RCMP<br />

Oyen RCMP arrest<br />

man with stolen vehicle<br />

Oyen RCMP have charged one man<br />

following the report of a stolen vehicle<br />

on June 7, <strong>2018</strong>. Investigation resulted<br />

in locating and recovering the vehicle<br />

by the RCMP.<br />

At 3:37 p.m. Oyen RCMP were made<br />

aware of the theft of vehicle south of<br />

Acadia Valley. With the assistance of<br />

the vehicle owner, the truck was<br />

located shortly after by police. James<br />

Robert Stuart (29) was arrested<br />

without incident.<br />

Stuart has been charged with theft<br />

of truck and possession of property<br />

obtained by crime over $5,000. At the<br />

time of his arrest, Stuart was on<br />

release conditions and now faces a further<br />

charge of failing to comply with<br />

conditions of an undertaking.<br />

A bail hearing has been set over as<br />

Stuart is to appear by closed circuit<br />

televison (CCTV) in Didsbury on Mon.<br />

June 11, <strong>2018</strong>.<br />

The RCMP want to remind citizens<br />

that everyone plays a role in Crime<br />

Prevention. You know your<br />

neighbourhoods better than anyone. If<br />

you see someone or something that<br />

doesn’t belong, call the police. Your<br />

call may save a life or lead to an arrest.<br />

Stolen livestock trailer<br />

A livestock trailer was stolen from a<br />

parking lot in Hanna sometime around<br />

June 5.<br />

The trailer is a 20<strong>14</strong> “Merritt” 5th<br />

wheel aluminum stock trailer. It is 32<br />

feet long and has three axles. At the<br />

time of being stolen it had Alberta plate<br />

5EL243 on the rear.<br />

Anyone with information about this<br />

crime is asked to call the Hanna RCMP<br />

Further homicide charges<br />

The RCMP Major Crimes Unit have<br />

arrested and charged a youth as a<br />

result of the ongoing investigation into<br />

the murder of Fazal Rehman, whose<br />

body was discovered south of Morrin<br />

on Oct. 16, 2017.<br />

In late October, Dylan Donald<br />

Howard of Munson was arrested and<br />

charged with one count of first degree<br />

murder. He remains in custody<br />

pending his trial.<br />

The Major Crimes Unit from<br />

Calgary maintained carriage of this<br />

investigation and continued to investigate<br />

in partnership with other RCMP<br />

specialized units.<br />

On June 5, <strong>2018</strong>, a 16-year-old female<br />

was arrested and charged with accessory<br />

after the fact of murder and<br />

attempting obstruction of justice.<br />

The female, who cannot be named<br />

according to the provisions of the<br />

Youth Criminal Justice Act, is scheduled<br />

to appear in Provincial court.<br />

The RCMP will not be commenting<br />

further as the mater is now before the<br />

courts.<br />

Hanna Freson Bros. employee slashed<br />

A caucasian male approached a<br />

Hanna Freson Bros employee at<br />

approximately 4:45 p.m. on Sun., June<br />

10 who demanded money.<br />

When the employee informed the<br />

individual that they had none, he proceeded<br />

to slash at their face and neck<br />

with an unknown weapon causing<br />

non-life threatening injuries.<br />

The suspect, who was described as a<br />

man in his thirties wearing dark jeans<br />

and a blue jacket, had a stocky build<br />

and was approximately 5’11”.<br />

He was seen with brown, buzz cut<br />

hair and was clean shaven.<br />

The same suspect had approached<br />

the employee earlier in the day at<br />

approximately 8 a.m. while they were<br />

working at the garden center in the<br />

parking lot.<br />

The male asked to exchange a $20<br />

bill at that time, but left when the<br />

employee said they did not have any<br />

money.<br />

If anyone sees the suspect contact<br />

911 immediately. Do not approach or<br />

pursue.<br />

Businesses are asked to review surveillance<br />

video for this suspect.<br />

Information about this crime can be<br />

reported to the Hanna RCMP at<br />

403-854-3391.<br />

Anonymous tips can also be provided<br />

through Crime Stoppers.<br />

suspect was released on Mon., June 11<br />

and is as follows:<br />

Approximately 30-years-old, athletic<br />

build with broader shoulders, bigger<br />

chest and arms, thin waist.<br />

Approximately 5’11” and 180-190<br />

pounds.<br />

Wearing a flat black form fitting<br />

T-Shirt with no pockets or logo<br />

anywhere.<br />

Black designer jeans with slight<br />

manufactured fade lines in behind the<br />

thighs.<br />

Very dark brown buzz cut hair<br />

approximately 1/4” in length with<br />

slight receding hairline above temples.<br />

Thicker dark eyebrows.<br />

No unibrow with brown eyes.<br />

Walked with a exaggerated swagger.<br />

Caucasian with a slightly higher<br />

pitched voice than average.<br />

Paintearth Council<br />

County passes Procedural Bylaw<br />

County of Painthearth council<br />

passed the third and final reading of<br />

the Procedural bylaw.<br />

“The revised bylaw was compiled<br />

and consideration given to several best<br />

practices that were outlined in a circular<br />

from Alberta Municipal Affairs<br />

dated December 2017,” said Brenda<br />

Hepp, Director of Legislative Services<br />

and Interim Chief Administrative<br />

Officer.<br />

“The new procedure bylaw shows<br />

the connection to the agenda as both<br />

are an integral part of efficient council<br />

meetings.”<br />

“A procedure bylaw is different for<br />

every municipality as it responds to<br />

the unique dynamic of the municipality<br />

and should be reviewed<br />

periodically, ” said Hepp.<br />

The previous procedural bylaw was<br />

adopted in May 2011 and the first<br />

<br />

reading of the new bylaw was given<br />

April 17.<br />

Aerial photography<br />

County council has moved to have<br />

aerial photos and LiDAR taken of the<br />

county, at a cost of $46,109. Currently a<br />

group of six counties, including<br />

Paintearth, have agreed to aerial photography<br />

and LiDAR. Due to the large<br />

consortium, participants are receiving<br />

