MARTIN LUTHER KING, JR.
Martin Luther King, Jr., an American clergyman and Nobel Prize winner was
one of the principal leaders of the American civil rights movement and a
prominent advocate of nonviolent protest. King’s challenges to segregation
and racial discrimination in the 1950s and 1960s helped convince many white
Americans to support the cause of civil rights in the United States. After his
assassination in 1968, King became a symbol of protest in the struggle for
racial justice.
Honoring
Martin Luther
King, Jr.
In 1957, King helped found the Southern Christian Leadership Conference
(SCLC), an organization of black churches and ministers that aimed
to challenge racial segregation. As SCLC’s president, King became the
organization’s dominate personality and its primary intellectual influence.
He was responsible for much of the organization’s fundraising, which
he frequently conducted in conjunction with preaching engagements in
Northern churches. SCLC sought to complement the NAACP’s legal efforts to
dismantle segregation through the courts, with King and other SCLC leaders
encouraging the use of nonviolent direct action to protest discrimination.
These activities included marches, demonstrations and boycotts.
“I Have a Dream”
King and other black leaders organized the 1963 March on Washington,
a massive protest in Washington, D.C. for jobs and civil rights. On August
28, 1963, King delivered the keynote address to an audience of more than
200,000 civil rights supporters. His “I Have a Dream” speech expressed the
hopes of the civil rights movement in oratory as moving as any in American
history.
After his death, King came to represent black courage and achievement, high
moral leadership and the ability of Americans to address and overcome racial
divisions. Perhaps the most important memorial is the national holiday in
King’s honor, designated by the Congress of the United States in 1983 and
observed on the third Monday in January, a day that falls on or near King’s
birthday of January 15 th .
Difficulty Paying Your Annual Dues?
If you haven’t yet paid your Westgate fees for 2019 and anticipate not
being able to pay on time, be sure to call Inframark (281-870-0585) to
discuss getting on a payment plan before more fees are tacked on-from
the attorney, etc. $635 can turn into $1000+ very quickly. Even if you
don’t think you can pay all at once, you need to call Inframark to make
payment arrangements; DON’T WAIT and cost yourself MORE money.
These dues help pay for landscaping, electricity, water, refurbishing and
adding amenities and pool management, among other things. It helps
Westgate continue to be a great community with stable or increasing
property values. If you’d ever like details of how your dues are spent,
you can always ask our management company. Also, go to our annual
meeting and you will receive a copy of the financials.
Why You Should Always Call
the Non-Emergency Number
When an incident happens - suspicious person or vehicle, someone rifles
through your car, etc - call the non-emergency number whether anything
was taken or not, whether damage was done or not: Our contract officer
spoke to some residents while he was responding to a call. They informed
him that they did share info on social media but didn’t call HCSO. HCSO is
not monitoring Social media. HCSO put their non-contract officers where
there are problems. No calls = no problems. One call a week or so does
not prompt a concern. But if everyone who posted on social media called
it in it would be. 713-221-6000.
Westgate HOA President’s Letter
Hello Westgaters! Your HOA Board, Puneet Saggar, Abel Gonzalez and I,
have been hard at work improving the neighborhood. Here are some of
the items on which we’ve been working:
• Choosing two new playgrounds to replace two old wooden ones at parks
on Heathridge and Westgate Park Dr. and Heathridge and Crestbury
• Getting proposals to improve security at the poolhouse and big park
• Repairing park equipment (we appreciate the help from residents who
report the problems to the Board by email)
• Getting proposals for new fence on Blue Wahoo and to repair fencing on
Barker Cypress, Westgate Park Dr. and Forest Heights
• Choosing new pool furniture to replace the old and adding some
• Working with vendors to ensure we are getting what we are paying for
and keep up with problems that occur
• Building a new Westgate website
• Fielding suggestions and concerns from residents to produce results
• Working on the 2019 Budget
This is by no means an exhaustive list, just some of the highlights of the
last three months or so.
