Homeowners Meeting
TUESDAY, SEPTEMBER 17, 2019
The WCIA will hold its September meeting at the Civic Center located
at 2502 Creek Meadow in Westlake Forest, on Tuesday, September 17,
2019 at 7 PM. All homeowners are invited to attend this meeting.
The WCIA Board will hold its executive session Monday, September 16,
2019, at 6:30 PM at the Civic Center. If you have a special situation which
you would like to discuss privately with the Board, please contact Annette
Baldwin before September 17 th so you can be added to the schedule.
Results of the meeting, other than personal information regarding other
homeowners, will also be announced in the Board discussions at the
meeting on September 17, 2019, as well.
We hope to see even more homeowners come out and make their
suggestions to us at the meeting on September 17 th .
Annual Meeting Notices
to Be Sent In Early October
The notice of the annual meeting of the homeowners of the WCIA to
be held in early November will be mailed to each homeowner in early
October. Also included in this notice will be a proxy, a 2020 budget and
the invoice for your Homeowner dues, which are due before January 1,
2020. These dues are past due on January 31, 2020 and penalties will be
assessed after that time.
Plan Now To Attend National Night
Out In Early October
Plan now to attend the National Night Out Celebrations in Westlake
and Westlake Forest on Tuesday, October 1, 2018, from 6:30 PM until
8:45 PM. Food will be served, prizes will be given away, the Westlake
Fire Department will be on hand in both subdivisions with fire engines
and ambulances, the Sheriff’s Office will send out interesting exhibits
and units who serve the community, including the mounted patrol and
much information and free gifts will be available to our residents and
homeowners. There will be door prize drawings for children and adults
throughout the evening.
Watch for more details in the mail, in the October newsletter, at the
Town Square website: westcia.org and from info.westlake@gmail.com
An announcement of the details of the Westlake Forest National Night
Out will be sent to you via US mail and email if you are on this list. Signs
will be posted at the entrances to both subdivisions as well. There will be
no National Night Out Event in Westlake due to a lack of Board member
volunteers.
Clean Up After Mowing
Please remember that it is illegal to leave lawn clippings on the street or
driveway of your home following mowing. These will wash down into the
street and wind up in the storm sewer. The fine for dumping in the storm
drains is substantial. All storm drains in Westlake Forest are labeled with
the SWIM dumping warning. Some storm drains in Westlake have been
labeled as well. We will be subject to additional flooding if our storm
sewers are clogged with leaves, mud, grass clippings and other debris.
Don’t dump in our storm drains.
Swimming Pools Close
After Labor Day
In keeping with the traditional Back to School early in Katy program, the
Westlake and Westlake Forest pools have closed for the season. Most of
our lifeguards attend college with a few attending high school and are
not available for work following Back to School.
The Board will be discussing pool hours and next year’s choices of hours
at the September and December meetings. A committee will be formed
in Westlake Forest and Westlake to discuss next year’s pool hours. If
you would like to present feedback or volunteer for the pool committee
in your subdivision, please send your comments and information to
Annette Baldwin at info.westlake@gmail.com.
We hope our residents enjoyed the pools this season. There was slightly
better attendance at the pools throughout the summer months this year.
If you would like your children to participate in an organized swimming
sport, plan on signing them up for the Westlake Gator Swimming Team in
April 2020. Don’t miss this wonderful opportunity.
Upcoming Community Events
The First Tuesday evening of October will be National Night Out in
Harris County, Texas. Westlake Forest will be holding events which
include free barbeque, door prizes, information, mounted patrol, the
fire department, possibly a K-9 visit and visits from the command staff
of the Harris County Sheriff’s Office. Circle that date on your calendar.
At the time of this writing, we do not know if we will hold a second NNO
celebration in Westlake. That decision will be driven by the number of
volunteers who want to participate from the Westlake subdivision. If no
celebration is held in Westlake, the families of Westlake will be invited to
attend the Westlake Forest celebration.
The Annual Meeting of the Homeowners of the Westlake Community
Improvement Association will be held the second week of November at
the Westlake Fire Station. We will publish the exact date in the October
and November newsletters. The decision of whether or not to expand
the pool hours will be based on the votes of the members who attend the
meeting and on the proxie votes. Expansion of the pool hours will mean
an increase in dues of $35 per household for 2020.
