<strong>Berrington</strong> Parish Council<br />

<strong>Berrington</strong> Parish Council meets at 7pm on the 1st Thursday of every month (except<br />

<strong>Aug</strong>ust and sometimes December) at the Chapel Community Centre.<br />

<strong>Berrington</strong> Parish Council consists of nine elected or co-opted Parish Councillors:<br />

BERRINGTON PARISH - PROPOSED COMMUNITY HUB IN CROSS HOUSES<br />

Thanks to all of the residents who attended the Extraordinary Parish Council<br />

Meeting on Tuesday 17th July.<br />

Currently the Parish of <strong>Berrington</strong> is designated as “Open Countryside” and as such no open market housing<br />

would be permitted under the new Local Plan (up until 2036). However, this meeting was called because<br />

Shropshire Council wrote to the Parish Council to explain that they had made a mistake in their calculations<br />

when considering the Parish, and now consider Cross Houses t to be a Community Hub as part of the new<br />

Local Plan. The notes from the Planning Policy Officer, who attended the meeting, are printed in their entirety<br />

overleaf. By designating the parish as a Community Hub this would allow some development of open market<br />

housing within a defined, development boundary.<br />

I was extremely disappointed, as were the other members of the Parish Council, that at the 11th hour this<br />

mistake had come to light. It was very clear at the meeting, from those present, that Cross Houses has seen<br />

enough development over the past few years and that more development was not welcome.<br />

The Parish Council will robustly challenge the <strong>2018</strong> assessment figures (see table overleaf) as we believe the<br />

points tally is overstated. Due to the very tight timescales (the Planning Policy officers are looking to finalise<br />

their report by the end of <strong>Aug</strong>ust) representatives from the Parish Council will meet with the Planning Policy<br />

officers to discuss options on the way forward. The Parish Council will update residents at the next Parish<br />

Council meeting on the 6th <strong>Sep</strong>tember, 7pm.<br />

NOTES FROM LIAM COWDEN (PLANNING POLICY OFFICER, SHROPSHIRE COUNCIL)<br />

Tuesday 17 th July <strong>2018</strong><br />

Rationale for proposed change in status of Cross Houses<br />

In the currently adopted Local Plan, Cross Houses is designated as a settlement in the countryside in relation<br />

to Policy CS5 of the Shropshire Core Strategy (2011) which states: “New development will be strictly<br />

controlled in accordance with national planning policies protecting the countryside”. Policy CS5 restricts<br />

housing development in the countryside to keyworker accommodation or affordable housing.<br />

The current Local Plan review seeks to extend the plan period from 2016 to 2036. The review process has<br />

revisited the Settlement Hierarchy for Shropshire. The Council adopted a methodology to objectively<br />

determine those settlements that should become Community Hubs which are defined as follows:<br />

Community Hubs: Settlements which have a ‘sufficient population’ to maintain a range of<br />

services; facilities; and employment. In these settlements, appropriate sustainable<br />

development should contribute to the retention and enhancement of these existing services;<br />

facilities and employment. It should also support the provision of new housing to meet local<br />

needs; services; facilities; and employment opportunities.<br />

The defined Community Hubs were published for consultation in the Preferred Scale and Distribution of<br />

Development document in October 2017. The threshold for defining a Community Hub is that the<br />

settlement:<br />

should have a population of more than 100 persons; or a dwelling stock of more than 50 dwellings; and<br />

the scoring applied to the services and facilities should be equal to or greater than 48 points.<br />

In response to the consultation in October 2017, the authority sought to confirm the scoring of settlements<br />

above and below the scoring threshold in the Settlement Hierarchy Methodology. The assessment of Cross<br />

Houses was undertaken a second time and the error in the assessment is illustrated in the Table below. The<br />

correction to the assessment of Cross Houses will now define the settlement as a Community Hub.<br />

Development implications of Community Hubs<br />

Shropshire Council intends to place 27.5% of its overall housing development into the rural areas<br />

