<strong>Hensel</strong> <strong>Phelps</strong> was engaged by the confidential federal client to provide facility management and maintenance<br />

services for their 280,000-square-foot national office and Tier III data center. This state-of-the-art facility houses<br />

critical computer operations essential to support millions of Americans and sets the benchmark for optimal energy<br />

performance in federal data centers. The critical systems can maintain 100% availability to support the White Space.<br />

<strong>Hensel</strong> <strong>Phelps</strong> created a preventative maintenance program that focused on properly maintaining building<br />

assets to avoid preventable downtime and achieve maximum energy efficiency and asset lifespans based on<br />

industry best-practices and standards. The program ensured equipment received the care required by the<br />

warranties and equipment manufacturers. Work included establishing Maintenance Operating Procedures<br />

(MOPs), Standard Operating Procedures (SOPs), and Emergency Operating Procedures (EOPs) for the<br />

government; staffing models; and recruiting and hiring plans required to properly maintain this critical facility;<br />

training manuals; warranty management; and implementation of a Computerized Maintenance Management<br />

System (CMMS) which helps track and manage preventative and corrective maintenance work.

U.S. SOUTHERN COMMAND HEADQUARTERS<br />

<strong>Hensel</strong> <strong>Phelps</strong> provided comprehensive Operation and Maintenance (O&M) services for the 640,000 square<br />

foot U.S. Southern Command Headquarters (SOUTHCOM).<br />

<strong>Hensel</strong> <strong>Phelps</strong> provided the installation and commissioning of all of the mechanical and electrical systems for<br />

this classified military facility. <strong>Hensel</strong> <strong>Phelps</strong> provided a Transitional Solutions – Occupancy (TSO) program,<br />

including managing the procurement and installation of all office equipment and furnishings.


U.S. SOUTHERN COMMAND HEADQUARTERS


U.S. DEPARTMENT OF ENERGY STANFORD LINEAR ACCELERATOR CENTER<br />

<strong>Hensel</strong> <strong>Phelps</strong> provided Transitional Solutions Occupancy (TSO) and Facility Management (FM) services<br />

for the U.S. Department of Energy Stanford Linear Accelerator Center (SLAC), located on the Stanford<br />

University campus, and provided Computerized Maintenance Management System (CMMS) data loading and<br />

maintenance, warranty management services, occupant and staff training on building systems and operations.<br />

The <strong>Hensel</strong> <strong>Phelps</strong> <strong>Services</strong> team was activated to make the building Day One Ready. The team did this<br />

by ensuring reliable operation of building systems, swift and consistent resolution to issues that arise postconstruction,<br />

and the development of a maintenance and operations program that meets the needs of the<br />

facility as the building matures.


U.S. DEPARTMENT OF ENERGY STANFORD LINEAR ACCELERATOR CENTER


JUDICIAL COUNCIL OF CALIFORNIA (JCC)<br />

STATEWIDE FACILITY MAINTENANCE CONSULTING<br />

<strong>Hensel</strong> <strong>Phelps</strong> <strong>Services</strong> is providing comprehensive technical and consulting services to the JCC on<br />

all aspects of their existing facility preventative maintenance services contracts, including operations,<br />

maintenance, and engineering programs. The initial scope of this contract includes 240 facilities throughout<br />

the State of California. As part of the contract, the <strong>Hensel</strong> <strong>Phelps</strong> Team has been reviewing and identifying<br />

opportunities to reduce costs, as well as evaluating maintainable equipment repairs and conducting condition<br />

assessments to establish cost saving equipment replacement options. The <strong>Services</strong> team is now commencing<br />

managing JCC’s scope definition for their Direct <strong>Digital</strong> Controls (DDC) system upgrades. This capital program<br />

exceeds $50 million for the first fiscal year with <strong>Hensel</strong> <strong>Phelps</strong> <strong>Services</strong> defining the contract scope, delivering<br />

commissioning, system operation guides, and as-required DDC contractor management.<br />

<strong>Hensel</strong> <strong>Phelps</strong> <strong>Services</strong> has developed a seven year, future state, Facility Maintenance Plan (FMP) that<br />

incorporates four phases of execution activities: immediate, short-term, medium-term, and long-term<br />

measurable outcomes. As a result of <strong>Hensel</strong> <strong>Phelps</strong> performance, the scope has been expanded to include<br />

the entire JCC statewide portfolio, comprising 478 facilities that exceeds 31 million square feet.

