MPCA Ladies Game Night 

Join us other neighborhood ladies for game night and pot luck. We play 

Bunco ($13) and LRC ($3). Bring your favorite dish to share, Thursday, April 

4 th at 6:30 PM in the Memorial Parkway Clubhouse. Newbies we always love 

to teach you how to play. Such easy games and some great prizes, but the 

fun of getting together for great food and great new friends is the best part. 

We play the first Thursday of each month at the same location and time. 

Easter Egg Hunt 

Join us for our annual Egg Hunt & Spring Party!! Saturday, April 13 th 

from 10-11 AM. We will have Daisy & Curly, our favorite clowns, doing face 

painting and balloons for the kids. We will hunt eggs, enjoy snacks and 

have a bounce house in our new playground area!! Bring the family and 

come out to enjoy the new playground and pavilion. 

Townhall Meeting: 

Topic-Deed Restrictions 

We get a lot of questions in regards to the deed restrictions and the process for 

sending compliance letter to homeowners. We will be hosting a townhall meeting 

and educational seminar to discuss how it all works. Please join us Tuesday, 

April 16 th at 7 PM in the MPCA Clubhouse to learn everything you want to know.

Pool Pass 

In an effort to only allow homeowners and residents in good standing to use 

the facilities, everyone wishing to use the pool must show their pool pass to 

the lifeguards to enter the pool. We are excited to announce a new CELLBADGE 

SYSTEM. This is a mobile security badging and you will no longer use a printed 

ID Card to enter the pool. Resident’s will love not having to carry a card or an 

ID. CELLBADGE features no paper forms but a one-time online registration. 

Resident’s will use the mobile check-in and can see if the pool is open from home.

Garage Sales 

MPCA would like to suggest that garage sales be conducted the first 

Friday and Saturday of each month. This will eliminate the many signs 

that are out each week and also makes for a stronger turn out. Most area 

communities only allow sales twice a year. Memorial Parkway could be 

known for its “Once a Month” garage sales. Do not attach your garage sale 

signs to the STOP signs, as it is against the law and the County can issue 

citations for this. If a sign is on a public right of way, like the esplanades), 

they may be subject to fines of $500-$1,000 per occurrence per day. We also 

ask that you do not post your signs on the property of another resident. 

When your sale is over, please go back and pick up all of your signs.

Architectural Control Committee 

All exterior changes to your property must be submitted to our 

committee for approval before you start any work. This includes, but is 

not limited to, painting, re-roofing, sheds, patio covers, fences, etc. All 

requests must be on our request form that can be found online at our 

website www.mphoa.org or at the office. Please give as much detail as 

possible, so there is no delay in getting your request reviewed. Except 

for painting and re-roofing, it would be best to include a plat of your 

property that shows property lines and easements in relation to the 

location of your project.

Street Gutters And Drains 

We ask that you keep the street area in front of your home clean, so that 

leaves, pine needles, grass clippings and dirt won’t accumulate in the 

gutters next to the curb and end up being washed into the drains causing 

them to back up and flood the streets. If you see someone putting grass 

clippings, oil or other debris down the drains, please contact the MUD 

District and the County at 281-463-6300. This includes lawn contractors 

that are blowing the leaves into the street instead of bagging them. 

Need Curb Repair?? 

Do you have a broken curb in front of your home... Did you know that Harris 

County Precinct 3 will come and fix it? It is as easy as going to their website 

and filling out the service request form. They will come and fix it for free 

(well, that is your tax dollars at work)! They will not fix the curved part that 

attaches to your driveway, that is the homeowner’s responsibility. You can 

go to www.pct3.com/about/service-request and fill out the service request 

form if you have a broken curb that needs repaired. 

Clubhouse Rental 

Clubhouse rental is subject to availability on a first come/first serve 

basis. The clubhouse is only rented to Memorial Parkway adult residents 

(owner or renter) in good standing (maintenance fee current and not in 

violation of deed restrictions). Resident must show valid ID when renting 

facility and must be present during the entire time of rental. A rental 

fee of $50 is required at the time the reservation is made. Rental of the 

Clubhouse requires refundable deposit of $275.

NON-PROFIT CLUBHOUSE RENTAL 

The Memorial Parkway Clubhouse is available to non-profit adult and 

youth groups for meetings. The meeting times and days are: 3 PM, 5:30 

PM, 6:45 PM and 7 PM on Monday, Wednesday, Thursday and Sunday 

(some exceptions regarding times on Sunday). Reservations must be 

made at least 2 weeks prior to reservation date.

groups who wish to use the Clubhouse must be comprised of no less than 

80% of Memorial Parkway residents. 

Trash Pick Up Information 

If you pay your water bill to Harris County MUD #81: Collection days are 

Monday and Thursday for garbage and Thursday for recycling. Please 

secure all garbage in the 65-gallon black garbage cart with red lid and the 

green recycling cart provided by Best Trash. On collection days, please 

place the carts as close to the street as practicable, facing forward.