This is equal to 7,900 dwellings to be distributed across:<br />

42 Community Hubs<br />

138 Cluster Settlements (totalling a minimum of 180 identified settlements)<br />

Essential housing provision in the countryside to support communities and the rural economy<br />

The current 5 YHLS Statement identifies that the SAMDev Plan already provides a supply of nearly 4,500<br />

dwellings (57%), leaving only 3,500 dwellings (43%) to be allocated in the Hubs, Clusters and Countryside.<br />

I would expect just over half of this remaining land to be directed into the Hubs which means that the 42<br />

Hubs need to accommodate around 2,000 dwellings or a flat average of around 50 dwellings each. In my<br />

opinion, Cross Houses will be expected to do no more than meet its additional pro-rata obligation. This<br />

would give an overall guideline figure in the region of 130 dwellings but you have 78 across the road already.<br />

I wish to meet a small group of representatives of the Parish Council to discuss whether this guideline would<br />

be an appropriate level of development for the village.<br />

This discussion will take place against a similar discussion with all the other 41 Community Hubs and this<br />

group does include some settlements with significantly large populations:<br />

• Bayston Hill has a population of over 5,000 persons<br />

• Gobowen nearly 3,500 persons<br />

• Pontesbury just under 2,000 persons<br />

• Minsterley 1,500 persons<br />

• Bomere Heath 1,300 persons<br />

The principal issue for rural housing development is not how to disperse numbers. The purpose of this<br />

meeting is really to have a discussion and to share our views and perspectives.<br />

We need to consider:<br />

• An appropriate scale of growth for the village over the next 20 years<br />

• A location for development that will help to shape the place<br />

• A boundary around the village to contain the settlement and manage further speculative<br />

development<br />

Looking forward to:<br />

• the best mix of housing to provide the quality, type, size, tenure dwellings<br />

• possible design solutions to help shape the character of the settlement<br />

• attracting a mix of people to help support and contribute to the community<br />

• As I have said: I wish to meet a small group of Parish Council members to take this discussion<br />

forward:<br />

Required steps to establish a strategy for Cross Houses<br />

As I have said, I need to discuss with the Parish Council how we might shape a strategy for Cross Houses. The<br />

views of the parish Council are needed to inform the decisions to taken by Shropshire Council.<br />

The focus of the further discussion will to secure the best strategy for Cross Houses looking at:<br />

• an appropriate housing guideline for the village<br />

• the local perspectives on land parcels promoted for development<br />

• to consider where an appropriate development boundary should sit around the village<br />

• to start to build a relationship so we can manage the implementation of the strategy and secure<br />

good quality housing that will enhance your village and help to sustain you as a vibrant<br />

community.<br />

There will be a Service with Holy Communion every Sunday at 11am.<br />

Harvest Thanksgiving Service Sunday 30th <strong>Sep</strong>tember at 11am. Donations of flowers,<br />

produce or non perishable goods gratefully received. Proceeds to a local Charity.<br />

The Grand Fete and Duck Race - Sunday 1st July. A very popular event as always raising much<br />

needed funds for the upkeep of the Church. Blessed with very warm weather we thank<br />

everyone who helped in any way.<br />

Rev. Stuart Howes was ordained as a priest on Saturday 23rd June and is now a familiar<br />

presence around the Parish. We welcome him and his family and hope they will be happy in<br />

Text Messaging Service – Update<br />

We offer a new text messaging service to remind patients about future appointments they<br />

have booked — you can cancel these appointments by replying to the text.<br />

We can now also use this service to notify you of any important information and use it to<br />

gather feedback from our patients.<br />

Please ensure you keep your mobile telephone number up-to-date in order to utilise this<br />

service. If we are not supplied with your most up-to-date mobile telephone number, we<br />

cannot send any reminders or information.<br />

If you have changed your mobile telephone number recently please contact the surgery to<br />

update your details.<br />

CoCo Needs You !<br />

We are fortunate to have a thriving Compassionate Communities (CoCo) Group associated with<br />

the Practice and providing support for frail and vulnerable people in the area.<br />

