CALL TO ORDER<br />
The Board of Directors meeting of the <strong>Cypress</strong> <strong>Mill</strong> Homeowners<br />
Association Inc. was held on May 22, <strong>2019</strong> at the <strong>Cypress</strong> <strong>Mill</strong> Recreation<br />
Center, 14710 <strong>Mill</strong>s Park Lane, <strong>Cypress</strong>, Texas.<br />
Those in attendance were Larry Ramirez, Beverly McGaughey and Jeff<br />
Garrett. Angela Rivera was also in attendance (representing Principal<br />
Management Group). With a quorum duly established, President Larry<br />
Ramirez, called <strong>Cypress</strong> <strong>Mill</strong> Board of Director’s meeting to order at 6:01<br />

APPROVAL OF MINUTES<br />
After reviewing and discussion, Board of Directors, Beverly motioned and<br />
approved with a second by Jeff of the meeting minutes of May <strong>2019</strong>.<br />
TREASURER’S REPORT<br />
Angela Rivera presented the May <strong>2019</strong> Financials. The Financials were<br />
accepted as presented. The following items noted:<br />
• Operating Funds of $408,135.42 and Reserve Funds of $338,470.14 as<br />
of May <strong>2019</strong>.<br />
• May <strong>2019</strong> YTD actual expenses under budgeted by $3,823.09.<br />
COMMUNITY NEWS<br />
• 4 th of July is scheduled on Saturday, June 29, <strong>2019</strong> at 11 AM to 2 PM.<br />
Tents, DJ, Uncle Sam, snow cone truck, trackless train, face painters,<br />
balloon twister and food with water will be provided. <strong>Mill</strong>s Park Lane<br />
pool #2 will be open to the community during the event.<br />
HOMEOWNERS FORUM<br />
Homeowners present discussed the following items:<br />
• Basketball goals were discussed, Board is open for suggestion from the<br />
community<br />
• Miss use of the baby pool was discussed<br />
• Cascade Bend pocket park request of removal of blue whale; suggestion<br />
adding swing set<br />
• Homeless people located off 290 and <strong>Cypress</strong> Rosehill discussed<br />

ADJOURN TO EXECUTIVE SESSION<br />
RECONVENE FROM EXECUTIVE SESSION<br />
The following items were discussed during the executive session. Motions<br />
were made and seconded and passed unanimously to:<br />
• Stacey Lucas homeowner was invited to appear before the Board of<br />
Directors to discuss joining. After reviewing and discussion, Board of<br />
Directors motioned and appointed Stacey Lucas to join the Board and<br />
selected him as treasurer.<br />
• (255-4505) homeowner met with Board of Directors’ in discussion of<br />
iron gate location on property.<br />
• Audiolink - replacement of camera -follow up with DunRite Commercial<br />
Service of adjustment.<br />
• Lifeguard chair - Jeff and Stacey motioned and approved Leslie Pools<br />
quote $3,179.99.<br />
• Addition of tennis court quote - tabled-management is to get quotes of<br />
removal of basketball goals.<br />
• Residents property that back up to all detention pond areas in the<br />
community fences - Board of Director has advised to place blurb in<br />
newsletter and on TownSq of fixing or replacing fences or picket.<br />
• Maintenance of <strong>Cypress</strong> Rose-Hill stone wall power washingmanagement<br />
is to get quotes.<br />
• AED equipment - tabled.<br />
• Community trees | <strong>Cypress</strong> <strong>Mill</strong> Park Lane and <strong>Cypress</strong> Walk Lanemanagement<br />
to get quotes.<br />
• 4 th of July event five helper from PMG - approved.<br />
• Management on-site closed July 5 th - approved.<br />

