the hardships many Hungarian settlers<br />

faced like the harsh Canadian<br />

winters in sod houses constructed<br />

from the native land they had acquired<br />

through government incentive.<br />

The Canadian government offered<br />

160 acres of uncultivated land to<br />

encourage immigration and development<br />

in Western Canada.<br />

Hungarian locals and visitors of the Bashaw, Ab. area gathered in traditional song to commemorate the implementation of a new plaque that<br />

honours the Hungarian settlers who homesteaded in the area on Sun. March 17. The plaque was installed at the St. Michael’s Roman Catholic<br />

Cemetery west of Bashaw. Approximately 100 people attended the event including Hungarian dignitaries and others who came to visit Canada<br />

for this special occasion. The 65-year-old Catholic Church perched on the hill southwest of the cemetery was also open for visitors to explore.<br />

A new piece of Delburne’s history<br />

took place as the Delburne Medical<br />

Centre held its grand opening on Fri.<br />

March 8, <strong><strong>20</strong>19</strong>, which was attended by a<br />

number of civic dignitaries, the medical<br />

team, the Pharmasave team, as<br />

well as many from the public.<br />

It was historic because the Village of<br />

Delburne has never provided this professional<br />

service to the area before.<br />

The ceremony kicked off with the<br />

mayor of Delburne, Bill Chandler welcoming<br />

everyone followed by several<br />

short speeches.<br />

“This facility is fulfilling a community<br />

need. It was a year ago this month<br />

that we put shovels in the ground,”<br />

said Andrew Anderson of Anderson<br />

Consulting.<br />

“It’s great to see this facility in rural<br />

Alberta,” added MLA Devon Dreeshen,<br />

Innisfail-Sylvan Lake Constituency.<br />

“It’s an exciting addition [that is]<br />

greatly needed.”<br />

Ribbon cutting ceremonies followed<br />

for both the medical centre and the<br />

pharmacy.<br />

Dr. Muti Kauchali, the individual<br />

who spearheaded the project, hosted<br />

tours to all who wished to see the new<br />

facility.<br />

Joe Brown, a local resident commented,<br />

“It’s great to have such a great<br />

service locally.”<br />

At the March 12 meeting, Delburne<br />

council passed a motion that approved<br />

the Amended MSI Agreement with the<br />

Provincial Government under the<br />

Municipal Sustainability Initiative<br />

(MSI) that would see the municipality<br />

receive both operating and capital<br />

funding extended through to March 31,<br />

<strong>20</strong>22.<br />

Last year the village received<br />

$219,233 in capital funding.<br />

Village Chief Administrative Officer<br />

(CAO) Karen Fegan declined to provide<br />

the amounts the village is expected to<br />

receive.<br />

Discussion continued on the proposed<br />

update of the village website.<br />

“I’m wondering if we should do a<br />

fire hydrant program?,” questioned<br />

Coun. Vickey Horkoff.<br />

Kulyk confirmed that a program<br />

under operating is budgeted for two<br />

new fire hydrants a year and “is anywhere<br />

between $10,000 and I think it<br />

was $30,000 last year,” said Kulyk.<br />

“We need to start replacing those<br />

olds ones,” said Horkoff.<br />

“And just get it all done,” Coun.<br />

Jackie Brigley added.<br />

“You could do it as a major capital<br />

replacement,” offered Kulyk.<br />

There are 52 or 53 fire hydrants in<br />

the town confirmed Kulyk.<br />

“You can certainly change your<br />

allocations in reserves at anytime,”<br />

said CAO Kulyk, “so if you want to<br />

revisit it later on in the year you certainly<br />

can.”<br />

Council will also consider Deputy<br />

Mayor Ron Checkel’s question, “Do we<br />

want to look at starting to run fibre<br />

optics to everything in town?”<br />

“Start building a fund, that would<br />

be a good idea,” said Kulyk.<br />

Broadband<br />

Council discussed the government’s<br />

priority to have all small communities<br />

with broadband access.<br />

“They [provincial government] have<br />

made it a priority,” said Coun. Cook,<br />

“they just haven’t put money as a priority<br />

yet.”<br />

“BRAED [Battle River Alliance for<br />

Economic Development] has done a<br />

research project on a viable broadband<br />

for us,” said Cook, “and through all<br />

the research they have done, they’re<br />

saying the government is going to have<br />

to be our partner to bring broadband<br />

in. The communities aren’t going to be<br />

able to afford it.<br />

“They’ve [government] made it a priority,<br />

they just haven’t financially<br />

made it a priority,” concluded Cook.<br />

Council had heard at their last<br />

meeting from councillors Horkoff and<br />

Brigley, who had attended a group<br />

meeting with Castor and County councillors,<br />

that determined costs to get<br />

fibre optics into the communities<br />

would be “$3.2 million for this whole<br />

region” and that would not include getting<br />

fibre optics into each household.<br />

In the Bylaw Officer’s report, it<br />

noted 2.75 hours accumulated on three<br />

snow complaints.<br />

Sandy Jackson has concluded a 39<br />

year career with the Town of Castor.<br />

She originally began as Assistant<br />

Chief Administrative Officer (CAO)<br />

and then transitioned into CAO ten<br />

years ago.<br />

Jackson began her career with the<br />

town almost immediately after finishing<br />

her studies at Reeves College in<br />

Red Deer.<br />

She studied to be in paralegal<br />

administration but fate had other<br />

plans.<br />

“It just so happened that I was just<br />

finishing and so I got this job. The<br />

timing was perfect,” she said.<br />

Over the years, Jackson has seen it<br />

all, including the change in town office<br />

buildings and community hall.<br />

The previous office building is<br />

located next to the current facility but<br />

was very close quarters as the fire<br />

hall, two administrators, and public<br />

works were sharing the space for a<br />

short time.<br />

“It was a little crowded,” she said.<br />

Then the County built their new<br />

building near Highway 12 in <strong>20</strong>10,<br />

allowing the town an opportunity to<br />

take over the building.<br />

Now, most of the offices are utilized.<br />

“The biggest change from when I<br />

started was that we had one electric<br />

typewriter – no computers. There’s<br />

just a big NCR posting machine that<br />

we did all the utility bills by hand and<br />

everything by hand which balanced<br />

everything. Like all of our financial<br />

ledgers were balanced by calculating<br />

