Turkish boat and yacht building<br />

industry has been growing rapidly<br />

since 1980s. Today, it is among the<br />

world’s leading manufacturers. The<br />

boat manufacturing in Turkey<br />

is concentrated particularly in<br />

Marmara Region (Istanbul-Tuzla,<br />

İzmit and Bursa), Aegean Region<br />

(Izmir, Muğla-Bodrum, Marmaris)<br />

and Mediterranean Region (Antalya<br />

and Mersin).<br />

Tuzla is still maintaining its<br />

leadership in the industry with its<br />

shipyards where large commercial<br />

vessels are built, and is the starting<br />

place of production in Turkey.<br />

At the same time, Antalya Free<br />

Zone attracts the attention of the<br />

whole world with mega yachts and<br />

Bodrum with gulet-type boats used<br />

as long shore cruiser for long time.<br />

White, Grey and Black Lists were announced for 2015 to 2017 of Paris<br />

Memorandum. Turkey maintained its position in the White List.<br />

White, Grey and Black Lists<br />

were announced for the period<br />

2015-2017 based on the results<br />

of the inspections of Paris<br />

Memorandum which was<br />

established by the member<br />

countries of Paris Memorandum<br />

for the purpose of establishing a<br />

common understanding regarding<br />

inspections of port state status<br />

of the member countries.<br />

Accordingly, Turkey maintained<br />

its position in the White List.<br />

A total number of 1133 inspections<br />

were conducted on the Turkish<br />

Flag ships in the region of<br />

Paris Memorandum during the<br />

respective period. According to<br />

the inspection figures of Paris<br />

Memorandum for the year 2015 to<br />

2017, 59 ships were detained as a<br />

result of these inspections. Turkish<br />

flag continued to be included in<br />

the white list at the end of 2017<br />

according to these data.<br />

WHITE LIST PROVIDES<br />

White, Grey and Black Lists are<br />

formed based on the assessments<br />

and evaluations made taking<br />

into consideration the number<br />

and percentage of the ships<br />

periodically inspected and held in<br />

the ports of the member countries<br />

of Paris Memorandum whose<br />

majority are from the European<br />

country and to attract attention<br />

to the safe environment.<br />

Solidarity: the basic<br />

principle of seaman<br />

Even if storm clouds cover the<br />

sky over the seas, Vira Publication<br />

All of the major civilisations on<br />

earth are associated with maritime.<br />

Especially, Mediterranean Basin,<br />

which also includes our country,<br />

makes up the mother lode of the<br />

world’s common knowledge.<br />

To tell the truth, what makes<br />

our existence in this geography<br />

meaningful is our capability of<br />

having a feeling for sea. Therefore,<br />

our history, culture and habits have<br />

strong smell of sea; all have the<br />

colour of sea. Besides, how we see<br />

the sea is not independent from<br />

how we see ourselves.<br />

However, as you know, this<br />

country witnessed the years<br />

when the sea and maritime were<br />

forgotten. Even in our poetry,<br />

we see the verse “Those fish,<br />

living in the sea, yet not aware<br />

of it”. And, we did not know the<br />

sea, despite living in a country<br />

whose sea border is three times<br />

longer than its land border and<br />

which is known as a “peninsula”.<br />

Here, I will not talk about the old<br />

days and the forgotten days. We<br />

experienced those days altogether.<br />

Nevertheless, today our maritime<br />

industry has experienced great<br />

progress thanks to the vision of<br />

our Honourable President, son of<br />

a seaman as well, and initiatives<br />

of our Ministry. It has reached<br />

up a crucial position in the<br />

international arena.<br />

When we analyse the status of<br />

our maritime in the recent period,<br />

we observe that the capacity of<br />

Turkish Mercantile Navy has<br />

achieved nearly 75 percent more<br />

growth than the world’s mercantile<br />

navy in the last 10 years in spite of<br />

the global crisis occurred in 2008.<br />

In this globally depressive period,<br />

we are witnessing altogether that<br />

our Ministry has successfully<br />

realized numerous projects, legal<br />

regulations and infrastructure<br />

investments. Hence, we have<br />

managed to enter the 1st league<br />

in 16 years. We have moved from<br />

the black list to the white list. In<br />

world’s yacht production, we have<br />

become a brand, and provided<br />

significant and efficient services<br />

with our marinas, ports and<br />

build-operate-transfer models.<br />

Furthermore, we have achieved<br />

to be among the world’s leader<br />

countries in maritime industry<br />

by meeting the EU standards.<br />

We have enabled Turkey to turn<br />

its face back to the sea, and being<br />

able to use the advantages of a<br />

land surrounded by the sea on<br />

three sides.<br />

Likewise, the Turkish mercantile<br />

navy has climbed to the 15th place<br />

in the world which was the 19th<br />

in 2002. Considering the fact that<br />

30 countries lead 94 percent of<br />

the world, being the 15th in this<br />

respect is quite important. Our<br />

ports have stated to work with a<br />

high capacity. The load amount<br />

handled in our ports increased<br />

from 189.4 million tons in 2003<br />

to 471.2 million tons in 2017,<br />

showing an increase by more<br />

than 2 times. While foreign trade<br />

transportation was 149 million<br />

tons, it increased to 347 million<br />

tons, again rising by 2 times. Also,<br />

the nominal value of the seaway<br />

in the total foreign trade amount<br />

of our country increased nearly 5<br />

times compared to the year 2003.<br />

It rose from 57 billion dollars to<br />

228 billion dollars. The amount<br />

of containers handled in our<br />

ports increased from 2 million<br />

492 thousand TEUs to 10 million<br />

TEUs.<br />

Moreover, among the sectors<br />

having a higher added value and<br />

requiring advanced technology,<br />

Turkey has made the most<br />

significant progress in shipbuilding<br />

industry. The number of shipyards<br />

has risen to 78, which was 37 in<br />

2003. And the established capacity<br />

of these shipyards has reached to<br />

4.5 million DWT. In our shipyards,<br />

our market share in maintenance<br />

and repair has also increased.<br />

Turkey has become the 3rd yacht<br />

producer in the world.<br />

Besides our physical infrastructure<br />

in maritime, we also rely on our<br />

human force. In order to have<br />

the required trained personnel<br />

in our maritime industry and<br />

to guarantee the future of our<br />

maritime, a number of regulations<br />

have been made to not only<br />

increase the number of naval<br />

education institutes, but also to<br />

increase their quality. Today,<br />

our seamen over 110 thousand,<br />

trained and skilled in their subject,<br />

serve both in our country’s and<br />

the world’s maritime.<br />

Our ministry has not only<br />

supported infrastructure in<br />

maritime, but also backed up<br />

this industry in all respects<br />

every time. In order to relieve the<br />

global financial crisis, the support<br />

from Credit Guarantee Fund has<br />

been provided and the scope of<br />

incentives for ship investment has<br />

been extended so as to support<br />

both our shipyards and ship<br />

owners. In addition, easement<br />

rights of shipyards have been<br />

regulated. Design support has been<br />

provided for ship investments. In<br />

short, our maritime has been saved<br />

from stormy passages in the last<br />

16 years. We take the justifiable<br />

pride in reconciling our people<br />

with their seas, promoting rapid<br />

growth and strengthening of the<br />

maritime industry. We know that<br />

sea always pays back. If you get<br />

one step closer to it, it will get five<br />

steps closer to you. However, we<br />

are aware of the fact that we still<br />

have a lot to do. And w are capable<br />

of doing it. We are working more<br />

to prevent our maritime industry<br />

from going back to those black<br />

days. Our route is clear; to be the<br />

leader in the maritime industry.<br />

It is not a dream as long as we<br />

believe, wish and work with<br />

determination.<br />

Wind of 3 million dollars from sea<br />

The project of ‘Renewable Energy<br />

Resource Areas (YEKA)’, first<br />

wind farms of Turkeycomes to an<br />

end. The head of TÜREB, Mustafa<br />

Serdar Ataseven said “ We expect an<br />

investment more than 3 million dollars”.<br />

The head of Turkish Wind Energy<br />

Association (TÜREB), Mustafa<br />

Serdar Ataseven answered the<br />

questions of the journalists about<br />

the wind farms to be installed in<br />

sea. Stating offshore regulations<br />

were published in official gazette,<br />

Ataseven said: “The offers will<br />

end on October 23. Coastal areas<br />

of Saros, Gelibolu-Şarköy and<br />

Kıyıköy were nominated. We<br />

specified the capacity as 1200<br />

MW. First phase is 840 MW.<br />

The rest will be completed in 72<br />

months from the contract date.<br />

The rate of turbine unit will be<br />

6 MW because it is required to<br />

be applied by new technology. 60<br />

percent of the turbine equipment<br />

will be local. 80 percent of local<br />

engineers will be required to be<br />

employed. The term of the licence<br />

will be 30 years. For eligibility, a<br />

letter of guarantee in the amount<br />

of 100 million dollars will be<br />

demanded.”<br />

Ataseven said there is an interest<br />

in offshore from many countries<br />

of the world such as Germany,<br />

Denmark, India, China, South<br />

Korea and Japan.