STATEWIDE FACILITY MAINTENANCE CONSULTING


CALIFORNIA AIR RESOURCE BOARD (CARB)<br />

The <strong>Hensel</strong> <strong>Phelps</strong> <strong>Services</strong> team is providing facility solutions services, including Life Cycle Cost Analysis,<br />

commissioning coordination, operational readiness, transitional solutions, and zero net energy validation for the<br />

new 380,000-SF, 19-acre California Resource Board (CARB) consolidation facility in Riverside. The new facility<br />

will be one of the largest and most advanced vehicle emissions testing and research facilities in the world. It<br />

will also be the largest true zero net energy facility of its type in the world — producing much more energy than<br />

it uses.<br />

The facility and campus is targeting the highest possible levels of measured sustainability, with the intention<br />

to achieve LEED Platinum certification from the U.S. Green Building Council, and will also meet California’s<br />

CALGreen Tier 2 threshold for overall sustainability and energy efficiency. The high-performing campus will<br />

provide a seamless consolidation and integration of the office program into a three-story, pinwheel-shaped<br />

building, creating a Central Command Control area, to offer both vertical and horizontal connectivity to<br />

increase proximity that forms the nexus of the new CARB campus.


CALIFORNIA AIR RESOURCE BOARD (CARB)


STATE UNIVERSITY OF NEW YORK | FASHION INSTITUTE OF TECHNOLOGY (FIT)<br />

<strong>Hensel</strong> <strong>Phelps</strong> performed Outsourced Facility Management – Consultant <strong>Services</strong> for the State University of<br />

New York (SUNY) Fashion Institute of Technology (FIT) based on proven experience in facility management,<br />

operations, consulting, and subject matter expertise. The state university college of art and design, business,<br />

and technology, FIT currently has an enrollment of over 10,000 students at their 1.8 million square foot campus.<br />

<strong>Hensel</strong> <strong>Phelps</strong> conducted a comprehensive review of the FIT facilities portfolio (multi-building complex<br />

in Manhattan), including: examination and assessment of current campus conditions; comparison of<br />

management and staffing models in an urban environment; recommendations concerning best practices; and<br />

development of a detailed scope of work for the Outsourced Facilities Management (OFM). The team created<br />

and updated facility standards for FIT and oversaw the procurement process to engage an OFM to operate<br />

and maintain the facilities. <strong>Hensel</strong> <strong>Phelps</strong> as FIT’s Owner’s Representative provided ongoing management<br />

oversight and contract performance review of the selected OFM.


STATE UNIVERSITY OF NEW YORK | FASHION INSTITUTE OF TECHNOLOGY (FIT)


NORTH COUNTY TRANSIT DISTRICT<br />

The <strong>Hensel</strong> <strong>Phelps</strong> team provided comprehensive and innovative consulting services to North County Transit<br />

District (NCTD), in Oceanside, California.<br />

The services included risk analysis, work order management, building assessments, development of a Facility<br />

Management Plan, outsourcing studies, and development of Request for Proposals and Statements of Work.<br />

NCTD operates bus and rail lines primarily in north San Diego County, with an annual patronage of 12 million<br />

passengers. Their maintenance needs cover the rolling stock (bus and train units) and the stations that serve<br />

the bus and rail lines, as well as several administrative and maintenance buildings.


NORTH COUNTY TRANSIT DISTRICT


WASHINGTON METROPOLITAN AREA TRANSIT AUTHORITY (WMATA)<br />

ANDREWS FEDERAL CENTER BUS STATION<br />

<strong>Hensel</strong> <strong>Phelps</strong> is performing Facility Solutions and Facility Management services, including asset tagging and<br />

the creation of an operational plan for the Washington Metropolitan Area Transit Authority (WMATA) Andrews<br />

Federal Center Bus Station. This contract award is based on proven experience in facility management,<br />

operations, consulting, subject matter expertise, along with a trusted working partnership with WMATA for<br />

more than a decade.<br />

The <strong>Hensel</strong> <strong>Phelps</strong> Facility <strong>Services</strong> team is conducting these services on the new 335,000 square foot<br />

complex which includes a Bus Operating Garage, a Bus Transportation Operations Facility, a Fuel / Wash<br />

Building, a Heavy Repair and Overhaul (HR&O) Facility, a Warehouse, a Service Vehicle Building, Bus<br />

Engineering, a Guard House, and pedestrian bridge. The Andrews Federal Bus Station will support a 175 bus<br />

fleet (20% of which would be articulated buses) and will operate 24 hours a day, 7 days a week. The HR&O<br />

Facility supports the entire WMATA fleet of 1,600 buses and operates 8 hours a day, 5 days a week.