so we went from that to computers and<br />

I think we brought those in 1984.<br />

However, there is far more paperwork<br />

now than there was back in 1980,” said<br />

Jackson.<br />

As for council, the veteran CAO has<br />

seen turnover of 14 different councils<br />

altogether.<br />

Her favourite part of being CAO<br />

with the town was the various beautification<br />

projects including<br />

horticulture, the pathways connected<br />

throughout the park and the recently<br />

constructed Community Centre.<br />

“The anticipation of knowing that<br />

something is not going to go well and<br />

you better be prepared because some<br />

people aren’t going to be happy,” she<br />

said. “That to me is one of the more<br />

Jackson now has time to spend<br />

tending to her garden, travelling, and<br />

volunteering thanks to retirement.<br />

One of the things, she is looking forward<br />

to is dedicating more time to the<br />

Castor Legion for a special World War<br />

1 and World War 2 mural of the fallen<br />

soldiers.<br />

“All together there are 39 fallen soldiers<br />

between World War 1 and 2 and<br />

we have been getting plaques with<br />

their pictures and we are hanging<br />

them in the Legion,” she said.<br />

She also teaches Aquafit in the<br />

summer months, a passion of hers for<br />

the past 13 years.<br />

As for winter activities, she will<br />

follow many snowbirds south to vacation<br />

and soak in the sun rays.<br />

Taking her place is Christopher<br />

Robblee, a skilled man in both the<br />

public and private sector with multiple<br />

years of education and experience to<br />

add to the town.<br />

“I know the staff that is here right<br />

now are all good. They are young.<br />

They’re going to do really well and I<br />

think the town is in really good hands,<br />

both council and staff,” said Jackson.<br />

“He and I are different but what I think<br />

Dragons season closes<br />

With a nail biting five-game series<br />

between the Drumheller Dragons and<br />

Canmore Eagles Junior A Hockey<br />

teams, the Dragon’s season has come to<br />

an abrupt end.<br />

On Wed. Mar. 13, the Dragons hosted<br />

the Eagles in front of a full house of<br />

spectators.<br />

Leading up the intense evening, the<br />

hometown team consisting of players<br />

from all over Western Canada began<br />

the beginning of playoffs at home on<br />

Thur. March 7. The Eagles won 2 – 1 in<br />

overtime.<br />

Game 2 was also held at the<br />

Drumheller Memorial Arena the next<br />

night. The Dragons bounced back<br />

scoring 3 – 2.<br />

Back at the Canmore Recreation<br />

Centre, Game 3 showed intense spirit<br />

from both sides as both had scored four<br />

goals by the time the third period clock<br />

timed out. In overtime, the Dragons<br />

prevailed, scoring the fifth and final<br />

goal of the night.<br />

SPORTS<br />

Game 4 took place on Mon. March 11<br />

in Canmore. The Eagles were able to<br />

take two points off the Dragons, leaving<br />

the game 2 – 1.<br />

The back and forth matches led to a<br />

rowdy crowd on Wed. March 13 for the<br />

determining round of play.<br />

For two periods, neither team scored<br />

on net.<br />

The Third period vibe changed when<br />

the Dragons broke the dry spell at 5:44<br />

on the power play thanks to Brady Risk<br />

who was assisted by Derrick Budz.<br />

Less than 10 minutes later, the Eagles<br />

fought back, tying the score 1 – 1 at<br />

14:29.<br />

Not even <strong>20</strong> seconds later, a stunned<br />

audience watched as the Eagles scored a<br />

second time, which eventually sealed<br />

the Dragon’s fate.<br />

The team has six players moving on<br />

to higher ranking hockey teams. They<br />

finished third in the regular season<br />

after accumulating 78 points behind the<br />

Brooks Bandits and Okotoks Oilers.<br />

The Eagles, winners of the series,<br />

have advanced to round two against the<br />

Brooks Bandits.<br />

Bantam Jets win big<br />

On March 12 at the Servus Sports<br />

Center in Lloydminster, the Bantam<br />

Jets won their league banner against<br />

the Lloydminster Bantam 3 in a close<br />

game ending in a score of 4-3. This<br />

year’s Bantam Jets are a combination<br />

of Chauvin, Edgerton, Czar,<br />

Hughenden, Wainwright and Hardisty<br />

players, and with only 12 skaters and<br />

one goalie, they have been a close-knit<br />

and hard-working group all year. As<br />

all of these towns came together to<br />

make one team, the year went really<br />

well.<br />

“It was a good year, we played good<br />

for the most part,” said Jets player Izak<br />

Fisher. So well, in fact, that the team<br />

only lost two games in the entire regular<br />

season.<br />

In the playoffs, the Jets triumphed<br />

over Wainwright in two games in<br />

February, bringing them to this final<br />

series against the third of five<br />

Lloydminster Bantam teams. The<br />

first game of the final series was<br />

played in Chauvin on February 26,<br />

with the Jets taking a 6-3 victory.<br />

Then in a hard-fought game on March<br />

2, the Jets were down by two going<br />

into the third period, and they managed<br />

to pull out the win in the end.<br />

“The offence was a little low but the<br />

goalie played good,” said Jets fan<br />

Hayden McQuaid, when asked for his<br />

thoughts on the Jets performance in<br />

the final game. And as the goalie on<br />

this team, this author would have to<br />

agree with him. It felt nice to get a<br />

reward for all of our hard work.<br />

came five months after the same model<br />

nosedived in Indonesia killing 189.<br />

China, the country of few human<br />

rights and safety regulations, immediately<br />

grounded the planes as did<br />

virtually everyone else.<br />

Transport Canada was very slow to<br />

take the 737 Max out of service, likely<br />

because it will hurt the profit margins<br />

of Canadian airlines, especially Air<br />

Canada. Not surprisingly, the United<br />

States was last to respond.<br />

After the second crash, Boeing CEO<br />

Dennis Muilenburg called President<br />

Trump to assure him that their planes<br />

were safe.<br />

This particular series employs<br />

12,000 direct employees in Washington<br />

State plus thousands upon thousands<br />

of spinoff jobs. To them profits were<br />

paramount and safety was secondary.<br />

With the majority of deaths in these<br />

crashes being browns, blacks and from<br />

‘shithole’ countries” (as described by<br />

Trump), there was even less incentive<br />

for Trump to care about the dead.<br />

But there is more to the story than<br />