ADJOURNMENT<br />
There being no further business to come before the Board, the regular<br />
business session of the meeting was adjourned at 9:09 PM. Next meeting<br />
will be held on Wednesday, July 24, <strong>2019</strong> at 6 PM.<br />
REMINDER: ASSESSMENTS WERE DUE JANUARY 1ST<br />
We encourage each of our homeowners to pay promptly as the cost to<br />
the homeowner for collection begins mounting on February 1, <strong>2019</strong>. If<br />
you would like to establish a payment plan you can contact the onsite<br />
community manager on February 1, <strong>2019</strong>, at 281-213-3184 and/or send<br />
an email to Angela Rivera at angela.rivera@associa.us. Keep in mind the<br />
terms of the payment plan agreement include a $20 monthly payment<br />
plan fee and your association’s monthly interest. Please pay your<br />
assessments on time to prevent from receiving late fees and/or interest<br />

As soon as possible. For your future reference you can always pay ahead<br />
on your yearly assessments either in full or a little at a time through out<br />
the year. This is also encouraged to each homeowner.<br />
POLITE PARKING<br />
Several complaints have been received about visitors leaving their vehicles<br />
parked for extended periods of time. Please ask your visitors to park in<br />
your driveway or at least in front of your property, leaving your neighbors<br />
room for their visitors to park or to pass through with their vehicles.<br />
DEED RESTRICTION VIOLATIONS<br />
By PMG of Houston Management: Trash bins need to be out of view from<br />
the street. That means you cannot have your trash bins on the driveway,<br />
side of home or behind columns in front of garage door. You will get a<br />
letter and if you don’t comply we will send you to the attorney just for<br />
this trash bin violation and you will receive the attorney charge on your<br />
account. Please move your trash bins out of view from the street.<br />
BARKING DOG PROBLEM:<br />
• The best way is to call the Constable office to make a noise complaint. 24<br />
dispatches number 281-376-3472. • Call from outside when the dogs are<br />
barking. • Request from the operator who answers the phone exactly what<br />
to ask for on a formal noise complaint. • Tell them you would like to meet<br />
the constable to a make a formal complaint. • The best way is to talk to<br />
your neighbor, but if you don’t feel comfortable call the Constable’s office.<br />

ARCHITECTURAL REVIEW PROCESS<br />
The Covenants, Conditions and Restrictions (CC&R’s) as well other legally<br />
binding documents, are provided to homeowners prior to closing on a<br />
house. Please read the guidelines before submitting your Architectural<br />
Control Committee application. You can receive a copy online on<br />
TownSq www.cypressmillhoa.com under documents or you can call your<br />
community manager Angela at 281-213-3184 and/or email angela.rivera@<br />
associa.us to request a form. All application can take up to 30 business<br />
day before an approval or denial is correspondent to a homeowner.<br />
RESIDENTS OF CYPRESS MILL:<br />
Having your lawn cut either by yourself or a hired landscaper please don’t put out<br />
your grass clippings out on the sidewalk until trash days, Monday or Thursdays.<br />
We are getting complaints of homeowners putting out grass clippings before<br />

SWEEPING OR BLOWING DEBRIS<br />
INTO STORM DRAINS<br />
According to Herman L. Sanders of the Harris County Watershed<br />
Protection Group, “Sweeping grass, leaves, grass clippings, yard waste,<br />
etc., into a storm drain is cited as a civil solid-waste violation of State<br />
Municipal Solid Waste rules, Chapter 330.15 (a)(1). Civil penalties are $50<br />
to $25,000 per day per violation. Criminal penalties, if pursued, are $500<br />
to $100,000 per day per violation.”<br />

