Director of Operations, Melissa
Robbins advised town council that a
2018 capital expenditure of $350,000
was approved to remove sludge from
lagoon cells A, B, C and D.
During the tender design, it was
determined that the volumes of sludge
in the existing cells was much higher
than expected, making the budget
amount not large enough to de-sludge
more than one cell.
Tenders received to complete work
for one cell was complete but the prices
presented were all over budget so
council decided to delay the expenditure
to 2019.
The 2019 budget includes $300,000 to
desludge Cell C and $350,000 to desludge
GUEST EDITORIAL
It’s a GEM of a
misleading report
by Tim McMillan, President and CEO
Canadian Association of
Petroleum Producers
It’s summer in Canada and the last
thing on many people’s minds is foreign-funded
activist groups working
against a Canadian industry. Sadly,
this tactic continues to gain traction in
the media.
For a long time, these specialinterest
groups have targeted Canada’s
natural resources by slapping our oil
and natural gas industry with ‘dirty’
labels. They make false claims about
environmental impacts or, worse, misrepresent
themselves as scientific
experts to gain public support.
“
Partisan environmental
reports like the recent one
from gEM abound with
misinformation regarding
natural gas - and the media
has failed to fact check.
This has never been more evident
than with the Global Energy Monitor
(GEM) and the recent release of a
report alleging that liquefied natural
gas – one of the world’s cleanest forms
of energy – is dirtier than coal.
The report was filled with unsubstantiated
statistics and little context,
and was written by two environmental
campaign researchers and someone
who studied parasites. None is an
expert in resource development.
Who is GEM?
According to public information, it’s
an international non-government
organization “in support of fossil fuel
phase-out.” No one on GEM’s team is
based in Canada or even appears to be
Canadian.
They were previously known as
CoalSwarm, a group that has targeted
Canadian operations in the past and
continues to do so under a new name.
In fact, GEM is funded by the United
States-based Rockefeller Brothers
Fund and the Sierra Club Foundation,
among others.
Despite the fact anyone with Internet
access could discover that the GEM
report was far from academic, not peer
reviewed and produced for the sole
purpose of attacking Canada’s energy
industry, the organization gained a lot
of national media attention.
“
OPINION
The report has been disputed and
largely debunked by the Canadian
Association of Petroleum Producers
(CAPP), LNG Canada, the BC LNG
Alliance and Brad Hayes, adjunct professor
of Earth and Atmospheric
Sciences at the University of Alberta.
GEM is not unique. It’s just one in a
series of opponents taking aim at
Canada’s natural resources. Groups
like GEM masquerade as non-partisan
academic organizations, cherrypicking
convenient data from other
sources to create campaigns that, at
least for now, appear to target Canada.
As Canadians head into the federal
election in October, groups like GEM
are strategically poised to attack any
Canadian-made energy policy that
doesn’t include the 100 per cent phaseout
of fossil fuels.
That’s an unrealistic scenario based
on the rise in global energy demand.
The world needs more energy and a
significant amount is being produced
from sources that don’t have Canada’s
high environmental and social
standards.
Canada should be the world’s supplier
of choice to help lift other nations
out of energy poverty, reduce global
greenhouse gas emissions and displace
less-responsible sources of energy like
coal.
With the world’s population expected
to grow to more than nine billion
people by 2040, the International
Energy Agency forecasts total global
energy demand will rise 27 per cent
over 2017 levels. Oil and natural gas
will account for 53 per cent of the total.
CAPP represents about 80 per cent of
Canada’s oil and natural gas production
and advocates on behalf of
industry. We are a lobby group, and
have always been open and transparent
about who we are and what we
do.
We also provide education tools to
communities, other industries and
institutions. We collect and share facts,
data and statistics about Canada’s oil
and natural gas resources. We provide
information about our best practices,
technology and innovation, and our
relationships with Indigenous businesses,
partners and communities.
But lately, it seems all we do is refute
a lot of misinformation. We’re fact
checking and doing the background
work many Canadians expect their
media outlets to do – which doesn’t
appear to have been done in this case.