just Donald Trump. Libertarians and<br />

political parties on the right have been<br />

routinely weakening regulations and<br />

undermining the role of regulators<br />

since the 1980s.<br />

The reluctance for the United States<br />

government to err on the side of safety<br />

rather than corporate profits is the<br />

eventual outcome of watered down<br />

regulations, industry self-compliance<br />

and weak oversight agencies.<br />

agency (Trump never named a<br />

director), seriously underfunded, lacks<br />

experts to monitor corporations for<br />

safety compliance and rely solely on<br />

manufacturers to test and approve<br />

new aircrafts.<br />

The few experts remaining at the<br />

FAA routinely rotate between industry<br />

jobs and the FAA making the compliance<br />

organization a prostitute to<br />

industry or a toothless imposter. It was<br />

rather telling that the black boxes were<br />

sent to France to be analyzed, not the<br />

FAA.<br />

On this file, Trump and Muilenburg<br />

misread the safety concerns. Pilots<br />

from first world countries, too, had<br />

been expressing concerns about software<br />

flaws in the Boeing 737 Max<br />

series and poor training. First-world<br />

passengers were as fearful to board a<br />

Boeing 737 Max as those from ‘shit<br />

hole’ countries.<br />

Without trustworthy regulators,<br />

consumers lose trust, economic<br />

growth suffers and unfortunately<br />

lives are needlessly lost, or land, air<br />

and water are comprised or ruined<br />

permanently.<br />

We live the same thing in Alberta<br />

where the relationship between<br />

Conservative governments, the oil and<br />

gas industry, the Energy Resources<br />

Conservation Board and the Alberta<br />

Energy Regulators has led to public<br />

distrust. As regulations and oversight<br />

softened or disappeared, industry<br />

spent less money on pipeline maintenance,<br />

was quite irresponsible on a<br />

number of significant pipeline ruptures<br />

and more often than not pushed<br />

landowners to fear for their property<br />

rights.<br />

Protests and lawsuits happen when<br />

people feel there are no other options.<br />

Separation of power (industry and regulators)<br />

and checks and balances are<br />

absolutely critical for trust. Fair and<br />

reasonable regulations, compliance,<br />

independent oversight, restitution and<br />

appropriate penalties all build trust.<br />

Even though pipelines are the safest<br />

method to transport oil, in both<br />

Canada and the United States, their<br />

construction now garners unbelievable<br />

pushback.<br />

I often wonder if governments had<br />

not ceded their powers and become<br />

puppets of industry, would Boeing and<br />

our oil industry be enjoying better<br />

times?<br />

Albertans need options<br />

Dear Editor,<br />

It is abundantly clear that Albertans<br />

currently have little to no say about<br />

“equalization”, “transfer payments”,<br />

“pipeline progress” and “carbon<br />

taxes”. Why?<br />

The Canadian federal government<br />

which is controlled by voters in south<br />

central Canada, possesses the power in<br />

the constitution to do those things.<br />

If you want any or all of those things<br />

to change, then Albertans need options<br />

that do not include the Canadian federal<br />

government or Canada for that<br />

matter.<br />

Property rights<br />

The United Conservative Party<br />

(UCP) has recently come up with an<br />

eight point plan that is supposed to<br />

restore property rights to us in<br />

Alberta.<br />

This initiative is on the right track<br />

and long overdue but it has some<br />

glaring omissions, which I will try to<br />

highlight.<br />

The real problem<br />

with trying to instill<br />

property rights in Alberta<br />

is the bureaucracy.<br />

Having a plan and getting it into<br />

approved legislation will not be easy.<br />

Years ago I can remember attending<br />

PC conventions at which we presented<br />

well thought out resolutions on property<br />

rights to the meeting that were<br />

debated and passed.<br />

Well, that always seemed to be the<br />

last we heard of them.<br />

During the Stelmach years, the government<br />

passed four acts that actually<br />

removed property rights. Those were<br />

bills 19, 24, 36 and 50.<br />

Bill 50 was repealed a few years ago<br />

so it is no longer an issue.<br />

The most egregious of those bills was<br />

section 11 in Bill 36.<br />

If I remember right it gave the government<br />

the right to confiscate or<br />

change the use of land from corporations<br />

and/or individuals alike.<br />

The real problem with trying to<br />

instill property rights in Alberta is the<br />

bureaucracy.<br />

By instilling property rights, it<br />

removes power from the bureaucrats<br />

so they will strenuously oppose it.<br />

That is why our property rights resolutions<br />

never got to first base.<br />

Those iniquitous bills were passed,<br />

I think over 10 years ago, and gave<br />

civil servants tremendous power over<br />

property in Alberta.<br />

The glaring omission in the UCP<br />

property rights plan is that it does not<br />

mention doing anything about those<br />

bills.<br />

They need to be repealed or seriously<br />

revamped so that property<br />

owners and the lessees have control of<br />

that property again.<br />

The other issue with that plan is the<br />

Special Areas Act.<br />

This Act gives the Municipal<br />

Minister absolute dictatorial power<br />

over property in a large area of Alberta<br />

since it was passed in 1938.<br />

The board that administers the Act<br />

is approved by the minister and is<br />

responsible to the minister, not to the<br />

residents who live in the area.<br />

In 1980, David and Linda Hansen<br />

bought a ranch near Cessford, Ab. that<br />

had a small dam on it.<br />

A year or two later the government<br />

wanted the dam and adjacent lands for<br />

an irrigation project.<br />

They determined that the dam had<br />

no value and so the Hansen’s refused<br />

access.<br />

The Hansen’s spent $100,000 on legal<br />

fees and the government spent<br />

$1,000,000 dollars.<br />

SAND AND GRAVEL OPERATORS in the County of Stettler:<br />

1. Community Aggregate Payment Levy Bylaw - a bylaw that will impose a<br />

per tonne charge to all sand and gravel operations in the County. The levy would<br />

be used for continued maintenance and infrastructure.<br />

2. Reclamation Rate Policy - a policy that will establish the criteria and<br />

a rate for reclamation costs associated with Sand, Gravel and Surface Mineral<br />