a reduced rate.<br />

The current aerial images, which<br />

are used by county staff daily, are eight<br />

years old.<br />

The funding for this project will be<br />

provided from restricted surplus.<br />

Shop and equipment upgrades<br />

Council moved to spend $7,665 to<br />

replace the Agriculture Services<br />

Board shop boiler with a high-efficient<br />

combination unit that also replaces<br />

the hot water tank.<br />

There is $1,000 in the budget for<br />

Legislative<br />

building supplies, while the remaining<br />

$6,665 will be funded from restricted<br />

surplus.<br />

Council approved the purchase of a<br />

John Deere Z390R zero turn mower for<br />

$12,952. The purchase of a zero-turn<br />

mower was presented in the capital<br />

budget for $13,000.<br />

The John Deere Z390R features a<br />

side discharge, deluxe seat and rear<br />

hitch.<br />

Funding for the purchases will be<br />

from restricted surplus.<br />

Recreation and Community<br />

Service grants<br />

Council moved to fund one individual<br />

and two teams who have applied<br />

for the Recreation and Community<br />

Service grant.<br />

A yearly budget of $5,000 is reserved<br />

for youths, either individuals, teams or<br />

clubs, that are participating in recreation<br />

and culture at a provincial,<br />

national or international level.<br />

Political map starting to turn blue<br />

In what can only be described as a<br />

conservative wave driven by ideological<br />

policies, the political map of<br />

Canada is beginning to turn blue - conservative<br />

blue.<br />

Voters in Ontario came to the<br />

solemn realization that the burdensome<br />

taxation implemented by the<br />

Wynne Liberal government was not<br />

making life better for them and it did<br />

not make their businesses more<br />

competitive.<br />

Voters in Ontario found it<br />

harder to support their families,<br />

particularly after the<br />

Liberals’ disastrous green<br />

energy policies, that have lead<br />

to record-high electricity costs<br />

for consumers and businesses.<br />

Lead by Doug Ford, the citizens<br />

of Ontario chose a new<br />

conservative government to<br />

guide them out of the financial<br />

calamity that the Ontario<br />

Liberal party had led them<br />

into. The Ontario Progressive<br />

Conservative party came from<br />

Opposition status to majority government,<br />

with the Liberals losing their<br />

official party status with just 7 of 124<br />

electoral seats.<br />

Being a true-blue conservative isn’t<br />

something you achieve by simply<br />

declaring to be one. Conservatism is a<br />

set of principles that advocates for free<br />

enterprise; driven by innovative incentives<br />

that rely on individuals acting on<br />

opportunities, as opposed to top-down<br />

government-driven subsidized<br />

development.<br />

True conservatism creates an even<br />

economic playing field that caters to no<br />

sole business or individual; instead, it<br />

creates equal opportunities for people<br />

willing to work hard and accept the<br />

risk and rewards of investing in a capitalist<br />

economy.<br />

The importance of creating an economic<br />

environment that is predictable<br />

and stable for prospective<br />

investors, is being played<br />

out before our very eyes.<br />

The type of government<br />

involvement that recently<br />

took place with the Trans<br />

Mountain Pipeline has sent<br />

a message to private investors,<br />

that their investment<br />

may not necessarily be<br />

protected.<br />

Kinder Morgan was prepared<br />

to build the pipeline<br />

using private investment, however,<br />

despite having followed all of the regulatory<br />

conditions and licensing, the<br />

federal government failed to act in<br />

their favour as they should have.<br />

A return to a true-blue conservative<br />

economic environment would allow<br />

investors to have peace of mind when<br />

investing their capital in a Canadian<br />

jurisdiction.<br />

The disregard being shown for investors<br />

and the law of the land by the B.C.<br />

NDP government is nothing short of<br />

reckless to our economy.<br />

An important basic element of<br />

freedom sought by true-blue conservatives<br />

includes the entrenchment and<br />

protection of definitive property rights.<br />

Without property rights a true capitalist<br />

economy cannot exist; because it<br />

is deeply rooted in the ability of individuals’<br />

having an inalienable right to<br />

use their property to create their own<br />

wealth - free from the encumbrances of<br />

government.<br />

As true-blue conservatives, we must<br />

work towards less government involvement,<br />

which would allow markets to<br />

grow naturally based on the simple<br />

premise of supply and demand. We<br />

must also work towards less government<br />

control over<br />

our day-to-day<br />

lives and a return<br />

to the freedom<br />

from government<br />

that attracted so<br />

many people to<br />

Alberta in the<br />

first place.<br />

With the support<br />

Albertans we can<br />

once again return<br />

to a true-blue<br />

Alberta.<br />

Since the protestors and the British<br />

Columbia government aren’t going<br />

anywhere soon, why will the federal<br />

government be any more successful in<br />

building the Trans Mountain pipeline<br />

than was Kinder Morgan?<br />

First, under the British North<br />

American Act, the federal government<br />

has jurisdictional authority for projects<br />

crossing provincial borders. B.C.<br />

won’t stop engaging in legal battles,<br />

but this division of powers and subsequent<br />

Supreme Court decisions, gives<br />

the federal government more legal<br />

strength to complete the project than if<br />

it remained in the private sector.<br />

Second, there will continue to be<br />

protests and in some cases, civil<br />

disobedience.<br />

We have built our<br />

economic well-being by<br />

exploiting the air, water<br />