Speaking of the 2019 Budget, you should have received a letter by now
regarding the 5% increase in annual dues; this amounts to an increase
of $30. Everyone’s bills have increased - lights, water, repairs, etc. - and
the HOA’s bills are no different. This minimal increase covers the cost of
living increases we are all experiencing. The last time the HOA dues went
up three years ago was solely because of adding a new yearly expense
of the HCSO deputy. Dues have not increased for regular costs going up
since before residents took over the Board in 2014. The total annual dues
are $635, still relatively low for a neighborhood like ours in this area,
especially since we are still adding amenities, while at the same time,
replacing old ones. Another item of interest: you may have seen damage
to common areas along Fair Grange. It has also happened in other
neighborhoods along Longenbaugh. This lawn damage was caused by
wild hogs. They are mainly nocturnal and can be aggressive, so please
be alert to your surroundings at night. Do not confront the animals if you
see them; just report it to the county. We have notified the county and are
considering our options about what to do.
The Board hopes residents have been enjoying the neighborhood events
we’ve been having. Volunteers make that possible and we could always
use more help for better events. Please contact the Board if you’d like to
get involved.
Have a great and safe holiday season!
Best regards, Kimberly McGaughy
Don’t Be A Victim Of Cybercrime
by Resident Realtor Tim Bogott
You mostly likely have received an email stating your Apple account is
locked or your Bank asking you to enter your personal information to
verify your account. Online fraud is a big business. By 2019, cybercrime
will cost consumers and businesses an estimated $2 Trillion annually.
The phishing emails sent by cybercriminals look so authentic and are
almost indistinguishable from the legitimate emails sent from your bank
or your favorite online retailer. To help combat cybercrime, below are
some simple practices to help you not become a statistic.
• Investigate Unique Requests - If just completed an online purchase and
you receive an email from the vendor requesting updated credit card
information, call the vendor directly to verify if or why the information is
needed and make any corrections over the phone.
• Double Check Email Addresses - Fraudulent emails are sent with email
address just slightly changed that most people don’t notice until it’s too
late. For example: jon.smith@abcrealty.com where user name should be
john.smith or the ending is changed from .com to .net. Never click on any
embedded links or open attachments until you verify the sender.
• Use Strong Passwords - Use passwords with special characters, numbers
and capitalization and at least six (6) digits in length. Many security
experts recommend eight (8) digits minimum passwords and changing
your password every three (3) months.
Remember, it’s ok to be a little paranoid when conducting online
business, it will protect you from becoming a cybercrime statistic.
Do You Know Your Deed Restrictions?
In an effort to educate our residents, each month we highlight some deed
restriction or other item that needs improvement in Westgate:
FINE POLICY FOR DEED RESTRICTION VIOLATIONS
Beginning in 2016, Westgate instituted a new fining policy for deed
restriction violations. Our bylaws give approval to do so. After researching
other neighborhoods’ fining policies and working with our attorney to
ensure we comply with state law, the Board voted to approve this step.
Why did the Board feel this step was necessary? Our job is to do what
we can to keep up property values in our community; some violations,
when notification letters are ignored, pull down the overall appeal of our
neighborhood. While some violations must be sent to the attorney, others
can be addressed with fines and hopefully avoid attorney expenses. Fines
also address the cost of repeated notifications and further necessary
actions; in other words, if someone ignores notification letters, they pay
for causing further actions with the fines.
Procedure When Filing a
Report with the Sheriff’s Dept.
If you ever have to file a report with the Sheriff’s Department, whether
after calling 911 or the nonemergency number (713-221-6000), be sure to
let the deputy know that Westgate has a contract with the Sheriff’s Dept.
through our MUD district (Harris County MUD #70). That way, the incident
will be reported to our contract deputies, giving them information on
what to look for in our community. Also, be sure to report the issue to our
Crime Watch committee at crimewatch@westgatetx.net. They discuss
the problems with our deputies as well.
