advisor will do an<br />
onsite visit and review<br />
municipal documents,<br />
observe a council meeting<br />
and discuss policies and procedures<br />
with the Chief<br />
Administrative Officer<br />
(CAO)<br />
There is no cost for participating<br />
in the MAP review<br />
and it will provide municipalities<br />
with a better<br />

Cemetery Columbaria<br />
A new columbarium is<br />
needed, and council will<br />
request $16,776 from the<br />
Sirko Trust Fund to be<br />
granted to the Hardisty<br />
Cemetery for the erection of<br />
a new one.<br />
When Joseph Sirko<br />
passed away in 1986 a trust<br />
fund was started. Since then<br />
money from the fund has<br />
been used for care and<br />
maintenance of the Sirko<br />
family plots, continuous<br />
maintenance of the cemetery<br />
as well as providing<br />
funds for the Hardisty<br />
Community Hall.<br />

Generators considered for three buildings in emergencies<br />
CAO Kulyk has been gathering<br />
quotes on the cost of installing generator<br />
switches to the Community Hall,<br />
Lions Rec Centre and the Town Office.<br />
Research is also being done on the<br />
cost of purchasing standby diesel generators<br />
for all sites.<br />
The total cost for the switches and<br />
generators would be approximately<br />
$100,000.<br />
CAO Kulyk will be acquiring information<br />
on grants that may help<br />
contribute financially to the project.<br />
Feral cats<br />
Six calls dealing with cats were handled<br />
by Bylaw Enforcement Officer<br />
Sheri Wuzinski in the month of March<br />
and this lead to the discussion whether<br />
Coronation was doing all they could to<br />
help. Council wondered if it is just one<br />
problem cat or is there in fact many<br />
feral cats in the area.<br />
Most of the councillors have encountered<br />
feral cats and are aware that<br />
some concerned, soft hearted residents<br />
are feeding the cats and providing<br />
them with warm shelter over the<br />
winter months.<br />
The town provides skunk traps so<br />
that residents can humanely trap cats<br />
that are being a nuisance on their<br />
property but then it is the responsibility<br />
of the person to deal with the cat<br />
once it has been trapped. Decisions<br />
then must be made of what to do with<br />
the cat.<br />
“Is there a rescue place we can invite<br />
in to get some of these cats?” queried<br />
Councillor Vickey Horkoff.<br />

Wuzinski if she has any ideas of societies<br />
that would be willing to help and<br />
Coun. Horkoff will investigate as well.<br />

Council has agreed to rent them the<br />
vacant lot at 4502 Railway Avenue for<br />
the sum of $500 with the stipulation<br />
they keep the storage area clean, keep<br />
the roads free of mud and repair any<br />
ruts they may make.<br />
RCMP policing priorities<br />
Sgt. Darcy McGunigal from the<br />
Coronation RCMP detachment presented<br />
council with the policing<br />
priorities report for 20<strong>17</strong>/<strong>2018</strong> and gave<br />
an outlook on what the priorities will<br />
be for <strong>2018</strong>/2019.<br />
The RCMP are part of a Federal<br />
Agency, so the new year began April 1.<br />
The priorities for the past year have<br />
been traffic safety, property crime<br />
reduction and substance abuse.<br />
In January, February and March of<br />
<strong>2018</strong> there were 125 traffic violations<br />
handed out with the year-end total<br />
being 406.<br />
This compares to 281 violations<br />
being handed out in the 2016/20<strong>17</strong> year.<br />
The RCMP are continuing to see a<br />
decrease in property crime.<br />
There were 10 incidents in the past<br />
three months.<br />
In the 2016/20<strong>17</strong> year there were 132<br />
breaks and enters and thefts and 88 in<br />
the 20<strong>17</strong>/<strong>2018</strong> year.<br />
McGunigal was pleased to inform<br />
council that he is optimistic that construction<br />
will begin on the new<br />
detachment within a year and a realistic<br />
expectation would be that the<br />
RCMP will be operating out of the<br />
building within two to three years.<br />

