Located at the <strong>Westheimer</strong> <strong>Lakes</strong> North Clubhouse, Culture Fest will<br />

celebrate the impressive qualities of every culture living at <strong>Westheimer</strong><br />

<strong>Lakes</strong>. We are looking for residents of different cultures that are interested<br />

in participating in this event, such as performance and/or to<br />

set-up a booth inside the clubhouse displaying information about their<br />

Get ready to start your Spring-cleaning. Rain or Shine, our community-wide<br />

garage sale will be Saturday, March 30 th . You won’t have to haul<br />

your items far; it will take place in YOUR OWN garage! Just be ready to<br />

open your garage at 7 AM.<br />

We’ll be creating a map of all the garage sales in the community. To be<br />

STREET TREES & TREE STAKES<br />

With the change in seasons approaching, it is a good time to inspect the trees on your property<br />

and undertake trimming and maintenance, as necessary. Remember to give special<br />

attention to your street trees, those that are situated between the sidewalk and street.<br />

As live oaks mature, their branches have a tendency to dip down towards the ground<br />

and their canopy needs to be thinned and trimmed. The canopy of street trees needs<br />

to be pruned to ensure that the branches do not impede passing traffic. Unused tree<br />

stakes should also be removed, as they can become unsightly and should be removed<br />

within 2-3 years after tree planting.<br />

FIREWORKS PROHIBITION IN THE DEED RESTRICTIONS<br />

The Board asks that residents refrain from celebrating holidays with the<br />

use of fireworks and fireworks display. This not only poses a nuisance<br />

and disturbance to your neighbors, it also leaves a messy aftermath to<br />

We received information about recent actions of vandalism in the community<br />

off by providing your own ropes, but you cannot close off any common<br />

area used for entrance/exit to building or fitness center (or back pool<br />

gate during pool season).<br />

Furniture cannot be moved without approval from the Board of Directors<br />

prior to the rental date.<br />

No tape, ticky tack, pushpins, staples, etc. or confetti may be used<br />

in decorating.<br />

All trash must be cleaned up and taken home by resident.<br />

Resident must be present at all times and provide ALL cleaning<br />

materials needed<br />

(including but not limited to broom, mop, vacuum cleaner,<br />

trash bags, etc.).<br />

Occupancy Limit is no more than 60 persons, including the Resident.<br />

If alcohol is served, additional rates will apply:<br />

A request must be made to Priority Protection & Investigations. One<br />

courtesy officer will be required for a minimum of 4 hours at $25/hr. cash<br />

payment. Resident must contact Priority Protection & Investigations<br />

<strong>Westheimer</strong> <strong>Lakes</strong> Community has had many loose dogs & cats lately.<br />

Please do your part to keep your animals safe and contained on your<br />

property.<br />

Please Control Your Pets!<br />

It is a deed restriction violation if your pets are not confined to a fenced<br />

