Glencoe District 35 School Board
Facility improvements increase 2019 budget
Todd Marver
Freelance Reporter
The District 35 School
Board approved the tentative
fiscal year 2019 budget
at its Thursday, June 14
meeting and the board will
vote on the final budget on
Sept. 6.
Total operating revenue
is estimated to increase
5.15 percent ($1.492,160)
from fiscal year 2018.
Budgeted operating expenses
are anticipated to
increase by 26.70 percent
($7,770,037) when compared
to the fiscal year
2018 budget. This increase
is due to planned facility
improvements. The district
is implementing a capital
projects fund for these
planned facility improvements.
“The biggest change and
the biggest shift that you’ll
see in this budget is the
reestablishment and funding
of the capital projects
fund in looking to separate
some of the funds targeted
for building and facility
improvements to the
capital projects fund,” said
Jason Edelheit, director of
finance and operations.
Security improvements
The board approved
electronic security improvements
across the
district that will be ready
for the start of next school
year this fall.
The electronic security
improvements — in
an amount not to exceed
$189,000 — will include
interior and exterior cameras,
access control, and
panic button installation.
Fire alarm and geothermal
projects
The Central School fire
alarm project and West
School geothermal projects
began after school let
out for the summer.
Edelheit said the Central
fire alarm project is “well
underway” with substantial
completion set for the first
week of August. The new
fire alarm system will give
a more specific location of
where the fire is occurring
than the previous system.
“It will give us pinpoint
accuracy on where
an alarm is occurring,”
he said. “Previously, we
had it where it was just
by building section which
made identifying the actual
device challenging.
The new system will give
us the exact point that is
signifying the alarm where
trouble stands.”
As far for the geothermal
project, Edelheit said “the
drilling is going amazingly
well” and that as of earlier
in the day on June 14, 37
geothermal wells had been
completed. Drilling is on
pace to be completed by
the end of the month and
substantial completion of
the project is set for the
first week of August with
final completion set for the
second week of August.
In general, this project
includes: Approximately
45 geothermal wells in
the west lawn area; West
School lawn site restoration;
HVAC system upgrades
throughout the
school and associated electrical
work; any associated
ceiling, lighting and casework
changes; and minor
architectural work to accommodate
the upgrades.
Crossing guard services
The board also approved
the final intergovernmental
agreement with the Village
of Glencoe for crossing
guard services.
The Village will, at its
sole cost and expense,
select a vendor and enter
into an agreement for the
selected vendor to provide,
employ and train
qualified crossing guards
at the school locations and
provide all equipment generally
provided to crossing
guards employed by municipalities
comparable to
the Village for use by the
crossing guards in the performance
of their duties.
The Village will pay the
costs of the services of the
crossing guards during the
school year from Aug. 29-
June 12. At the conclusion
of the school year, the Village
will invoice the District
in an amount equal to
at least $12,500, but not
to exceed $15,000 for the
cost of the services of the
crossing guards during the
school year.
The actual District share
will be based on an equitable
share of the increased
costs to the Village for
vendor services as compared
to Village provided
services.
The first sidewalk sale of the season
40 vendors to take
part in Glencoe
Sidewalk Sale
Glencoe Sidewalk Sale
When: June 29-30
Time: 9 a.m.-5 p.m.
Where: Downtown
Glencoe
Info: www.
The Glencoe Chamber
of Commerce kicks
off North Shore’s sidewalk
sale season with its
annual event from June
29-30.
“Our goal is to be the
first of the season,” said
Sally Sprowl, the chamber’s
executive director.
“People know to look
for our sale by the end of
June each year. Our goal
is to attract vendors and
not compete with other
towns that also have sidewalk
sales. We don’t want
to be on the same weekend
as other North Shore
towns so we carved out
this opportunity to be
the first.”
Glencoe’s sale will
run 9 a.m.-5 p.m. both
days on Park and Vernon
avenues in downtown
Glencoe. The sidewalk
sale features the village’s
own retail businesses
and additional outside
vendors.
In total, Sprowl estimated
there would be about
40 different vendors selling
reduced-price clothing,
jewelry, artwork,
household items, decor
and more.
“We do have some organizations
and businesses
that bring brochures and
information to also hand
out,” she added.
The weekend sale will
attract an estimated “hundreds
upon hundreds” of
shoppers to downtown
Glencoe.
“The downtown area of
Glencoe to start with is
very attractive,” Sprowl
said. “It’s very accessible
and once you park, you
can go everywhere. We’ll
line those two streets
(Park and Vernon) that
criss-cross each other so
it’s very easy for people to
maneuver around and see
Shoppers (left to right) Anne Leavell, Betsey Rubenstein and Kate Sager, all of
the sale will be held June 29-30 in downtown Glencoe. 22nd Century Media File Photo
the whole sale.
“You’ll be easily be able
to park, shop, get lunch, a
snack or coffee.”
Sprowl couldn’t pinpoint
how many years
the annual sale has taken
place in Glencoe, but it
had been running “well
before” she started with
the chamber nine years
ago.