The Castor town council received a<br />
Castor and District Museum update<br />
from representatives Greg Laverty,<br />
Ray Marquart and John Wright<br />
during a regular meeting on April 9.<br />
The representatives shared that the<br />
society is currently waiting for an<br />
engineer report on the two-storey<br />
train house. This report will determine<br />
what condition the building is in<br />
and what type of work will need to be<br />
completed.<br />
“We have always had a good working<br />
relationship with the town,” spoke<br />
Museum secretary, John Wright.<br />
The museum has been actively<br />
fundraising for the Freight Shed<br />
rebuild. Recently members have discovered<br />
some issues with the original<br />
two-storey structure and had an engineer<br />
investigate. The representatives<br />
declined to comment further until the<br />
report is received.<br />
The Castor and District Museum<br />
currently have $<strong>17</strong>7,000 and are<br />
expecting <strong>2018</strong> casino funds. The projected<br />
is estimated to cost $226,000,<br />
although this figure could change once<br />
the report is received.<br />

Stay awake and stay alive<br />
Distracted driving is an everincreasing<br />
problem on Canadian<br />
roads.<br />
With extra attention being<br />
focused on the use of cellphones<br />
behind the wheel, one distraction<br />
has managed to<br />
comfortably slide<br />
beneath our<br />
radar: fatigue.<br />
While most<br />
people believe<br />
that driving tired<br />
is relatively<br />
harmless, statistics<br />
show that a lot of<br />
the behaviours<br />
exhibited by drunk<br />
drivers are the<br />
same as those displayed<br />
by<br />
motorists<br />
who don’t<br />
sleep<br />
enough,<br />
yet still get<br />
Studies have shown that<br />
drivers who stay awake for<br />
just <strong>17</strong> hours straight exhibit<br />
the same driving mistakes as<br />
someone with a BAC of 0.05%.<br />

Surveys have shown that an<br />
alarming proportion of drivers<br />
admit to having fallen asleep at the<br />
wheel at least once in their driving<br />
careers.<br />
In a 2007 survey done by the<br />
Traffic Injury Research Foundation,<br />
14.5% of participants revealed that<br />
they had fallen asleep at the wheel<br />
at least once in the last year.<br />
Drivers who were awake for 21<br />
consecutive hours showed the<br />
same mistakes as someone<br />
with a BAC of 0.08%.<br />

before you get into<br />
the driver’s seat of<br />
your car.<br />
If you don’t, you’re<br />
a danger to<br />
not only yourself<br />
but also<br />
those in your<br />

your only distraction next<br />
time you find yourself out<br />

Ference’s honoured as Alberta’s<br />
Outstanding Young Farmers<br />
More than 60 people gathered to<br />
honour fourth generation farmers<br />
Craig and Jinel Ference of Double F<br />
Farms located at Kirriemuir, Ab. as<br />
Alberta’s Outstanding Young Farmers<br />
for <strong>2018</strong>.<br />
The winners were announced at the<br />
Alberta regional event held in Olds,<br />
Ab. on Feb. 9.<br />
After receiving university degrees,<br />
in Ag-business for Craig and Education<br />
for Jinel, they returned to take on the<br />
responsibilities of full-time farming in<br />
20<strong>04</strong> and today crop 10,000 acres,<br />
manage an 8000 head feedlot and 4000<br />
mother cows, as well as a number of<br />
custom farming contracts.<br />
Their goal today continues to be one<br />
of creating a diverse business that<br />
involves many agriculture sectors.<br />
Craig and his wife, Jinel who was<br />
born near Stavely, Ab. have three children,<br />
Maddie (8), Nate (6) and Macy (3).<br />
Craig has always worked alongside<br />
his parents who have been very supportive<br />
of growth and expansion.<br />
“We feel very privileged to live in a<br />
yard with three generations and work<br />
together,” said Jinel.<br />
As caretakers of the land, Craig and<br />
Jinel focus on improving the land for<br />
future generations by increasing<br />
organic matter from one to four<br />
percent.<br />
New technology in product and<br />
equipment advancements continues to<br />
bring change to their farming techniques<br />
both in Alberta and their new<br />
expanded operation in Biggar, Sk.<br />
The property was purchased in 1999.<br />
Land prices were good and it is a productive<br />
area.<br />
“We seeded the land to grass and<br />
installed a water system. The purchase<br />
was made to increase our<br />
summer pasture and to ensure there<br />
was less drought risk by having cattle<br />
in multiple places,” said Jinel in an<br />
Craig and Jinel Ference of Double F Farms<br />
located at Kirriermuir, Ab. are Alberta’s<br />
Outstanding Young Farmers of <strong>2018</strong>. The<br />
honour was announced at the Alberta<br />
regional event held in Olds, Ab. on Feb. 9.<br />
Ference’s will now ready themselves for<br />
the National Competition in Winnipeg in<br />

