Forestburg council
learned at their regular
April 10 council meeting
that Municipal Affairs has
chosen Hardisty to participate
in a Municipal
Accountability Program
(MAP) review.
Municipalities with a population
of 5,000 or fewer will
participate in the program.
A municipal accountability
advisor will do an
onsite visit and review
municipal documents,
observe a council meeting
and discuss policies and procedures
with the Chief
Administrative Officer
(CAO)
There is no cost for participating
in the MAP review
and it will provide municipalities
with a better
Coronation town council
understanding of mandatory
legislative
requirements.
Cemetery Columbaria
A new columbarium is
needed, and council will
request $16,776 from the
Sirko Trust Fund to be
granted to the Hardisty
Cemetery for the erection of
a new one.
When Joseph Sirko
passed away in 1986 a trust
fund was started. Since then
money from the fund has
been used for care and
maintenance of the Sirko
family plots, continuous
maintenance of the cemetery
as well as providing
funds for the Hardisty
Community Hall.
Turn to Fire, Pg 3
Generators considered for three buildings in emergencies
CAO Kulyk has been gathering
quotes on the cost of installing generator
switches to the Community Hall,
Lions Rec Centre and the Town Office.
Research is also being done on the
cost of purchasing standby diesel generators
for all sites.
The total cost for the switches and
generators would be approximately
$100,000.
CAO Kulyk will be acquiring information
on grants that may help
contribute financially to the project.
Feral cats
Six calls dealing with cats were handled
by Bylaw Enforcement Officer
Sheri Wuzinski in the month of March
and this lead to the discussion whether
Coronation was doing all they could to
help. Council wondered if it is just one
problem cat or is there in fact many
feral cats in the area.
Most of the councillors have encountered
feral cats and are aware that
some concerned, soft hearted residents
are feeding the cats and providing
them with warm shelter over the
winter months.
The town provides skunk traps so
that residents can humanely trap cats
that are being a nuisance on their
property but then it is the responsibility
of the person to deal with the cat
once it has been trapped. Decisions
then must be made of what to do with
the cat.
“Is there a rescue place we can invite
in to get some of these cats?” queried
Councillor Vickey Horkoff.
Chief Administrative Officer(CAO)
Sandra Kulyk said she will ask
Wuzinski if she has any ideas of societies
that would be willing to help and
Coun. Horkoff will investigate as well.
Decrease in property crime
Cont’d from Pg 1
Council has agreed to rent them the
vacant lot at 4502 Railway Avenue for
the sum of $500 with the stipulation
they keep the storage area clean, keep
the roads free of mud and repair any
ruts they may make.
RCMP policing priorities
Sgt. Darcy McGunigal from the
Coronation RCMP detachment presented
council with the policing
priorities report for 2017/2018 and gave
an outlook on what the priorities will
be for 2018/2019.
The RCMP are part of a Federal
Agency, so the new year began April 1.
The priorities for the past year have
been traffic safety, property crime
reduction and substance abuse.
In January, February and March of
2018 there were 125 traffic violations
handed out with the year-end total
being 406.
This compares to 281 violations
being handed out in the 2016/2017 year.
The RCMP are continuing to see a
decrease in property crime.
There were 10 incidents in the past
three months.
In the 2016/2017 year there were 132
breaks and enters and thefts and 88 in
the 2017/2018 year.
McGunigal was pleased to inform
council that he is optimistic that construction
will begin on the new
detachment within a year and a realistic
expectation would be that the
RCMP will be operating out of the
building within two to three years.
Castor Council
Awaiting engineers
Emily Wheller
ECA Review
The Castor town council received a
Castor and District Museum update
from representatives Greg Laverty,
Ray Marquart and John Wright
during a regular meeting on April 9.
The representatives shared that the
society is currently waiting for an
engineer report on the two-storey
train house. This report will determine
what condition the building is in
and what type of work will need to be
completed.
“We have always had a good working
relationship with the town,” spoke
Museum secretary, John Wright.
The museum has been actively
fundraising for the Freight Shed
rebuild. Recently members have discovered
some issues with the original
two-storey structure and had an engineer
investigate. The representatives
declined to comment further until the
report is received.
The Castor and District Museum
currently have $177,000 and are
expecting 2018 casino funds. The projected
is estimated to cost $226,000,
although this figure could change once
the report is received.
