approximately over 100 people in
It created an intimate setting for
all that attended as speeches and songs
were spoken in the large circle of
onlookers.
The program included a buffet style
lunch at the nearby Schultz
was completed.
A brief history researched and compiled
by local Bashaw resident Larry
Dubitz and Julianna Stein explained
the hardships many Hungarian settlers
faced like the harsh Canadian
winters in sod houses constructed
from the native land they had acquired
through government incentive.
Hungarian locals and visitors of the Bashaw, Ab. area gathered in traditional song to commemorate the implementation of a new plaque that
honours the Hungarian settlers who homesteaded in the area on Sun. March 17. The plaque was installed at the St. Michael’s Roman Catholic
Cemetery west of Bashaw. Approximately 100 people attended the event including Hungarian dignitaries and others who came to visit Canada
for this special occasion. The 65-year-old Catholic Church perched on the hill southwest of the cemetery was also open for visitors to explore.
ECA Review
A new piece of Delburne’s history
took place as the Delburne Medical
Centre held its grand opening on Fri.
March 8, 2019, which was attended by a
number of civic dignitaries, the medical
team, the Pharmasave team, as
well as many from the public.
It was historic because the Village of
Delburne has never provided this professional
service to the area before.
The ceremony kicked off with the
mayor of Delburne, Bill Chandler welcoming
everyone followed by several
short speeches.
“This facility is fulfilling a community
need. It was a year ago this month
that we put shovels in the ground,”
said Andrew Anderson of Anderson
Consulting.
“It’s great to see this facility in rural
Alberta,” added MLA Devon Dreeshen,
Innisfail-Sylvan Lake Constituency.
“It’s an exciting addition [that is]
greatly needed.”
Ribbon cutting ceremonies followed
for both the medical centre and the
pharmacy.
Dr. Muti Kauchali, the individual
who spearheaded the project, hosted
tours to all who wished to see the new
facility.
Joe Brown, a local resident commented,
“It’s great to have such a great
service locally.”
At the March 12 meeting, Delburne
council passed a motion that approved
the Amended MSI Agreement with the
Provincial Government under the
Municipal Sustainability Initiative
(MSI) that would see the municipality
receive both operating and capital
funding extended through to March 31,
2022.
Last year the village received
$219,233 in capital funding.
Village Chief Administrative Officer
(CAO) Karen Fegan declined to provide
the amounts the village is expected to
receive.
Discussion continued on the proposed
Surplus
in 2018
Cont’d from Pg 3
Council heard that the 2018 year
ended on a positive note again with a
surplus that council agreed to place
into restricted surplus accounts.
A surplus transfer of $220,000 into
the following capital accounts
including Common Services
Equipment at $50,000; Roads at $50,000;
Airport at $50,000; Recreation at
$50,000 and Wellness Centre at $20,000.
“I’m wondering if we should do a
fire hydrant program?,” questioned
Coun. Vickey Horkoff.
Kulyk confirmed that a program
under operating is budgeted for two
new fire hydrants a year and “is anywhere
between $10,000 and I think it
was $30,000 last year,” said Kulyk.
“We need to start replacing those
olds ones,” said Horkoff.
“And just get it all done,” Coun.
Jackie Brigley added.
“You could do it as a major capital
replacement,” offered Kulyk.
There are 52 or 53 fire hydrants in
the town confirmed Kulyk.
“You can certainly change your
allocations in reserves at anytime,”
said CAO Kulyk, “so if you want to
revisit it later on in the year you certainly
can.”
Council will also consider Deputy
Mayor Ron Checkel’s question, “Do we
want to look at starting to run fibre
optics to everything in town?”
“Start building a fund, that would
be a good idea,” said Kulyk.
Broadband
Council discussed the government’s
priority to have all small communities
with broadband access.
“They [provincial government] have
made it a priority,” said Coun. Cook,
“they just haven’t put money as a priority
yet.”
“BRAED [Battle River Alliance for
Economic Development] has done a
research project on a viable broadband
for us,” said Cook, “and through all
the research they have done, they’re
saying the government is going to have
to be our partner to bring broadband
in. The communities aren’t going to be
able to afford it.
“They’ve [government] made it a priority,
they just haven’t financially
made it a priority,” concluded Cook.
Council had heard at their last
meeting from councillors Horkoff and
Brigley, who had attended a group
meeting with Castor and County councillors,
that determined costs to get
fibre optics into the communities
would be “$3.2 million for this whole
region” and that would not include getting
fibre optics into each household.
Bylaw Officer’s report
In the Bylaw Officer’s report, it
noted 2.75 hours accumulated on three
snow complaints.
Coun. Vickey
Horkoff inquired
as to what the
snow complaints
were stating,
“They took up a
Castor CAO finishes 39-year career
Terri Huxley
ECA Review
Sandy Jackson has concluded a 39
year career with the Town of Castor.
She originally began as Assistant
Chief Administrative Officer (CAO)
and then transitioned into CAO ten
years ago.
Jackson began her career with the
town almost immediately after finishing
her studies at Reeves College in
Red Deer.
She studied to be in paralegal
administration but fate had other
plans.
“It just so happened that I was just
finishing and so I got this job. The
timing was perfect,” she said.
Over the years, Jackson has seen it
all, including the change in town office
buildings and community hall.