Recommended Tradespeople List
on the Westgate Facebook Page
Have you ever needed to call someone for repairs or to have work done,
but you didn’t want to just pick someone out of the yellow pages? Well,
we’ve begun a document that is our neighborhood’s personal “Angie’s
List:” “Recommended Tradespeople And Businesses.” All people and
businesses listed on it are recommended by people in Westgate who
have had personal experiences with them.
We also have a list for businesses actually owned by Westgate residents
called “Westgate Residents who provide Services.” If you are a resident
who owns a business, provide a description of your services, price range,
history of your business, etc. Support your neighbors by checking it out;
you might find what you need very close to home!
To access the documents, go to www.facebook.com and search for
“Westgate Subdivision.” Look at the top of the page under “Files” and
you’ll see them there! Add yours to the list!
The CFISD Board of Trustees approved the calendar committee’s
recommendations for the 2019-2020 instructional calendar during its
regularly scheduled meeting on Monday, December 10 th .
House Bill 1 (79 th Texas Legislature) mandates that instruction for the
school year may not begin before the fourth Monday in August. For the
2019-2020 instructional year, the earliest start date is August 26 th - which
will serve as the first day of school.
In the fall semester of 2017, a calendar committee was organized to
develop calendars for both the 2018-2019 and 2019-2020 school years.
The committee was made up of district-wide representation, including
teachers, parents, community members, campus administrators and
support staff. Developing both calendars at the same time allowed the
school Board to vote on next year’s calendar earlier than in past years.
The committee worked to construct the calendars using the 75,600
minutes needed to complete a school year now required by law.
The committee recommended a calendar to the school board that will
conclude the 2019-2020 school year on May 28, 2020.
In its meetings, the committee discussed various components of
developing the instructional calendars before arriving at a consensus.
The 2019-2020 calendar recommendation presented to the Board of
Trustees included:
Students begin school on Monday, Aug. 26, 2019;
Labor Day, September 2, 2019, is a student/staff holiday;
A five-day Thanksgiving holiday (Nov. 25-29, 2019);
A 10-day winter break (Dec. 23, 2019-Jan. 3, 2020);
A five-day spring break March 9-13, 2020;
Good Friday, April 10, 2020, is a student/staff holiday;
The school year will end on May 28, 2020 for students and February 17 th
and May 29, 2020 are designated as inclement weather makeup days.
For 100 years, Scouting programs have instilled in youth the values found
in the Scout Oath and Scout Law. Today, these values are just as relevant
in helping youth grow to their full potential as they were in 1910. Scouting
helps youth develop academic skills, self-confidence, ethics, leadership
skills, outdoor skills and citizenship skills that influence their adult lives.
The Boy Scouts of America provides youth with programs and activities
that allow them to: Try new things • Provide service to others • Build selfconfidence
• Reinforce ethical standards.
Scouting provides youth with a sense that they are important as
individuals while promoting activities that lead to personal responsibility
peer pressure can be resisted and the right choices can be made. Scouting
provides a rewarding experience for boys ages 5 to 21. Scouting through
the local Packs and Troops teach outdoor and life skills which help our
Foster Children:
Preparation For Adult Living
When foster children reach age 18, they are considered independent.
That’s difficult for kids who have been wards of the state, with necessities
arranged by caseworkers with state funds. Now they’ll have to figure
out how to organize themselves and make their money last a whole
month. Fortunately, Child protective Services offers them a program
to help prepare for independence: Preparation for Adult Living (PAL).
The year-long course culminates in an all-day workshop hosted by the
National Council for Jewish Women (NCJW). The course is held at Junior
Achievement’s BizTown, using computer kiosks sponsored by local
businesses.
with hands-on community service? Contact info@ncjwhouston.org or
Best Friend And Family Member!
