Editors note<br />

In this issue of <strong>forecourttech</strong> ‘online’ we focus on<br />

the International Forecourt Standards Forum (IFSF) a<br />

long-established standards organisation and enthusiastic<br />

supporter of <strong>forecourttech</strong>, our annual conference<br />

and meetings convention.<br />

Over the past 25 years the IFSF have collaborated with<br />

other standards organisations and relevant institutions<br />

to achieve common standards for interoperability of<br />

forecourt and convenience devices and services, depending<br />

on support from retailers, suppliers and other<br />

industry stakeholders who contribute to, and benefit<br />

from, shared standards. The objective of IFSF is to<br />

ensure harmonisation of equipment interconnectivity and<br />

communication standards and over the years have developed<br />

standards covering many aspects of forecourt<br />

technology.<br />

The work of the IFSF comes more into focus when you<br />

see reports, such as that recently released by Accenture,<br />

confirming that digital investments are expected<br />

to increase significantly to better allow fuel retailers to<br />

engage with customers and improve services. Therefore<br />

retailers will be investing “significantly more” in digital<br />

technologies in the next 3-5 years with the target of<br />

achieving better customer retention and an increase in<br />

convenience store sales.<br />

Shell and Turkish natural gas distributor,<br />

Turcas, have opened the first solar powered<br />

fuel station in Ankara, Turkey. The station in<br />

Küçükesat aims to reduce CO 2 emissions by<br />

around 30 percent.<br />

Tufan Erginbilgic, Chief Executive of Downstream<br />

BP, has confirmed that the rollout of<br />

150kW Polar network chargers on BP’s UK<br />

forecourts will commence in July 20<strong>19</strong>.<br />

in the UK than petrol stations, according to<br />

data from Zap-Map, an online service for<br />

electric charger users.<br />

Driverless electric trucks have started making<br />

deliveries on public roads in Sweden.<br />

Developer Einride and logistics customer DB<br />

Schenker described the project as a ‘world<br />

first.’<br />

Sweden is building an electric road that will<br />

charge your car as you drive. The city of<br />

Lund, will be one of the first in the world to<br />

install a real-life kilometre-long demonstration<br />

of a new type of electric road.<br />

Cars and motorbikes running on petrol or diesel<br />

will be banned from driving in Amsterdam<br />

from 2030. The city’s council plans to phase<br />

in the change as part of a drive to clean up<br />

air pollution, which the authorities blame for<br />

shortening the life expectancy by a year.<br />

ExxonMobil is taking employee safety training<br />

to a new level with virtual reality simulators.<br />

ExxonMobil’s digital garage allows employees<br />

to hone their instincts, catch their mistakes<br />

and make instant decisions, so that they’re<br />

better equipped to work smarter and safer.<br />

In a bid to take on Tesla, US car giant General<br />

Motors has released details of an all-new<br />

digital electronic platform that will form the<br />

backbone of the carmaker’s next generation<br />

of connected and electric cars.<br />

A new study from IDC predicts retailers will<br />

spend $5.9 billion this year alone on artificial<br />

intelligence tools like automated customer<br />

service and product recommendations.<br />

In the battery vs fuel cell debate, flying car<br />

start-up, Alaka’i Technologies, is betting on<br />

hydrogen. The company unveiled a liquid-hydrogen-powered,<br />

five-passenger electric<br />

aircraft that it claims will be more efficient and<br />

powerful than the battery-powered aircraft its<br />

many competitors are developing.<br />

DHL is adding hydrogen fuel-cell vans to its<br />

fleet to cut carbon emissions.<br />

Some of the world’s biggest retailers have<br />

begun accepting cryptocurrency payments<br />

in the form of bitcoin, ethereum, bitcoin cash<br />

and the Gemini dollar. US-based payments<br />

start- up Flexa has enabled Amazon-owned<br />

Whole Foods, Nordstrom, Starbucks and<br />

dozens of other companies to take bitcoin<br />

It may seem obvious – the more you know about the current state of your business, the better,<br />