There is still time for change. It is up
to all Canadians – the public and the
media – to ask questions and distinguish
fact from fiction, and to try and
avoid being manipulated by foreignfunded
activist groups.
Together, we can make a difference.
Customs, traditions
and weddings
by Lois Perepelitz
A wedding will not only bring two
people together, it brings two families
together.
Most of the time this will go
smoothly but even when the families
are from the same area, there are still
some worries. When the families are
from different countries then you
really worry.
A very good friend of mine, I call her
my part-time daughter, met a young
man from New Zealand and we were
all so happy for her because they are
such a perfect match.
The only thing that worried us was
that he was taking her to the other side
of the world.
We worried about his people
accepting her and if she would be
lonely so far from home. Would she be
able to fit in with their customs?
They decided to have their wedding
in Canada, in our very scenic area of
Squamish and Whistler B.C.
They had a whole week of events
planned so the two families could get
to know each other.
ALIX COUNCIL
Emergency management partnership explained
Terri Huxley
ECA Review
Council started on a high note as
Mayor Rob Fehr celebrated his 25th
wedding anniversary milestone with
his wife and two daughters present.
Coun. Ed Cole handed them two
signed letters, one from Alberta
Premier Jason Kenney and one from
local MLA Ron Orr who extended
their congratulations.
Afterwards, Julian Veuger,
Emergency Management
Coordinator of the Lacombe Regional
Emergency Management
Partnership, came to council chambers
to discuss the regional
partnership and how it is related to
the village of Alix.
Veuger works closely with the village’s
director of emergency
management (DEM) to ensure Alix is
prepared for any situation with the
proper avenues to access in place.
He is currently on month four of a
three-year contract with the regional
partnership.
Each of the ten communities that
he looks after in the region gets
roughly three hours per month of
attention but Veuger did mention that
he is injecting more time into certain
communities compared to others.
The Alberta government has legislated
each municipality must have an
emergency management committee
and agency with a minimum requirement
to meet once a year.
Veuger describes his role as “the
manager of your hockey team.”
“I make sure that you have sticks,
your skates are sharpened, I make
sure you have a jersey to wear, I
make sure that you’re ready for the
game. I have no ability to go on the
ice and score the goals and win the
hockey game for the municipality. My
job is to make sure that the
municipality is equipped, trained,
have the tools, the support when
game time comes.”
Alix’s DEM and Veuger are condensing
a massive book into a quick
five to six page response guide that
administration can look at in a
glance when an emergency comes
along.
Each municipality is expected to
support residents for the first four
days after the emergency and uses
the 80/20 rule.
Roughly 80 per cent of residents
affected leave and find accommodations
with family or hotels while the
remaining 20 per cent need to be
housed, which is one of the municipalities
duties.
Training is also required to alleviate
any problems that may arise
and get administration familiar with
how to proceed in the face of disaster.
Council’s role is to step back from
the situation to let administration do
the heavy lifting. They are to help
later by releasing press releases and
supporting the Chief Administrative
Officer (CAO) as best they can.
Cemetery Bylaw
Administration brought forward a
long-overdue bylaw for council
review.
The cemetery bylaw was last
updated in 2009.
Council made a resolution to have
administration put in a notice of an
updated version in utility bills to
alert residents that the draft bylaw
will be available for their review at
the office.
Ideas of a field of honour for veterans
was tossed around, updating
fees, discontinuing construction
work while a service is happening as
well as implementing a deed title
system to track plots was suggested.
Council found giving the community
a chance to review the draft
bylaw was a good idea as the topic
can be emotional.
The draft will have a section dedicated
to handling columbariums and
niches.
The cemetery does not have any at
this time but administration felt it
was important for when the request
to build one is requested.
FORESTBURG COUNCIL
Broadband budget increases
Jody Pettigrew
ECA Review
Council approved a $1,000 increase
in budget for phases 1 and 2 of the
Regional Broadband Project at the regular
meeting on Aug. 8.
In June, council approved to move
forward with the project at a cost not to
exceed $3,000. Since that time,
Daysland, Killam, Sedgewick and
Hardisty have decided not to approve
the project for their towns.