Labour was a struggle when Craig<br />
first returned home and had dreams of<br />
growing the business. You must have<br />
great employees in order to operate a<br />
sizeable mixed farm.<br />
The majority of their employees are<br />
from Ukraine, South Africa, Sweden<br />
and Ireland.<br />
“Some are seasonal and others have<br />
come to Canada with dreams of<br />
becoming residents and working<br />
towards their citizenship.”<br />
The Alberta Region of Canada’s<br />
Outstanding Young Farmers Program<br />
honoured two other nominees, couples,<br />
Craig and Celeste Christensen of<br />
Parflesh Farms, Standard, Ab. and<br />
Roelof and Mary VanBenthem,<br />
VanBenthem Dairy, Red Deer County,<br />
Ab. at their <strong>2018</strong> Regional Event.<br />
All three nominee couples had different<br />
and innovative operations.<br />
The alumni will be working with the<br />
Ferences to help them prepare for the<br />
national event.<br />
Celebrating 38 years, Canada’s<br />
Outstanding Young Farmers’ program<br />
is an annual competition to recognize<br />
farmers that exemplify excellence in<br />
their profession and promote the tremendous<br />
contribution of agriculture.<br />
Open to participants 18 to 39 years of<br />
age, making the majority of income<br />
from on-farm sources, participants are<br />
selected from seven regions across<br />
Canada, with two national winners<br />
chosen each year.<br />
Canada’s Outstanding Young<br />
Farmers for <strong>2018</strong> will be chosen at the<br />
National Event in Winnipeg, Mb. from<br />
Nov. 29 – Dec. 3, <strong>2018</strong>.<br />

On The Other Hand<br />
Bigger than a pipeline<br />

Let’s start with the facts. The<br />
December 2016, Canada Framework on<br />
Clean Growth and Climate Change<br />
between the federal government and<br />
provinces led to a price on carbon in<br />
Alberta but had a number of other<br />
provisions.<br />
It allowed Alberta to increase oil<br />
sands emissions to 47.5 per cent above<br />
2014 levels. It excluded greenhouse gas<br />
(GHG) emissions for all new upgrading<br />
facilities or co-generation plants that<br />
use steam for both electricity and<br />
extracting bitumen.<br />
Negative for this region was the<br />
trade-off to shutter coal-fired power<br />
plants, but it did include the federal<br />
government’s commitment to the<br />
Trans Mountain pipeline expansion.<br />
Taken in totality, it might be surprising<br />
that an NDP government in<br />
Alberta and a Liberal government in<br />
Ottawa, both who believe in climate<br />
change and it’s impending dangers,<br />
would sign such an agreement.<br />
What it did confirm was that these<br />
two governments know the importance<br />
of long-term strategies rather<br />
than ideology and short-term poll<br />
bumps.<br />
The move to a low carbon economy<br />
doesn’t happen overnight. Slamming<br />
the brakes on Alberta’s oil production<br />
would be as catastrophic as not taking<br />
climate change seriously.<br />
Former Premier Kristi Clark of<br />
British Columbia can take lots of credit<br />
for this current mess. Her party’s flagrant<br />
use of loopholes to secure large<br />
corporate donations, numerous ethical<br />
scandals and disregard for the legislature<br />
caused many political moderates<br />
to vote NDP.<br />
Unfortunately for Alberta and<br />
Canada, a NDP win in B.C. couldn’t<br />
have come at a worse time.<br />
Former Prime Minister Harper is<br />
also to blame because of his war on<br />
science.<br />
In Bill C-38, the 2012 omnibus budget<br />
bill, Harper stealthily dismantled regulatory<br />
oversight and regulations<br />
pertaining to Canada’s water bodies<br />
and waterways and shut down many<br />
monitoring stations including those on<br />
the West Coast.<br />
The intention was to smooth the way<br />