backyard or within your home. They must not be allowed to bark all<br />

night or cause a nuisance to your neighbors. They must also be on a<br />

leash at all times when not in a contained environment. It is also the<br />

pet owner’s responsibility to keep ALL areas of the community FREE<br />

from pet debris when walking your pets. Please remember that cats<br />

must also be confined.<br />

If you happen to come across vicious dogs or ANY loose dogs of this<br />

nature, please contact Fort Bend County Animal Control at 281-342-<br />

1512. If you are familiar with the property address the pets belong to,<br />

please feel free to submit that information to FSR - Cody Ario at wln@<br />

entouch.net - to pursue the deed restriction violation. Notification and<br />

ample time must be given to the owner to correct the violation prior to<br />

any further pursuit by the Association.<br />

Remember that all pets should always wear a collar with ID tag! Pet<br />

owners should also consider pet microchips for identification in case<br />

your pet loses their collar/ID tag.<br />

RULES OF THE ROAD FOR WESTHEIMER LAKES AND<br />

WESTHEIMER LAKES NORTH<br />

This is a reminder... The operation of motorized vehicles (ATV’s, dirt<br />

bikes, golf carts, etc.) other than mowing equipment on pathways or<br />

trails maintained by the Association or any other Common Area within<br />

the community is not allowed.<br />

According to the Texas department of public safety:<br />

• ATV’s are not allowed on a street and an operator crossing a street<br />

must have a valid driver’s license.<br />

• Golf carts are not allowed to be operated on any roadways, sidewalks<br />

or common areas. This includes the Rec Center, SplashPad, lake areas<br />

and playgrounds.<br />

• Mopeds and motor assisted scooters are treated as regular bicycles.<br />

All vehicles used on roads must obey traffic laws including stop signs<br />

GOLF BALLS<br />

Hitting golf balls is meant for the golf course only. It can cause damage<br />

not only to personal property but to people as well. Please respect your<br />

neighbors and refrain from hitting golf balls inside the community.<br />

NO TRESPASSING ON RESIDENTS PRIVATE PROPERTY<br />

There have been complaints about children crossing through residents’<br />

private yards to get to the facilities. Please let children know that they<br />

cannot cross private property. If this should occur more than once, we<br />

ask homeowners’ to contact the proper authorities.<br />

BASKETBALL GOALS<br />

Basketball is a fun sport that many like to play. As a reminder, please<br />

make sure that all basketball goals are kept in an upright position in your<br />

driveway. Basketball goals should not be left in the street at anytime or<br />

left on the side of your home when not in use. Leaving Basketball goals<br />

in the street can be a nuisance to drivers in the community and a hazard<br />

should there be a need for an emergency vehicle to gain access to your<br />

street. Please note this is also a violation of deed restrictions and if you<br />

receive violation letters regarding this matter you could be sent to the<br />

attorney and be liable for those charges.<br />

UNWANTED SOLICITORS<br />

NO SOLICITING signs are posted throughout the entrances of the community.<br />

If this continues to be a growing issue at your residence and would<br />

like to place a NO SOLICITING sign in your yard, you may certainly do so.<br />

Please be sure that the sign is placed by your front door and place only<br />

(1) sign at your home.<br />

If you feel in danger and think the solicitor will be in the community<br />

long enough to call the authorities, we suggest you call the local Police<br />

Department.<br />

KEEP OUR LAKES CLEAN<br />

Please help us keep our community beautiful by NOT THROWING trash<br />

and debris around or into the lakes. In addition, there is<br />

NO SWIMMING, BOATING OR FISHING in the LAKES.<br />

NO DUMPING IN EMPTY LOTS<br />

Please help us keep our community clean by NOT DUMPING trash and debris<br />

onto empty lots. Neighbors please report violators and be ready to provide<br />

license plate number and photo or any other pertinent information.<br />

WESTHEIMER LAKES TRASH PICK-UP SCHEDULE<br />

Remember: Unless it is trash pick up day, your trashcans (and any bags of<br />

trash) must be hidden from public view. Please do not store your trashcans<br />

in front of your garage or on the side of your home - your neighbors<br />

don’t want to look out their windows and see your garbage either. Please<br />

be respectful and only place trash out on specific trash days<br />

Please keep all trash, including lawn clipping bags, stored out of sight<br />

until trash pick up day.<br />

Garbage collection days are: Wednesday and Saturday. Trash containers<br />

must be at curb by 7 AM on Wednesdays and Saturdays.<br />

* Holidays - when the pickup day falls on a holiday there will be no trash<br />

pickup that day and instead will be picked up on the next scheduled<br />

pickup day.<br />

NEW HOMEOWNERS MUST REGISTER<br />

TO GAIN ACCESS TO AMENITIES<br />

All new homeowners, as well as current residents (if not already registered),<br />

are asked to register at the <strong>Westheimer</strong> <strong>Lakes</strong> onsite office<br />

located on the second floor of the SplashPad Texas building. This process<br />

ensures that all residents have access to the amenities such as the pool,<br />

automobile stickers and EZ Tag enrollment (no cost with a Harris County<br />

EZ Tag) for entry into the EZ Tag lanes at the gated sections. Some<br />

electronic tag fees are applicable. Your proof of resident ownership will<br />

be needed to properly complete your registration.<br />

The gate attendants maintain a list of residents that have registered<br />

at the onsite business office. Your visitors should also be reminded<br />

to stop and register with the gate attendant. Association’s property is<br />

under camera surveillance cameras are in place throughout strategic<br />

areas of the community.<br />

BENEFIT FROM PROMISE TO READ<br />

In November, 130 guest readers represented by 50 area businesses and community members across Katy brought the love of reading to 274 Katy ISD<br />

classrooms during Promise to Read. This annual initiative is part of a 21-year-old tradition led by Katy ISD’s Partners in Education. Promise to Read affords the<br />

community a unique opportunity to reacquaint themselves with the world of children’s literature by spending 30 minutes reading to a classroom of excited<br />

elementary students. Each November, the program is offered over the course of two weeks at various elementary campuses.<br />

This year’s Promise to Read was hosted at Alexander, Bryant, Golbow, Holland, Fielder, Katy, Shafer, Sundown, West Memorial and WoodCreek<br />

elementary schools. Host campuses rotate each year so that, over a four-year period, every Katy ISD elementary has an opportunity to participate.<br />