This group of volunteers give a few hours each week to support people in our community by undertaking<br />

such tasks as phoning them on a regular basis; calling in for a chat; accompanying<br />

them to the shops or assisting them in those little tasks of daily living such as household paper<br />

work, walking the dog or a bit of gardening.<br />

However the need for support is growing and the group are currently close to capacity for the<br />

number of people they can help. CoCo are looking for more volunteers who would be willing to<br />

spare a few hours each week – could this be you?<br />

Full training and support is provided for all new volunteers and you will be making a real difference<br />

to someone in your community.<br />

worked at the Practice for<br />

nearly 10 years now. Dr Evitts is<br />

a valued member of the clinical<br />

and practice team. We know<br />

many of you will miss her and<br />

will join us in wishing Dr Evitts<br />

all the very best in her future<br />

career.<br />

BLOOD TEST APPOINTMENTS<br />

From Monday 12 <strong>Aug</strong>ust all Health Care Assistant blood test<br />

appointments will be 5 minute rather than the current 10 minute<br />

appointment time slots. We are implementing this change to<br />

increase the availability of appointments we can offer patients.<br />

Patients will be advised at the time of booking a blood test<br />

appointment that the appointment will be for a blood test only.<br />

If are attending the Practice for a blood test, it would be helpful if<br />

you would remove any outer garments such as coats or jumpers so<br />

that you are ready to have your blood taken when called. This will<br />

help to ensure patients are seen on time and the blood test clinic<br />

runs efficiently. Thank you.<br />

The Friends and Family Test Questionnaire – Patient Guide<br />

The Friends and Family Test (FFT) is a short questionnaire that asks patients if<br />

they would recommend our Practice to friends and family if they needed similar<br />

care or treatment. The FFT is an important feedback tool that supports the<br />

fundamental principle that people who use NHS services should have the<br />

opportunity to provide feedback on their experiences. Listening to the views of<br />

patients helps identify what is working well, what can be improved and how.<br />

The FFT asks people if they would recommend the services of our Practice and<br />

highlights both good and poor patient experience. This kind of feedback is<br />

important to us as it provides valuable information about the service, care and<br />

treatment our patients are receiving when they visit the Practice.<br />

How Patients Complete the Friends and Family Test (FFT)<br />

The FFT questionnaires are available:-<br />

• Paper copies - in the waiting rooms at each Practice – please help<br />

yourself.<br />

• On the check-in machine at both sites.<br />

• Through our practice website; www.muchwenlockandcressagemp.co.uk<br />

What happens to the data we collect from the Friends and Family<br />

Questionnaires?<br />

The feedback gathered through the FFT questionnaires are collated each month.<br />

Any comments made by patients, positive and negative, are shared with the<br />

Practice team. If there are any areas of improvement highlighted by patients<br />

this is reviewed by the Practice Manager and the appropriate action taken.<br />

We also report the FFT data to NHS England each month. NHS England collect<br />

this data on a national level throughout all NHS Organisations. The FFT data<br />

provides a broad measure of patient experience that can be used alongside other<br />

data to inform service improvement and patient choice.<br />

for charity events which we run twice a year for<br />

local causes - everyone is welcome and you<br />

don't have to worry about ability - we are all<br />

different and learn from each other whilst<br />

News from Christ Church C.E. Primary School<br />

Learning, Listening, Living<br />

The end of term has seen glorious weather! No chance of<br />

Sports Day being rained off this year. We have loved our<br />

spacious, shady grounds and have enjoyed being outside when<br />

we can. Family members joined us for a fun Sports Day with<br />

Childrensworld running their own event in the afternoon on<br />

the field. There can be nothing more lovely than watching 2<br />

and 3 year olds take part in their first sport day – we enjoyed<br />

bringing Red Class and all siblings out to watch too.<br />

We also saw 51 members of<br />

the School take part in<br />

Shropshire Schools Half<br />

Marathon at the County Showground – an absolutely amazing<br />

achievement! We are a Daily Mile school with all the children jogging or<br />

running for 15 minutes a day and our fitness levels have certainly improved<br />

as a school this year. Our team recently won William Brookes, Small<br />

Schools Sports Trophy in a competition against five other local schools –<br />

our increased stamina serving us well in the heat.<br />

We are delighted to be awarded a ‘Gold Mark’ for the second year in a row<br />

showing that our PE and Sports provision is of excellent quality. This is so<br />

important to us, as we see children as rounded individuals and want to<br />

develop their mind, body and spirit, in these important primary years. In<br />

<strong>Sep</strong>tember, we are planning more activities to develop children’s fitness and support parents.<br />