The first Saturday morning (December 7, 2019) in December will be
Breakfast with Santa in Westlake Forest. This includes a visit from Santa
Claus, free breakfast, gifts, snacks and crafts for the children. Plan to
bring your children to this special kick-off for the Christmas and Holiday
season.
At this time we do not know if we will hold a Breakfast with Santa event in
Westlake. The decision will be made based on the number of volunteers
we have to organize and present this program for the community.
Westlake families will be invited to the Westlake Forest celebration if one
is not held in Westlake.
Board is Force Mowing Lawns of
Vacant & Occupied Houses
The WCIA Board is striving to improve the appearance of our
neighborhoods of Westlake Forest and Westlake by force mowing the
yards that owners (many of whom are absentee landlords) fail to mow,
both front and back, on a regular basis. We will continue to force mow
these unsightly vacant and poorly maintained homes because we want
a well maintained neighborhood and this is one of our responsibilities to
the community. Occupied homes are mowed in the front only. This force
mow service is charged the homeowner’s account.
Pick Up After Yourself
Your community has invested a great deal of time and money in the
many improvements in both Westlake Forest and Westlake. Trashcans
are appropriately placed in all areas. Please use them. Don’t litter our
parks, pools, playgrounds or the Westlake greenbelt. Don’t litter in the
subdivisions, either.
Westlake Forest Playground
Locked from 10 PM-7:30 AM
Westlake/Westlake Forest | September 2019 3

The Westlake Forest and the Westlake Playground are locked when the
common area is closed from 10 PM until 7:30 AM in the morning. This is
an automatic, timer lock. We invite parents of children 12 and under to
visit the playground and enjoy the new and revitalized equipment with
their children. A particular favorite for parents is the parent/child swing
which allows you to swing with your baby, toddler and small child and
enhance the experience for you both. In addition, we have added an
interesting young child acoustical play area which has been very popular
with young children and their parents.
The Westlake playground has been completely refurbished and much
of the equipment has been replaced. The Board is discussing a canvas
shade cover for the Westlake playground next year. Cameras have been
installed on the playground for the safety and security of all.
Accolades To Homeowners
Who Care For Their Property
The Board and your community thank all the homeowners who have
diligently taken care of their property throughout the years. By mowing,
edging, painting and doing proactive exterior maintenance, you have
maintained the value of your home and contributed much to your
neighborhood.
You are the homeowners who spend a few weekends and evenings taking
care of your property instead of watching television and locking yourself
in your home. You are the neighbors who are most responsible for the
betterment of our community.
We appreciate your dedication to the old fashioned values of taking care
of your home and caring about your neighborhood. Please accept our
sincere thanks for your positive contribution to our neighborhood.
Back Yards Need
Locked Gates
Recently homeowners have reported that they have seen strangers in
their back yards. When the strangers realize someone is at home, they
leave immediately. What does this mean? These individuals didn’t
mistakenly wander into your backyard. They are there by choice; in all
likelihood, their goal was a quick burglary of your home.
Please padlock your back gates and secure your fence so that it is not easy
for a burglar to get into your backyard. Once in the yard, these individuals
have unfettered access to your home… even if you are home. Keep your
back door locked, as well. Hopefully all of us now have the longer, secure
deadbolts which can only be opened with a key on all exterior home
doors. These fit more deeply into the door casing to make it difficult to
kick the door open. But, the first line of defense is your gate… have a
padlock and keep it locked at all times.
Dogs Running Loose Become Problems
In Dense Population Areas
As our email subscribers and next-door members know, we are sending
out pictures of missing dogs or found dogs at least once a week. Some
stories have happy endings, some have tragic endings.
There is a leash law in Texas. This means that YOU must be in control
of your dog at all times. The law interprets control as having the dog
confined or restrained. There is no margin for question on this one.
Under control and restraint or confinement means just that.
Some cultures have no problems with dogs running loose, eating
what they can beg or steal, getting water where they can find it. In the
rural areas of Texas, people pretty much take care of their dogs. They
understand livestock and animals in general. They feed, vaccinate, water
and bathe their animals. In the densely populated areas of Texas, such
4
as Houston and its suburban areas, dogs must be restrained, licensed,
vaccinated, fed, watered and sheltered. Anything less is cruelty or neglect
that results in yet another violation of Texas law. If you have animals (cats
and dogs) please follow the law, spay and neuter, vaccinate and provide
proper shelter at all times.
