2019 Annual Meeting
April 23, 2019
Clubhouse - 3838 Webster Woods
Sign-in at 6:30 PM
Meeting Starts at 7 PM
Come out to reflect the events of 2018, plans for our community’s future,
meet fellow residents and vote for Board members. We need everyone
to arrive slightly early to sign-in and receive a meeting agenda which
includes the Treasurer’s Report. Again, come out engage in the process
of making decisions regarding our community.
Community Events
During 2018, the HOA Board received suggestions for different community
events. In an effort to offer various opportunities to strengthen our
community, we’re looking to add an event which inspires and celebrates
the rich cultures demonstrated within our community. Of course, it will
center around food so look for more information in the coming months.
The following events are scheduled for 2019. To ensure each event is
successful, volunteers are needed.
April 23, 2019: Annual Meeting - Clubhouse - 3838 Webster Woods
May 25, 2019: Pool Opening - Community Pool
August 30, 2019: Community Day - Community Pool
December 7, 2019: Reindeer Festival - Clubhouse - 3838 Webster Woods
Common Violations of
Deed Restrictions
Raintree Village is a deed-restricted community aimed at ensuring there’s
aesthetic uniformity between residential properties and that certain
other activities are limited. If you intend to do anything to the exterior of
your home, you must complete an application for home improvements
and modifications form. This includes installing a storage shed in your
backyard.
There’s also an expectation that all residents will maintain their yard
and general appearance of the home. Common violations include
overgrown yards, mold on homes, trashcans visible from the street and
disabled vehicles. Our management company, KPM, drives through our
community at least once a week assessing compliance with the deed
restrictions. Any violations are communicated in a letter along with a
picture of the violation (date & time stamped).
It’s understandable that issuing or receiving such letters can be
perceived as a nuisance. Yet, it’s necessary so that all of us remain on
the same page of what constitutes a well-kept community (i.e. deed
restrictions). In general, the Management Company and HOA Board
understand residents are busy. Therefore, you are encouraged to contact
the management company (KPM) when a violation cannot be addressed
within stated timeframes noted in the letter.
It cannot be emphasized enough that communication is the key if you do
not understand a violation. Again, contact KPM or attend our HOA Board
meetings for additional clarification.
Elementary Education Corner
for at Home Practice
By Jeff Carrus
Knowing sight words or high frequency words is essential in the
reading development of children. If students do not know these words
automatically (in less than 3 seconds) they will struggle in their reading
and you will not see them progress to the next reading level.
Sight words (high frequency words) are those words that we cannot
sound out most of the time due to their spelling patterns. Students need
to know these words just by seeing them and remembering them. You
can ask your child’s teacher for a list of the high frequency words they
should know at their grade level to help practice at home. If you notice
they struggle in recognizing these words then ask for the high frequency
word list from the previous grade level.
Practicing high frequency words can be exhausting and boring for your
children and for you so you need to find ways to make this repetitive
practice fun. For example, take 1 word your child doesn’t know and write
it on an index card. Then spell the word and write each letter on separate
index cards.
Show your child the card with the word on it and tell them the word and
have them repeat it and spell it 2 times. Then hide the card with the word
and mix the letters up and tell them you challenge them to spell the
word. When they complete this have them pull each letter toward them
as they spell the word and then say the whole word. Then “try to trick
them” and mix the letters up again and see if they can spell it. Do this a
few times and only practice 1 or 2 words a night.
I would suggest reviewing the word from the previous night before
moving on to the next word. Keep going back and practicing the words
they struggle with from time to time. This practice is fun for them but also
has them repeat the spelling and word over and over which will get them
to internalize it.
Some other fun ways to practice these high frequency words is to have
them spell and write the words with chalk outside, put shaving cream
down and have them spell the words in shaving cream or even put the
word on a piece of duct tape on your shirt or their hand and every time
you point to it they have to say it and spell it correctly. You could even
play memory or make a PowerPoint of the words to help them practice
them.
Another key piece of this would be to find a book with the word in it and
have them find the word on the page. They don’t even have to be able
to read the book but just locating the word helps them relate it to text.
It would also be beneficial to have them think of a simple sentence for
the word and write it in a journal each night after you do the index card
activity from above. The more they see and say these words, the better
they will become at recognizing them which will allow them to progress
quickly in their reading.
Volunteers Needed
You are reminded of our standing committees, which need ongoing
volunteers. The committees are as follows:
• Pool Committee (organizes Official Pool Opening Party & monitors
activities during pool season)
• Newsletter - submit articles
• Yard of the Month - select section winners
We also need volunteers for the listed community activities. Volunteering
is an opportunity to make Raintree Village a better community for all the
residents. If you’re interested in volunteering for any of the noted events
or committees, contact Walonda Hollins at hollinsw@sbcglobal.net.
