(BC1&2) NEWS FROM THE BOARD 

THANK YOU! The Board thanks all those residents who have paid 

their annual dues, which often seems don’t get the mention. The fact 

is, without your timely payment, we really cannot maintain the basic 

upkeep and maintenance, much less any improvements. We also want to 

thank those who come to our monthly meetings and share your thoughts 

with us to improve our community. 

OUTSTANDING ASSESSMENT BALANCES: If you have not paid your 2019 

assessment, late fees and interests are added to the balance every month. 

The outstanding balance can increase quite dramatically in a few months. 

Please do not ignore the letters and notices. Once we send your balance to the 

attorney, you can only contact the attorney to settle the matter, neither the 

Board nor management company will be able to discuss the balance with you. 

STRAYED/HOMELESS ANIMALS: One of the unpleasant things that 

happen in spring is the birth of numerous homeless spring kittens. They 

become feral and can start to reproduce as young as when they are 6 

month old, hence the vicious cycle of more feral kittens. If you are a cat 

owner, please spay and neuter your pet to combat the over-population of 

feral/community cats roaming around. There are many low cost animal 

clinics near us (KAAWS, Panda Wellness, The Greater Good just to name 

a few). They perform the surgeries at low cost, helps the animals to stay 

healthy and control unwanted feral kittens being borne. No one likes the 

unpleasant smell of cats spraying around their yards or outside of their 

houses, but that’s the un-neutered cats’ natural behavior to mark their 

territory. I am sure many of you have heard cats screaming and fighting at 

night, the sound is very disturbing. Spaying and neutering the cats can stop 

that too. Keeping your pets inside and closing the pet door can also keep 

your pet cats safe from the territorial fights. Usually if someone bother to 

trap and take the homeless cats to surgeries, they will also feed them, so 

by leaving these altered cats alone, they can actually help to control mice 

and rats population in the area and prevent other unsprayed/unneutered 

cats from coming, hence stabilizing the homeless cats population in the 

area. You can easily spot a spayed/neutered cat if its left ear tip is missing. 

It is a common practice to tip their left ears to indicate they will no longer 

reproduce unwanted homeless kittens and should be left alone. Citizens 

for Animal Protection (http://cap4pets.org/education/feral-cats-info) has 

a lot of information on their website if you want to learn more. 

SPRING PLANTINGS/CLEANING/REPAIRS: Although summer does not 

officially start until June, here, the weather tells a slightly different story. 

With temperature hitting 90 F in early April, this is a good time to do all the 

needed repairs of our homes - paint, repairs; landscaping improvements, 

tree/shrub pruning etc… Please remember to submit these repairs and 

improvements to the HOA Board for approval prior to doing them. The 

ACC form can be obtained on TownSq app. If you have not sign up, use 

your property account number on the assessment invoice to setup your 

account in less than 1 minute. If you do not have your account number 

or have questions with the form, any letters and notices received, please 

contact our property manager Maggie McKay and she can help you. 

MONTHLY MEETING: Our monthly meeting is on the 2 nd Wednesday 

of every month at 7 PM and we are meeting at the M.U.D. 102 water 

plant building next to the water tower. We’d like to hear your input and 

questions so please come to join us.

(BCS3) 2019 ANNUAL MEETING 

Our annual meeting is set for Sunday, May 19 th at 7 PM. The meeting will 

be held in the neighborhood at 14602 Vaughnville Drive (Mark Przywara’s 

home). Everyone will be receiving a letter from the management 

company about this event in early May. The agenda for this meeting will 

include the election to fill one director position (that presently held by 

Mark Przywara) as well as to serve as an open forum for any residents to 

discuss various neighborhood issues with the Board as well as Theodora 

Daly (our ACMP Management).

involved with since he has moved to Fredericksburg on a full time basis.

Josh Murray and others are stepping in to take over the BCS3 Board 

responsibilities point forward. 

If you cannot attend the meeting in person, please fill out a proxy form 

and give it to one of the Board members so that you “can be counted.” 

“Being counted” is important since our Bylaws stipulate that 20% of 

the property owners need to participate in the Annual Meeting either in 

person or via proxy. 

(BCS3) MOSQUITO SPRAYING 

The HOA has paid to have mosquito spraying done by Cypress Creek Pest 

Control in the neighborhood from April to October. This practice was 

started in the early 2000’s to supplement supposed spraying by Harris 

County (which this resident has never seen once in the past 16 years). 

The location of our neighborhood next to the bayou and the abandoned 

sand pit (which has a constant standing water pond) makes BCS3 a prime 

area for mosquito potential. Add in the historical issues with mosquito 

borne diseases (e.g. West Nile virus, Zika Virus) and the HOA feels that it 

is in the best interest of the residents to have this service. 

These sprayings are presently taking place at a twice a week frequency. 