Back To School Time:
Watch Out for Children
The children are back in school and each school bus carries a precious
cargo. Be aware of children running to or from the bus. Also, be aware of
children who are walking to or from a drop-off point. Please slow down
and watch for children. The actions of children cannot be anticipated;
frequently a child will dart into the street for no apparent reason.
Please be ready for the unexpected when children are present in the
neighborhood.
State law requires that all traffic on both sides of the street stop for a
school bus that is loading or discharging children. If you do not stop,
the driver will take your license plate number and action will be taken
against you. Please be careful when children are present. We urge you to
drive responsibly and to talk with your teenage children who are driving
about the responsibility of driving carefully in the neighborhood.
Autumn Is Great Time To Refresh
Exterior, Lawns and Gardens
The fall of the year brings many opportunities for us to work in our
yards. As the weather cools down, the jobs of weeding and mulching
gardens, planting fall flowers, mowing and putting on fertilizer become
a lot easier. This is an ideal time to refresh your floral plantings and take
care of lawn problems. Trees can be pruned later in the year when the
weather is cooler. This is generally best done in January.
We encourage our residents to take an objective look at the exterior of
their home and take appropriate measure to rid the lawn and trees of
various pests. This is also a good time to do exterior repairs before the
holidays slip up on us. If you plan a major change in your paint color or
plan to put in siding or do other improvements which radically change
the look of your home, please complete an architectural control form
and submit it for Board approval. The process is quick and painless and
can eliminate problems with changes that may be in violation of our
deed restrictions.
We thank all the homeowners in Westlake and Westlake Forest
who continue to make improvements in both their homes and their
landscaping. Our neighborhood has become quite attractive with the
large trees, lush lawns and beautiful gardens. The improvements made
on homes add to the personality of our subdivision in a very positive way.
Nuisance Abatement Program, Legal
Parking & Clear Streets Improves
Neighborhood Appearance & Safety
As most of you know, the application of the Texas law against Nuisances
both in the form of vehicles and health safety items has been an
ongoing activity in Westlake and Westlake Forest. What does this mean?
The vehicles in driveways which are not current on registration and
inspection, are covered in some fashion, are on jacks or blocks or are
inoperable are in violation of state law. The penalties for violating this
law can be pretty stiff. If you have a vehicle in your driveway that falls
into any of these categories, you will want to remove it. Park the vehicle
in your garage or take it out of the neighborhood and place it in a rental
facility. This will save you much frustration and money.
The Health and Safety Code is very specific about tall grass, rats, snakes,
chemicals, paints, furniture, junk, building materials, etc., which are left
outside for a period of time. Further, stagnant water is a major violation
as it increases the risk of mosquitoes and the spread of the diseases they
carry such as West Nile and Zika virus. Please keep your front and back
yards clear of debris. Keep them mowed. Leave no standing water in your
yard. If you have a swimming pool or pond in your yard, do not let water
stagnate. Use appropriate chemicals and check the ph and chemical
level on pools and ponds to make sure you are not fostering the creation
of a health disaster. Penalties for some of these violations are swift and
severe.
Finally, do not leave refrigerators, chemicals, paint, old wood, etc., in
your front or back yard. This, too, is a violation of the health and safety
code. You will be cited by the proper authorities for the violation if you do
not abate the nuisance.
While some of our residents are used to conditions in other non-restricted
areas such as the country or neighborhoods in far-eastern or southeast
Houston, a subdivision is a high density population area. These nuisances
negatively impact the neighborhood and the quality of life. That is the
reason the Texas legislature has passed laws that exclusively address the
unincorporated areas of Texas counties. Please obey the Texas law and
be part of the solution, not part of the problem.
Parking Laws Contribute
To Neighborhood Safety
The ongoing effort by the Sheriff’s Department to enforce all parking
laws within the confines of our neighborhood has begun to show some
dramatic results. The streets are less cluttered, fire hydrants are not
blocked, dangerous vehicles are gone, intersections are easily navigated
and the children of our neighborhood are much safer.
Please consider your neighbors when parking on the street. Not only are
you risking your vehicle, but you could potentially be risking the lives
of innocent children. If you must park on the street, be considerate of
the neighbor across the street who must back from a driveway in order
to enter the street. Do not park so that it is almost impossible to exit a
driveway. Whenever possible, do not park on the street in order to further
insure the safety of our children.