Extraction operations encompassing a maximum area of 5 hectares (12 acres).<br />

The County wishes to consult with all interested and gather input from affected<br />

parties.<br />

In the coin toss of life, Bruce and Gisele<br />

Dickson of Black Diamond, Ab. decided that<br />

helping STARS was better than being a snowbird.<br />

That’s why Bruce was in the Drumheller<br />

Hospital and Gisele at the Three Hills Hospital on<br />

March 15, <strong><strong>20</strong>19</strong> representing STARS Air<br />

Ambulance.<br />

“Bruce and I sell STARS calendars around the<br />

province for eight months,” said Mrs. Dickson,<br />

“and during snowbird season [we] do hospital<br />

meet and greets.”<br />

In <strong>20</strong>18, the couple took their friend-making<br />

and awareness tour to more than 80 mostly rural<br />

hospitals. Last week, they were in Taber,<br />

Raymond, Brooks, Bassano, Hanna, Oyen, Three<br />

Hills, and Drumheller.<br />

In the Three Hills Hospital lobby, Dickson sold<br />

STARS clothing, calendars, and toys, greeted<br />

hospital visitors and staff, thanked donors for<br />

their support, answered questions and demonstrated<br />

what she says about herself:<br />

“I’ve been helping STARS for 17 years and I’m<br />

still passionate about their work. It is an honour<br />

to be associated with them.”<br />

The STARS Air Ambulance started in 1985,<br />

operates 11 planes across western Canada, and<br />

conducted nearly 1,400 missions from its three<br />

Alberta bases last year.

Armed robbers apprehended<br />

Bashaw and Innisfail RCMP have<br />

charged two males with three separate<br />

armed robberies in the Bashaw and<br />

Innisfail, Ab., areas.<br />

On March 9, <strong><strong>20</strong>19</strong>, at about 4:35 p.m.,<br />

Bashaw RCMP responded to an armed<br />

robbery at the Whistle Stop Gas<br />

Station near Mirror, Ab.<br />

On March 10 at about 1:40 p.m.,<br />

Innisfail RCMP responded to an<br />

armed robbery at the Fas Gas in Pine<br />

Lake, Ab.<br />

On March 11 at about 9:10 p.m.,<br />

Bashaw RCMP responded to an armed<br />

robbery at the BugTussel Bar in Alix,<br />

Ab.<br />

At approximately 10 p.m., shortly<br />

after the robbery in Alix, Red Deer<br />

City RCMP intercepted the suspect<br />

vehicle placing the adult male passenger<br />

under arrest.<br />

The adult male driver was arrested<br />

after a short foot chase.<br />

Garnet Lawrence Benn (55) and<br />

Ryan Wraight (37) , both of Red Deer,<br />

Ab. has been charged with several<br />

firearm charges, uttering threats and<br />

possession of stolen property under<br />

$5,000.<br />

Both had been remanded into custody.<br />

As these matters are now before<br />

the court, no further details will be<br />

available.<br />

Copper wire and fuel thefts<br />

Killam and Viking RCMP<br />

responded to a break and enter in<br />

progress at an oil field site in Flagstaff<br />

County on March 6, <strong><strong>20</strong>19</strong> at 6:53 p.m.<br />

Two males were arrested following<br />

a search in an open field for a White<br />

Dodge truck.<br />

The arrest would not have been possible<br />

without the assistance of three<br />

Flagstaff County locals.<br />

Gregory Bader, 41, of Red Deer,was<br />

charged with three counts of break<br />

and enter to commit, five counts of<br />

mischief over $5000, one count of theft<br />

over $5000, one count of theft under<br />

$5000, two attempted thefts, one count<br />

of possessing break-in instruments,<br />

one count of prowling at a dwelling<br />

house, five counts of breaching conditions<br />

of his recognizance, one count of<br />

breach of probation order and five<br />

counts for trespassing.<br />

Fernando Barrett, 41, of Grande<br />

Prairie was charged with one count of<br />

breaking and entering with intent to<br />

commit an indictable offence, one count<br />

of possessing break-in instruments for<br />

the purpose of committing and indictable<br />

offence, one count of trespassing<br />

and three counts of breaching conditions<br />

of his recognizance.<br />

Both suspects were held for a bail<br />

hearing and remanded to custody<br />

shortly thereafter.<br />

The white Dodge Ram had been the<br />

subject of many complaints from Jan.<br />

11, <strong><strong>20</strong>19</strong> until March 6, <strong><strong>20</strong>19</strong> for causing<br />