having a say in<br />

building specific<br />

ships, is ready to<br />

present its unique<br />

contribution to<br />

the fair this year.”<br />

Turkey is contributing to the<br />

global maritime industry by<br />

participating in all kinds of<br />

events related to the maritime<br />

industry. Our country especially<br />

cares about participating in major<br />

congresses, conferences and fairs<br />

of the world. For this reason, we<br />

will try to provide our contribution<br />

by participating in the events in<br />

the Hamburg Fair which will be<br />

organized between September 4-7.<br />

The Hamburg SMM Fair is<br />

one of the world’s biggest and<br />

long-lasting shipbuilding fairs<br />

organized every two years to<br />

bring together the world’s seamen,<br />

helping different segments of the<br />

industry to cooperate with each<br />

other. Therefore, it is always an<br />

important meeting venue for us.<br />

The Turkish shipbuilding<br />

industry has become a brand<br />

with its specific ships built for<br />

the European countries. With<br />

its quality, speed and price<br />

advantages, Turkey is one of the<br />

most preferred countries by our<br />

European peers in ship and yacht<br />

building.<br />

Turkey’s success in shipbuilding<br />

is actually not new. It has made<br />

many important achievements in<br />

shipbuilding for centuries. Haliç<br />

Shipyard, for instance, is one of the<br />

oldest shipyard of the world and is<br />

still offering ship maintenance and<br />

repair operations. Therefore, this<br />

success of Turkey in shipbuilding<br />

is not a coincidence. It is the result<br />

of a knowledge accumulated for<br />

centuries.<br />

Turkish shipbuilding is an industry<br />

which always develop and renew<br />

itself and value innovation and<br />

university&sector collaboration<br />

to offer seamless service to the<br />

world’s seamen. It has become<br />

a major player especially in<br />

specific sea vessels. And the<br />

breakthroughs of our shipyards in<br />

defense industry have proven the<br />

capabilities of Turkish shipyards.<br />

Our shipyards both produce new<br />

sea vessels and take significant<br />

measures for life and property<br />

safety. And the environment is<br />

another priority for the Turkish<br />

shipbuilding industry. For this<br />

reason, they take important steps<br />

towards building green ships.<br />

Moreover, Turkey is also<br />

recognized for timely and smooth<br />

delivery of special ships to not<br />

only European countries, but also<br />

to many countries in the world.<br />

And with this sensitivity and care,<br />

our country continues to build<br />

fast and quality ships to world’s<br />

seafarers.<br />

Albayrak: Turkey to continue taking steps within free<br />

market rules<br />

Turkey’s Treasury and Finance<br />

Minister Berat Albayrak has said<br />

within the rules of the free market.<br />

the U.S. dollar lost credibility,”<br />

Albayrak added, referring to the<br />

rapid fall of the lira after United<br />

States President Donald Trump’s<br />

decision to double tariffs on<br />

aluminum and steel on Turkey<br />

amid a deepening crisis between<br />

the two sides over the continued<br />

detention of American pastor<br />

Andrew Brunson.<br />

Albayrak also said fighting<br />

inflation and current account<br />

deficit are main priorities to<br />

establish a “much stronger Turkish<br />

economy.”<br />

publication of Turkey’s Medium<br />

Term Program, will be hosted by<br />

David Lubin, Chief Emerging<br />

As one of the oldest nongovernmental<br />

organisations,<br />

we keep working hard with<br />

our philosophy of realistic<br />

determinations and demands<br />

in the areas related to Turkish<br />

shipbuilding industry. For me,<br />

the meaning and value of the<br />

statement “The one who controls<br />

the seas also controls the world” is<br />

very important. The shipbuilding<br />

industry is one of the basic<br />

investment instruments of heavy<br />

industry and is also a strategic<br />

industry since it has close and<br />

inevitable link with the defence<br />

industry which utilizes advanced<br />

technologies. A shipbuilding<br />

industry functioning according<br />

to the international norms has a<br />

special position for each country<br />

in terms of military, commercial<br />

and social aspects. The significance<br />

of shipbuilding industry is<br />

indisputable for Turkey as well. In<br />

the next 10-year conjuncture, we<br />

predict that the demand and supply<br />

gap evolve to the direction of supply<br />

and demand equilibrium as a result<br />

of the number of shipyards closed<br />

due to the crisis in the world. In this<br />

case, we expect that the shipyards<br />

able to be efficient in terms of<br />

investment and production cost<br />

will survive and earn money; and<br />

for Turkey, the use of our available<br />

unutilised production capacity will<br />

increase depending on formation<br />

of political stability in our region.<br />

Today, the employment effect of<br />

the Shipbuilding Industry which<br />

directly employs nearly 30,000<br />

people can be figured by 100,000s<br />

when side-industry is taken into<br />

consideration. In our industry,<br />

we pay close attention to the use<br />

of domestic materials of high<br />

quality in the production process.<br />

Even if we have achieved home<br />

production rates of 60-70 percent<br />

with the progresses that we have<br />

made in the last years, we wish and<br />

aim to achieve 100 percent home<br />

production. We know and believe<br />

that the more we increase our home<br />

production, the more indirect<br />

positive effect the industry will<br />

have in our country’s employment.<br />

Among the advantages that make<br />

Turkish shipbuilding industry<br />

prominent in maintenance and<br />

repair sector include infrastructure<br />

and technology, number of<br />

shipyards, delivery period and<br />

capacity of production in terms<br />

of quality, flexible labour force,<br />

our flexibility regarding customers<br />

requests, availability of shipyards<br />

simultaneously building new ships<br />

and performing maintenance<br />

and repair operations, diversity<br />

in product range, our strategic<br />

geographical location with flight<br />

distances of 3 hours to 52 countries,<br />

classification societies, equipment<br />

manufacturers, the number of our<br />

floating docks, being a powerful<br />

country of the region in shipbuilding<br />

industry, the support of iron &<br />

steel industry, availability of ship<br />

recycling industry, experience<br />

with universities and educational<br />

institutions, and sufficient and<br />

skilled human source.<br />

Today, the Turkish shipyards are<br />

modern and advanced in technology,<br />

has the necessary international<br />

certificates and is capable of<br />

building different types of ships.<br />

Our shipyards have responded to<br />

the decrease in new shipbuilding<br />

demands after the worldwide crisis<br />

in shipbuilding industry in 2008<br />

by following a flexible strategy.<br />

Turkish shipbuilding industry<br />

has specialized in various types<br />

of vessels including petroleum<br />

tankers, chemical tankers,<br />

handysize and handymax tankers,<br />

load and container ships, ships with<br />

heavy lifting equipment, wind farm<br />

supply vessels, multi-purpose ships,<br />

platform support ships, military<br />

and coast guard ships and fishing<br />

boats, research vessels, towing<br />

boats, mega yachts, niche market<br />

boats such as supply and offshore<br />

boats. I can say that as a new trend<br />

in the world today, Green Ship has<br />

become important in new builds.<br />

Our shipbuilding industry builds<br />

these green ships and also pays<br />

great attention to protect the<br />

environment in its production areas.<br />

Turkish shipbuilding industry<br />

conducts maintenance and repair<br />

projects under the fleet agreements<br />

signed with various world’s leading<br />

and public firms of shipping line<br />

operations. In order to successfully<br />

sign such fleet agreements, you<br />

have to pass the inspections,<br />

including not only technical but<br />

also occupational health and safety<br />

and administrative requirements<br />

that are specified by the UK based<br />

Marine Forum (OCIMF). These<br />

inspections are conducted within<br />

Besides all, I would like to draw<br />

your attention to the fact that we<br />

ensured that significant amount<br />

of foreign currency stays in our<br />

country thanks to our capability of<br />

producing military/merchant ships,<br />

primarily for defence industry,<br />

with lower costs in our private<br />

shipyards, which were previously<br />

supplied from abroad by paying<br />

large amount of foreign currency.<br />

Considering the military and coast<br />

guard projects, another specialty of<br />

Turkish shipbuilding industry, we<br />

can say that those ships are now<br />

produced in Turkish shipyards and<br />

some of them are even exported,<br />

as well. To have an advanced naval<br />

force is also one of the common<br />

qualities of developed countries in<br />

the world. Today, at the point where<br />

we stand as Turkey, our MİLGEM<br />

project, which was supplied by the<br />

Turkish shipbuilding industry to<br />

Turkish Naval Forces under the<br />

leadership of our President has<br />

broken down many prejudices. We<br />

have 9 shipyards which build or are<br />

building different types of military<br />

support ships such as Landing<br />

Platform Dock (LPD), coast guard<br />

search and rescue boats, modern<br />

patrol boats, LCT and LST (landing<br />

ships), submarine mother rescue<br />

vessels, rescue and tow ships and<br />

logistic support ships and exporting<br />

some of those ships. As you know,<br />

in order to renew our coaster fleet,<br />

The Coaster Shipping Corporation,<br />

a Public-Private Partnership, was<br />

founded with a 49 percent share<br />

of the Ministry of Industry and<br />

Technology. The Transport and<br />

Infrastructure Ministry will<br />

encourage removal of old ships<br />

from our fleet by wreck incentives.<br />

The Ministry of Economy will<br />

support the project by the Support<br />

Mechanism on Project Basis.<br />

However, it is sure that achieving<br />

this desired goal will be possible<br />

only by properly designing and<br />

conducting the finance model<br />

that the system requires. If this<br />

is achieved, in 2023, the Turkish<br />

mercantile navy will be much<br />

more efficient in sea transportation<br />

and consist of modern and<br />

technologically advanced ships<br />

which are more cost-efficient, more<br />

competetive and safer in terms of<br />

environment and safety of life and<br />

property, and provide high added<br />

value. By using a national design,<br />

domestic materials in high ratios,<br />

light composite materials of high<br />

strength and machines consistent<br />

with the new conventions, Turkish<br />

Mercant Fleet will be able to have<br />

fuel saving eco-ships with modern<br />

and technological superiority. Of<br />

course these ships will be built in<br />

Turkish shipyards with the efforts<br />

of Turkish engineers and workers,<br />

and will directly or indirectly<br />

provide our shipyards and sideindustries<br />

with new employment<br />

areas for at least 30,000 people.<br />

Recently, there has been a rush<br />

of oil and gas exploration in the<br />

seas surrounding our country,<br />

particularly in the Mediterranean<br />

Sea. The geopolitical importance<br />

of this region is a stubborn fact.<br />

We consider the rush in the<br />

Mediterranean Sea is the result of its<br />

strategic location, particularly with<br />

the Suez Channel, and its potential<br />

submerged energy resources. To<br />

be the leader in this region and to<br />

take the maximum advantages of<br />

those energy resources is crucial<br />

for our near future. Within this<br />

context, to contribute to the<br />

creation of the navy that TPAO<br />

(Turkish Petroleum) needs for the<br />

exploration and drill operations for<br />

oil/gas must be the major task of<br />

the Turkish shipbuilding industry.<br />

The offshore platform that we are<br />

planning to build for TPAO is one<br />

of these initiatives. On the other<br />

hand, the modern ships we built<br />

for Naval Forces Command to<br />

defend our rights and benefits in<br />

the region may be considered as<br />

the contributions of the Turkish<br />

Shipbuilding Industry. Surely, we<br />

consider our need for new shipyards<br />

including maintenance and repair<br />

operations in our southern regions<br />

closer to the Mediterranean Sea.<br />

As I stated at the beginning, to<br />

start a positive process for the<br />

maritime is directly associated<br />

with the stability that will be<br />

experienced in the region. Around<br />

our country, which is located at<br />

the centre of Middle East, the<br />

Balkans and Caucasus and at an<br />

important transit point for maritime<br />

lines, the negative economic and<br />

political developments naturally<br />

and directly affect our country.<br />

We hope the developments in these<br />

areas be stable.

