HAVE YOU PAID YOUR <strong>2019</strong> HOA DUES? REQUEST<br />
A PAYMENT PLAN NOW.<br />
The <strong>2019</strong> HOA dues are now delinquent. You can request a payment<br />
plan and avoid paying much more. The costs quickly add<br />
up if you wait until your account is turned over to the attorney for<br />
collection. $398 can quickly turn into over $1,000 and much more<br />
the longer you wait.<br />
Avoid having your account sent to the attorney and save yourself a lot<br />
of extra money and possible judgment and foreclosure. Unlike many<br />
other subdivisions, there is no charge for a payment plan if you enter<br />
into one before being turned over to the attorney’s office for collection.<br />

ARE YOU SAVING THE MONEY YOU DESERVE<br />
ON YOUR PROPERTY TAXES?<br />
While doing some research on our neighborhood recently, I noticed<br />
that numerous <strong>Westfield</strong> Homeowners have not filed for Homestead<br />
Exemption on their property to save money on property<br />
taxes. (You must occupy the home to qualify for this exemption.)<br />
A homestead exemption helps you save on taxes on your home. An<br />
exemption removes part of the value of your property from taxation<br />
and lowers your taxes. For example, if your home is valued at<br />
$100,000 and you qualify for a $20,000 exemption, you pay taxes<br />
on a value of $80,000.<br />
An Application for Residential Homestead Exemption (same form<br />
for over-65, disability, over-55 surviving spouse or 100% disabled<br />
veteran homestead exemptions) can be found by hovering over<br />
Forms Page at www.hcad.org, choose popular forms, then choose<br />
form #11-13, which is the 1 st form on the list. Homestead exemption,<br />
General Residential, over 65, disability, over 55 surviving spouse.<br />
Follow the instructions on the form.<br />
To check your property to see if you have the homestead exemption,<br />
go to hcad.org, hover over property search, then choose search by<br />
address and fill in your address. (You will have better success if you<br />
do not use dr. cir.pl. etc.) Look about halfway down on the left under<br />
Exemption Type, this will show the type of exemption you have or<br />
none if you do not have any exemptions. There are videos to watch<br />
for complete instructions to fill out the homestead exemption form<br />
and the documents you will need to send in with the application.<br />

MONTHLY BOARD MEETINGS<br />
Residents are encouraged to attend any of our monthly Board<br />
meetings. They are held on the third Monday of the month beginning<br />
at 6:15 PM (Executive Session) and 7 PM open session, at<br />
Spectrum Association Management’s office located at 16990 Park<br />
Row, Houston, TX 77084. If you have concerns, questions or just<br />
want to hear what is going on, please attend.<br />
REPORT STREETLIGHT OUTAGES<br />
Please report outages of streetlights to Centerpoint Energy. You<br />
will need the pole number as well as the nearest street address and<br />
call 713-207-2222 or go to their website and complete an on-line<br />
form. It is very important that non-working lights are reported for<br />
the safety of our each of us. We pay the exact same whether the<br />
light is working or not.<br />
HARRIS COUNTY SHERIFFS SAFETY FORUM<br />
The Harris County Sheriff’s office is conducting monthly Sheriffs<br />
Safety Forum’s on the last Tuesday of the month, usually held at<br />
the Westlake Fire Department at 19636 Saums Road at 7 PM. Check<br />
Nextdoor.com (crime & safety) to confirm the location each month.<br />
The Sheriff’s Safety Forum is a “community meeting” devised to<br />
share information and gain ideas that are beneficial to the community.<br />
They want to continue this as productive community meeting<br />
with positive outcomes. This is an opportunity for the community<br />
to ask questions pertaining to West District and the HCSO. The<br />
meeting is scheduled for an hour only.<br />
DOES SOMETHING NEED ATTENTION?<br />
Want to help keep our neighborhood looking sharp? Let us know<br />
if you see something out of place with a neighboring home and<br />
we’ll check it out. Please note, we do not get involved in neighbor<br />
disputes and for emergencies contact the Sheriff’s office.<br />
WCA GARBAGE COLLECTION HOLIDAYS AND GUIDELINES<br />
Collection Days: Monday and Thursday<br />
Holidays: New Years Day, Memorial Day, Independence Day,<br />
Labor Day, Thanksgiving and Christmas<br />
WCA TRASH RULES<br />
Tree and yard waste will be collected on all regular collection days<br />
and must be located at the curb area of each residence and maybe<br />
contained in containers or bags not exceeding forty (40) gallons or<br />
forty (40) pounds. Trees, shrubs, brush trimmings and fencing must<br />
be stacked in neat stacks and in lengths no greater than four (4) feet<br />
with no branch diameter exceeding three (3) inches. Size limitations<br />
are required to avoid damaging the equipment in the crushing<br />
process. Bulky items will be collected on all regular collection day<br />
sand must be located at the curb area of each residence. Except as<br />
excluded below, all bulky items such as appliances, furniture, carpet<br />
(up to I room, rolled up four feet wide and less than fifty pounds)<br />
and cardboard boxes(flattened), will be picked up. By Federal Law,<br />
refrigerator sand freezers or any other items containing Freon<br />
must be drained of Freon and have an accompanying certification<br />
to validate such service was performed before being collected by<br />
WCA. Items excluded from normal collection are dirt, rocks, bricks,<br />
concrete, tires, batteries, motor oil, cooking oil, waste generated<br />
by a private contractor or any materials or items deemed hazardous<br />
materials. WCA will leave a tag explaining the reason for any<br />
non-collected item(s). With respect to special collection of other<br />
than normal amounts of residential refuse, yard trimmings or bulk<br />
items, if notified in advance, WCA will meet with a resident prior<br />
to collection day to determine a price for such special collection.<br />
If a resident does not notify WCA of such a special pick-up before<br />
its scheduled day, then WCA will leave a notice for the resident to<br />
contact WCA during normal office hours before the next scheduled<br />
pickup day.<br />

