Last week Aberdeenshire Councillors approved changes to tariffs at Pay and Display car parks in Aberdeenshire. A spokes person<br />
said: “The changes, which have been the subject of extensive consultation, are designed to cover the cost of operating the car parks,<br />
as well as supporting town centres. It includes the removal of free periods, where they exist, though the vast majority of parking in<br />
Aberdeenshire’s towns – around 70% continues to be free.<br />
The relationship between car parking and town centres is a complex one – effective management of car parking through a range of<br />
measures can play a positive role in supporting a town centre.<br />
A working group of local Councillors and expert transportation officers looked closely at the issues in Aberdeenshire and came up<br />
with a proposal to remove free periods and alter tariffs to encourage longer stays in local town centres.”<br />
After spending the last two years illegally extorting money out of hard pressed Peterhead town centre traders on the back of a highly<br />
rigged election which despite a massive con job was not supported by more 70% of Peterhead town centre traders and would not<br />
have succeed without the Council votes, the Council is not only sending sheriff officers to traders’ doors telling them they are about<br />
to be liquidated and bankrupted by the Council but the Council is now removing free parking from the town centre.<br />
Peterhead Councillor Alan S. Buchan, who is also a town centre trader, said, Peterhead town centre traders are being crippled by the<br />
treatment they are receiving from a totally out of touch gangster Council. Pretending to help town centre businesses by extorting<br />
money from them under threats of bankruptcy and liquidation has now been added to by the Council lies that ‘70% of parking is<br />
free” in Peterhead. Meanwhile, the Council are removing the free hour parking from the car parks is another crippling blow for<br />
Peterhead town centre. 70% of the car parks may be free in Inverurie but this is not the case in Peterhead. There is only one free<br />
car park in Peterhead which is useless to town centre traders and their customers as it is occupied each working day by Council staff.<br />
Cllr. Buchan continued, by saying that he was instrumental in putting the free hour parking into Peterhead and other towns when he<br />
was vice chair of ISC six years ago. At that time it was recognized that although there would be a cost, it would be more than out<br />
weighed by the boost it would give local traders trying to compete with the large free car parks of the supermarkets. The free first<br />
hour saw car park use increase by more than 200% but this success story is now being crushed by an anti-Peterhead Council.<br />

DRIVE ON THE LEFT CAMPAIGN<br />
Police Scotland and Road Safety Scotland were joined at<br />
tourist hotspot Urquhart Castle, Inverness, today by<br />
members of the British Vehicle Rental and Leasing<br />
Association (BVRLA), along with local MSP, Kate<br />
Forbes, to launch a new campaign to remind motorists to<br />
‘Drive on the Left’ when visiting Scotland.<br />
Latest figures record ‘inexperience of driving on the left’<br />
as a contributory factor in 65 accidents and, following a<br />
number of serious collisions last year, the campaign is designed<br />
to coincide with the peak tourist season in Scotland,<br />
encouraging visitors to enjoy Scottish roads safely.<br />
Road Safety Scotland produces a ‘Driving in Scotland’<br />
tourist information leaflet addressing issues faced by those<br />
who are not used to the concept of driving on the left or<br />
single track roads and, through a nationwide partnership<br />
with the BVRLA, the new look leaflet will be distributed<br />
when picking up a hire car and an electronic version will<br />
be issued at the time of booking. Hire car users will also be<br />
given a ‘Drive on the Left’ wristband, to be worn on their<br />
left wrist, available in eight different languages (English,<br />
French, German, Spanish, Italian, Dutch, Hindi, Chinese<br />
and Japanese), and ‘Drive on the Left’ in-car stickers will<br />
be distributed via car rental companies to both remind and<br />