Turkish defense companies on the rise<br />

ASELSAN and TAI (Turkish<br />

Aerospace Industries) continued its<br />

rise in the list of the world’s top 100<br />

defense industry companies.<br />

The number of Turkish companies<br />

in “Defense News Top 100”,<br />

which is recognized as the most<br />

prestigious defense industry list of<br />

the world, has increased to 3. The<br />

company ROKETSAN has entered<br />

the list for the first time this year,<br />

ranking 98th, where ASELSAN<br />

and Turkish Aerospace Industries,<br />

Inc. (TAI) continues moving up.<br />

Domestic defense industry<br />

companies aiming to increase their<br />

competitive edge and economic<br />

magnitudes in the industry with<br />

innovative and original products<br />

also registers their achievements<br />

in international ratings.<br />

The number of Turkish companies<br />

on the “Defense News Top 100”<br />

list rose to 3 this year. This list<br />

is accepted as the world’s most<br />

prestigious defense industry list<br />

and is published by the US based<br />

military publishing company<br />

Defense News magazine by<br />

taking into account the previous<br />

year’s defense sales. ASELSAN,<br />

which entered the list from 93rd<br />

year 2006 ranked 58th last year<br />

and 57th this year. Increasing<br />

the performance of the projects<br />

undertaken domestically and<br />

abroad, ASELSAN increased its<br />

turnover which was 1.26 billion<br />

dollars in 2015 by 17 percent to<br />

1.19 billion dollars last year.<br />

ASELSAN has achieved this<br />

success with its products and<br />

solutions developed as a result<br />

of its R& D in fields such as<br />

military and civil communication<br />

systems, radar and electronic<br />

warfare systems, electro-optical<br />

systems, avionics systems, defense<br />

and weapons systems, command<br />

control systems and marine<br />

systems. TAI entered the list for<br />

the first time this year from the<br />

83rd position according to the 2011<br />

data. With a genuine interest in<br />

domestic design projects such as<br />

unmanned aerial vehicle ANKA,<br />

helicopter ATAK and HÜRKUŞ,<br />

TAI has produced aircraft for the<br />

leading aircraft companies such as<br />

Boeing, Airbus, Lockheed Martin,<br />

NorthropGrumman, Bombardier<br />

corvettes were made in 2015 and<br />

was signed in 2017.<br />

It was decided to build two of<br />

the corvettes at Istanbul Naval<br />

Shipyard, while the remaining<br />

two will be constructed at Karachi<br />

Shipyard & Engineering Works.<br />

At the first stage, one corvette<br />

to be built in Istanbul and one<br />

in Karachi will be acquired by<br />

Pakistani Naval Forces in 2023<br />

and the other two corvettes in<br />

2024.<br />

The first corvette will be built<br />

in 54 months from the current<br />

date, with the remaining three<br />

due within 60, 66 and 72 months,<br />

respectively.<br />

The corvettes, which will be able<br />

to cruise uninterruptedly for 15<br />

days, will be 99.56 meters long<br />

and 14.42 meters wide with a<br />

maximum speed of 26 knots.<br />

Milgem type corvettes are capable<br />

of playing an active role in battles,<br />

intelligence gathering, patrol and<br />

search and rescue activities. The<br />

agreement also requires sharing<br />

engineering information and<br />

providing an engineering training<br />

accordingly.<br />

understanding the reasons behind<br />

not manufacturing the simplemechanism<br />

situation, Mr. Hacıfettahoğlu<br />

indicates, directed himself to<br />

keep questioning the present<br />

condition of Turkish maritime and<br />

led him to search for solutions to<br />

Ex-Proof Torch?<br />

How has the process of decisionmaking<br />

before the production<br />

been shaped? What were the<br />

requirements or deficiencies in<br />

the sector that made you produce<br />

these products?<br />

Within SafeTmade, the decisionmaking<br />

process has always been<br />

shaped through a long journey<br />

which has been flourished by<br />

intellectual and experimental<br />

labour. Both the observations<br />

we make in our participation<br />

in international exhibitions and<br />

the meetings we hold with our<br />

technical team members shape our<br />

innovative projects. As you know,<br />

SafeTmade is already known to<br />

be one of the few manufacturers<br />

of Pad Eye Tester in the world.<br />

The first Pad Eye Tester with 20<br />

tons capacity was followed by<br />

the production of other Pad Eye<br />

Testers with 50-ton and 100-ton<br />

capacities. From our point of view,<br />

limited tonnage production of a<br />

necessities in our country. This<br />

product has high quality but its<br />

price is so expensive and it is not<br />

accessible easily because of its<br />

importation. Aim of SafeTmade<br />

was issued by Institute of Energy<br />

Petroleum that is a notified body<br />

of European Union and is located<br />

in Izmir. However, there is no<br />

test procedure that is valid in<br />

international standards for Pad Eye<br />

Tester. We test these products in<br />

our service area through ensuring<br />

adaptation each other of calibrated<br />

dynamometer and manometers.<br />

Before delivering, every product<br />

is examined in a calibration test<br />

and it is delivered if it passes the<br />

Pad Eye test without any problem<br />

solely.<br />

What do you say about areas<br />

of usage of these products and<br />

how they work?<br />

Both of these products are user<br />

friendly. Pad Eye Tester is worked<br />

with a hand pump to regulate<br />

tonnage and weight and this pump<br />

is delivered to buyer as ready for<br />

use. The only thing to be done is<br />

that the product must be placed<br />

on the pad eye and hand pump<br />

must be worked. The next part of<br />

the work is done by the Pad Eye<br />

Tester itself, and after the test is<br />

over, the user is sure that the pad<br />

eye is tested whether carry the<br />

required load. Pad eye tester plays<br />

a significant role to avoid security<br />

risks about immobilization in<br />

shipboards, oil platforms, cargo<br />

ships etc.<br />

Devices that are used to minimize<br />

risks in hazardous workplaces calls<br />

Ex-Proof devices. Therefore, this<br />

torch can be used in a wide variety<br />

sectors including maritime, mining<br />

or petrochemical industry etc.<br />

from thermoplastic resins and it<br />

introduced to the market?<br />

Are there positive or negative<br />

feedbacks?<br />

As you specify, SafeTmade has a<br />

large customer network all around<br />

the world. Necessity of usage of<br />

the Pad Eye Tester is realized and<br />

its demand increased rapidly. Up<br />

to now, companies that give an<br />

order to us for Pad Eye Tester have<br />

not made a come-back negatively.<br />

On the contrary, these companies<br />

have preferred for their new orders<br />

again and again. This is the source<br />

of pride for us.<br />

Likewise, Ex-Proof Torch already<br />

is sold by distributors of HRU in<br />

the developed network of the<br />

company and they report positive<br />

Turkish shipyards at full capacity<br />

Turkish boat and yacht building<br />

industry has been growing rapidly<br />

since 1980s. Today, it is among<br />

the world’s leading manufacturers.<br />

The boat manufacturing in Turkey<br />

is concentrated particularly<br />

in Marmara Region (Istanbul-<br />

Tuzla, İzmit and Bursa), Aegean<br />

Region (Izmir, Muğla-Bodrum,<br />

Marmaris) and Mediterranean<br />

Region (Antalya and Mersin).<br />

Tuzla is still maintaining its<br />

leadership in the industry with its<br />

shipyards where large commercial<br />

vessels are built, and is the starting<br />

place of production in Turkey.<br />

At the same time, Antalya Free<br />

Zone attracts the attention of the<br />

whole world with mega yachts and<br />

Bodrum with gulet-type boats<br />

used as long shore cruiser for<br />

long time.<br />

in the industry, fabrication<br />

production is often realized for<br />

boats up to 15 meters, and joborder<br />

production for boats of<br />

15 meters and above. Despite<br />

the lack of a clear definition of<br />

mega-yachts, motors or sailing<br />

boats of 30 meters and above<br />

are generally defined as “megayachts”.<br />

However, in line with the<br />

demands from the market, yacht<br />

manufacturing in Antalya has<br />

gradually shifted towards boats<br />

above 30 meters.<br />

Tuzla: the heart of the<br />

shipbuilding art<br />

It wouldn’t be wrong to say that<br />

foundations of the Tuzla shipyards<br />

were laid by Fatih Sultan Mehmet<br />

(The Conqueror). In 1513, Fatih<br />

built one of the largest shipyards<br />

in the 16th century by bringing<br />

all supplies and equipment<br />

from the Gallipoli shipyard to<br />

the Golden Horn shipyard. In<br />

Istanbul, production of traditional<br />

wooden boat near the Golden<br />

Horn began during Fatih Sultan<br />

Mehmet period and continued<br />

until 1983. Then, today’s Tuzla<br />

was established following the<br />

Council of Minister decision dated<br />

September 22, 1969. With the<br />

decision, Tuzla-Aydınlı Bay was<br />

separated from the “Shipbuilding<br />

and Side Industrial Zone” in 1984.<br />

When all building, repair and<br />

maintenance shipyards moved<br />

from the Golden Horn, Tophane,<br />

İstinye and Kasımpaşa to this<br />

region, Tuzla was established.<br />

Currently, Tuzla accounts for the<br />

Turkish shipyards are having difficulty in meeting orders from<br />

Europe due to high demand. The shipyard’s queue is full until<br />

2022 due to the ship orders received from the most important<br />

marine countries in the world. Denmark, UK, Norway,<br />

Iceland, France, Netherlands and Germany are in line to be<br />

able to buy ships from Turkish shipyards.<br />

Despite the crisis, its production<br />

capacity is increasing. Of course,<br />

this situation causes a shortage of<br />

places in the long term, particularly<br />

in Tuzla, the starting place of<br />

yacht production, accommodating<br />

large shipyards. This shortage<br />

has pushed manufacturers to<br />

search for new fields and many<br />

have turned to Muğla, especially<br />

Bodrum, Antalya, Bursa, Yalova<br />

and Izmit in time.<br />

“Antalya Free Zone,<br />

Turkey’s yacht<br />

manufacturing center”<br />

In the region, the boat building<br />

sector as old as 1998 is<br />

concentrated in the Antalya<br />

Free Zone (EFZ) and has<br />

become one of Antalya’s most<br />

important industries. According<br />

to the Antalya Free Zone data,<br />

the trading volume of the sector<br />

generated within the last decade<br />

has exceeded US$700 million.<br />

According to the information<br />

we received from the Chamber of<br />

Shipping (DTO) Antalya branch,<br />

80 Turkish and international<br />

companies in the region are<br />

performing activities related to<br />

production of yachts and boats.<br />

Only in Antalya Free Zone, there<br />

are 52 companies employing 1276<br />

people operating in production of<br />

different types and sizes of boats,<br />

yachts and mega yachts. The<br />

basic production in Manavgat is<br />

composed of a mixture of classic<br />

wooden boats and steel-wooden<br />

gulets. Following Tuzla, Antalya<br />

Free Zone is currently Turkey’s<br />

Bodrum is special<br />

The tradition of yacht building<br />

