When does Daylight Saving Time 2019 begin and when does DST end? The Old Farmer’s Almanac
(around since the beginning of time or, at least, Benjamin Franklin’s day) answers your
frequent questions …
WHAT IS DAYLIGHT SAVING TIME?
Daylight Saving Time (DST) is the practice of moving the clocks forward one hour from Standard
Time for the summer months and changing them back again in the fall. The general idea is that
this allows us all to make better use of natural daylight. However, DST has many detractors.
Note that the term is “Daylight Saving Time” and not “Daylight Savings Time” with an “s”
at the end of “Saving.” (The word “saving” is singular because it acts as part of an adjective
rather than a verb.)
WHEN IS DAYLIGHT SAVING TIME IN 2019?
To remember which way to set their clocks, folks often use the expression, “Spring forward, fall back.” DST begins on Sunday, March
10, 2019 at 2 AM. Remember to “spring forward” in the spring and set your clocks forward one hour (i.e., losing one hour). DST ends
on Sunday, November 3, 2019 at 2 AM. At this time, we “fall back” in the fall by setting clocks back one hour (i.e., gaining one hour). The
exceptions to DST are Arizona, Hawaii, Puerto Rico, the Virgin Islands and American Samoa.
DAYLIGHT SAVING TIME TODAY
The current daylight saving period was established with the Energy Policy Act of 2005, which went into effect in 2007. As a result, most
Americans now spring forward (turn clocks ahead and lose an hour) on the second Sunday in March (at 2 AM.) and fall back (turn clocks
back and gain an hour) on the first Sunday in November (at 2 AM.).
However, farmers’ organizations lobby Congress against the practice, preferring early daylight to dry their fields and a Standard Time
sunset for ending their work at a reasonable hour. Some farmers point out that the Daylight Saving Time is deceptively misnamed. “It
is a gimmick that changes the relationship between ‘Sun’ time and ‘clock’ time but saves neither time nor daylight,” says Katherine
Dutro, spokesperson for the Indiana Farm Bureau. One Canadian researcher likened an increase in traffic accidents to the onset of

Yard of the month club: We need several people to select yard based
on the landscaping. Our volunteers would award the yards with the yard
of the month sign and possible gift card for Houston Garden Center or
Home Improvement Center
Welcome Committee: We need several people to welcome new
neighbors. The committee will introduce themselves and provide a
welcome packet. We need help assembling the welcome packets.
Neighbors helping Neighbors: We are seeking contractors and people
in the housing industry.
Park Beautification Project: We need several people to help monitor
the park to insure it remains well kept.

Email Alert & Notification System
West Memorial has a new alert and notification system that works with
email. The alerts are for emergency notifications, security alerts and
messages from our constables. The notifications are for neighborhood
events, meetings and issues. To be a part of the system, you must
request the service. If you are interested, open our web site at www.
westmemorial.org and locate the Sign-Up icon on the right side of the
main page. Follow the instructions and you will receive all future alerts
and notifications. Anyone wishing to send an alert or notification should
submit the message to westmemorial@westmemorial.org for approval,
posting and transmission. Please direct any questions to harry@
westmemorial.org.
Trash Service
WCA (Waste Corp. of America) is your trash collection provider. Each
homeowner/resident is responsible for initiating service and remitting
payment. WCA statements are issued quarterly via US Mail. Trash service
days are Wednesday and Saturday. Please have trash out at curb by 7
AM each pick up day. Heavy Trash and/or extra bags are picked up on
both pick-up days, Wednesday and Saturday.
RECYCLING IS EVERY SATURDAY: WCA takes great pride in our recycling
program and efforts. Ensuring the best recycle program for our customers
takes time and effort on both sides. Please remove caps, liquids and
food products from inside the containers. Please only use the recycle
bins for recyclable materials, not as an extra trash container. WCA will
collect papers, plastics, aluminum and tin cans that are placed within the
provided recycling bin. If items exceed container capacity, please place
them adjacent to bin. WCA will provide each current residence with one
recycling bin. WCA will replace any bins that are defective or otherwise
become unusable due to normal wear and tear. Theft, lost or additional
bins can be replaced at $8 each. If you find items left in your bin that are
not recyclable please dispose of these items in your trash container for
the next scheduled pick up.
HOLIDAYS: When regular pick-up falls on a holiday, New Year’s Day,
Memorial Day, July 4 th (Independence Day), Labor Day, Thanksgiving
Day, and Christmas Day, the pick-up will be made on the next regular
scheduled pick-up day. If your recycling day falls on a holiday it will be
picked up the next week on your normal scheduled recycle day.
BILLING : WCA will invoice each individual residence on a quarterly basis.
Bills are due 30 days after receipt. Any residents failing to pay will receive
a statement, have services discontinued and incur a $25 late/reconnect
service fee.