HOMEOWNER HOT LINE<br />
There is help for your homeowners association!<br />
The Greater Houston Chapter of the <strong>Community</strong> Associations<br />
Institute (CAI) has launched a free HOA Hotline, a resource for<br />
homeowners and Board members owning homes/units in condominium,<br />
townhome and subdivision community associations<br />
and have questions about the operations of their association. The<br />
Hotline is staffed with local non-attorney experts knowledgeable in<br />
community association best practices. Please contact the Hotline<br />
by calling 832-251-1874.<br />
We urge homeowners to take advantage of this free resource. After<br />
all, isn’t it better to resolve issues quickly and reasonably now<br />
before they get out of hand later?<br />

ATTRACTING WILDLIFE<br />

It seems that everywhere we look we are seeing trees being torn<br />
down and grassy areas being turned into parking lots. Sadly, there’s<br />
not much we can do about it. There are things you can do, however,<br />
to help replenish some of the natural resources that are destroyed.<br />
You can turn your backyards and even small apartment balconies<br />
into areas that attract wildlife, butterflies and even bees.<br />
You can provide food by planting wildlife-friendly plants. Choose<br />
plant species that bloom and fruit at various times of the year. Like<br />
the woodpecker, some birds will dine on insects during the summer<br />
but will eat berries in colder weather. Shrubs and trees can provide<br />
seeds and berries for mammals and birds while a flower garden will<br />
provide food for a variety of insect pollinators and hummingbirds.<br />
Bird and squirrel feeders are great to help supplement what is found<br />
in nature. If you can, leave dead trees. They can be a food source by<br />
attracting insects, lichens, mosses and fungi.<br />
Every living thing needs water. Birds not only need water to drink<br />
but to bathe in. The easiest way to do this is to provide a birdbath or<br />
a shallow dish of water. Make sure to keep it clean and be careful to<br />
use animal-friendly cleaners! No bleach or anything toxic. If you’re<br />
fortunate enough to own a little land, you can add a water garden<br />
or pond to your property.<br />
Wildlife needs cover from the elements just like we do. In our area<br />
we don’t have to worry about snow but we often get heavy rains<br />
and extreme heat. Again, dead trees work great for some species.<br />
Planting dense shrubs provide shelter for rabbits, turtles and some<br />
bird species. Don’t forget about man-made shelters, too, like bath<br />
houses and birdhouses.<br />
There are books available to help you garden for wildlife. One of<br />
them is, Texas Wildscapes by Kelly Conrad Bender. It’s published by<br />
Texas A&M. Texas Parks and Wildlife is also a great resource. Some<br />
organizations provide instructions and help so that your school or<br />
home can become a Certified Wildlife Habitat. One such organization<br />
is the National Wildlife Federation.<br />