goes back 2500 years in Bodrum.<br />

According to the historical<br />

records, it is narrated that<br />

Queen Artemisia of Caria had<br />

the ships she commanded in<br />

the battle of Salamis in 480 BC<br />

built in Halicarnassus. Carians<br />

and Dorians even had ships<br />

built for the Egyptian pharaohs<br />

in Halicarnassus. Hundreds of<br />

years passed, but the tradition<br />

continues. Bodrum shipbuilders<br />

have not given up building ships<br />

for the Ottoman Navy even though<br />

they lost their heads to this end.<br />

Today’s Bodrum is one of Turkey’s<br />

stars of building boats which<br />

carries out production in a wide<br />

range from modern yachts to the<br />

region-specific gulet style wooden<br />

boats and comes forward with high<br />

quality workmanship.<br />

Although many were closed<br />

aftermaths of the 2008 crisis,<br />

there are still many shipyards<br />

in Bodrum which are trying to<br />

overcome the financial crisis<br />

with repair & maintenance or<br />

“repeat”, meaning renewal of the<br />

existing boats. Of course, despite<br />

the decline, orders still continue.<br />

Bodrum boat builders already<br />

make this statement clear.<br />

Turkey’s ship and yacht<br />

exports are on the rise<br />

The reason for this success<br />

of Turkish shipyards is its<br />

technology-oriented high quality<br />

production. After the 2008 crisis,<br />

shipyard owners lost tanker orders<br />

to the Far East causing the end of<br />

their golden age, so they shifted<br />

to construction of technologyoriented<br />

special purpose ships.<br />

Specializing rapidly in this<br />

area, Turkish shipyards are now<br />

undertaking the projects which<br />

are firsts in their area in the<br />

world. The first tugboat powered<br />

by LNG was built in Turkey and<br />

the construction of the first remote<br />

control ship was done in Tuzla.<br />

On projects such as fishing boats,<br />

river-type vessels, platform supply<br />

vessels, power boats, and seismic<br />

research support vessels; Turkish<br />

shipyards, the preference of<br />

European shipowners, left behind<br />

global giants with the exemplary<br />

technology in offshore wind<br />

turbine support vessels tender<br />

regarded as the trend of the future.<br />

The industry is also specializing<br />

rapidly in military ships. There are<br />

more than 40 ships in the order<br />

book already.<br />

78 percent of the export is made<br />

up of ships and 22 percent is<br />

made up of yacht and boats.<br />

Turkish shipyards are known<br />

around the world especially for<br />

super yacht (24m and above)<br />

building. According to the data<br />

of January of 2017, it maintained

the 3rd position in Turkey with<br />

a total length of 3,508 meters.<br />

Exporters think that shipbuilding<br />

is one of the two industries with<br />

the highest export along with<br />

automotive. Ship and Yacht<br />

Exporters’ Association (GYİB)<br />

Chairman Başaran Bayrak said:<br />

“Despite the rapid growth, these<br />

numbers are far below our targets.<br />

Once the troubles in neighbouring<br />

countries are eliminated and a<br />

number of security problems are<br />

resolved, the increase in export<br />

will be much faster”.<br />

Altınova Shipyard Entrepreneurs’<br />

Chairman Fazıl Uzun emphasized<br />

that he prefers Turkish shipyards<br />

to China, Singapore, Korea and<br />

Vietnam thanks to the quality<br />

production in Turkey. Focusing<br />

on maintenance and repair works<br />

after the global financial crisis,<br />

Turkish shipyards have reached the<br />

annual capacity of 20 million dwt<br />

in this area. The representatives<br />

of the industry stress that<br />

maintenance and repair with an<br />

annual income of 600 million<br />

dollars should also be regarded<br />

as export.<br />

22 percent of export by<br />

Tersan<br />

Recently focused on special<br />

projects such as fishing vessels<br />

and offshore platform supply<br />

vessels exported to the European<br />

market, Tersan Shipyard has been<br />

the company with the second<br />

highest jump on the latest İSO<br />

500 list. Tersan moved up by 203<br />

ranks on the list compared to the<br />

previous year, taking its place as<br />

the 156th this year. Signing major<br />

shipbuilding projects in northern<br />

Europe, especially in Norway, the<br />

company increased its exports by<br />

77 percent, achieving 22 percent<br />

of exports in the industry alone.<br />

The main slipway of Tersan on<br />

a 220-acre land in Yalova board<br />

is one of the biggest slipways in<br />

Turkey with a length of 200 meters<br />

and a width of 56 meters.<br />

The crane on the slipway has a<br />

lifting capacity of 550 tons. As<br />

soon as the shipbuilding facility<br />

in Yalova was launched, Tersan<br />

headed for maintenance and repair<br />

in the shipyard in Tuzla. This<br />

shipyard has a 130 x 22.5 meter<br />

floating pool. The shipyard aims<br />

to be one of the few shipyards in<br />

Europe with R&D investments,<br />

and its R&D activities include<br />

approved projects such as<br />

horizontal production/ ship<br />

launching line and sliding of<br />

vessels. In the same shipyard,<br />

construction of four ferries with<br />

100 percent battery power is<br />

underway.<br />

In addition to these, three LNGfuelled<br />

and battery powered<br />

hybrid ferries are being built for<br />

a Norwegian logistics company.<br />

The semi-robotic panel line, which<br />

was started in Yalova facilities last<br />

year, the horizontal production/<br />

ship launching line to be<br />

commissioned later this year, and<br />

the Panamax floating pool, which<br />

will be started to manufacture this<br />

year to commission next year, are<br />

the remarkable investments on the<br />

company’s agenda. The company<br />

recorded export of 200 million<br />

dollars in 2016 and currently has<br />

500 employees.<br />

Power ships for Africa<br />

constructed by Sedef<br />

Sedef, one of Turkey’s largest<br />

shipyards, is growing rapidly in<br />

energy and military ship projects.<br />

The shipyard has already taken the<br />

first step for the Landing Platform<br />

Dock (LPD) to be built for the<br />

Defense Industry for 700 million<br />

Euros. Also reaching 900 MW in<br />

construction of power ships, Sedef<br />

Shipyard has delivered the 11th<br />

project to the Karadeniz Holding.<br />

The Karadeniz Powership Onur<br />

Sultan, which is the latest one built<br />

for Karadeniz Holding in Sedef<br />

Shipyard and sent to Indonesia<br />

last June, has an installed power<br />

of 470 MW.<br />

First remote-controlled<br />

ship by Sanmar<br />

Sanmar with shipyards in<br />

Tuzla and Yalova is one of the<br />

world’s largest 10 companies in<br />

construction of tugboats. Sanmar<br />

built the world’s first LNG-fuelled<br />

tugboat for Bukser og Berging<br />

from Norway. The world’s first<br />

remote-controlled ship “Svitzer<br />

Hermod” was also built by Sanmar.<br />

Designed by Robert Allen, the<br />

Svitzer Hermod, was equipped<br />

with Rolls-Royce Dynamic<br />

Positioning System. Sanmar is<br />

one of the two tug companies in<br />

the ‘initiative of testing tugboats’<br />

that was newly established in the<br />

world for certification of bollard<br />

pull capacity to determine the<br />

trends in the industry.<br />

So far, Sanmar Shipyard has<br />

completed 156 tugs, 21 mooring<br />

lines, and 11 pilot tugs and its<br />

total export of tugs to 7 continents<br />

has exceeded 100. Due to rapid<br />

growth, the second phase<br />

investment in Altınova’s new<br />

shipyard was brought forward for<br />

5 years. Delivering 16 pieces in the<br />

first eight months, the company<br />

is going to deliver another 9<br />

deliveries by the end of the year.<br />

Cemre became an example<br />

meters and a value of $957 million<br />

were produced and exported as<br />

part of the super luxurious yacht<br />

Nine yachts with a value of<br />

$53 million in six months<br />

As of June <strong>2018</strong>, a total of nine<br />

boats, including super luxury<br />

yachts, were launched in the<br />

Antalya Free Zone, one of the<br />

world’s three most important<br />

centers in super luxury yacht<br />

projects worldwide especially<br />

in special purpose boats. The<br />

company has a number of<br />

outstanding projects such as<br />

export of fishing boats, rivertype<br />

vessels, platform supply<br />

vessels, seismic research support<br />

ships, ferries, and catamarans<br />

to countries mainly including<br />

Norway, Iceland, Denmark,<br />

and Ukraine. The company<br />

was awarded the world’s largest<br />

ship tenders for construction of<br />

offshore wind turbine support<br />

vessels in 2016. It became the<br />

successful bidder among nearly<br />

35 shipyards from all over the<br />

world for manufacturing service<br />

operation ships for wind farms<br />

on German and French coasts.<br />

The shipyard has already begun<br />

building the ship and it is also<br />

engaged in manufacturing a<br />

couple of the same type of ships<br />

for Denmark. The company’s<br />

turnover for 2016 is about TRY<br />

237 million.<br />

Super luxury yacht exports exceed $1 billion<br />

production and the most important<br />

one in Turkey. Antalya Free Zone<br />

Corp. (ASBAŞ) General Manager<br />

Zeki Gürses stated that the total<br />

length of the nine boats launched<br />

this year was 198 meters and their<br />

total sales value was $53 million.<br />

Sales to five countries<br />

Zeki Gürses said the boats<br />

launched this year were between<br />

13 and 33 meters in length, adding<br />

that these boats were sold to the<br />

Netherlands, the U.K., Oman,<br />

Qatar and the U.S. Gürses noted<br />

that one 18-meter and two 33-meter<br />

boats were sold to Qatar as coast<br />

guard boats. He added that two<br />

15-meter boats were produced as<br />

commercial vessels, one 19-meter<br />

boat was a catamaran, and 26-,<br />

46-, 54- and 60-meter boats will<br />

be launched in July and August.<br />

Year-end target: $150<br />

million<br />

According to Gürses, a total of 30<br />

yachts and super luxury yachts are<br />

expected to be launched by the<br />

end of <strong>2018</strong>. “One of these yachts<br />

measure 60 meters, four of them<br />

are over 40 meters, 11 between 24<br />

and 39 meters, and 15 have various<br />

lengths up to 23 meters. By the end<br />

of June this year, the total value<br />

of boats produced and sold in the<br />

Antalya Free Zone exceeded $1<br />

billion. Our target for year <strong>2018</strong><br />

is $150 million.”<br />

Maintenance & repair<br />

revenues: $23.4 million<br />

Gürses stated that in addition to<br />

being a center of super luxury<br />

boat production, the free zone has<br />

turned into a center of maintenance<br />

and repair for such yachts coming<br />

from various countries. “A total of<br />

107 boats have come to the free<br />

zone for maintenance and repair<br />

since 2008. 91 of these boats<br />

have been maintained, repaired<br />

and delivered to their owners,<br />

which brought in $23.47 million<br />

in revenue. 16 of them are still<br />

being maintained and repaired”<br />

Sanmar is delivering the 17th tugboat to the Danish Svitzer. Sanmar Chairman Orhan Gürün said that<br />

they will build a total of 24 tugs in their shipyard in <strong>2018</strong>.<br />