“Promise to Read has become a treasured community event thanks to hundreds of devoted community volunteers, many of whom join us every year<br />

and our Katy ISD host campuses,” says Janet Theis, Katy ISD’s Executive Director of Community Partnerships. “Promise to Read continues to open the<br />

door for our business community to embrace and inspire the love of reading and share that magic with classrooms across the district.”<br />

ATTENDANCE BOUNDARY MODIFICATIONS<br />

APPROVED FOR NEW JUNIOR HIGH<br />

With the construction of Junior High #16 set to be completed just in<br />

time for the <strong>2019</strong>-20 school year, Board of Trustee members considered<br />

and discussed attendance boundary modification (ABM) options, which<br />

would address the fast growth taking place in the southwest quadrant of<br />

Katy ISD. During the December Regular Board meeting, Trustees approved<br />

Option #1 which can be viewed on the Attendance Boundary Modification<br />

website www.katyisd.org/abm/pages/abm-<strong>2019</strong>-2020-JH16.aspx<br />

“Thanks to the voter approved November 2017 Bond, Junior High #16 will<br />

open in August of <strong>2019</strong>,” said Chief Operations Officer Lee Crews. “Junior<br />

High #16 will open near capacity enrollment and provide population relief<br />

to Tays, WoodCreek and Seven <strong>Lakes</strong> junior high schools,” added Crews.<br />

After careful consideration, Option #1 was determined to be the best<br />

long-term solution for balancing Junior High enrollment in the southwest<br />

quadrant of Katy ISD.<br />

INTERESTED IN HOSTING A FOREIGN EXCHANGE STUDENT?<br />

Now that the holidays are over and everyone is settling back down again into their<br />

daily lives, why not consider hosting a foreign exchange student for the <strong>2019</strong>/2020<br />

school year. STS Foundation is now accepting applications from prospective host<br />

families - all it takes to host is to provide a place for the student to sleep, three meals<br />

a day and a willingness to share your life with one of our amazing students!<br />

Meet Emma from Denmark - Most of the time I’m a quite happy person. I’m very honest<br />

and thoughtful. I usually worry about others before myself. Usually I’m not shy and I<br />

don’t have a problem making new acquaintances. I’m helpful and enjoy helping others<br />

out. I also love to hang out with my friends after school. I’m not very sporty, but I still<br />

like the thought of staying healthy, so I go for a run with a friend sometimes, I like to<br />

read books, but I also enjoy writing. Different short stories, mostly just for me. I also<br />

enjoy dancing. It’s not something I go to, because of the not so good opportunities in<br />

my area. I really like to act as well. We only have one drama school in my area and it<br />

isn’t very good, but I have been in a few school plays.<br />

And here’s Diego from Spain - I am a very active and sportive boy. I am also a very<br />

sociable person, so I think this experience may be a good one. Meeting new people<br />

and having new friends are some of the things I would enjoy about this experience.<br />

I’m a person who has lots of interests, for example I am always wanting to learn new<br />

things such as the culture of other countries or even at school I’m interested in nearly<br />

all the subjects. I think that I am also very mature and self-motivated. My interests are<br />

mostly related to sports (swimming, skiing and playing soccer), but I also have other<br />

cultural interests. For example, I love geography, knowing every place and learning<br />

interesting facts about them. I’m also interested in cooking. I usually cook on weekends<br />

with my father and we make really good dishes. Finally, I like to play videogames with<br />

my friends or going out with them. We usually go to the movies or to have dinner.<br />

FAMILY READING WINTER CHALLENGE<br />

January 28 th -March 2 nd<br />

This five-week program is designed to encourage<br />

families to read, learn and have fun together. Families<br />

participate in the program by reading books, logging<br />

the number of minutes they read and earning virtual<br />

badges. All Fort Bend County families are eligible to<br />

participate. Families who complete the program by<br />

reading for a total of five hours collectively (300 minutes<br />

total per family) are eligible to receive a book bag<br />

for the family and will have their named entered into<br />

a drawing for a $50 dining gift card, donated by the<br />

Friends of the Library. Each branch library will have a<br />

drawing for the gift card on March 4 th . A single registration<br />

is required for each participating family. Upon<br />

registering, families will then have their own online<br />

page on which to record their reading time. An adult<br />

(parent or guardian) is asked to register the family online<br />

by going to the library’s website (www.fortbend.lib.<br />

tx.us) and clicking on the “Family Reading Winter Challenge<br />

Sign-Up” image. Families may also register and<br />

log reading time by downloading the free Beanstack<br />

Tracker app to their mobile device from the Apple App<br />

or Google Play stores. Fort Bend County Libraries and<br />

the Family Reading Winter Challenge appear as options<br />

when the program started on January 28 th . Registration<br />

may also be done by visiting the Youth Services desk<br />

at any of the libraries in the Fort Bend County library<br />

system. There is no charge to join the Family Reading<br />

Winter Challenge. The program is sponsored by Fort<br />

Bend County Libraries and the Friends of the Library<br />

organizations that support the county library system.<br />

• Income-Tax-Preparation Assistance - Mondays, Thursdays and Saturdays, <strong>February</strong><br />

