New chief looks into PhilHealth mess
The PhilHealth said that it has allegedly lost P154
billion since 2013 due to the ghost dialysis scam
and several other fraudulent schemes and the
existence of a supposed mafia in the agency
From page A1
Ricardo Morales also stressed
that the anomalies could not have
happened without assistance by
people from within PhilHealth.
He noted that he will get into the
bottom of these incidents.
“Some of these anomalies,
if they are true, cannot happen
without inside assistance. So,
it’s very suspicious. But I intend
“Netizens who are using keyboards
are just that, they do not know how
war works. So we need to prepare
for it, if that’s what they want,”
he added.
The former Bureau of
Corrections chief also noted that
the Philippines needs a reserve
force which can be called upon in
times of emergency.
He stressed that he would
rather restore mandatory
military
to investigate each and every
report of these anomalies and
get to the bottom of each one,”
Morales said.
To recall, the PhilHealth said
that it has allegedly lost P154
billion since 2013 due to the
“ghost dialysis” scam and several
other fraudulent schemes and the
existence of a supposed “mafia”
in the agency.
“It’s easier said than done but
I want to rely on a bulletproof,
service for Filipino youth but admitted
it will encounter stiff resistance from
the students.
“They don’t like ROTC, how much
more the mandatory military training?”
De la Rosa quipped.
The Senator also reiterated his
call for the re-imposition of the death
penalty, especially for cases involving
illegal drugs.
The senator is one of the
lawmakers pushing for the return
of capital punishment for drug
traffickers, adding that “protectors
and coddlers” of the narcotics trade
are included in his death penalty bill
for drug traffickers.
“That’s included in the bill. For
example, if we prove that a Bureau
of Customs employee is in cahoots
with drug traffickers, then
he is considered a principal
conspirator. The offense of
one is the offense of all,”
De la Rosa said.
He also said he wants
death delivered by firing
squad for convicted
drug traffickers to
deter criminals from
involvement in the illegal
drug trade.
The former Philippine
National Police Chief also
airtight, robust information
system that will help us reduce
corruption. By the way, there’s no
system in the world that’s totally
free of corruption,” Morales said.
Morales — who was appointed
last month — emphasized
the importance of reducing
corruption in the agency in light
of the implementation of the
Universal Healthcare Law.
“In the other healthcare
systems in the world, the first
apologized for his remarks over the
death of a three-year-old girl in a
buy-bust operation in Rodriguez, Rizal
last week.
He drew flak from commenting
that “sh*t happens” when asked for
a statement on Myka Ulpina’s death
during a sting operation last 30 June.
“I apologize to the family for
the comment that I made. It was
wrong. Those words are for the
police community only and not
for the general public since it may
be given another meaning,” De la
Rosa said.
“I apologize to the family. No
one wants any person to die. Even
criminals and especially innocent ones,
innocent children like a three-year-old
kid. It’s very painful to lose a child like
that. It was really an unacceptable
situation,” he added.
So we need to prepare for it, if
that’s what they want.
To recall, police claimed that
the toddler was used as a human
shield by his father Renato
Ulpina who was killed in the
operation along with another
companion and an undercover
officer, Police Senior Master Sgt.
Conrad Cabigao.
The three-year-old’s mother,
however, denied the police’s story,
saying they were asleep when the
incident happened.
few years were a learning curve,”
Morales said. “In the UK, they
had to put a cap after three years
because the cost spiraled out of
control. I anticipate something
similar with our universal
healthcare. It’s not going to be
easy but it’s important to get the
fundamentals right.”
I intend to investigate each
and every report of these
anomalies.
The new PhilHealth chief is
also keen on overhauling the
agency, saying that he is “keeping
his options open.”
“If that is what is needed then
yes. There might be some major
changes that we’ll have. It will
be sometime before I have clear
answers to this but I’m keeping
my options open right now,” said
Morales, also a retired Army
general.
“I’ll have to put together a team.
There are many good people in
The bike stolen from the Tour
de France fanzone was part of a
campaign by charity Qhubeka to
raise money all over the world
to provide under privileged
women and children with bikes,
helmets and training.
“We made four bikes in the
colors of the jerseys (yellow,
green, polka-dot and white), so
when the riders are presented
with them after a race, those
bikes are there on the stage
with the winners,” Qhubeka’s
Jeremy Ford told AFP.
“The yellow jersey, which
is the most prestigious one,
was stolen from a stage in the
Bike hunt
PhilHealth. I just have to identify
them, bring them into line, provide
them with leadership, so we can
accomplish our goal.”
In addressing fraudulent
claims, Morales said PhilHealth
would be working with the
Philippine Statistics Authority
in getting the population’s birth
and death information and noted
that the agency also plans to hire
more investigators and lawyers
to help with probing fraudulent
claims.
“Maybe we need more lawyers
and investigators than doctors
because PhilHealth does not
do diagnosis or cures. It’s
administrative, it’s management.
And a lot of these management
function is investigative, so we
might need more lawyers and
investigators,” Morales added.
“Technology is going to
solve a lot of the manpower
requirements, it will simplify
it but we might need more
manpower.” Elmer N. Manuel
of security.
“So we are running a
campaign with as many riders
in the peloton as we can to get
the bike back,” says Ford.
The charity worker was with
Colombian rider Rigoberto
Uran of Education First at the
team bus paddock in downtown
Brussels with a sign reading
#GiveItBack.
“Everybody is trying to
get the bike back, we have
had Bradley Wiggins and Tom
Dumoulin and even the Mayor
is looking for it,” he said.
“So far we have distributed
96,000 of these bikes, mainly in
South Africa,” Ford added . AFP
