FOUR WHEELER OR ATV VEHICLES
No four wheeler or ATV vehicles of any kind are permitted to be used
on any of the common areas in Lakemont Community Association.
The common area includes but is not limited to its lakes, walkways,
sidewalks and parks. The Owner will first be issued a warning
and then fines will then be issued. Fines against an Owner will be
assessed against the Owner’s Lot. The Owner will be responsible
for the actions of all residents, guests and invitees of the Owner
and any fines against such residents, guests and invitees will also
be assessed against the Owner’s Lot. Owner will be responsible
for any damages to the common areas caused by an ATV. Cost for
damages will be assessed back to the Owner’s Lot.
FINES FOR VIOLATIONS OF THE 4 WHEELER AND ATV POLICY:
First Violation: Warning
Second Violation: $125
Subsequent Violations: $250
PETS
We love our pets at Lakemont, but please be sure to keep them
leashed. Some dogs are nervous or skittish when approached
by other dogs. Children are often frightened of dogs that are not
leashed. Even if you have the friendliest dog in Lakemont, please
keep them on a leash when you’re out in common areas.
Please be sure to clean up after your dogs. Excrement is unsightly
and a health hazard.
Dogs should have shelter and plenty of water when they are outside.
Never leave your pet in a car. It takes only a few minutes for a pet
to die from heat stroke. Always remember, if it’s too hot for you,
it’s definitely too hot for your pets.
FREQUENTLY ASKED QUESTIONS
People who are homeowners in the Association
will have a different perspective on issues
in the association community because they
are directly impacted by them. This is especially
true when it comes to decisions relating
to monetary and violation issues. Below are
some of the frequently asked questions.
What is HOA and who are HOA members?
A Homeowners Association (HOA) is organized
as a nonprofit corporation and everyone that
owns property inside of a subdivision with an
HOA is an HOA member.
What is the Board of Directors?
A Board of Directors is a requirement for an
HOA to function properly. The Board is elected
from and by the homeowners of the community
at the annual meeting. These elected
volunteers are responsible for all operations
of the association and ensure the community
governing documents are followed and
enforced.
How does Board member make decisions?
The Board member makes decisions by following
the laws, Declaration, Articles and By Laws
of the association. An HOA Board member is
entitled to rely on the advice of other officers,
professional people or HOA committees.
What are duties of the Board member?
Board members must carefully review and understand
all the HOA’s governing documents,
such as the bylaws, articles of incorporation,
covenants, conditions, restrictions (CC&Rs)
and day-to-day operating rules.
The Board members are responsible for the
affairs of the association, preparing the annual
budget, providing for maintenance of
common areas, hiring personnel necessary for
upkeep of the association and common areas,
enforcing rules, keeping books, obtaining
insurance, collecting assessments, adopting
rules. HOA Board members act fairly, in good
faith, in the interest of and for the benefit of
the HOA.
What is the benefit of being
the Board member?
The Board members are volunteers and the
greatest reward Board members most of the
time is the satisfaction of a job well done when
the community prospers.
What are deed restrictions?
Deed restrictions are rules and regulations
that govern one or more lots or parcels of land
within an HOA governed subdivision. They are
imposed by the land developer prior to creating
the HOA. Deed restrictions are contained in
a document that is recorded with the county
register of deeds records where the property is
located. Deed restrictions are permanent and
they bind all current and future owners of the
lots. Deed restrictions are created to protect
property owners and property values.
Where can deed restrictions be found?
Each homeowner will get deed restrictions
from their title company when they buy a
home. Lakemont deed restrictions can be
found on Lakemont Community website at
www.lakemontcommunity.com.
What is the annual assessment?
The Annual Assessment is the dollar amount
that an HOA will collect from each home that
is part of the HOA. The amount is designated
to pay for annual operations and maintenance,
which typically includes items such as landscaping,
lake maintenance, pool maintenance,
insurance, streetlights and water. The annual
assessment is due on January 1 st of each year
and it becomes delinquent on February 1 st .
How is annual assessment calculated?
