MPCA Ladies Game Night<br />

Join us other neighborhood ladies for game night and pot luck. We play<br />

Bunco ($13) and LRC ($3). Bring your favorite dish to share, Thursday, <strong>April</strong><br />

4 th at 6:30 PM in the <strong>Memorial</strong> <strong>Parkway</strong> Clubhouse. Newbies we always love<br />

to teach you how to play. Such easy games and some great prizes, but the<br />

fun of getting together for great food and great new friends is the best part.<br />

We play the first Thursday of each month at the same location and time.<br />

Easter Egg Hunt<br />

Join us for our annual Egg Hunt & Spring Party!! Saturday, <strong>April</strong> 13 th<br />

from 10-11 AM. We will have Daisy & Curly, our favorite clowns, doing face<br />

painting and balloons for the kids. We will hunt eggs, enjoy snacks and<br />

have a bounce house in our new playground area!! Bring the family and<br />

come out to enjoy the new playground and pavilion.<br />

Pool Pass<br />

In an effort to only allow homeowners and residents in good standing to use<br />

the facilities, everyone wishing to use the pool must show their pool pass to<br />

the lifeguards to enter the pool. We are excited to announce a new CELLBADGE<br />

SYSTEM. This is a mobile security badging and you will no longer use a printed<br />

ID Card to enter the pool. Resident’s will love not having to carry a card or an<br />

ID. CELLBADGE features no paper forms but a one-time online registration.<br />

Resident’s will use the mobile check-in and can see if the pool is open from home.<br />

Garage Sales<br />

MPCA would like to suggest that garage sales be conducted the first<br />

Friday and Saturday of each month. This will eliminate the many signs<br />

that are out each week and also makes for a stronger turn out. Most area<br />

communities only allow sales twice a year. <strong>Memorial</strong> <strong>Parkway</strong> could be<br />

known for its “Once a Month” garage sales. Do not attach your garage sale<br />

signs to the STOP signs, as it is against the law and the County can issue<br />

citations for this. If a sign is on a public right of way, like the esplanades),<br />

they may be subject to fines of $500-$1,000 per occurrence per day. We also<br />

ask that you do not post your signs on the property of another resident.<br />

When your sale is over, please go back and pick up all of your signs.<br />

Architectural Control Committee<br />

All exterior changes to your property must be submitted to our<br />

committee for approval before you start any work. This includes, but is<br />

not limited to, painting, re-roofing, sheds, patio covers, fences, etc. All<br />

requests must be on our request form that can be found online at our<br />

website www.mphoa.org or at the office. Please give as much detail as<br />

possible, so there is no delay in getting your request reviewed. Except<br />

for painting and re-roofing, it would be best to include a plat of your<br />

property that shows property lines and easements in relation to the<br />

location of your project.<br />

Street Gutters And Drains<br />

We ask that you keep the street area in front of your home clean, so that<br />

leaves, pine needles, grass clippings and dirt won’t accumulate in the<br />

gutters next to the curb and end up being washed into the drains causing<br />

them to back up and flood the streets. If you see someone putting grass<br />

clippings, oil or other debris down the drains, please contact the MUD<br />

District and the County at 281-463-6300. This includes lawn contractors<br />

that are blowing the leaves into the street instead of bagging them.<br />

Need Curb Repair??<br />

Do you have a broken curb in front of your home... Did you know that Harris<br />

County Precinct 3 will come and fix it? It is as easy as going to their website<br />

and filling out the service request form. They will come and fix it for free<br />

(well, that is your tax dollars at work)! They will not fix the curved part that<br />

attaches to your driveway, that is the homeowner’s responsibility. You can<br />

go to www.pct3.com/about/service-request and fill out the service request<br />

form if you have a broken curb that needs repaired.<br />

Clubhouse Rental<br />

Clubhouse rental is subject to availability on a first come/first serve<br />

basis. The clubhouse is only rented to <strong>Memorial</strong> <strong>Parkway</strong> adult residents<br />