Driving In Raintree Village
Our community has grown significantly over the past year. Moreover, our
community has numerous homes along our main street, Raintree Village.
With such growth, it’s important that we’re more cognizant of our speed
while driving through Raintree Village and parking on community streets.
I’m sure everyone has noticed increased congestion along with cars
parked along various streets within our community. However, it’s
important that all of us adhere to the speed limit and encourage others
to do the same.
The following tips serve as a reminder for driving & parking in our
community:
1. Drive the speed limit - 35 miles per hour
2. Do not block your neighbor’s driveway
3. Make sure you park in the direction of traffic when parking on the street
4. Make sure you park within 18 inches from the curb
5. Remain mindful if the street is narrow, street parking impose greater
limitations for emergency vehicles
Finally, we must be mindful that emergency vehicles are wider than
personal vehicles. Some community streets impose greater limitations
for emergency vehicles when there’s street parking. Although residents
have the right to park on the street, let’s be mindful of the aforementioned
tips.
Tips To Reduce Your Risk Of Burglary
It cannot be stated enough of the importance of minimizing our exposure
to crime. Our contract deputies stated that certain vehicles have
increased exposure to theft, specifically the tires and rims. The vehicles
commonly targeted are Ford F150, Dodge Chargers and Chevy Tahoes.
Although these vehicles have rim locks, another safeguard is to park your
vehicle in the garage or close to another vehicle. Anyway, you can either
slow down or cause attention will help reduce the risk of theft.
You need to be mindful to breakdown bags and boxes of large purchases,
if possible place in trash bins or bags. Although it’s time consuming and
burdensome, it doesn’t call attention to such items in your home.
The list below simply reminds us of other things we should be mindful
each day.
1. Take the time to meet and know your neighbors. Let them know if you
notice anything unusual such as cars or people at their homes.
2. Make sure to close garage doors when at home & away.
3. Don’t keep garage door openers in the car, take them in the house with
you; a garage door opener makes it easier for someone to enter your
garage or house to remove personal property.
4. Keep car doors locked and take valuables either in your home or ensure
the items are not in plain site; remember to take down the attachment
for your Garmin too, as it alerts individuals that something valuable may
be in the car.
5. If possible, keep a car in a driveway as it gives an impression that
someone is home.
6. Keep all shrubs and plants at a level low enough that passing by
officers or other residents can see if someone is lurking in those bushes!
Shrubs should also be trimmed high enough to show “feet” of someone
hiding in them.
7. Have keys in hand before leaving the store, house or office, avoiding
standing by the car searching for them.
8. Don’t leave ladders on the side of the house or in the back yard.
Ladders provide easy access to open second floor windows and no one
will be able to see.
9. Make sure you close blinds when you are inside at night with the lights
on, potential burglars can see right inside and know who is at home.
10. Use sensor lights outside the home. It deters criminals by “spot
lighting” their efforts to enter your home.
11. Use double key locks: locks that require a key from the outside and
from the inside.
12. Repair any broken areas of your fence, reducing the access of potential
burglars or mischievous kids.
13. When on vacation, let your neighbor(s) know so they can keep an eye
out for suspicious activity. You can also inform the Harris County Deputy’s
Office serving our area. The Storefront Office is located 19818 Franz Rd.,
Katy, TX 77449, 281-647-9371. The storefront hours: 9 AM - 5 PM.
14. When on vacation, keep yards mowed and trimmed, burglars spend
a lot of time in a neighborhood looking for their next targets. Overgrown
yards are a sure sign no one’s home.
Be Sure Address Is
Clear From The Street
County officials want to remind residents of the Ordinance 5.3 requiring
that addresses or building numbers be legible and visible from the street.
The section states the numbers must be in Arabic numerals at least four
inches in height and clearly visible. The number should be placed on,
above or at the side of the main entrance so the number is clearly visible
from the public right away. Whenever a home entrance is more than 50
feet from a public right away, a number should also be placed at the end
of a driveway or property entrance.
Satellite Dishes
It’s come to HOA’s attention that the installation of satellite dishes on
some homes violates the deed restrictions. Satellites are expected to
be installed out of sight of public view. The Association appreciates
residents taking the time to ensure compliance.
Harris County Leash Law
Animals that are not properly restrained pose a threat to all our residents.
While you may know your pet is friendly, an animal running at someone
who is walking by is very scary for that person. Many children are afraid
of animals and become frightened, which could result in the child
getting hurt trying to avoid the animal. Harris County Animal Control
advises, “All dogs and cats must be kept under restraint while in the
unincorporated areas of Harris County, Texas. The custodian of a dog or
cat is not authorized to have, harbor or keep any unlicensed dog or cat,
nor to allow any dog or cat to become a stray.”