for the construction of the Northern<br />
Gateway pipeline.<br />
Not surprisingly such draconian<br />
actions led to the demise of that pipeline<br />
and a majority victory by the<br />
then-third-place Liberal party.<br />
I was the Executive Secretary to the<br />
Vice President of Finance of Syncrude<br />
when one of its six partners, Arco,<br />
pulled out and the entire project was<br />
threatened.<br />
It took equity investments by the<br />
Federal, Ontario and Alberta governments<br />
to save the project and we know<br />
how well that turned out economically.<br />
Kinder Morgan is playing the same<br />
card today. They want risk sharing<br />
with governments because the NDP<br />
Premier in B.C., single-focus environmentalists<br />
and some First Nations (43<br />
First Nations signed benefit agreements<br />
with Kinder Morgan to date) are<br />
threatening Kinder Morgan’s ability to<br />
seek debt financing and shareholder<br />
support.<br />
Call me a socialist, but I see the only<br />
option today is governments assuming<br />
much of the risk for the Trans<br />
Mountain pipeline.<br />
But it’s imperative that the coastal<br />
First Nations be given a powerful decision<br />
making voice at the table for all<br />
regulations and enforcement relating<br />
to water safety, mitigation, clean-up,<br />
remedial action, fines and<br />
compensation.<br />
This is a tale of the federal government<br />
and our provincial government<br />
being pragmatic and offending many<br />
in their respective parties.<br />
Tough decisions, not ideology, must<br />
rule the day for the good of the<br />
country.<br />
Trudeau has no short-term advantage<br />
for fighting B.C. as there are many<br />
Liberal seats to be lost in the next<br />
election.<br />
From a partisan point of view, he<br />
has even fewer reasons to support<br />
Alberta where much of the population<br />
would rather die than vote Liberal or<br />
Trudeau.<br />
But true leaders, such as Notley and<br />
Trudeau, play the long-game for the<br />
aggregate good of their province or<br />
country knowing full well there is<br />
always trade-offs and their political<br />
base can’t always be the winners!<br />
Request tax rebate<br />

Town foreman, Arjan Van Hienen,<br />
had previously investigated the location<br />
and understands the request as<br />
there are many overhead lines.<br />
Van Hienen placed stipulations the<br />
resident must follow. These include<br />
the line must be ran through a conduit,<br />
must be under any existing town<br />
lines by two feet, and the line is to be<br />
clearly marked above ground.<br />
Chief Administrative Officer (CAO),<br />
Sandi Jackson, suggested a policy be<br />
put in place for future requests of this<br />
nature.<br />
Re-Development Incentive bylaw<br />
Council passed a Re-Development<br />
Incentive bylaw, where old and low<br />
value residential and commercial<br />
properties are replaced with new<br />
developments, property owners can<br />
submit a written letter of application<br />
requesting the tax rebate.<br />
The rebate shall be applied to the<br />
municipal portion of the annual tax<br />
levy only and will be granted for three<br />
tax years following the completion of<br />
construction.<br />
Previously, the town had a similar<br />
program in place.<br />