2ndt-April 15th, 10 AM-2 PM, Room 2C. Representatives from the AARP will provide free<br />

income-tax-preparation assistance for low-income taxpayers. Patrons should bring the<br />

following information to the session if possible: photo ID; Social Security card(s) for self,<br />

spouse and all dependents; last year’s tax return; W-2, 1099s and any other compensation<br />

received in 2018; unemployment compensation statements and any other documents that<br />

are necessary to complete your return. This service is free and open to the public on a firstcome,<br />

first-served basis. Income-tax forms will no longer be available at the libraries, but<br />

patrons may use the libraries’ computers and printers to download and print out the forms<br />

from the IRS website, www.irs.gov, during regular library hours. A library card is needed to<br />

use the printers and the cost to print is 10¢ per black-and-white page.<br />

of three programs on different ancient civilizations, former architecture professor Sheba<br />

Akhtar will talk about the roles that topography, mythology and science have played in the<br />

history and development of Greece. She will talk about the country’s city-states, philosophy,<br />

drama, art and architecture of the classical period, as well as Alexander the Great, the<br />

conquest of Asia Minor, Persia and Egypt during the Hellenistic period. She<br />

• Resumé Workshop - Tuesday, <strong>February</strong> 12th, 2 PM, Computer Lab. Learn<br />

the basics of putting together a resumé. Those attending this informal program<br />

will receive one-on-one help formatting a resumé. For assistance on a<br />

pre-existing resumé, please have a digital copy available on a USB flashdrive,<br />

saved to the cloud or have access to it via email. Registration required.<br />

• Chinese Lantern Festival - Sunday, <strong>February</strong> 17th, 2-4 PM. In recognition<br />

of the Chinese Lunar New Year, the library will have a lantern festival<br />

featuring lively dancing lions from the Soaring Phoenix Dragon and Lion<br />

Dance Association origami craft activities and Chinese riddles and prizes<br />

- all celebrating the Year of the Pig. Authentic red lanterns that were presented<br />

to the county by representatives of Chancheng District of Foshan<br />

City, China, will be on display.<br />

• Open Mic Night - Wednesday, <strong>February</strong> 20th, 6-8 PM, Meeting Room.<br />

Open-Mic Night is a casual event for amateur performers to take the stage<br />

and express themselves! Step into the limelight to share original poetry,<br />

music, comedy or one-act plays or to showcase any other unique talents.<br />

Performances are limited to five minutes or less and they must not contain<br />

any profanity or other insensitive topics. This event is for adults and teens<br />

aged 14 and above. Registration required to perform ONLY.<br />

• Story Spinners Writing Club – Thursday, <strong>February</strong> 21st, 5:30-8 PM, Room<br />

2C. This month’s topic will be “Viewpoints.” From beginning blogger to<br />

published novelist, writers of all genres and experience levels are welcome<br />

to write, share, learn, support, network and critique each other’s work.<br />

Writing prompts, brainteasers and brief exercises will be available to ignite<br />

the imaginations of any and all wordsmiths who wish to hone their craft.<br />

ANIMAL / PET CONTROL<br />

Please respect your neighbor’s yard and their personal space. Remember,<br />

that pets must be confined to a fenced backyard or within<br />

the house and must not be allowed to bark all night long or cause<br />

a nuisance to neighbors. They must be on a leash at all times when<br />

away from this contained environment. It is also the pet owner’s<br />

responsibility, when walking their pet within the subdivision, to keep<br />

ALL areas free of pet debris. Please remember that cats must also<br />

be confined. Animal control can be reached by calling 281-342-1512<br />

and will pick up strays and/or unconfined pets.<br />

FORT BEND COUNTY “LEASH LAW”<br />

Animal control authorities are permitted to enter your Property to patrol and<br />

remove pets. Pets must be registered, licensed and inoculated as required<br />

by law.<br />

As a dog owner, you are responsible for the control of your dog. If your dog is<br />

one that ‘makes objectionable noise,’ you must make every effort to respect<br />

