NOTES FROM THE BOARD
HAVE YOU PAID YOUR 2019 HOA DUES? REQUEST
A PAYMENT PLAN NOW.
The 2019 HOA dues are now delinquent. You can request a payment
plan and avoid paying much more. The costs quickly add
up if you wait until your account is turned over to the attorney for
collection. $398 can quickly turn into over $1,000 and much more
the longer you wait.
Avoid having your account sent to the attorney and save yourself a lot
of extra money and possible judgment and foreclosure. Unlike many
other subdivisions, there is no charge for a payment plan if you enter
into one before being turned over to the attorney’s office for collection.
IF YOU HAVE NOT RECEIVED YOUR INVOICE, PLEASE CONTACT
SPECTRUM ASSOCIATION MANAGEMENT AT 281-343-9178.
ARE YOU SAVING THE MONEY YOU DESERVE
ON YOUR PROPERTY TAXES?
While doing some research on our neighborhood recently, I noticed
that numerous Westfield Homeowners have not filed for Homestead
Exemption on their property to save money on property
taxes. (You must occupy the home to qualify for this exemption.)
A homestead exemption helps you save on taxes on your home. An
exemption removes part of the value of your property from taxation
and lowers your taxes. For example, if your home is valued at
$100,000 and you qualify for a $20,000 exemption, you pay taxes
on a value of $80,000.
An Application for Residential Homestead Exemption (same form
for over-65, disability, over-55 surviving spouse or 100% disabled
veteran homestead exemptions) can be found by hovering over
Forms Page at www.hcad.org, choose popular forms, then choose
form #11-13, which is the 1 st form on the list. Homestead exemption,
General Residential, over 65, disability, over 55 surviving spouse.
Follow the instructions on the form.
To check your property to see if you have the homestead exemption,
go to hcad.org, hover over property search, then choose search by
address and fill in your address. (You will have better success if you
do not use dr. cir.pl. etc.) Look about halfway down on the left under
Exemption Type, this will show the type of exemption you have or
none if you do not have any exemptions. There are videos to watch
for complete instructions to fill out the homestead exemption form
and the documents you will need to send in with the application.
You can contact the Harris County Appraisal District at 713-957-7800
if you have any questions.
PAYMENT PLAN FOR PROPERTY TAXES
Did you know if you are 65 years or older, you can pay your property
in quarterly payments without any penalty or interest? Contact Harris
HOMEOWNER HOT LINE
There is help for your homeowners association!
The Greater Houston Chapter of the Community Associations
Institute (CAI) has launched a free HOA Hotline, a resource for
homeowners and Board members owning homes/units in condominium,
townhome and subdivision community associations
Hotline is staffed with local non-attorney experts knowledgeable in
community association best practices. Please contact the Hotline
by calling 832-251-1874.
all, isn’t it better to resolve issues quickly and reasonably now
before they get out of hand later?
ATTRACTING WILDLIFE
By Cheryl Conley, TWRC Wildlife Center
It seems that everywhere we look we are seeing trees being torn
down and grassy areas being turned into parking lots. Sadly, there’s
not much we can do about it. There are things you can do, however,
to help replenish some of the natural resources that are destroyed.
You can turn your backyards and even small apartment balconies
into areas that attract wildlife, butterflies and even bees.
You can provide food by planting wildlife-friendly plants. Choose
plant species that bloom and fruit at various times of the year. Like
the woodpecker, some birds will dine on insects during the summer
but will eat berries in colder weather. Shrubs and trees can provide
seeds and berries for mammals and birds while a flower garden will
provide food for a variety of insect pollinators and hummingbirds.
Bird and squirrel feeders are great to help supplement what is found
in nature. If you can, leave dead trees. They can be a food source by
attracting insects, lichens, mosses and fungi.
Every living thing needs water. Birds not only need water to drink
but to bathe in. The easiest way to do this is to provide a birdbath or
a shallow dish of water. Make sure to keep it clean and be careful to
use animal-friendly cleaners! No bleach or anything toxic. If you’re
fortunate enough to own a little land, you can add a water garden
or pond to your property.
Wildlife needs cover from the elements just like we do. In our area
we don’t have to worry about snow but we often get heavy rains
and extreme heat. Again, dead trees work great for some species.
