GENERAL PLAN DESIGNATION:<br />
Low Density Residential, Medium<br />
Density Residential, Open Space<br />
PROJECT DESCRIPTION:. The City<br />
of Pasadena, in coordination with<br />
the California Department of Transportation<br />
(Caltrans), proposes to<br />
rehabilitate and seismically retrofi t<br />
the existing two-lane Holly Street<br />
Bridge (No. 53C1041) over the<br />
Arroyo Seco Channel, the Arroyo<br />
Seco Trail (a Class 1 multi-use<br />
trail), and North Arroyo Boulevard.<br />
The seismic retrofi t would occur on<br />
the Holly Street Bridge southeast<br />
of Linda Vista Avenue, and entirely<br />
within the City of Pasadena, Los<br />
Angeles County, California. The<br />
existing bridge was constructed<br />
in 1925 and is 45.3-feet wide by<br />
400.0-feet long. The bridge is a<br />
concrete arch-deck span constructed<br />
from cast-in-place concrete.<br />
According to the Caltrans<br />
Bridge Inspection Report (BIR), the<br />
bridge currently (July 2016) holds<br />
a suffi ciency rating of 39.4 and is<br />
classifi ed as Structurally Defi cient.<br />
The proposed Project would provide<br />
needed rehabilitation and<br />
a seismic retrofi t to the existing<br />
bridge. Bridge retrofi t and<br />
rehabilitation would include a<br />
deck and barrier replacement,<br />
luminaire replacement, archway<br />
stiffening, joint strengthening,<br />
column strengthening, pier cap<br />
strengthening, retrofi t foundation<br />
hold-downs, concrete spall repair,<br />
crack sealing, and a bonded grout<br />
treatment. Construction is estimated<br />
to last for approximately 18<br />
months, and the Holly Street Bridge<br />
would be closed to vehicle and pedestrian<br />
traffi c for approximately<br />
9 months. The City plans to offer<br />
a detour route using Linda Vista<br />
Avenue, San Rafael Avenue, Colorado<br />
Boulevard, and Orange Grove<br />
Boulevard.<br />
ENVIRONMENTAL DETERMINA-<br />
TION: An Initial Study was prepared<br />
and concluded that the Proposed<br />
Project could have a signifi cant<br />
effect on the environment; however,<br />
with inclusion of mitigation<br />
measures, these potential impacts<br />
would be reduced to a less than<br />
signifi cant level. Therefore, the<br />
City has prepared a Mitigated<br />
Negative Declaration.<br />
HAZARDOUS MATERIALS:<br />
The project site is not listed on any<br />
hazardous materials or waste databases<br />
pursuant to Section 65962.5<br />
of the Government Code.<br />
PUBLIC REVIEW PERIOD: Comments<br />