Stay awake and stay alive
Distracted driving is an everincreasing
problem on Canadian
roads.
With extra attention being
focused on the use of cellphones
behind the wheel, one distraction
has managed to
comfortably slide
beneath our
radar: fatigue.
While most
people believe
that driving tired
is relatively
harmless, statistics
show that a lot of
the behaviours
exhibited by drunk
drivers are the
same as those displayed
by
motorists
who don’t
sleep
enough,
yet still get
Studies have shown that
drivers who stay awake for
just 17 hours straight exhibit
the same driving mistakes as
someone with a BAC of 0.05%.
behind the wheel.
Surveys have shown that an
alarming proportion of drivers
admit to having fallen asleep at the
wheel at least once in their driving
careers.
In a 2007 survey done by the
Traffic Injury Research Foundation,
14.5% of participants revealed that
they had fallen asleep at the wheel
at least once in the last year.
Drivers who were awake for 21
consecutive hours showed the
same mistakes as someone
with a BAC of 0.08%.
It’s important to
make sure that you
get enough sleep
before you get into
the driver’s seat of
your car.
If you don’t, you’re
a danger to
not only yourself
but also
those in your
car and
others on the
road.
So
remember, cellphones aren’t
your only distraction next
time you find yourself out
on the road. Stay awake and
stay alert.
Ference’s honoured as Alberta’s
Outstanding Young Farmers
More than 60 people gathered to
honour fourth generation farmers
Craig and Jinel Ference of Double F
Farms located at Kirriemuir, Ab. as
Alberta’s Outstanding Young Farmers
for 2018.
The winners were announced at the
Alberta regional event held in Olds,
Ab. on Feb. 9.
After receiving university degrees,
in Ag-business for Craig and Education
for Jinel, they returned to take on the
responsibilities of full-time farming in
2004 and today crop 10,000 acres,
manage an 8000 head feedlot and 4000
mother cows, as well as a number of
custom farming contracts.
Their goal today continues to be one
of creating a diverse business that
involves many agriculture sectors.
Craig and his wife, Jinel who was
born near Stavely, Ab. have three children,
Maddie (8), Nate (6) and Macy (3).
Craig has always worked alongside
his parents who have been very supportive
of growth and expansion.
“We feel very privileged to live in a
yard with three generations and work
together,” said Jinel.
As caretakers of the land, Craig and
Jinel focus on improving the land for
future generations by increasing
organic matter from one to four
percent.
New technology in product and
equipment advancements continues to
bring change to their farming techniques
both in Alberta and their new
expanded operation in Biggar, Sk.
The property was purchased in 1999.
Land prices were good and it is a productive
area.
“We seeded the land to grass and
installed a water system. The purchase
was made to increase our
summer pasture and to ensure there
was less drought risk by having cattle
in multiple places,” said Jinel in an
Craig and Jinel Ference of Double F Farms
located at Kirriermuir, Ab. are Alberta’s
Outstanding Young Farmers of 2018. The
honour was announced at the Alberta
regional event held in Olds, Ab. on Feb. 9.
Ference’s will now ready themselves for
the National Competition in Winnipeg in
November, 2018. ECA Review/Submitted
email to the ECA Review.
Labour was a struggle when Craig
first returned home and had dreams of
growing the business. You must have
great employees in order to operate a
sizeable mixed farm.
The majority of their employees are
from Ukraine, South Africa, Sweden
and Ireland.
“Some are seasonal and others have
come to Canada with dreams of
becoming residents and working
towards their citizenship.”
The Alberta Region of Canada’s
Outstanding Young Farmers Program
honoured two other nominees, couples,
Craig and Celeste Christensen of
Parflesh Farms, Standard, Ab. and
Roelof and Mary VanBenthem,
VanBenthem Dairy, Red Deer County,
Ab. at their 2018 Regional Event.
All three nominee couples had different
and innovative operations.
The alumni will be working with the
Ferences to help them prepare for the
national event.
Celebrating 38 years, Canada’s
Outstanding Young Farmers’ program
is an annual competition to recognize
farmers that exemplify excellence in
their profession and promote the tremendous
contribution of agriculture.
Open to participants 18 to 39 years of
age, making the majority of income
from on-farm sources, participants are
selected from seven regions across
Canada, with two national winners
chosen each year.