Loving Arms Pet Placement has an assortment of wonderful dogs and cats
hoping for their forever homes. We have all different types of small to
large dogs, mixed breeds and many wonderful cats to choose from. We are
a foster-based rescue for dogs and cats. If you are not ready to commit to
Besides providing food, water and a safe place to sleep, foster families
your daily home life inside your home. Get to know them as individuals so
you can share personality traits, likes/dislikes, anecdotes. Treat the animal
TOO QUIET AFTER THE HOLIDAYS?
After the busy, activity-filled holidays, does your home seem too quiet?
Do you miss the sound of little feet padding around? There are pets still
in need of temporary shelter. Would your family like to help a dog or cat
in need? Loving Arms Pet Placement is a foster-based rescue for dogs and
cats and needs foster families.
While fostering can be challenging, knowing that you helped an animal
when it most needed shelter and security, then helped it find its forever
home will give you endless joy. Tell Loving Arms Pet Placement in what
capacity you can help. Can your home accommodate only small animals
or can you foster big dogs? Can you handle puppies and kittens or only
mature animals? Can you foster short-term or longer? LAPP has an
application on our website for those interested in fostering.
Loving Arms Pet Placement goes to great lengths to restore the health of
dogs and cats who come into our rescue. Our vet bills are high. With the
Loving Arms Pet Placement is a non-profit 501 (c)(3) organization created
to address the problems of stray and abandoned cats and dogs in
REMINDER OF HARRIS COUNTY
BANNING OF SALE OF ANIMALS ALONG PUBLIC ROADS
In 2007, Harris County moved to ban sales of animals along public
roads and parking lots in unincorporated areas. A violation is a Class C
misdemeanor which can mean a $500 fine.
VETERINARY PUBLIC HEALTH DIVISION
(Formerly called Harris County Animal Control)
The Veterinary Public Health Division posts photos of all animals found
on their website and updates it twice daily. If you have lost your pet,
please check this website, www.hcphes.org/vph.
Have you lost a pet?
Start your search immediately, don’t wait to make flyers.
Contact all possible animal control or animal welfare agencies in the
area. Visit each location at least every other day.
Call your pet’s veterinarian and the microchip company to make sure
January 2019 | Westgate
they have current contact information for you. A citizen may try to call
the veterinarian’s office or microchip company themselves from your
pet’s tags.
Call all the veterinarians in your area to alert them to the description of
your lost pet in case someone brings it to their clinic.
Check with your neighbors, especially families with children and ask if
they’ve seen a pet that looks like yours.
Search your neighborhood on foot, your pet maybe be nearby but is
injured and unable to get back home.
Leave a towel or article of clothing with your scent on it outside of your
home. Your pet may be disorientated and will be attracted by your scent.
Have you found a pet?
First, think of the animal as lost and not abandoned and make every
effort to reunite the animal to an owner.
Contact the HCPH VPH office by telephone and report the animal as
found.
Bring the animal to the HCPH VPH facility or check with a local
veterinarian to scan the animal for a microchip.
Return to the place where you found the animal and put up a found pet
poster near that location.
If you find the owner, especially off a newspaper or website posting, ask
them to provide a picture of the animal and meet in a public place like a
police station.
More information about Microchips & Microchip companies
A microchip is a small device (size of a grain of rice) that is permanent
and implanted with a needle under the skin of pets.
Pets do not have to be given any pain medication or anesthesia to
implant a microchip.
Microchips are not likely to move or need repair if implanted correctly.
Microchips, when scanned, show a unique code. The microchip must be
registered with the corresponding microchip manufacture to record any
owner and animal data.
Microchips do not work like GPS locators or LoJack and cannot give a
signal to find the location of your lost pet.
VETERINARY PUBLIC HEALTH DIVISION
HARRIS COUNTY LEASH LAW
Animals that are not properly restrained pose a threat to all our residents.
While you may know your pet is friendly, an animal running at someone
who is walking by is very scary for that person. Many children are afraid
of animals and become frightened, which could result in the child getting
hurt trying to avoid the animal.