As a result, the cost of moving forward
with the project with only
Flagstaff County and the villages of
Heisler, Alliance and Lougheed has
increased Forestburg’s share to
$3,654.91.
“If we don’t have broadband we
can’t grow,” said Forestburg Chief
Administrative Officer (CAO) Debra
Moffat, “This project is just the first
step, a feasibility study, to see the
engineering end of it.”
Strategic planning survey review
The results of the strategic planning
review came in as underwhelming
with three replys back in total.
Council found this to be a positive
reaction.
“There’s some good stuff in here,
some interesting things,” said deputy
mayor Tim Besuijen.
“I was really sad that there was only
three or on the other hand like you
said people are not upset otherwise
more people would have [replied],”
said Coun. Vicki Soltermann.
In total, 385 copies were sent out for
feedback on what could be improved
and what has been done right in the
village.
Council received the replies as information
with consideration at the next
Serious three-vehicle collision
Submitted
Oyen RCMP responded to
a serious three-vehicle collision
involving two
tractor-trailer units and one
SUV.
Emergency services and
STARS responded at 3:48
p.m. on Aug. 7, 2019 to the
crash located on Highway 9
at Range Road 60, northwest
of Oyen, Alta.
One 11-year-old male passenger
was confirmed
deceased at the collision
scene. He was a passenger in
the SUV, along with four
other members of his family.
The other four occupants
of the SUV, including two
adults and two other children,
were transported to
hospital.
The driver of the SUV has
since been released, and the
other three occupants
remain in serious condition.
Neither of the drivers of
the semi tractor-trailer
units was injured.
The investigation thus far
indicates that one of the
semi tractor-trailer units
was stopped for construction,
with the SUV stopped
behind it.
The second semi tractortrailer
unit was travelling in
the same direction and
struck the rear of the SUV.
RCMP collision analysts
attended the scene and
traffic was detoured for several
hours.
At 11:40 p.m. an update
was put out that traffic was
no longer diverted.
The collision remains
under investigation by the
RCMP and Commercial
Vehicle Enforcement.
Caring, fun-loving people
Cont’d from Pg 2
We got to see that the groom’s family
and friends were a bunch of caring,
fun loving people who really cared
about our girl.
We also learned a few things about
the New Zealand customs.
First and most importantly, do not
ever call a New Zealander an “Aussie”.
They will quickly and proudly inform
you that they are “Kiwis”.
If a Kiwi asks you where they can get
a pair of ‘jangles’, point them in the
direction of the nearest store that sells
flip flops/ sandals.
Why they are called jangles no one
knows.
They have a very strong accent and
speak very fast so we had to really
focus and listen to be able to understand
what they are saying.
I was lucky enough to find a woman
who had worked with the elderly a lot
• 32 years experience
so she had gotten used to speaking
slower and clearer than they usually
do.
When I complimented her on that
she returned the compliment by saying
I also spoke clearly enough for her to
be able to understand my accent easily.
Wow! I have an accent!
I just never think of that but I suppose
if they sound strange to us we
must sound just as strange to them.
They had as many questions about
Canada as we did about New Zealand.
One thing that made them shiver
was when they asked about our
weather and we told them that we can
get minus 30 to 40 degrees Celsius in
the winter.
The one thing that made both families
happy was seeing the love the
bride and groom had for each other
and really isn’t that the only thing that
matters?
Bylaw change for secondary suites
Cont’d from Pg 3
The lack of reliable high
speed internet is an issue in
rural Alberta and is being
addressed to encourage more
economic development within
the region.
Living spaces on
residential land
An amendment will be made
to the local land use bylaw that
will allow additional living
spaces such as garden suites
and/or garage suites to be built
on residential parcels.
The bylaw currently states
that secondary suites, meaning
a self-contained dwelling unit
located within the primary
dwelling unit registered on the
same land title, are not allowed.
There is currently a lack of
rental properties available in
Forestburg and an amendment
to the bylaw could result in
additional rental properties
becoming available.
Minimum lot size and the
need to have required building
permits will be considered in
the amendment which will be
brought to council for review at
a future date.