Time to get off the pot!<br />

I told yah! In a recent column, I<br />
wrote that Trudeau was stalling for<br />
time, just hoping that the pipeline<br />
problem would go away.<br />
Steve Kean from Kinder Morgan has<br />
finally had enough of the stalling from<br />
the Alberta NDP, the Federal Liberals<br />
and the obstruction from the BC NDP<br />
governments.<br />
On Sunday April 8, they delivered an<br />
ultimatum.<br />
They would spend no more money<br />
on the project for now, and the governments<br />
had until May 31st to give the<br />
company a clear go-ahead to start construction,<br />
or they will abandon the<br />
project.<br />
This is exactly what BC wanted, but<br />
the ball is clearly in Trudeau and<br />
Notley’s court now.<br />
They are being forced to ‘get off the<br />
pot’.<br />
Neither of these two really wanted<br />
the pipeline to be constructed because<br />
it goes against their basic climate<br />
change policy.<br />
Trudeau and his progressive government<br />
have made very little progress in<br />
getting pipeline construction<br />
underway.<br />
I think he thought he could get away<br />
with killing the project with a slow<br />
death like he did with the Energy East<br />
Pipeline, however, he thought he could<br />
stall it with his the pipeline will get<br />
built statements until after the next<br />
election which he was confident he<br />
could win.<br />
He did not anticipate the ultimatum.<br />
The pipeline must get built now or<br />
he will pay a political price.<br />
If this pipeline goes the way of the<br />
Dodo bird like the Energy East pipeline<br />
did his government will be<br />
portrayed as a do-nothing<br />
government.<br />
The Kinder Morgan ultimatum has<br />
also created a political problem for<br />
Rachel Notley.<br />
All of her tough talk is now meaningless<br />
because now she has to follow<br />
through with some real action.<br />
She now has only six weeks to come<br />
up with something drastic enough to<br />
force Premier John Horgan and his<br />
green sidekick to back down.<br />
She made a tactical error when she<br />
withdrew a ban on wine being<br />
imported from BC.<br />
She thought that when Horgan<br />
changed his tactics and took the issue<br />
to court she had won.<br />
Well all that accomplished was to<br />
encourage the protesters.<br />
She should have told him that the<br />
wine ban would stay in place until construction<br />
of the pipeline was<br />
underway.<br />
In fact, what she should have done<br />
since his taking the issue to court was<br />
frivolous, was impose more economic<br />
sanctions on him which is what she<br />
will be forced to do now if she really<br />
wants the pipeline to be built.<br />
The pipeline is her only hope of<br />
resurrection.<br />
I don’t think she will win an election<br />
anyway but getting the pipeline built<br />
would be a legacy for her.<br />
I really don’t understand what is so<br />
difficult for Trudeau and his do<br />
nothing government to get pipeline<br />
construction underway anyway.<br />
It has received regulatory approval<br />
and the government did give it federal<br />
approval as it is in the national<br />
interest.<br />
BC may not like it, but BC has no<br />
constitutional authority to block it. We<br />
cannot have national decisions decided<br />
by protesters.<br />
If Trudeau would exercise some<br />
authority instead of acting in front of a<br />
camera I think he could have already<br />
had pipeline construction underway.<br />
He should simply tell Kinder<br />
Morgan to start construction and<br />
guarantee that the government would<br />
make sure that there would be no<br />
obstruction from protesters etc.<br />
Rather than taking the RCMP away<br />
from their responsibilities, use the<br />
army.<br />
That would be a far more useful<br />
place for them to keep peace than<br />
sending them over to Mali where some<br />
of them would probably face certain<br />
death.<br />
Tasking the army to protect construction<br />
workers would have more<br />
political support and cost less money<br />
than sending them on a lost cause to a<br />
dangerous area in Africa.<br />

Vincett aims to reach the<br />
National Development Team in<br />
the next three years which will<br />
give her some sport funding<br />
from the government. Her<br />
long-term goal is for the<br />
National team and the<br />
Olympics.<br />
She moved to Calgary to<br />
attend the National Sport<br />
School where she graduated<br />
from last year. She is completing<br />
some grade 12 classes<br />
this year while training and<br />
competing with the Alberta<br />
Ski-cross team.<br />
Pre-season training involves<br />
usually 20 hours a week in the<br />
gym with agility drills, etc.,<br />
while during the ski season,<br />
training involves 20 hours on<br />
the snow every week.<br />

for next year<br />
other than to continue<br />
training<br />
and working, possibly<br />
taking a<br />
“gap” year before<br />
pursuing a career<br />
in athletic<br />
therapy, as one<br />

parents, Ross and<br />
Penny, and two<br />
younger siblings<br />
reside.<br />
She likes her<br />
roots in small<br />
town saying, it<br />

Loved nothing more than a good story<br />
Gordon Alexander Boyd passed<br />
away peacefully at the age of 89 on<br />
Tuesday, April 3, <strong>2018</strong>.<br />
Born on the family farm to Frank<br />
and Alice Boyd of Lomond, Ab, Gordon<br />
was the oldest of eight children.<br />
At 13 years of age, Gordon rode his<br />
first cattle roundup with his dad and<br />
later rode the fall cattle roundups at<br />
the community pasture for 15 years.<br />

One day he rode past Majorville<br />
School leading a team of horses, not<br />
knowing that his future wife was<br />
looking out the window watching the<br />
handsome cowboy.<br />
On March 14, 1953, Gordon married<br />
Dorothy Elizabeth Winch and that love<br />
was the beginning of 65 years together.<br />
Gordon farmed for many years,<br />
beginning in Milo, then Queenstown<br />

motion to be a major sponsor of $1,000<br />
for the Hanna High School rodeo as<br />
they have done previously in 20<strong>17</strong> at<br />
their regular meeting on April 10.<br />