Clubhouse Rental
If you are interested in renting the clubhouse, please call Dannielle

for renting and using the clubhouse will be provided. Be sure you allow
yourself plenty of time to fulfill the requirements, such as hiring security
officers. You will be provided with the names and phone numbers of the
individuals to contact to make the necessary arrangements.

want on your form. Please make sure your email is correct, we send
emails in the summer to make sure all the info is still good and that you
want to stay on the list. If we do not hear back from you after 3 tries, we
will remove you from the list until we do. Must have parent(s) permission.

Relay for Life of Katy/West Houston
The Relay for Life of Katy/West Houston will be held on April 27 th from 5
PM to 12 Midnight at Katy City Park, 5720 Franz Road. Come join in the
fun and festivities while raising funds and awareness to fight cancer.
Our theme this year is “May the Cure Be With You.” We will be honoring
survivors and remembering those that have lost their battle to cancer.

Cook-off. The event will be held at Congregation Beth Yeshurun, 4525

kosher food event in Houston and celebrates the fellowship of the Jewish
community with a day of food, live entertainment, contests and family
friendly activities while raising funds for nonprofit organizations in the
Houston Jewish community.

a moonwalk, climbing walls, balloon artists, a jalapeno eating contest
and a silent auction as guests taste some of Houston’s best kosher chili.

KATY AREA SAFETY FEST ORGANIZERS EXPECTING
10,000 GUESTS FOR 4 TH ANNUAL EVENT
The 4 th Annual Katy Area Safety Fest hosted by Harris County ESD 48 will
be held on Saturday, April 13 th at Typhoon Texas off Katy-Ft. Bend Road.
The family-friendly festival will begin at 10 AM and will end at 3 PM. The
event is open to the public and admission is free. The Katy Area Safety
Fest (KASF) will feature personnel, equipment and interactive activities
from more than 20 emergency response agencies serving the Greater
Katy community. The goal of KASF is to connect community members
to the men and women who serve in these agencies as well as provide
education and resources to encourage safety preparedness. Guests will
see and participate in a variety of fun, educational, high-energy activities
such as the Passport Challenge scavenger hunt, vehicle and equipment
tours, live demonstrations of vehicle extrications and much more.
Harris County ESD 47 and Westlake Volunteer Fire Department are cosponsoring
the KASF Kids Zone, which will feature bounce houses, a corn
field maze, obstacle course and ambulance load & go demonstration.
Westlake Volunteer Fire Department is also leading this year’s Firehouse
Challenge Cup, an open competition that encourages firefighter fitness
and demonstrates the profession’s rigors to the public. Wearing full
turnout gear and Scott 5.5 Air-Pak breathing apparatus, teams of 2
will race head-to-head while simulating the physical demands of reallife
firefighting. The Firehouse Challenge Cup is open to any members
of a firehouse, including firefighters, EMTs and paramedics and admin
personnel. There is no fee to enter and the 3 teams with the fastest times
will win Firehouse Challenge Cup plaques.
While most of the activities inside the festival will be free, rides in the fire
truck tower buckets will cost a small fee. Food vendors will also be set up
at KASF selling delicious treats and eats to festival guests. Members of
School of Rock - Katy will provide live musical entertainment throughout
the afternoon from the main stage.