and natural resources.<br />

We cannot turn that off<br />

overnight.<br />

The saving of planet earth is a very<br />

emotional topic and in a democracy citizens<br />

have the right to protest. Yes, it<br />

can get out of hand and, yes, as with<br />

Green Party Leader, Elizabeth May,<br />

people can break the law, be arrested<br />

and charged. The government has the<br />

stomach for this, the private sector<br />

does not.<br />

I give full credit to Greenpeace and<br />

other environmental groups for being<br />

instrumental in bringing climate<br />

change to a premier position of concern<br />

amongst world political and<br />

corporate leaders, with only a few<br />

exceptions.<br />

Even though I might not always<br />

agree with their tactics, their work has<br />

been invaluable.<br />

But I can also see the other side. It’s<br />

taken a couple centuries to put our<br />

environment on life support and it<br />

cannot be reversed overnight.<br />

We have built our economic wellbeing<br />

by exploiting the air, water and<br />

natural resources. We cannot turn<br />

that off overnight, throw billions of<br />

people worldwide out of work, and<br />

expect a smooth transition to a carbonfree<br />

environment. That strategy would<br />

create untold chaos and staggering<br />

deaths. It’s all about balance.<br />

Today we are having more difficulty<br />

constructing pipelines in Canada<br />

because of the previous actions of the<br />

Harper government which intentionally<br />

or unintentionally built extreme<br />

distrust of the federal government.<br />

In Harper’s 2012, 450-page omnibus<br />

budget bill he watered down seven<br />

important environmental Acts,<br />

including the protection of waterways<br />

and species at risk.<br />

He de-legitimized the approvals process<br />

instituting strict rules on who<br />

could speak at National Energy Board<br />

hearings and what topics could be<br />

discussed.<br />

He excluded the public from the<br />

hearings and barred environmental<br />

scientists from participating.<br />

The power play by Harper didn’t get<br />

the anticipated quick and smooth construction<br />

of the Northern Gateway<br />

pipeline.<br />

In a democracy, proper process matters<br />

and regardless of how much<br />

freedom a government gives the private<br />

sector to operate, dissenters still<br />

have a voice.<br />

In Canada, at least for now, opposition<br />

foes aren’t simply jailed or<br />

disappear.<br />

For all these reasons, the government’s<br />

decision to nationalize the<br />

Trans Mountain pipeline through the<br />

construction phase appears to be very<br />

well thought out and sound.<br />

It may even turn out that our First<br />

Nations eventually become the owners<br />

of Trans Mountain which would give<br />

more First Nations the opportunity for<br />

economic freedom and self-reliance.<br />

Something the Conservatives have<br />

always wanted.<br />

The libertarians in the Conservative<br />

Party and corporate elite in Calgary<br />

Ontario’s nightmare is over!<br />

It took a long time but the Ontario<br />

electorate spoke decisively on June 7,<br />

<strong>2018</strong>.<br />

For 15 years the people of Ontario<br />

have subjected themselves to ideological<br />

abuse by a left leaning Liberal<br />

government.<br />

Dalton McGinty was elected in 2003<br />

and decided that he would save the<br />

planet by introducing his “Green<br />

Energy Act”.<br />

He immediately set about shutting<br />

down Ontario’s coal-fired generation<br />

plants and put in place a plan that<br />

would replace cheap coal-fired electricity<br />

with expensive renewable<br />

energy from wind turbines and solar<br />

farms.<br />

He even passed legislation that prevented<br />

rural municipalities from<br />

objecting to where wind generators<br />

would be located.<br />

The end result of this initiative was<br />

an economic disaster.<br />

What boggles the mind about this<br />

disaster is that neither the government<br />

nor the people seemed to recognize<br />

that Ontario was headed for an economic<br />

disaster.<br />

The implementation of this act<br />

caused the price of electricity to skyrocket<br />

forcing many manufacturing<br />

businesses to leave the province for<br />

the U.S.<br />

Electricity is a main input cost for<br />

many manufacturing processes. This<br />

resulted in the loss of thousands of<br />

manufacturing jobs. It also resulted in<br />

a decrease of demand for electric<br />

power, and now there was a surplus of<br />

power.<br />

The renewable power producers<br />

were still getting the agreed contract<br />

price for their power so this forced the<br />

government to sell the surplus power<br />

to the U.S. at a fire sale price.<br />

Renewable power requires conventional<br />

generation as a backup.<br />

These Liberal governments have<br />

caused Ontario to now have the largest<br />

per capita debt of any sub-sovereign<br />

jurisdiction in the world. It will cost<br />

the current and future people of<br />

Ontario, and to some extent the rest of<br />

us in Canada, hundreds of billions of<br />

dollars.<br />

Doug Ford and his new government<br />

will have a huge challenge to<br />

straighten out this mess.<br />

The real question is why did it take<br />

the people of Ontario 15 years to wake<br />

up to the corruption and incompetence<br />

that was happening?<br />

I think it had to do with the alternative.<br />

The alternative was a series of red<br />

Tory leaders that appeared to be not<br />

much different. In other words, they<br />

were liberal light. They were caught<br />

up with the same climate change<br />

dogma as the liberals.<br />

As I have written before, meteorological<br />

and geological research<br />

scientists have actually proven that<br />

C02 emissions have never been the<br />

cause of climate change.<br />

There are two kinds of Tories, red<br />

Tories and blue Tories. Red Tories<br />

believe in government intervention<br />