Greenhouse feasibility study
Village council approved a
motion to approach the Battle
River Economic Opportunities
Committee (BREOC) to work
with the Greenhouse
Committee to provide funds for
a feasibility study on creating a
greenhouse in Forestburg.
After a feasibility study has
been conducted, a business plan
would be created that would be
reviewed by the Greenhouse
Committee, Economic
Development Committee and
village council to help choose
the best choices moving
forward.
It is estimated to take a couple
of years before a solid plan
would be ready to act on.
Housing assessment proposal moving forward
Cont’d from Pg 1
They have 12 computers with the
program still on it but they were originally
scheduled for replacement in
2020 and 2021.
Nine of them must be replaced in
2019 prior to the schedule while the
other three will be purchased with the
expenditures coming from the 2020
capital budget.
Once Windows 7 is retired, the three
remaining computers will not be used.
For budgeted purchases, the total
reaches $39,646 while unexpected purchases
including two monitors, a
server hard drive crash and the nine
computers with Windows 7 costs an
extra $22,897.
Council approved the extra
expenditures.
Since these computers will be
replaced early, the schedule to originally
have them replaced by 2021 will
not come into effect, syncing up with
the next replacement.
Housing Assessment proposal
accepted
Back in April of this year, town
council approved $10,000 to proceed
with the County of Stettler Housing
Authority partnership for a Request
for Proposals for a housing
assessment.
Request for Proposals were sent by
invitation to seven consulting firms
with a closing date of July 24, 2019.
Four proposals were sent back and
an evaluation of them based on the
housing assessment scope established
by council and staff was completed by
both the Town of Stettler and the
County of Stettler Housing Authority
administrations.
Altus Group Limited came in with a
bid for $12,725 which council readily
accepted as the town will provide half
at $6,362.50 while the housing
authority will provide the other half.
This assessment is designed to prioritize
the
identification of
a variety of
housing needs
in the
community.
The County of
Stettler Housing
Authority has
budgeted
$10,000 to have a
seniors-focused
Housing Needs
Assessment
completed in
2019 and had
shown an interest
in a partnership
with the town to
expand the scope
of the assessment
to an inclusive
look at the
housing
continuum.
Rezoning for
detached garage
The owner proposed
to build a
new accessory building in the form of
a detached garage at 4409 – 47 Avenue.
The land they were proposing they
use was designated as Land Use
District DC4: Urban Reserve Direct
Control which allows existing uses to
remain while maintaining the long
term plan to have this area transition
into mixed commercial/industrial.
The existing single family dwelling
is located on the north end of the 1.39
acre parcel accessed from 47 Avenue,
while the south end of the property
accessing off of 46 Avenue is vacant
and zoned Industrial.
Based on the existing use of residential,
the eventual transition to
industrial and the siting/location of
the proposed accessory building,
administration did not see any future
conflicts with this detached garage.
Council approved the detached
garage with standard rules in place
like obtaining a building permit.
An 11-year-old bylaw states that all
decisions pertaining to development
must be directed to Council for
approval.
The long range
plan identified in
the Municipal
Development
Plan for this area,
in particular, was
also labelled as
industrial.
The general
purpose of this
district is to provide
an area that
is compatible
with residential,
commercial and
industrial land
uses with the
long term plan to
transition to commercial
or
industrial.
of the Wild West as well as conducting
cattle brandings which eventually
evolved into the Big Gap Ranchers
Roundup.
Big Gap refers to the physique of the
hillside.
The dates of the Stampede varied.
They were originally to start on
July 1 but over the years, for various
reasons, were moved.
It started in 1916 with the final gathering
happening in 1919, 100 years ago
this year.
In its final year, the Edmonton
Bulletin reported that there was at
least 12,000 attendees, 1,700 automobiles,
500 teams pulling various
contraptions from stone boats and
bunkhouses to fancy buggies with surreys,
200 saddle horse and 100
cowboys.
Many believe that over the threeday
event, easily 20,000 people entered
the grounds.
It was known as one of the largest
aggregations of bonafide cowboy
riders at any one time and place in
Western Canada.
In 2016, the 100th anniversary of the
first Big Gap Roundup started at the
site of the cairn commemorating this
rich history.