17th tug to the Danish company<br />

Svitzer. Svitzer Vale, the second<br />

of the Deliçay class tugs, has the<br />

innovative TRAktor-Z 2500 SX<br />

(SanmareXclusive) design by<br />

Robert Allan Limited. It has<br />

outstanding technical features.<br />

Instead of the more commonly<br />

used ASD configuration, this new<br />

series tugboats are equipped with<br />

a specially designed front-wheel<br />

Z-drive system to maximize<br />

efficiency in both port and ship<br />

towing, docking and backup tasks.<br />

Speaking at the launch of the<br />

tugboat, Sanmar Chairman Orhan<br />

Gürün explained that five tugboats<br />

are under construction for Svitzer<br />

at the moment.<br />

Gürün announced that they will<br />

construct a total of 24 tugboats in<br />

the shipyard in <strong>2018</strong>.<br />

70 TONS OF TOWİNG<br />

POWER<br />

The tug Svitzer Vale classified<br />

by ABS will first go to Britain<br />

and start its operations in<br />

Bremerhaven. The Deliçay class<br />

tugs can be produced with a<br />

towing power of 60 or 70 tonnes.<br />

Moreover, this brand new and<br />

flexible design offers a number<br />

of optional features that allow<br />

the users to design as they wish.<br />

Svitzer Vale has a pulling power of<br />

70 tons. In addition to its compact<br />

structure, which is the joint work<br />

of Robert Allan Ltd design and<br />

Sanmar production experience, the<br />

tug has three twin fully ventilated<br />

mooring cabins, a bathroom, a<br />

separate kitchen, and staff lounge/<br />

TV rooms. A sufficient number of<br />

seats for all crew and guests add<br />

spaciousness and wideness to the<br />

living area. Sanmar Shipping has<br />

delivered 16 tugboats to Svitzer so<br />

far. Svitzer Vale is the 17th one.<br />

The next one, Deliçay III tugboat<br />

will also be delivered to Svitzer<br />

in September. In addition, the<br />

number of tugboats exported to<br />

7 continents exceeded 180.<br />

The Svitzer Vale is 25.3 meters<br />

long, 12 metres wide and 6 meters<br />

deep and has two Caterpillar<br />

3516C HD engines. Moreover,<br />

the 12.5 knot speed tugboat is<br />

equipped with the RollsRoyce<br />

US255 propeller system.<br />

Turkey’s third MILGEM corvette ‘Burgazada’ starts trials<br />

Turkish Navy’s third MILGEM corvette Burgazada (F-513)<br />

got underway from the Istanbul Naval Shipyard earlier this<br />

month to start her first sea trials.<br />

TCG Burgazada was launched<br />

on June 18, 2016, after starting<br />

construction in December 2014.<br />

According to the Turkish<br />

Undersecretariat for Defence<br />

Industries (<strong>SSM</strong>), the Ada-class<br />

corvette is set to be delivered to<br />

the Turkish Navy between June<br />

and September this year.<br />

The fourth of a total of 12 planned<br />

ships in the class, future TCG<br />

Kinali, was launched on July 3,<br />

2017, while the first two, TCG<br />

Heybeliada and TCG Buyukada,<br />

are already in service.<br />

Construction has also started<br />

on the first of the second batch<br />

of MILGEM warships. These<br />

ships will be classified as frigates<br />

instead of corvettes as they will<br />

be slightly larger than the first<br />

four units.<br />

Ada-class corvettes are designed to<br />

embark ASW/ASUW helicopters<br />

and are fitted with Harpoon<br />

missiles and a 76 mm gun.<br />

Employing the CODAG propulsion<br />

system, the 99.5-meter ships are<br />

capable of achieving speeds of<br />

around 29 knots.<br />

They are fitted with the<br />

indigenously-developed combat<br />

management system GENESİS<br />

which is also used on Turkey’s<br />

Qatar Coast Guard’s first 48-meter patrol boat<br />

completes sea trials<br />

Turkish shipbuilder ARES has completed sea trials for the first of two<br />

48-meter patrol boats designed and built for the Qatar Coast Guard.<br />

The Turkish Navy will be receiving<br />

a new replenishment vessel under<br />

a contract announced by Turkey’s<br />

Undersecretariat for Defence Industries<br />

(<strong>SSM</strong>) on July 12.<br />

The vessel will be built by<br />

Sefine Shipyard with design and<br />

engineering services provided by<br />

Istanbul-based SEFT Ship Design.<br />

Financial details of the contract<br />

were not revealed.<br />

According to the shipbuilder, the<br />

200-meter replenishment vessel<br />

will start construction in early<br />

2019 with delivery expected in<br />

2023.<br />

Judging by the preliminary design<br />

of the vessel, shared by SEFT<br />

Ship Design, the vessel will have<br />

a helipad and hangaring for two<br />

helicopters.<br />

<strong>SSM</strong> noted that the ship would<br />

be locally designed and built<br />

with 77 percent of domestic<br />

industry content. Its main tasks<br />

will be the replenishment of other<br />

Turkish navy vessels with fuel,<br />

ammunition, medical supplies and<br />

fresh water. The ship will also be<br />

capable of serving as a command<br />

and control ship, <strong>SSM</strong> further said.<br />

The vessels were designed by UKbased<br />

BMT who have partnered<br />

with ARES Shipyard (ARES) to<br />

design and build 17 patrol boats<br />

from advanced composites in<br />

36 months, 18 months ahead<br />

of schedule. The last in the<br />

series – the 48-meter ARES 150<br />

Hercules has just completed sea<br />

trials which have been hailed a<br />

success with the vessel achieving<br />

a maximum speed of 37 knots.<br />

The total order from the Qatar<br />

Ministry of Interior, Coastguard<br />

has comprised of three different<br />

vessel sizes: five of 24 meters, 10<br />

of 34 meters and two of 48 meters.<br />

Qatar has subsequently ordered<br />

further three 48-meter versions.<br />

BMT has been responsible for the<br />

naval architecture, including hull<br />

development, class level design<br />

and engineering work on all three<br />

vessel sizes. Kerim Kalafatoğlu,<br />

chairman and executive director<br />

at ARES Shipyard said: “These<br />

boats break two important records<br />

– firstly, they have become the<br />

largest composite hull military<br />

ship to have ever been built in<br />

Mediterranean region, which<br />

TURK LOYDU Is Challenging IACS<br />

Membership<br />

that the association would be<br />

changing its new membership<br />

criterias effective 01 January <strong>2018</strong>.<br />

Considering that Türk Loydu is the<br />

only classifacition society trying to<br />

be a member of IACS we can say<br />

those changes will cause another<br />

unfair delay in their membership<br />

process.<br />

Turk Loydu is an “International<br />

Classification and Conformity<br />

Assessment Body”, providing<br />

classification, inspection and<br />

certification services since it was<br />

established in 1962 by the significant<br />

organizations of the Turkish Maritime<br />

and Industrial sectors.<br />

Turk Loydu is constantly<br />

increasing the number and tonnage<br />

of the ships that are classed within<br />

the society, while dropping the<br />

average age of its fleet. Despite its<br />

disadvantage of not being an IACS<br />

(International Association of<br />

Classification Societies) member,<br />

which is an extremely difficult<br />

barrier for ship classification and<br />

authorization by many flag state<br />

administrations, Turk Loydu have<br />

continued in growing and added<br />

a total of 75 ship to its fleet in<br />

2017, 34 of which are transferred<br />

from IACS members, including<br />

Gas Carriers, Ro-Ro and mega<br />

yachts which have increased the<br />

variety of ships in the fleet and<br />

increased the expertise of the<br />

society in different ship types.<br />

While Turk Loydu constantly<br />

increases the number and<br />

tonnage of the ships in its fleet,<br />

they also continued to focus on<br />

the performance of its fleet in<br />

port state inspections. Another<br />

important success of Türk Loydu<br />

was keeping its place in the “High<br />

Performance” category of the Paris<br />

MoU Recognised Organisation<br />

Table for the last 12 years after<br />

the successful PSC inspection<br />

results of its fleet within the Paris<br />

MoU region. This performance<br />

is deemed very important for<br />

the society, considering that<br />

Turk Loydu have performed<br />

better than some IACS member<br />

organizations.<br />

Turk Loydu is continuing to take<br />

firm steps forward towards the<br />

IACS membership which is one<br />

of the biggest strategic objectives<br />

of Turk Loydu. The IACS criteria<br />

which were well integrated<br />

into Turk Loydu systems and<br />

Cem Melikoğlu<br />

implemented since 2011 have<br />

become Türk Loydu criteria,<br />

and increased the quality of its<br />

services. Türk Loydu proceeds<br />

on its way by overcoming the<br />

so-called impossible obstacles<br />

one-by-one. But Turk Loydu<br />

is challenging IACS about the<br />

membership requirements which<br />

were changed and made much<br />

more difficult towards the end of<br />

2017. In September 2017, in the<br />

middle of the auditing process,<br />

Turk Loydu was told by IACS<br />

Turk Loydu claims that they<br />

are good enough to join IACS.<br />

They are outperforming some<br />

IACS members in port state<br />

control rankings. They were<br />

also authorized by the world’s<br />

largest flag state, Panama, after<br />

a thorough audit in Turk Loydu<br />

offices in 2017.<br />

Turk Loydu is also attempting<br />

to get EU authorization as a<br />

recognized organization under<br />

the sponsorship of Slovakia. They<br />

have applied for certification from<br />

quality assurance body QACE and<br />

they are hoping to complete the<br />

authorization process within next<br />

year.<br />

TURK LOYDU IS<br />

LEADER IN NAVAL SHIP<br />

CLASSIFICATION<br />

Naval ships are the chief<br />

instruments by which a nation<br />

extends its military power onto<br />

the seas. Turk Loydu was part of<br />

the organization, where serious<br />

steps were taken in respect of<br />

building national naval ships in<br />

Turkey.<br />

Turk Loydu has taken part almost<br />

in every stage of the process<br />

successfully, which was started<br />

out in 1996 with the classification,<br />

of building of ‘TCG Yarbay<br />

Kudret Gungor’ship that is the<br />

first naval ship built in a Turkish<br />

private shipyard. Today a wide<br />

range of ships such as warships,<br />

helicopter ships, platform dock<br />

ships, patrol boats, landing ships,<br />

special purpose ships (submarine<br />

rescue vessel, recovery backup<br />

vessel), tankers, training ships<br />

can be built in private shipyards<br />

within a national design, with a<br />

serious domestic contribution and<br />

under the classification of Türk<br />

Loydu, this is the expected result<br />

of the successful policies applied<br />

for the last 20 years.