just like liberals. They think the government<br />

should provide basic services<br />

like child support, daycare etc. as a<br />

direct government program rather<br />

than tax credits where people have the<br />

freedom to choose.<br />

The Harper government initiated a<br />

system of tax credits so people could<br />

choose to make their own decisions on<br />

what government support they wanted<br />

to access.<br />

Blue Tories believe that people<br />

should have the freedom to make their<br />

own choices.<br />

While Ford is the leader of the<br />

Ontario “Progressive” Conservative<br />

Party, he is a blue Tory. He has set<br />

himself apart from the old ‘rank and<br />

file’ PC’s. The people have recognized<br />

he will champion the real change that<br />

is so badly needed. He is certain to<br />

make choices that will upset the environmental<br />

left.<br />

The real financial anchor that<br />

Liberal and NDP governments have<br />

imposed on Canadians is the carbon<br />

tax. The rate is not high enough to be a<br />

real disincentive for energy consumption,<br />

the rate would have to be about<br />

five times as high to be a disincentive,<br />

it is simply a tax grab made to look like<br />

an environmental necessity.<br />

Ontario used to be the economic<br />

engine of Canada before the liberals<br />

became government. Under the leadership<br />

of Doug Ford I think the province<br />

can be an economic leader again.<br />

Norfolk Avenue and intersection needs attention<br />

Town of Coronation Councillors,<br />

I am writing this regarding the<br />

corner of Norfolk and Royal in<br />

Coronation, Ab. and Norfolk Ave. itself.<br />

This corner and street has many<br />

issues which need to be addressed by<br />

not only you on council but by law<br />

enforcement as well. I will try to<br />

explain, as best as I can, the issues and<br />

maybe you will take my suggestions<br />

into consideration as how to fix the<br />

problem.<br />

The Corner.<br />

With the library, pool, playground<br />

and ball diamonds along Royal Street<br />

and the school, skating and curling<br />

rink along Norfolk there is a high<br />

amount of traffic at this corner.<br />

There are people that exceed the<br />

<br />

speed limits coming north and south.<br />

Not just young drivers. There are<br />

numerous people that are exceeding<br />

the limit of 40 km/hr going through.<br />

There is a playground sign but with<br />

no posted speed limit attached to it. It<br />

is just a cautionary sign that children<br />

may be present.<br />

There is a 30 km sign down by the<br />

ball diamonds but that does nothing<br />

for the library/pool area.<br />

My suggestion is to place a sign<br />

down from the library stating playground<br />

ahead with a lower speed of 30<br />

km/hr sign attached.<br />

I also suggest making this corner a<br />

4-way stop. This will also help in<br />

making them slow down.<br />

Many people already stop at an<br />

imaginary stop sign, thinking it is one.<br />

This in itself is dangerous. I know this<br />

will mean five 4-way stop signs in a<br />

row but I would rather stop and slow<br />

down than have a child hurt. I would<br />

hope you feel the same.<br />

The Avenue.<br />

Norfolk Avenue is one of the streets,<br />

on the north side of town, that goes<br />

from one side of town to the other,<br />

excluding the trailer court.<br />

Other streets are separated by ball<br />

diamonds, skating rink and school.<br />

Although, Norfolk on the east, has a<br />

4-way stop at the school, it also has a<br />

school zone.<br />

Concerns on UCP AGM and candidacy<br />

Dear Editor,<br />

On May 17 three of us that are all<br />

new to the riding of Drumheller –<br />

Stettler drove 180km to the founding<br />

AGM.<br />

We arrived to the 7 p.m. meeting to<br />

find hundreds of people lined up outside<br />

in the rain waiting to get into the<br />

hall.<br />

While standing in the line, I commented<br />

this is sure a lot of people for<br />

an AGM and one guy responded “Nate<br />

wanted 400 people here tonight”.<br />

While we were standing outside,<br />

people were handing out a list of individuals<br />

running for directors.<br />

We thought this was a list of all candidates,<br />

but once inside we discovered<br />

this was a list of what sounded like the<br />

preferred candidates - not all the<br />

candidates.<br />

Once inside and the meeting finally<br />

beginning very late, the current president<br />

ran the entire proceeding<br />

- including the elections, which I found<br />

to be very different.<br />

When the call came for president,<br />

the current president nominated himself,<br />

three calls for nominations were<br />

<br />

ceased, and he was declared president.<br />

The next position for CFO was<br />

called, current CFO nominated herself,<br />

three calls and nominations<br />

cease.<br />

Very concerning.<br />

Next they said anybody running for<br />

directors could now come up and<br />

speak.<br />

Many candidates spoke but at least<br />

three of them mentioned if they were<br />

part of the “pack” or “not part of the<br />

pack”.<br />

WOW. Extremely concerning.<br />

For some reason while the ballots<br />

were being counted they let the three<br />

declared, but not official, candidates<br />

speak that are running to be the UCP.<br />

Why this was done once again is a<br />

huge concern and alarming. Speaking<br />

to one gentleman he found out at 3:30<br />

p.m. that day that they would be<br />

speaking that evening and one other<br />

candidate had a very well polished<br />

long prepared speech that was worked<br />

on for days.<br />

In his speech he spoke of hiring a<br />

man on his ranch so he could full time<br />

campaign around the riding.<br />

Tasteless red balls, tomatoes?<br />

The tree in my front yard<br />

gets completely covered in<br />

white blossoms every spring.<br />

I don’t know what<br />

kind of tree it is but it<br />

sure is pretty in the<br />

spring.<br />

A few days ago I<br />

