REMODELING AND ADDITIONAL COMMUNITY AMENITIES
Raintree Village Homeowner’s Association (The Association) is in the
midst of a three year process of adding and renovating amenities. As
expressed during Board and annual meetings, we recognized the necessity
to implement much needed upgrades and consider installing
additional amenities.
Over the course of 2018 and perhaps into 2019, you will notice major
renovations and installations to
• The pool house (bathrooms, replacing canopy, repairing the roof,
wood trim and painting all aspects of the facility)
• Installing a covered picnic area, fence and trash receptacle near clubhouse
(similar to pocket park located on Linden Tree Drive & Westgreen)
• Working with new landscaper to repair community sprinkler system,
upgrade plants at major community entrances and mulch around our
trees and
We recognize the necessity for additional lighting at the Clay Road
entrance. Estimates and alternatives such painting the entrance sign
with reflective paint are being considered. As a Board, we continue
to exercise ongoing due diligence and prudent decisions towards
managing the affairs and funds for the association. We welcome recommendations
from residents as we strive to exercise the necessary
due diligence.
COMMUNITY EVENTS
During the 2017 annual meeting as well as several Board meetings,
you (fellow residents) suggested more community events. In an effort
to meet this demand, a community cook off has been added to our
2018 community event list.
The purpose of all community events is to provide opportunities
whereby neighbors can come out get to know each other and have
fun. Look for email alerts, the HOA website and banners for additional
information as the scheduled date approaches. To ensure each event
is successful, volunteers are needed.
COMMON VIOLATIONS OF DEED RESTRICTIONS
Raintree Village is a deed restricted community aimed at ensuring
there’s aesthetic uniformity between residential properties and that
certain other activities are limited. If you intend to do anything to the
exterior of your home, you must complete an application for home
improvements and modifications form. This includes installing a
storage shed in your backyard.
There’s also an expectation that all residents will maintain their yard
and general appearance of the home. Common violations include
overgrown yards, mold on homes, trashcans visible from the street and
disabled vehicles. Our management company, KPM, drives through our
community at least once a week assessing compliance with the deed
restrictions. Any violations are communicated in a letter along with a
picture of the violation (date & time stamped).
It’s understandable that issuing or receiving such letters can be perceived
as a nuisance. Yet, it’s necessary so that all of us remain on
the same page of what constitutes a well-kept community (i.e. deed
restrictions). In general, the Management Company and HOA Board
understand residents are busy. Therefore, you are encouraged to
contact the management company (KPM) when a violation cannot be
addressed within stated timeframes noted in the letter.
It cannot be emphasized enough that communication is the key if you
do not understand a violation. You should also contact KPM once the
violation has been resolved. Again, contact KPM or attend our HOA
Board meetings for additional clarification.
VOLUNTEERS NEEDED
You are reminded of our standing committees, which need ongoing
volunteers. The committees are as follows:
activities during pool season)
• Newsletter - submit articles
• Yard of the Month - select section winners
We also need volunteers for the listed community activities. Volunteering
is an opportunity to make Raintree Village a better community for all the
residents. If you’re interested in volunteering for any of the noted events
or committees, contact Walonda Hollins at hollinsw@sbcglobal.net.
DRIVING IN RAINTREE VILLAGE
Our community has grown significantly over the past year. Moreover, our
community has numerous homes along our main street, Raintree Village.
With such growth, it’s important that we’re more cognizant of our speed
while driving through Raintree Village and parking on community streets.
I’m sure everyone has noticed increased congestion along with cars
parked along various streets within our community. However, it’s important
that all of us adhere to the speed limit and encourage others
to do the same.
The following tips serve as a reminder for driving & parking in our
community:
1. Drive the speed limit - 35 miles per hour
2. Do not block your neighbor’s driveway
3. Make sure you park in the direction of traffic when parking on the street
4. Make sure you park within 18 inches from the curb
5. Remain mindful if the street is narrow, street parking impose greater
limitations for emergency vehicles
Finally, we must be mindful that emergency vehicles are wider than personal
vehicles. Some community streets impose greater limitations for
emergency vehicles when there’s street parking. Although residents have
the right to park on the street, let’s be mindful of the aforementioned tips.
TIPS TO REDUCE YOUR RISK OF BURGLARY
It cannot be stated enough of the importance of minimizing our exposure
to crime. Our contract deputies stated that certain vehicles have
increased exposure to theft, specifically the tires and rims. The vehicles
commonly targeted are Ford F150, Dodge Chargers and Chevy Tahoes.