Canada’s Outstanding Young
Limited
On The Other Hand
Bigger than a pipeline
by B.P. Schimke
Let’s start with the facts. The
December 2016, Canada Framework on
Clean Growth and Climate Change
between the federal government and
provinces led to a price on carbon in
Alberta but had a number of other
provisions.
It allowed Alberta to increase oil
sands emissions to 47.5 per cent above
2014 levels. It excluded greenhouse gas
(GHG) emissions for all new upgrading
facilities or co-generation plants that
use steam for both electricity and
extracting bitumen.
Negative for this region was the
trade-off to shutter coal-fired power
plants, but it did include the federal
government’s commitment to the
Trans Mountain pipeline expansion.
Taken in totality, it might be surprising
that an NDP government in
Alberta and a Liberal government in
Ottawa, both who believe in climate
change and it’s impending dangers,
would sign such an agreement.
What it did confirm was that these
two governments know the importance
of long-term strategies rather
than ideology and short-term poll
bumps.
The move to a low carbon economy
doesn’t happen overnight. Slamming
the brakes on Alberta’s oil production
would be as catastrophic as not taking
climate change seriously.
Former Premier Kristi Clark of
British Columbia can take lots of credit
for this current mess. Her party’s flagrant
use of loopholes to secure large
corporate donations, numerous ethical
scandals and disregard for the legislature
caused many political moderates
to vote NDP.
Unfortunately for Alberta and
Canada, a NDP win in B.C. couldn’t
have come at a worse time.
Former Prime Minister Harper is
also to blame because of his war on
science.
In Bill C-38, the 2012 omnibus budget
bill, Harper stealthily dismantled regulatory
oversight and regulations
pertaining to Canada’s water bodies
and waterways and shut down many
monitoring stations including those on
the West Coast.
The intention was to smooth the way
for the construction of the Northern
Gateway pipeline.
Not surprisingly such draconian
actions led to the demise of that pipeline
and a majority victory by the
then-third-place Liberal party.
I was the Executive Secretary to the
Vice President of Finance of Syncrude
when one of its six partners, Arco,
pulled out and the entire project was
threatened.
It took equity investments by the
Federal, Ontario and Alberta governments
to save the project and we know
how well that turned out economically.
Kinder Morgan is playing the same
card today. They want risk sharing
with governments because the NDP
Premier in B.C., single-focus environmentalists
and some First Nations (43
First Nations signed benefit agreements
with Kinder Morgan to date) are
threatening Kinder Morgan’s ability to
seek debt financing and shareholder
support.
Call me a socialist, but I see the only
option today is governments assuming
much of the risk for the Trans
Mountain pipeline.
But it’s imperative that the coastal
First Nations be given a powerful decision
making voice at the table for all
regulations and enforcement relating
to water safety, mitigation, clean-up,
remedial action, fines and
compensation.
This is a tale of the federal government
and our provincial government
being pragmatic and offending many
in their respective parties.
Tough decisions, not ideology, must
rule the day for the good of the
country.
Trudeau has no short-term advantage
for fighting B.C. as there are many
Liberal seats to be lost in the next
election.
From a partisan point of view, he
has even fewer reasons to support
Alberta where much of the population
would rather die than vote Liberal or
Trudeau.
But true leaders, such as Notley and
Trudeau, play the long-game for the
aggregate good of their province or
country knowing full well there is
always trade-offs and their political
base can’t always be the winners!
Request tax rebate
Cont’d from Pg 2
Town foreman, Arjan Van Hienen,
had previously investigated the location
and understands the request as
there are many overhead lines.
Van Hienen placed stipulations the
resident must follow. These include
the line must be ran through a conduit,
must be under any existing town
lines by two feet, and the line is to be
clearly marked above ground.
Chief Administrative Officer (CAO),
Sandi Jackson, suggested a policy be
put in place for future requests of this
nature.
Re-Development Incentive bylaw
Council passed a Re-Development
Incentive bylaw, where old and low
value residential and commercial
properties are replaced with new
developments, property owners can
submit a written letter of application
requesting the tax rebate.
The rebate shall be applied to the
municipal portion of the annual tax
levy only and will be granted for three
tax years following the completion of
construction.
Previously, the town had a similar
program in place.
