THE FESTIVAL IN BRIEF<br />
Un<strong>der</strong> the title Or<strong>der</strong>ed States projects will be presented at the 2005 <strong>Festival</strong> of Regions which are<br />
distinguished by a high degree of sensitivity for the structures and systems of or<strong>der</strong> in the everyday<br />
world. In close co-operation with local cultural initiatives and the general public, the projects will relate<br />
to the living space and social realities in the focal region, Upper Mühlviertel. The motif and the choice<br />
of focal region are to be also un<strong>der</strong>stood as a contemporary reference to the Adalbert Stifter<br />
anniversary in 2005. A multitude of encounters between the general public and participants in the<br />
<strong>Festival</strong> from Austria, Germany, the Netherlands, Croatia, Russia, Switzerland, the Czech Republic<br />
and the United States will lead to a dense series of presentations characterized not only by precise<br />
observation and a committed sensitivity to regional particularities, but also by the linking of<br />
contemporary cultural practices with the reality of everyday living. Based on the results of an<br />
international call for proposals the 2005 <strong>Festival</strong> program is oriented toward the main motifs of gen<strong>der</strong><br />
or<strong>der</strong>s, youth culture, regional development, architecture and public or<strong>der</strong>. The gamut of projects<br />
ranges from staging the everyday life of villages and small towns in co-operation with residents and<br />
setting up a Test Field Mühlviertel via workshops on international women’s networks through to work<br />
with youths in schools and youth clubs. Exhibitions in Linz round off the program.<br />

Self-made constructions from the region will be brought together, “functioning forms” that were not<br />
purchased but arose only from the needs of their users. The objects will be documented in the sur<br />
roundings of their owners by videos and photographs and presented with the originals in an exhibition.<br />

Critical artistic engagement with the power structures of the police<br />
With the exhibition Police the Landesgalerie Linz (curators: Martin Hochleitner and Gabriele Spindler)<br />
will analyze the critical artistic engagement with the manifestations of state power as a question of<br />
present-day art. Selected projects by Francis Alys, Jeremy Deller, Peter Friedl, Rodney Graham,<br />
Annika Larsson, Tuomo Manninen, Lisl Ponger, Oliver Ressler, Milica Tomi� and Santiago Sierra will<br />
investigate the presence of police power structures vis-ˆ-vis an individual or a community. The<br />
spectrum ranges from direct confrontations with the police through to latent forms of observation and<br />
surveillance.<br />

Images of women and garden design<br />
The landscape planner Heidi Schatzl visited Mühlviertel women in their homes and interviewed them<br />
about their gardens. A special carriage of the Mühlkreis railway was the setting used for the<br />
presentation of the interviews and pictures obtained from this project, which takes stock of the<br />
relationship between images of women and garden design.<br />

Images of women between Austria and the Czech Republic<br />
The initiative The Image of Others invites women from the Mühlviertel and Southern Bohemia to take<br />
a look over the bor<strong>der</strong>. By means of interviews and excursions the often erroneous images of women<br />
beyond the bor<strong>der</strong> will be made visible. The results of the investigation provide the initial material for<br />
an installation in the public space of Rohrbach, an exhibition at the Frauentreffpunkt Rohrbach and a<br />
celebratory event during the festival.<br />

Image-worlds of youths from the district<br />
Sofie Thorsen calls on youths from villages around the Mühlviertel to tell stories about their localities<br />
impromptu before the camera. In the conversation with the youths, she tries to gain an idea of the<br />
interplay between everyday life, the production of identity and media images and to find out to what<br />
extent the global media culture defines youth culture as an important factor in identity formation.<br />
Based on the interviews, a film for the Rohrbach Cinema and a series of posters will be made.<br />

CREATING THE CHANGE<br />

Conference<br />
The conference puts the life of Roma and Sinti women and the exchange between women’s groups at<br />
the focus of attention. Workshops, public discussions and art projects thematize the marginal situation<br />
of Roma and Sinti in society. The aim is to uncover the stereotypes imposed from the outside and the<br />
clich�s inherent in the Roma community, to make the women participants aware of their rights and to<br />
promote the influence and co-operation between Roma and non-Roma women’s groups. Ten<br />
speakers from Croatia, the Czech Republic, Macedonia, Bosnia-Herzegowina, Serbia and Austria will<br />
lead the workshops.<br />