Although these vehicles have rim locks, another safeguard is to park
your vehicle in the garage or close to another vehicle. Anyway, you can
either slow down or cause attention will help reduce the risk of theft.
Be mindful to breakdown bags and boxes of large purchases, if possible
place in trash bins or bags. Although it’s time consuming and burdensome,
it doesn’t call attention to such items in your home.
The list below simply reminds us of other things we should be mindful
each day.
1. Take the time to meet and know your neighbors. Let them know if
you notice anything unusual such as cars or people at their homes.
2. Make sure to close garage doors when at home & away.
3. Don’t keep garage door openers in the car, take them in the house
with you; a garage door opener makes it easier for someone to enter
your garage or house to remove personal property.
4. Keep car doors locked and take valuables either in your home or
ensure the items are not in plain site; remember to take down the attachment
for your Garmin too, as it alerts individuals that something
valuable may be in the car.
5. If possible, keep a car in a driveway as it gives an impression that
someone is home.
6. Keep all shrubs and plants at a level low enough that passing by
officers or other residents can see if someone is lurking in those bushes!
Shrubs should also be trimmed high enough to show “feet” of someone
hiding in them.
7. Have keys in hand before leaving the store, house or office, avoiding
standing by the car searching for them.
8. Don’t leave ladders on the side of the house or in the back yard.
Ladders provide easy access to open second floor windows and no
one will be able to see.
9. Make sure you close blinds when you are inside at night with the lights
on, potential burglars can see right inside and know who is at home.
10. Use sensor lights outside the home. It deters criminals by “spot
lighting” their efforts to enter your home.
11. Use double key locks: locks that require a key from the outside
and from the inside.
12. Repair any broken areas of your fence, reducing the access of potential
burglars or mischievous kids.
13. When on vacation, let your neighbor(s) know so they can keep an
eye out for suspicious activity. You can also inform the Harris County
Deputy’s Office serving our area. The Storefront Office is located 19818
Franz Rd., Katy, TX 77449, 281-647-9371.
The storefront hours: 9 AM - 5 PM.
14. When on vacation, keep yards mowed and trimmed, burglars spend
a lot of time in a neighborhood looking for their next targets. Overgrown
yards are a sure sign no one’s home.
BE SURE ADDRESS IS CLEAR FROM THE STREET
County officials want to remind residents of the Ordinance 5.3 requiring
that addresses or building numbers be legible and visible from the
street. The section states the numbers must be in Arabic numerals at
least four inches in height and clearly visible. The number should be
placed on, above or at the side of the main entrance so the number is
clearly visible from the public right away. Whenever a home entrance
is more than 50 feet from a public right away, a number should also
be placed at the end of a driveway or property entrance.
SATELLITE DISHES
It’s come to HOA’s attention that the installation of satellite dishes on
some homes violates the deed restrictions. Satellites are expected to
be installed out of sight of public view. The Association appreciates
residents taking the time to ensure compliance.
HARRIS COUNTY LEASH LAW
Animals that are not properly restrained pose a threat to all our residents. While
you may know your pet is friendly, an animal running at someone who is walking
by is very scary for that person. Many children are afraid of animals and become
frightened, which could result in the child getting hurt trying to avoid the animal.
Harris County Animal Control advises, “All dogs and cats must be kept under restraint
while in the unincorporated areas of Harris County, Texas. The custodian of
a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat,
nor to allow any dog or cat to become a stray.”
Restraint is defined as “the control of a dog or cat under the following circumstances:
1. When it is controlled by a line or leash not more than six (6) feet in length, if the
line or leash is held by a human being, who is capable of controlling or governing
the dog or cat in question
2. When it is within a fully enclosed vehicle
3. When it is on the premise of the custodian and the animal does not have access
to sidewalk or street.”
While it may be nice to have your animal out in the yard while you work or play, it
is against the law, unless the animal is properly restrained.
Let’s all help keep our community a safe and comfortable place for all our residents
by being responsible pet owners. This will not only protect anyone who may be
walking or bicycling in the area, but also the pet owner who could be held legally
responsible or possibly sued for failing to properly restrain their pet.