NATIONAL BLACK HISTORY MONTH<br />
<strong>February</strong> is National Black History Month, also known as<br />
National African American History Month, a time for all Americans<br />
to celebrate the achievements of African Americans and<br />
recognize their central role in American history.<br />
Other countries, including Canada and Great Britain, have<br />
also set aside months to honor black history. The month<br />
of <strong>February</strong> was chosen to coincide with the birthdays of<br />
President Abraham Lincoln and noted civil rights advocate Frederick Douglass. The<br />
first record of Africans arriving in North America is dated 1619, when a privateer ship<br />
carrying “twenty and odd” Africans landed at Point Comfort, Virginia, which is now<br />
modern-day Hampton, Virginia. The Africans were traded as slaves in exchange for<br />
provisions.<br />
African-American’s impact our society throughout history and in numerous ways.<br />
Here are just a few prominent individuals we honor this month:<br />
• Thurgood Marshall was the first African-American appointed to the Supreme Court.<br />
We recognize Thurgood Marshall every year on National Maryland Day.<br />
• George Washington Carver developed over 300 products from peanuts. Celebrate<br />
George Washington Carver and his contributions to the peanut industry on<br />
National Peanut Day.<br />
• Shirley Chisholm was the first African-American woman elected to<br />
U.S. House of Representatives.<br />
• Rosa Parks helped initiate the Civil Rights Movement by refusing to give up her seat<br />
on the bus in Montgomery, Alabama. Celebrate Rosa Park on Rosa Parks Day and learn<br />
more about her contributions to the Civil Rights Movement.<br />
• Louis Armstrong is widely known as a jazz pioneer. Information about Louis Armstrong<br />
can be found in November on National Louisiana Day.<br />
• Colin Powell is a 4-star General who became Secretary of State. Colin Powell<br />
dedicated the Buffalo Soldier monument at Fort Leavenworth, Kansas,<br />
establishing the first Buffalo Soldiers Day.<br />
• Barack Obama was elected the first Black President of the United States.<br />

Black History Month was created by twentieth-century historian Carter<br />
Woodson, who believed black Americans were not adequately represented<br />
in the study of American history. Carter Woodson hoped for<br />
the day when black history would be accepted as a part of American<br />
history. Formerly known as Negro History Week, Black History Month<br />
was officially declared by President Gerald Ford in 1976.<br />

Please be respectful of community grounds and neighbors’ yards. If<br />
your pet poops during your walk, be prepared to scoop and trash.<br />
Come with a scooper and a recycled grocery bag or anything else. It<br />
may not be the most fabulous way to walk your pet, but it does show<br />
your respect for every homeowner and our beautiful community.<br />
HARRIS COUNTY LEASH LAW<br />
Animals that are not properly restrained pose a threat to all our residents.<br />
While you may know your pet is friendly, an animal running<br />
at someone who is walking by is very scary for that person. Many<br />
children are afraid of animals and become frightened, which could<br />
result in the child getting hurt trying to avoid the animal.<br />
Harris County Animal Control advises, “All dogs and cats must be<br />
kept under restraint while in the unincorporated areas of Harris<br />
County, Texas. The custodian of a dog or cat is not authorized to<br />
have, harbor or keep any unlicensed dog or cat, nor to allow any<br />
dog or cat to become a stray.”<br />
Restraint is defined as “the control of a dog or cat under the following<br />
circumstances:<br />
1. When it is controlled by a line or leash not more than six (6) feet<br />
in length, if the line or leash is held by a human being, who<br />
is capable of controlling or governing the dog or cat in question<br />
2. When it is within a fully enclosed vehicle<br />
3. When it is on the premise of the custodian and the animal<br />
does not have access to sidewalk or street.”<br />
While it may be nice to have your animal out in the yard while you work<br />
or play, it is against the law, unless the animal is properly restrained.<br />
Let’s all help keep our community a safe and comfortable place for<br />
all our residents by being responsible pet owners. This will not only<br />
protect anyone who may be walking or bicycling in the area, but also<br />
the pet owner who could be held legally responsible or possibly sued<br />
for failing to properly restrain their pet.<br />