Restraint is defined as “the control of a dog or cat under the following
circumstances:
1. When it is controlled by a line or leash not more than six (6) feet in
length, if the line or leash is held by a human being, who is capable of
controlling or governing the dog or cat in question
2. When it is within a fully enclosed vehicle
3. When it is on the premise of the custodian and the animal does not
have access to sidewalk or street.”
Wednesday: 7:30AM-12:00 Noon
Saturday: 8:00AM-12:00 Noon
Sunday: Closed
While it may be nice to have your animal out in the yard while you work or
play, it is against the law, unless the animal is properly restrained.
Let’s all help keep our community a safe and comfortable place for all
our residents by being responsible pet owners. This will not only protect
anyone who may be walking or bicycling in the area, but also the pet
owner who could be held legally responsible or possibly sued for failing
to properly restrain their pet.
Katy ISD Names
New Superintendent
Of Schools
At the Katy ISD Work Study meeting held
January 14 th , Board of Trustees voted
7-0 to name Ken Gregorski as the new
superintendent of schools. Gregorski is a
veteran educator with 26 years of experience
in public education. Having served as a
teacher, associate principal, principal,
assistant superintendent and deputy
superintendent in school districts of different sizes and varying needs, he
has demonstrated the ability to lead with determination, vision and a deep
understanding of a community’s priorities. He is also the father of two
secondary students currently enrolled in Katy ISD schools. “It is my mission
to provide leadership and direction for Katy ISD to ensure our educational
system is based upon the needs of our students, standards of excellence and
equity and on community goals,” said new Superintendent of Schools Ken
Gregorski. During his tenure as deputy superintendent, Gregorski played
an integral role in laying the groundwork for the current model of student
learning in Katy ISD through his supervision of the School Leadership and
Support Department, Human Resources and the Athletics Department. As
superintendent of schools, it is expected that Gregorski will maintain Katy
ISD’s current direction, sustain its continuity of leadership and guide the
District toward fulfilling the goals of its five-year strategic plan.
Katy Virtual School
Objective
The Katy ISD Virtual School’s primary objective is to expand the learning
opportunities for our students by offering choice and flexibility for
challenging online courses developed by Katy ISD.
Vision
Online learning is an essential part of today’s learning culture that can
provide our students with the opportunity to acquire
required credit from anywhere and at any time. Online
learning offers the unique experience of self-directed
learning that will instill advanced learning skills as
well as the Katy ISD Instructional Cornerstones in our
students and better prepare them for life and college.
In today’s world, this model of learning is increasingly
in high demand and is a cost effective way to deliver
instruction. It is a worthwhile investment in the future
of our students and eventually can be self-sustained
financially.
***Registration began February 1, 2019 for Summer
2019, Fall 2019 and Spring 2020
Why Take Online Courses through the Katy ISD
Virtual School (KVS)
• Provide flexibility in scheduling: participate in
multiple programs (i.e. Fine Arts, Athletics), earn
required credits toward graduation and explore
additional academic interests.
• Fulfill state required courses for graduation when
moving into Katy ISD from outside the state of Texas.
• Provide online learning environments to prepare
students for college and career learning.
• Ongoing access to resources to support personalized
learning.
• Opportunity to access courses that are not offered
on home campus due to low enrollment.
• Allow students to attend specialized programs,
camps and personal interests.
• Courses are aligned to the Katy ISD curriculum and
are taught by Katy ISD teachers.
• KVS is an approved NCAA non-traditional provider.
Courses count towards initial eligibility.
built in the southwest quadrant of the
District in the Cross Creek Ranch subdivision.
Adams served on the Katy ISD Board of
Trustees for 27 years in every Board position
and continues to be actively involved in
various school and community functions. Adams served as director on the
Gulf Coast Area Association of School Boards and was also part of the Board
of Directors for the Texas Association of School Boards (TASB). During his
time on that Board, he earned the distinguished honor of being a graduate
member, deacon and adult Sunday school director at Kingsland Baptist
Church, a Katy Christian Ministries volunteer and a member of the Katy A&M
Club, Houston A&M Club, 12 th Man Association and IMPACT. Adams was also
ISD Board of Trustees, Adams experienced the district’s exponential growth
and was instrumental in ensuring that Katy ISD’s reputation for educational
excellence continued. He brought a wealth of knowledge to his position and
along with his genuine passion for public schools, made decisions based on
what was in the best interest of the District’s students and employees. His
contributions impacted thousands of students and their families. In addition
to his steadfast devotion to the students of Katy ISD, his professional career
consisted of 30 years in the oil and gas industry working for several serviced/
drilling companies in New Orleans, Dallas, London and Cairo, Egypt. He is
also a small-business owner in Katy, TX.
Adams holds a B.B.A in Marketing from Texas A&M University. He and his
Sleep In Heavenly Peace
Every night in the Houston area, children sleep on couches, bean bag
chairs or the floor because they don’t have a bed, especially since
Hurricane Harvey. A local chapter of Sleep In Heavenly Peace (SHP) has
been started for Central-Western Houston, including Katy and Fulshear.