New kerbside collection service pilot starts in Mintlaw,<br />
before rolling out to other areas of Aberdeenshire<br />
After changes to the kerbside collection of recycling and waste were agreed by councillors last month, Mintlaw will be<br />
one of the first areas to pilot the new service.<br />
A new approach is being taken to push up Aberdeenshire’s recycling rate and send less waste to landfill, ahead of strict<br />
recycling targets and national restrictions on the use of landfill.<br />
The pilot, which starts later this month, will be used to gather real-life data on the performance of the new service. It is<br />
also a chance for the council to work with residents to resolve any issues before it is rolled out to other areas next year.<br />
Under the new system existing bins will be used and one bin and a food waste caddy will continue to be collected every<br />
week. This means:<br />
Week 1 – General waste bins and food waste collected<br />
Week 2 – Recycling bin (blue lid) and food waste collected<br />
Week 3 – Recycling bin (blue lid) and food waste collected<br />
Materials that can be recycled on the kerbside remain the same - the only difference is that the blue-lidded recycling bin<br />
is emptied more often (twice in every three weeks).<br />
Households which are part of the pilot will be contacted by post before it starts.<br />
A drop-in session will also be held at Mintlaw’s MACBI community hub on Wednesday, June 19 from noon-8pm to<br />
give residents in the pilot area a chance to ask questions.<br />
Households are encouraged to give the new service a go – most will find that as long as they fully use the recycling<br />
services available, including the food waste caddy, they will have enough space in the landfill bin.<br />
Aberdeenshire’s recycling rate is 43.7%, but services currently available should allow a rate over 70%.

alleged dangerous driving<br />
in the Mintlaw and<br />
Peterhead areas after being<br />
detected driving at grossly<br />
excessive speed by Road<br />
Policing Officers carrying<br />
out checks in an unmarked<br />
vehicle.<br />
A 29 year old man was<br />
stopped for driving at<br />
109mph on the A952<br />
Mintlaw to Cortes road at<br />
around 7pm on<br />
Wednesday, 12 June.<br />
Later that evening at<br />
around 10.20pm a 17 year<br />
old man was stopped for<br />
driving at 65mph in a<br />
30mph limit at South Road<br />
in Peterhead.<br />
At the time of these<br />
incidents the road surface<br />
was wet following heavy<br />
rain and driving conditions<br />
were poor.<br />
Both drivers have been<br />
charged in relation to alleged<br />
dangerous driving<br />
and will be reported to the<br />
Procurator Fiscal.<br />
Road Policing Sergeant<br />
Andy Ramsay said: "It is<br />
extremely disappointing to<br />
find that within the space<br />
of a few hours two<br />
motorists were stopped for<br />
driving at extremely high<br />
speed, particularly given<br />
the poor weather and road<br />
conditions at the time. Regardless<br />
of the weather<br />
conditions, any error at<br />
such high speed would almost certainly result in serious<br />
injury at the very least. If convicted of dangerous<br />
driving motorists will face a driving ban, a criminal<br />
record, and most likely a substantial fine or the<br />
possibility of a prison sentence.<br />
"Speed limits are there for a reason and should not be<br />
regarded as a target. If the conditions are poor adjust<br />
your driving and reduce your speed accordingly.<br />
"Road Casualty Reduction is an absolute priority for<br />
Police Scotland and we will continue to carry out<br />
operations to promote road safety. If you have<br />
concerns these can be reported to us on 101. In an<br />

UNION DEMANDS THAT SCHOOL MEALS MUST MAKE IT SCOTTISH<br />
Scottish Government must deliver on its commitment to create a ‘Good Food Nation’ by guaranteeing that<br />
every school meal, where possible, is made entirely from fresh, tasty Scottish produce.<br />
Responding to the publication of a Scottish Government report on nutritional requirements for food and drink<br />
in schools, NFUS is calling on Scottish Government to insist that local authorities prioritise local produce<br />
when preparing their school menus. Given that the timetable for change set by Scottish Government is autumn<br />
2020, the process of sourcing and securing local produce for school meals to be served in 15 months’<br />
time must start now.<br />
The Union points out that Scottish Government runs the risk of scoring a massive own goal if changes to<br />
school meal nutritional requirements do not support its Good Food Nation ambition and results in more meal<br />
imported produce appearing on menus, coming at a higher environmental cost, additional food miles and poorer<br />
production standards.<br />
As well as urging Scottish Government to drive a higher inclusion of Scottish produce on menus, there’s also<br />
the opportunity to link that to a better understanding for pupils of where the food has come from and how it’s<br />
produced. That is an ambition that NFU Scotland and Scottish Government share.<br />
NFU Scotland President Andrew McCornick said: “The overall benefit to Scotland of a healthy, well-fed<br />
nation with a thriving food and drink industry cannot be understated. Scotland is home to producers of the best<br />
beef, lamb, soft fruit and vegetables, milk, eggs, pigs, poultry, crops and potatoes. The raw material of<br />
Scottish-produced food and drink is sustainable, healthy and nutritious.<br />
“Headline-grabbing dietary recommendations around consumption levels of processed red meat in the diet are<br />
not new but Scottish Government’s intention to write these into school meal requirements by next autumn<br />
must be used as an opportunity.<br />
“Red meat, whether process or unprocessed, is a valued source of high-quality, natural protein, vitamins and<br />
minerals and if it is truly committed to being a Good Food Nation, then Scottish Government must insist that<br />
every gram of red meat on the school menu – in whatever form - should be Scotch.<br />
“In the same vein, as valuable protein and nutrient sources, Scottish milk, eggs and chicken should be the first<br />

