you who made our March Luncheon<br />
meeting, and to our guest speaker,<br />
Christine Reed. We so appreciate her<br />
taking the time and travel to share her<br />
knowledge and expertise with us, and<br />
providing the necessary training for our annual “Fair <strong>Claims</strong> Settlement<br />
Practices Act” regulations certification.<br />
As always, Christine brought great energy and levity along with<br />
the valuable insight and information she provides.<br />
We conducted a brief election of officers to carry us through <strong>2018</strong><br />
at the March meeting, as well. I am very pleased to announce the<br />
additions of Vice President Bryan Harrison, and new Secretary,<br />
Liza Wisecarver, to our executive staff. These two fine folks have<br />
agreed to join Treasurer Staci Moreno and myself to lead this<br />
organization through the coming year.<br />
We are still looking to fill out the rest of the board, as well. Please<br />
let one of us know should you be interested in potentially serving.<br />
I am so pleased that Mr. Ulises Castellon is available and able<br />
to not just present at our <strong>April</strong> 20th luncheon, but has agreed to<br />
provide us with a one-hour Continuing Education approved course<br />
on “Ethics and the <strong>Claims</strong> Adjuster”! I encourage each of you to<br />
invite a colleague, client/industry professional who may benefit<br />
from this course.<br />
We will begin with check-in as early as 11:30 am, with lunch running<br />
roughly noon to 1pm. The educational program will continue<br />
to its completion for all those who are able to stay beyond 1:00.<br />
Our association survives, and thrives, only through our members<br />
participation. We encourage not only your attendance, but your<br />
suggestions, feedback, and as much involvement as you are willing<br />
and able to give.<br />
Our members are what make this organization. I appreciate each<br />

The <strong>Mid</strong>-<strong>Valley</strong> <strong>Claims</strong> <strong>Association</strong> welcomed returning<br />
guest speaker, Christine Reed, of Low Ball & Lynch, with<br />
the annual Fair <strong>Claims</strong> Settlement Practices Act Recertification<br />
luncheon seminar March 16, <strong>2018</strong>.<br />
Ms. Reed, partner from the Carmel Law offices of Low<br />
Ball & Lynch, conducted the annual recertification of the<br />
California DOI’s “Fair <strong>Claims</strong> Settlement Practices Act”<br />
regulations.<br />
Ms. Reed emphasized the importance of being be sure, as<br />
claims professionals, you always<br />
document every detail,<br />
and maintain communications<br />
with an insured.<br />
California Insurance Code<br />
790.03 (h) sets forth sixteen<br />
claims settlement practices<br />
that are deemed to be unfair,<br />
and thus prohibited, when an<br />
insured either “knowingly<br />
committed” them on a single<br />
occasion, or committed them with such a<br />
frequency so as to make them a part of a<br />
general business practice.<br />
She detailed numerous mandates, and<br />
stressed the importance of meeting time<br />
lines.<br />
“You must acknowledge notice of claim,<br />
and maintain communications throughout<br />
the claims investigation process,” she<br />
explained.<br />
Numerous questions and discussion with the claims people<br />
in the crowd followed, and all those in need received their<br />
certificate of completion.<br />

Ulises Castellon, CPCU, RPA has worked as a claims<br />
professional for over thirty five years. In 1996, he associated<br />
with Fire Cause Analysis, a premier forensic<br />
investigation and engineering firm, and is currently<br />
Chief Operating Officer. He is also the principal of a<br />
consulting business, serving clients as an insurance<br />
consultant and expert witness in claims handling and<br />
coverage matters.<br />
Ulises regularly teaches courses on issues ranging<br />
from Arson and Fraud Investigation to Fair <strong>Claims</strong><br />
Practices. He has presented at various statewide &<br />
national organizations on numerous occasions and<br />
will be presenting “Bad Faith Nightmares - Trends &<br />
Themes” at the <strong>2018</strong> CPCU Society’s Annual Conference<br />
in San Diego.<br />
Ulises is also a co-author of Scientific Evidence and<br />
Expert Testimony, Chapter 6 - Origin and Cause of<br />
Fire. He is bilingual and has acted as a media spokesperson<br />
for local news and information programs,<br />
including Spanish-speaking television.<br />
Ulises earned his Chartered Property Casualty Underwriter<br />
(CPCU) designation in 1989 and is a past<br />
president of the Sacramento <strong>Valley</strong> Chapter.<br />

Spring is in the air, and golf<br />
tournaments on the near horizon!<br />

<strong>April</strong> showers, and all that. Spring is in the air, and<br />
golf tournaments on the near horizon!<br />
Even before tee-off time, our affiliate associations have<br />
some strong luncheon programs in the month of <strong>April</strong>.<br />
East Bay <strong>Claims</strong> <strong>Association</strong> kicked things off with<br />
returning guest speaker, the popular Vinh Pham, of<br />
Envirocheck. Mr. Pham brought clarity in discussing<br />
Asbestos Contamination Assessments at the <strong>April</strong> 11th<br />
EBCA luncheon meeting, at Zio Fraedo’s in Pleasant Hill. He provided<br />
quality information and an enlightened perspective.<br />
EBCA also just announced their 17th annual Golf Tournament, to be held<br />
Friday, July 27, <strong>2018</strong>. It’s an ‘80s Theme, back at Eagle Vines Golf Club in<br />

Sacramento <strong>Claims</strong> hosted their first regular luncheon meeting for <strong>2018</strong>,<br />
Thursday, <strong>April</strong> 12th. Featured special guest speaker was Mr. Peter Meza,<br />
from the California Department of Insurance. Mr. Meza addressed some of<br />