challenges were each day,” explained Mark Truman Chief<br />

operators were using Excel or print-outs to work out their<br />

margins to decide on their retail prices. They’ve been run<br />

ning their businesses in this way for years without visibility<br />

of their key numbers and they’ve had to find ways to adapt.<br />

What we’re doing is bringing the science to the table to<br />

make their data more accurate, more timely and more<br />

reliable.”<br />

Whilst plenty of retailers have enjoyed many successful<br />

years using manual methods, this also requires a large<br />

amount of data entry. Mark’s team found that this data<br />

may not be entered into a system for several days or even<br />

weeks and by then it is too late to change anything. With<br />

live reporting, site operators have up to the minute data,<br />

with live margins that are blended by grade, site and portfolio,<br />

and adjusted for fuel cards. To achieve this, EdgePetrol<br />

securely connects with the PoS (Point Of Sale), any fuel<br />

supplier, and the fuel tanks to display live volumes and<br />

calculate a live weighted-and-blended margin.<br />

“The cost of your fuel is always changing, so we update the<br />

blended cost each time a new delivery hits the tanks and<br />

as sales empty them. Every time a customer buys fuel, we<br />

apply the relevant cost price on a FIFO basis and amend<br />

the margin,” explained Mark.<br />

One key feature of the platform is live gross profit, which is<br />

the exact cost of your fuel sold subtracted from your fuel<br />

sales and Edge Petrol have taken every consideration to<br />

ensure the numbers appearing on screen are as accurate<br />

as possible “We provide real-time data so retailers know<br />

the exact cost of the fuel in their tanks and so they can<br />

price competitively without making a loss.”<br />

Unlike other pricing companies, Edge Petrol allows retailers<br />

to remain in command of the decision making process:<br />

“There is an art to fuel pricing and this comes with experience.<br />

What we are providing is the science to allow for the<br />

best possible decisions. The decision is still in the retailer’s<br />

hands, but we are giving them all the data and metrics<br />

to help them make the decisions that are best for their<br />

business.” EdgePetrol refer to these insights as ‘forecourt<br />

superpowers’, giving retailers everything they need to run<br />

their business more efficiently and profitably.<br />

To aide retailers even further, the company’s latest feature<br />

is a system that is forecasting margins across entire portfolios.<br />

The system will take into account the blend of fuel in<br />

all the tanks and forecast tomorrow’s blended cost based<br />

on anticipated sales, meaning retailers will be able to see<br />

in to the future and make decisions based on tomorrow as<br />

well as today.<br />

EdgePetrol continues to develop the platform to meet the<br />

needs of their clients. From the very beginning the software<br />

Olerex and Astro Baltics’ new POS collaboration is<br />

being piloted at Olerex’s Tallinn Airport service station. The<br />

new self-service POS comes as an addition to the existing<br />

pay-at-pump, which allows customers to pay for their fuel<br />

directly at the dispenser.<br />

“Imagine a situation, when you are in hurry, but need to<br />

refill your car. You arrive at the petrol station and there is<br />

a long queue of people waiting to pay for petrol and other<br />

goods. You may end up frustrated for having been waiting<br />

for too long just because the petrol station is not ready to<br />

serve that many customers at once,” Taimar Kallari, Astro<br />

Baltics CEO, explains. This was the exact problem Olerex<br />

were facing and so they approached, IT solutions provider<br />

Astro Baltics to help them find a solution.<br />

The pay-at-pump solution, which enables customers to<br />

swiftly pay for fuel at pump has now been in place for a<br />

couple of years and was been well received by customers.<br />

Inspired by this success, Olerex decided to look at<br />

how they could speed up the checkout process inside the<br />

convenience store.<br />

“Customers at our stations, like everywhere else, are<br />

valuing their time more and more. A queue time of a minute<br />

is enough to cause a feeling of slow service. Speed of service<br />

is appreciated by our customers and that is something<br />

we really consider as our competitive advantage over the<br />

other types of outlets. Therefore, it is critical for us to speed<br />

up the payment processes both in the forecourt and in<br />

the c-store to keep us up to the customers’ expectations,”<br />

explains Antti Moppel, Olerex Chairman.<br />

For Olerex, simplicity, user-friendliness and simple building<br />

architecture were important while searching for the new<br />

solution. The focus was on the customer, who should be<br />

enabled to make the purchases as quickly and comfortably<br />

as possible.<br />

During the development, all the existing systems on the<br />

market were studied, tested, and analysed. Removing<br />

all the flaws and creating something completely different<br />

meant that Olerex and Astro Baltics were able to create a<br />

user-friendly self-service POS interface that met the needs<br />

of their customers. The solution is unique because of the<br />

user interface, which was created from scratch.<br />

Thanks to the self-service POS, Olerex customers who are<br />

on the run can now not only pay at pump without entering<br />

the shop, but also make their quick purchases faster in the<br />

convenience store.<br />

saw profits increase by 2.2% in 2018, generating<br />

turnover in excess of 137 million<br />

posts on their website, Oney examine the<br />