The previous office building is
located next to the current facility but
was very close quarters as the fire
hall, two administrators, and public
works were sharing the space for a
short time.
“It was a little crowded,” she said.
Then the County built their new
building near Highway 12 in 2010,
allowing the town an opportunity to
take over the building.
Now, most of the offices are utilized.
“The biggest change from when I
started was that we had one electric
typewriter – no computers. There’s
just a big NCR posting machine that
we did all the utility bills by hand and
everything by hand which balanced
everything. Like all of our financial
ledgers were balanced by calculating
so we went from that to computers and
I think we brought those in 1984.
However, there is far more paperwork
now than there was back in 1980,” said
Jackson.
As for council, the veteran CAO has
seen turnover of 14 different councils
altogether.
Her favourite part of being CAO
with the town was the various beautification
projects including
horticulture, the pathways connected
throughout the park and the recently
constructed Community Centre.
“The anticipation of knowing that
something is not going to go well and
you better be prepared because some
people aren’t going to be happy,” she
said. “That to me is one of the more
As for winter activities, she will
Taking her place is Christopher
Dragons season closes
ECA Review
With a nail biting five-game series
between the Drumheller Dragons and
Canmore Eagles Junior A Hockey
teams, the Dragon’s season has come to
an abrupt end.
On Wed. Mar. 13, the Dragons hosted
the Eagles in front of a full house of
spectators.
Leading up the intense evening, the
hometown team consisting of players
from all over Western Canada began
the beginning of playoffs at home on
Thur. March 7. The Eagles won 2 – 1 in
overtime.
Game 2 was also held at the
Drumheller Memorial Arena the next
night. The Dragons bounced back
scoring 3 – 2.
Back at the Canmore Recreation
Centre, Game 3 showed intense spirit
from both sides as both had scored four
goals by the time the third period clock
timed out. In overtime, the Dragons
prevailed, scoring the fifth and final
goal of the night.
Game 4 took place on Mon. March 11
in Canmore. The Eagles were able to
take two points off the Dragons, leaving
the game 2 – 1.
The back and forth matches led to a
rowdy crowd on Wed. March 13 for the
determining round of play.
For two periods, neither team scored
on net.
The Third period vibe changed when
the Dragons broke the dry spell at 5:44
on the power play thanks to Brady Risk
who was assisted by Derrick Budz.
Less than 10 minutes later, the Eagles
fought back, tying the score 1 – 1 at
14:29.
Not even 20 seconds later, a stunned
audience watched as the Eagles scored a
second time, which eventually sealed
the Dragon’s fate.
The team has six players moving on
to higher ranking hockey teams. They
finished third in the regular season
after accumulating 78 points behind the
Brooks Bandits and Okotoks Oilers.
The Eagles, winners of the series,
Bantam Jets win big
On March 12 at the Servus Sports
Center in Lloydminster, the Bantam
Jets won their league banner against
the Lloydminster Bantam 3 in a close
game ending in a score of 4-3. This
year’s Bantam Jets are a combination
of Chauvin, Edgerton, Czar,
Hughenden, Wainwright and Hardisty
players, and with only 12 skaters and
one goalie, they have been a close-knit
and hard-working group all year. As
all of these towns came together to
make one team, the year went really
well.
“It was a good year, we played good
for the most part,” said Jets player Izak
Fisher. So well, in fact, that the team
only lost two games in the entire regular
season.
In the playoffs, the Jets triumphed
over Wainwright in two games in
February, bringing them to this final
series against the third of five
Lloydminster Bantam teams. The
first game of the final series was
played in Chauvin on February 26,
with the Jets taking a 6-3 victory.
Then in a hard-fought game on March
2, the Jets were down by two going
into the third period, and they managed
to pull out the win in the end.
“The offence was a little low but the
goalie played good,” said Jets fan
Hayden McQuaid, when asked for his
thoughts on the Jets performance in
the final game. And as the goalie on
this team, this author would have to
agree with him. It felt nice to get a
The second crash of the Boeing 737
China, the country of few human
grounded the planes as did
virtually everyone else.
Transport Canada was very slow to
take the 737 Max out of service, likely
because it will hurt the profit margins
of Canadian airlines, especially Air
Canada. Not surprisingly, the United
After the second crash, Boeing CEO
Dennis Muilenburg called President
Trump to assure him that their planes
were safe.
This particular series employs
12,000 direct employees in Washington
State plus thousands upon thousands
of spinoff jobs. To them profits were
paramount and safety was secondary.
With the majority of deaths in these
crashes being browns, blacks and from
‘shithole’ countries” (as described by
Trump), there was even less incentive
for Trump to care about the dead.
But there is more to the story than
just Donald Trump. Libertarians and
political parties on the right have been
routinely weakening regulations and
undermining the role of regulators
since the 1980s.
The reluctance for the United States
government to err on the side of safety
rather than corporate profits is the
eventual outcome of watered down
regulations, industry self-compliance
and weak oversight agencies.
Today the Federal Aviation
Association (FAA) is a head-less

EDITORIAL
agency (Trump never named a
director), seriously underfunded, lacks
experts to monitor corporations for
safety compliance and rely solely on
manufacturers to test and approve
new aircrafts.
The few experts remaining at the
FAA routinely rotate between industry
jobs and the FAA making the compliance
organization a prostitute to
industry or a toothless imposter. It was
rather telling that the black boxes were
sent to France to be analyzed, not the
FAA.