Katy 4F Bass club has its next meeting on <strong>February</strong> 7 th at Kroger’s<br />

KATY AREA RUNNING CLUB<br />
The Katy Area Running Club is a 501(c)3 non-profit corporation which<br />
exists to serve people living in and around Katy, Texas who have an interest<br />
in running. We are a community of people of all ages, backgrounds,<br />
heritages and abilities who share a common interest - running! Our focus<br />
is on group runs, having fun, socializing and sharing our knowledge and<br />
experience with our members and the public. We welcome all who are<br />

We hold group runs every Saturday morning at the Sergeant Hatch<br />
Sports Park off the south I-10 feeder road just east of Barker Cypress Rd.<br />

tracks for speedwork and on Thursday (6:30 PM) we meet at Crosspoint<br />

KATY UNITED STARLIGHTS VOLLEYBALL<br />
Katy Area Students score first place finishes. Local girls from Katy<br />
United Starlights Volleyball have earned (2) two first place finishes at<br />
their first (2) tournaments this season. The girls won the Gold Bracket<br />
in the 11U Cypress Volleyball Tournaments in October and November.<br />

WOMEN’S FLAT TRACK ROLLER DERBY<br />
Southwest Houston’s own brand new women’s flat track roller derby<br />
team is now forming. This isn’t the old school roller derby you’ve seen in<br />
the past. We train derby athletes to compete according to the rules and<br />
guidelines set forth by WFTDA, the Women’s Flat Track Derby Association.<br />
We are actively recruiting skaters, referees and volunteers. Skaters must<br />

BENEFIT FROM PROMISE TO READ<br />
In November, 130 guest readers represented by 50 area businesses and community members across Katy brought the love of reading to 274 Katy ISD<br />
classrooms during Promise to Read. This annual initiative is part of a 21-year-old tradition led by Katy ISD’s Partners in Education. Promise to Read affords the<br />
community a unique opportunity to reacquaint themselves with the world of children’s literature by spending 30 minutes reading to a classroom of excited<br />
elementary students. Each November, the program is offered over the course of two weeks at various elementary campuses.<br />
This year’s Promise to Read was hosted at Alexander, Bryant, Golbow, Holland, Fielder, Katy, Shafer, Sundown, West Memorial and WoodCreek<br />
elementary schools. Host campuses rotate each year so that, over a four-year period, every Katy ISD elementary has an opportunity to participate.<br />
“Promise to Read has become a treasured community event thanks to hundreds of devoted community volunteers, many of whom join us every year<br />
and our Katy ISD host campuses,” says Janet Theis, Katy ISD’s Executive Director of <strong>Community</strong> Partnerships. “Promise to Read continues to open the<br />
door for our business community to embrace and inspire the love of reading and share that magic with classrooms across the district.”<br />

ATTENDANCE BOUNDARY MODIFICATIONS<br />
APPROVED FOR NEW JUNIOR HIGH<br />
With the construction of Junior High #16 set to be completed just in<br />
time for the <strong>2019</strong>-20 school year, Board of Trustee members considered<br />
and discussed attendance boundary modification (ABM) options, which<br />
would address the fast growth taking place in the southwest quadrant of<br />
Katy ISD. During the December Regular Board meeting, Trustees approved<br />
Option #1 which can be viewed on the Attendance Boundary Modification<br />
website www.katyisd.org/abm/pages/abm-<strong>2019</strong>-2020-JH16.aspx<br />
“Thanks to the voter approved November 2017 Bond, Junior High #16 will<br />
open in August of <strong>2019</strong>,” said Chief Operations Officer Lee Crews. “Junior<br />
High #16 will open near capacity enrollment and provide population relief<br />
to Tays, WoodCreek and Seven Lakes junior high schools,” added Crews.<br />
After careful consideration, Option #1 was determined to be the best<br />
long-term solution for balancing Junior High enrollment in the southwest<br />
quadrant of Katy ISD.<br />