Planting dense shrubs provide shelter for rabbits, turtles and some
bird species. Don’t forget about man-made shelters, too, like bath
houses and birdhouses.
There are books available to help you garden for wildlife. One of
them is, Texas Wildscapes by Kelly Conrad Bender. It’s published by
Texas A&M. Texas Parks and Wildlife is also a great resource. Some
organizations provide instructions and help so that your school or
home can become a Certified Wildlife Habitat. One such organization
is the National Wildlife Federation.
NATIONAL BLACK HISTORY MONTH
February is National Black History Month, also known as
National African American History Month, a time for all Americans
to celebrate the achievements of African Americans and
recognize their central role in American history.
Other countries, including Canada and Great Britain, have
also set aside months to honor black history. The month
of February was chosen to coincide with the birthdays of
President Abraham Lincoln and noted civil rights advocate Frederick Douglass. The
first record of Africans arriving in North America is dated 1619, when a privateer ship
carrying “twenty and odd” Africans landed at Point Comfort, Virginia, which is now
modern-day Hampton, Virginia. The Africans were traded as slaves in exchange for
provisions.
African-American’s impact our society throughout history and in numerous ways.
Here are just a few prominent individuals we honor this month:
• Thurgood Marshall was the first African-American appointed to the Supreme Court.
We recognize Thurgood Marshall every year on National Maryland Day.
• George Washington Carver developed over 300 products from peanuts. Celebrate
George Washington Carver and his contributions to the peanut industry on
National Peanut Day.
• Shirley Chisholm was the first African-American woman elected to
U.S. House of Representatives.
• Rosa Parks helped initiate the Civil Rights Movement by refusing to give up her seat
on the bus in Montgomery, Alabama. Celebrate Rosa Park on Rosa Parks Day and learn
more about her contributions to the Civil Rights Movement.
• Louis Armstrong is widely known as a jazz pioneer. Information about Louis Armstrong
can be found in November on National Louisiana Day.
• Colin Powell is a 4-star General who became Secretary of State. Colin Powell
dedicated the Buffalo Soldier monument at Fort Leavenworth, Kansas,
establishing the first Buffalo Soldiers Day.
• Barack Obama was elected the first Black President of the United States.
COOL
Black History Month was created by twentieth-century historian Carter
Woodson, who believed black Americans were not adequately represented
in the study of American history. Carter Woodson hoped for
the day when black history would be accepted as a part of American
history. Formerly known as Negro History Week, Black History Month
was officially declared by President Gerald Ford in 1976.
ATTENTION! PET POOPS / YOU SCOOP
Please be respectful of community grounds and neighbors’ yards. If
your pet poops during your walk, be prepared to scoop and trash.
Come with a scooper and a recycled grocery bag or anything else. It
may not be the most fabulous way to walk your pet, but it does show
your respect for every homeowner and our beautiful community.
HARRIS COUNTY LEASH LAW
Animals that are not properly restrained pose a threat to all our residents.
While you may know your pet is friendly, an animal running
at someone who is walking by is very scary for that person. Many
children are afraid of animals and become frightened, which could
result in the child getting hurt trying to avoid the animal.
Harris County Animal Control advises, “All dogs and cats must be
kept under restraint while in the unincorporated areas of Harris
County, Texas. The custodian of a dog or cat is not authorized to
have, harbor or keep any unlicensed dog or cat, nor to allow any
dog or cat to become a stray.”
Restraint is defined as “the control of a dog or cat under the following
circumstances:
1. When it is controlled by a line or leash not more than six (6) feet
in length, if the line or leash is held by a human being, who
is capable of controlling or governing the dog or cat in question
2. When it is within a fully enclosed vehicle
3. When it is on the premise of the custodian and the animal
does not have access to sidewalk or street.”
While it may be nice to have your animal out in the yard while you work
or play, it is against the law, unless the animal is properly restrained.
Let’s all help keep our community a safe and comfortable place for
all our residents by being responsible pet owners. This will not only
protect anyone who may be walking or bicycling in the area, but also
the pet owner who could be held legally responsible or possibly sued
for failing to properly restrain their pet.
