however. Following unsuccessful lobbying efforts on the part <strong>of</strong> <strong>Town</strong> and School leaders to the<br />
Legislature for the ability to control health plan design, the Board <strong>of</strong> Selectmen commenced the<br />
negotiation process to move <strong>Town</strong> & School staff to the state Group Insurance Commission’s<br />
(GIC) health plan. For a number <strong>of</strong> reasons those negotiations with school & town unions did not<br />
result in the transition to GIC. As such, the health insurance “reform” topic remains a priority<br />
heading into 2010.<br />
The <strong>Town</strong> continued to work on several economic development opportunities during the past<br />
year. Highlighting those efforts were outreach sessions with key property owners in our<br />
Downtown designed to bring about new options for redevelopment. Our Economic Development<br />
& Grants Officer continued efforts to work with business and property owners throughout town,<br />
from Route One to Industrial Road, to expand or locate here. Several new businesses were<br />
welcomed into <strong>Walpole</strong> in <strong>2009</strong>, including those that opened up shop at the expanded <strong>Walpole</strong><br />
Mall. We are most fortunate and honored that these key partners will now call <strong>Walpole</strong> home,<br />
and we look forward to adding other firms and companies in the coming year.<br />
The list <strong>of</strong> activities and operational developments are numerous. From working with Norfolk on<br />
the development <strong>of</strong> a truck exclusion along our Summer Street, to reestablishing<br />
communications with leaders at the “new” MCI Cedar Junction, to increasing revenues through<br />
added leases <strong>of</strong> town facilities, we remain committed to addressing nearly every need our<br />
community faces. And most fortunately, we do so with the most outstanding group <strong>of</strong> department<br />
heads and staff. I thank each and every employee <strong>of</strong> this <strong>Town</strong> for the hard work they do, and<br />
especially thank those who enable this <strong>of</strong>fice to run so effectively. Assistant <strong>Town</strong> Administrator<br />
Jim Johnson, Cindy Berube, Clare Abril, Debbie McElhinney, Valorie Donohue, and Sue Abate<br />
make up a great team, and I commend their solid efforts. I too thank our Board <strong>of</strong> Selectmen for<br />
the leadership and guidance. They truly are a most caring and dedicated group <strong>of</strong> volunteers, and<br />
their work on behalf <strong>of</strong> this <strong>Town</strong> is remarkable.<br />
In closing I also wish to thank this community as whole. These are indeed difficult financial<br />
times that we are currently experiencing, yet <strong>Walpole</strong> as a true community has again risen to the<br />
occasion. From fundraising for our fireworks, to celebrating <strong>Walpole</strong> Day, to simply caring for a<br />
neighbor in need, the compassion and commitment demonstrated day in and day out is very<br />
evident. I am truly proud <strong>of</strong> our Community’s accomplishments, and I am honored to be a part <strong>of</strong><br />
<strong>Walpole</strong>’s team as we begin the next decade. Our doors are open to our residents and businesses,<br />
and I invite you to call on us if we may be <strong>of</strong> assistance.<br />

The <strong>Town</strong> Clerk and the <strong>of</strong>fice is a focal point where citizens seek information and assistance on<br />
all aspects <strong>of</strong> town government. The <strong>Town</strong> Clerk, supported by staff is the chief election <strong>of</strong>ficer,<br />
recording <strong>of</strong>ficer, registrar <strong>of</strong> vital records and statistics, public’s records <strong>of</strong>ficer and licensing<br />
<strong>of</strong>ficer. The Massachusetts general laws and our Charter and By-laws direct the <strong>of</strong>fice effort.<br />
Though the census we touch all residents. The <strong>Town</strong> Meeting is also an important part <strong>of</strong> the<br />
Clerk’s function recording all aspects <strong>of</strong> <strong>Town</strong> Meeting including gaining approvals at the State<br />