idea that one day, due to the rise in payment<br />

technology, cash could be a thing of the past.<br />

Latest figures show that 2.6 billion smart payment<br />

cards were shipped globally in 2018 by<br />

SPA Members, Associate Members & Market<br />

Monitoring Advisory Council Members. The<br />

research also shows that contactless cards<br />

represent 45% of all smart payment cards<br />

shipped. Europe leads adoption rates with<br />

83% of cards featuring contactless functionality<br />

whilst growth continued in the United<br />

States where 68% of US storefronts now are<br />

accepting chip cards.<br />

Heather Price, Chair of the International Forecourt<br />

Standards Forum, explains why harmonised<br />

standards are essential in forecourt retail and how<br />

the forum is driving the agenda forwards<br />

The International Forecourt Standards Forum (IFSF) is<br />

a not-for-profit trade association operating within the Retail<br />

Fuels industry. The Forum is made up of major fuel retailers<br />

and technology companies from the sector. The organisation<br />

was 25 years old in 2018 and continues to publish<br />

standards, engineering bulletins and implementation<br />

guides, alongside test tools, simulators and self-certification<br />

compliance certificates.<br />

As the name indicates, the organisation’s focus is on<br />

standards, primarily forecourt technology standards. One<br />

of its many achievements in this industry is its ISO8383 Oil<br />

card payment protocol which has a Single Euro Payments<br />

Area (SEPA) label and processes several million transactions<br />

per day globally.<br />

The aim of IFSF is to provide application standards that<br />

enable the interoperability of the numerous pieces of<br />

forecourt equipment and fuel retailing applications. The<br />

ultimate aim is to minimise the cost to the consumer but at<br />

the same time enable rapid deployment of marketing and<br />

payment innovations.<br />

At the 2018 IFSF conference held in Hamburg, the message<br />

that kept coming back was consumers don’t care<br />

that fuel technology is more complex than bar codes; they<br />

don’t care that on-line retailers don’t have to worry about<br />

dispersed point-of-sale (POS) technology spread across<br />

thousands of sites; they don’t care that Amazon or ASOS<br />

technology can only be as old as their organisations; they<br />

expect the same functionality when they refuel their car as<br />

when they buy their weekly shop at a supermarket.<br />

The challenges we face delivering that today are a legacy.<br />

The rise of payment cards, and the inevitable fraud that<br />

came with it, brought the first wave of regular changes to<br />

this area. Payment Card Industry (PCI) started to introduce<br />

deadlines for minimum levels of security, requiring regular<br />

upgrades of payment terminals, and upgrades to POS<br />

software where payment information was processed.<br />

problem but Outdoor Payment Terminals (OPTs) required a<br />

whole new level of resource; time, manpower and financial.<br />

Very high levels of the available capital expenditure across<br />

the whole landscape was spent on non-discretionary projects<br />

to just keep up with PCI requirements. The lack of interoperability<br />

between the equipment of different vendors,<br />

or even different generations from the same vendor just<br />

added to the time and resource required to keep up.<br />

A decade on, the demands are much more exciting but<br />

equally as challenging. The emerging new consumer<br />

expects to be able to order and pay for everything on<br />

smartphones and their loyalty points to be automatically<br />

saved and applied at the touch of an icon. The advent of<br />

mobile payment and loyalty applications has really tested<br />

forecourt technology designed in what was frankly a different<br />

era.<br />

The simple graphic below shows the number of messages<br />

required to be exchanged between applications on the<br />

ground and in the cloud to enable a single mobile payment<br />

transaction. With standardised interfaces, these types<br />

of projects are challenging enough. Without standards,<br />

projects are doomed to be outdated before they even get<br />

to testing.<br />

This is not about saving retailer costs, it is about finding the<br />

resource to carry out all of the work demanded by our consumers.<br />

The aim of IFSF is to allow vendors and retailers to<br />

concentrate their efforts and skills on developing exciting<br />

new technologies at the consumer end, by standardising<br />

the interfaces behind the consumer facing application.<br />

With new technology vendors entering this space, we all<br />

need to be enabling our retail customers to select the<br />

combination of cloud services they need to provide their<br />

marketing value proposition.<br />

For the last four years IFSF has focused its development<br />

funding on APIs, building a strategy, a roadmap and a<br />

platform whilst developing Fuel Retailing API Collections. In<br />

mid-2018 we launched a common Fuel Retailing Data Dictionary<br />

with Conexxus who work in this field in the US. The<br />

data dictionary acts as the focal point for our growing API<br />

libraries, ensuring terminology around things as simple as<br />

dates, currency, country, unit of measure and equipment<br />

names are fully aligned. We have a Joint Workgroup for<br />

APIs with our technical expert friends from Conexxus that<br />

meets regularly to take this work forward.<br />

Earlier this year a review was performed by REPL (a major<br />

API consultancy), which provided a reality check to ensure<br />

our chosen IFSF platform and architecture was aligned with<br />

