West Memorial Tiger Sharks finished out their swim season with a win in their division this year. The team was undefeated and took home the trophy
for their division. Please congratulate any team members you see for a great season. Well done.
Let’s talk about it….
The West Memorial Civic Association has a duty to enforce neighborhood
regulations. These typically include violations of deed restrictions,
collection of annual assessments and related fees. The HOA Board’s
authority is established in state law for the purpose of maintaining
property values and quality of life. Enforcement proceeds along a defined
path that, to be fair, must be consistently applied. The process often
begins with a letter to the homeowner explaining the violation, which if
ignored, may eventually end up in a lawsuit. Fortunately, most violations
are resolved quickly following receipt of a letter. In rare circumstances the
Board sends the matter to its attorneys. The attorneys’ first objective is to
negotiate a settlement. Failing that, the Board must consider a lawsuit.
The Board positively hates to involve attorneys because its objective is
compliance not penalty. The attorney path is costly and slow and the fees
must eventually be collected from the homeowner, our neighbors. While a
case is pending the problem is not going away. The Board is eager to meet
with homeowners to negotiate a compliance plan but that process must be
initiated by the homeowner. A reasonable solution can usually be agreed,
especially when illness, loss of employment or other calamity is involved. The
Board meetings are held on the 4 th Tuesday of each month (excluding May &
December) beginning at 7 PM at the community clubhouse on Kingsland Blvd.

Please remember that any exterior change to your home requires approval
from the Homeowners Association prior to performing the improvement
and/or addition. You can find the governing rules and application process
on the Association website at www.westmemorial.org or by contacting
management at thenderson@highsierramanagement.com.

West Memorial Park
Our community park is located at 22415 Kingsland and is open to all West
Memorial residents for outdoor activities. It has playground equipment
and a large sheltered pavilion.
SOLICITING
Soliciting is prohibited in West Memorial Subdivision. Please make sure
you have a sign posted on your residence for no soliciting. If you are
approached by a solicitor, please call the Constable’s office at 281-463-
6666. Continue to call this number if you see suspicious person or vehicles.
STRAY ANIMALS
Do not hesitate to call Harris County Animal Control at 281-999-3191, if
you see animals that are roaming the neighborhood unleashed.
West Memorial Constables
Please make sure you call and report any suspicious behavior. Please file a report for
any stolen or missing property we need to know what is going on in the neighborhood.
Our Constables patrol our subdivision 24 hours a day/seven days a week. Please call
them at 281-463-6666 to report any disturbance or to request vacation patrols.

and complete documentation of your deed restrictions. It also contains
neighborhood information, including schools, security, recreation and local
worship centers. Check it out, you might find something you have been looking for.
REWARD
West Memorial Civic Association’s Board has approved the following: A $250 reward
to anyone providing information leading to the arrest and prosecution of person or
persons vandalizing or destroying West Memorial Civic Association property.

CLUBHOUSE RENTAL
If you are interested in renting the clubhouse, please call Dannielle
Raper at 281-391-7914. At the time your call is returned, the guidelines
for renting and using the clubhouse will be provided. Be sure you allow
yourself plenty of time to fulfill the requirements, such as hiring security
officers. You will be provided with the names and phone numbers of the
individuals to contact to make the necessary arrangements.
A few, but not all, of the guidelines are listed below:
1. There is no smoking in the clubhouse.
2. Residents must have all dues/assessments paid prior to booking the
clubhouse.
3. A certified check for all rental fees and deposits is required 30 days in
advance.
4. The security deposit will be returned within 30 days after the date of
the event based on the condition the premises was left in.
5. Renter is responsible for the conduct of all attendees.
6. Police Officers are required at all functions of 50 or more attendees or
at any event in which alcohol will be served. Arrangements and payment,
for the officers, are to be made by the renter.

STREET LIGHTS
Your Association pays for streetlights from your annual dues, whether they work
or not. If a light is out in your area, please call 713-207-2222 and report it. You
may also report outages online at www.centerpointenergy.com/outage. Each
light has a number on it. When reporting the out light, give the pole number
and street location. We want all lights to work. A lighted area is a safer area.
TEENAGE JOB SEEKERS
If you are between 12 and 18 and would like to be added to the
teenage job seeker’s list, please fill out the form on our website (www.
krenekprinting.com, click submissions and choose Jobseekers) with
your name, birthdate (mo. & yr.), phone number, year you will graduate
and the name of your newsletter/subdivision. Check the list of jobs you
want on your form. Please make sure your email is correct, we send
emails in the summer to make sure all the info is still good and that you
want to stay on the list. If we do not hear back from you after 3 tries, we
will remove you from the list until we do. Must have parent(s) permission.