Norway to pass to zero emissions at sea<br />

with Turkish company<br />

Norway passed the law, which calls for zero emissions in shipping. The law requires all ferries and sea<br />

vehicles to be powered by electricity. 2 of 7 vessels to be built following the law will be supplied by the<br />

Cemre Shipyard.<br />

Norway is creating the world’s first<br />

zero emission zone on the water.<br />

According to the proposal adopted<br />

by the Norwegian Parliament,<br />

emissions in the world legacy<br />

fjords will be set to zero in<br />

the shortest period technically<br />

possible. The latest possible date<br />

will be 2026.<br />

As a result of the resolution, the<br />

fjords on the world heritage list<br />

known as Geirangerfjord and<br />

Næerøyfjord will only be passed<br />

by electric vessels instead of fossil<br />

fuel-powered ferryboats which<br />

increase pollution at the moment.<br />

In this scope, Norway’s largest<br />

ferry operator Fjord1 will<br />

purchase 7 electric battery ferries,<br />

2 of which will be manufactured<br />

in Turkey, in the Yalova-based<br />

Cemre Shipyard. The remaining<br />

5 vessels will be built in Leirvik.<br />

The crafts will be operational in<br />

2020. Fjord1 carried 21 million<br />

passengers and over 10 million<br />

vehicles last year.<br />

BATTERIES BY SIEMENS<br />

PBES and German company<br />

Siemens are in collaboration<br />

for electric battery production<br />

for the vessels. The Germans<br />

are expected to invest about 100<br />

million Norwegian krona (€ 10.5<br />

million).<br />

area. A national research project<br />

It was stated that the boat was<br />

developed for the Special Forces<br />

and SAT teams to serve in hostile<br />

territories, built for professional<br />

use to provide high firing power<br />

as well as speed, navigation and<br />

cargo transport capabilities, and<br />

it is currently used by the SAT<br />

units. In the period when the<br />

current Minister of Defense,<br />

Hulusi Akar, was serving as the<br />

Chief of General Staff, three of<br />

these MRTP 22 U type Turkish<br />

SAT special operations crafts had<br />

accompanied Akar’s attack boat<br />

Turkish minehunter finds unexploded ordnance during Spanish MINEX<br />

Turkish Navy minehunter TCG<br />

Anamur has discovered historical<br />

unexploded ordnance during<br />

mine countermeasures drills<br />

conducted as part of the Spanishhosted<br />

multinational exercise<br />

MINEX <strong>2018</strong>.<br />

According NATO Maritime<br />

Command, the ordnance was<br />

discovered by TCG Anamur on<br />

8 May using the ship’s specialized<br />

sonar to scan the sea bed and the<br />

water below for potential exercise<br />

mines.<br />

Instead of dummy mines, the<br />

sonar operators detected an object<br />

which was thought to be actual<br />

live historical ordnance.<br />

TCG Anamur is part of Standing<br />

NATO Mine Countermeasures<br />

Group 2 (SNMCMG2) which<br />

is taking part in the exercise in<br />

Palma and Mahon from 28 April<br />

to 11 May <strong>2018</strong>. TCG Anamur<br />

used her divers to identify the<br />

sonar contact and confirmed that<br />

the object was in fact historical<br />

ordnance from a previous conflict,<br />

lying on the seafloor in 38m of<br />

water. Following a quick response<br />

by Spanish mine hunter ESPS<br />

Timbre, Spanish divers destroyed<br />

the ordnance on the morning of<br />

9 May. This find is the second<br />

unexpected historical ordnance<br />

find for SNMCMG2 this year.<br />

Earlier this year, TCG Akcay<br />

(another Turkish minehunter)<br />

found a historical mine in the<br />

Black Sea while conducting an<br />

exercise with the Romanian Navy.<br />

The commander of SNMCMG2,<br />

Royal Navy Commander Justin<br />

Hains, noted that it’s just part of<br />

the skillset that the NATO Mine<br />

Countermeasures Groups bring to<br />

the fight. “We work hard to ensure<br />

the sea remains safe for all of its<br />

users. Identification and disposal<br />

of historic ordnance is just part<br />

of the mission,” said Hains. The<br />

NATO group is working alongside<br />

units from a EUROMARFOR<br />

Mine Countermeasures Group<br />

and Spanish Minehunters during<br />

Spanish Minex <strong>2018</strong>. SNMCMG2<br />

is currently conducting exercises<br />

and interoperability training in the<br />

Mediterranean Sea and the Black<br />

Sea under the command of British<br />

Royal Navy Commander Justin<br />

Hains. The task group arrived in<br />

Palma on May 9 for the end of<br />

Spanish MINEX 18. The Task<br />

Group consists of the flagship<br />

HMS Enterprise (a Royal Navy<br />

survey vessel), TCG Anamur, ITS<br />

Alghero (an Italian minehunter)<br />

and ESPS Segura (a Spanish<br />

minehunter).