This service costs about $2,000 per year and makes up about 12% of the 

2019 Budget. 

(BCS3) GARAGE SALES 

At present, there are no plans to have a neighborhood wide garage sale 

for BCS3 this year. But the Bylaws allow for individual residents to have 

up to four garage sales per year. If you are interested in having your own 

garage sale, please contact any Board member to let them know you are 

planning to do this. Thank you for your cooperation as to this issue.

Due to the lack of advertising within the colonies, Charlestown Colony had 

to reduce the amount of articles published in the newsletter. Please see the 

back of the Krenek Magazine for upcoming area events. 

Please Stop Parking in Front of the Charlestown Colony Park! From 

Our Board: It is dangerous for our children to play in the park with cars 

parked in front of it. Trailers are a deed restriction violation. The county 

posted signs for a reason. It is dangerous for our children and other 

residents. We will be enforcing our deed restrictions to the fullest extent. 

Fines and towing will be enforced. If you are in the category above, 

please beware. Also, our association is spending more money to collect 

payments that are delinquent. Association dues are mandatory for all 

houses in Charlestown Colony. Help keep our legal costs (and yours) low 

by paying your assessment on time. If you need to work out a payment 

plan, please contact PMG prior to the due date to get one set up. 

HOA Annual Assessments: 

If you have not paid the annual HOA dues by now, it is delinquent!

The management company is using a new application which is much 

more robust than the previous online website. To register for the 

application, the HOA account number and an email address is needed. 

Within the application, HOA dues can be paid, messages can be sent 

to the management company, other requests for home improvement 

projects etc. can also be done by click or swipe. 

Home Renovation Projects: 

It has been almost 19 months since Harvey devastated Houston and 

for those who are still working on repairs, please be conscious of our 

deed restrictions. The Architectural Review form is required to complete 

exterior projects such as replacing fences, exterior painting and pretty 

much any other exterior project attached to the home that can be 

viewed from the street. The Architectural form can be obtained from 

Principle Management Group Houston (PMG). We have all endured a lot 

due to the flood and have probably filled out enough forms over the last 

few months to last a life time. However, this form is just another step 

in the renovation process and keeping the project on track. Our deed 

restrictions have these forms in place to maintain the appearance of 

Charlestown Colony. If exterior projects are completed without consent, 

the homeowner could be subject to make changes such as repainting 

the house all over again which is costly and time consuming. Most of the 

Architectural Review forms can be processed within 10 business days, 

but it could take up to 30 days. If it is urgent, please indicate that on the 

form and include a phone number. PMG may be able to offer a verbal, 

“yes” to get the project started while the form is being processed.

options to make HOA payments. As of February 1 st , unpaid annual dues 

are considered delinquent and subject to late fees and penalties. Our 

management company has new policies and procedures in place to 

collect on past due HOA assessments. If these have not been paid yet, 

please make every effort to pay or make a payment arrangement. The 

Board worked diligently to maintain our HOA dues at $330 for 2019 

although the neighborhood incurred additional expenses caused by the

of every month at the MUD #102 Building which is located at 15300 

Falmouth Ave. under the Colonies Water Tower. Watch for our meeting 

notice signs posted throughout our neighborhood. We encourage you 

to attend. The meeting begins at 7 PM. The entrance to the MUD 102 

building is about a half block north of the intersection of Falmouth and 

Kentwick. Look for the water tower north of Falmouth and the driveway 

lined on one side by a black wrought iron fence. 

(CC) GARAGE SALES: Concord Colony residents are not to have more 

than two garage sales per year. 

(CC) HOA request: Dear Concord Colony Residents, Your Board of 

Directors and Community Manager strive to make this community look 

its best at all times. We are asking you to please take a good look at the 

exterior of your home and yard. Landscape your flowerbeds if needed, 

trim your trees and bushes if needed and also reduce the clutter. If the 

paint on your home is chipping or fading, please consider repainting 

(approved colors only). However, before you start painting, you must 

submit an ACC application to the management company for review. If you

(GC1) HOA ANNUAL DUES: HOA Annual fees were due February 1 st . 

Homeowners who wish to setup installment payments or discuss

(GC1) LED streetlight project: This is your HOA annual dues at work. 

Streetlight additions are work in progress for Telfair Ct, Edisto Ct, East/ 

West Rutledge Ct. CenterPoint has our workorder submitted to the 

contractor for installation - standby! 

(GC1) Annual GC1 HOA meeting: The annual GC1 HOA meeting was held 

March 12 th and open to all homeowners. There was good attendance 

present, which made for good discussion regarding GC1 ongoing 

activity/projects, financial status and concerns. Welcome new GC1 Board 

of Directors: Danny Colicci - Director. 

(GC1) Georgetown I Board meetings: GC1 Board meetings are scheduled 

the 3 rd Thursday of every month at the MUD Bldg. at 15300 Falmouth Dr. by 

the water tower. All GC1 homeowners are welcome to attend and see what 

activities the HOA Board is performing on your behalf. We are committed to 

keeping GC1 a safe and enjoyable community to raise our families.