On this file, Trump and Muilenburg
misread the safety concerns. Pilots
from first world countries, too, had
been expressing concerns about software
flaws in the Boeing 737 Max
series and poor training. First-world
passengers were as fearful to board a
Boeing 737 Max as those from ‘shit
hole’ countries.
Without trustworthy regulators,
consumers lose trust, economic
growth suffers and unfortunately
lives are needlessly lost, or land, air
and water are comprised or ruined
permanently.
We live the same thing in Alberta
where the relationship between
Conservative governments, the oil and
gas industry, the Energy Resources
Conservation Board and the Alberta
Energy Regulators has led to public
distrust. As regulations and oversight
softened or disappeared, industry
spent less money on pipeline maintenance,
was quite irresponsible on a
number of significant pipeline ruptures
and more often than not pushed
landowners to fear for their property
rights.
Protests and lawsuits happen when
people feel there are no other options.
Separation of power (industry and regulators)
and checks and balances are
absolutely critical for trust. Fair and
reasonable regulations, compliance,
independent oversight, restitution and
appropriate penalties all build trust.
Even though pipelines are the safest
method to transport oil, in both
Canada and the United States, their
construction now garners unbelievable
pushback.
I often wonder if governments had
not ceded their powers and become
puppets of industry, would Boeing and
our oil industry be enjoying better
times?
Albertans need options
Dear Editor,
It is abundantly clear that Albertans
currently have little to no say about
“equalization”, “transfer payments”,
“pipeline progress” and “carbon
taxes”. Why?
The Canadian federal government
which is controlled by voters in south
central Canada, possesses the power in
the constitution to do those things.
If you want any or all of those things
to change, then Albertans need options
that do not include the Canadian federal
government or Canada for that
matter.
Property rights
by Herman Schwenk
The United Conservative Party
(UCP) has recently come up with an
eight point plan that is supposed to
restore property rights to us in
Alberta.
This initiative is on the right track
and long overdue but it has some
glaring omissions, which I will try to
highlight.
“
The real problem
with trying to instill
property rights in Alberta
is the bureaucracy.
Having a plan and getting it into
approved legislation will not be easy.
Years ago I can remember attending
PC conventions at which we presented
well thought out resolutions on property
rights to the meeting that were
debated and passed.
Well, that always seemed to be the
last we heard of them.
During the Stelmach years, the government
passed four acts that actually
removed property rights. Those were
bills 19, 24, 36 and 50.
Bill 50 was repealed a few years ago
so it is no longer an issue.
The most egregious of those bills was
section 11 in Bill 36.
If I remember right it gave the government
the right to confiscate or
change the use of land from corporations
and/or individuals alike.
The real problem with trying to
instill property rights in Alberta is the
bureaucracy.
By instilling property rights, it
removes power from the bureaucrats
so they will strenuously oppose it.
That is why our property rights resolutions
never got to first base.
Those iniquitous bills were passed,
I think over 10 years ago, and gave
civil servants tremendous power over
property in Alberta.
The glaring omission in the UCP
property rights plan is that it does not
mention doing anything about those
bills.
They need to be repealed or seriously
revamped so that property
owners and the lessees have control of
that property again.
The other issue with that plan is the
Special Areas Act.
This Act gives the Municipal
Minister absolute dictatorial power
over property in a large area of Alberta
since it was passed in 1938.
The board that administers the Act
is approved by the minister and is
responsible to the minister, not to the
residents who live in the area.
In 1980, David and Linda Hansen
bought a ranch near Cessford, Ab. that
had a small dam on it.
A year or two later the government
wanted the dam and adjacent lands for
an irrigation project.
They determined that the dam had
no value and so the Hansen’s refused
access.
The Hansen’s spent $100,000 on legal
fees and the government spent
$1,000,000 dollars.
Community Consultation -
Sand & Gravel Operators
The County is considering and seeking input on the following issues that affect
SAND AND GRAVEL OPERATORS in the County of Stettler:
1. Community Aggregate Payment Levy Bylaw - a bylaw that will impose a
per tonne charge to all sand and gravel operations in the County. The levy would
be used for continued maintenance and infrastructure.
2. Reclamation Rate Policy - a policy that will establish the criteria and
a rate for reclamation costs associated with Sand, Gravel and Surface Mineral
Extraction operations encompassing a maximum area of 5 hectares (12 acres).
The County wishes to consult with all interested and gather input from affected
parties.
In the coin toss of life, Bruce and Gisele
Dickson of Black Diamond, Ab. decided that
helping STARS was better than being a snowbird.
That’s why Bruce was in the Drumheller
Hospital and Gisele at the Three Hills Hospital on
March 15, 2019 representing STARS Air
Ambulance.
“Bruce and I sell STARS calendars around the
province for eight months,” said Mrs. Dickson,
“and during snowbird season [we] do hospital
meet and greets.”
In 2018, the couple took their friend-making
and awareness tour to more than 80 mostly rural
hospitals. Last week, they were in Taber,
Raymond, Brooks, Bassano, Hanna, Oyen, Three
Hills, and Drumheller.
In the Three Hills Hospital lobby, Dickson sold
STARS clothing, calendars, and toys, greeted
hospital visitors and staff, thanked donors for
their support, answered questions and demonstrated
what she says about herself:
“I’ve been helping STARS for 17 years and I’m
still passionate about their work. It is an honour
to be associated with them.”