was sitting in my living<br />

room just enjoying the<br />

beauty of the tree when<br />

I noticed bees flying<br />

around in it.<br />

There was at least a<br />

dozen in there filling<br />

themselves up on all<br />

the blossoms.<br />

I was happy to see them there<br />

until I realized that my vehicle<br />

was on the other side of that bee<br />

filled tree.<br />

Oh well, I managed to get past<br />

the tree without getting the visitors<br />

upset.<br />

Seeing those bees and<br />

knowing that they are not as<br />

common a sight as they used to<br />

be got me thinking of one of my<br />

pet peeves again, chemicals.<br />

need for food, chemicals that<br />

make the bees sick<br />

We have chemicals<br />

all over our foods<br />

too, from seed to table<br />

our food gets layered<br />

with chemicals.<br />

The producers<br />

think they have to do<br />

it to make money, so<br />

they spray one chemical over<br />

the fields to get rid of weeds so<br />

they can get a bigger crop.<br />

Next they spray to get rid of<br />

any insects that might damage<br />

the crop, and then they spray<br />

even more chemicals to make<br />

the crop grow faster and bigger.<br />

All these chemicals cost a<br />

small fortune and it makes me<br />

wonder how much they really<br />

boost the profits.<br />

I certainly do not think they<br />

Very concerning since our MLA<br />

sure does not have time to be out<br />

campaigning.<br />

As a person being very active in politics<br />

all my life, I am very concerned on<br />

the process of this AGM, and also process<br />

on how UCP is allowing people to<br />

campaign forever in this riding or any<br />

other riding in Alberta.<br />

These are a few questions I have, and<br />

will look forward to your response.<br />

• How could the current president<br />

run the AGM, and nominate himself?<br />

• Why did one candidate feel the need<br />

to have 400 people at an AGM?<br />

• Why is UCP allowing a candidate<br />

to campaign for months around the<br />

CA. How is this fair and just especially<br />

where there are sitting MLA’s?<br />

• Will there be no local vetting<br />

committee?<br />

• Does UCP have any idea about the<br />

“pack”?<br />

of the product.<br />

Young people are probably<br />

tired of hearing that things just<br />

don’t taste as good as they used<br />

to, but they really do not.<br />

Veggies really do not have the<br />

same full flavour they used to<br />

have. Part of it could be they are<br />

just grown too quickly and harvested<br />

too soon so they don’t<br />

ripen slowly and fully.<br />

Another thing that messes<br />

with the flavour is now everything<br />

has to be so sanitized that<br />

the veggies all end up with a<br />

bleach flavour.<br />

More chemicals!<br />

I hate bleached potatoes.<br />

It makes me sad to think<br />

that there are young people who<br />

will never know what a tomato<br />

really tastes like.<br />

They will think those tasteless<br />

red balls they buy in the<br />

grocery store are the real thing.<br />

I am just grateful that I have<br />

friends who still plant a garden<br />

and share their bounty with me.<br />

There is a stop sign at the entrance<br />

onto Royal St. but after that it is free<br />

from any stop or yield signs along the<br />

way. This is where the larger problem<br />

starts.<br />

I have witnessed many people<br />

sliding up to the stop sign, barely able<br />

to slow down much less stop at the sign<br />

before proceeding through. With it<br />

being such a long strip of free driving,<br />

numerous vehicles have sailed<br />

through the stop sign.<br />

If they had to yield at some point<br />

along this street, they might have been<br />

paying attention. Many people that<br />

live along this street have these same<br />

issues with the speeders.<br />

I suggest adding some yield signs to<br />

Norfolk Avenue. The stretch is just too<br />

long of free driving from the hospital<br />

to Royal Street.<br />

As it is getting closer to summer<br />

vacation for many of these children,<br />

there will be more of them, at all times<br />

of the day, on this street as there is<br />

now.<br />

I also would like to request a reply<br />

letter to my concerns and suggestions<br />

as outlined in this letter, in a timely<br />

manner.<br />

I will also be sending a copy of this<br />

letter to the newspaper with the hopes<br />

to get more public discussion about<br />

this street.<br />

Why build a pipeline if we<br />

prohibit oil tanker traffic?<br />

While the Trans Mountain<br />

pipeline saga grabs headlines<br />

across the country, Bill C-48,<br />

which indefinitely bans most oil<br />

tankers loading or unloading<br />

anywhere on British Columbia’s<br />

north coast, recently had its<br />

third reading in Parliament.<br />

The bill, which must still pass<br />

through the Senate, erects yet<br />

another barrier to exporting<br />

Canadian oil to markets in<br />

Asia, where that oil can command<br />

a significantly higher<br />

price than it does today when<br />

sold in a glutted (and shrinking)<br />

American market.<br />

Prime Minister Justin<br />

Trudeau and his ministers frequently<br />

invoke science when<br />

justifying environmental<br />

policies.<br />

The prime minister even sat<br />

down for an interview with Bill<br />

Nye (“the Science Guy”), who<br />

lectured him on the need to terminate<br />

Alberta oilsands<br />

production and stop pipeline<br />

construction.<br />

The new Canadian<br />

Environmental Assessment<br />

process, ushered in by the federal<br />

government claims it will<br />

use the “best available science”<br />

in its decision-making. But it’s<br />

hard to see how anyone can justify,<br />

based on the science, Bill<br />

Viewpoint<br />

C-48’s tanker moratorium,<br />

because any review of the data<br />

on oil tanker safety would<br />

dispel the idea that this policy is<br />

evidence-based.<br />

In 2015, a Fraser Institute<br />

study found that moving oil by<br />

