Victor Dominello said yesterday.<br />
“<strong>The</strong> most recent decision by Ryde<br />
Council to support a 60 storey tower in<br />
Macquarie Park is evidence of this and is<br />

Ryde’s Local Environment Plan (LEP)<br />
sets the rules for assessment of planning<br />
proposals across Ryde and has not been<br />
updated since 2014.<br />
Victor has appealed to the Planning Minister<br />
(Lane Cove MP Anthony Roberts) to<br />
freeze the approval of any further high<br />
density development in the Ryde Council<br />
area and immediate surrounds until a<br />
proper independent assessment has been<br />
undertaken to assess community impact.<br />
Victor is also requesting that the State<br />
Government halt the application of the<br />

Anyone familiar with Ryde understands that overdevelopment<br />
is hurting our community.<br />
Today I write not only as your Member of Parliament<br />
but as a local resident, frustrated like you about the over<br />
development in Ryde.<br />
Ryde Council’s planning laws are broken. Council’s Local<br />
Environment Plan (LEP) sets the rules for assessment of<br />
planning proposals across our community, and has not<br />
been revised or updated since 2014. <strong>The</strong>se rules are failing<br />
our community when it comes to overdevelopment, and<br />
could see as many as 15,000 lots in Ryde made available<br />
for medium density development.<br />
By comparison our neighbouring Lane Cove Council<br />
has an LEP that better protects its community from higher<br />
density.<br />

This situation was recently highlighted in Lexcen Place<br />
Marsfield – when Ryde Council zoned this area as R3 (‘medium<br />
density’) in 2010 and reaffirmed this in 2014 instead<br />
of rezoning the area to R2 (‘residential’). As a result, a<br />
developer lodged an application to build apartments which<br />
is completely out of line with the amenity of the area and<br />
community expectation.<br />
Instead of updating its LEP years ago to protect our<br />
community as it should have, Ryde Council is now shifting<br />
the blame to the Department of Planning.<br />
<strong>The</strong> most recent Council decision to support a 60 storey<br />
tower in Macquarie Park has brought our community to<br />
boiling point and highlights the fact again that Council’s<br />
LEP is broken. It is time for action. <strong>The</strong> LEP must be<br />
changed and Council must do it.<br />
For example, in 2015 the LEP allowed for a height of 10<br />
storeys on Lane Cove Road in Macquarie Park. At their<br />
meeting on 10 March 2015 Council approved a 20 storey<br />
building to be built at 388 Lane Cove Road in Macquarie<br />
Park. In order for this approval to go ahead the LEP was<br />
changed, by council, to accommodate this extra development.<br />
<strong>The</strong>y received $1.6 M in developer contributions for<br />
allowing this development.<br />
As noted in the example above, Council has previously<br />
made amendments to its LEP. My personal opinion is that<br />
a revised LEP should look at significantly reducing the<br />
existing high and medium density benchmarks given the<br />
development already approved and the strain our community<br />
is already facing.<br />
I have taken a stand with community and fought hard<br />
against overdevelopment. We have successfully reduced<br />
the height and scale of developments including at Meadowbank,<br />
Whiteside Street, and Allengrove Crescent in<br />
North Ryde. Together we won the fight to keep open<br />
space at Blenheim Park and Tennis World in North Ryde<br />
and Smalls Road in Ryde, where a new primary school is<br />
currently being built. This year, we are fighting against any<br />
proposed development of the TG Millner<br />
Fields at Marsfield.<br />
Ryde Council must amend their<br />
LEP to stop the development in<br />
Ryde. Only Ryde Council has<br />
the power to do so. Please Ryde<br />
Council, urgently update your<br />
LEP.<br />