ECA Review/D.Nadeau
Time to get off the pot!
by Herman Schwenk
I told yah! In a recent column, I
wrote that Trudeau was stalling for
time, just hoping that the pipeline
problem would go away.
Steve Kean from Kinder Morgan has
finally had enough of the stalling from
the Alberta NDP, the Federal Liberals
and the obstruction from the BC NDP
governments.
On Sunday April 8, they delivered an
ultimatum.
They would spend no more money
on the project for now, and the governments
had until May 31st to give the
company a clear go-ahead to start construction,
or they will abandon the
project.
This is exactly what BC wanted, but
the ball is clearly in Trudeau and
Notley’s court now.
They are being forced to ‘get off the
pot’.
Neither of these two really wanted
the pipeline to be constructed because
it goes against their basic climate
change policy.
Trudeau and his progressive government
have made very little progress in
getting pipeline construction
underway.
I think he thought he could get away
with killing the project with a slow
death like he did with the Energy East
Pipeline, however, he thought he could
stall it with his the pipeline will get
built statements until after the next
election which he was confident he
could win.
He did not anticipate the ultimatum.
The pipeline must get built now or
he will pay a political price.
If this pipeline goes the way of the
Dodo bird like the Energy East pipeline
did his government will be
portrayed as a do-nothing
government.
The Kinder Morgan ultimatum has
also created a political problem for
Rachel Notley.
All of her tough talk is now meaningless
because now she has to follow
through with some real action.
She now has only six weeks to come
up with something drastic enough to
force Premier John Horgan and his
green sidekick to back down.
She made a tactical error when she
withdrew a ban on wine being
imported from BC.
She thought that when Horgan
changed his tactics and took the issue
to court she had won.
Well all that accomplished was to
encourage the protesters.
She should have told him that the
wine ban would stay in place until construction
of the pipeline was
underway.
In fact, what she should have done
since his taking the issue to court was
frivolous, was impose more economic
sanctions on him which is what she
will be forced to do now if she really
wants the pipeline to be built.
The pipeline is her only hope of
resurrection.
I don’t think she will win an election
anyway but getting the pipeline built
would be a legacy for her.
I really don’t understand what is so
difficult for Trudeau and his do
nothing government to get pipeline
construction underway anyway.
It has received regulatory approval
and the government did give it federal
approval as it is in the national
interest.
BC may not like it, but BC has no
constitutional authority to block it. We
cannot have national decisions decided
by protesters.
If Trudeau would exercise some
authority instead of acting in front of a
camera I think he could have already
had pipeline construction underway.
He should simply tell Kinder
Morgan to start construction and
guarantee that the government would
make sure that there would be no
obstruction from protesters etc.
Rather than taking the RCMP away
from their responsibilities, use the
army.
That would be a far more useful
place for them to keep peace than
sending them over to Mali where some
of them would probably face certain
death.
Tasking the army to protect construction
workers would have more
political support and cost less money
than sending them on a lost cause to a
dangerous area in Africa.
Loved nothing more than a good story
Gordon Alexander Boyd passed
Born on the family farm to Frank
was the oldest of eight children.
At 13 years of age, Gordon rode his
first cattle roundup with his dad and
later rode the fall cattle roundups at
the community pasture for 15 years.

One day he rode past Majorville
School leading a team of horses, not
knowing that his future wife was
looking out the window watching the
handsome cowboy.
On March 14, 1953, Gordon married
Dorothy Elizabeth Winch and that love
was the beginning of 65 years together.
Gordon farmed for many years,
He shared that education is a focus
Fire Chief Mohl shared that there
most of the calls were traffic related
obituary
Shared love and life
with all who knew her
Elsina Alberta Strome was born on
Oct. 16, 1926, in Castor, Ab. to parents
Pearl and Milton Strome.
She was the sixth child in a family of
14 that lived on a farm north of Castor.
What a great place to
grow up.
She also had older sisters
and brothers who
looked after her and
younger brothers and
sisters to enjoy and have
fun with.
Elsina was always a
happy, cheerful girl with
lots of energy and so
ready to join in work and
play.
Being the oldest of four girls in a
row, she was always a very good leader
for the younger ones.
Elsina took Grades 1 to 9 in a small
country school and Grade 10 by
correspondence.
She loved birds and knew where all
their nests were.