drivers is at an all-time high. To combat this problem, Katy Independent

Bus Driving Parents will have the opportunity to further their role in their
student’s education and drive their student’s school on field trips. BDP’s
will be vetted and trained through Katy ISD, as well as be compensated for
the time they drive. Once they’ve earned their Commercial Driver’s License
(CDL), completed training and earned driving hours, BDP’s will be able to
drive students to field trips as often as they want. While the training upfront
can take time, Bus Driving Parents will help to provide an incredible service
to the district and expand learning experiences for students. To apply and

TWENTY-FOUR KATY ISD SCHOOLS EARN
TEXAS HONOR ROLL DISTINCTION
What better way for Katy Independent School District to end the 2018-
19 school year! Out of its 65 campuses, Katy ISD is proud to announce
that 24 of its schools were named a Texas Honor Roll School by the
Educational Results Partnership (ERP).
The 2018-19 Texas Honor Roll includes:
Elementary: Alexander, Creech, Griffin, Holland, Kilpatrick, Randolph,
Shafer, Stanley, Williams, Wilson and Wolman.
Junior High: Beck, Beckendorff, Katy, McMeans, Memorial Parkway,
Seven Lakes, Tays and WoodCreek.
High School: Cinco Ranch, Mayde Creek, Seven Lakes, Taylor and
Tompkins.
After an extensive analysis of student data, ERP found that these Katy ISD
schools were clear leaders in getting students to grade level and beyond.
The 2018-19 Texas Honor Roll recognizes public elementary, middle
and high schools that consistently demonstrate high levels of student
academic achievement, improvement in student outcomes over time and
a closing of the achievement gaps. For high schools, the Texas Honor Roll
recognition includes measures of college readiness. This year, the program
recognized 855 higher performing schools across the state. These schools
become an accepted example to other school districts seeking to learn
and replicate the best practices employed at these campuses. Katy ISD
schools will be provided with a banner to display at their campus.

THE ARC OF KATY’S SUMMER DAY PROGRAM! THE

The Arc of Katy is currently taking applications for three Summer
Program sessions for teens and adults with intellectual and development
disabilities who are at least 16 years of age and meet the program’s
minimum requirements.
The Day Program will be held Monday through Friday, weekly, from 8

Thanks to its success, the Katy Chamber’s B2B Expo probably will land on

The event also featured an information-packed luncheon that provided
valuable intelligence on access to capital issues (provided by the US Small
Business Association) and procurement/purchasing tips from a panel featuring
some the area’s largest employers: Katy ISD, BP, Houston Community College
and Houston Methodist West Hospital. All told, the four-hour B2B Expo/
luncheon seemed to provide the right balance of networking and information.

EAGLE SCOUT AWARD PRESENTED
Russell Leach of Katy has earned the Boy Scouts of America’s highest
advancement award, the Eagle Scout Award and was recognized in
a ceremony on May 5, 2019. A member of Memorial Lutheran Church
Troop 73, Russell is one of only 6 percent of all Boy Scouts who attain the
Eagle rank. Each candidate must earn 21 merit badges and successfully
complete a community, church or synagogue-related service project to
earn his Eagle; Russell chose to build orchestra cases for the International
Leadership School of Katy. During Russell’s journey, he also achieved a
Gold Palm by completing an additional 10 merit badges in addition to
the 21 required to Eagle. Troop 73 is proud of Russell’s accomplishments.
SCOUT TROOP 73 CELEBRATES 25 YEARS
Scout Troop 73 celebrated their 25 th anniversary on June 3 rd with their
Chartered Organization, Memorial Lutheran Church in Katy, TX. Scoutmaster
Paul Stirrup presented handmade appreciation gifts to Reverend John
Davis and the Troop’s Charter Representative, Glenn Hansen. Troop 73
was founded in 1994 with 9 Scouts. Currently, Troop 73 has over 65 Scouts
working on character development and learning how to leave a positive
impact in their community. The Troop has produced more than 60 Eagle
Scouts throughout the past 25 years. Their Eagle scouts have worked
on numerous projects over the years to leave a legacy in Katy. Troop 73
has had 5 Scoutmasters since forming. The first leader was Neal Cooper,
followed by Dan Welsh, Paul Hattermann, Ricky Nietsche and the current
leader Paul Stirrup. Troop 73 looks forward to the next 25 years.
