In addition to its programming, it offers training for local students, who have an interest in media or government. “The loser, if that ends up happening, will be the local taxpayer, the local cable subscriber and the everyday citizens who rely on access to public information that’s provided through these programs,” said Geoffrey C. Beckwith, executive director and CEO of the Massachusetts Municipal Association. The full impact of the proposed FCC rule is not clear, primarily because the commission would allow the cable companies to determine independently what the value of its in-kind services is. Driving this change, community media supporters believe, is that cable companies are losing lots of subscribers. No other FBI agent has infiltrated more than one La Costra Nostra family. He was the senior agent, supervising three other agents in the investigation of the Sinaloa drug cartel, headed by the drug lord Joaquin “El Chapo” Guzman. McGowan, then known as El Viejo, or old man, and his team infiltrated the cartel that was using a New Hampshire company to expand into Europe. The agents, posing as Italian gangsters, offered to help El Chapo ship cocaine to Spain through fake fruit distribution companies. At a meeting in a Florida condo with El Chapo’s cousin, McGowan, despite the $5,000 Italian suit he was wearing, feared he did not look convincing. Last week, talking about the encounter, the usually taciturn McGowan smiled at the memory. In a closet, he found a purple velour bathrobe and put it on, thinking “What kind of FBI agent would dress like that?” The deal went through. El Chapo’s crew agreed to send an initial shipment of 760 pounds of cocaine to Spain, which was intercepted by the FBI. Among the charges El Chapo now faces are ones stemming from that in recent years to about 7,000 households. U.S. Sens. Ed Markey, D-MA, and Tammy Baldwin, D-WI, have introduced legislation to ensure public access to local television programming. Baldwin, calling the community media centers “invaluable public programming,” said “We must ensure that our local public access channels are able to continue to reflect local interests and bring diverse programming to the public.” Markey said, “PEG (public, educational and government) access stations are televised town squares where local citizens can see and hear what is happening in their own community and respond with their own voices to the issues affecting their cities and towns. An FBI Ghost Comes Into the Light investigation. Since Ghost was published, one of his most frequently asked questions is how does he stay alive. He said safety is the top priority and takes much preparation, although no plan is “foolproof,” he said. McGowan devotes three chapters of his book to an investigation he still remembers bitterly. For four months, the FBI targeted him as a thief, suspecting him of stealing $180 million of heroin from a Philadelphia, PA sting. Being the subject of an investigation was the worst experience of his life, he said. He did not sleep for months. “It eats away at you.” He didn’t tell his wife, but she knew something was wrong. “It is difficult to function.” After being an FBI agent for seven years with a sterling reputation, he thought his supervisors should have believed him when he told them he was innocent. He was proved right only after they reviewed his detailed journals, called government books, which listed his every move. He was 90 miles away at the time the heroin was stolen. He also helped identify the real thief. In Ghost, he is critical of some FBI supervisors who are “risk averse.” He said, “I don’t have to worry about whose toes I step on now.” McGowan joined the FBI after being a police officer in Vermont and Florida for five years, following in the footsteps of his father and Some community media centers also broadcast church services for those unable to attend. Six months after joining the FBI, he was asked to go undercover. “In those days, the FBI thought if you had been in the military or the police, you could do it,” he said. He learned on the job the craft of deceiving and prosecuting criminals. There was no formal training. He learned from his mistakes and from other undercover agents of what to do and what not to do.
