6 Monitoring, Reporting and Evaluation
Monitoring, Reporting and Evaluation (M&E) are an integral part of REF operations. M&E is
part of all REF programs and ensures that the objectives are relevant, efficient, effective, and
sustainable and deliver the desired impact.
REF Programs have developed detailed monitoring plans and practices to ensure that
implementation is in line with agreed objectives and timelines.
REF carries out evaluations
- at the request of specific donors;
- of all grants with a budget over EUR 200,000, and
- of key implemented projects where the Executive Director or Country Director
determines that such an evaluation is necessary.
In general, these evaluations are made available to the major donors of REF and to the public.
The Executive Director, however, may decide not to disclose an evaluation to the public in
case it is deemed not to serve REF’s interests.
In addition to evaluation reports, REF prepares the following reports:
• Status reports: REF Programs and REF Entities prepare an annual status report for
the Governing Board including information about new developments, lessons learned
and statistical data of beneficiaries.
• Progress Reports: REF Programs and REF Entities will also send progress reports to
the Governing Board according to a timeline based on program cycle and program
components, including a narrative and a financial part.
• Quarterly narrative and financial reports of the grantees of the Grants Program:
Grantees of the Grants program are required to submit quarterly interim reports as
well as a final report on activities and financial status.
• Monitoring reports: Prepared by Program and Financial Officers on the outcomes of
regular monitoring visits at REF grantees.
• Reports to Third Party (Donor) Organizations: Reports to the third-party donor
organizations follow the agreed timeline and framework.
• Annual Report: REF annual report is compiled by REF HQ.
• Monthly financial and narrative reports by REF Entities: Reports to REF
Headquarters to ensure timely exchange and flow of information.