tankers is not only safe but that<br />

the safety of this mode has<br />

increased even as greater quantities<br />

of oil are transported by<br />

sea. Canada, in particular, has a<br />

superb record of tanker safety.<br />

According to Transport<br />

Canada, there has only been<br />

one major oil spill in the last 20<br />

years off Canada’s West Coast<br />

and it did not involve an oil<br />

tanker. (The Queen of the North<br />

ferry sank with 240 tonnes of oil<br />

on board.)<br />

The trend for tanker safety is<br />

also very good. In the 1970s,<br />

there were on average 24.5 large<br />

spills (more than 700 tonnes)<br />

per year worldwide.<br />

But in the first four years of<br />

the 2010s, on an average there<br />

were only two large spills per<br />

year.<br />

The trend for medium-sized<br />

spills (seven to 700 tonnes) also<br />

declined significantly, from an<br />

average of 54.3 per year in the<br />

1970s to an average of five per<br />

year during the first part of the<br />

2010s.<br />

In addition, of all the oil<br />

spilled at sea from 1970 to 2009,<br />

56.0 per cent was spilled in the<br />

1970s, 20.5 per cent in the 1980s,<br />

Reinforced optimism<br />

from Canada’s capital<br />

19.8 per cent in the 1990s and<br />

only 3.7 per cent in the 2000s.<br />

And remember, these reductions<br />

in accidents and amount of<br />

oil spilled each year coincide<br />

with increased amounts of oil<br />

shipped by sea.<br />

In 1970, 1,207 million tonnes<br />

of loaded crude oil was transported<br />

by sea compared to an<br />

estimated 1,710 million tonnes<br />

in 20<strong>14</strong>.<br />

We can and do transport oil<br />

safely by tankers - even as we<br />

increase the amount of oil we<br />

ship.<br />

The International Energy<br />

Agency projects that Asia’s<br />

demand for oil will increase<br />

from 4.7 million barrels per day<br />

today to an estimated 6.6 million<br />

barrels per day in 2040.<br />

Without access to the Asian<br />

market, Canada will miss out<br />

on the economic prosperity<br />

intrinsic to supplying those<br />

markets with oil produced in a<br />

country with some of the<br />

world’s best environmental<br />

protections.<br />

Imposing a moratorium on oil<br />

tanker traffic off B.C.’s coast<br />

ignores the evidence about the<br />

safety of transporting oil by sea.<br />

This ban will stifle Canada’s<br />

ability to realize the economic<br />

benefits of exporting our<br />

resources to where there’s<br />

greatest demand.<br />

society, with its structures,<br />

underlying wealth and Judeo/<br />

Christian values, they despise<br />

capacity so to do.<br />

They are “Rebels without a<br />

Cause”. Perpetual “Peter Pan”<br />

type undergraduates, petulantly<br />

interpreting the gilded<br />

age they live in as a gilded cage.<br />

Make no mistake, the<br />

Ontario result is a bellwether<br />

for Alberta. The result humiliated<br />

the Ontario Liberals; they<br />

lost 51 of their 58 seats. The<br />

Alberta NDP currently have 54;<br />

previously they held just 4.<br />

Both the Liberals and the<br />

NDP believed they could run<br />

up deficits, impose higher<br />

taxes, impose job-killing regulations<br />

and badly interfere with<br />

the energy business, resulting<br />

in higher prices.<br />

Moreover, we see their potentially<br />

ideologically driven<br />

activity within the school<br />

system. For example, they are<br />

determined to rewrite the<br />

entire K-12 curriculum in just a<br />

couple of years. Previously, the<br />

rewrite of the math curriculum<br />

alone took 6 years. Fulsome<br />

thought and discussion cannot<br />

take place in such a short time<br />

period. This unseemly, and<br />

inherently flawed rush betrays<br />

that they can implement an<br />

agenda.<br />

Importantly for Albertan<br />

UCP supporters we now have,<br />

in Premier Doug Ford, a new<br />

and powerful ally opposed to<br />

the Federal Carbon Tax to add<br />

to Premier Scott Moe and his<br />

Saskatchewan Party.<br />

Jason Kenney has stated<br />

that, if elected, he will make<br />

Bill 1, of an early sitting<br />

Legislative Session, the Carbon<br />

Tax Repeal Act.<br />

June 7 saw the second anniversary<br />

of the imposition of<br />

this tax.<br />

Some observations:<br />

The tax was never part of the<br />

NDP’s election platform; therefore,<br />

it has no popular<br />

legitimacy.<br />

The tax was supposed to<br />

obtain “social license” for projects.<br />

Yet, 2 of 3 pipelines were<br />

kiboshed.<br />

The tax was supposed to be<br />

ring fenced for the environment.<br />

It is now an NDP slush<br />

fund.<br />

Clearly, when the NDP<br />

promise something, they mislead<br />

Albertans – and when they<br />

do not, it is even worse.<br />

This tax has achieved<br />

nothing but make life more<br />

expensive for all Albertans.<br />

Worse still, it hits lower<br />

earners, the vulnerable and<br />

seniors disproportionately<br />

harder.<br />

School Divisions are facing<br />

hard choices between heating<br />

and transport versus teaching<br />

posts, Educational Assistants<br />

and programs. Kindergarten<br />

programs are being scrapped.<br />

Some Senior Centres and<br />

non-profit organizations may<br />

close or curtail services due to<br />

a rise in costs.<br />

55% of household budget<br />

costs increased. Their rebate<br />

being less (or non-existent)<br />

versus the tax increase.<br />

73% of small businesses face<br />

increased costs. This, coupled<br />

with a compulsory minimum<br />

wage increase, is a death sentence<br />

for some.<br />

Last week’s Ontario result<br />

has reinforced my optimism in<br />

our future. If a majority progressive<br />

province like Ontario<br />

can “go blue” a blue province<br />

should, God willing, revert to<br />

type.<br />

Yet, no one is counting his or<br />

her chickens. The UCP will stay<br />

humble, listen to Albertans and<br />

produce sensible policies for the<br />

many, and not the few.