THE ROHRBACH LIVING MEMORIAL<br />

Living monument<br />
In the framework of the project, Creating the Change, a public performance with the title The<br />
Rohrbach Living Memorial will take place. To the present day there there are only a few monuments in<br />
Europe which commemorate the Roma and Sinti victims of the Holocaust. The image of Roma<br />
awaiting their deportation has nevertheless left its mark in our collective memory. This is where Sanja<br />
Ivekovic« takes up the thread. The Croatian artist will invite more than 100 people to stand and sit<br />
quietly from one to three hours on the main street of Rohrbach.<br />

The starting point is the theme of the bor<strong>der</strong> and its effects in the areas of school, work, feminism and<br />
migration. In collaboration with youths from Rohrbach and the artist Martin Krenn, a process of critical<br />
engagement with pre-given areas for action within the existing social or<strong>der</strong> is to be initiated and<br />
independent areas for action opened up.<br />

Series of portraits of the Al<strong>der</strong>men and al<strong>der</strong>women of Ulrichsberg, Waldkirchen and Horni Plana<br />
Al<strong>der</strong>men and al<strong>der</strong>women from three neighbouring communities in the bor<strong>der</strong> zone will be<br />
photographed by Franz Hintermann against a neutral background. The elected representatives from<br />
Ulrichsberg in Upper Austria, Waldkirchen in Bavaria and Horni Plana in Southern Bohemia will be<br />
reduced to their outward appearance and portrayed in the way they see themselves. The photographs<br />
will be shown as an installation in the portrait gallery of the monastery Schlägl. A joint session of the<br />
councils during the festival is planned.<br />

The LAWOG buildings as or<strong>der</strong>ing system<br />
The regional residential building co-operative, LAWOG has erected hundreds of identical resi dences<br />
in Upper Austria during the last fifty years. The grounds of these residential projects consist, just like<br />
the flats themselves, of a standardized system of elements. The copy of a standardized LAWOG<br />
playground will provide the arena for a game of dice composed of planning elements in a sand-pit and<br />
the screening of a filmic portrait.<br />

SERENADE<br />

Chor-i-feen sing songs by Gustav<br />
Die Chor-i-feen, ein Chor aus <strong>der</strong> Schwerpunktregion mit 55 On the evening of the opening of the<br />
<strong>Festival</strong> of the Regions 2005, Chor-i-feen, a choir from the focal region comprising fifty-five members,<br />
will sing songs written by the producer Eva Jantschitsch aka Gustav. Loosely related to the meeting<br />
point “Kirche und Arbeit” (Church and Work) and characterised by its critical liberal image, Chor-ifeen’s<br />
repertoire comprises songs of the labour movement as well as spoken-word pieces by Ernst<br />
Jandl and folk songs from the Mühlviertel. Eva Jantschitsch will be working on arrangements for the<br />
Chor-i-feen specially written for the occasion.<br />

The regional development plan as a park of cottages<br />
The project Test Field Mühlviertel 2010 of the Frankfurt artists’ group finger is based on the Regional<br />
Economic Development Plan for the Mühlviertel 2010. Six cottages represent its main foci, putting<br />
them into relation with the everyday lives of residents. The Test Field is conceived differently from the<br />
numerous homely parlours of the Mühlviertel as a place of the present that allows space for ideas for<br />
shaping the future in a constructive way.<br />

In the course of numerous visits and interviews, the artists worked their way into the region, producing<br />
a series of images based on these encounters. Special attention was paid to the omnipresent theme<br />
of housing and the individual images of placelessness that are also to be found in rural areas and<br />
which (superficially) form a contrast to the promise of uniqueness present in all regional marketing.<br />

On the initiative of the Jazzatelier Ulrichsberg, the American jazz composer, conductor and musician,<br />
Anthony Braxton, will work out a composition with fourteen Austrian musicians from the areas of<br />
improvisation, New Music and electronic music. The piece will be presented in the Jazzatelier<br />
Ulrichsberg at two concerts. A notated piano composition and a trio improvisation round off the<br />
program.<br />