By cleaning up the streets, we are finding that the children are more
easily spotted as they dart out to chase a ball or swerve while riding a
bicycle. If you are unfamiliar with the parking laws, stop in at the Franz
Road Store Front that is located just west of Fry Road on Franz. Pamphlets
of all types, including parking safety, are available at no charge.
Good to know...
THINGS TO THINK ABOUT
• Living on Earth is expensive, but it does include a free trip around the
sun. • Birthdays are good for you; the more you have, the longer you live.
• How long a minute is depends on what side of the bathroom door
you’re on. • Ever notice that the people who are late are often much jollier
than the people who have to wait for them? • If ignorance is bliss, why
aren’t more people happy? • Most of us go to our grave with our music
still inside of us. • You may be only one person in the world, but you may
also be the world to one person. • Some mistakes are too much fun to
only make once. • Don’t cry because it’s over; smile because it happened.
• We could learn a lot from crayons: some are sharp, some are pretty,
some are dull, some have weird names and all are different colors.... but
they all have to learn to live in the same box. • A truly happy person is one
who can enjoy the scenery on a detour. • Happiness comes through doors
you didn’t even know you left open. • Have an awesome day and know
that someone has thought about you today.
AN ATTITUDE OF GRATITUDE
An attitude of gratitude means making it a habit to express thankfulness
and appreciation in all parts of your life, on a regular basis, for both the big
and small things alike. Here is a menu of tactics to develop this mindset:
• Wake up every day and express to yourself what you are grateful for.
• Tell whomever you are with at the end of the day the 3 things you are
most grateful for.
• Tell whomever you are with right now (significant other, friend, family
member, etc.) the 3 things that you are most grateful for in this moment.
• Start a gratitude journal - Express gratitude in this journal every night
by noting the things that you are grateful for, proud of and excited about.
• Acknowledge yourself for what you have done and accomplished in the
last day/week/month/year. Instead of comparing yourself to others, give
yourself credit for the big and small things you have been doing!
• Acknowledge other people and thank them for inspiring/helping/
supporting you - oftentimes people wait their whole lives to be
acknowledged (and yet it happens far too infrequently)!
NATIONAL SUICIDE AWARENESS MONTH
September is National Suicide Awareness Month. Also known as Suicide
Prevention Month, the month brings awareness to a topic not often
talked about. Everyone is affected by suicide, not just the victim. Suicide
impacts family and friends long after the loss of a loved one. On average,
one person commits suicide every 16.2 minutes. Two-thirds of the people
who commit suicide suffer from depression.
One way to help prevent suicide is to increase access to treatment for
depression. However, identifying depression can be difficult. Not all
people who suffer from depression show signs. The first step in identifying
someone who is suffering from depression and contemplating suicide
is to see how serious the issue is. Talking to the person involved and
asking about their thoughts will decrease the trigger of suicidal action.
Suggesting a counselor or treatment for depression might also help.
Often, people who are depressed need a caring friend. A common fallacy
is that people who talk about suicide never act on it. If a friend or loved
one is talking about suicide, it’s time to get help for that person. The
mental health of yourself or a loved one can never be taken too seriously.
Whether the weight of a long-term struggle or a crisis weighs you down,
allow friends, family or a profession to lighten the burden by finding
support. There is no shame in seeking help.
Learning about suicide prevention during the month of September is a
great way to educate yourself and others. If you or someone you know
needs emergency assistance, contact the National Suicide Prevention
Hotline at 1-800-273-8255. Find more help at www.nami.org/Find-Support.
SEPTEMBER IS NATIONAL
CHILDHOOD OBESITY AWARENESS MONTH
National Childhood Obesity Awareness Month offers opportunities for
families to prevent childhood obesity early and to address the issue early.
DONNA ROONEY
REALTOR
R
Children who have obesity issues are more likely to have those same
issues as adults. Addressing them now prevents lifelong health issues
such as diabetes, certain cancers, heart and sleep disorders.
Children with obesity may face physical, emotional and financial
obstacles in the future, as well. Find out how to take action at www.cdc.
gov.