At the end of each year, the Board will prepare
the budget for the following year. An
HOA operating budget is a projection of the
funds needed by the association to cover its
operating expenses and provide adequate
reserves for repair. Once the projected amount
is determent it is equally divided between
homeowners.
Why are upkeeping and maintenance of
commune area important?
The value of a home is directly affected by the
quality of common areas, maintenance of the
amenities, the enforcement of the rules and
regulations, the adequacy of reserve funds
and the community spirit.
STAY SAFE!
Although we enjoy a very safe neighborhood, outsiders may occasionally
come through looking for trouble. Please be aware of your
surroundings. Always carry your cell phone. If something looks
strange or makes your feel uncomfortable, please call or text a family
member or neighbor and let them know something isn’t right.
If you see an unfamiliar car parked in front of a house or cruising
the streets, don’t ignore it. Call the non-emergency number or the
roving police at 832-719-1047. The number for the Ft. Bend Sheriff
can be reached at 281-341-4665. It is always better to be safe than
sorry. Our police are here to keep our community safe and they
need our help to notify them when something is wrong.
KEEP LAKEMONT BEAUTIFUL
Our residents take pride in keeping our neighborhoods beautiful. Please
do your part by cutting your grass every week during the summer. Trees
that are close to sidewalks should be trimmed approximately 8 feet
from the ground so that people walking down the sidewalks will not be
impeded by the branches. Likewise, trees with branches extending over
the streets should be trimmed so that cars and trucks are not damaged.
Gardens and flowerbeds should be kept free of weeds. Trash that has
blown into your yard should be picked up and disposed of properly.
Thanks for helping us keep Lakemont beautiful.
For a copy of the Fine Policy, visit your community link at www.
grahammanagementhouston.com. Any questions regarding this
policy can be directed to On-Site Community Manager,
Jessica Delgado at 713-334-8000 or by email at
jdelgado@grahammanagementhouston.com.
ATTENTION! PET POOPS / YOU SCOOP
Please be respectful of community grounds and neighbors’ yards. If your pet poops during
your walk, be prepared to scoop and trash. Come with a scooper and a recycled grocery
bag or anything else. It may not be the most fabulous way to walk your pet, but it does
show your respect for every homeowner and our beautiful community.
PLEASE NOTE - PETS ON LEASHES
It is the law in Fort Bend County that all pets must be vaccinated for rabies, registered and restrained. All
animals, when outside of an owner’s means of restraint (i.e., in a fenced back yard), must be on a leash.
For the safety of all residents, please use all precautions with your pets and keep them on leashes
when walking pets in the community EVEN IF YOU FEEL YOUR PET IS HARMLESS. If you see ANY
animal roaming freely in the neighborhood, immediately call Animal Control at 281-342-1512. Even if
you recognize the animal, be very careful approaching it, as you do not know how it will react; if you can
safely retrieve the animal, then call the owner. Otherwise, Animal Control is your best and safest option.
FORT BEND COUNTY “LEASH LAW”
Animal control authorities are permitted to enter your Property to patrol and remove pets. Pets must
be registered, licensed and inoculated as required by law.
MAID SERVICES
281-912-5036
As a dog owner, you are responsible for the control of your dog. If your dog is one that ‘makes objectionable
noise,’ you must make every effort to respect your Neighbor’s right to their ‘peace and quiet.’
When your dog is not in your yard, it is imperative that you keep your dog on a leash at all times. While
your dog is friendly to you and your family, imagine the consequences if it were to harm someone
while it was ‘roaming free.’
Please respect other resident’s right to walk the common area ground without fear of attack
from an unleashed dog.
Laws are written to ensure that owned animals are confined to their property or kept on a leash
to free a community of unrestrained and free-roaming animals. Although most dog bites occur
on the property where the dog lives, unrestrained or free-roaming dogs do pose a substantial
threat to the public. In addition, unrestrained animals are at increased risk of being bitten by
rabies infected wildlife. Enforcement of restraint laws is essential in enhancing the animal control
program’s efforts to reduce the risk of rabies in our community.