damages, stealing fuel and stealing<br />

copper wire at four different locations<br />

involving oil lease sites and business<br />

and residence.<br />

Furthermore, the subjects also<br />

attempted to steal fuel at a residence<br />

and completed the offence of fuel theft at<br />

a business.<br />

The estimated value of damages<br />

caused is between $100,000 to $<strong>20</strong>0,000.<br />

The arrest of these two individuals<br />

would not have been possible without<br />

all of the public’s tips, calls of suspicious<br />

activity and assistance in apprehending<br />

them safely.<br />

Fatal collision near Daysland<br />

On March 10, <strong><strong>20</strong>19</strong>, at 8:30 a.m., Killam<br />

RCMP responded to a two vehicle collision<br />

at the intersection of Highway 13<br />

and Highway 855, just east of Daysland.<br />

An SUV was travelling southbound<br />

on Highway 855 when it turned west<br />

onto Highway 13 and collided with a<br />

eastbound truck and horse trailer.<br />

The lone 83-year old female from<br />

Flagstaff County, Alberta and lone<br />

occupant of the SUV was pronounced<br />

deceased on scene.<br />

The two occupants of the eastbound<br />

truck suffered minor injuries. The<br />

council received the Churchill Water<br />

System Rehabilitation Report.<br />

With this report they decided to<br />

direct administration to draft letters to<br />

existing Churchill users, outlining the<br />

details of the project.<br />

The rehabilitation of the Churchill<br />

Water System is meant to allow all current<br />

users of the system to receive a<br />

more consistent, reliable service.<br />

Existing users of the Water System<br />

will be required to have their service<br />

connection retrofitted with flow control<br />

and pressure regulation to<br />

conform with new engineered designs.<br />

These retrofits will be performed by<br />

It is with deep sadness that the<br />

family of Edwin Miller announces his<br />

passing on Mar. 11, <strong><strong>20</strong>19</strong> at the age of 76.<br />