In this exhibition, serial works by two artists living in Linz will be brought together which, independently<br />
of each other, are preoccupied with systems of or<strong>der</strong> in everyday life. Isa Riedl’s photos, which<br />
are oriented toward still-life paintings, document street scenes in Urfahr after the floods of 2002. In the<br />
exhibition, this series will be contraposed to the conceptual photo-project by Verena Schweiger that<br />
engages with the normative living environment of a student residence.<br />

The One-man University of the German artist, Tilmann Meyer-Faje, transfers scientific concepts to the<br />
immediate local reality. All the roles—that of the chancellor, lecturer, vice-chancellor, caretaker,<br />
librarian and the student administrator—will be performed by the artist. Lectures in the following areas,<br />
among others, are planned: Event-Planning: Contact and communicative behaviour in gastronomic<br />
institutions. Architecture: Foundations for evaluating types of buildings. Sociology: an introduction to<br />
the sociology of the family. Ethnology: female friendships in the village.<br />

Agricultural spatial economy and ways of living in Austria, Germany and the Czech Republic<br />
Leben am Hof (“Living on the farm”) reflects architectural, economic and social structures in the rural<br />
area. Investigations of farms in the Czech Republic, Germany and Austria will make visible the locally<br />
specific forms of architecture and organization as well as the changes to agricultural structures over<br />
the course of time. Parallel to this, a photo project will document social roles and forms of shared life<br />
on the farm.<br />

In spring 2005, all the permanent residents of the town of Schwarzenberg were interviewed about their<br />
paid and unpaid skills and activities, with the aim of drawing up a balance of the knowledge and<br />
activities existing within the village, in or<strong>der</strong> to then relate them to other statistical and economical<br />
parameters. The work of representing and evaluating the results will be carried out in cooperation with<br />
the graphic artist Urs Lehni and will take the form of an exhibition held in the town.<br />

Filmic survey of the focal region<br />
For their portrait of the region, entitled Zoomahinundher, Thomas Baumann and Martin Kaltner<br />
translate the well-proven or<strong>der</strong>ing principle of surveying into the language of experimental film. The<br />
possibilities of cinematic expression are deliberately reduced to retro-zoom and two basic rules<br />
observed: every frame has to connect to the next one in at least one way and the original starting point<br />
has to be returned to. Thus the film-makers zoom from one point of reference to the next, walking<br />
through the countryside and the villages of the festival area.<br />

and themes. Those responsible for the project at Radio FRO and Radio Freistadt will participate not<br />

The bor<strong>der</strong> region between Austria and the Czech Republic is rarely deemed an object worthy of the<br />
attention of journalistic reporting. Usually it is temporary states of emergency which attract the<br />
attention of observers and rarely what has in the meantime become the routine and permanent state<br />
of affairs comprising bor<strong>der</strong> control, enforced migration management, commuters and prostitution on<br />
the one hand, and transbor<strong>der</strong> realities such as the exodus from the land, the development of tourism<br />
and everyday life on the other hand. Florian Klenk will publish the results of several research trips to<br />
Upper and Lower Austria in the form of a special report in the Vienna’s city weekly newspaper Falter.<br />

residents will become actors. Social behaviour encounters its own performance.<br />

and Hans Kelsen (85 years Austrian constitution) and will organize an alternative clubbing event which<br />
is to provide an ironic counterweight and critique of the public celebrations.<br />

Cross-country football game<br />
Land Art Cross Soccer is played across country from one village to another. Even the preparations<br />
ended up as an instructive example of micro-democracy: the rules and the course of play were<br />
unanimously decided by both the teams involved after numerous discussions and a test match. The<br />
pitch extends for 7.5 kilometres between the villages and is oriented towards the course of the old<br />
road. Interim goals structure the course of play until the decisive goal is scored.<br />

Since 1999 a group of culturally interested local people have been running the arts initiative KIKAS,<br />
the program of which focuses on stand-up comedy and cinema, but also includes rock and pop music.<br />
The festival lounge will offer them the possibility to extend their activities during the whole period of the<br />
festival in the form of a temporary extra program for people living within the focal region. The program<br />
includes a concert by the German pop formation Klee as a finale of the opening weekend, as well as<br />
appearances by local DJs.<br />