Naval Architecture and Ocean<br />

Engineering of Istanbul Technical<br />

University (ITÜ), was granted one<br />

of the prestigious fellowships of<br />

the world in the field of ocean<br />

engineering (Oceanography).<br />

According to the announcement<br />

made by İTÜ, Dr. Dündar has<br />

become one of the four persons<br />

admitted to the fellowship<br />

program supported by POGO<br />

(Partnership for the Observations<br />

of the Global Oceans) and SCOR<br />

(Scientific Committee on Oceanic<br />

Research). The main purpose<br />

of POGO-SCOR Visiting<br />

Fellowship program which has<br />

been applied since 2001 to make<br />

global observations. The Faculty<br />

Member Deniz Yakan Dündar<br />

has been the first scientist from<br />

Turkey accepted to the fellowship<br />

program after a break of 10 years.<br />

“I was very excited and happy<br />

when I learned that I was granted<br />

the fellowship since it is a very<br />

special fellowship granted in the<br />

oceanography. Oceanography<br />

is predominantly offered at the<br />

post graduate level as it requires<br />

an interdisciplinary study. As a<br />

member of a department giving<br />

oceanography (ocean engineering)<br />

courses as a compulsory course in<br />

its circulum at the undergraduate<br />

level, I felt myself very happy for<br />

having the opportunity to increase<br />

my knowledge in this branch that<br />

I will pass over to my students<br />

and to expand the viewpoint of<br />

those around me. Increase of<br />

interest in the existing studies in<br />

oceanography is quite important.<br />

It is one of the basic objectives<br />

of this fellowship program to<br />

increase the number of research<br />

studies and cooperation in the<br />

oceanographyby strengthening<br />

the infrastructure of its education.<br />

In line with that purpose, I applied<br />

for and received this visiting<br />

fellowship with my paper titled<br />

“The impact of local currents<br />

and whirlpools in the Bosphorus<br />

using the bio-optical parameters<br />

of phyto-planktons sampled in<br />

coastal waters”. My purpose is<br />

to increase the cooperation in<br />

the field of oceanographywhich<br />

is an interdisciplinary branch<br />

and to attract the interests of the<br />

students at the undergraduate level<br />

to these topics with the training<br />

and the knowledge that I will get<br />

under the scope of the fellowship.<br />

Scientist from İTÜ was granted the<br />

<strong>2018</strong> POGO-SCAR Visiting Fellowship<br />

in the category of oceanography and<br />

has become one of the four scientists in<br />

the world who will work in this field.<br />

Four Turkish firms named among top<br />

100 defense companies<br />

Four Turkish companies have been<br />

named in the most prestigious<br />

defense industry list, Defense<br />

News Top 100. While Aselsan,<br />

Tusas and Roketsan hold their<br />

places on the list, STM joined the<br />

list on Monday for the first time.<br />

In the U.S.-based magazine<br />

Defense News’ annual list on<br />

company sales, Aselsan was<br />

ranked 55th, Tusas 64th, Roketsan<br />

96th and STM 97th.<br />

Four Turkish companies have been<br />

named in the most prestigious defense<br />

industry list, Defense News Top 100.<br />

Turkey’s leading defense company<br />

Aselsan’s 2017 income was $1.4<br />

billion, up from $1.2 billion in the<br />

previous year. It is active in military<br />

and civil telecommunications,<br />

radar, electronic warfare, defense,<br />

weapons, command control and<br />

navigation systems.<br />

Tusas earned $1.1 billion in 2017<br />

NATO’s security enhancement efforts,<br />

which will include creating two new<br />

His remarks came ahead of the<br />

NATO Summit in Brussels on July<br />

11-12 and amid a rift on Ankara’s<br />

missile weapons systems deal with<br />

preparing to take on a new, bigger<br />

role in the transatlantic alliance<br />

with a task to command the<br />

Very High Readiness Joint Force<br />

(VJFT) in 2021 along with France,<br />

Germany, Italy, Poland, Spain and<br />

the United Kingdom, Stoltenberg<br />

said. “The details related to the<br />

Turkish’s rotational lead are still<br />

being finalized, but this is another<br />

example of Turkey’s valuable<br />

contributions to Euro-Atlantic<br />

security,” he added.<br />

NATO’s Spearhead Force, the<br />

VJFT, is part of the NATO<br />

Response Force (NRF)—about<br />

20,000 strong—which includes<br />

a multinational land brigade of<br />

around 5,000 troops, including<br />

land, air, maritime and special<br />

operations forces components.<br />

The enhanced NRF will number<br />

around 40,000 troops, Stoltenberg<br />

said.<br />

Interoperability critical,<br />

Stoltenberg says on<br />

S-400 deal<br />

Coming to the topic of Turkey’s<br />

S-400 deal with Russia,<br />

Stoltenberg underlined the<br />

importance of the interoperability<br />

of the military equipment with<br />

what NATO has.<br />

“It is up to each Ally to decide<br />

what military equipment they<br />

buy. What matters for NATO<br />

is that the equipment Allies<br />

acquire is able to operate together.<br />

Interoperability of our armed<br />

forces is fundamental to NATO<br />

for the conduct of our operations<br />

and missions,” Stoltenberg said.<br />

Not surprisingly, he also brought<br />

up Turkey’s air defense system deal<br />

with the European consortium.<br />

“Buying equipment from other<br />

enhances interoperability and<br />

a Memorandum of Understanding<br />

has been signed between Turkey<br />

and a Franco-Italian consortium<br />

to co-produce air defense systems<br />

one chemical tanker of 8400 DWT<br />

have already been cut, waiting for<br />

building. As of December 2015,<br />

building of 6 tugboats of 25.5m is<br />

ongoing. During 2007 and 2008,<br />

there were 5,000 workers in the<br />

shipyard, now only employs 161<br />

employees, including 36 its own<br />

and 125 subcontracted workers.<br />

3. Med-Yılmaz Ship<br />

Deliveries of Iraq’s order, 20<br />

aluminium steel boats of 7.25<br />

meters, and Directorate General<br />

of Coastal Safety’s order, 4 coastal<br />

safety boats of 18 meters, have been<br />

made. Besides manufacturing and<br />

maintenance of fishing boats, the<br />

construction of one fishing boat of<br />

17 m and 2 vehicular ferries of 36<br />

meters in Malatya province have<br />

been completed.<br />

With its 121 employees, the<br />

shipyard has also undertaken<br />

under sub-contracting the<br />

construction of the 4 tugboats in<br />

the Ereğli Ship Industry Shipyard.<br />

With the rest of the 9 employees,<br />

it is involved in construction of<br />

a 22-meter fishing boat in the<br />

existing shipyard.<br />

4. Madenci Ship Industry<br />

It has ceased its activities since the<br />

order was cancelled by shipowner<br />

of 2 dry cargo vessels of 9,750<br />

6. USMED Ship Industry<br />

In the past years, 4 chemical<br />

of 7400 DWT - 8400 DWT in<br />

this shipyard. The latest chemical<br />

After building new passenger<br />

boats, it moved its activities to the<br />

former shipyard Ustamehmetoğlu<br />

Shipyard due to the expiry of the<br />

On 07.14.2014, it obtained the<br />

Revitalization of both new building and ship dismantling<br />

industry in the Karadeniz Ereğli Shipyards Zone also merging<br />

of the industry with a logistic centre will make a huge<br />

difference to the country’s economy.<br />

Turkey is rapidly becoming a<br />

solution centre in the international<br />

maritime sector.<br />

The Western Black Sea is one<br />

of the most powerful regions of<br />

this centre. Extending from the<br />

Bosporus to Sinop and containing<br />

the largest ports of the Black Sea,<br />

the region also draws attention<br />

with shipyards located in Ereğli.<br />

Ereğli ports constitute the most<br />

important part of the trade with the<br />

Black Sea neighbouring countries,<br />

because voyages to those<br />

countries are not made through<br />

the Dardanelles and Bosporus.<br />

Therefore, there is a remarkable<br />

saving in transportation costs.<br />

To better assess this important<br />

opportunity, we as the Chamber<br />

of Shipping (DTO), Western Black<br />

Sea Branch think that the logistics<br />

centre to be built in Ereğli is very<br />

important for the region.<br />

The most appropriate place for<br />

such centre is the shipyards zone.<br />

With the existing warehouses and<br />

workshops, and most importantly<br />

with the port facilities used for<br />

equipping new-built ships, some<br />

of our shipyards can be converted<br />

into logistics bases. As a result,<br />

our shipyards which stopped their<br />

activities because of the economic<br />

crisis can develop again Karadeniz<br />

Ereğli economically.<br />

THE LEANWIND<br />

PROJECT<br />

The EU has a long-term<br />

commitment to reduce greenhouse<br />

gas emissions by 80-95%<br />

compared to 1990 levels by 2050.<br />

Wind power plays a crucial role<br />

in reaching the EU’s renewable<br />

goals. The offshore wind industry<br />

in Europe is moving fast to a<br />

mainstream supplier of lowcarbon<br />

electricity with high<br />

penetration levels in several<br />

countries. This growth is a result<br />

of an increased competitiveness<br />

due to the reduction in the cost<br />

of capital, industrial expansion<br />

and technological developments.<br />

In that context, the LEANWIND<br />

project has been initiated to<br />

provide cost reductions across<br />

the offshore windfarm (OWF)<br />

life-cycle and supply-chain<br />

through the application of lean<br />

principles and the development<br />

of state of the art technologies<br />

and tools. LEANWIND was<br />

awarded to a consortium of 31<br />

participants (52% from industry)<br />

from 11 countries and various<br />

sectors including Delta Marine<br />

Co as the sole ship designer. The<br />

project received funding of almost<br />

€10million from the European<br />

Commission and has a total value<br />

of €14.8million. LEANWIND<br />

commenced in December 2013<br />

and ran for 4 years.<br />

LEANWIND addresses the<br />

logistical challenges of deploying,<br />

installing and operating large<br />

scale wind turbines (WT) (5-<br />

10MW) in transitional water<br />

depths using fixed foundations or<br />

floating structures more relevant to<br />

longer term wind farm prospects.<br />

The transport, logistical and<br />

maintenance operations associated<br />

with these structures are addressed<br />

through novel approaches to vessel<br />

design, vessel management, substructure<br />

alterations and O&M<br />

strategies to reduce the CAPEX<br />

and OPEX costs.<br />

The first concept was defined as a<br />

jack-up wind turbine installation<br />

vessel while the other one was<br />

developed to meet operation<br />

and maintenance requirements.<br />

During that process, the industry<br />

challenges have been identified,<br />

the vessel specification has been<br />

outlined and the vessels’ concept<br />

designs have been finalised.<br />

INSTALLATION VESSEL<br />

Industry Challenges<br />

The challenges in the concept<br />

development of installation vessel<br />

have been defined as below,<br />

• decrease the use of offshore<br />

lifts by increasing onshore<br />

preassembly or loading<br />

capability<br />

• increase number of turbines<br />

loaded per trip<br />

• improve vessel design<br />

for less restrictive weather<br />

limitations<br />

• increase max. sea state for<br />

jacking operations<br />

• increase max. crane operating<br />

wind speed<br />

• increase usable deck area<br />

• decrease transit time<br />

assessed using a set of criteria/<br />

design goals. Three concepts (1.<br />

FTIV - Foundation Transport<br />

and Installation Vessel, 2. FTIJ<br />

- Foundation Transport and<br />

Installation Jack-up, 3. WTIJ –<br />

Wind Turbine Installation Jack<br />

Up) were selected. The operational<br />

features and requirements were<br />

evaluated for each concept based<br />

on time and cost.<br />

The three selected vessel concepts<br />

were then assessed to identify<br />

one final design concept which<br />

maximises cost effectiveness and<br />

efficiency. As result, the WTIJ was<br />

identified as the concept with the<br />

• decrease operating constraints<br />

due to meteorological<br />

conditions<br />

• increase deck payload<br />

• improve weather prediction,<br />

monitoring and decision<br />

support system<br />

• increase transit speed<br />

• decrease offshore operation<br />

duration<br />

• decrease leg-preload duration<br />

concept which has the potential to<br />

a cost effective solution for future<br />

wind farm installation vessels and<br />

was thus taken forward to the<br />

detailed design stage.<br />

The WTIJ concept can be<br />

perfectly optimised to carry larger<br />

WTs i.e., 8 and 10 MW which<br />

are the expected sizes of future<br />

OWTs. The WTIJ is capable to<br />

transport the optimum number of<br />

turbines in one transit i.e., 8x8MW<br />

according to Figure 1, which will<br />

significantly reduce costs. In<br />

addition, the vessel can operate<br />

in most of the wind farm sites<br />

identified by the industry for future<br />

extension, without significant<br />

restrictions on operations due to<br />

the environmental parameters.<br />

Final Concept Design<br />

A selection process based<br />

on technical and economic<br />

requirements identified during the<br />

qualitative assessment was used to<br />

define the mission requirements<br />

of the installation vessel. The<br />

design is based on Lloyd’s Register<br />

Rules for offshore units and IMO,<br />

MODU Code 2009. Figure 2<br />

shows a 3D model of the final<br />

installation vessel design with<br />

desired cargo configuration for<br />

transport of 8x8MW turbines<br />

and illustrates the level of detail<br />

developed for simulation activities.<br />

WT maintenance crew to perform<br />

duties on WTs with significant<br />

regularity. Delays in carrying out<br />

unplanned maintenance incurs lost<br />

revenue and access in higher sea<br />

states is considered necessary to<br />

reduce costs in the industry. The<br />

industry survey indicates that the<br />

capability to transfer personnel in<br />

3 m Hs are desirable.<br />

Concept Design Evaluation<br />

The overall target during the<br />

vessel design task was to increase<br />

weather windows (through reduced<br />

vessel RAOs, thus reducing the<br />

vessel heave/roll/pitch response),<br />

comfort of crew and higher work<br />

efficiency (by reducing sea<br />