(owner or renter) in good standing (maintenance fee current and not in<br />

violation of deed restrictions). Resident must show valid ID when renting<br />

facility and must be present during the entire time of rental. A rental<br />

fee of $50 is required at the time the reservation is made. Rental of the<br />

Clubhouse requires refundable deposit of $275.<br />

NON-PROFIT CLUBHOUSE RENTAL<br />

The <strong>Memorial</strong> <strong>Parkway</strong> Clubhouse is available to non-profit adult and<br />

youth groups for meetings. The meeting times and days are: 3 PM, 5:30<br />

PM, 6:45 PM and 7 PM on Monday, Wednesday, Thursday and Sunday<br />

(some exceptions regarding times on Sunday). Reservations must be<br />

made at least 2 weeks prior to reservation date.<br />

For additional details, contact the MPCA office at 281-492-2949. All<br />

groups who wish to use the Clubhouse must be comprised of no less than<br />

80% of <strong>Memorial</strong> <strong>Parkway</strong> residents.<br />

Trash Pick Up Information<br />

If you pay your water bill to Harris County MUD #81: Collection days are<br />

Monday and Thursday for garbage and Thursday for recycling. Please<br />

secure all garbage in the 65-gallon black garbage cart with red lid and the<br />

green recycling cart provided by Best Trash. On collection days, please<br />

place the carts as close to the street as practicable, facing forward.<br />

days are Tuesday and Friday for garbage and Tuesday for recycling. For<br />

TRASH CAN/CART REMINDERS FOR EVERYONE TO FOLLOW<br />

On collection days, make sure to set your trash receptacle out by 7 AM<br />

but no earlier than 6 PM the evening before. Trash receptacles/carts must<br />

be stored inside your garage or behind the fence line at all times. They<br />

must be stored out of public view by 8 AM the following morning. Please<br />

note that a deed restriction violation letter will be sent out for those who<br />

do not comply with this policy.<br />

How to Report Backyard Nuisance<br />

If you have a neighbor with a terrible backyard such as garbage dumping,<br />

unsanitary conditions, unsecured private swimming pools, etc., you can<br />

call Harris County Public Health and Environmental Services’ at 713-274-<br />

6300 to file a report.<br />

<strong>Memorial</strong> <strong>Parkway</strong><br />

Roadways & Parked Cars<br />

Please help us keep our streets clear. Please park your vehicles in your<br />

garage or at least in your driveway, if at all possible. Please be considerate<br />

of your neighbors and the fire trucks on your street. If you must park on<br />

the street, be considerate of the neighbor across the street, who must<br />

back from a driveway in order to enter the street. If you can’t park in your<br />

garage because you have too much clutter, spend some time and clean<br />

out your garage! As a reminder, commercial vehicles are not allowed in<br />

<strong>Memorial</strong> <strong>Parkway</strong> subdivision. Thank you for your cooperation.<br />

Obey Texas Law When<br />

Parking on the Streets<br />

The majority of all car burglaries had valuables visible in their car!! Bags,<br />

purse, phones, GPS, laptops, are all invitations to criminals. Do not leave<br />

any valuables visible at any time. Please note the following laws apply to<br />

all parked vehicles:<br />

• Park 30 feet from a stop sign<br />

• Park 20 feet from an intersection or crosswalk<br />

• Park 15 feet from a fire hydrant<br />

• Park no more than 18 inches from curb<br />

• Park with the flow of traffic<br />

• Do not block driveways or access to mail boxes<br />

• No parking on the sidewalks<br />

• No more than 48 house parked on the street<br />

• Vehicles parked on the street must have current registration and<br />

inspection<br />

Sidewalks<br />

In recent deed restriction inspections, we have noticed a lot od damaged<br />

and uneven sidewalks. Sidewalks are the homeowner’s responsibility to<br />

keep in good repair.<br />

Leash Law<br />

Animals that are not properly restrained pose a threat to all our residents.<br />

While you may know your pet is friendly, an animal running at someone<br />

who is walking by is very scary for that person. Many children are afraid<br />

of animals and become frightened, which could result in the child getting<br />

hurt trying to avoid the animal.<br />

Harris County Animal Control advises, “All dogs and cats must be kept<br />

under restraint while in the unincorporated areas of Harris County,<br />

Texas. The custodian of a dog or cat is not authorized to have, harbor<br />

While it may be nice to have your animal out in the yard while you work or<br />

play, it is against the law, unless the animal is properly restrained.<br />

Let’s all help keep our community a safe and comfortable place for all<br />

our residents by being responsible pet owners. This will not only protect<br />

anyone who may be walking or bicycling in the area, but also the pet<br />

owner who could be held legally responsible or possibly sued for failing<br />

to properly restrain their pet.<br />

Please remember that cats fall under the same laws as dogs and must<br />

be licensed and kept restrained when not on the premises of the owner.<br />

INGREDIENTS:<br />

1 cup white sugar<br />

2 tablespoons cornstarch<br />

1 cup water<br />

4 tablespoons lemon flavored Jell-O® mix<br />

4 cups fresh blueberries<br />

1 (9 inch) prepared graham cracker crust<br />

DIRECTIONS: In a medium saucepan, mix together the sugar and<br />

cornstarch. Pour in water and bring to a full boil. Turn off heat and<br />

add in gelatin; stir until completely dissolved. Let cool.<br />

When mixture is cooled fold in blueberries. Gently pour into the<br />

graham cracker crust. Cover and refrigerate for about an hour or until<br />

The world-famous CAF B-17 Flying Fortress Texas Raiders will be<br />

headlining the 17 th annual Warbird Weekend <strong>April</strong> 13 th -14 th at the West<br />

