(BC1&2) NEWS FROM THE BOARD<br />
THANK YOU! The Board thanks all those residents who have paid<br />
their annual dues, which often seems don’t get the mention. The fact<br />
is, without your timely payment, we really cannot maintain the basic<br />
upkeep and maintenance, much less any improvements. We also want to<br />
thank those who come to our monthly meetings and share your thoughts<br />
with us to improve our community.<br />
OUTSTANDING ASSESSMENT BALANCES: If you have not paid your <strong>2019</strong><br />
assessment, late fees and interests are added to the balance every month.<br />
The outstanding balance can increase quite dramatically in a few months.<br />
Please do not ignore the letters and notices. Once we send your balance to the<br />
attorney, you can only contact the attorney to settle the matter, neither the<br />
Board nor management company will be able to discuss the balance with you.<br />
STRAYED/HOMELESS ANIMALS: One of the unpleasant things that<br />
happen in spring is the birth of numerous homeless spring kittens. They<br />
become feral and can start to reproduce as young as when they are 6<br />
month old, hence the vicious cycle of more feral kittens. If you are a cat<br />
owner, please spay and neuter your pet to combat the over-population of<br />
feral/community cats roaming around. There are many low cost animal<br />
clinics near us (KAAWS, Panda Wellness, The Greater Good just to name<br />
a few). They perform the surgeries at low cost, helps the animals to stay<br />
healthy and control unwanted feral kittens being borne. No one likes the<br />
unpleasant smell of cats spraying around their yards or outside of their<br />
houses, but that’s the un-neutered cats’ natural behavior to mark their<br />
territory. I am sure many of you have heard cats screaming and fighting at<br />
night, the sound is very disturbing. Spaying and neutering the cats can stop<br />
that too. Keeping your pets inside and closing the pet door can also keep<br />
your pet cats safe from the territorial fights. Usually if someone bother to<br />
trap and take the homeless cats to surgeries, they will also feed them, so<br />
by leaving these altered cats alone, they can actually help to control mice<br />
and rats population in the area and prevent other unsprayed/unneutered<br />
cats from coming, hence stabilizing the homeless cats population in the<br />
area. You can easily spot a spayed/neutered cat if its left ear tip is missing.<br />
It is a common practice to tip their left ears to indicate they will no longer<br />
reproduce unwanted homeless kittens and should be left alone. Citizens<br />
for Animal Protection (http://cap4pets.org/education/feral-cats-info) has<br />
a lot of information on their website if you want to learn more.<br />
SPRING PLANTINGS/CLEANING/REPAIRS: Although summer does not<br />
officially start until June, here, the weather tells a slightly different story.<br />
With temperature hitting 90 F in early April, this is a good time to do all the<br />
needed repairs of our homes - paint, repairs; landscaping improvements,<br />
tree/shrub pruning etc… Please remember to submit these repairs and<br />
improvements to the HOA Board for approval prior to doing them. The<br />
ACC form can be obtained on TownSq app. If you have not sign up, use<br />
your property account number on the assessment invoice to setup your<br />
account in less than 1 minute. If you do not have your account number<br />
or have questions with the form, any letters and notices received, please<br />
contact our property manager Maggie McKay and she can help you.<br />
MONTHLY MEETING: Our monthly meeting is on the 2 nd Wednesday<br />
of every month at 7 PM and we are meeting at the M.U.D. 102 water<br />
plant building next to the water tower. We’d like to hear your input and<br />
questions so please come to join us.<br />
BRADFORD COLONY SECTION 3<br />
(BCS3) <strong>2019</strong> ANNUAL MEETING<br />
Our annual meeting is set for Sunday, <strong>May</strong> 19 th at 7 PM. The meeting will<br />
be held in the neighborhood at 14602 Vaughnville Drive (Mark Przywara’s<br />
home). Everyone will be receiving a letter from the management<br />
company about this event in early <strong>May</strong>. The agenda for this meeting will<br />
include the election to fill one director position (that presently held by<br />
Mark Przywara) as well as to serve as an open forum for any residents to<br />
discuss various neighborhood issues with the Board as well as Theodora<br />
Daly (our ACMP Management).<br />
Note that this will be the last HOA/BCS3 event that Mark Przywara will be<br />
involved with since he has moved to Fredericksburg on a full time basis.<br />