DOG OWNERS ENCOURAGED TO ‘TAKE THE PLEDGE’<br />
Dog owners across Scotland are being encouraged by NFU Scotland to ‘take the pledge’ to be responsible when walking their pets<br />
on farmland. Last week, as thousands of people descended on the Royal Highland Show at Ingliston, Edinburgh, the Union engaged<br />
with as many pet owners as possible, handing out free poo bags and posters. As part of this, the Union will be asking people to sign<br />
a pledge board and publicise on social media that they have committed to being responsible when walking on farmland as part of its<br />
popular 12-month Control Your Dog on Farmland campaign.<br />
In addition to this, there will be the chance to take a selfie with our Ambassa-dog, with a competition to win prizes throughout the<br />
four days. The key messages of the campaign, which has seen various local initiatives and wide-spread support, are aimed at farmers<br />
and dog owners and include:<br />
1) Be informed – know your responsibilities under the Code<br />
2) Plan ahead – know your route, ensure you have poo bags and a lead<br />
3) Control your pet - keep dogs on a lead around livestock. Know the steps to take if things don’t go to plan – cattle charging,<br />
dog escapes?<br />
4) Don’t leave it hanging - picking up your dog’s poo is not enough, take it with you and put it in a bin, even if on the fringes<br />
of farmland. Do not just ‘flick it’ into the bushes.<br />
By taking the pledge, signatories will be committing to following these key messages and obligations when walking on farmland.<br />
In early December, NFU Scotland surveyed farmers, crofters and landowners about the issues they have with irresponsible access,<br />
either through livestock worrying by dogs, or the impacts of owners failing to pick up after their pets on or near farmland. The<br />
survey had more than 340 responses, which showed that:<br />
• 72 per cent of respondents had an issue with livestock worrying on their land<br />
• 100 per cent of survey respondents said they have an issue with dog fouling on their land – this included plastic bag pollution as<br />
well as instances where livestock have contracted diseases from eating dog poo and plastic bags.<br />
NFU Scotland President Andrew McCornick commented: “Many people underestimate the damage dogs can do – whether that is<br />
attacking livestock when being off a lead or causing them to contract dangerous diseases through their poo – we need dog owners to<br />
take responsibility for controlling their dogs.<br />
“By taking the pledge, dog owners can show their support to our campaign and help us spread the word about taking responsibility<br />
to control their dog when walking on farmland – whether they live, work or visit the countryside throughout the year.<br />
“Attacks on livestock are happening all too often and we need the support of local dog owners to help prevent this. You think your<br />
dog is ‘just playing’ with the sheep but that could change in an instant and you will have no way to stop the dog when it starts to<br />
attack.