Houston Airport in Houston, TX. Commemorative Air Force (CAF) Houston<br />

Wing will host the popular Warbird Weekend at their museum at the West<br />

Houston Airport. The B-17 Texas Raiders, along with the only flying SB2C<br />

dive-bomber Helldiver, replica Japanese Zeros from the TORA TORA TORA<br />

performance unit and the Vietnam era CH-46 “Sea Knight” helicopter<br />

will all be in attendance. Various WWII warbirds will be on display and<br />

available for public flights and visiting aircraft will offer cockpit tours for<br />

the entire weekend.<br />

This year the Lone Star Classic Chevy Convention car show will also take<br />

place during the Warbird Weekend. The Chevy Convention will include<br />

over 50 classic Chevrolet cars from 1955-1957.<br />

The admission fee is $20 per car at the gate. Proceeds from the event<br />

help fund facility operations and the restoration and operation of the<br />

Katy Area Safety Fest<br />

The 4 th Annual Katy Area Safety Fest hosted by Harris County ESD 48 will<br />

be held on Saturday, <strong>April</strong> 13 th at Typhoon Texas off Katy-Ft. Bend Road.<br />

The family-friendly festival will begin at 10 AM and will end at 3 PM. The<br />

event is open to the public and admission is free.<br />

The Katy Area Safety Fest (KASF) will feature personnel, equipment<br />

and interactive activities from more than 20 emergency response<br />

agencies serving the Greater Katy community. The goal of KASF is to<br />

connect community members to the men and women who serve in<br />

these agencies as well as provide education and resources to encourage<br />

safety preparedness. Guests will see and participate in a variety of fun,<br />

educational, high-energy activities such as the Passport Challenge<br />

scavenger hunt, vehicle and equipment tours, live demonstrations of<br />

Westlake Volunteer Fire Department is also leading this year’s Firehouse<br />

Challenge Cup, an open competition that encourages firefighter fitness<br />

and demonstrates the profession’s rigors to the public. Wearing full<br />

turnout gear and Scott 5.5 Air-Pak breathing apparatus, teams of 2<br />

will race head-to-head while simulating the physical demands of reallife<br />

firefighting. The Firehouse Challenge Cup is open to any members<br />

of a firehouse, including firefighters, EMTs and paramedics and admin<br />

personnel. There is no fee to enter and the 3 teams with the fastest times<br />

will win Firehouse Challenge Cup plaques.<br />

While most of the activities inside the festival will be free, rides in the fire<br />

truck tower buckets will cost a small fee. Food vendors will also be set up<br />

Unwanted Prescription Drugs<br />

SATURDAY, APRIL 27, <strong>2019</strong><br />

On Saturday, <strong>April</strong> 27 th , from 10 AM to 2 PM, Fulshear Police Department<br />

and the U. S. Drug Enforcement Administration will give the public its<br />

17 th opportunity in nine years to prevent pill abuse and theft by ridding<br />

their homes of potentially dangerous expired, unused and unwanted<br />

prescription drugs. Bring your pills for disposal to Fulshear Police<br />

Department at 29255 FM 1093, Suite 7D, Fulshear, TX. (The DEA cannot<br />

accept liquids or needles or sharps, only pills or patches.) The service is<br />

free and anonymous, no questions asked.<br />

Last fall Americans turned in nearly 457 tons (914,236 pounds) of<br />

prescription drugs at more than 5,800 sites operated by the DEA and<br />

almost 4,770 of its state and local law enforcement partners. Overall,<br />

in its 16 previous Take Back events, DEA and its partners have taken in<br />

almost 10 million pounds-nearly 5,000 tons-of pills.<br />

This initiative addresses a vital public safety and public health issue. Medicines<br />

that languish in home cabinets are highly susceptible to diversion, misuse<br />

and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high,<br />

as are the number of accidental poisonings and overdoses due to these drugs.<br />

The Substance Abuse and Mental Health Services Administration’s National<br />

Survey on Drug Use and Health shows year after year that the majority of<br />

misused and abused prescription drugs are obtained from family and friends,<br />

including someone else’s medication being stolen from the home medicine<br />

cabinet. In addition, Americans are now advised that their usual methods for<br />

disposing of unused medicines-flushing them down the toilet or throwing<br />

them in the trash—both pose potential safety and health hazards.<br />
