E C A r e v i e w The County of Stettler announced the 2019 Calendar contest award winners at their regular meeting held on Wed. Dec. 12. The grand prize winner was Karyn Tateson for her photo titled ‘Looking Forward’. Honourable mentions went to Tammy Peterson and Dwayne Dunkle. Before T ECA Review/T.Huxley Stettler town Council Community budgets It has been a successful year according to Stettler Board of Trade staff members Matt Dorsett and Stacey Benjamin who presented the budget to council during the regular meeting, Tues. Dec. 4. Council made a motion to accept the budget with a net contribution of $283,218 from the Town. The Board of Trade are active members of the Canadian Badlands Tourism Association. Boomtown Trail is a past tourism organization that is in the process of being revitalized. “Each year we look forward to hosting several annual events and promotions including the trade show, awards gala, pheasant festival, visitors guide and Shop Stettler. “Our events are profitable but we do expect to break even in Shop Stettler and expect a deficit for the visitor’s guide,” said Benjamin. The new visitor’s guide will soon be available in time for the Jiffy Lube Scotties bonspiel held in late January. This guide is sent to about 4,500 different places across the province to attract people to the area. Each project has seen an increase in profits as well. Heart of Alberta Dollars has seen more growth, an increase of $43,000, since when Benjamin started. The Visitor Information Centre connected with over 700 people this year. For 2019, they want an emphasis on economic development by hosting mixers for business owners to introduce one another, connecting with local entrepreneurs, building the popularity to shop locally, hosting off-site visitor information services and Destination Stettler is helping encourage longer stays. Museum budget The Stettler Town & Country Museum has decided not to ask for an increase in funding this year for their 2019 budget. The budget has come to a plateau as of last year, therefore, no need for an increase. Council accepted the Stettler Town & Country Museum 2019 Budget and approved financial assistance for the Museum in the amount of $34,000 within the Town’s 2019 Operating Budget. Council commended the Museum on sending in ‘some real numbers’ after asking them to send a more detailed budget last year. In 2018, the Museum improved a number of areas. This included the re-shingling of the Kirtley House roof, replacement windows in the Pioneers House and Whispering Pines, new computer systems, programming and networking, successful fundraising events like the Light the Night event, and exceptional use of volunteers. Their plan is similar for 2019. They hope to maintain building maintenance to keep artifacts secure from environmental changes, plan new fundraising events, and strategy to create long-term improvements to the museum area. Dec. 11 to discuss changes to the Airport Fringe District Land Use Bylaw. The couple own an airstrip, also known as an aerodrome, on their own property for mostly private use prompting concerns surrounding the introduction of a second wind energy project near Halkirk. As it stands, the bylaw shows many of their rules are centered around the actual aerodrome. An aerodrome is any area of land, water including frozen surfaces, or other supporting surface that is designed and equipped to use in the movement or servicing of aircrafts. This includes make-shift landing strips and buildings. After some digging into documents, the Fetaz’s discovered the consistent position from the Supreme Court which has ruled the federal government has ‘exclusive jurisdiction over aeronautics’ which includes aerodromes. The County’s bylaw states “The purpose of the Aerodrome Fringe District is to protect the safety and viability of aerodromes, residents and air traffic while permitting a variety of uses which do not impact or interfere with aerodrome operations.” It also outlines a number of specific regulations for certain projects like fencing, private driveways and agricultural structures where a development permit is not required. Transport Canada has been approached by the public and aviation stakeholders over safety concerns of ‘non-traditional’ land usage such as wind farms. They in turn have created a new version of TP1247E that addresses these worries. This document is meant to help planners and legislators of all levels of government become familiar with issues surrounding aerodromes as well as compatible land uses, easements and land zoning. It covers all certified and non-certified aerodromes, heliports and water aerodromes. “It is the responsibility of the County to protect the ratepayers from any legal actions that may result from a bylaw Alix Wagon Wheel Museum Alix Village council made a resolution to give them the $2,500 for the 2019 year at their regular meeting Wed. Dec. 5. At a previous council meeting, the Alix Wagon Wheel Museum sent a letter to council requesting $2,500 for their upcoming year. This is a $500 increase over last year due to claims of carbon tax and minimum wage increases. Council had asked the Museum to provide a more detailed budget to show where the money is going before making any decisions. Casino funds were noted as the highest paying source of income but all organizations are restricted to hosting one every three years. On the opposite end of the spectrum, summer student wages are the highest cost. This winter they plan to complete renovations to their storage area as well as conservation measures to some century old artifacts. Interim budget accepted Cont’d from Pg 1 County council easily accepted the 2019 Interim Operating budget. Each year, it is required to have an interim budget adopted in order to purchase, issue cheques and advance payroll after Dec. 31. The first draft of the 2019 Operating and Capital budgets were also publicly presented on Mon. Dec. 17 and will be debated on by council in January 2019. Policing update Staff Sergeant Phil Penny attended council to give an update on current happenings in and around the County of Stettler. A pilot program for crime reduction units had officers collaborating with Wetaskiwin, sharing tips and strategies. Penny found the program to work decently but found the Wetaskiwin members were geared towards larger centres as they are located near an aboriginal reserve and Leduc. “We used it as a learning experience,” said Penny. A recent success has come from partnering with nearby detachments county of paintearth such as Hanna and Drumheller. Penny reported lots of success from communicating with Drumheller as criminals have a tendency to maneuver from one place to the other. Probation checks have been on track. Six people have been identified. Of those, only three have gone against their orders in various degrees. One went as far as fleeing the area going under warrant status. Councillors asked about what was the most prominent substance or substances that are being used in the County. Meth, cocaine, fentanyl and ecstasy were the most notable while cannabis is no longer their focus anymore as legalization took effect in October. Check stops have become more prevalent as well. Currently, Paintearth County has two airports; Castor and Coronation. In the Fetaz’s situation, the grass airstrip has been popular with their area. This piece has also been in use for over 20 years, seven years prior to any County of Paintearth Land Use Bylaw regarding aerodromes, thus no development permit or certification was required at the time. “In our opinion, it’s in the County’s best interest from the point of view regarding “liability” to adopt the recommendations of Transport Canada’s document TP 1247E. “Who better to advise on matters regarding public and air traffic safety? There would be no question of who is responsible if there were ever an incident involving any of the aerodromes in the County,” said the Fetaz’s during their presentation to Council. They suggested a few changes to the current bylaw like the addition of aerodromes being protected under Federal Jurisdiction and the authority for the designation and control of lands within the vicinity of an aerodrome be with provincial and municipal levels of government. Adding aerodrome to the list of definitions was also asked for. Another suggestion asked of council was to consider having both airports and small aerodromes such as the Fetaz’s be recognized as equally protected under exclusive federal jurisdiction.