CFISD EARNS NINTH STRAIGHT<br />
TEXAS SMART SCHOOLS 5-STAR RATING<br />
<strong>Cypress</strong>-Fairbanks ISD earned its ninth consecutive five-star rating in the<br />
Texas Smart Schools Initiative, an online resource that aims to improve<br />
education by identifying Smart Schools that are both effective and<br />
efficient. Gathering data on both academic progress and spending, each<br />
school district and campus is assigned a Smart Score of one to five stars. A<br />
five-star rating indicates the strongest level of relative academic progress<br />
combined with the lowest relative spending. CFISD is one of 51 public<br />
and charter school districts across the state to earn a five-star rating. In<br />
addition, CFISD has earned the highest possible rating in all nine years of<br />
the Texas Smart Schools program. Texas Smart Schools uses three-year<br />
averages to obtain more stable and persistent measures of academic<br />
progress and spending. The <strong>2019</strong> Texas Smart Schools results are based<br />
on data from the 2015-2016, 2016-2017 and 2017-2018 school years.<br />
JUNIOR POLICE ACADEMY CONNECTS<br />
YOUNG STUDENTS WITH OFFICERS<br />
In finding new ways to be engaged with the CFISD community, the<br />
district’s Police Department recently completed its first-ever Junior<br />
Police Academy, giving students a week of learning and activities and<br />
helping foster the relationship between officers and their constituents.<br />
Created for 9-and-10-year-old students, the academy featured sessions<br />
at <strong>Cypress</strong> Ridge (June) and <strong>Cypress</strong> Springs (July) high schools.<br />
Originally set up for 45 participants per session, the academy swelled to<br />
96 in total attendance. Participants were grouped together into smaller<br />
squads, with officers serving as mentors and interacting with cadets on<br />
a personal level.<br />
Officers and cadets alternated between outdoor activities, hands-on<br />
instruction and classroom training each day. Session topics included<br />
social media safety, stereotyping and bullying, gang prevention, drug<br />
prevention and gun safety. Cadets learned mapping skills and tourniquet<br />
application among others, while other activities emphasized team<br />
building and problem solving. Physical training was incorporated daily,<br />
with cadets competing in an obstacle course. Fun activities were also fit<br />
into the week, giving campers and officers even more opportunities to<br />
interact and connect. Cadets were also treated to unique meet-and-greet<br />
opportunities with local public safety first responders. Police pilots and<br />
tactical flight officers with the Texas Department of Public Safety flew<br />
and landed a helicopter at each campus, while Cy-Fair Volunteer Fire<br />
Department firefighters and paramedics showcased a firetruck.<br />
Members of the <strong>Cypress</strong> Creek EMS visited cadets at <strong>Cypress</strong> Springs,<br />
teaching a hands-on lesson on tourniquets. Feedback was positive and<br />
plans are already in place for possible academy expansion in the future.<br />

AT FBLA NATIONAL CONFERENCE<br />
Five CFISD students from three highs schools earned top honors at<br />
the Future Business Leaders of America (FBLA) National Leadership<br />
Conference held in San Antonio.<br />
<strong>Cypress</strong> Woods High School seniors Amal Gupta, Tristan Wiesepape<br />
and Stephen Cheng placed second in Computer Game and Simulation<br />
Programming. The event requires students to create a game from scratch<br />
without any help from advisers or other adults. The game must be based<br />
on the current year’s prompt.<br />
<strong>Cypress</strong> Ranch High School senior Vinaya Parimi placed second in<br />
Business Ethics while <strong>Cypress</strong> Ridge High School senior Pavan Agrawal<br />
placed sixth in Coding and Programming.<br />
Students who attended the FBLA National Leadership Conference<br />
enhanced their business skills, expanded their networks and participated<br />
in more than 70 business-related competitive events. In addition to<br />
competitions, students immersed themselves in interactive workshops,<br />
visited an information-packed exhibit hall and heard from motivational<br />
speakers on a broad range of business topics.<br />

CFISD MUSICIANS EARN COVETED SPOTS<br />
IN HOUSTON YOUTH SYMPHONY<br />
Three CFISD students have gone above and beyond in the field of<br />
orchestra over the summer, as Romir Adkar, a rising eighth-grade student<br />
at Smith Middle School and Rohil Watwe and Anika Adkar, rising freshman<br />
and sophomore students at Bridgeland High School, respectively, were<br />
among 400 musicians selected to play in the Houston Youth Symphony<br />
for the <strong>2019</strong>-2020 season.<br />
With three full orchestras and two string orchestras - including a<br />
debut ensemble - the Houston Youth Symphony pledges to offer a<br />
comprehensive musical experience for young musicians between 7 and<br />
19 years old at any skill level. Orchestras rehearse weekly to prepare for<br />
three public concerts at Rice University’s Stude Concert Hall each season.<br />
In addition, leading professionals from the Houston area lead sectionals<br />
for each orchestra and workshops and other opportunities are available<br />
for musicians.<br />
The audition process is conducted in April and May and those accepted<br />
into the program were notified in June. Watwe and the Adkars will all<br />
be part of the Debut String Orchestra, which is under the direction of Dr.<br />
Jackson Guillen and provides foundational experience for developing<br />
string players.<br />
Three concerts are scheduled for the Debut String Orchestra: Nov. 3,<br />
<strong>2019</strong>; Feb. 9, 2020 and May 3, 2020.<br />