She also knew the wild flowers by
name and where they grew.
As a young girl, she learned to swim
and ski down the hills on the farm.
Elsina loved books and could spend
many hours in them reading,
colouring and sketching.
Elsina painted beautiful oil and
acrylic pictures and enjoyed sketching
people and writing stories.
After her school years, Elsina was
employed in various homes.
If a Mom was sick and needed help
with the children or a new baby
arrived, she would help look after the
older kids.
She would help the neighbour ladies
cook for the crews at threshing time.
She worked in homes in Vancouver,
Edmonton, Calgary, Red Deer and
many smaller places in between.
She was loved by the children in
these homes.
Her nieces and nephews adored her
and kept in touch throughout the
years.
Elsina worked for several years at
the Paintearth Lodge while helping
Mom with her garden and housework.
She stayed on in Mom’s house for
many years, eventually moving into
the Manor and then into the Lodge.
She liked playing games with her
family.
Though they would tease her lots,
she always had a quick and ready
answer for them.
Elsina was a constant companion
with Dan and Dora and shared her
love and life with all who knew her.
What wonderful memories she
leaves us all.
Elsina will be forever loved and
remembered by her sisters Hazel
Annett, Dora Morasch, Vi Collins, Bea
(Vic) Tschritter and Ruby (Dave)
Lopetinsky; as well as brothers Ernie
and Danny (Elda); sisters-in-law Joyce
Strome and Brenda; numerous nieces,
nephews, cousins and a host of many
friends.
Elsina was predeceased
by her
parents Milton
and Pearl Strome;
Her true devotion was to her family and home
Kaster - Alva Ruth Pearl Kaster (nee
Viste), surrounded by her loving
family, passed away peacefully in the
Hanna Hospital, March 31, 2018.
Born in Hanna on October 2, 1936, to
Manley and Pearl Viste, the fifth of
eight children. Alva is predeceased by
her parents, infant sister, Ella Mae,
brother, Calton Viste, sister
and brother-in-law Carol and
Lou Lohrman, and sister-inlaw
Freda Viste.
Alva is survived by her husband,
John Kaster, daughters:
Jackie-Lynn Kaster, Dawna
(Allan) LaRiviere, Shannon
(Bill) Johnson, Janice (Jason)
Swan, and seven grandchildren:
Taylor and Andrew
LaRiviere; Alexander, Owen, Kaster
and Keaton Johnson and
Isabella and Derek Swan. She
is also survived by brothers Walter
Viste, Dwight (Dorothy) Viste, Stanley
(Shirley) Viste, her sister, Gene (Gary)
Burns, and many nieces and nephews.
Alva enjoyed an active life and preferred
spending time outdoors
gardening, walking, golfing, playing
softball, and riding
her bike. In the
winter months,
she loved to skate
and curl, however,
her true devotion
was to her family
and home. She
dedicated abundant
time to her
hobbies including
crocheting, oil
painting, baking,
cleaning,
mending, taking
care of her yard,
and singing in
choirs to name a
few. She also loved
to dance and play
cards. Closest to
her heart were her
grandchildren,
and time spent
with them was
treasured and
precious.
She worked as a
Nursing Aide
before raising her
children, and later
was employed at a
daycare, all of
which were a natural
fit for her
loving and caring
nature. She had an
impressive work
ethic and put one
hundred percent
into everything
she did. She was a
long time member
of the Hanna
Kinette Club/K40s
and the Hanna
Redeemer
Lutheran Church
where she especially
enjoyed
singing hymns.
Alva bravely battled
cancer for six
months and leaves
in her passing, a
lifetime of service
to family, friends,
and community.
Alva, along with
her family, greatly
appreciate the
wonderful care
she received from
the staff of Unit 42
at the Foothills
Hospital in
Calgary, and especially
Dr. Hanna,
and the kind and
supportive staff at the Hanna Hospital.
The Kaster family acknowledge and
thank their relatives, friends, the local
community and churches for their support
through visits, cards, food,
flowers and prayers. The kindness
shown is overwhelming and greatly
appreciated. The family would like to
thank Pastor Colin Millang
for his devoted support,
prayers, and humour which
helped the family navigate a
difficult journey.
Following the interment,
the funeral service will be
held Monday, April 23 at 1:00
p.m. at the Hanna Redeemer
