malibusurfsidenews.com News Malibu surfside news | April 25, 2019 | 3 Malibu Parks and Recreation Commission Impromptu skate park recommendation: Crummer’s lot Michele Willer-Allred Freelance Reporter The Malibu Parks and Recreation Commission is recommending that the 1.74-acre parcel adjacent to Bluffs Park, often referred to as the Crummer’s lot, be used for the city’s new skate park. The commission unanimously agreed at its Tuesday, April 16 meeting to send the recommendation to the City Council, which will have final say on where the skate park will ultimately be constructed. The parcel is part of the 24-acre property located at 24108 Pacific Coast Highway named after legacy developer Roy Crummer. The bluff-top property sold in 2017, with a dedication to the City of the 1.74-acre parcel and $1 million to be used to develop that parcel. Commissioners noted that their decision was based on the property having the least amount of restrictions on the city building there, as well as the location already being “placed in the consciousness of the community.” “I think it would be the path of least resistance,” said Commissioner Judy Villablanca about the Bluffs Park property. Though the commissioners did agree that parking at Bluffs Park could be a big issue, and parking improvements should be considered there. The city has been without a public skate park since Papa Jack’s Skatepark on Civic Center Way closed in 2011. Surprise motion to embattled project The parks and rec commission at first was just going to discuss the skate park location at the meeting, but decided to make a recommendation instead. “I think in the best interest in moving this forward as quickly as possible, I think we have to decide on a plot today and make a recommendation to the City Council,” Commissioner Robert Wells said. Various locations have been floated around as a potential site for the skate park, including the La Paz property in the Civic Center area. The Parks Commission recently took a tour of potential locations — Bluffs Park, Legacy Park, and the city’s recently acquired vacant properties within the Civic Center area; however, many of the city’s recently acquired properties have restrictions on the amount of space available for the skate park because of the type of funding used A portion of the 26-acre Crummer property is being considered for a much-anticipated public skate park. For instance, Los Angeles County Measure R and Measure M, both approved by voters, require that vacant parcels provide public parking to help alleviate current parking deficits in areas. The Island and Heathercliff properties are two such parcels that were considered for a skate park, but have restrictions. On the half-acre parcel on the Island property, the city would have to pay the county the fair market value if the city decides to use the property for purposes other than parking. Another potential site considered for the skate park was the Sycamore Village/Loki property, but a portion is also restricted by Measure M funds, and the Los Angeles County Fire Department recently approached the city regarding its interest to put a fire station on another two acres there. The 35-acre Trancas field property was also considered, but there are restrictions with environmentally sensitive habitat areas on the property. Commissioners also were concerned about neighbors not being in favor of the idea there and that the location is too far west in the city. “A lot of the pushback you’re going to get is from the eastern half of Malibu,” Commissioner Hamish Patterson said. Villablanca added that the age of skate park users will mostly be between 10 to 18 years old, and that a skate park near the center of town with food amenities nearby would be ideal. “My personal view, if it’s a big enough and good enough skate park, people will drive to it. People will come from Thousand Oaks to use the skate park,” Wells said in response. Villablanca said her first location choice would be La Paz; however, commissioners noted the property was not finalized, and that other interests were looking there for other projects. Malibu resident Maryann Riggins said La Paz shouldn’t be considered since the property isn’t going to be decided on in the next three months. “My recommendation, as someone whose watched this for the last decade: Let’s get it done,” Riggins urged the commission. “Get our community a skate park. Stop waiting, stop debating all these lands. Put it at Bluffs. “Put the parking there, and if in the future we decide we have such an explosion (with skaters using the park) that we need another one, then we’ll look at the other lands and see where else we can put one in, but let’s get one.” Commissioners said they hoped the issue would get on the council’s agenda soon.