As <strong>Sep</strong>tember approaches, you may be thinking about school places for your 3 year old and feel some<br />

excitement and trepidation that they will be starting ‘big school’ this time next year! Do ring and I will<br />

happily give you a personal tour. We can offer a family-feel to schooling whilst maintaining high<br />

expectations of academic and extra-curricular activities. We flourish because of our community-feel, so if<br />

you value that individualised approach to education, come and visit us.<br />

Remember we are the catchment school for many villages: Cressage, Cross Houses, Harley, Cound,<br />

Coundmoor and Sheinton but we also have children attending from further afield, into Much Wenlock and<br />

Buildwas too.<br />

We work closely with Childrensworld UK who are onsite and offer an “Outstanding” (Ofsted) nursery and<br />

wrap-around childcare for before/after school and the holidays, so can offer excellent care if you are a<br />

working parent and will need additional childcare.<br />

Dear Friends<br />

In the last <strong>Village</strong> <strong>Pump</strong>, I told you about our second public consultation for the<br />

Parish of <strong>Berrington</strong> with Betton Strange and this meeting took place on the 11 th<br />

June at All Saints Church, and Bishop Alistair (Bishop of Ludlow and Archdeacon)<br />

came to the meeting to help our discussions. About 20 people joined us for the meeting and we looked<br />

separately at St Margaret’s Church, Betton Strange and All Saint’s Church, <strong>Berrington</strong>.<br />

Whilst we do not wish to be looking at closure for either of these buildings, the support and finance is not<br />

forthcoming to keep these buildings open as churches for regular worship and therefore the option of<br />

closure does look to be a very real option for both of our churches. While we continue to look at the right<br />

option for these beautiful buildings the congregation of Betton Strange Church are planning to hold Heritage<br />

Open Days for the church in <strong>Sep</strong>tember (see separate advert) to try and raise the profile of the church. We<br />

have agreed to review the situation again at the end of the year and if these open days do not bring forward<br />

any fresh interest in this time, then it is likely that we will then move towards the process of closure of the<br />

church in Betton Strange.<br />

The future of <strong>Berrington</strong> church is a little more complicated as grants were given for the fabric of the church<br />

and these grants run for 10 years and we have not come to the end of this period yet which means that the<br />

money could be requested to be returned if the church closed and we would not be in a position to pay this<br />

back at this stage. Some initial negotiations have gone on with the grant bodies, but we would need some<br />

firm evidence that the money would not be requested back before proceeding towards closure. The route<br />

for <strong>Berrington</strong> does also sadly look to be closure but the time scale here is less clear and as we know more, I<br />

will let you know more.<br />

I am very grateful to the Church Wardens, PCC and congregations of these churches and those in the<br />

community that regularly support these churches. This is not the route that any of us would choose to go<br />

down, but without a change in circumstances and finance, it appears that this Parish may in the not too<br />

distant future see closure of both of it’s churches. That does not take away the pastoral and missional<br />

responsibility that we have for this parish. We know that we will need to look at other ways to do the<br />

mission and ministry in this place as we move forward with the route that these two churches may take and<br />

Rev Matthew and I remain firmly committed to the people in our Parishes. Please continue to pray with us<br />

for the future of our churches.<br />

Heritage Open Days at St. Margaret’s Church, Betton Strange, Shrewsbury SY5 6JA<br />

This year Heritage Open Days offer a rare opportunity to see inside the normally locked St. Margaret’s Church at<br />

