Let’s talk about it….<br />
The <strong>West</strong> <strong>Memorial</strong> Civic Association has a duty to enforce neighborhood<br />
regulations. These typically include violations of deed restrictions,<br />
collection of annual assessments and related fees. The HOA Board’s<br />
authority is established in state law for the purpose of maintaining<br />
property values and quality of life. Enforcement proceeds along a defined<br />
path that, to be fair, must be consistently applied. The process often<br />
begins with a letter to the homeowner explaining the violation, which if<br />
ignored, may eventually end up in a lawsuit. Fortunately, most violations<br />
are resolved quickly following receipt of a letter. In rare circumstances the<br />
Board sends the matter to its attorneys. The attorneys’ first objective is to<br />
negotiate a settlement. Failing that, the Board must consider a lawsuit.<br />
The Board positively hates to involve attorneys because its objective is<br />
compliance not penalty. The attorney path is costly and slow and the fees<br />
must eventually be collected from the homeowner, our neighbors. While a<br />
case is pending the problem is not going away. The Board is eager to meet<br />
with homeowners to negotiate a compliance plan but that process must be<br />
initiated by the homeowner. A reasonable solution can usually be agreed,<br />
especially when illness, loss of employment or other calamity is involved. The<br />
Board meetings are held on the 4 th Tuesday of each month (excluding May &<br />
December) beginning at 7 PM at the community clubhouse on Kingsland Blvd.<br />

Please remember that any exterior change to your home requires approval<br />
from the Homeowners Association prior to performing the improvement<br />
and/or addition. You can find the governing rules and application process<br />
on the Association website at www.westmemorial.org or by contacting<br />
management at thenderson@highsierramanagement.com.<br />

We are seeking volunteers for several upcoming projects. More<br />
homeowner participation would be appreciated. Please email<br />

Our community park is located at 22415 Kingsland and is open to all <strong>West</strong><br />
<strong>Memorial</strong> residents for outdoor activities. It has playground equipment<br />
and a large sheltered pavilion.<br />
SOLICITING<br />
Soliciting is prohibited in <strong>West</strong> <strong>Memorial</strong> Subdivision. Please make sure<br />
you have a sign posted on your residence for no soliciting. If you are<br />
approached by a solicitor, please call the Constable’s office at 281-463-<br />
6666. Continue to call this number if you see suspicious person or vehicles.<br />
STRAY ANIMALS<br />
Do not hesitate to call Harris County Animal Control at 281-999-3191, if<br />
you see animals that are roaming the neighborhood unleashed.<br />
<strong>West</strong> <strong>Memorial</strong> Constables<br />
Please make sure you call and report any suspicious behavior. Please file a report for<br />
any stolen or missing property we need to know what is going on in the neighborhood.<br />
Our Constables patrol our subdivision 24 hours a day/seven days a week. Please call<br />
them at 281-463-6666 to report any disturbance or to request vacation patrols.<br />

internet. The web site contains pool information, Board member contacts<br />
and complete documentation of your deed restrictions. It also contains<br />
neighborhood information, including schools, security, recreation and local<br />
worship centers. Check it out, you might find something you have been looking for.<br />
REWARD<br />
<strong>West</strong> <strong>Memorial</strong> Civic Association’s Board has approved the following: A $250 reward<br />
to anyone providing information leading to the arrest and prosecution of person or<br />
persons vandalizing or destroying <strong>West</strong> <strong>Memorial</strong> Civic Association property.<br />

CLUBHOUSE RENTAL<br />
If you are interested in renting the clubhouse, please call Dannielle<br />
Raper at 281-391-7914. At the time your call is returned, the guidelines<br />
for renting and using the clubhouse will be provided. Be sure you allow<br />
yourself plenty of time to fulfill the requirements, such as hiring security<br />
officers. You will be provided with the names and phone numbers of the<br />
individuals to contact to make the necessary arrangements.<br />
A few, but not all, of the guidelines are listed below:<br />
1. There is no smoking in the clubhouse.<br />
2. Residents must have all dues/assessments paid prior to booking the<br />
clubhouse.<br />
3. A certified check for all rental fees and deposits is required 30 days in<br />
advance.<br />
4. The security deposit will be returned within 30 days after the date of<br />
the event based on the condition the premises was left in.<br />
5. Renter is responsible for the conduct of all attendees.<br />
6. Police Officers are required at all functions of 50 or more attendees or<br />
at any event in which alcohol will be served. Arrangements and payment,<br />
for the officers, are to be made by the renter.<br />