World Elder Abuse Awareness Day<br />

is every year on June 15. Drawing<br />

awareness about the abuse elders face<br />

can help the abuse end.<br />

Elder abuse can take many forms<br />

and affect any older adult, regardless<br />

of their background, health or<br />

heritage.<br />

Theft or financial control is the most<br />

common form of elder abuse but it can<br />

also be emotional, psychological, physical,<br />

sexual or neglect.<br />

Learn the signs, break the silence<br />

Some signs that could show up are<br />

unexplained injuries, changes in<br />

mood, changes in behaviour or physical<br />

status.<br />

Other possible signs could include<br />

changes in weight or appetite, hygiene<br />

or increased visits to the doctor or<br />

hospital.<br />

Education is a big part of preventing<br />

elder abuse. The more families, friends<br />

and communities know about the signs<br />

of elder abuse, the more support can be<br />

provided and gives people the confidence<br />

to speak up if they fall victim to<br />

such abuse.<br />

Forms of elder abuse<br />

In order to prevent and counter elder<br />

abuse, it’s important to know how to<br />

recognize it.<br />

In honour of World Elder Abuse<br />

Awareness Day this June 15, take a<br />

moment to familiarize yourself with<br />

the different types of abuse seniors<br />

may experience.<br />

1. Physical abuse<br />

Any act compromising the physical<br />

integrity or well-being of a person is<br />

considered abusive (e.g. pushing, forcefeeding,<br />

inadequately administering<br />

medication).<br />

2. Psychological abuse<br />

Insulting, threatening, rejecting, isolating,<br />

manipulating and humiliating a<br />

person are some examples of psychologically<br />

abusive behaviour.<br />

3. Material abuse<br />

Also known as financial abuse,<br />

material abuse refers to dishonestly<br />

obtaining or using so me one else’s<br />

property.<br />

Pushing an elderly person to modify<br />

his or her will or asking for excessive<br />

payment after providing a service are<br />

two examples.<br />

4. Organizational abuse<br />

Organizational procedures that<br />

cause harm to older people, such as<br />

providing services in a rough manner,<br />

constitute abuse.<br />

5. Sexual abuse<br />

All actions, comments and demeanours<br />

that negatively impact a person’s<br />

sexual identity or well-being are considered<br />

to be acts of abuse.<br />

Finally, discriminating against<br />

someone based on his or her age<br />

(ageism) is also a form of abuse.