TRASH CAN/CART REMINDERS FOR EVERYONE TO FOLLOW 

On collection days, make sure to set your trash receptacle out by 7 AM 

but no earlier than 6 PM the evening before. Trash receptacles/carts must 

be stored inside your garage or behind the fence line at all times. They 

must be stored out of public view by 8 AM the following morning. Please 

note that a deed restriction violation letter will be sent out for those who 

do not comply with this policy.

How to Report Backyard Nuisance 

If you have a neighbor with a terrible backyard such as garbage dumping, 

unsanitary conditions, unsecured private swimming pools, etc., you can 

call Harris County Public Health and Environmental Services’ at 713-274- 

6300 to file a report.

Roadways & Parked Cars 

Please help us keep our streets clear. Please park your vehicles in your 

garage or at least in your driveway, if at all possible. Please be considerate 

of your neighbors and the fire trucks on your street. If you must park on 

the street, be considerate of the neighbor across the street, who must 

back from a driveway in order to enter the street. If you can’t park in your 

garage because you have too much clutter, spend some time and clean 

out your garage! As a reminder, commercial vehicles are not allowed in 

Memorial Parkway subdivision. Thank you for your cooperation. 

Obey Texas Law When 

Parking on the Streets 

The majority of all car burglaries had valuables visible in their car!! Bags, 

purse, phones, GPS, laptops, are all invitations to criminals. Do not leave 

any valuables visible at any time. Please note the following laws apply to 

all parked vehicles: 

• Park 30 feet from a stop sign 

• Park 20 feet from an intersection or crosswalk 

• Park 15 feet from a fire hydrant 

• Park no more than 18 inches from curb 

• Park with the flow of traffic 

• Do not block driveways or access to mail boxes 

• No parking on the sidewalks 

• No more than 48 house parked on the street 

• Vehicles parked on the street must have current registration and 

inspection

In recent deed restriction inspections, we have noticed a lot od damaged 

and uneven sidewalks. Sidewalks are the homeowner’s responsibility to 

keep in good repair.

Leash Law 

Animals that are not properly restrained pose a threat to all our residents. 

While you may know your pet is friendly, an animal running at someone 

who is walking by is very scary for that person. Many children are afraid 

of animals and become frightened, which could result in the child getting 

hurt trying to avoid the animal. 

Harris County Animal Control advises, “All dogs and cats must be kept 

under restraint while in the unincorporated areas of Harris County, 

Texas. The custodian of a dog or cat is not authorized to have, harbor 

or keep any unlicensed dog or cat nor to allow any dog or cat to 

become a stray.” 

Restraint is defined as “the control of a dog or cat under the following 

circumstances: 

1. When it is controlled by a line or leash not more than six (6) feet in 

length, if the line or leash is held by a human being who is capable of 

controlling or governing the dog or cat in question. 

2. When it is within a fully enclosed vehicle. 

3. When it is on the premise of the custodian and the animal does not 

have access to sidewalk or street. 

While it may be nice to have your animal out in the yard while you work or 

play, it is against the law, unless the animal is properly restrained. 

Let’s all help keep our community a safe and comfortable place for all 

our residents by being responsible pet owners. This will not only protect 

anyone who may be walking or bicycling in the area, but also the pet 

owner who could be held legally responsible or possibly sued for failing 

to properly restrain their pet. 

Please remember that cats fall under the same laws as dogs and must 

be licensed and kept restrained when not on the premises of the owner. 

We’ve been told that spreading moth balls in flower beds might keep cats 

away.

PROCEDURE FOR REPORTING BARKING DOGS: 

1. Contact your neighbor and work it out as good neighbors should. 

2. In the event that #1 is not possible, contact the Constables at 281- 

463-6666. It is our understanding that the Constables will investigate the 

barking dogs. In order to file a formal complaint you must be willing to 

give the officer your name, address and phone number for their records. 

PROCEDURE FOR REPORTING LOOSE DOGS, 

DOG BITES & LOST PETS: 

1. Contact Harris County Animal Control at 281-999-3191 or 281-999- 

3194. A recorded message will guide you through the system. When 

reporting a loose animal you will be asked to give your name and 

address, a description of the animal and the address of the animal’s 

owner (if known).

Fresh Blueberry Pie 

You could make this on National Blueberry Pie Day April 28th! 

INGREDIENTS: 

1 cup white sugar 

2 tablespoons cornstarch 

1 cup water 

4 tablespoons lemon flavored Jell-O® mix 

4 cups fresh blueberries 

1 (9 inch) prepared graham cracker crust 

DIRECTIONS: In a medium saucepan, mix together the sugar and 

cornstarch. Pour in water and bring to a full boil. Turn off heat and 

add in gelatin; stir until completely dissolved. Let cool. 