The Northwest Flyers Track Club Youth Cross Country Team kicks off the<br />

U.S. BOWLING LEAGUE DAY<br />
Each year league bowlers across the United States recognize U.S. Bowling<br />
League Day on <strong>September</strong> 3 rd . Primarily an outdoor sport until around<br />
1840, bowling was called the game of ninepins and popular with gamblers.<br />
To snuff out the gambling, the state of Connecticut banned the game in<br />
1841, which led the newly indoor lane owners to add one pin to their alleys<br />
to circumvent the law. Clubs tried organizing and creating set rules, but<br />
it wasn’t until 1895 when the American Bowling Congress came together<br />
at Beethoven Hall in New York City. The American Bowling Congress<br />
established a maximum score of 300, which still stands today. Other<br />
rules, such as lane length, widths and distances between pins were also<br />
determined. Today, leagues of men, women and mixed teams of all ages<br />
play in bowling competitions around the world. Weekly league bowling is a<br />
great social outing as well as great physical activity. Gather your league and<br />

BRIDGELAND FUN RUN/WALK FOR HEROES<br />
This Bridgeland Fun Run/Walk for Heroes will be held October 19, 2018,<br />
at 8 AM at the Lakeland Village Festival Park in Bridgeland in <strong>Cypress</strong>, TX.<br />

The event will include an 8 AM 5K walk/run and a 9 AM children’s 1K run thru<br />
the Bridgeland’s beautiful parks & lakes along with booth & food vendors,<br />
a bouncy house, a rock climbing wall, entertainment and activities for the<br />
children. The children’s walk is open to strollers and wagons. Trophies<br />
will be awarded to the top 3 male and female 5K runners. Medals will be<br />
awarded to all children under 10. 1 st , 2 nd & 3 rd place prizes will be awarded<br />
to the winners of the Children’s Super Hero Costume Contest. Make Sure<br />
You Honor your Military Hero by giving us the name of the veteran or active<br />
service member you would like to honor and we will create signs along the<br />
race course to honor their service. The Race is sponsored by The Bridgeland<br />
Community Supports Veterans, Inc., which is raising funds to support<br />
veterans, educate our children and build a Veterans Memorial in Bridgeland.<br />
9 TH ANNUAL FAIRFIELD TRIATHLON<br />
Sunday October 27, <strong>2019</strong>, 7 AM start<br />
The triathlon features both a triathlon and a duathlon for participants.<br />
Triathletes will swim 300 meters in North Bradford Lake. Then ride a ten<br />
mile bike course followed by a three mile run along the trails of Fairfield.<br />
Duathletes will start with a one mile run around both Bradford Lakes, then a<br />
ten mile bike followed by the same three mile run course as the triathletes. All<br />
participants will receive dry fit shirts, finisher medals, age group awards, postrace<br />
party with refreshments and a finish line photo. Individuals will compete<br />
for awards in five-year age groups. The race site is located in <strong>Cypress</strong>, Texas<br />
in the Fairfield Community. Headquarters is the Fairfield Athletic Center on<br />
Mason Road with the race site just up the street at the lake. The event accepts<br />
both individual entries and relays. Relays consist of three athletes with each<br />
doing one segment of the race. There is a minimum age of twelve years of<br />
age to compete in the event. The event is sanctioned by USA Triathlon and<br />
will follow their rules and guidelines. For additional event information or to<br />