Veterinary Public Health (formerly called Harris County Animal
Control) advises that “All dogs and cats must be kept under restraint
while in the unincorporated areas of Harris County, Texas. The custodian
of a dog or cat is not authorized to have, harbor or keep any unlicensed
dog or cat, nor to allow any dog or cat to become a stray.”
Restraint is defined as “the control of a dog or cat under the following
circumstances:
1. When it is controlled by a line or leash not more than six (6) feet in
length, if the line or leash is held by a human being, who is capable of
controlling or governing the dog or cat in question
2. When it is within a fully enclosed vehicle
3. When it is on the premise of the custodian and the animal does not
have access to sidewalk or street.”
While it may be nice to have your animal out in the yard while you work or
play, it is against the law, unless the animal is properly restrained.
Let’s all help keep our community a safe and comfortable place for all
our residents by being responsible pet owners. This will not only protect
anyone who may be walking or bicycling in the area, but also the pet
owner who could be held legally responsible or possibly sued for failing
to properly restrain their pet. For a complete list of regulations, call 281-
999-3191 or visit www.hcphes.org/vph.
January
Gardening Tips
GARDENING TIPS FOR JANUARY
• Birds: Provide food and fresh water. More birds die from lack of water than from
lack of food.
• Cacti: Semi-dormant now. Reduce watering.
• Camellias: Plants may be moved. Pick up and discard fallen blooms.
• Cultivation: Changes in design may now be made, new beds dug and old ones
rebuilt. Correct defects in drainage. Incorporate gypsum into heavy soils: repeat
in three weeks. Dig granite dust, rock phosphate and quantities of organic matter
into soil. Allow time for settling before planting.
• Fertilize: Daylilies, spuria, Louisiana and bearded irises with complete fertilizer.
Give strawberries 1 teaspoon ammonium sulfate, keeping six inches away from
plant. Fertilize pansies with manure tea or blood meal. Water in.
• Fruits: Plant fruit trees. Mulch figs with grass or straw to prevent freeze damage
to crown.
• House Plants: Water, when surface soil is crumbly dry. Wash dust off leaves to open
pores. Mist often. Inspect for diseases and insects. Reduce water for poinsettias.
• Lawns: Remove thatch aerate, and feed with low nitrogen mixture.
• Pests: For petal blight prevention, spray azaleas and camellias as flowers open.
Spray for scale with dormant oil solution if temperature will be above 35˚ and
below 85˚ for next 48 hours. Always read and heed manufacturer’s directions
before spraying.
• Propagation: Ivy cuttings root easily this month and next. Root cuttings of shrubs
in mixture of loam and coarse sand; keep damp and semi-shaded until rooted.
• Prune: Fruit trees in advance of new growth. Prune to groom and shape. Do not
remove too much. Remove dead wood from trees and shrubs before spring buds
swell, but do not prune spring bloomers. Prune crape myrtles. Prune nandina and
others of similar growth habit by cutting unwanted canes out at base of plant.
• Roses: Annual pruning about the middle of February, just before the spring buds
break. To prevent later appearance of disease in the old beds, keep garden clean of
debris and weeds. Complete preparation of new beds for roses.
• Transplanting: January is one of the best months to transplant woody plants,
both evergreen and deciduous, especially trees. Energy will be expended on roots
instead of foliage. Learn ultimate size and cultural needs of tree or plant before
buying. Consider dwarf varieties to avoid crowding later. Group plants of similar
cultural needs. Do not work wet soil. Assure good drainage. Keep plants moist.
• Vegetables: Prepare beds, preferably raised for drainage, with about 50% humus,
including rotted manure.
• Winter Protection: Expect freeze any time; plan for protection of tender plants.
Water. Remove coverings, particularly plastic, when temperature rises. Protect
low plants with dry leaves, pine needles or soil mulch, but remove when weather
warms.