Sleep In Heavenly Peace
Every night in the Houston area, children sleep on couches, bean bag
chairs or the floor because they don’t have a bed, especially since
Hurricane Harvey. A local chapter of Sleep In Heavenly Peace (SHP) has
been started for Central-Western Houston, including Katy and Fulshear.
SHP is a nationwide 501(c)3 charity that builds and delivers beds to
needy children using donated materials and volunteer labor. Sponsoring
organizations (companies, churches, fire departments, etc.) donate
materials and provide 20-40+ volunteers to produce 20-40+ beds in
half-day “Builds” and SHP delivers to needy families. The half day bed
Builds are an excellent Teambuilding or Service Project for organizations
wanting to make their community better. For organizations unable to
provide 20-40+ volunteers, labor can be supplemented from Scouting
troops or high school students. Material costs for 20-40+ beds amount to
$3,500-$7,000. SHP receives requests for beds at SHPbed.org in English
or Spanish. Organizations interested in sponsoring a half-day bed Build
can contact 832-795-2759. SHP was founded by Luke Mickleson in Twin
Falls ID in 2012 and has since grown to 130+ chapters nationwide. SHP
has been reported on by Lester Holt on NBC Nightly News and by Mike
Rowe on “Returning the Favor” on the Facebook Watch Network. In 2018,
Luke Mickleson was named one of ten Heroes of the Year by CNN.

1 red Thai chili pepper, thinly sliced
1 1/4 pounds ground chicken breast
1 1/2 cups packed fresh basil leaves
DIRECTIONS:
Cook rice according to package
instructions; set aside.
In a small bowl, whisk together
chicken stock, soy sauce, fish sauce,
brown sugar and vinegar; set aside.
Heat vegetable oil in a large skillet
over medium heat. Add garlic, shallots
and chili pepper. Cook, stirring
frequently, until fragrant, about 1-2
minutes.
Add ground chicken and cook until
browned, about 3-5 minutes, making
sure to crumble the chicken as it
cooks; drain excess fat.
Stir in stock mixture and cook,
stirring constantly, until the sauce
has thickened, about 2-3 minutes.
Stir in basil until just wilted, about
30 seconds.
Divide rice into bowls.
Top with chicken mixture.*
Serve immediately.
Notes:
*Refrigerate for up to 3-4 days. The
bowls can be reheated in the microwave
in 30-second intervals until
heated through.

INGREDIENTS:
1 pound lean ground beef
1/4 cup chopped onion
1/4 cup chopped green bell pepper
2 carrots, finely chopped
2 cloves garlic, minced
1 teaspoon prepared yellow mustard
3/4 cup ketchup
1 tablespoon brown sugar
salt and ground black pepper to taste
DIRECTIONS:
Heat skillet over medium-high heat; cook and stir beef, onion, green bell pepper,
carrots and garlic until beef is browned, about 10 minutes. Drain off liquids.
Stir in mustard, ketchup and brown sugar and mix thoroughly. Reduce heat
to low and simmer until sauce has thickened, about 30 minutes. Season with

1 (8 ounce) package cream cheese, softened
1 (15 ounce) can chili without beans
1 (10 ounce) can diced tomatoes with green chile peppers, drained
DIRECTIONS:
In a medium, microwave safe bowl, mix cream cheese, chili without
beans and diced tomatoes with green chile peppers.
Microwave cream cheese mixture on high 1 minute. Remove from
microwave, stir and repeat until the mixture is hot and thoroughly

VEGETABLES
• Plant vegetables such as tomatoes, sweet corn and snap beans
and pepper, as well as cucumbers, lima or butter beans, canta
loupe, okra (if the soil has warmed sufficiently - 70 degrees F.
or higher), southern peas, pumpkin, squash, peanuts and
watermelon.
LAWN
• Re-sod or replant as needed with turfgrasses adapted to this
part of Texas and suited to the planting location (shade or sun).
• When resodding semi-shaded areas with St. Augustine,
use ONLY the variety Floratam for best pest resistance.

TREES AND SHRUBS
• Plant container-grown trees and shrubs as soon as possible.
In shady areas, where grass is difficult to grow, consider planting
a dependable groundcover such as English ivy, Asian jasmine,
vinca or one of the prostrate junipers.
• Prune spring flowering and evergreen shrubs during early March.
However, be sure to prune spring flowering shrubs after they
have bloomed.
• Fertilize with a pre-plant application of a slow-release fertilizer
analysis such as 19 - 5 - 9 at the rate of 3 pounds per 100 square
feet of garden planting area. Early March is the ideal time to
fertilize landscape plants because you give them food just
before the spring growing season starts.