Rodeo Club is hosting on May 4 to 6 at<br />
the Handhills Lake Rodeo Grounds.<br />

Relations and Promotions category of<br />

RCMP update<br />
Corporal Trent Sperlie of the Hanna<br />
detachment joined council to give a<br />
quarterly update. Cpl. Sperlie said that<br />
property crime is a main concern, this<br />
included rural and vehicle theft.<br />
He shared that education is a focus<br />
of the detachment, adding that 99 per<br />
cent of rural vehicle thefts the keys<br />
were left in the vehicle.<br />
Fire department report<br />
The Hanna Fire Department Fire<br />
Chief, David Mohl, gave a quarterly<br />
report including statistics and<br />
comparisons.<br />
Fire Chief Mohl shared that there<br />
was a total of 24 calls in the first<br />
quarter, 11 in the town and 13 rural,<br />
most of the calls were traffic related<br />
accidents.<br />
A provincial training grant was<br />
applied for and the Hanna Department<br />
received $20,000.<br />

It is with great sadness that we are<br />
having to say goodbye to<br />
our beloved husband,<br />
brother, dad, uncle, son-inlaw,<br />
brother-in-law and<br />
friend to so many.<br />
Mourning for Donnie is<br />

Sharpe, brother Daniel and<br />
his wife Audrey and the<br />
other half of him in so<br />
many ways his best friend<br />
ever and twin Ronald, with Benjamin<br />

Donald was blessed with nine<br />

grandsons Kodie and Jace along with<br />
stepdaughters Jacey Melnyk (Matt)<br />
and Audrey Bouchard [Cole] as well as<br />
mother-in-law Marlene Cuming and<br />
father-in-law Jim Ellwood.<br />
Donnie is predeceased by his<br />
brother Ed Benjamin, brother-in-law<br />
Allen Sharpe, stepson Cole Annable<br />
as well as parents Roy Benjamin,<br />

Shared love and life<br />
with all who knew her<br />
Elsina Alberta Strome was born on<br />
Oct. 16, 1926, in Castor, Ab. to parents<br />
Pearl and Milton Strome.<br />
She was the sixth child in a family of<br />
14 that lived on a farm north of Castor.<br />
What a great place to<br />
grow up.<br />
She also had older sisters<br />
and brothers who<br />
looked after her and<br />
younger brothers and<br />
sisters to enjoy and have<br />
fun with.<br />
Elsina was always a<br />
happy, cheerful girl with<br />
lots of energy and so<br />
ready to join in work and<br />
play.<br />
Being the oldest of four girls in a<br />
row, she was always a very good leader<br />
for the younger ones.<br />
Elsina took Grades 1 to 9 in a small<br />
country school and Grade 10 by<br />
correspondence.<br />
She loved birds and knew where all<br />
their nests were.<br />
She also knew the wild flowers by<br />
name and where they grew.<br />
As a young girl, she learned to swim<br />
and ski down the hills on the farm.<br />
Elsina loved books and could spend<br />
many hours in them reading,<br />
colouring and sketching.<br />
Elsina painted beautiful oil and<br />
acrylic pictures and enjoyed sketching<br />
people and writing stories.<br />
After her school years, Elsina was<br />
employed in various homes.<br />
If a Mom was sick and needed help<br />
with the children or a new baby<br />
arrived, she would help look after the<br />
older kids.<br />
She would help the neighbour ladies<br />
cook for the crews at threshing time.<br />
She worked in homes in Vancouver,<br />
Edmonton, Calgary, Red Deer and<br />
many smaller places in between.<br />
She was loved by the children in<br />
these homes.<br />
Her nieces and nephews adored her<br />
and kept in touch throughout the<br />
years.<br />
Elsina worked for several years at<br />
the Paintearth Lodge while helping<br />
Mom with her garden and housework.<br />
She stayed on in Mom’s house for<br />
many years, eventually moving into<br />
the Manor and then into the Lodge.<br />
She liked playing games with her<br />
family.<br />
Though they would tease her lots,<br />
she always had a quick and ready<br />
answer for them.<br />
Elsina was a constant companion<br />
with Dan and Dora and shared her<br />
love and life with all who knew her.<br />
What wonderful memories she<br />
leaves us all.<br />
Elsina will be forever loved and<br />
remembered by her sisters Hazel<br />
Annett, Dora Morasch, Vi Collins, Bea<br />
(Vic) Tschritter and Ruby (Dave)<br />
Lopetinsky; as well as brothers Ernie<br />
and Danny (Elda); sisters-in-law Joyce<br />
Strome and Brenda; numerous nieces,<br />
nephews, cousins and a host of many<br />
friends.<br />