The STARS Air Ambulance started in 1985,
operates 11 planes across western Canada, and
conducted nearly 1,400 missions from its three
Alberta bases last year.

came to the facility with an open mind, most of which discovered a career path they might not have thought of
pursuing before. Junior Achievement puts on the annual event across multiple school districts to give students the
opportunity to have open dialogue with people in the industry of their choosing. Groups of eight sat at a table to
and ‘Be Brave’ was the overall theme of the event.
Armed robbers apprehended
Submitted
Bashaw and Innisfail RCMP have
charged two males with three separate
armed robberies in the Bashaw and
Innisfail, Ab., areas.
On March 9, 2019, at about 4:35 p.m.,
Bashaw RCMP responded to an armed
robbery at the Whistle Stop Gas
Station near Mirror, Ab.
On March 10 at about 1:40 p.m.,
Innisfail RCMP responded to an
armed robbery at the Fas Gas in Pine
Lake, Ab.
On March 11 at about 9:10 p.m.,
Bashaw RCMP responded to an armed
robbery at the BugTussel Bar in Alix,
Ab.
At approximately 10 p.m., shortly
after the robbery in Alix, Red Deer
City RCMP intercepted the suspect
vehicle placing the adult male passenger
under arrest.
The adult male driver was arrested
after a short foot chase.
Garnet Lawrence Benn (55) and
Ryan Wraight (37) , both of Red Deer,
Ab. has been charged with several
firearm charges, uttering threats and
possession of stolen property under
$5,000.
Both had been remanded into custody.
As these matters are now before
the court, no further details will be
available.
“Bashaw, Innisfail, Red Deer City
RCMP detachments, as well as the Red
Deer and Innisfail General
Investigation Sections all worked
together to bring these incidents to a
quick and successful conclusion,” says
Sgt. Bruce Holliday, Detachment
Commander of the Bashaw RCMP.
Copper wire and fuel thefts
Killam and Viking RCMP
responded to a break and enter in
progress at an oil field site in Flagstaff
County on March 6, 2019 at 6:53 p.m.
Two males were arrested following
a search in an open field for a White
Dodge truck.
The arrest would not have been possible
without the assistance of three
Flagstaff County locals.
Gregory Bader, 41, of Red Deer, was
charged with three counts of break
and enter to commit, five counts of
mischief over $5000, one count of theft
over $5000, one count of theft under
$5000, two attempted thefts, one count
of possessing break-in instruments,
one count of prowling at a dwelling
house, five counts of breaching conditions
of his recognizance, one count of
breach of probation order and five
counts for trespassing.
Fernando Barrett, 41, of Grande
Prairie was charged with one count of
breaking and entering with intent to
commit an indictable offence, one count
of possessing break-in instruments for
the purpose of committing and indictable
offence, one count of trespassing
and three counts of breaching conditions
of his recognizance.
Both suspects were held for a bail
hearing and remanded to custody
shortly thereafter.
The white Dodge Ram had been the
subject of many complaints from Jan.
11, 2019 until March 6, 2019 for causing
damages, stealing fuel and stealing
copper wire at four different locations
involving oil lease sites and business
and residence.
Furthermore, the subjects also
attempted to steal fuel at a residence
and completed the offence of fuel theft at
a business.
The estimated value of damages
caused is between $100,000 to $200,000.
The arrest of these two individuals
would not have been possible without
all of the public’s tips, calls of suspicious
activity and assistance in apprehending
them safely.
Fatal collision near Daysland
On March 10, 2019, at 8:30 a.m., Killam
RCMP responded to a two vehicle collision
at the intersection of Highway 13
and Highway 855, just east of Daysland.
An SUV was travelling southbound
Terri Huxley
ECA Review
During the regular council meeting
held on March 12, Kneehill County
council received the Churchill Water
System Rehabilitation Report.
With this report they decided to
direct administration to draft letters to
existing Churchill users, outlining the
details of the project.
The rehabilitation of the Churchill
Water System is meant to allow all current
users of the system to receive a
more consistent, reliable service.
Existing users of the Water System
will be required to have their service
connection retrofitted with flow control
and pressure regulation to
conform with new engineered designs.
These retrofits will be performed by
Kneehill County staff.
Laurie Watt appointed
Council made the decision to appoint
Laurie Watt as interim Chief
move forward in finding a permanent
candidate for the position. She will be
In 1990, Kneehill County Council
granted the Three Hills and District
Seed Cleaning Plant Ltd. $266,666 for
the purposes of constructing the
facility.
Administration researched the
matter, consulted with legal counsel
and with the auditors regarding this
request and the implications of
granting this potential request.
This is an unamortized capital contribution,
that is, there are no financial
statement impacts to the County.
Council, after agreeing to terminate
the agreement are no longer required
to repay any funds, even if they do dispose
of assets or shutdown which
complies with their request.
Clubroot control policy approved
In January, it was confirmed that
clubroot was found in Kneehill County,
prompting measures to combat this
issue. The Agriculture Service Board
(ASB) recommended a policy to align
with these preventative
actions
which was
accepted by
council.
As Clubroot
spreads through
soil movement,
and Kneehill
County offers several
pieces of
equipment that
disturb soil, the
ASB has made
wording amendments
to the
policy to reflect
potential liability.