To make a complaint or report an animal that is not properly restrained please
GARDENING TIPS FOR MAY
Warm weather means our gardens and landscapes are growing
fast. Here are some tasks to keep your landscape beautiful and
productive:
Flowers: Time to plant summer blooming perennials and annuals
including plumbago, zinnias, angelonia, purslane, lobularia, sunflowers,
yellow bells, pride of Barbados, duranta and bat-faced cuphea.
Vegetables: May is a great time to plant, from seed or nursery plants,
okra, sweet potatoes, cucumbers, winter squash, pumpkins, basil,
peppers, lima beans, eggplant, garlic chives and Malabar greens. If
you don’t want to dedicate an area of your yard, consider planting
here and there in your flowerbeds. Edible landscaping is a popular
new trend!
Lawns: Water 1/2 to 1” of irrigation per week. A rain gauge or straight
sided container (such as a tuna fish can) will help you know how long
to run your irrigation system to apply 1/2”.
Weeding: Hand pull or hoe weeds while they are still young or better
yet, maintain a 3” layer of mulch in all vegetable and flowerbeds to
deter weeds from getting a start.
Pruning: Remove spent blooms on spring and summer annuals to
promote new blooms.
Fertilizing: Fertilize flowerbeds and vegetable gardens w/slow
release organic fertilizer.
Water: Deep soakings between rain events is better than frequent
light sprinkling.
Birds: Spring migration continues until mid-May. Clean bird feeders!
Replace water in bird baths to avoid creating mosquito breeding
spots.
Mother’s Day...May 13, 2018
Mother’s Day History and Fun Facts
Did you know that more phone calls are made
on Mother’s Day than on any other day of the
year? In fact, phone traffic has been known to
spike by nearly 40% on this holiday honoring
motherhood.
It’s a traditional holiday that is observed
throughout the world in different ways. In the
U.S., mothers are most typically presented with
flowers, cards and other gifts. (Though in 2016,
about 55% of consumers took Mom out.) But
since this is common knowledge, we wanted to
go one step further and learn why Mother’s Day
exists at all. Here’s what we learned.
The History of Mother’s Day in America
The American version of Mother’s Day was first
celebrated in 1908. It became an official holiday
just 6 years later in 1914. Anna Jarvis is credited
with creating the U.S. holiday and leading the
charge to have it officially added to the national
calendar. She first conceived of the idea after
the death of her mother, Anna Reeves Jarvis,
in 1905. The story goes like this:
• With financial backing from John Wanamaker
- owner of the famous department store chain
- she organized the first-ever celebration at a
Methodist Church in Grafton, WV in May 1908.
She wanted to recognize the sacrifices that
mothers make for their children.
• On that same day, thousands also attended
a Mother’s Day event at a Wanamaker’s in
Philadelphia.
• Building on the success of that first Mother’s
Day event, Jarvis began a 6-year campaign to
have it added to the national calendar. She
argued that American holidays were biased
towards male achievements.
• By 1912 Mother’s Day had been widely adopted
at the state and local levels.
• In 1914, President Woodrow Wilson signed a
measure officially establishing the 2 nd Sunday
in May as Mother’s Day.
• Jarvis’ vision for Mother’s Day was a day of personal
celebration. To her, the day involved wearing
a white carnation in honor of mothers and visiting
one’s mother or attending a church service.
• Florists, greeting card companies and other
retailers had other plans though and by 1920
Jarvis was fully disillusioned by what the
holiday had become, going so far as to openly
campaign against all Mother’s Day profiteers.
She went on to file lawsuits against groups using
the term “Mother’s Day” and spent most of her
personal wealth in legal fees.
• After pushing for 6 years to make the day official,
Jarvis eventually disowned the holiday
and actively lobbied to have it removed from
the American calendar. This effort of course
was unsuccessful
Early Mother’s Day Incarnations
While Anna Jarvis is credited with the official
creation of the holiday, her mother - Anna
Reeves Jarvis - is known for having founded
“Mother’s Day Work Clubs” back in the 1860’s.
The goal of these clubs was to teach local women
how to properly care for their children…a
tradition that is still in existence today with
local Moms groups!
Another similar effort aimed at united and celebrating
mothers included Julia Ward Howe’s
“Mother’s Day Proclamation,” a call to action
for mothers to unite in promoting world peace.
Howe later campaigned for a Mother’s Peace
Day to be recognized every June 2 nd . However,
none of these or other efforts in the 1800’s ever
caught on beyond the local level.