current industry best practice. Early results confirm our selections<br />

are as future proofed as possible and the selected<br />

strategy, chosen platform and tools and applications are<br />

sound.<br />

The IFSF team continues to upgrade its standards, test<br />

tools, simulators and self-certification test engines from<br />

their old existing XML-based architecture to API based<br />

web standards.<br />

However, there is still much to be done. Despite the acknowledged<br />

benefits realised through the use of technical<br />

standards in retail petroleum and other sectors internationally,<br />

their adoption is far from universal. IFSF will continue<br />

to work with its partners to promote and evolve these<br />

standards while encouraging all stakeholders to join them.<br />

A message from Andreas Strobel - SPA President<br />

The first few months of 20<strong>19</strong> have seen the SPA striding<br />

ahead in its mission to define, inform, and shape the<br />

fast-evolving payments sector.<br />

The Internet of Things (IoT) is set to transform payment<br />

ecosystems, ushering in a new era of connected commerce,<br />

payment automation and real-time clearing and<br />

settlement. But addressing complex technology ecosystem<br />

challenges and security vulnerabilities will be critical to<br />

facilitating frictionless, faster, and risk-free payments.<br />

In February, SPA published a new paper, IoT Payments:<br />

Addressing the Protection Problem, which provides<br />

insights on how to protect internet-connected devices with<br />

the ability to pay and minimize the risk of attack and fraud.<br />

With biometrics fast becoming a key verification and authentication<br />

mechanism for payment services, in April we<br />

published our paper on Biometrics, Payment and GDPR.<br />

This document provides a detailed analysis on how to<br />

achieve GDPR compliance in relation to the capture and<br />

processing of biometric information for cardholder authentication.<br />

As EU policy makers continue press for greater financial<br />

market integration as a means to enhancing cross border<br />

trade and investment, our SPA Insights Paper - Quantifying<br />

the Potential of Utilizing Technology to Integrate EU Financial<br />

Markets – evaluates the opportunities and provides<br />

recommendations on how to accelerate the adoption of<br />

innovative platforms that will enable more integrated financial<br />

markets.<br />

Influencing the industry<br />

SPA continues to play a critical role in advancing the development<br />

of industry standards, regulatory initiatives, and<br />

best practices for a sector that never stands still.<br />

Here’s a roundup of some of the ways they’re helping to<br />

influence the future direction of our industry:<br />

• A recent SPA presentation on how to resolve security and<br />

privacy concerns relating to IoT devices delivered at the<br />

Merchants Payments Ecosystem in Berlin and has stimulated<br />

discussions at the European Cards Stakeholders Group<br />

(ECSG) and the European Banking Association on potential<br />

IoT use cases for banks and PSPs. Indeed, SPA believes<br />

IoT initiated payments are set to become a reality within<br />

the next five years, with wearables, connected cars and<br />

smart homes representing the first environments to feature<br />

embedded payment capabilities.<br />

• As members of the innovation expert teams supporting<br />

the ECSG in charge of cards standardization in the Single<br />

Euro Payments Area (SEPA), SPA continues to push for the<br />

integration of the technology building blocks that together<br />

make up new payment architectures– distributed ledgers,<br />

cloud and IoT – in a bid to address potential security and<br />

regulatory concerns.<br />

• SPA has been invited to join the ESCG’s new digital payments<br />

taskforce to investigate the technical user interfaces<br />

and security challenges that arise from the co-existence of<br />

card and non-card payments and the potential impact of<br />

these for the European payment industry.<br />

• As an active participant at APIDE (Africa Pay and ID<br />

Africa Expo), SPA has outlined practical steps the African<br />

payments industry and region’s governments can take to<br />

fast-track the introduction of mobile electronic payment<br />

instruments that facilitate financial inclusion for all citizens.<br />

Open banking and cryptocurrencies update<br />

Following the recent rollout out of open banking regulations<br />

and the launch of the EU’s Payment Services Directive 2<br />

(PSD2), SPA notes how many countries in regions around<br />

the world are following suit. They are and establishing<br />

frameworks that will enable banks to share select customer<br />

data with third-party providers and establish open payment<br />

schemes.<br />

Recent key Asian market initiatives include those taking<br />

place in Japan and Korea. Meanwhile, in the US, an upcoming<br />

conference in <strong>June</strong> will evaluate adapting PSD2 to<br />

the specifics of the US market, with a focus on two fundamental<br />

aspects – open banking and consumer protection<br />

through strong customer authentication.<br />

Meanwhile, the Financial Action Task Force (FATF)* has<br />

now finalized its requirements for the supervision and<br />

monitoring of cryptocurrency service providers to prevent<br />

cryptocurrencies from being misused for illegal transactions<br />

or money laundering purposes.<br />

SPA notes that, as well as providing the market with the<br />

security and authentication solutions that enable payment<br />

innovations while protecting end users, its members are<br />

also actively contributing to open banking and standardization<br />

on cryptocurrencies through their respective national<br />