2.0 Basketball Goals/Soccer Goals 

2.1 The basketball goal backboard, net and post must be maintained in 

excellent condition at all times. 

2.2 If the backboard is mounted onto the roof by use of a small triangular 

metal mounting structure, the structure must be painted to match the 

shingle color. 

2.3 Backboard must be regulation size and color. Poles must be painted 

white, black or a color that blends with the house. 

2.4 Must be mounted on garage or placed on the side of the driveway on 

a pole. It may be mounted in the backyard if there is adequate space. 

2.5 If any complaints are received within one (1) year after installation, 

the basketball goal will be subject to immediate removal at the request 

of the ACC Committee. 

2.6 All portable basketball goals must be properly maintained and 

positioned on the side of the driveway when not in use. All portable goals 

should be positioned to create the least disturbance to the neighboring 

properties. 

2.7 Under no circumstances can portable basketball goals be left in the 

street. 

2.8 When not in use, all permanent/portable soccer goals must be stored 

from public view.

You could make this on National Apple Pie Day May 13th! 

INGREDIENTS: 

1 1/2 cups all-purpose flour 

1/2 cup vegetable oil 

2 tablespoons cold milk 

1 1/2 teaspoons white sugar 

1 teaspoon salt 

6 Fuji apples, cored and sliced 

3/4 cup white sugar 

3 tablespoons all-purpose flour 

3/4 teaspoon ground cinnamon 

1/2 teaspoon ground nutmeg 

1/2 cup all-purpose flour 

1/2 cup white sugar 

1/2 cup butter 

DIRECTIONS: Preheat oven to 350 degrees F (175 degrees C). 

To Make Crust: In a large bowl, mix together 1 1/2 cups flour, oil, milk, 

1 1/2 teaspoons sugar and salt until evenly blended. Pat mixture into 

a 9 inch pie pan, spreading the dough evenly over the bottom and up 

sides. Crimp edges of the dough around the perimeter. 

To Make Filling: Mix together 3/4 cup sugar, 3 tablespoons flour, 

cinnamon and nutmeg. Sprinkle over apples and toss to coat. Spread 

evenly in unbaked pie shell. 

To Make Topping: Using a pastry cutter, mix together 1/2 cup flour, 

1/2 cup sugar and butter until evenly distributed and crumbly in 

texture. Sprinkle over apples. 

Put pie in the oven on a cookie sheet to catch the juices that may spill 

over. Bake 45 minutes.

1 1/2 cups graham cracker crumbs 

3 tablespoons white sugar 

1/2 cup butter or margarine, melted 

1 (8 ounce) package cream cheese, softened 

1 cup white sugar 

1/4 teaspoon salt 

2 teaspoons vanilla extract 

1/2 teaspoon lemon juice 

1 (8 ounce) tub frozen whipped topping, thawed 

3 cups frozen blueberries 

DIRECTIONS: 

In a medium bowl, stir together the graham cracker crumbs and 3 

tablespoons of sugar. Mix in the melted butter. Sprinkle evenly into 

the bottom of a 9 inch square baking dish and pack down into a solid 

crust. In a large bowl, beat cream cheese with 1 cup of sugar until 

smooth. Stir in salt and lemon juice. Fold in the whipped topping 

until well blended, then fold in the frozen blueberries. Spoon over 

the crust in the baking dish and spread evenly. Cover with plastic 

wrap and refrigerate for at least 1 hour before slicing into squares

Warm weather means our gardens and landscapes are growing fast. 

Here are some tasks to keep your landscape beautiful and productive: 

Flowers: Time to plant summer blooming perennials and annuals 

including plumbago, zinnias, angelonia, purslane, lobularia, 

sunflowers, yellow bells, pride of Barbados, duranta and bat-faced 

cuphea. 

Vegetables: May is a great time to plant, from seed or nursery plants, 

okra, sweet potatoes, cucumbers, winter squash, pumpkins, basil, 

peppers, lima beans, eggplant, garlic chives and Malabar greens. If 

you don’t want to dedicate an area of your yard, consider planting 

here and there in your flowerbeds. Edible landscaping is a popular 

new trend! 

Lawns: Water 1/2 to 1” of irrigation per week. A rain gauge or straight 

sided container (such as a tuna fish can) will help you know how long 

to run your irrigation system to apply 1/2”. 

Weeding: Hand pull or hoe weeds while they are still young or better 

yet, maintain a 3” layer of mulch in all vegetable and flowerbeds to 

deter weeds from getting a start. 

Pruning: Remove spent blooms on spring and summer annuals to 

promote new blooms. 

Fertilizing: Fertilize flowerbeds and vegetable gardens w/slow release 

organic fertilizer. 

Water: Deep soakings between rain events is better than frequent 

light sprinkling. 

Birds: Spring migration continues until mid-May. Clean bird feeders! 

Replace water in bird baths to avoid creating mosquito breeding 

spots.