sickness and staying injury free<br />

during an extreme event).<br />

A similar assessment process<br />

applied to the installation vessel<br />

was followed for the LEANWIND<br />

O&M vessel. The selection process<br />

was based on a qualitative method<br />

of listing goals for the vessels<br />

based on the challenges set by the<br />

industry and assessing these for<br />

a number of vessel concepts. The<br />

assessment resulted in selection of<br />

one concept design for the O&M<br />

vessel.<br />

A similar iterative design process<br />

as for the installation phase was<br />

adopted for obtaining the final<br />

CONCLUSION<br />

The LEANWIND installation<br />

and O&M service vessel concepts<br />

address the market bottleneck<br />

for suitable and efficient vessels,<br />

providing purpose-built OWF<br />

concepts meeting industry specific<br />

requirements. Considering the<br />

growing need for clean energy<br />

and the growing size of WTs,<br />

the installation vessel design was<br />

optimized in terms of economy<br />

(8x8MW turbines), environment<br />

(pure LNG propulsion system),<br />

and operation (ability to carry<br />

and install turbines via special<br />

propulsion and lifting systems and<br />

optimized deck arrangement). The<br />

vessel can be optimised to carry<br />

10MW turbines, future-proofing<br />

against industry advances and the<br />

associated logistical complexities<br />

and financial burdens. Moreover,<br />

the vessel can operate in most of<br />

the wind farm sites identified by<br />

the industry for future extension<br />

without significant restrictions<br />

on operations due to the<br />

environmental parameters.<br />

The O&M vessel concept meets<br />

current and future challenges as<br />

farms are located further from<br />

shore. It includes substantial<br />

personnel capacity and a helideck<br />

for transfer of crew, facilitating<br />

long-term activities offshore.<br />

The vessel design prioritises<br />

increasing weather windows<br />

through reduced vessel RAO’s;<br />

improving the crew comfort to<br />

foster higher work efficiency; and<br />

facilitating safe crew transfer via<br />

a motion compensated gangway<br />

at 2.5m Hs and safe launching for<br />

daughter crafts. In addition, the<br />

vessel design was optimized in<br />

terms of economy (backup battery<br />

to run during maintenance work to<br />

avoid both fuel consumption and<br />

emission) and environment (pure<br />

LNG propulsion system). These<br />

aspects address many of the key<br />

industry requirements identified<br />

by the project market assessment.<br />

Pearl mullet registered<br />

Agriculture and<br />

Husbandry<br />

Three fish species were registered<br />

by the Aquaculture Registration<br />

Committee of the Ministry of<br />

Food, Agriculture and Husbandry.<br />

The registration of anchovy and<br />

rockfish together with pearl mullet<br />

was welcomed favorably in Van.<br />

Decisions of the committee on<br />

registration were published in<br />

the issue of the Official Gazette<br />

the day before yesterday.<br />

Accordingly the application<br />

made by the General Directorate<br />

of Agricultural Research and<br />

Policies for the registration of<br />

anchovy, pearl mullet and doctor<br />

fish or rockfish was finalized.<br />

Anchovy was registered with its<br />

local name “Black Sea Anchovy”<br />

and described as a “fish with a<br />

greenish back with a blackish<br />

tone, a pearl-grey white abdomen<br />

part and bright edges”. Size<br />

of the Black Sea anchovy was<br />

determined as minimum 8 cm and<br />

maximum 10,72 cm for females<br />

and minimum 8 cm and maximum<br />

9,22 cm for males. The committee<br />

also registered garrarufa which<br />

is known as “doctor fish”, “fatty<br />

fish”, “rockfish” and “Kangal fish”<br />

and kırbaki as well as pearl mullet<br />

whose propagation area is Lake<br />

Van basin.<br />

of Van Yüzüncü Yıl University<br />

(Van YYÜ) made a statement to<br />

İHA regarding the registration of<br />

pearl mullet. “We are here in Lake<br />

Van together with the fishermen.<br />

Approximately 20-30 years ago<br />

only the people living in Van knew<br />

the pearl mullet living in Lake<br />

Van. It was even stated in the<br />

books published by the Ministry<br />

of Education that pearl mullet did<br />

not live in Lake Van. Pearl mullet<br />

is an asset which is only known<br />

by those living in Van. But the<br />

unawareness about the existence of<br />

pearl mullet was cleared away and<br />

it became a global brand thanks<br />

to the studies initiated by Prof.Dr.<br />

Mustafa Sarı. As of today, pearl<br />

mullet has become an important<br />

asset providing subsistence for<br />

fourteen thousand people living<br />

in the region, creating a turnover<br />

of more than 12 billion USD as a<br />

result of the efforts made by Prof.<br />

Dr. Mustafa Sarı” said Mustafa<br />

Akkuş. Mr. Akkuş further stated<br />

that this rise of pearl mullet has<br />

continued within the course of<br />

years. “As you know we received<br />

a pleasing news on February 16,<br />

<strong>2018</strong>. Pearl mullet became one<br />

of the three fishes registered in<br />

our country based on the data<br />

produced by Prof.Dr. Mustafa Sarı.<br />

It was registered by the General<br />

Directorate of Agricultural<br />

Research and Policies of the<br />

Ministry of Food, Agriculture<br />

and Husbandry. Three fish species<br />

were registered in our country.<br />

One of them is anchovy and the<br />

others are doctor fish, also called<br />

fatty fish and pearl mullet. This<br />

is a very good news in the name<br />

of our region and fishing”.<br />

“ALL ASSETS THAT WE<br />

FAIL TO PROTECT ARE<br />

DOOMED TO PERISH”<br />

“The rise of pearl mullet will<br />

continue along with the increase of<br />

the contribution of Lake Van to the<br />

regional economy and its value.<br />

The registration of pearl mullet as<br />

of February 16 was published in<br />

the Official Gazette. Pearl mullet<br />

took a very important step in the<br />

way to becoming a global brand.<br />

What does the registration of<br />

pearl mullet mean, what does it<br />

express? As you know today all<br />

cities and countries have their own<br />

assests, either natural or artificial,<br />

registered. In other words, they<br />

increase the value of economic<br />

contribution that they realize<br />

through their asset by having<br />

their ownership of that asset. It<br />

is certified once more that pearl<br />

mullet is a fish belonging to Lake<br />

Van basin together with all its<br />

characteristic features including<br />

size, etc.. The registration makes<br />

a great contribution to the<br />

promotion and protection of the<br />

fish. Because all our assets that<br />

we fail to protect are doomed to<br />

extinction. Accordingly, we expect<br />

an increase in the contribution of<br />

pearl mullet both to eco-tourism<br />

and fishery in the region. Pearl<br />

mullet is now a registered asset<br />

and the efforts aiming at protection<br />

of pearl mullet has become more<br />

important than ever.” said Mr.<br />

Akkuş.

of Muğla. Today, the coastline of<br />

Muğla is longer than the coasts<br />

of Spain. Our region has the most<br />

beautiful locations ‘where green<br />

meets blue’. The Gulf of Gökova,<br />

Bodrum, Marmaris, Göcek and<br />

Fethiye are among the blue cruise<br />

routes. Weekly blue cruises are<br />

organized between Bodrum and<br />

Marmaris, and Marmaris and<br />

Fethiye.”<br />

Karaağaç said that people from<br />

Turkey and all over the world<br />

chasing their blue dreams meet<br />

at the blue cruise routes of the city.<br />

“Those who desire to go on a<br />

fascinating voyage in a natural<br />

environment combining thousands<br />

of shades of green and blue in<br />

the most beautiful bays of the<br />

Karaağaç emphasized that these<br />

routes have unique beauties, and<br />

most of the tourists prefer going<br />

on cruises that include the Gulf of<br />

Gökova, the British Harbor, and<br />

the bays of Çökertme, Göcek,<br />

Marmaris, Fethiye, Ölüdeniz,<br />

Kızılada, Datça and Hisarönü.<br />

She pointed out that lately local<br />

tourists have also started to show<br />

interest in the blue cruise. “Blue<br />

cruises have been organized since<br />

1945 and they have become a<br />

trademark of our region. It is the<br />

center of attraction for locals and<br />

foreigners. Most of the time, we<br />

do not know who are visiting and<br />

learn who did after they leave.<br />

Many world-famous persons<br />

safely spend their vacation in the<br />

virgin bays of our city and return<br />

to their countries.”<br />

Karacaağaç told that statesmen,<br />

artists and scientists from many<br />

countries in the world prefer a<br />

safe and peaceful vacation in<br />

the bays of Muğla. “When they<br />

see these beauties, they promote<br />

our city in their countries. Also,<br />

they contribute to the economy of<br />

our city and country by shopping<br />

during the blue cruise.”<br />

Karaağaç emphasized that the<br />

bays should be protected and kept<br />

clean to ensure continuity of blue<br />

cruises to provide the same level<br />

of joy and pleasure in the future,<br />

and stressed the importance of<br />

environmental awareness.<br />

“Vacationers spend time in<br />

touch with nature”<br />

The vacationers arriving in Muğla<br />

and its touristic parts in their<br />

luxury yachts also drop anchor<br />

at the secluded and peaceful bays<br />

of Bodrum, Marmaris, Fethiye,<br />

Datça and the Gulf of Gökova,<br />

and enjoy the sun and beauties<br />

of the nature.<br />

The vacationers arriving in the<br />

bays near Cennet (Paradise) Adası,<br />

Yalıçiftlik, Bitez, Gümüşlük,<br />

Gündoğan, Göltürkbükü and<br />

Torba in Bodrum in the mega<br />

yachts they rent or own, spend<br />

time in touch with the nature.<br />

In the Gulf of Gökova, they mostly<br />

enjoy swimming off the coasts<br />

of Sedir Island and Akyaka. The<br />

mega yachts attract attention with<br />

“Primitive boat” by using a technique<br />

applied in Neolithic Period<br />

Under the scope of an empirical<br />

project started in Urla, a district in<br />

İzmir, a “primitive boat” is being<br />

built by a technique of burning<br />

and carving inside of a beech log<br />

with sharp stones.<br />

With the PhD dissertation<br />

“Anatolian Maritime Activities<br />

in 7000s – 6000s B.C.” of<br />

Koray Alper, faculty member<br />

of Pamukkale University,<br />

Archaeology Department and with<br />

the support of the university, a<br />

“primitive boat” belonging to a<br />

period thousands of years before is<br />

being built under a project started<br />

in the empirical archaeology<br />

museum of Association of<br />

Historical Researches by 360<br />

Degree in Urla.<br />

Giving information about the<br />

project, Alper said the dates he<br />

studies are known as the Neolithic<br />

Period of Western Anatolia and<br />

there are numerous data about<br />

the shipping trade between the<br />

Anatolian coast and Aegean<br />

Islands in this period.<br />

”Theoretical thesis is present<br />

about how trade was conducted by<br />

sea way and what type of vessels<br />

were used” said Alper, aiming<br />

to test this thesis with empirical<br />

practices.<br />

Alper continued: “Mankind built<br />

vessels from reeds first, but later<br />

they developed boats enabling<br />

cargo transportation enduring<br />

waves and wind. Some were<br />

thinking that people used to<br />

travel on logs. At our first trial,<br />

we observed that this was not true.<br />

First, we threw a bare log to the<br />

water; it was not possible to row<br />

on it. There were no materials to<br />

be used in boat building, except<br />

obsidian or fire stones. In order<br />

to machine the log with stones,<br />

we started to apply burning<br />

technique.”<br />

Noting they started a controlled<br />

fire and carving process with<br />

bifaces inside the beech log<br />

before ember went off, Alper<br />

added they started a fire in the<br />

middle and spread it to the sides<br />

and controlled the fire by carving<br />

or cooling extremely burnt parts<br />

with water.<br />

New boat to travel to Greek<br />

Islands<br />

Alper emphasized that working<br />

against ember was not very easy<br />

and also had difficulty due to the<br />

primitive tools used. “The study<br />

proceeds with the contributions<br />

of volunteers, but we cannot run a<br />

full time and systematic program.<br />

“We estimated that forming the log<br />

of 4 meters long, 95 centimeters<br />

width into a boat will take almost<br />

2 months. After carving process<br />

ends, we will throw it to the sea<br />

and test its balance. If needed, we<br />

will add a stabilizer bar on sides.<br />

After a test trip on coastline by<br />

this boat next year, we will go on<br />

a round trip to one of the Greek<br />

Islands. Thus, we will enact the<br />

trade in Neolithic Period.”<br />

Underwater ancient city in Turkey<br />

sparks interest<br />

Turkey wants to register its historic<br />

“Sunken City” in eastern Anatolia<br />

to the temporary UNESCO World<br />

Heritage list.<br />

The city has been submerged in<br />

Lake Hazar, located in the Sivrice<br />

district of Elazig province, since<br />

1830. The southwestern part of<br />

the city is visible at a spot called<br />

“Church Island”.<br />

Scientists have found 4000-yearold<br />

archaeological traces from the<br />

area surrounding the city.<br />

Ebubakar Irmak, mayor of Sivrice,<br />

said the lake was formed when the<br />

earth’s tectonic plates collapsed.<br />

Apart from its historic importance,<br />

the blue-flagged lake is a place of<br />

outstanding natural beauty. “There<br />

are a lot of historic remains here<br />

and we as a municipality want it<br />

to be studied. We find here signs<br />

of life from ages ago and we take<br />

it very seriously. This will benefit<br />

world history and literature,” he<br />

said.<br />

He added that the main hindrance<br />

in archaeological study was the<br />

fact that the entire city was now<br />

underwater.<br />

“There are various myths about<br />

the city. It has not been studied<br />

properly because it is underwater.”<br />

He stressed there was a need to<br />

introduce the lake to Turkey and<br />

the world.<br />

The mayor said he dived into the<br />

lake last year and saw the remains<br />

of churches, walls of a castle, pots,<br />

pottery and glazed plates of the<br />

citadel with traces of the Seljuk,<br />

Byzantine and Ottoman era.<br />