NATIONAL PREPAREDNESS MONTH
Disasters don’t plan ahead, but you can. The entire month of
September observes National Preparedness Month. No matter where
you live, you are subject to disasters. Natural disaster and man-made
disasters affect everyone and will cause severe damage and endanger
lives. Hurricanes, tornadoes, earthquakes, landslides, wildfires, hot
spells or cold spells are all natural disasters that can be deadly to
people and property. Man-made disasters such as terrorism, crime,
power outages, famines or war are just as terrifying as any natural
disasters. Preparation is essential for the safety of you and your family.
It can also ensure valuable personal possessions are taken care of
properly before you lose them.
Keller Williams Premier Realty office is independently owned and operated.
Family First: Deciding how long a disaster will last and the after-effects
are the first step in preparation. Depending on the type of emergency,
you may need food and water for a few days. Food that is easily stored
and prepared is critical during a disaster. When disaster strikes, you want
to make sure your family has water to last for a specified duration of time.
It is recommended each family member have 1 gallon of water per day
to remain hydrated. Having proper eating utensils, small stoves that run
off propane or a grill for cooking, matches, candles, blankets and extra
clothes are a few items to pack away in a safe, accessible place. Try not
to forget about family activities! Pack away some board games, cards or
books to help the time pass by. Having things for children to do will also
keep their mind at ease. More than half of all parents lack a designated
meeting place to fall back to in an emergency. Family fire drills may seem
silly, but they do serve a purpose. Unfortunately, many Americans don’t
have a list of emergency contact numbers either. Make sure the entire
family has memorized any numbers that are of significance in the case
of disaster.
Personal Property: Finally, personal property is always a concern when
natural disaster hits. Though it’s not always possible, you can do a few
things to make sure you save the valuable documents that mean the
most to you. If you have a computer, you can scan any documents and
put them on an external drive. Store the drive someplace safe and dry.
With today’s technology, we can save our photo memories more easily.
If saving photographs of family is important, consider scanning them on
an external so you can reprint them if the originals are lost or destroyed.
Most importantly, make sure your insurance policies are up-to-date. You
can visit your insurance agent any time to review what you have, what is
covered and what options you have in the event a disaster destroys your
home or vehicles.
Preparing for a disaster might seem like an impossible task and we
hope you never have to experience one. But if you do, government
agencies like FEMA and the Center for Disease Control and Prevention,
as well as organizations like the American Red Cross, provide excellent
websites with enough information to get you started. These websites
also offer suggestions on how to plan in specific instances, like
being without power for weeks. Your insurance companies will also
have information you can use as you prepare. Insurance companies
encourage families to prepare for disasters. It makes their jobs easier
once the emergency is over and it also gives you peace of mind that
you were covered correctly.
KATY ISD ANNOUNCES FREE/REDUCED MEAL
APPLICATION & CHARGING POLICY
Because every meal counts for students, the Katy Independent
School District Food & Nutrition Department encourages all families
to review the free/reduced meal income eligibility guidelines as well
as the charge policy for purchasing meals from Katy ISD. A copy of
the policy may be viewed at: www.squaremeals.com/Publications/
IncomeEligibilityGuidelines.aspx.
Children living in households whose income are at or below the federally
approved levels, based on household size, may be eligible for meal benefits.
Transfer students approved for the program from another school district
may either complete a Katy ISD application or provide documentation of
their eligibility status for that same school year. Foster children who are
the legal responsibility of a welfare agency or court may also be eligible for
benefits regardless of the income of the household with whom they reside,
an application must be submitted. Households receiving Supplemental
Nutrition Assistance Program (SNAP), Temporary Assistance for Needy
Families (TANF) or Food Distribution Programs on Indian Reservations
(FDPIR) are also eligible. Children with status as homeless, runaway,
migrant or displaced by a declared disaster also qualify for meals.
Any household that does not receive a notification and feels it should
have or are missing any students on the notification you received,
please contact the Nutrition and Food Service Department at 281-
396-6240. Additional information regarding the Nutrition and Food
Service department can be found at the district website www.
katyisdfoodservices.com. Paper applications will NOT be distributed
this school year; all applications must be submitted online. If the online
application is unavailable, paper applications are available at any
district school and at the food service office. If your children were part
the program at the end of the previous school year, they are eligible for
the same benefit for the first 30 operating days of the new school year or
until a new application is processed. A new application per household is
required each school year.