FASD HUB LAUNCHED<br />
FASD Hub Scotland is a new service which has been launched<br />
last week by Adoption UK Scotland for parents and carers of<br />
children and young people who were - or are suspected of<br />
having been - exposed to alcohol during pregnancy, a condition<br />
known as Fetal Alcohol Spectrum Disorder (FASD).<br />
The service extends to offer information, support and training to<br />
relevant professionals who support these families.<br />
FASD is an umbrella term that describes a range of irreversible<br />
and lifelong physical, emotional and developmental delays that<br />
may affect a person as a result of being exposed to alcohol<br />
during pregnancy.<br />
The UK has the fourth highest level of prenatal alcohol use in<br />
the world, and around three quarters of looked-after children are<br />
deemed at risk (McQuire, Mukerjee et al 2018).<br />
FASD is a disability which often remains hidden or<br />
misunderstood by the wider population. This condition is the<br />
most common cause of neurodisability in the Western world and<br />
presents around 3-6 times the rate of Autism Spectrum Disorder<br />
in the UK (McGruer 2018).<br />
A recent UK based study showed up to 17% of children<br />
screened had symptoms consistent with FASD (McQuire,<br />
Mukherjee et al 2018). Within Scotland FASD may affect up to<br />
6% of children and young people (McGruer 2018). Despite this,<br />
people with FASD are also often misdiagnosed with similar or<br />
co-morbid conditions, or not diagnosed at all.<br />
FASD Hub Scotland will provide direct support services for<br />
people affected by, or living with, FASD. The service includes<br />
an information helpline, advocacy support, an online peer<br />
support community, workshops and training programmes.<br />
FASD Hub Scotland has three dedicated staff. Project Lead<br />
Aliy Brown said: “We’re delighted that Adoption UK Scotland<br />
is further developing our support services in Scotland with the<br />
establishment of FASD Hub Scotland. We cannot cure FASD,<br />
but many people can live very successfully with it, if provided<br />
with the right support at the right time.”<br />
Adoptive parent Judith reflects, “Six years ago when my son<br />
was diagnosed with FASD I was given no information about the<br />
condition or where I could go for help and advice. At that time,<br />
I knew of no other parent or carer in the same position and I felt<br />
very alone and isolated. It’s great to see the establishment of<br />
FASD Hub Scotland which will serve as a central point for<br />
parents/carers looking for information, support and a network of<br />
other parents and carers who ‘get it’.”<br />
Public Health Minister Joe FitzPatrick said: “A diagnosis of<br />
FASD is difficult for families and we can’t underestimate the<br />
challenges each diagnosis brings.<br />
“We know that there is a high incidence of care experienced and<br />
adopted children living with this condition but more importantly<br />
we also know that with the right care and support, children can<br />
go on to lead happy and fulfilling lives.<br />
“That is why I am delighted that by working in partnership with<br />
Adoption UK Scotland to create the FASD Hub Scotland,<br />
tailored support for children and families is now available.<br />
“We are also supporting training this week for a range of health<br />
professionals to gain better consistency for diagnosis, led by an<br />
internationally renowned expert team from Manitoba. It is vital<br />
that we recognise the needs of this group of children and young<br />
people and ensure that the right support is available to them and<br />
their families when they most need it.”<br />
The project has received funding of £140,000 from the Scottish<br />
Government, for an initial three-year period.

Last week, funding partners, projects and young people<br />
came together to celebrate the launch of The Listening Fund<br />
(TLF) Scotland.<br />
TLF Scotland is a partnership between Comic Relief,<br />
Gannochy Trust, The National Lottery Community Fund,<br />
William Grant Foundation and Corra Foundation. The fund<br />
aims to put children and young people in the driving seat of<br />
shaping services, by supporting charities to create a culture<br />
of listening.<br />

collaborate and fund so that great things happen. We’re<br />
delighted to be one of the main supporters of The Listening<br />
Fund which will create new and exciting ways to help<br />
young people in Scotland amplify their voice. Each of the<br />
twelve organisations selected to take part are already working with young people in creative and interesting ways and I<br />

Learning by listening is the thread that will run through TLF Scotland activity. As part of funding partners commitment<br />
to ‘practice what they preach’, conversations with young people helped to inform the development phase of TLF,<br />
shaping the final criteria and application process.<br />

The 12 successful projects received a share of circa £342,000 to further embed the voices and values of children and<br />
young people in to their practice.<br />
The launch event brought the funded projects and the young people they support together to contribute ideas on how we<br />
can all listen better. The event was also an opportunity to learn from emerging insights from TLF in England which<br />
began funding 22 projects in 2018. This sister fund shares the same aim of amplifying the voices of young people<br />
through enhanced listening and participation.<br />