OVER 250 KATY ISD ELEMENTARY CLASSES
BENEFIT FROM PROMISE TO READ
In November, 130 guest readers represented by 50 area businesses and community members across Katy brought the love of reading to 274 Katy ISD
classrooms during Promise to Read. This annual initiative is part of a 21-year-old tradition led by Katy ISD’s Partners in Education. Promise to Read affords the
community a unique opportunity to reacquaint themselves with the world of children’s literature by spending 30 minutes reading to a classroom of excited
elementary students. Each November, the program is offered over the course of two weeks at various elementary campuses.
This year’s Promise to Read was hosted at Alexander, Bryant, Golbow, Holland, Fielder, Katy, Shafer, Sundown, West Memorial and WoodCreek
elementary schools. Host campuses rotate each year so that, over a four-year period, every Katy ISD elementary has an opportunity to participate.
“Promise to Read has become a treasured community event thanks to hundreds of devoted community volunteers, many of whom join us every year
and our Katy ISD host campuses,” says Janet Theis, Katy ISD’s Executive Director of Community Partnerships. “Promise to Read continues to open the
door for our business community to embrace and inspire the love of reading and share that magic with classrooms across the district.”
About Katy ISD Partners in Education - Through programs like Promise to Read, Katy ISD Partners in Education creates school-support opportunities
for parents, businesses and the community by offering a wide variety of options amenable to every schedule, talent and expertise. We bring volunteers
into Katy ISD classrooms at each campus and all grade levels. To learn more, visit Partners in Education under the “Community” tab at
ATTENDANCE BOUNDARY MODIFICATIONS
APPROVED FOR NEW JUNIOR HIGH
With the construction of Junior High #16 set to be completed just in
time for the 2019-20 school year, Board of Trustee members considered
and discussed attendance boundary modification (ABM) options, which
would address the fast growth taking place in the southwest quadrant of
Katy ISD. During the December Regular Board meeting, Trustees approved
Option #1 which can be viewed on the Attendance Boundary Modification
website www.katyisd.org/abm/pages/abm-2019-2020-JH16.aspx
“Thanks to the voter approved November 2017 Bond, Junior High #16 will
open in August of 2019,” said Chief Operations Officer Lee Crews. “Junior
High #16 will open near capacity enrollment and provide population relief
to Tays, WoodCreek and Seven Lakes junior high schools,” added Crews.
After careful consideration, Option #1 was determined to be the best
long-term solution for balancing Junior High enrollment in the southwest
quadrant of Katy ISD.
INTERESTED IN HOSTING A FOREIGN EXCHANGE STUDENT?
Now that the holidays are over and everyone is settling back down again into their
daily lives, why not consider hosting a foreign exchange student for the 2019/2020
school year. STS Foundation is now accepting applications from prospective host
families - all it takes to host is to provide a place for the student to sleep, three
meals a day and a willingness to share your life with one of our amazing students!
Meet Emma from Denmark - Most of the time I’m a quite happy person. I’m very
honest and thoughtful. I usually worry about others before myself. Usually I’m
not shy and I don’t have a problem making new acquaintances. I’m helpful and
enjoy helping others out. I also love to hang out with my friends after school.
I’m not very sporty, but I still like the thought of staying healthy, so I go for a run
with a friend sometimes, I like to read books, but I also enjoy writing. Different
short stories, mostly just for me. I also enjoy dancing. It’s not something I go to,
because of the not so good opportunities in my area. I really like to act as well.
We only have one drama school in my area and it isn’t very good, but I have been
in a few school plays.
And here’s Diego from Spain - I am a very active and sportive boy. I am also a very
sociable person, so I think this experience may be a good one. Meeting new people
and having new friends are some of the things I would enjoy about this experience.
I’m a person who has lots of interests, for example I am always wanting to learn
new things such as the culture of other countries or even at school I’m interested
in nearly all the subjects. I think that I am also very mature and self-motivated. My
interests are mostly related to sports (swimming, skiing and playing soccer), but I
also have other cultural interests. For example, I love geography, knowing every
place and learning interesting facts about them. I’m also interested in cooking. I
usually cook on weekends with my father and we make really good dishes. Finally,
I like to play videogames with my friends or going out with them. We usually go
to the movies or to have dinner.
If you are interested in learning more about Emma, Diego or any of our other
students, please give me a call - I’d love to talk to you about hosting! I can be
reached at 832-455-7881 or at vicki.stsfoundation@yahoo.com.