The board met
on March 4, 2019
to review and recommend
amendments to
Edwin Vern Miller
1942 ~ 2019
It is with deep sadness that the
family of Edwin Miller announces his
passing on Mar. 11, 2019 at the age of 76.
Edwin passed away from a long health
battle in the Red Deer Regional
Hospital.
Edwin was born in Prelate, Sk. to
Peter and Margaret Miller on
June 9, 1942.
Edwin had four siblings:
Tony (deceased), Raymond,
Donald (Gail) and Rose.
Edwin grew up on the family
farm and went to school in Fox
Valley, Sk.
He married Iris Hunter in
1964 and together they had five
children: Sheila (Tim), Stuart
(Kathy), Sharon, Sandra
Miller
(Kevin) and Sheldon.
Soon his family grew with
seven grandchildren: David, Amber,
Carrie, Ryan, Sarah, Mathew, and
Kali; and six great-grandchildren:
Kaden, Henery, Everet, Greyson,
Violet, and Sophia.
After the
passing of his
wife Iris in 1992,
Dad met and married
Charlotte
Scheur in 1995.
To this family
union, Edwin
became a stepson
to Charlotte’s
mom Heather;
step-father to
Sharon (Steve),
Stefan and
Vincent; stepgrandfather
to Natalie, Isabel and
Lacey.
Edwin worked at various places over
the years but he loved being a farm
hand and finally a grader operator,
which he took great pride in.
Edwin enjoyed baseball, snowmobiling
and camping at Cypress Hills.
We are going to miss him dearly.
A funeral service will be
held on Sat. March 23, 2019,
Salute to Agriculture / Farm Safety
Alberta Farm Days encourages producer education
Terri Huxley
ECA Review
Farmers are encouraged to participate
in this summer’s ag-tourism
showcase to share their passion for the
industry.
One of the many benefits that come
from this interactive experience is an
increase in sales as well as an opportunity
to educate the public on where
and how their food is produced in
Canada.
Now entering
its seventh year,
Alberta Open
Farm Days features
open houses,
culinary events
and tours.
Farm sales in
2018 reached
almost $190,000
over the two days,
up 30 per cent
from the year
before.
For Lazy Bee
Farms in Irma,
Ab., the business echoed that success
in sales in part with the provincial
event.
The Honey Bee Farm became operational
in 2004 by brothers Bevan, Kent
and Trevor Ford after they helped
their uncle start his own bee farm
which sparked their interest.
It acted as a way to diversify the
farm from beef cattle and grain.
In 2012, their excess product was put
to good use as each of the brother’s
wives began Simply Bee, a branch of
the company that specializes in natural
ingredient products and beeswax
production.
Jennifer, Tanya, and Meeghan Ford
started this venture by making
beeswax candles and lip balm which
has since expanded into other products
like soap and body products.
“It’s great because the wax is something
they don’t use obviously but I
mean they can sell it but we thought
we could incorporate that and make
something from it too,” said Jennifer
Ford.
Approximately four years ago, the
Ford brothers built a new shop for
their operation, which the ladies
requested a space for their portion of
the business.
“Prior to that we were making soap
in my sister-in-law’s house and
beeswax candles in my house so we
had a small area in there where we
make our products and then we have a
small storefront in there too,” said
Jennifer. “We have people who call us
by appointment to come and look. For
Open Farm Days, for instance, we
have that storefront there so people
can buy products when they are visiting
the farm.”
The farm got involved in Open Farm
Days after a neighbouring farm
approached them to also apply so that
more people would visit the area.
“We actually had great success that
year. I think for the last three years
that we have done it we have had like
200 to 250 people come out which I
think is a really good number in our
area.”
Bevan Ford explains the extractor to attendees during Alberta
Open Farm Days held last year. Photo courtesy of Tanya Ford
Advertising both online and locally
were the key to gaining traction.
“We found it’s a good way for exposure
for us but we also find that it’s a
good way for us to give back to our
community too. We do have locals
come but every year we seem to have
people come from farther away too
which is nice,” said Jennifer.
Throughout the day, employees give
tours of the honey making facility
including the extractor, storage areas,
and hot room.
Visitors can experience a presentation
led by Kent
who gives insight
on bees and what
happens in the
yard from maintaining
the hives
to gathering the
honey as well.
“I think they
take a lot away,
Kent’s presentation
especially,”
Jennifer continued.
“A lot of
people may not
want to visit a bee
yard for the
obvious reason
they might get
stung but the
video footage puts
you right there
You take care of your cattle and
your crops, but what about yourself?
When I’m Gone
When I come to the end of my journey
And I travel my last weary mile
Just forget if you can, that I ever frowned
And remember only the smile
Forget unkind words I have spoken
Remember some good I have done
Forget that I ever had heartache
And remember I’ve had loads of fun
Forget that I’ve stumbled and blundered
And sometimes fell by the way
Remember I have fought some hard battles
And won, ere the close of the day
Then forget to grieve for my going
I would not have you sad for a day
But in summer just gather some flowers
And remember the place where I lay
And come in the shade of evening
When the sun paints the sky in the west
Stand for a few moments beside me
And remember only my best
Missing you
Salute to Agriculture
/ Farm Safety
Donation approved
Cont’d from Pg 3
“This is sort of an ongoing thing. It’s
not abnormal,” said Chief
Administrative Officer (CAO) Michael
Simpson.