The Nutrition and Food Service Department is located at 5364 Franz
Rd, Katy, TX 77493. Staff is available Monday-Friday, 8 AM-2:30 PM to
assist parents/guardians in completing the application. Bring names
of all members of the household and their Gross Monthly Income. For
any questions, call the Katy ISD Nutrition and Food Service Department
office at 281-396-6240.
Applications are accepted any time during the school year. The
information households provide on the application will be used for the
September 18th:
September 23rd:
2nd Secondary Grading Cycle Begins
purpose of determining meal eligibility. Application information may be
verified by school officials at any time during the school year.
Charge Policy: District charge policy allows students without meal
money to receive the menu choice with the expectation that the parent
will reimburse all meals charged. The elementary charge policy allows
for the value of 10 breakfast meals and 10 lunch meals to be charged.
When the charge limit is reached, the elementary student will receive a
milk for breakfast or a milk and cereal for lunch. The secondary charge
policy allows for the value of three breakfast meals and three lunch meals
to be charged. When the charge limit is reached, the secondary student
will be declined. Parents will be alerted when their child charges a meal
by receiving a courtesy call and/or email through the district automated
call out system, if the district parent information is correct and up-todate.
Parents are responsible for monitoring the amount of money in
their child’s account and paying back any borrowed money in a timely
manner. If a student owes money, he/she will not be allowed to purchase
snacks and/or a la carte on this account until the account is paid in full.
BREAKFAST EARNS AN A+
Send your kids to school with a nutritious breakfast and they might come
home with better test scores and fewer behavioral problems. There’s no
doubt about it - breakfast is a big deal. Decades of research have shown
that kids who make this meal a habit have better diets, healthier bodies,
higher test scores, lighter moods and more mental stamina. No matter
how hectic your mornings are, it’s worth taking the time to make sure
your kids get good food before school starts.
Does breakfast really make a difference?
Food fuels the body with glucose, the main energy source for the mind
and muscles. This refueling is especially important in the morning
because the body hasn’t had any food since the night before. Children’s
daily nutrient intake also tends to be higher when they eat breakfast,
according to the American Dietetic Association (ADA). Whole-grain cereal
with milk and a glass of citrus juice, for example, delivers lots of vitamin
C, calcium, thiamin, riboflavin, fiber, iron and folate.
Garden Tips For September
Time now to make plans for fall landscaping projects.
• Clean up flowerbeds of fallen foliage, yellowed leaves and dead wood.
Light green leaves may signify lack of iron (chlorosis). Correct with iron
cheleates.
• Cut off old dead foliage on irises. Scratch in a little bone meal around
the roots.
• Prune roses to reshape and groom plants for fall growth. Follow up with
a dose of fertilizer the first week of September.
• Plants come out of summer rest and go crazy. Insect populations
explode as we get into cooler temperatures. Diseases that have been
dormant wake up.
- Citrus, croton, avocado and mango are susceptible to spider mites and
thrips. Discourage them with a strong jet of water from a hose directed to
the undersides of the leaves.
- Hibiscus, citrus, palms, gardenia and ixora are susceptible to scale
and mealybug.
• Winter vegetable gardens and perennials get planted.
• Wait until November to plant petunias and pansies.
• Fire ants baits should be put out in September-October to lessen the
number of eggs that make it to Spring.
• St. Augustine grass gets its fall fertilizer during September. Continue
to mow at maximum height. You want to leave a lot of leaf surface to
produce carbohydrate reserves for the winter.
• Keep an eye out for sod webworms. First sign of them is grass that
appears to stop growing. You need to get them early for biological
controls to work. When the caterpillars are only 1/4 inch, Bacillus
thuringiensis applications can slow them. Bt is a bacteria that works on
the caterpillars’ digestive systems and makes them stop feeding. Do the
application late in the day. The larvae feed at night and you want them
to get nice fresh Bt.
• When the heat and drought end, the weather could bring brown patch
disease in the St. Augustine grass. Watch for yellowish spots if the nights
drop into the 60’s and days stay in the 80’s.
• Get any pruning of hedges and such done now. You want the flush of
new growth to be hardened-off before the end of October. Tree pruning
should be put off until winter, when the trees are dormant.
• Pre-emerge herbicide applications targeting annual bluegrass and
the earlier-germinating winter broadleaf weeds needed to be put out
starting in mid-August.