When mixture is cooled fold in blueberries. Gently pour into the 

graham cracker crust. Cover and refrigerate for about an hour or until

The world-famous CAF B-17 Flying Fortress Texas Raiders will be 

headlining the 17 th annual Warbird Weekend April 13 th -14 th at the West 

Houston Airport in Houston, TX. Commemorative Air Force (CAF) Houston 

Wing will host the popular Warbird Weekend at their museum at the West 

Houston Airport. The B-17 Texas Raiders, along with the only flying SB2C 

dive-bomber Helldiver, replica Japanese Zeros from the TORA TORA TORA 

performance unit and the Vietnam era CH-46 “Sea Knight” helicopter 

will all be in attendance. Various WWII warbirds will be on display and 

available for public flights and visiting aircraft will offer cockpit tours for 

the entire weekend. 

This year the Lone Star Classic Chevy Convention car show will also take 

place during the Warbird Weekend. The Chevy Convention will include 

over 50 classic Chevrolet cars from 1955-1957. 

The admission fee is $20 per car at the gate. Proceeds from the event 

help fund facility operations and the restoration and operation of the

Katy Area Safety Fest 

Saturday, April 13, 2019 

The 4 th Annual Katy Area Safety Fest hosted by Harris County ESD 48 will 

be held on Saturday, April 13 th at Typhoon Texas off Katy-Ft. Bend Road. 

The family-friendly festival will begin at 10 AM and will end at 3 PM. The 

event is open to the public and admission is free. 

The Katy Area Safety Fest (KASF) will feature personnel, equipment 

and interactive activities from more than 20 emergency response 

agencies serving the Greater Katy community. The goal of KASF is to 

connect community members to the men and women who serve in 

these agencies as well as provide education and resources to encourage 

safety preparedness. Guests will see and participate in a variety of fun, 

educational, high-energy activities such as the Passport Challenge 

scavenger hunt, vehicle and equipment tours, live demonstrations of 

vehicle extrications and much more. 

Harris County ESD 47 and Westlake Volunteer Fire Department are cosponsoring 

the KASF Kids Zone, which will feature bounce houses, a corn 

field maze, obstacle course and ambulance load & go demonstration. 

Westlake Volunteer Fire Department is also leading this year’s Firehouse 

Challenge Cup, an open competition that encourages firefighter fitness 

and demonstrates the profession’s rigors to the public. Wearing full 

turnout gear and Scott 5.5 Air-Pak breathing apparatus, teams of 2 

will race head-to-head while simulating the physical demands of reallife 

firefighting. The Firehouse Challenge Cup is open to any members 

of a firehouse, including firefighters, EMTs and paramedics and admin 

personnel. There is no fee to enter and the 3 teams with the fastest times 

will win Firehouse Challenge Cup plaques. 

While most of the activities inside the festival will be free, rides in the fire 

truck tower buckets will cost a small fee. Food vendors will also be set up

and the U. S. Drug Enforcement Administration will give the public its 

17 th opportunity in nine years to prevent pill abuse and theft by ridding 

their homes of potentially dangerous expired, unused and unwanted 

prescription drugs. Bring your pills for disposal to Fulshear Police

This initiative addresses a vital public safety and public health issue. Medicines 

that languish in home cabinets are highly susceptible to diversion, misuse 

and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high, 

as are the number of accidental poisonings and overdoses due to these drugs. 

The Substance Abuse and Mental Health Services Administration’s National 

Survey on Drug Use and Health shows year after year that the majority of 

misused and abused prescription drugs are obtained from family and friends,

On Thursday, April 18 th , Maundy Thursday worship services 

commemorating the Last Supper of Jesus and his disciples will be held 

at 1 PM and 7 PM. Good Friday worship services commemorating Jesus’s 

death on the cross will be held on Friday, April 19 th at 1 PM and 7 PM. 

On Easter Sunday, April 21 st , the Easter resurrection celebration begins 

at 6 AM with the Easter Sunrise Vigil. Traditional Easter Sunday worship 

services will be held at 8 AM and 11 AM and will feature the Living Word 

choir, bell choir and musicians. A Contemporary Easter Sunday worship 

service will be held at 9:15 AM.

Prophetic Bible Study from the Torah starting with Leviticus chapter 23,

Epiphany conducts their bingo games every Friday night except 

holidays. THERE IS NO SMOKING ALLOWED DURING ALL BINGO 

GAMES. They have security, lighted parking, big screen color monitor,

Registration for Fun, Fair, Positive Soccer (FFPS) is open for boys and girls 

ages 4 to 18 for the SPRING Season. Games start on April 6, 2018. FFPS 

is a non-profit youth soccer program dedicated to providing a positive 

youth sports experience for all children. FFPS offers children a fun and 

fair experience, including one practice per week, a full uniform and 

trophy for every player, equal playing time and play every position, coed/balanced 

teams, positive coaching and more. No tryouts are required.

up. Registration fee includes a full uniform (jersey, shorts and socks), 

trophy, trained positive coaches, nice fields and background checks on