Traditional Mother’s Day Celebrations
The primary means of celebrating moms on
Mother’s Day in the U.S. continues to be with
flowers and other gifts. In fact, Anna Jarvis
would be supremely disappointed to learn that
it has become one of the biggest holidays for
consumer spending.
However, the holiday has also been used to
advance feminist causes. For example, in the
1970’s women’s groups were known to use the
attention generated by the holiday to create
awareness for the need for equal rights and
access to childcare.
In many other parts of the world, the timing of
Mother’s Day aligns more closely with the historical
observance of “Mothering Sunday.” Largely
a European tradition, Mothering Sunday fell on
the fourth Sunday in Lent and was originally
seen as a time when the faithful would return
home to the church. Over time, the observance of
Mothering Sunday faded and eventually merged
with the secular traditions associated with the
American Mother’s Day.
Mother’s Day Fun Facts
• About 25% of all flowers purchased throughout
the year are for Mother’s Day
• Carnations are often associated with Mother’s
Day - they are said to be made from the tears’ of
Jesus’ mother Mary when she wept at his feet.
• Pink and red carnations mean that a person’s
mother is living, while white carnations are
symbolic of mothers who have passed away.
• Approximately $21 billion is spent on Mother’s
Day gifts and celebrations.
• In what was formerly Yugoslavia, children
would tie up their mothers on Mother’s Day.
The only way she could get free was to pay
them with treats.
• In Greek mythology, the maternal goddess
Rhea was honored during the spring festivals.
No matter how you observe this holiday, there
is no doubt that our mothers have a great influence
on our lives - not just on Mother’s Day but
every day of the year.
Katy Community ‘Chip Clinic, a local non-profit, volunteer-run organization
is pleased to announce its spring schedule of upcoming events to serve the
needs of Katy-area residents. The organization offers $10 microchipping
for pets with FREE lifetime registration! What is a microchip? A microchip
is a rice-sized transponder that is injected between a pet’s shoulder blades
with a needle. When getting ‘chipped, most animals don’t notice any difference
from when receiving yearly vaccinations. A microchip does NOT
have a GPS locator on it, but as long as the account is kept up-to-date,
its number will be linked to the pet owner’s contact information. The
microchip account is easily accessible online and pet owners can update
as needed and even add pet’s photo and veterinarian info.
Pet owners do not need to live in the same town as these upcoming
events to take advantage of this service, but PLEASE NOTE: cash only and
MUST bring rabies certification paperwork (not just the collar tag) - for
volunteer and attendee safety. There is a limit of two pets per family,
MEMORIAL DAY
Monday May 28, 2018
Memorial Day, as a formal holiday, is an
American holiday. It is celebrated to remember
military service members who have died
in the line of duty. Memorial Day was originally
called Decoration Day, as the holiday
was centered on decorating the graves of
those who had fallen in the Civil War.
HISTORY
There is much debate as to the location
where Memorial Day originated from. Sometime
during the late years of the Civil War
(1861-1865), groups began decorating the
graves of their loved ones who had died in
battle. Depending on the source, there are
perhaps over a dozen locations that claim to
be the town where the practice began being
observed - the birthplace of Memorial Day.
Some of these towns include Columbus,
Mississippi; Macon, Georgia; Richmond,
Virginia; Boalsburg, Pennsylvania and Carbondale,
Illinois.
There is evidence that the tradition could
have started in towns in either the North
or the South. VA.gov states that on April 25,
1866, in Columbus, Mississippi, a local group
of women went to decorate the graves of
Confederate soldiers. They noticed barren
graves of Union soldiers and decided to
place flowers there in remembrance. Another
site, usmemorialday.org, states that a
hymn published in 1867 called “Kneel
Where Our Loved Ones are Sleeping” carried
a dedication “To the Ladies of the South
who are Decorating the Graves of the Confederate
Dead.” Wikipedia says that by 1865
the practice was already widespread in the
North. It is likely that the tradition began in
many locations independently, with many
variations on the same idea. Over time, as
word spread, these traditions could have
expanded from town to town.
In 1866, in a town in New York called Waterloo,
a drugstore owner named Henry Welles
suggested that the town shops close on May
5 th to commemorate the soldiers buried at
Waterloo Cemetery who had died during
the Civil War. Two years later in Waterloo,
on May 5, 1868, General John Logan issued
a declaration that Decoration Day should be
observed nationwide. The declaration said
that May 30 th would be designated as a day
to decorate the graves of “comrades who
died in defense of their country.” According
to History.com, President James Garfield
gave a speech at Arlington National Cemetery
on that day. In 1966, President Lyndon
Johnson and the Congress of the United
States stated that Waterloo was the official
birthplace of Memorial Day and the official
date of origin was May 30, 1868.
