malibusurfsidenews.com News Malibu surfside news | May 24, 2018 | 3 SMMUSD Board of Education Creation of facilities improvement districts, bonds discussed District survey polls each city’s voters on bond support Michele Willer-Allred Freelance Reporter The Santa Monica-Malibu Unified School District is on track to form separate School Facilities Improvement Districts in Malibu and Santa Monica, and to possibly give residents in both cities the opportunity to vote on separate school improvement bonds. The board unanimously agreed Thursday, May 17, on a resolution stating an intent to form a Santa Monica School Facilities Improvement District that would be funded through a school bond that could be placed on the November ballot. That action followed a similar decision by the board on May 3 with the intent to form an SFID in Malibu, and possibly consider a bond there as well. The school bonds in Malibu and Santa Monica could help a number of important facility changes at schools, district officials said. In Malibu, that includes modernization of the Point Dume Marine Science School, where students from Juan Cabrillo Elementary School are to move to in the 2019-20 school year. In turn, the Juan Cabrillo campus would also be modernized and turned into a middle-school campus. And, there are plans to reconstruct Malibu High School. The formation of separate SFIDs in Malibu and Santa Monica has already received the blessing of the Los Angeles County Board of Supervisors. The School Board will make a final decision on the SFIDs at a public hearing on June 14. The board will decide on July 19 if bond elections in both cities should be held in November. “By approving the resolution for intent, that does not require you to form the SFID or require you to put anything on the ballot in either of the two SFIDs or anything on the ballot for the whole district,” Carey Upton, the district’s chief operations officer, told the board. Round it up A brief recap of action from the Thursday, May 17 meeting of the SMMUSD Board of Education • The board unanimously revised the district’s admission and residency policies to reflect federal and state laws. Under the policy, students can’t be denied a free public education on the basis of their citizenship or immigration status, including their status as undocumented children. The policy includes direction not to inquire into a student’s citizenship or immigration status. The policy also reflects new law, which requires that the district’s enrollment forms include an informational item about affordable health care options and available enrollment assistance through the 2020-21 school year. • The board cast a unanimous vote to awarded a contract of up to $1.5 million from the district’s Capital Facilities Fund to Best Contracting Services for repair and replacement of roofs at district schools. There are 13 schools in the district, including Juan Cabrillo Elementary School and MHS, that are in dire need of roof repair or replacement because of leaks and other issues within the buildings. If not addressed, they may escalate and create a safety issue for students. Repairs at schools are scheduled for the summer months, and will be completed prior to the start of the next school year. • The board unanimously approved a contract for up to $219,826 to IVS Computer Technology to install audio visual technology upgrades to libraries throughout the district to bring them up to current technology standards. Libraries at Point Dume and Juan Cabrillo elementary schools will receive the upgrades. • The board amended a contract with HMC Architects for an additional $44,985 to cover additional design costs at Malibu High School, including the design of a new IT technician office at the school. The demolition of the old administration building at the school displaced the main campus IT manager and staff. The additional cost increases the total contract amount to $9.4 million for the entire proposed campus improvement project. District officials stressed that the money from each bond can only be used in the city where voters approved it. Funds cannot be moved over if one city votes for the bond and another rejects it. Finding enough willing voters could be more challenging in Malibu, according to a SMMUSD bond survey conducted by Goodwin Simon Strategic Research, which gave a presentation at the board’s May 3 meeting. The survey — which was conducted before the district vetted its Malibu modernization plans to the public last month — polled 90 voters in Malibu through texts, emails and telephone calls. The survey showed that a bond for $250 million in the city would only receive 52-percent support. Support for a Malibu bond rises to 62 percent if the bond amount is lowered to $150 million, the survey found. A Santa Monica bond, though, seems likely to pass. Out of 433 voters polled there, about 66 percent said they would approve a $485 million bond. Paul Goodwin, of Goodwin Simon Strategic Research, said Malibu’s reduced sampling size is due to a smaller amount of voters and difficulty getting interviews. About 50 percent of the voters polled in Malibu also gave a “poor/only fair” job rating for the district and how it has done spending funds from past bonds. Top bond priorities in Malibu include fixing leaky roofs, removing hazardous materials, and improving math, science, and technology in the schools. The survey results also demonstrated that voters in both cities liked the idea that their taxes will be spent on the schools closest to them. Next up, the board will receive the district’s 2018- 19 preliminary budget at a special meeting on May 31.