SHP is a nationwide 501(c)3 charity that builds and delivers beds to
needy children using donated materials and volunteer labor. Sponsoring
organizations (companies, churches, fire departments, etc.) donate
materials and provide 20-40+ volunteers to produce 20-40+ beds in
half-day “Builds” and SHP delivers to needy families. The half day bed
Builds are an excellent Teambuilding or Service Project for organizations
wanting to make their community better. For organizations unable to
provide 20-40+ volunteers, labor can be supplemented from Scouting
troops or high school students. Material costs for 20-40+ beds amount to
$3,500-$7,000. SHP receives requests for beds at SHPbed.org in English
or Spanish. Organizations interested in sponsoring a half-day bed Build
can contact 832-795-2759. SHP was founded by Luke Mickleson in Twin
Falls ID in 2012 and has since grown to 130+ chapters nationwide. SHP
has been reported on by Lester Holt on NBC Nightly News and by Mike
Rowe on “Returning the Favor” on the Facebook Watch Network. In 2018,
Luke Mickleson was named one of ten Heroes of the Year by CNN.
MARCH GARDENING TIPS
VEGETABLES
• Plant vegetables such as tomatoes, sweet corn and snap beans
and pepper, as well as cucumbers, lima or butter beans, canta
loupe, okra (if the soil has warmed sufficiently - 70 degrees F.
or higher), southern peas, pumpkin, squash, peanuts and
watermelon.
LAWN
• Re-sod or replant as needed with turfgrasses adapted to this
part of Texas and suited to the planting location (shade or sun).
• When resodding semi-shaded areas with St. Augustine,
use ONLY the variety Floratam for best pest resistance.
See www.plantanswers.com/grass.htm.
TREES AND SHRUBS
• Plant container-grown trees and shrubs as soon as possible.
In shady areas, where grass is difficult to grow, consider planting
a dependable groundcover such as English ivy, Asian jasmine,
vinca or one of the prostrate junipers.
• Prune spring flowering and evergreen shrubs during early March.
However, be sure to prune spring flowering shrubs after they
have bloomed.
• Fertilize with a pre-plant application of a slow-release fertilizer
analysis such as 19 - 5 - 9 at the rate of 3 pounds per 100 square
feet of garden planting area. Early March is the ideal time to
fertilize landscape plants because you give them food just
before the spring growing season starts.
DAYLIGHT SAVING TIME IN 2019
Spring ahead March 10th, 2019
When does Daylight Saving Time 2019 begin and when does DST end? The Old Farmer’s Almanac (around since the beginning of time
or, at least, Benjamin Franklin’s day) answers your frequent questions …
WHAT IS DAYLIGHT SAVING TIME?
Daylight Saving Time (DST) is the practice of moving the clocks forward one hour from Standard Time for the summer months and
changing them back again in the fall. The general idea is that this allows us all to make better use of natural daylight. However, DST
has many detractors.
Note that the term is “Daylight Saving Time” and not “Daylight Savings Time” with an “s” at the end of “Saving.” (The word “saving” is
singular because it acts as part of an adjective
rather than a verb.)
WHEN IS DAYLIGHT SAVING TIME IN 2019?
To remember which way to set their clocks, folks often use the expression, “Spring forward, fall back.” DST begins on Sunday, March
10, 2019 at 2 AM. Remember to “spring forward” in the spring and set your clocks forward one hour (i.e., losing one hour). DST ends
on Sunday, November 3, 2019 at 2 AM. At this time, we “fall back” in the fall by setting clocks back one hour (i.e., gaining one hour). The
exceptions to DST are Arizona, Hawaii, Puerto Rico, the Virgin Islands and American Samoa.
DAYLIGHT SAVING TIME TODAY
The current daylight saving period was established with the Energy Policy Act of 2005, which went into effect in 2007. As a result, most
Americans now spring forward (turn clocks ahead and lose an hour) on the second Sunday in March (at 2 AM.) and fall back (turn clocks
back and gain an hour) on the first Sunday in November (at 2 AM.).
However, farmers’ organizations lobby Congress against the practice, preferring early daylight to dry their fields and a Standard Time
sunset for ending their work at a reasonable hour. Some farmers point out that the Daylight Saving Time is deceptively misnamed. “It
is a gimmick that changes the relationship between ‘Sun’ time and ‘clock’ time but saves neither time nor daylight,” says Katherine
Dutro, spokesperson for the Indiana Farm Bureau. One Canadian researcher likened an increase in traffic accidents to the onset of
Daylight Saving Time. Other experts insist that the extra hour of daylight reduces crime. Source: www.almanac.com/content/whendaylight-saving-time#