Betton Strange. This remarkable building, tucked inside the landscaped grounds of Betton Strange Hall, was originally<br />

built in 1858 by George Jonathan Scott (1807-1875) and his wife <strong>Aug</strong>usta, nee Wynne, of Betton Strange Hall in<br />

memory of their daughter <strong>Aug</strong>usta Margaret Anne Scott (d.1841). The church was built by Richard Dodson of<br />

Shrewsbury probably with assistance from the architect Samuel Pountney Smith and represents an extraordinarily<br />

complete church of this date, with contemporary stained glass memorial window, a sequence of Victorian memorial<br />

brasses commemorating the Scott family and their servants, and a hatchment painted with the Scott arms. The<br />

building is also fitted with gas lighting which, until a year ago, was still used to illuminate the building. The Church is<br />

still used as a place of worship with a service at 9.45am on the first Sunday in each calendar month.<br />

Visitors on Heritage Open Days will have the rare opportunity of seeing the building’s interior and learning about the<br />

history of this remarkable survival and the family who built it. The Scotts were originally a mercantile Shrewsbury<br />

family, members of whom took on service in the East India Company in the eighteenth and nineteenth centuries. One<br />

of the important junior members of the family was Jonathan Scott (1754-1829), a founder of the Royal Asiatic Society,<br />

professor of oriental languages at<br />

Royal Military College and later at<br />

East India College, Haileybury. He is<br />

today best known as the translator<br />

and editor in 1811 of Arabian<br />

Nights Entertainments in six<br />

volumes.<br />

From Shrewsbury take the A458<br />

Bridgnorth/ Wenlock Road to the<br />

south of the town. From Weeping<br />

Cross roundabout head south on<br />

this road, crossing the A5 bypass.<br />

Take the right hand turning for Acton Burnell and Pitchford and continue ¼ mile on this road. Turn right to Betton<br />

Strange down a single track road and please follow the pink and blue Heritage Open Days signage for parking on the<br />

left hand side of the lane opposite Betton Strange Hall. Having parked, please proceed on foot and Heritage Open<br />

Days signage will then guide you to the left of a pool, within the walls of Betton Strange Hall. Please keep to the<br />

waymarked route through the former walled garden, turning right and then immediately left between two ranges of<br />

private dwellings converted from Betton Strange Hall’s former stables. At the end of the buildings take the gate on the<br />

right hand side, marked for the church, and turn left, following the path for 150 yards through the woodland walk to<br />

the church. Please note that there is no vehicular access to the building itself and that the route is not suitable for<br />

wheelchair users although visitors’ own mobility scooters can access the venue<br />

Please note that Betton Strange Hall and the Mews are private properties and the right of access to St.Margaret’s<br />

must not, please, be deviated from. There is no other access to the building than that which is indicated here and we<br />

would ask that visitors respect the privacy of our neighbours – thank you<br />

CRESSAGE<br />

In late May members and guests spent a very enjoyable evening at Ruthall Manor Ditton Priors by the kind<br />

invitation of Mr and Mrs Clarke. It was a beautiful sunny evening and everyone enjoyed wandering around<br />

the various small individual gardens, interlinked by paths and grassed areas all leading to the old horse-pond<br />

surrounded by striking irises and other water loving plants. Gerald and Lynda Clarke have created a beautiful<br />

garden over many years (Lynda herself has planted every single tree in the 50+ years she has lived at Ruthall<br />

Manor) and was more than happy to answer questions showing not only her exceptional horticultural<br />

knowledge but her joy in being able to pass it on to her guests. Ruthall Manor can be found on the NGS site<br />

with photographs, directions and days of opening throughout the spring and summer. The evening ended in<br />

the traditional way with refreshments and a vote of thanks to Mr and Mrs Clarke for hosting such a splendid<br />

evening at their home.<br />

Sultry Late Summer<br />

<strong>Aug</strong>ust is usually one of the hottest months of the year - making watering essential. Try to use grey water<br />

wherever possible, especially as water butts may be running low if it has been a dry summer. <strong>Aug</strong>ust is<br />

traditionally holiday-time, so you might need to enlist the help of friends and family to look after the garden<br />

while you are away. When you are at home, take the time to prune summer-flowering shrubs.<br />