Edwin passed away from a long health<br />

battle in the Red Deer Regional<br />

Hospital.<br />

Edwin was born in Prelate, Sk. to<br />

Peter and Margaret Miller on<br />

June 9, 1942.<br />

Edwin had four siblings:<br />

Tony (deceased), Raymond,<br />

Donald (Gail) and Rose.<br />

Edwin grew up on the family<br />

farm and went to school in Fox<br />

Valley, Sk.<br />

He married Iris Hunter in<br />

1964 and together they had five<br />

children: Sheila (Tim), Stuart<br />

(Kathy), Sharon, Sandra<br />

Miller<br />

(Kevin) and Sheldon.<br />

Soon his family grew with<br />

seven grandchildren: David, Amber,<br />

Carrie, Ryan, Sarah, Mathew, and<br />

Kali; and six great-grandchildren:<br />

Kaden, Henery, Everet, Greyson,<br />

Violet, and Sophia.<br />

After the<br />

passing of his<br />

wife Iris in 1992,<br />

Dad met and married<br />

Charlotte<br />

Scheur in 1995.<br />

showcase to share their passion for the<br />

industry.<br />

One of the many benefits that come<br />

from this interactive experience is an<br />

increase in sales as well as an opportunity<br />

to educate the public on where<br />

and how their food is produced in<br />

Canada.<br />

up 30 per cent<br />

from the year<br />

For Lazy Bee<br />

Farms in Irma,<br />

Ab., the business echoed that success<br />

in sales in part with the provincial<br />

event.<br />

The Honey Bee Farm became operational<br />

in <strong>20</strong>04 by brothers Bevan, Kent<br />

and Trevor Ford after they helped<br />

their uncle start his own bee farm<br />

which sparked their interest.<br />

It acted as a way to diversify the<br />

farm from beef cattle and grain.<br />

In <strong>20</strong>12, their excess product was put<br />

to good use as each of the brother’s<br />

wives began Simply Bee, a branch of<br />

the company that specializes in natural<br />

ingredient products and beeswax<br />

production.<br />

Jennifer, Tanya, and Meeghan Ford<br />

started this venture by making<br />

beeswax candles and lip balm which<br />

has since expanded into other products<br />

like soap and body products.<br />

“It’s great because the wax is something<br />

they don’t use obviously but I<br />

mean they can sell it but we thought<br />

we could incorporate that and make<br />

something from it too,” said Jennifer<br />

Ford.<br />

Approximately four years ago, the<br />

Ford brothers built a new shop for<br />

their operation, which the ladies<br />

requested a space for their portion of<br />

the business.<br />

“Prior to that we were making soap<br />

in my sister-in-law’s house and<br />

beeswax candles in my house so we<br />

had a small area in there where we<br />

make our products and then we have a<br />

small storefront in there too,” said<br />

Jennifer. “We have people who call us<br />

by appointment to come and look. For<br />

Open Farm Days, for instance, we<br />

have that storefront there so people<br />

can buy products when they are visiting<br />

the farm.”<br />

The farm got involved in Open Farm<br />

Days after a neighbouring farm<br />

approached them to also apply so that<br />

more people would visit the area.<br />

“We actually had great success that<br />

year. I think for the last three years<br />

that we have done it we have had like<br />

<strong>20</strong>0 to 250 people come out which I<br />

think is a really good number in our<br />

area.”<br />

Advertising both online and locally<br />

were the key to gaining traction.<br />

“We found it’s a good way for exposure<br />

for us but we also find that it’s a<br />

good way for us to give back to our<br />

community too. We do have locals<br />

come but every year we seem to have<br />

people come from farther away too<br />

which is nice,” said Jennifer.<br />

Throughout the day, employees give<br />

tours of the honey making facility<br />

including the extractor, storage areas,<br />

and hot room.<br />

The overall year-over-year growth<br />

of Open Farm Days highlights ag-tourism’s<br />

continued potential to diversify<br />

School Playground Project<br />

Friends of the Coronation School<br />

Playground Project approached<br />

council in December <strong>20</strong>18 looking for<br />

financial support of $7,500 which<br />

would be funded out of the operating<br />

budget.<br />

The county provided a letter of<br />

support for the project at the time so<br />

they could look at the project closer<br />

during budget season to determine if<br />

they want to provide financial aid.<br />

Coronation School’s playground<br />

was recently removed due to infrastructure<br />

that was no longer accepted<br />

by regulation standards.<br />

“The school board just kind of<br />

came in one day and nobody even<br />

knew and took pretty much everything,<br />

even the swingset, so the kids<br />

really have nothing. I don’t think the<br />

principal even knew they were<br />

coming,” said Coun. Diane Elliott.<br />

She mentioned how the group has<br />

been constantly fundraising but that<br />

“they are struggling.”<br />

So far they have obtained $35,000 but<br />

have a steep climb to reach their goal<br />

of $185,000.<br />

In the past, council has provided pea<br />

gravel as well as some money to the<br />

Brownfield playground, about four<br />

years ago.<br />

The state of the Castor School playground<br />

was also brought up,<br />

prompting council to think more thoroughly<br />

about<br />

The county had<br />

budgeted for<br />

$1,131,905 to be<br />

transferred to<br />

restricted surplus<br />

for future capital<br />

requirements but<br />

the excess has<br />

arisen from a<br />

quiet winter<br />

which decreased<br />

the need for snow<br />

removal, less<br />

gravel required<br />

for road gravelling,<br />

a decrease<br />

in the amount of<br />

contracted<br />

mulching services,<br />

and a<br />

decrease in the<br />

amount of equipment<br />

repairs<br />

required from <strong>20</strong>17.<br />

Council commended administration<br />

on their hard work surrounding<br />

the surplus.<br />

Administration did have some<br />

suggestions as to where the surge in<br />

funds should go including their<br />

expected capital asset projects.<br />

They recommended $1 million be<br />

put into restricted surplus road development,<br />

$400,000 in public works<br />

buildings, $1 million in gravel land,<br />

$100,000 in subdivision development,<br />

$10,000 in bylaw vehicles, $10,000 in<br />

Brownfield Water project, and the<br />

remaining $37,924 into restricted surplus<br />

public works vehicles.<br />

With expected bridge replacements,<br />

it was also recommended that council<br />

transfers $1 million from restricted<br />

surplus operating contingency to<br />

restricted surplus road development as<br />

a separate motion.<br />

Council asked about the Brownfield<br />

Water project to which administration<br />

felt building reserve funding was necessary<br />

as the water and sewer<br />

infrastructure becomes more and<br />

more of an issue.<br />

“That’s just looking forward to the<br />

future,” said Lana Roth, director of<br />

corporate services.<br />

CAO Simpson added, “They [sewer<br />

system pipes] were put in some time<br />

ago. We know at some point we will<br />

have to replace them so we are just<br />

building reserves slowly over time to<br />

get ready for it.”<br />

The recommendations were<br />

accepted by council.<br />

2% liquid strychnine concentrate will be available for purchase starting March 21,<br />

<strong><strong>20</strong>19</strong> through the ASB for the <strong><strong>20</strong>19</strong> season.<br />

Product will be sold in 250mL bottles of concentrate at a cost of $10.50 each. One bottle<br />

will treat 1kg of grain (e.g. a 5 gallon or 12kg pail would require 12 bottles). A min.<br />

order of 6, 250mL bottles is required to a maximum of 72 (there are 24 bottles/case).<br />

PRE-ORDERS WILL NOT BE TAKEN. Pickup at the County shop will be<br />

Notice is hereby given in accordance with the provisions of Section<br />

311 of the Municipal Government Act, Statutes of Alberta, <strong>20</strong>00,<br />