INTERESTED IN HOSTING A FOREIGN EXCHANGE STUDENT?<br />
Now that the holidays are over and everyone is settling back down again into their<br />
daily lives, why not consider hosting a foreign exchange student for the <strong>2019</strong>/2020<br />
school year. STS Foundation is now accepting applications from prospective host<br />
families - all it takes to host is to provide a place for the student to sleep, three<br />
meals a day and a willingness to share your life with one of our amazing students!<br />
Meet Emma from Denmark - Most of the time I’m a quite happy person. I’m very<br />
honest and thoughtful. I usually worry about others before myself. Usually I’m<br />
not shy and I don’t have a problem making new acquaintances. I’m helpful and<br />
enjoy helping others out. I also love to hang out with my friends after school.<br />
I’m not very sporty, but I still like the thought of staying healthy, so I go for a run<br />
with a friend sometimes, I like to read books, but I also enjoy writing. Different<br />
short stories, mostly just for me. I also enjoy dancing. It’s not something I go to,<br />
because of the not so good opportunities in my area. I really like to act as well.<br />
We only have one drama school in my area and it isn’t very good, but I have been<br />
in a few school plays.<br />
And here’s Diego from Spain - I am a very active and sportive boy. I am also a very<br />
sociable person, so I think this experience may be a good one. Meeting new people<br />
and having new friends are some of the things I would enjoy about this experience.<br />
I’m a person who has lots of interests, for example I am always wanting to learn<br />
new things such as the culture of other countries or even at school I’m interested<br />
in nearly all the subjects. I think that I am also very mature and self-motivated. My<br />
interests are mostly related to sports (swimming, skiing and playing soccer), but I<br />
also have other cultural interests. For example, I love geography, knowing every<br />
place and learning interesting facts about them. I’m also interested in cooking. I<br />
usually cook on weekends with my father and we make really good dishes. Finally,<br />
I like to play videogames with my friends or going out with them. We usually go<br />
to the movies or to have dinner.<br />

• The African in America - Come celebrate Black History Month in<br />

• Stitch Therapy - The library is starting a club for yarn crafters. Join<br />

• Katy MakerSpace - Did you know that the Katy area has its very own<br />
MakerSpace? We’ll be learning all about this special place for creators<br />

will honor the fallen heroes of the Dawson Massacre and the Mier Expedition.<br />

• Green Thumb Gardening - Master Gardeners of Harris County will<br />
once again be bringing their Green Thumb series once a month where<br />
they will discuss various topics unique to gardening in the Houston<br />
area. This month, on <strong>February</strong> 16th at 10:30 AM, learn all about spring<br />
vegetable gardening. Seating is extremely limited for this class.<br />
• Color Me Relaxed - What is the newest way for adults to relax and<br />
have a good time? Coloring! The library now has an adult coloring<br />
hour on the 4th Tuesday of every month. Join us at 2 PM as we color,<br />
chat, have a snack and listen to relaxing music. We will provide plenty<br />
of pages for coloring and colored pencils, although, you are more<br />
than welcome to bring your own.<br />
• Harris County Attorneys Explain - Do you need legal information but<br />
don’t even know where to start? On Tuesday, <strong>February</strong> 26th at 7 PM,<br />
the Library is pleased to host the Harris County Law Librarian as we<br />
learn more about the services offered there. Learn the type of information<br />
you can find at the law library as well as other services and<br />
resources they offer to assist you with your legal issues.<br />
• Computer Classes - The library offers a variety of computer classes<br />
each month. You must know how to use a mouse and a keyboard.<br />
Seating for this is extremely limited. Registration is required. To see<br />