Josh Murray and others are stepping in to take over the BCS3 Board<br />
responsibilities point forward.<br />
If you cannot attend the meeting in person, please fill out a proxy form<br />
and give it to one of the Board members so that you “can be counted.”<br />
“Being counted” is important since our Bylaws stipulate that 20% of<br />
the property owners need to participate in the Annual Meeting either in<br />
person or via proxy.<br />
(BCS3) MOSQUITO SPRAYING<br />
The HOA has paid to have mosquito spraying done by Cypress Creek Pest<br />
Control in the neighborhood from April to October. This practice was<br />
started in the early 2000’s to supplement supposed spraying by Harris<br />
County (which this resident has never seen once in the past 16 years).<br />
The location of our neighborhood next to the bayou and the abandoned<br />
sand pit (which has a constant standing water pond) makes BCS3 a prime<br />
area for mosquito potential. Add in the historical issues with mosquito<br />
borne diseases (e.g. West Nile virus, Zika Virus) and the HOA feels that it<br />
is in the best interest of the residents to have this service.<br />
These sprayings are presently taking place at a twice a week frequency.<br />
This service costs about $2,000 per year and makes up about 12% of the<br />
<strong>2019</strong> Budget.<br />
(BCS3) GARAGE SALES<br />
At present, there are no plans to have a neighborhood wide garage sale<br />
for BCS3 this year. But the Bylaws allow for individual residents to have<br />
up to four garage sales per year. If you are interested in having your own<br />
garage sale, please contact any Board member to let them know you are<br />
planning to do this. Thank you for your cooperation as to this issue.<br />

Due to the lack of advertising within the colonies, Charlestown Colony had<br />
to reduce the amount of articles published in the newsletter. Please see the<br />
back of the Krenek Magazine for upcoming area events.<br />
Please Stop Parking in Front of the Charlestown Colony Park! From<br />
Our Board: It is dangerous for our children to play in the park with cars<br />
parked in front of it. Trailers are a deed restriction violation. The county<br />
posted signs for a reason. It is dangerous for our children and other<br />
residents. We will be enforcing our deed restrictions to the fullest extent.<br />
Fines and towing will be enforced. If you are in the category above,<br />
please beware. Also, our association is spending more money to collect<br />
payments that are delinquent. Association dues are mandatory for all<br />
houses in Charlestown Colony. Help keep our legal costs (and yours) low<br />
by paying your assessment on time. If you need to work out a payment<br />
plan, please contact PMG prior to the due date to get one set up.<br />
HOA Annual Assessments:<br />

The management company is using a new application which is much<br />
more robust than the previous online website. To register for the<br />
application, the HOA account number and an email address is needed.<br />
Within the application, HOA dues can be paid, messages can be sent<br />
to the management company, other requests for home improvement<br />
projects etc. can also be done by click or swipe.<br />
Home Renovation Projects:<br />
It has been almost 19 months since Harvey devastated Houston and<br />
for those who are still working on repairs, please be conscious of our<br />
deed restrictions. The Architectural Review form is required to complete<br />
exterior projects such as replacing fences, exterior painting and pretty<br />
much any other exterior project attached to the home that can be<br />
viewed from the street. The Architectural form can be obtained from<br />
Principle Management Group Houston (PMG). We have all endured a lot<br />
due to the flood and have probably filled out enough forms over the last<br />
few months to last a life time. However, this form is just another step<br />
in the renovation process and keeping the project on track. Our deed<br />
restrictions have these forms in place to maintain the appearance of<br />
Charlestown Colony. If exterior projects are completed without consent,<br />
the homeowner could be subject to make changes such as repainting<br />
the house all over again which is costly and time consuming. Most of the<br />
Architectural Review forms can be processed within 10 business days,<br />
but it could take up to 30 days. If it is urgent, please indicate that on the<br />
form and include a phone number. PMG may be able to offer a verbal,<br />
“yes” to get the project started while the form is being processed.<br />

Annual Dues Payment: Thank you to all who have paid your HOA dues!<br />
If HOA dues have not been paid yet, expect a certified letter soon with<br />
penalties. In order to avoid additional costs and fees, there are several<br />
options to make HOA payments. As of February 1 st , unpaid annual dues<br />
are considered delinquent and subject to late fees and penalties. Our<br />
management company has new policies and procedures in place to<br />
collect on past due HOA assessments. If these have not been paid yet,<br />
please make every effort to pay or make a payment arrangement. The<br />
Board worked diligently to maintain our HOA dues at $330 for <strong>2019</strong><br />
although the neighborhood incurred additional expenses caused by the<br />
flooding. There are several payment options available.<br />