Her true devotion was to her family and home<br />
Kaster - Alva Ruth Pearl Kaster (nee<br />
Viste), surrounded by her loving<br />
family, passed away peacefully in the<br />
Hanna Hospital, March 31, <strong>2018</strong>.<br />
Born in Hanna on October 2, 1936, to<br />
Manley and Pearl Viste, the fifth of<br />
eight children. Alva is predeceased by<br />
her parents, infant sister, Ella Mae,<br />
brother, Calton Viste, sister<br />
and brother-in-law Carol and<br />
Lou Lohrman, and sister-inlaw<br />
Freda Viste.<br />
Alva is survived by her husband,<br />
John Kaster, daughters:<br />
Jackie-Lynn Kaster, Dawna<br />
(Allan) LaRiviere, Shannon<br />
(Bill) Johnson, Janice (Jason)<br />
Swan, and seven grandchildren:<br />
Taylor and Andrew<br />
LaRiviere; Alexander, Owen, Kaster<br />
and Keaton Johnson and<br />
Isabella and Derek Swan. She<br />
is also survived by brothers Walter<br />
Viste, Dwight (Dorothy) Viste, Stanley<br />
(Shirley) Viste, her sister, Gene (Gary)<br />

Alva enjoyed an active life and preferred<br />
spending time outdoors<br />
gardening, walking, golfing, playing<br />
softball, and riding<br />
her bike. In the<br />
winter months,<br />
she loved to skate<br />
and curl, however,<br />
her true devotion<br />
was to her family<br />
and home. She<br />
dedicated abundant<br />
time to her<br />
hobbies including<br />
crocheting, oil<br />
painting, baking,<br />
cleaning,<br />
mending, taking<br />
care of her yard,<br />
and singing in<br />
choirs to name a<br />
few. She also loved<br />
to dance and play<br />
cards. Closest to<br />
her heart were her<br />
grandchildren,<br />
and time spent<br />
with them was<br />
treasured and<br />
precious.<br />
She worked as a<br />
Nursing Aide<br />
before raising her<br />
children, and later<br />
was employed at a<br />
daycare, all of<br />
which were a natural<br />
fit for her<br />
loving and caring<br />
nature. She had an<br />
impressive work<br />
ethic and put one<br />
hundred percent<br />
into everything<br />
she did. She was a<br />
long time member<br />
of the Hanna<br />
Kinette Club/K40s<br />
and the Hanna<br />
Redeemer<br />
Lutheran Church<br />
where she especially<br />
enjoyed<br />
singing hymns.<br />
Alva bravely battled<br />
cancer for six<br />
months and leaves<br />
in her passing, a<br />
lifetime of service<br />
to family, friends,<br />
and community.<br />
Alva, along with<br />
her family, greatly<br />
appreciate the<br />
wonderful care<br />
she received from<br />
the staff of Unit 42<br />
at the Foothills<br />
Hospital in<br />
Calgary, and especially<br />
Dr. Hanna,<br />
and the kind and<br />
supportive staff at the Hanna Hospital.<br />