LICENSING OF DOGS AND CATS
The primary benefit of licensing animals is identification, should that animal become lost.
Licensing also:
• Ensures that rabies vaccination are current.
• Allows for quick identification in case of a bite incident.
• Provides revenue to offset the administration costs of the animal control program.
VACCINATION
Rabies vaccinations are a prerequisite for licensing dogs and cats because they are an important
control measure for the public health threat of rabies. In addition to protecting pets, rabies
vaccinations provide a barrier between infected wild animals and humans.
To make a complaint or report an animal that is not properly restrained please contact:
GARDENING TIPS FOR OCTOBER
• Dig and store caladiums before the foliage dies. Allow the bulbs
to dry in the shade, shake off the dried soil and dust with sulphur
to control fungus. Store by hanging in open mesh bags or old panty
hose.
• Flowers planted for spring can begin when the temperatures are
going to stay cooler. Shrubs and trees can be planted now. Woody
plants concentrate on root growth through the winter and the more
headstart they can get before summer, the better.
• October 15 th is about the time for dividing and planting daylilies.
• Watch out for brown patch in St. Augustine grass. These circular
brown patches are caused by a fungus that is activated by moist
cool weather. Control with Daconil.
• If you need to do any pruning, do it early in the month. The regrowth
stimulated by pruning needs to harden off before that
odd-ball frost of Halloween. Prune fruit trees when leaves begin
to fall. Remove all dead, weak and over-crowded growth. Tip back
main branches to control size and shape. Spray w/dormant oil when
temperature is between 30-60 degrees.
• Cut back tops of perennials after they have bloomed. Divide roots
and transplant anytime from now until March, the earlier the better.
• Get the ant baits down. This will greatly reduce your spring populations.
• Clover left over from last year may be growing. It’s best to hit it with
the post-emerge herbicides in October and November. At least two
applications are usually needed, even if done this early.
• For color throughout the winter, begin planting pansies.
OCTOBER IS
BREAST CANCER
AWARENESS MONTH
The National Breast Cancer Awareness Month (NBCAM) program is
dedicated to increasing awareness about the importance of the early
detection of breast cancer through a nationwide campaign. NBCAM
started as a weeklong campaign in 1985 with 2 founding members.
Today the American Cancer Society is one of many national public
service organizations, professional associations and government agencies
that form the NBCAM Board of Sponsors. During October, which is
National Breast Cancer Awareness Month, the member organizations
of the Board of Sponsors join forces to spread the message that early
detection of breast cancer followed by prompt treatment saves lives.
The American Cancer Society recommends early detections. Women
age 40 and older should have a screening mammogram every year
and should continue to do so for as long as they are in good health.
The third Friday in October each year is National Mammography Day,
first proclaimed by President Clinton in 1993. On this day or throughout
the month, women are encouraged to make a mammography
appointment.
To find a facility in your area, please call:
American Cancer Society 800-227-2345
National Cancer Institute 800-4-CANCER
Or visit nbcam.org or www.cancer.org for more information.
3 STEPS TO EARLY DETECTION
One in eight women are diagnosed with breast cancer in her lifetime.
However, with early detection and treatment, you can greatly
improve your chance of survival.
Early detection means finding the cancer before it spreads to other
parts of the body. Although breast cancer cannot be completely
prevented, early detection provides the greatest possibility of
successful treatment. By following these three steps, you will help
increase your chance of detecting cancer early.
Changes to look for include:
• A lump or thickening in or near the breast or in the underarm area
• A change in the size or shape of the breast
• Dimpling or puckering in the skin of the breast
• A nipple turned inward into the breast
• Discharge (fluid) from the nipple
• Scaly, red or swollen skin on the breast, nipple or areola (the dark
area of skin at the center of the breast)
You should see your health care provider about any of these
symptoms. Often these symptoms are not due to cancer, but if
you notice any changes in your body, tell your health care provider
immediately so that the problems can be diagnosed and treated.