2.0 Basketball Goals/Soccer Goals<br />
2.1 The basketball goal backboard, net and post must be maintained in<br />
excellent condition at all times.<br />
2.2 If the backboard is mounted onto the roof by use of a small triangular<br />
metal mounting structure, the structure must be painted to match the<br />
shingle color.<br />
2.3 Backboard must be regulation size and color. Poles must be painted<br />
white, black or a color that blends with the house.<br />
2.4 Must be mounted on garage or placed on the side of the driveway on<br />
a pole. It may be mounted in the backyard if there is adequate space.<br />
2.5 If any complaints are received within one (1) year after installation,<br />
the basketball goal will be subject to immediate removal at the request<br />
of the ACC Committee.<br />
2.6 All portable basketball goals must be properly maintained and<br />
positioned on the side of the driveway when not in use. All portable goals<br />
should be positioned to create the least disturbance to the neighboring<br />
properties.<br />
2.7 Under no circumstances can portable basketball goals be left in the<br />
street.<br />
2.8 When not in use, all permanent/portable soccer goals must be stored<br />
from public view.<br />

INGREDIENTS:<br />
1 1/2 cups all-purpose flour<br />
1/2 cup vegetable oil<br />
2 tablespoons cold milk<br />
1 1/2 teaspoons white sugar<br />
1 teaspoon salt<br />
6 Fuji apples, cored and sliced<br />
3/4 cup white sugar<br />
3 tablespoons all-purpose flour<br />
3/4 teaspoon ground cinnamon<br />
1/2 teaspoon ground nutmeg<br />
1/2 cup all-purpose flour<br />
1/2 cup white sugar<br />
1/2 cup butter<br />
DIRECTIONS: Preheat oven to 350 degrees F (175 degrees C).<br />
To Make Crust: In a large bowl, mix together 1 1/2 cups flour, oil, milk,<br />
1 1/2 teaspoons sugar and salt until evenly blended. Pat mixture into<br />
a 9 inch pie pan, spreading the dough evenly over the bottom and up<br />
sides. Crimp edges of the dough around the perimeter.<br />
To Make Filling: Mix together 3/4 cup sugar, 3 tablespoons flour,<br />
cinnamon and nutmeg. Sprinkle over apples and toss to coat. Spread<br />
evenly in unbaked pie shell.<br />
To Make Topping: Using a pastry cutter, mix together 1/2 cup flour,<br />
1/2 cup sugar and butter until evenly distributed and crumbly in<br />
texture. Sprinkle over apples.<br />
Put pie in the oven on a cookie sheet to catch the juices that may spill<br />
over. Bake 45 minutes.<br />

1/4 teaspoon salt<br />
2 teaspoons vanilla extract<br />
1/2 teaspoon lemon juice<br />
1 (8 ounce) tub frozen whipped topping, thawed<br />
3 cups frozen blueberries<br />
DIRECTIONS:<br />
In a medium bowl, stir together the graham cracker crumbs and 3<br />
tablespoons of sugar. Mix in the melted butter. Sprinkle evenly into<br />
the bottom of a 9 inch square baking dish and pack down into a solid<br />
crust. In a large bowl, beat cream cheese with 1 cup of sugar until<br />
smooth. Stir in salt and lemon juice. Fold in the whipped topping<br />
until well blended, then fold in the frozen blueberries. Spoon over<br />
the crust in the baking dish and spread evenly. Cover with plastic<br />
wrap and refrigerate for at least 1 hour before slicing into squares<br />

Warm weather means our gardens and landscapes are growing fast.<br />
Here are some tasks to keep your landscape beautiful and productive:<br />
Flowers: Time to plant summer blooming perennials and annuals<br />
including plumbago, zinnias, angelonia, purslane, lobularia,<br />
sunflowers, yellow bells, pride of Barbados, duranta and bat-faced<br />
cuphea.<br />
Vegetables: <strong>May</strong> is a great time to plant, from seed or nursery plants,<br />
okra, sweet potatoes, cucumbers, winter squash, pumpkins, basil,<br />
peppers, lima beans, eggplant, garlic chives and Malabar greens. If<br />
you don’t want to dedicate an area of your yard, consider planting<br />
here and there in your flowerbeds. Edible landscaping is a popular<br />
new trend!<br />
Lawns: Water 1/2 to 1” of irrigation per week. A rain gauge or straight<br />
sided container (such as a tuna fish can) will help you know how long<br />
to run your irrigation system to apply 1/2”.<br />
Weeding: Hand pull or hoe weeds while they are still young or better<br />
yet, maintain a 3” layer of mulch in all vegetable and flowerbeds to<br />
deter weeds from getting a start.<br />
Pruning: Remove spent blooms on spring and summer annuals to<br />
promote new blooms.<br />
Fertilizing: Fertilize flowerbeds and vegetable gardens w/slow release<br />
organic fertilizer.<br />
Water: Deep soakings between rain events is better than frequent<br />
light sprinkling.<br />
Birds: Spring migration continues until mid-<strong>May</strong>. Clean bird feeders!<br />
Replace water in bird baths to avoid creating mosquito breeding<br />
spots.<br />