Chapter M-26. The County of Paintearth No. 18 mailed Assessment<br />

Notices to all persons appearing on the Assessment Roll as of<br />

Plugging into People Power<br />

The alarm goes off, your feet hit<br />

the floor, and you flip the bathroom<br />

switch. You walk through the<br />

hallway into the kitchen, and turn<br />

on the lights. After filling the coffee<br />

pot or kettle, you plug it in, push<br />

start, and a few minutes later you<br />

have your morning brew. You grab<br />

the remote and turn on the morning<br />

news, while you unplug your<br />

phone charger. How many times a<br />

day do you use electricity? In the<br />

first few minutes of your day you<br />

flip on, plug in, turn on, and unplug<br />

from electricity without giving it a second thought. Apart<br />

from the click of a switch, the voice of an announcer on<br />

TV, or the noise of the appliances– electricity just quietly<br />

does its job.<br />

These days electricity travels quietly from pole to pole<br />

through lines strung across rural Alberta. Thirty-two Rural<br />

Electrification Associations (REA) distribute electricity<br />

across hundreds of kilometres of line to over 41,000<br />

members. Those REAs are part of a larger cooperative<br />

movement in Canada dating back to the 1840s that now<br />

includes over 9,000 co-ops in nearly every business sector<br />

imaginable.<br />

When a co-op of any kind forms, it is exciting and people<br />

are involved. But, over time, it all becomes routine, similar<br />

to flipping on the light switch. There are the annual meetings<br />

with dry financials and bylaws to vote on. Years pass,<br />

the excitement wanes, and people go back to their busy<br />

lives. Alberta REAs have gone through the same ups<br />

and downs, but the REA distribution system has quietly<br />

hummed along providing reliable and cost effective power<br />

to rural residents.<br />

Amidst that quiet reliability we noticed a worrisome trend.<br />

Some REA members don’t know they are members. Others<br />

may be aware they are members, but they have no<br />

idea what the value is apart from being able to turn on<br />

lights and appliances at will.<br />

We want to reverse that trend and you can help.<br />

Check your power bill and see if your power is distributed<br />

by an REA. If it is, call your REA to validate your member<br />

information. Add the next Annual General Meeting to your<br />

calendar and plan to attend. Contact the director who is<br />

elected to represent your area. Get involved with keeping<br />

a locally-owned business viable in your community.<br />

Active members are the people power<br />

that keeps an REA going strong.<br />

REA co-ops are owned by their members and governed<br />

by a Board of Directors elected from the membership.<br />

They rely heavily on member involvement. So we are taking<br />

to the newspaper, the radio, and social media to help<br />

spread the word. REAs are powerful co-ops with a history<br />

of energizing their members.<br />

information session with a panel of experts on Wed. March<br />

12 at Morrin School. The event gave the community a<br />

chance to speak with representatives from Alberta Health<br />

Services (AHS), the Pharmacy industry and the SADD<br />

outline the requirements<br />

for non-energy and<br />

energy related developments<br />

on an undeveloped<br />

road allowance which<br />

council readily accepted<br />

the changes.<br />

The policies state<br />

that before council<br />

approves a development<br />

to subdivide or develop a<br />

parcel of land, the applicant<br />

or developer must<br />

get an Engineering<br />

<strong>Review</strong> Assessment from<br />

the current municipal<br />

engineer with costs<br />

which are laid out in the<br />

County’s Master Rates<br />

Bylaw.<br />

The developer or applicant<br />

must enter a road<br />

development agreement<br />

and may be required to<br />

engage the services of a<br />

professional engineer to<br />

undertake the subject<br />

project.<br />

The Road Development<br />

Agreement will outline<br />

the developer/contractor’s<br />

responsibility and<br />

may be attached to title<br />

by caveat.<br />

Based on the assessment<br />

and consultation<br />

with the CAO, the county<br />

may require the applicant<br />

to provide a road<br />

Know our options<br />

Is this too harsh? It would be if there<br />

wasn’t already a long history of failed<br />

‘reform’ movements.<br />

Also, to change the Canadian constitution<br />

still requires the agreement of<br />

most, if not all, of the provinces of<br />

Canada.<br />

Remember ‘Meech Lake’, and that’s<br />

if the other provinces even want to go<br />

through that again.<br />

We don’t even want to go through<br />

that distinct non-sense again.<br />

So what are Albertans to do?<br />

Are we going to continue to pay<br />

more than our fair share, through<br />

equalization and transfer payments,<br />

while waiting for federal government<br />

permission to maintain our standard<br />

of living?<br />

When our Alberta premier, whoever<br />

it is, negotiates with Canada, are they<br />

‘Canadian’ first or ‘Albertan’ first?<br />

And if our premier is Canadian first,<br />

which every Alberta premier,<br />

including Lougheed, Klein, and<br />

Notley, has been then is not that ‘negotiation’<br />

merely a ‘capitulation’<br />

(surrender)?<br />

Of course it is because Canada<br />

knows that we Albertans are not considering<br />

any other options. And until<br />

we Albertans do so, Canada will have<br />

its way with us.<br />

We have options when we buy a<br />

house or look for a job.<br />

Certainly you look at more than one<br />

house before you buy.<br />

Any good negotiator will tell you<br />

that there is no negotiation unless<br />

each party has options, otherwise<br />

there is nothing to negotiate. There is<br />

only a surrender.<br />

You might loudly protest but you<br />

will still comply because you ‘know of<br />

no other options’. And that is just what<br />

every Alberta premier has done.<br />

So the first step in any negotiation is<br />

to know our options.<br />

Here are eight options for Albertans<br />

to ponder:<br />

1.) Stay within Canada.<br />

2.) Form a new nation with British<br />

Columbia.<br />

3.) Join the United States of<br />

America.<br />

4.) Form a new nation with<br />

Saskatchewan.<br />

5.) Form a new nation with British<br />

Columbia and Saskatchewan.<br />

6.) Form a new nation British<br />

Columbia, Saskatchewan and<br />

Manitoba.<br />

7.) Open negotiations simultaneously<br />

with all parties.<br />

8.) Form an independent Albertan<br />

nation.<br />

heart attack.<br />

The Act gave the Hansen’s no constitutional<br />

or legal right to private<br />

property.<br />

The UCP is correctly using this situation<br />

as an example of an egregious<br />

case of trampling on private property<br />

rights.<br />

The Hanson’s have been legally<br />

abused in court by successive provincial<br />

governments for 35 years and it<br />

still isn’t settled.<br />

The UCP haven’t made the link that<br />

it is the Special Areas Act that is and<br />

was the cause of the Hansen’s situation<br />

and other similar situations in the<br />

Special Areas.<br />

Our MLA, Rick Strankman, has<br />

been accused of trying to destroy the<br />

Special Areas.<br />

What he has been trying to do is<br />

have changes made that would give<br />

the residents of the area property<br />

rights.<br />

Special Areas No. 1 was the area<br />

around Medicine Hat, so what was<br />

part of that Special Area is now rural<br />

municipal districts<br />

and they have property<br />

rights with<br />

elected councils to<br />

administer their<br />

own affairs.<br />

The remaining<br />

Special Areas has<br />

matured and developed<br />

to the point<br />

now that they could<br />

be converted into a<br />

rural municipal district<br />

similar to the<br />

County of<br />

Paintearth where I live.<br />

The broad smear campaign that is<br />

going on in the Drumheller-Stettler<br />

constituency is unjustified when all<br />

the MLA has been trying to do is<br />

secure the same property rights for<br />

those residents that the rest of us in<br />

rural Alberta enjoy.<br />

The Agricultural Service Board believes in the strengthening of our<br />

agricultural community by promoting, maintaining, and improving the agricultural industry.<br />