In 1882, the name of the holiday was
changed from Decoration Day to Memorial
Day. After World War I, the holiday was
expanded to remember soldiers from all
American Wars. In 1971, Richard Nixon made
Memorial Day a national holiday that was to
be celebrated on the last Monday in May.
MEMORIAL DAY TODAY
Today Memorial Day is celebrated across
the United States. Regardless of where it
originated, it is an important holiday that remembers
those that died for the country and
serves to remind people of the costly price of
war. There are many formal ceremonies that
take place in observance. Most of these are
held in local communities and can be found
by contacting a local Veterans of Foreign
Wars office or local city government agency.
A few traditional events are listed below.
Laying of the wreath at Arlington Cemetery -
Often, the President of the United States will
lay a wreath at Arlington Cemetery on the
annual observance of Memorial Day. This
will usually be accompanied by a speech.
Remembrance and Moments of Silence -
People nationwide participate in parades
and still partake in decorating graves with
wreaths or flowers. Many people will pause
for moments of silence in memoriam.
computer kiosks sponsored by local businesses. Want to help with
2018-2019 TRANSPORTATION
MODEL AND BELL SCHEDULE
After careful consideration and review of feedback from 20,000
parents and community members, the Board of Trustees
approved a change to the 2018-19 Katy ISD transportation model
at the February 26 th Regular Board Meeting.
Beginning this fall, Katy ISD campuses will transition to a multibell
schedule. However, criteria for transportation eligibility will
remain the same. Elementary students residing outside of a ½-mile
radius of their school and secondary students outside of a 1-mile radius,
will continue to be eligible for transportation services.
24 May 2018 | Community Newsletter
The 2018-19 transportation model will include four groups that will begin
and dismiss at different times of the school day. Elementary campuses
will be divided in two groups. Elementary Group 1 will begin school at 8
AM and dismiss at 3:20 PM and Elementary Group 2 will begin at 8:20 AM
and dismiss at 3:40 PM. All junior high campuses will begin at 8:45 AM
and dismiss at 3:55 PM. High school start and dismissal times (7:25 AM -
2:35 PM) will remain unchanged.
Katy ISD’s Transportation Department established routes and pairing
elementary schools to determine which campuses will be included in
Elementary Group 1 and Elementary Group 2. Information on the start
and end times for each elementary campus was presented to the Board
of Trustees at the Regular Meeting on April 23, 2018.
We greatly appreciate the guidance of our parents and community as the
2018-19 model was developed over these past few months. This model
will allow the District to provide the same level of service to families in
2018-19 while enabling us to utilize our drivers more efficiently, as well
as address safety concerns in areas of the District that are becoming
increasingly congested.
KATY ISD ANNOUNCES KICKOFF OF
BOND 2017 CONSTRUCTION
RESIDENTS VOTED FOR IT. NOW IT’ IS TIME TO BUILD IT!!
Katy Independent School District is kicking off the construction of
its 2017 bond projects. The community is now invited to witness the
process every step of the way through its newly designed, Build the
Legacy website. In it, the public can obtain project information, see
designs, track the status of construction and witness the progress
of various projects as they advance.
“I’m excited to see each project come to fruition for our students
and staff at Katy ISD,” said Lance Hindt, Superintendent of Katy ISD.
“The future is being built right before our eyes and we couldn’t have
done it without our community.”
The voter-approved $609.2 MM bond includes six new schools
(one high school, two junior highs and three elementary schools).
Additionally, it also covered a comprehensive renovation to Fielder
Elementary School and some much-needed improvements to
61 of our campuses. Ninety-one (91%) of the bond is for school
facilities and 9% is for technology and infrastructure such as buses,
portables and storage tank replacements.
A Community Bond Advisory Committee, which consisted of
parents, students, community leaders, representatives of faithbased
organizations and business owners dedicated several
months to analyzing a facilities plan for the district.
Katy ISD is considered the second fastest growing school district in
Texas and was recently recognized by Niche, a ranking and review
organization for K-12 schools, as the best school district in the
Houston Metro Area.