Paintearth Gas Coop Ltd. (the Co-op) is a member owned co-operative operated out of Castor Alberta. The<br />
Coop is governed by a Board of Directors and delegates the day to day business activities to be managed<br />
by a General Manager. The Board of Directors are seeking to fill the position of “General Manager”.<br />
The position is responsible for all activities of the Gas Coop and reports to the Board of Directors. Responsibilities<br />
include but not limited to the financial operations, accounting, company policies, company procedures, natural gas<br />
distribution, construction, training, employees and administration of the Co-op. The General Manager is the key<br />
person to liaison with members/customers.<br />
The General Manager must have a general knowledge of and operate within all Governing Acts, Regulations,<br />
Standards, Codes and the Federation of Alberta Gas Coops Operations and Maintenance Guidelines.<br />
The ideal candidate would have the following skill sets, training, certification and knowledge base as an asset to the<br />
position.<br />
• Post Secondary Education with a preference in office management skills<br />
• Develop policy and carry out the policies of the Co-op<br />
• An asset would be to have the following certification in 1st Aid, CPR, PE Fusion and Defensive Driving.<br />
• Excellent interpersonal and supervisory skills to understand, communicate verbally and in writing, managing<br />
employees, dealing with customers, contractors and other issues that may arise.<br />
• Ability to work with a Board of Directors by reporting at meetings, interim reports to the Chairman or<br />
designated Director(s).<br />
• High level of financial skills which would include developing budgets, record keeping, financial interim<br />
reporting and gas billing programs<br />
• Knowledge of a gas distribution network (installing, repairing, operating and maintaining)<br />
• Clean Drivers Abstract with a minimum Class 5 drivers license<br />
• Able to pass a pre-employment drug test<br />
• Organizational skills, self-motivated and willing to attend professional development opportunities, Managers<br />
meetings and Gas Co-op related meetings anywhere in the province.<br />
• Computer skills in Windows Microsoft Office programs, Gas Billing programs, New Views accounting programs<br />

Request for Quotation - Load & Haul Septic<br />
The County of Stettler No. 6 is inviting all interested Contractors to submit<br />
quotations for the load and haul of septic waste in the Buffalo Lake Area. This<br />
contract will be a 3-year contract.<br />
Quotes must be submitted with guaranteed price for <strong>2018</strong>/2019, 2019/2020<br />
and 2020/2021, along with GST tax and any additional costs clearly marked.<br />
The Quote Sheet has the option for inflation increases in the 2nd and 3rd year<br />
of the contract, should the Contractor wish to indicate such. Approximates<br />
will not be acknowledged - if the Contractor wishes to apply an increase in<br />
the 2nd and 3rd year, the exact percentage must be clearly identified on the<br />
quote sheet. There will be no payment for items that are not indicated on the<br />
submission.<br />
The County requires that you haul all of the septic from Buffalo View Estates<br />
and Buffalo Sands, which the County estimates the quantities as approximately<br />
1,500 cubic meters annually. There may be incidental work during<br />
the annual contract at which the successful Contractor may be requested to<br />
complete. The County acknowledges that the Contractor may accept this incidental<br />
work as it may become available and upon acceptance, the Contractor<br />
will haul at the rate identified on the quote.<br />
CONDITIONS OF WORK:<br />
The Contractor will provide the County of Stettler No. 6 with proof of<br />
Insurance and WCB clearance. Liability insurance will be for no less than<br />
$2,000,000 by way of a Certificate of Insurance and listing the County of<br />
Stettler No. 6 as an ‘Additional Insured’ with respect to the haul operations<br />
prior to commencing any work for the County.<br />
The Contractor will assume the Prime Contractor role for this work.<br />
The Prime Contractor shall, to the extent required by the Occupational<br />
Health & Safety Act, establish and maintain a Health & Safety system or<br />
process to ensure compliance to the Act by their operators.<br />
The Contractor will secure all Road Protection Agreements and Haul<br />
Permits (where required).<br />
All sewage must be hauled to a licensed facility. The County of Stettler<br />
No. 6 will waive the monthly tipping fee of $500 for the Red Willow<br />
lagoon to the Contractor if they wish to dump in the Red Willow lagoon.<br />
Tank levels must not exceed 75% of full at any given time. The Contractor<br />
will assume any and all damages and expenses incurred as a result<br />
of non-compliance. The Contractor will assume any and all damages<br />
and expenses incurred to comply with Alberta Environment regulations<br />
resulting from spills, faulty equipment, etc.<br />
The County reserves the right to accept or reject any and all quotes and to waive<br />
irregularities and informalities at its discretion. The County reserves the right to<br />
accept a bid other than the lowest quote without stating reasons. The County further<br />
reserves the right to terminate the contract upon their discretion without any<br />
just cause and will not reimburse the Contractor for any lost revenue as a result.<br />
Sealed quotes will be received up to 2:00pm local time, on Tuesday, May 1,<br />
<strong>2018</strong> at the County Administration Office.<br />