The highest number<br />

of immigrants ever<br />

recorded was in 1913,<br />

when more than<br />

400,000 immigrants<br />

arrived in the country.<br />

Because of these hurdles,<br />

the St. Michael’s<br />

Manfred (Hungarian)<br />

Society felt the plaque<br />

was a great way to<br />

show their pride for<br />

their country and roots<br />

that have taken place<br />

in the west.<br />

It started as a conversation<br />

between Barry<br />

Stotts, an organizer of<br />

the event, and Doug<br />

Orom after they had<br />

finished conducting<br />

odd jobs around the<br />

cemetery when a<br />

person was spotted<br />

viewing some of the<br />

headstones.<br />

It turned out to be<br />

Julianna Stein from<br />

the Manfred Society.<br />

The society had been<br />

in contact with the<br />

Embassy of Hungary<br />

and the Canadian-<br />

Hungarian Heritage<br />

Council to erect<br />

plaques in various<br />

places across Canada<br />

to honour Hungarian<br />

settlers of the past.<br />

Stein visited four<br />

times over the course<br />

of three years to understand<br />

the layout and<br />

later create the plaque<br />

with her husband.<br />

The announcement<br />

was made in January,<br />

setting the date for the<br />

ceremony. This information<br />

was quickly<br />

spread online,<br />

increasing excitement<br />

and attendance.<br />

“We had responses<br />

from some people like<br />

the Mraz’s who donated<br />

their land. A lot of the<br />

cousins – they all sort<br />

of came [like the]<br />

Kerik’s, Orom’s,<br />

Filinger’s, Mraz’s… so<br />

it just kept on going,”<br />

said Stotts.<br />

Stotts displayed<br />

heartfelt tears of joy by<br />

the sight of how many<br />

had arrived for the special<br />

occasion.<br />

“I’m just overwhelmed.<br />

We expected<br />

<strong>20</strong>. It just kept on going<br />

and I think the thing<br />

that got me – why I am<br />

overwhelmed is that<br />

there are so many<br />

cousins. It’s become a<br />

family reunion. That’s<br />

an interesting thing to<br />

know. They all share<br />

and meet other people<br />

so it is good,” said<br />

Stotts.<br />

“We expected <strong>20</strong> and<br />

we had 92 relatives that<br />

said that they were<br />

coming and I think<br />

that there was probably<br />

100 coming that were<br />

here. So it was really<br />

something meant to<br />

honour the Hungarian<br />

settlers and the people<br />

who have settled this<br />

land. They worked<br />

hard for it.”<br />

The plaque, which is<br />

now installed on the<br />

obelisk at the entrance<br />

of the cemetery, says:<br />

‘We are honoured to<br />

pay tribute to the first<br />

Hungarian settlers<br />

who arrived in this<br />

country in 1894 and<br />

those who followed in<br />

later years. Their<br />

legacy has been a great<br />

contribution to the success<br />

of Alberta and<br />

Canada.’<br />

First of the<br />

Hungarian settlers<br />

came to the area primarily<br />

from the<br />

County of Tolna,<br />

Dunafoldvar vicinity,<br />

and Fejer County.<br />

The Meister family<br />

first arrived in 1894 followed<br />

by the Mraz<br />

family in 1895. Later,<br />

the Öröm, Dubics<br />

(Dubitz), Kerék (Kerik),<br />

Pulai (Pullay) Gallai,<br />

Tóth, Pék, Pintér,<br />

Fillinger, Földi, Rózsa,<br />

Fazekas and Csire<br />

(Cire) families arrived,<br />

all of which had an<br />

average of four to six<br />

children.<br />

For many years, the<br />

idea of a church dedicated<br />

to their religion<br />

was not realistic so,<br />

instead, the families<br />

would gather at the<br />

Kerik’s where Father<br />

Beillevaire, the<br />

Catholic pastor of the<br />

region gave service and<br />

counselling<br />

occasionally.<br />

In 1909, Janos (John)<br />

Mraz Jr. offered up five<br />

acres of his own land to<br />

aid in the construction<br />

of a church and<br />

cemetery.<br />

The next year the St.<br />

Michael’s Catholic<br />

Church and cemetery<br />

were created with the<br />

help of many local families<br />

including four<br />

non-Hungarian<br />

Catholic families by<br />

donation and other<br />

means.<br />

It became the first<br />

Catholic church of the<br />

region and the only<br />

Hungarian chapel<br />

A number of people who attended the plaque dedication<br />

ceremony also visited the 65-year-old church at the top of<br />

the hill near the cemetery as it was opened for the special<br />

occasion. The St. Michael’s Manfred Society is planning on<br />

demolishing the structure sometime this year.<br />

This centre became<br />

the pinnacle for<br />

community.<br />

“I think that because<br />

of the strong work ethic<br />

that they brought here,<br />

it seems like all of the<br />

families work together<br />

and there was a lot of<br />

visiting,” said Stotts.<br />

“There was a lot of<br />

community functions<br />

when the church was<br />

going and they would<br />

travel a long distance<br />

just to get there. They<br />

felt a real sense of community<br />

and are<br />

wanting to keep their<br />

heritage alive in the<br />

community.”<br />

Istvan Dubics<br />

(Stephen Dubitz) and<br />

his wife offered a two<br />

metre high stone crucifix<br />

that stood in front<br />

of the original church.<br />

It was later moved to<br />

the cemetery to continue<br />

showing the<br />

proud heritage of the<br />

Bashaw area.<br />

In 1935, the steeple<br />

was severely damaged<br />

after a major thunderstorm<br />

so a wooden<br />

cross took its place<br />

until the church underwent<br />

renovations and<br />

reconstruction.<br />

The new church was<br />

built over the course of<br />

1955 and 1956 after the<br />

original building<br />

started showing signs<br />

of wear. The major<br />

overhaul on the<br />

building included the<br />

installation of a<br />

modern heating system<br />

and electrical wiring.<br />

Stotts did mention<br />

this church will soon<br />

be demolished as many<br />

years of wear have<br />

taken a toll on the<br />

building, especially the<br />

foundation.<br />

Despite this, the<br />

society wants to continue<br />

beautification of<br />

the cemetery itself by<br />

re-fencing, adding<br />

trees, and adding adequate<br />

parking among<br />

other projects.<br />

Due to the larger<br />

church situated in<br />

Bashaw, the rural<br />

church became obsolete.<br />

In 1975, it was<br />

announced by the<br />

Catholic diocese it will<br />

officially close because<br />

of the lack of parishioners<br />

who were taking<br />

advantage of the larger<br />

centre for prayer.<br />

The doors of the<br />

facility stayed open<br />

until the mid-80s for<br />

anyone who wished to<br />

have a moment but<br />

because of the disappearance<br />

of several<br />

valuable relics and religious<br />

items, a padlock<br />

was added to the main<br />

doors, keeping it shut.<br />

As for the Hungarian<br />

Society, its history<br />

begins in 1951.<br />

The Manfred club as<br />

it was called was<br />

formed to mainly take<br />

care of the ageing<br />

infrastructure but<br />

after the closure of the<br />

chapel, it was reorganized<br />

in 1994 as the St.<br />

Michael’s Manfred<br />

(Hungarian) that<br />

focuses on the maintenance<br />

of the cemetery.<br />