School Playground Project
Friends of the Coronation School
Playground Project approached
council in December 2018 looking for
financial support of $7,500 which
would be funded out of the operating
budget.
The county provided a letter of
support for the project at the time so
they could look at the project closer
during budget season to determine if
they want to provide financial aid.
Coronation School’s playground
was recently removed due to infrastructure
that was no longer accepted
by regulation standards.
“The school board just kind of
came in one day and nobody even
knew and took pretty much everything,
even the swingset, so the kids
really have nothing. I don’t think the
principal even knew they were
coming,” said Coun. Diane Elliott.
She mentioned how the group has
been constantly fundraising but that
“they are struggling.”
So far they have obtained $35,000 but
have a steep climb to reach their goal
of $185,000.
In the past, council has provided pea
gravel as well as some money to the
Brownfield playground, about four
years ago.
The state of the Castor School playground
was also brought up,
prompting council to think more thoroughly
about
where funding
should be going.
Council agreed
to give both
Coronation and
Castor’s Friends
of Gus Wetter
Society $5,000
each for their individual
projects.
Divvied up
The County of
Paintearth had an
operating surplus
as of Dec. 31, 2018
of $2,557,924 that
needed to be distributed
to
restricted
surplus.
The county had
budgeted for
$1,131,905 to be
transferred to
restricted surplus
for future capital
requirements but
the excess has
arisen from a
quiet winter
which decreased
the need for snow
removal, less
gravel required
for road gravelling,
a decrease
in the amount of
contracted
mulching services,
and a
decrease in the
amount of equipment
repairs
required from 2017.
Council commended administration
on their hard work surrounding
the surplus.
Administration did have some
suggestions as to where the surge in
funds should go including their
expected capital asset projects.
They recommended $1 million be
put into restricted surplus road development,
$400,000 in public works
buildings, $1 million in gravel land,
$100,000 in subdivision development,
$10,000 in bylaw vehicles, $10,000 in
Brownfield Water project, and the
remaining $37,924 into restricted surplus
public works vehicles.
With expected bridge replacements,
it was also recommended that council
transfers $1 million from restricted
surplus operating contingency to
restricted surplus road development as
a separate motion.
Council asked about the Brownfield
Water project to which administration
felt building reserve funding was necessary
as the water and sewer
infrastructure becomes more and
more of an issue.
“That’s just looking forward to the
future,” said Lana Roth, director of
corporate services.
CAO Simpson added, “They [sewer
system pipes] were put in some time
ago. We know at some point we will
have to replace them so we are just
building reserves slowly over time to
get ready for it.”
The recommendations were
accepted by council.
Plugging into People Power
The alarm goes off, your feet hit
the floor, and you flip the bathroom
switch. You walk through the
hallway into the kitchen, and turn
on the lights. After filling the coffee
pot or kettle, you plug it in, push
start, and a few minutes later you
have your morning brew. You grab
the remote and turn on the morning
news, while you unplug your
phone charger. How many times a
day do you use electricity? In the
first few minutes of your day you
flip on, plug in, turn on, and unplug
from electricity without giving it a second thought. Apart
from the click of a switch, the voice of an announcer on
TV, or the noise of the appliances– electricity just quietly
does its job.
These days electricity travels quietly from pole to pole
through lines strung across rural Alberta. Thirty-two Rural
Electrification Associations (REA) distribute electricity
across hundreds of kilometres of line to over 41,000
members. Those REAs are part of a larger cooperative
movement in Canada dating back to the 1840s that now
includes over 9,000 co-ops in nearly every business sector
imaginable.
When a co-op of any kind forms, it is exciting and people
are involved. But, over time, it all becomes routine, similar
to flipping on the light switch. There are the annual meetings
with dry financials and bylaws to vote on. Years pass,
the excitement wanes, and people go back to their busy
lives. Alberta REAs have gone through the same ups
and downs, but the REA distribution system has quietly
hummed along providing reliable and cost effective power
to rural residents.
Amidst that quiet reliability we noticed a worrisome trend.
Some REA members don’t know they are members. Others
may be aware they are members, but they have no
idea what the value is apart from being able to turn on
lights and appliances at will.
We want to reverse that trend and you can help.
Check your power bill and see if your power is distributed
by an REA. If it is, call your REA to validate your member
information. Add the next Annual General Meeting to your
calendar and plan to attend. Contact the director who is
elected to represent your area. Get involved with keeping
a locally-owned business viable in your community.
Active members are the people power
that keeps an REA going strong.
REA co-ops are owned by their members and governed
by a Board of Directors elected from the membership.
They rely heavily on member involvement. So we are taking
to the newspaper, the radio, and social media to help
spread the word. REAs are powerful co-ops with a history
of energizing their members.
Your REA wants you to get plugged in to
the power of your REA co-op.
Clubroot becoming serious issue
Cont’d from Pg 10
This policy recognizes
that Clubroot is a serious
pest problem and supports
the principle to
control the spread of
Clubroot which has been
declared a pest under the
Act.
Wimborne road
closure
Accurate Accounting
placed a market
appraisal of $2,500 for a
portion of road closed off
in Wimborne, Ab.
Council accepted this
price, and will transfer
the funds to the road
reserve account as they
will sell the portion that
is closed.
Robert and Nancy Ells
originally requested a
road closure for an undeveloped
road allowance
(Crescent Road) adjacent
to their lot in Wimborne.