your Neighbor’s right to their ‘peace and quiet.’<br />

When your dog is not in your yard, it is imperative that you keep your dog on a<br />

leash at all times. While your dog is friendly to you and your family, imagine the<br />

consequences if it were to harm someone while it was ‘roaming free.’<br />

Please respect other resident’s right to walk the common area ground<br />

without fear of attack from an unleashed dog.<br />

Laws are written to ensure that owned animals are confined to their property<br />

or kept on a leash to free a community of unrestrained and free-roaming<br />

animals. Although most dog bites occur on the property where the<br />

dog lives, unrestrained or free-roaming dogs do pose a substantial threat<br />

to the public. In addition, unrestrained animals are at increased risk of<br />

being bitten by rabies infected wildlife. Enforcement of restraint laws is<br />

essential in enhancing the animal control program’s efforts to reduce the<br />

risk of rabies in our community.<br />

LICENSING OF DOGS AND CATS<br />

The primary benefit of licensing animals is identification,<br />

should that animal become lost. Licensing also:<br />

• Ensures that rabies vaccination are current.<br />

• Allows for quick identification in case of a bite incident.<br />

• Provides revenue to offset the administration costs<br />

of the animal control program.<br />

VACCINATION<br />

Rabies vaccinations are a prerequisite for licensing dogs and cats because<br />

they are an important control measure for the public health threat of rabies.<br />

In addition to protecting pets, rabies vaccinations provide a barrier<br />

between infected wild animals and humans.<br />

VALENTINE’S PIE<br />

You could make this on Valentine’s Day<br />

<strong>February</strong> 14 th !<br />

INGREDIENTS:<br />

1 (8 ounce) package cream cheese<br />

1 cup confectioners’ sugar<br />

1 teaspoon vanilla extract<br />

1 (8 ounce) container frozen whipped topping, thawed<br />

1 (9 inch) prepared graham cracker crust<br />

1 (16 ounce) can cherry pie filling<br />

DIRECTIONS:<br />

In an electric mixer, beat the cream cheese and the<br />

powdered sugar until combined. Add vanilla and beat<br />

2 minutes. Gently fold in whipped topping.<br />

Transfer mixture into the pie crust. Top the filling<br />

with the cherries.<br />

Refrigerate for at least one hour before serving.<br />

INGREDIENTS:<br />

1 tablespoon olive oil<br />

2 cloves garlic, minced<br />

1 onion, diced<br />

8 ounces ground beef<br />

4 cups chicken broth<br />

1 (14.5-ounce) can diced tomatoes<br />

3/4 cup canned white kidney beans,<br />

drained and rinsed<br />

3/4 cup canned kidney beans,<br />

drained and rinsed<br />

2 teaspoons chili powder<br />

1 1/2 teaspoon cumin<br />

Kosher salt and freshly ground black<br />

pepper, to taste<br />

10 ounces elbows pasta<br />

3/4 cup shredded cheddar cheese<br />

2 tablespoons chopped fresh parsley leaves<br />

DIRECTIONS:<br />

• Heat olive oil in a large skillet or Dutch<br />

oven over medium high heat. Add garlic,<br />

onion and ground beef, and cook until<br />

browned, about 3-5 minutes, making sure to<br />

crumble the beef as it cooks; drain excess fat.<br />

• Stir in chicken broth, tomatoes, beans,<br />

chili powder and cumin; season with salt and<br />

pepper, to taste. Bring to a simmer and stir in<br />

pasta. Bring to a boil; cover, reduce heat and<br />

simmer until pasta is cooked through, about<br />

13-15 minutes.<br />

• Remove from heat. Top with cheese and<br />

cover until melted, about 2 minutes.<br />

• Serve immediately, garnished with parsley,<br />

if desired.<br />

DIRECTIONS:<br />

Preheat oven to 350 degrees F (175 degrees<br />

C). Grease a 9x5 inch loaf pan. In a large<br />

bowl, stir together the melted butter and<br />

sugar. Add the eggs and vanilla, mix well.<br />

Combine the flour, baking soda and salt, stir<br />

into the butter mixture until smooth. Finally,<br />

fold in the sour cream, walnuts and bananas.<br />

Spread evenly into the prepared pan.<br />

INGREDIENTS:<br />

1/2 cup butter, melted<br />

1 cup white sugar<br />

2 eggs<br />

1 teaspoon vanilla extract<br />

1 1/2 cups all-purpose flour<br />

Bake at 350 degrees F (175 degrees C) for<br />

1 teaspoon baking soda<br />

60 minutes or until a toothpick inserted<br />

1/2 teaspoon salt<br />