STREET LIGHTS<br />
Your Association pays for streetlights from your annual dues, whether they work<br />
or not. If a light is out in your area, please call 713-207-2222 and report it. You<br />
may also report outages online at www.centerpointenergy.com/outage. Each<br />
light has a number on it. When reporting the out light, give the pole number<br />
and street location. We want all lights to work. A lighted area is a safer area.<br />
TEENAGE JOB SEEKERS<br />
If you are between 12 and 18 and would like to be added to the<br />
teenage job seeker’s list, please fill out the form on our website (www.<br />
krenekprinting.com, click submissions and choose Jobseekers) with<br />
your name, birthdate (mo. & yr.), phone number, year you will graduate<br />
and the name of your newsletter/subdivision. Check the list of jobs you<br />
want on your form. Please make sure your email is correct, we send<br />
emails in the summer to make sure all the info is still good and that you<br />
want to stay on the list. If we do not hear back from you after 3 tries, we<br />
will remove you from the list until we do. Must have parent(s) permission.<br />

Bus Driving Parents will have the opportunity to further their role in their<br />
student’s education and drive their student’s school on field trips. BDP’s<br />
will be vetted and trained through Katy ISD, as well as be compensated for<br />
the time they drive. Once they’ve earned their Commercial Driver’s License<br />
(CDL), completed training and earned driving hours, BDP’s will be able to<br />
drive students to field trips as often as they want. While the training upfront<br />
can take time, Bus Driving Parents will help to provide an incredible service<br />

What better way for Katy Independent School District to end the 2018-<br />
19 school year! Out of its 65 campuses, Katy ISD is proud to announce<br />
that 24 of its schools were named a Texas Honor Roll School by the<br />
Educational Results Partnership (ERP).<br />

recognition includes measures of college readiness. This year, the program<br />
recognized 855 higher performing schools across the state. These schools<br />
become an accepted example to other school districts seeking to learn<br />

Program sessions for teens and adults with intellectual and development<br />
disabilities who are at least 16 years of age and meet the program’s<br />
minimum requirements.<br />
The Day Program will be held Monday through Friday, weekly, from 8<br />
AM-3 PM at The Arc of Katy, 5819 Tenth Street, Suite C, Katy, Texas 77493.<br />

Each session will include a variety of fun activities including excursions,<br />

Thanks to its success, the Katy Chamber’s B2B Expo probably will land on<br />
the radar for many businesses looking to grow, network and learn about<br />
Katy area businesses. The B2B Expo was held May 16 th at the Wyndham<br />
Houston <strong>West</strong> - Energy Corridor and organized by Chamber Board of<br />
Directors Margaret Laney and Cristy Fontanilla. The expo included an array<br />
of companies, products and services such as lending facilities, hospitals,<br />
jewelers, the Katy YMCAs, internet companies, graphic designers, storage<br />
facilities, marketers, restaurants, higher education, non-profits and many<br />
more. Attendees could visit business exhibits to network, make connections<br />
and learn how the products/services can assist their own businesses.<br />
The event also featured an information-packed luncheon that provided<br />
valuable intelligence on access to capital issues (provided by the US Small<br />
Business Association) and procurement/purchasing tips from a panel featuring<br />
some the area’s largest employers: Katy ISD, BP, Houston Community College<br />
and Houston Methodist <strong>West</strong> Hospital. All told, the four-hour B2B Expo/<br />
luncheon seemed to provide the right balance of networking and information.<br />

EAGLE SCOUT AWARD PRESENTED<br />
Russell Leach of Katy has earned the Boy Scouts of America’s highest<br />
advancement award, the Eagle Scout Award and was recognized in<br />
a ceremony on May 5, <strong>2019</strong>. A member of <strong>Memorial</strong> Lutheran Church<br />
Troop 73, Russell is one of only 6 percent of all Boy Scouts who attain the<br />
Eagle rank. Each candidate must earn 21 merit badges and successfully<br />
complete a community, church or synagogue-related service project to<br />
earn his Eagle; Russell chose to build orchestra cases for the International<br />
Leadership School of Katy. During Russell’s journey, he also achieved a<br />
Gold Palm by completing an additional 10 merit badges in addition to<br />
the 21 required to Eagle. Troop 73 is proud of Russell’s accomplishments.<br />
SCOUT TROOP 73 CELEBRATES 25 YEARS<br />
Scout Troop 73 celebrated their 25 th anniversary on June 3 rd with their<br />
Chartered Organization, <strong>Memorial</strong> Lutheran Church in Katy, TX. Scoutmaster<br />
Paul Stirrup presented handmade appreciation gifts to Reverend John<br />
Davis and the Troop’s Charter Representative, Glenn Hansen. Troop 73<br />
was founded in 1994 with 9 Scouts. Currently, Troop 73 has over 65 Scouts<br />
working on character development and learning how to leave a positive<br />
impact in their community. The Troop has produced more than 60 Eagle<br />
Scouts throughout the past 25 years. Their Eagle scouts have worked<br />
on numerous projects over the years to leave a legacy in Katy. Troop 73<br />
has had 5 Scoutmasters since forming. The first leader was Neal Cooper,<br />
followed by Dan Welsh, Paul Hattermann, Ricky Nietsche and the current<br />
