Arrangements<br />

4.1 Key Tasks<br />

Key tasks carried out under this Activity were:<br />

• Stakeholder analysis;<br />

• Concession Template;<br />

• Analysis of institutional options; and<br />

• Fares and ticketing analysis and options.<br />

The outputs of these tasks are<br />

• Stakeholder Feedback and Implementation Arrangements: Institutional Options<br />

Working Paper – Vietnamese and English language versions (March 2008). Refer<br />

Appendix C for English Version.<br />

• Stakeholder Engagement Plan – English language version only (March 2008) –<br />

Informal document;<br />

• Concession Template – refer Section 2 and Appendix A;<br />

• Fares and Ticketing Working Paper – Vietnamese and English language versions (June<br />

2008). Refer Appendix D for English Version.<br />

• Other capacity, likely legal and procurement requirements recognizing the PPIAF team<br />

did not have any legal resources available to them (covered variously in all outputs).<br />

4.2 Key Stakeholders<br />

A list of identified core stakeholders 1 within HCMC is shown in Table 4.1. This list is based<br />

on the information contained in the Working Paper entitled “Stakeholder Feedback and<br />

Implementation Arrangements: Institutional Options.” While several stakeholders at national<br />

and HCMC levels have been identified the most important are shown in bold text in Table<br />

4.1. IFIs or other bilateral donors have been excluded from the Table.<br />