retired from the National<br />

Basketball Association for<br />

the third and final time in<br />

2003, it was regarded as sacrilegious<br />

to suggest that His<br />

Airness was not the best<br />

NBA player of all time.<br />

Sure, it was debatable,<br />

with the likes of Cousy,<br />

West, Russell, Robertson,<br />

Bird, Magic and<br />

Chamberlain in the mix.<br />

But the consensus, surrounded<br />

by reverence,<br />

seemed to be that Jordan<br />

was the best ever.<br />

Now, however, the talk is<br />

veering down a different<br />

path. In fact, the argument<br />

may be over. Can we agree<br />

that the GOAT — the<br />

Greatest Of All Time — is<br />

LeBron James?<br />

The NBA’s current dominant<br />

player, James — a<br />

chiseled, athletic, 6-foot-8,<br />

250-pounder and four-time<br />

Most Valuable Player award<br />

winner — plays the game<br />

like he’s a man against boys.<br />

Virtually unstoppable<br />

when he decides he’s going<br />

to score, James put up<br />

30-plus points in 12 of<br />

Cleveland’s 22 playoff games<br />

as his Cavaliers fell to the<br />

powerful Golden State<br />

Warriors in the Finals, capping<br />

a season when for a<br />

time it appeared as if the<br />

Cavs might miss the playoffs<br />

altogether.<br />

But riding James’ strong<br />

shoulders, they knocked off<br />

Indianapolis in the first<br />

round, surprised the<br />

Eastern Conference pennant-winning<br />

Toronto<br />

Raptors with a four-game<br />

sweep in the second round<br />

and then made it to the<br />

finals by beating the Celtics<br />

in Game 7 on Boston’s parquet<br />

floor.<br />

James was Mr.<br />

Everything in that game,<br />

with 35 points, 15 rebounds<br />

and nine assists.<br />

Making it to the NBA<br />

Finals is a tough task, but<br />

James has led his teams —<br />

the Cavs and Miami Heat<br />

— to eight consecutive<br />

Finals appearances. It’s<br />

unprecedented in the<br />

modern-day NBA.<br />

Jordan made it to the<br />

finals six times (not in consecutive<br />

years, though) and<br />

won all six. James has only<br />

three titles to his<br />

credit.<br />

James has few<br />

detractors, but<br />

many admirers.<br />

The updated version of ‘Pipelines in<br />

Alberta: What Landowners Need to<br />

Know’ is now available from the<br />

Farmers’ Advocate Office (FAO).<br />

“Pipelines in Alberta has been an<br />

important resource for our office for<br />

over 20 years,” explains Jeana<br />

Schuurman, rural engagement and<br />

communications specialist with the<br />

FAO. “Since different types of pipelines<br />

have different requirements and different<br />

regulators, making sense of<br />

your rights regarding pipelines can be<br />

a complex task.”<br />

Pipelines in Alberta focuses on oil<br />

and gas pipelines that operate within<br />

the borders of Alberta, which are regulated<br />

by the Alberta Energy Regulator<br />

(AER). “The document is designed to<br />

help landowners who are negotiating<br />

new agreements with industry, but<br />

some sections may be helpful to landowners<br />

who have existing pipelines as<br />

well,” states Schuurman.<br />

The publication briefly explores federally<br />

regulated pipelines, gas utility<br />

pipelines, and rural gas utilities, which<br />

are regulated by the National Energy<br />

Board (NEB), the Alberta Utilities<br />

Commission (AUC), and Alberta<br />

Agriculture and Forestry, respectively.<br />

presented through video conferencing,<br />

a request of funding for<br />

a variety of flexible seating<br />

options for Veteran School.<br />

Students from J.C. Charyk<br />

Hanna School also made a<br />

request for funds to help create<br />

learning areas that would provide<br />

unique spaces that will<br />

assists with focus and attention.<br />

As per the June 2017 motion,<br />

$1,000 will be provided to both<br />

the Veteran and J.C. Charyk<br />

Hanna Schools for the purchase<br />

of flexible seating.<br />

Operating and Capital Budget<br />

At the May 22 meeting, the<br />

Board moved to approve the<br />

<strong>2018</strong>-2019 operating and capital<br />

budget. The finalized <strong>2018</strong>-2019<br />

operating budget is presented<br />

with an estimated operating<br />

deficit of $416,000; and a draw<br />

on capital reserves for the purchase<br />

of items in the amount of<br />

$582,000.<br />

A decrease in estimated<br />

funding for the upcoming year<br />

of $700,000, relating primarily<br />

to enrolment decline, will result<br />

in reductions to all areas of the<br />

operating budget.<br />

The operating budget<br />

includes an overall reduction in<br />

salaries and benefits of $289,000<br />

as compared to the 2017-<strong>2018</strong><br />

fall-updated budget.<br />

This includes a net reduction<br />

of 7.52 full time employees<br />

totaling $545,000 and increment/staffing<br />

mix/collective<br />

agreement increases of<br />

The <strong>2018</strong> Assessment and Property Tax Notices<br />

Real GDP, agri-food industries<br />

The real Gross Domestic Product<br />

(GDP) for Alberta’s agri-food industry<br />

rose again in 2017. Jean Marie<br />

Uwizeyimana, agri-food statistician<br />

with Alberta Agriculture and<br />

Forestry, examines the numbers.<br />

In 2017, Alberta’s GDP for agri-food<br />

industries rose 2.5 per cent to $6.5 billion,<br />

the second consecutive year of<br />

growth. “At 12.5 per cent,” explains<br />

Uwizeyimana, “These industries represented<br />

the third highest percentage<br />

share of the total Canadian agri-food<br />

GDP after Ontario and Quebec.”<br />

The GDP for the province’s primary<br />

agriculture industry increased 1.9 per<br />

cent to $3.5 billion in 2017. “Of this<br />

total, the GDP for crop and animal production<br />

rose 1.8 per cent to $3.4<br />

billion,” says Uwizeyimana. “Support<br />

activities for agriculture increased 5.3<br />

per cent to $108.0 million.”<br />

Food and beverage manufacturing<br />

industries in Alberta grew at a faster<br />

pace, increasing 3.2 per cent to $3.0 billion,<br />

adds Uwizeyimana. “It has been<br />

increasing for the last five years. The<br />

food manufacturing industry GDP<br />

rose 3.4 per cent to $2.5 billion, while<br />

the beverage manufacturing industry<br />

increased 2.2 per cent to $474.3<br />

million.”<br />

Meat products manufacturing continued<br />

to be Alberta’s largest food<br />

segment. “It<br />

accounted for<br />

roughly $1.0 billion,<br />

or 38.1 per<br />

cent, of total food<br />

manufacturing<br />

GDP,” explains<br />

Uwizeyimana.<br />

“Grain and oilseed<br />

milling ranked<br />

second at $296.5<br />

million, or almost<br />

12.0 per cent.”<br />

Overall,<br />

Alberta’s economy<br />

in 2017 increased<br />

4.9 per cent to<br />

$304.7 billion, as<br />

measured by real<br />

GDP, after<br />

declining for two<br />

years. Alberta also<br />

led all provinces in<br />

economic growth,<br />

with mining, quarrying,<br />

oil and gas<br />

extraction as the<br />

main contributing<br />

industries.<br />

Nationally, GDP<br />

also grew 3.3 per<br />

cent to $1.7 trillion:<br />

the strongest<br />

year-over-year<br />

increase since 2011.<br />

GDP is one of the primary<br />

indicators used to measure<br />

the performance of a country’s<br />

economy and is an<br />

important tool when comparing<br />

the performance of<br />

different jurisdictions. It<br />

represents the monetary<br />

value of all goods and services<br />

produced over a<br />

specific time period and is<br />

often referred to as the size<br />

in nominal - or<br />

current - dollars, comparing<br />

two periods requires<br />

making adjustments for<br />

COMMUNITY NOTICE<br />

Annual Vegetation Management Program<br />

CN is required to clear its rights-of-way from any<br />

vegetation that may pose a safety hazard. Vegetation on<br />

railway rights-of-way, if left uncontrolled, can contribute<br />

to trackside fires and impair proper inspection of track<br />

infrastructure.<br />

As such, for safe railway operations, the annual vegetation<br />

control program will be carried out on CN rail lines in<br />

the province of Saskatchewan. A certified applicator<br />

will be applying herbicides on and around the railway<br />

tracks (mainly the graveled area/ballast). All product<br />

requirements for setbacks in the vicinity of dwellings,<br />

aquatic environments and municipal water supplies will<br />

be met.<br />

This program will take place from June 18, <strong>2018</strong> to<br />

August 31, <strong>2018</strong>.<br />