• Wednesday Wonders - Come to the library and let imaginations soar<br />
as you explore STEAM (Science, Technology, Engineering, Art and<br />
Math) with crafts and activities. On Wednesdays at 4:30 PM, the library<br />
will host Wednesday Wonders for ages 6-11. These programs normally<br />
last about one hour. All necessary materials are provided. No registration<br />
is required.<br />
• Sunset Storytime - Bring the entire family out to our new bedtime<br />
storytime. This new storytime will meet on Tuesday, <strong>February</strong> 5th &<br />
19th at 6:30 PM. We will have stories, songs and rhymes for the whole<br />
family. Children are welcome to wear their pajamas.<br />
• INFANT STORYTIME - This program will meet each Tuesday morning<br />
at 10:15 AM and 11:15 AM. This is an interactive program for children,<br />
ages 0 to 12 months and their caregivers. Each session will last about<br />
20 minutes, featuring nursery rhymes, songs and finger plays.<br />
• Storytime - Storytime for preschool-aged children is held each<br />
Wednesday at 10:15 AM. Stories, fingerplays and songs are featured.<br />
This is ideal for children ages 3 to 5, but all children and their caregivers<br />
are welcome.<br />
• Pre School Explorers - Is your pre-schooler ready to explore the<br />

VALENTINE’S PIE<br />
You could make this on Valentine’s Day<br />
<strong>February</strong> 14 th !<br />
INGREDIENTS:<br />
1 (8 ounce) package cream cheese<br />
1 cup confectioners’ sugar<br />
1 teaspoon vanilla extract<br />
1 (8 ounce) container frozen whipped topping, thawed<br />
1 (9 inch) prepared graham cracker crust<br />
1 (16 ounce) can cherry pie filling<br />
DIRECTIONS:<br />
In an electric mixer, beat the cream cheese and the<br />
powdered sugar until combined. Add vanilla and beat<br />
2 minutes. Gently fold in whipped topping.<br />
Transfer mixture into the pie crust. Top the filling<br />
with the cherries.<br />
Refrigerate for at least one hour before serving.<br />

ONE POT CHILI MAC AND CHEESE<br />
INGREDIENTS:<br />
1 tablespoon olive oil<br />
2 cloves garlic, minced<br />
1 onion, diced<br />
8 ounces ground beef<br />
4 cups chicken broth<br />
1 (14.5-ounce) can diced tomatoes<br />
3/4 cup canned white kidney beans,<br />
drained and rinsed<br />
3/4 cup canned kidney beans,<br />
drained and rinsed<br />
2 teaspoons chili powder<br />
1 1/2 teaspoon cumin<br />
Kosher salt and freshly ground black<br />
pepper, to taste<br />
10 ounces elbows pasta<br />
3/4 cup shredded cheddar cheese<br />
2 tablespoons chopped fresh parsley leaves<br />
DIRECTIONS:<br />
• Heat olive oil in a large skillet or Dutch<br />
oven over medium high heat. Add garlic,<br />
onion and ground beef, and cook until<br />
browned, about 3-5 minutes, making sure to<br />
crumble the beef as it cooks; drain excess fat.<br />
• Stir in chicken broth, tomatoes, beans,<br />
chili powder and cumin; season with salt and<br />
pepper, to taste. Bring to a simmer and stir in<br />
pasta. Bring to a boil; cover, reduce heat and<br />
simmer until pasta is cooked through, about<br />
13-15 minutes.<br />
• Remove from heat. Top with cheese and<br />
cover until melted, about 2 minutes.<br />
• Serve immediately, garnished with parsley,<br />
if desired.<br />

Banana Bread Day <strong>February</strong> 23 rd !<br />
DIRECTIONS:<br />
Preheat oven to 350 degrees F (175 degrees<br />
C). Grease a 9x5 inch loaf pan. In a large<br />
bowl, stir together the melted butter and<br />
sugar. Add the eggs and vanilla, mix well.<br />
Combine the flour, baking soda and salt, stir<br />
into the butter mixture until smooth. Finally,<br />
fold in the sour cream, walnuts and bananas.<br />
Spread evenly into the prepared pan.<br />
INGREDIENTS:<br />
1/2 cup butter, melted<br />
1 cup white sugar<br />
2 eggs<br />
1 teaspoon vanilla extract<br />
1 1/2 cups all-purpose flour<br />
Bake at 350 degrees F (175 degrees C) for<br />
1 teaspoon baking soda<br />
60 minutes or until a toothpick inserted<br />
1/2 teaspoon salt<br />
into the center of the loaf comes out clean.<br />
1/2 cup sour cream<br />
Cool loaf in the pan for 10 minutes before<br />
1/2 cup chopped walnuts<br />
removing to a wire rack to cool completely.<br />

• Give groundcovers a haircut. They will spread faster.<br />
