3E brings reset families to the scottsbluff community
Parenting is hard work. How do you sort through all the advice, suggestions, and philosophies to
find a practical system that works for your family? Reset Families is a Positive Behavior Interventions
and Supports (PBIS) and social and emotional learning approach that supports a variety of
families in making sense of parenting by connecting them to an approach used in schools across
the country.
The Reset Families approach draws from research and best practices to help parents and caregivers
create a family culture that nurtures connection even as we give our kids the redirection
and support they need. Reset Families is based on Positive Behavioral Intervention and Supports.
When applied to the family environment, PBIS takes a proactive approach to establishing behavioral supports and skills
while creating a family culture where children are able to achieve social, emotional, and academic success.
Reset Families prepares you to teach your kids the lifelong skills they need to manage their own behavior, to own their
mistakes, repair damage done, and move on. The result is a balance between strong relationships and accountability for
behavior choices that builds trust and strengthens relationships.
3E is bringing this new program to the Scottsbluff community and any interested organizations who would like to start
a group are invited to attend a free two day training session on August 21st and 22nd at ESU #13. Youth organizations,
faith communities, parent groups or anyone that wants to help families receive a practical approach to challenging child
behaviors is welcome to attend. For more information or to RSVP contact Jodi Benson at jbenson@sbps.net.
3E Hosts first ever Community new years resolution Event
This past January, 3E hosted the first every Community New Years
Resolution event. Multiple representatives from targeted entities including
Western Nebraska Community College, Educational Service
Unit #13, City of Scottsbluff, the YMCA, Scottsbluff Public Schools
and 3E board members joined together for focused conversation
with a goal of developing one common “new year’s resolution” for
our youth for 2019 that we could all work on together. The entities
involved spoke about successes and challenges for Scottsbluff
youth today within the context of their organization.
The purpose of the event was for the group to identify community
needs and issues as well as responses. The participants discussed
needs such as access to early childhood care, transitional mental
health services, multicultural awareness, education and interventions,
community socialization, transportation and financial needs,
workforce needs and consolidation of resources. After reviewing
all of these items, the groups felt that the most impactful issue was
mental health. A volunteer group was formed led by Dr. Katie Carrizales
of ESU#13 to focus on items such as Mental Health Awareness,
homeless services, increased support programs, inpatient
treatment for addiction and metal illness, services for parents, teens
and families, and a behavioral residential day school program.
participants hear presentations at the first annual
community new years resolution event sponsored by 3e
With the support of Senator Stinner, a grant has been submitted
by ESU#13 to the Sherwood Foundation to request funding
for a behavioral residential day school program to benefit
all schools in the area. Area school districts have also created
a plan for funding and usage. This group will continue to
meet throughout the year and will report back to all participants
at the next Community New Years Resolution Event in
January of 2020.

Diversity Emerges as a new priority for 3E
A Diversity Team has been meeting regularly this past
school year. The goal of this team is work toward removing
systematic barriers to student success related to
diversity. One of the projects the team worked on this
past school year was facilitation of interpreters for Parent
Teacher Conferences. The team has defined diversity in
broad terms to include, but not be limited to racial/ethnic,
gender, sexuality, socio-economic, (dis)ability and other
inequities and will resume work in the Fall of 2019. This
group will focus on the following work:
• Dimensions of individual differences in learning
• Inclusive education
• Educational policies and practices related to diversity
• Curricular and instructional frameworks for addressing
diversity
• The role of ethics in education
• Language diversity and learning new languages
• Service or experiential learning and intercultural understanding
• Multicultural, cross-cultural,
international and
global education
• Dimensions of individual
differences (ethnicity,
gender, race,
socio-economic, indigenous,
religion, sexual
orientation, disability)
• Cultural history, oral
history and cultural
‘renaissance’
• Dynamics of diversity (inclusion, exclusion, assimilation,
integration, pluralism)
3E is looking for a part time Diversity Team Facilitator to
lead this work. Interested parties should contact the SBPS
District office at 308-635-6200 or info@sbps.net.
3E Community partnerships focus on students
ALLO COmmunications
ALLO Communications provides a multitude
of opportunities and supports to Scottsbluff
students and teachers alike.
has given new customers the opportunity to
choose a school district to receive a $50 donation.
To date, Scottsbluff Public Schools
has received $48,950.00 in funding from this
program.
Each year while upper classmen are busy with
priority benchmarks
On the following pages, you
will see a collection of data
reflecting priority benchmarks
developed by 3E committee
members in order to measure
items that impact the ability of
youth to be successful and environmental
factors that affect
the ability for children to come
to school prepared to learn.
Baseline data was collected
last year and has been updated
for this year’s report. Some
data items were replaced with
new items that more accurately
measured these outcomes
or were more practical to
obtain.

priority benchmarks - defining our goals for the youth of Scottsbluff
safety at Home,School and the Community
Safety and security continues to be the most important priority at Scottsbluff Schools. Valued
partnerships with Scottsbluff Police, the Communications (911) Center, Scottsbluff County Sheriff’s
Office, Nebraska State Patrol, Region 22 Emergency Management and the Nebraska Department
of Education’s Safety and Security Office are all sustained and strengthened each year.
Additional security staff and extended responsibilities are in place for the coming school year as
well as significant preemptive strategies supporting mental health and positive decision-making.
Two additional Licensed Mental Health Professionals (LMHP’s) have been added to the District’s
services beginning in 2018-19. These staff members will focus on threat and suicide reports and
follow up. Cases of abuse, suicide and violence continue to present increasing concerns for our
community as the data reflect.
Early childhood care and education
Scottsbluff continues to attract young families as census numbers reflect a large number of
children aged birth to three as well as four and five year olds attending preschool. Preparation
for kindergarten is a tremendous predictor of future success and this community continues
to grow its early childhood services. With its model Sixpence Program, initiated five years ago
by Senator John Harms, Scottsbluff provides a model for other communities seeking similar
services for qualifying parents. Additionally, an expanding partnership with ESU-13 and Head
Start will expand the number of public school preschool classrooms
throughout the community.
Academic Excellence
Scottsbluff students’ graduation rate continues to shine with over 90% of the class of 2018 graduating on time. With
several members of the 2019 class still in process, it appears that this trend will continue with an estimated
91% rate still to be confirmed. The new Laude Honors System began in 2018 and encourages
students to take challenging coursework that supports their goals and interests without prioritizing
weighted grades and competitive rankings. Increasing numbers of students are choosing dual credit
offerings instead of AP classes. On average, fifty students graduate with honors (3.75 and above) yearly.
ACT scores are now being included in this annual report with all juniors in the State required to take
the test. Graduation rates are based upon the Nebraska Department of Education State of the Schools
Report released in the fall for the prior graduating year.
Creating a Skilled and technical workforce
Scottsbluff Schools increasing partnership with WNCC and community employers is attracting
more and more students to pursue post-graduate opportunities. As highlighted by the U.S.
Department of Labor’s recognition of SHS’ Youth Apprenticeship partnership with Aulick Industries,
students’ preparation for the workforce and extended certifications and training is
on the rise. College attendance is supported by all day shuttles that travel between the high