The road closure was
requested in order to
better define their lot
and to ensure there is no
encroachment.
Council determined at
the time to close the
entire road and to have it
consolidated into the
adjacent county-owned
park with the exception
of the lands requested by
the Ells.
Road closures are governed
by the Municipal
Government Act and
Section 22 states that a
road must be closed by
bylaw.
Meows
Big or small,
We look after
‘em all.
- Dr. Jeff & Staff
Third and final
reading of the bylaw followed
the public hearing
and ministerial approval
on Aug. 15, 2017.
The Ells were then
required to apply for a
subdivision in order to
obtain the subject lands.
This subdivision was
approved by the
Municipal Planning
Commission on Sept. 27,
2018.
An appraisal of the
market value of the land
has been provided by
Accurate Assessment as
$2,500 for the additional
302.346 m2.
These additional lands
will be consolidated into
the existing lot through
the subdivision process.
Non-energy and
energy related
developments
requirements
In recent years,
Kneehill County has
seen an increase of applicants
wanting to develop
on lands where access
would be required on an
undeveloped road
allowance.
Previous policies
allowed for cost-sharing
options, which were
shown to be problematic
and lacked engineering
requirements.
Two policies now
outline the requirements
for non-energy and
energy related developments
on an undeveloped
road allowance which
council readily accepted
the changes.
The policies state
that before council
approves a development
to subdivide or develop a
parcel of land, the applicant
or developer must
get an Engineering
Review Assessment from
the current municipal
engineer with costs
which are laid out in the
County’s Master Rates
Bylaw.
The developer or applicant
must enter a road
development agreement
and may be required to
engage the services of a
professional engineer to
undertake the subject
project.
The Road Development
Agreement will outline
the developer/contractor’s
responsibility and
may be attached to title
by caveat.
Based on the assessment
and consultation
with the CAO, the county
may require the applicant
to provide a road
engineering report on
top of the other
agreement.
In it, the report must
contain full costs estimates
for construction,
possibly engineering/
geophysical/geotechnical
reports, survey
reports, design plans and
road profiles, identification
of gas line crossings
– high and low pressure,
ECA REVIEW HANNA/CORONATION/STETTLER, AB MARCH 21'19 19
Know our options
Cont’d from Pg 6
Is this too harsh? It would be if there
wasn’t already a long history of failed
‘reform’ movements.
Also, to change the Canadian constitution
still requires the agreement of
most, if not all, of the provinces of
Canada.
Remember ‘Meech Lake’, and that’s
if the other provinces even want to go
through that again.
We don’t even want to go through
that distinct non-sense again.
So what are Albertans to do?
Are we going to continue to pay
more than our fair share, through
equalization and transfer payments,
while waiting for federal government
permission to maintain our standard
of living?
When our Alberta premier, whoever
it is, negotiates with Canada, are they
‘Canadian’ first or ‘Albertan’ first?
And if our premier is Canadian first,
which every Alberta premier,
including Lougheed, Klein, and
Notley, has been then is not that ‘negotiation’
merely a ‘capitulation’
(surrender)?
Of course it is because Canada
knows that we Albertans are not considering
any other options. And until
we Albertans do so, Canada will have
its way with us.
We have options when we buy a
Salute to Agriculture
/ Farm Safety
house or look for a job.
Certainly you look at more than one
house before you buy.
Any good negotiator will tell you
that there is no negotiation unless
each party has options, otherwise
there is nothing to negotiate. There is
only a surrender.
You might loudly protest but you
will still comply because you ‘know of
no other options’. And that is just what
every Alberta premier has done.
So the first step in any negotiation is
to know our options.
Here are eight options for Albertans
to ponder:
1.) Stay within Canada.
2.) Form a new nation with British
Columbia.
3.) Join the United States of
America.
4.) Form a new nation with
Saskatchewan.
5.) Form a new nation with British
Columbia and Saskatchewan.
6.) Form a new nation British
Columbia, Saskatchewan and
Manitoba.
7.) Open negotiations simultaneously
with all parties.
8.) Form an independent Albertan
nation.
Smear campaign unjustified
Cont’d from Pg 6
As a result, David was so stressed
from the legal wrangling that he
couldn’t sleep and died at age 62 of a
heart attack.
The Act gave the Hansen’s no constitutional
or legal right to private
property.
The UCP is correctly using this situation
as an example of an egregious
case of trampling on private property
rights.
The Hanson’s have been legally
abused in court by successive provincial
governments for 35 years and it
still isn’t settled.
The UCP haven’t made the link that
it is the Special Areas Act that is and
was the cause of the Hansen’s situation
and other similar situations in the
Special Areas.
Our MLA, Rick Strankman, has
been accused of trying to destroy the
Special Areas.
What he has been trying to do is
have changes made that would give
the residents of the area property
rights.
Special Areas No. 1 was the area
around Medicine Hat, so what was
part of that Special Area is now rural
municipal districts
and they have property
rights with
elected councils to
administer their
own affairs.
The remaining
Special Areas has
matured and developed
to the point
now that they could
be converted into a
rural municipal district
similar to the
County of
Paintearth where I live.
The broad smear campaign that is
going on in the Drumheller-Stettler
constituency is unjustified when all
the MLA has been trying to do is
secure the same property rights for
those residents that the rest of us in
rural Alberta enjoy.