A 15-mile trail ride ended at
Gooseberry Lake with a barbeque and
dance keeping the hills alive for a day.
The legendary Big Gap Ranchers
Roundup is “unequalled”.
For its final year, only four large
Cowboy Parade opening ceremony, circa 1919.
ranches truly remained including the
Poynter Ranch at Sounding Lake, the
Bartlett and Gattey Ranch at the east
end of Gooseberry lake, the Boulton
Ranch and the Lane Ranch.
In addition to the recognized rodeo,
wild west shows, airplane rides, a
baseball tournament, parades, band
performances, races, dances and more
kept the crowd of visitors entertained
throughout the three days.
The single largest advertising campaign
was the theatrical performances
and fake bank robberies put on by a
large group of actors, riders, trick
ropers, “Indians”, announcers and
directors.
At one point they had visited
Edmonton to direct attention towards
the event.
Since the 180-mile trek to the capital
of Alberta was far too long, they took
automobiles, stopping at several locations
along the way to promote it.
Since there were hardly any
Aboriginals left in the area at the time
of the Big Gap Round Ups, the local
cowboys would dress up and paint
themselves as natives to play the
scenes of cowboys and Indians
fighting battles at neck breaking
speeds on horseback.
An excerpt from the Big Gap
Ranchers Roundup and other legends
of the Neutral Hills describes: “As the
cavalcade reached the various towns
This group of actors travelled from Czar to Edmonton to stage fake bank robberies and other
forms of entertainment to advertise the Big gap Roundup.
Image courtesy of Diane Maull and Patrick Gilmer
on route to Edmonton, a pattern
emerged. The Scottish Piper and
drummer led the parade blaring out
‘the Campbells are coming’ to which
the cowboys sang ‘the Cowboys are
Image courtesy of Diane Maull and Patrick Gilmer
coming.’ The Indians in costume with
their hideous war paint danced and
chanted.
“The trick riders danced alongside
spinning ropes, skipping back and
forth through the spinning loops;
while cowboys dressed in full regalia
exploded blank ammunition as fast as
they could reload. Only taking time
out to lasso any stray dog that happened
to venture within range.”
As all the commotion stirring
from the performers
continued, advertising committee
members would
place posters around for
people to look at afterwards.
Each performance was
quick, lasting about 15 minutes
in total.
End of an era
The fall of the Roundup
came down to size and
demand and the changing
of the times.
Water was a limited
resource that was hauled
from several miles away to
supply the growing number
of visitors.
Drought had forced many
away to urban areas.
The other concern was
the preservation of the
cowboy way of life.
At the opening ceremonies,
Major Inman warned
that “Where the prairie
roses bloom on the hillsides we shall
soon see the tombstones of the cowboy
and his way of life. Such celebrations
as these cannot continue for many
years.”
Illegal activity rampant
Cont’d from Pg 11
Each individual was asked to sign a
petition to lobby the government to
keep these crown lands preserved as a
spot where western scenes could be
perpetuated from year to year.
This was a time when the horse and
buggy were being replaced by the
latest automobiles.
Illegal activity was also rampant
throughout the weekend as illegal
whiskey was being sold and ‘Ladies of
the Night’ and gambling were found to
be problematic.
Men were not returning from the
first world war.
With the homesteaders fully
entrenched there was no free range
left to be used and they couldn’t afford
to buy more land in hard times.
It was the great
emptying of the
prairies from a
time when there
used to be such
densely populated
areas only made
worse by drought
and hard times.
Roughly 20 pioneers
have died
and were buried
amongst the hills.
“Some of the
more well established
were able
to hang in and
still form the
roots of that
area. It was the
end of a very
magical and
colourful era of
our province and
Western
Canada,” said
Diane Maull.
The largest
reason the
Roundup didn’t
continue was
that the 08 Ranch
was sold as well
as the increasingly
large size of
the crowd that came.
There was talk that the event would
be moved to Gooseberry Lake but the
undertaking would have been
massive.
On top of all of this, 1919 was the
third drought year in a row.
All of these issues combined
equalled the end of an era for the Big
Gap Ranchers Roundup.