2. WELL-WOMAN EXAM
It is recommended that women visit their family physician or gynecologist
each year for an annual Well-Woman Exam. In addition
to a routine pelvic exam and pap smear, the doctor may perform
a brief breast exam to check for abnormalities. The Well-Woman
Exam is a great opportunity for you to discuss with your health care
provider any questions or concerns you have regarding your breast
health. For example, your doctor may help you to determine the
most appropriate frequency for your early detection steps.
3. MAMMOGRAM
In its early stages, breast cancer doesn’t usually cause symptoms.
NBCF recommends that women ages 40 and older get a mammogram
every year. A mammogram is an X-ray of the breast. It is a safe
way to detect cancerous tumors and other abnormal breast conditions
and women who have screening mammograms have a lower
chance of dying from breast cancer than women who do not have
screening mammograms. Mammograms can detect cancer or other
problems before a lump becomes large enough to be detectable
to the touch. They provide an effective way to find breast cancer
in its early stages when treatment is usually the most successful.
Mammograms are considered safe, quick and relatively painless.
1. BREAST SELF-AWARENESS
Breast self-awareness can help you become familiar with how your
breasts normally look and feel. Knowing this will help you identify
any changes in your breasts that should be reported to your health
care professional promptly. If you find a lump, schedule an appointment
with your doctor, but don’t panic - 8 out of 10 lumps are not
cancerous.
FOR MAJOR BOOK SALE
November 3rd
The Friends of George Memorial Library are seeking
donations of gently-used books for a major Book Sale
in conjunction with the “Fort Bend County Libraries
Book Festival,” which will take place on November
3rd, at George Memorial Library, located at 1001
Golfview in Richmond.
In preparation for the Book Festival and book sale in
November, the Friends of the Library want to increase
their inventory of materials to meet the demand of
shoppers seeking bargains while supporting the library
and to ensure a successful book sale! Area residents are
encouraged to scour their attics and the backs of their
closets for once-loved-but-no-longer-needed books,
CDs or DVDs that can be donated for the Friends of
the Library book sale. Holiday books, craft and garden
books and recorded books are particularly needed!
Donations of gently-used books, DVDs and CDs are
welcome throughout the year and may be taken to the
library during regular business hours. All contributions
are tax-deductible. Proceeds from the Friends’ book
sales and annual membership dues help to underwrite
the costs of special programming, such as the
Summer Reading Club and various cultural events at
the libraries.
Along with the Friends of the George Memorial Library
Book Sale, the festival will include an exciting
line-up of authors, storytellers, performances and
workshops. The schedule of activities for the #FBCL-
BookFest18 will be announced in October.
The #FBCLBookFest18 and its activities are free
and open to the public. For more information, call
the library system’s Communications Office at 281-
CAJUN CHICKEN AND SAUSAGE GUMBO
You could make this on National Gumbo Day October 12 th !
INGREDIENTS
1 cup vegetable oil
1 cup all-purpose flour
1 large onion, chopped
1 large green bell pepper, chopped
2 celery stalks, chopped
1 pound andouille or smoked sausage, sliced 1/4 inch thick
4 cloves garlic, minced
salt and pepper to taste
Creole seasoning to taste
6 cups chicken broth
1 bay leaf
1 rotisserie chicken, boned and shredded
DIRECTIONS
Heat the oil in a Dutch oven over medium heat. When hot, whisk in flour.
Continue whisking until the roux has cooked to the color of chocolate
milk, 8 to 10 minutes. Be careful not to burn the roux. If you see black
specks in the mixture, start over.
Stir onion, bell pepper, celery and sausage into the roux; cook 5 minutes.
Stir in the garlic and cook another 5 minutes. Season with salt,
pepper and Creole seasoning; blend thoroughly. Pour in the chicken
broth and add the bay leaf. Bring to a boil over high heat, then reduce
heat to medium-low and simmer, uncovered, for 1 hour, stirring occasionally.
Stir in the chicken and simmer 1 hour more. Skim off any
foam that floats to the top during the last hour.