Felt a sense of community
Cont’d from Pg 1
The highest number
of immigrants ever
recorded was in 1913,
when more than
400,000 immigrants
arrived in the country.
Because of these hurdles,
the St. Michael’s
Manfred (Hungarian)
Society felt the plaque
was a great way to
show their pride for
their country and roots
that have taken place
in the west.
It started as a conversation
between Barry
Stotts, an organizer of
the event, and Doug
Orom after they had
finished conducting
odd jobs around the
cemetery when a
person was spotted
viewing some of the
headstones.
It turned out to be
Julianna Stein from
the Manfred Society.
The society had been
in contact with the
Embassy of Hungary
and the Canadian-
Hungarian Heritage
Council to erect
plaques in various
places across Canada
to honour Hungarian
settlers of the past.
Stein visited four
times over the course
of three years to understand
the layout and
later create the plaque
with her husband.
The announcement
was made in January,
setting the date for the
ceremony. This information
was quickly
spread online,
increasing excitement
and attendance.
“We had responses
from some people like
the Mraz’s who donated
their land. A lot of the
cousins – they all sort
of came [like the]
Kerik’s, Orom’s,
Filinger’s, Mraz’s… so
it just kept on going,”
said Stotts.
Stotts displayed
heartfelt tears of joy by
the sight of how many
had arrived for the special
occasion.
“I’m just overwhelmed.
We expected
20. It just kept on going
and I think the thing
that got me – why I am
overwhelmed is that
there are so many
cousins. It’s become a
family reunion. That’s
an interesting thing to
know. They all share
and meet other people
so it is good,” said
Stotts.
“We expected 20 and
we had 92 relatives that
said that they were
coming and I think
that there was probably
100 coming that were
here. So it was really
something meant to
honour the Hungarian
settlers and the people
who have settled this
land. They worked
hard for it.”
The plaque, which is
now installed on the
obelisk at the entrance
of the cemetery, says:
‘We are honoured to
pay tribute to the first
Hungarian settlers
who arrived in this
country in 1894 and
those who followed in
later years. Their
legacy has been a great
contribution to the success
of Alberta and
Canada.’
First of the
Hungarian settlers
came to the area primarily
from the
County of Tolna,
Dunafoldvar vicinity,
and Fejer County.
The Meister family
first arrived in 1894 followed
by the Mraz
family in 1895. Later,
the Öröm, Dubics
(Dubitz), Kerék (Kerik),
Pulai (Pullay) Gallai,
Tóth, Pék, Pintér,
Fillinger, Földi, Rózsa,
Fazekas and Csire
(Cire) families arrived,
all of which had an
average of four to six
children.
For many years, the
idea of a church dedicated
to their religion
was not realistic so,
instead, the families
would gather at the
Kerik’s where Father
Beillevaire, the
Catholic pastor of the
region gave service and
counselling
occasionally.
In 1909, Janos (John)
Mraz Jr. offered up five
acres of his own land to
aid in the construction
of a church and
cemetery.
The next year the St.
Michael’s Catholic
Church and cemetery
were created with the
help of many local families
including four
non-Hungarian
Catholic families by
donation and other
means.
It became the first
Catholic church of the
region and the only
Hungarian chapel
A number of people who attended the plaque dedication
ceremony also visited the 65-year-old church at the top of
the hill near the cemetery as it was opened for the special
occasion. The St. Michael’s Manfred Society is planning on
demolishing the structure sometime this year.
Catholic Church circa 1910.
within Alberta at the
time.
This centre became
the pinnacle for
community.
“I think that because
of the strong work ethic
that they brought here,
it seems like all of the
families work together
and there was a lot of
visiting,” said Stotts.
“There was a lot of
community functions
when the church was
going and they would
travel a long distance
just to get there. They
felt a real sense of community
and are
wanting to keep their
heritage alive in the
community.”
Istvan Dubics
(Stephen Dubitz) and
his wife offered a two
metre high stone crucifix
that stood in front
of the original church.
It was later moved to
the cemetery to continue
showing the
proud heritage of the
Bashaw area.
In 1935, the steeple
was severely damaged
after a major thunderstorm
so a wooden
cross took its place
until the church underwent
renovations and
reconstruction.
The new church was
built over the course of
1955 and 1956 after the
original building
started showing signs
of wear. The major
overhaul on the
building included the
installation of a
modern heating system
and electrical wiring.
Stotts did mention
this church will soon
be demolished as many
years of wear have
taken a toll on the
building, especially the
foundation.
Despite this, the
society wants to continue
beautification of
the cemetery itself by
re-fencing, adding
trees, and adding adequate
parking among
other projects.
Due to the larger
church situated in
Bashaw, the rural
church became obsolete.
In 1975, it was
announced by the
Catholic diocese it will
officially close because
of the lack of parishioners
who were taking
advantage of the larger
centre for prayer.
The doors of the
facility stayed open
until the mid-80s for
anyone who wished to
have a moment but
because of the disappearance
of several
valuable relics and religious
items, a padlock
was added to the main
doors, keeping it shut.
As for the Hungarian
Society, its history
begins in 1951.
The Manfred club as
it was called was
formed to mainly take
care of the ageing
infrastructure but
after the closure of the
chapel, it was reorganized
in 1994 as the St.
Michael’s Manfred
(Hungarian) that
focuses on the maintenance
of the cemetery.
