Join Us For National Night Out<br />
TUESDAY, OCTOBER 1 ST , AT WESTLAKE FOREST<br />
<strong>Westlake</strong> <strong>Forest</strong> will be holding National Night Out events for both<br />
<strong>Westlake</strong> and <strong>Westlake</strong> <strong>Forest</strong> on Tuesday, <strong>October</strong> 1, <strong>2019</strong>, from 6:30-<br />
8:15 PM. The <strong>Westlake</strong> <strong>Forest</strong> event will be held in the community areas<br />
including the park, the front area near the pool and playground and at<br />
the civic center on Franz Road.<br />
There will be free food for everyone including the same type of sausages<br />
that were served last year at National Night Out and hot dogs, chips,<br />
cookies and plenty of water. The <strong>Westlake</strong> Fire Department will be at<br />
the <strong>Westlake</strong> <strong>Forest</strong> National Night Out celebration with fire trucks,<br />
ambulances and lots of information. The Sheriff’s Office Command<br />
Staff from District IV will be in attendance as will, of course, our deputy,<br />
Carlos Escobar. In addition, the Board has requested appearances by the<br />
mounted patrol as well as a K-9 unit and a few of the other special teams<br />
that the Sheriff’s Office has. There will be a DJ with music all evening.<br />
Drawings for gift card door prizes will be held every 15 minutes for adults<br />
and teenagers. Free gifts for each child in attendance will be offered as<br />
well as informational brochures on crime prevention for the adults. A DJ<br />
will play music throughout the evening and there will be a clown making<br />
special balloon creations for all the children.<br />
Plan to join us on National Night Out for a celebration of our community and<br />
our continuing efforts to come together as a cohesive and forward-looking<br />
neighborhood. You will meet your neighbors and various law enforcement<br />
and emergency response teams and enjoy a nice meal and free gifts. Door<br />
prizes will be awarded for adults and teens throughout the evening.<br />
We will have updates regarding which special units will be appearing and<br />
new information on our Town Square, website at westlakecia.org as well<br />
as from our email: info.westlake@gmail.com. These will also be posted<br />
on nextdoor.com.<br />
We hope to see everyone come out to enjoy a comfortable evening that<br />
will be filled with positive information and free food and gifts.<br />
<strong>October</strong> Community Meeting<br />
SCHEDULED FOR OCTOBER 15 TH<br />
The <strong>October</strong> meeting of the <strong>Westlake</strong> Civic Improvement Association<br />
will be held on Tuesday, <strong>October</strong> 15, <strong>2019</strong> at the Civic Center located<br />
on the corner of Franz Road and Creek Meadow in <strong>Westlake</strong> <strong>Forest</strong>. The<br />
Executive session will be held on Monday, <strong>October</strong> 14, <strong>2019</strong>, at the same<br />
location. Homeowners who have issues with deed restriction letters or<br />
collection situations are invited to meet privately with the Board during<br />
the executive session. Contact one of our directors (listed on Town<br />
Square and on our website: westlakecia.org) and let them know that you<br />
would like a private meeting.<br />
At the <strong>October</strong> Homeowners meeting, we will be discussing the HOA dues<br />
for 2020, the planned budget and the annual meeting which will be held on<br />
November 11, <strong>2019</strong>, at the <strong>Westlake</strong> Fire Department. We are looking for<br />
feedback from the community regarding the dues, the budget, the amenities<br />
and the new focus that our revitalized neighborhoods are enjoying.<br />
Watch for Children On Halloween<br />
On Thursday, <strong>October</strong> 31, <strong>2019</strong>, take extra care when driving through<br />
the neighborhoods as children of all ages will be out enjoying their<br />
annual “Trick or Treat” festivities. As we all know, children don’t always<br />
think about cars when the joy of the Halloween costume and the door<br />
to door activity with friends and family members distracts them. It<br />
is up to you, the driver, to drive slowly (under 20 mph) through the<br />
subdivision. You never know when a little goblin might jump in front of<br />
your vehicle. Please be especially careful on Halloween night. We don’t<br />
want preventable tragedies on Halloween.<br />

Annual MeetingTo Be Held<br />
On Monday, November 11, <strong>2019</strong><br />
The annual meeting of the <strong>Westlake</strong> Civic Improvement Association will<br />
be an open meeting for all homeowners and will be held at the <strong>Westlake</strong><br />
Fire Department located at 19636 Saums Road. It will be held on Monday,<br />
November 11, <strong>2019</strong>. We invite all homeowners from <strong>Westlake</strong> and<br />
<strong>Westlake</strong> <strong>Forest</strong> to attend this meeting, as it is an opportunity each year<br />
to vote for the directors who will address the needs of each subdivision<br />
for the next year. Those arriving by 6:45 PM have the option to sign in<br />
for quorum purposes. Announcement reminders about the date will be<br />
mailed to homeowners as well as sent by email from info.westlake@<br />
gmail.com and posted on our website and on nextdoor.com.<br />
Homeowners are encouraged to attend this meeting in order to listen to<br />
the Board’s presentation about operations during <strong>2019</strong>, calculations of<br />
the 2020 dues, business models and the method chosen to implement<br />
the many new laws which change the way that HOAs must handle their<br />
business. Many of these laws void certain provisions of covenants.<br />
Others force open and transparent business dealings and publication<br />
of all records. This Board has worked diligently to meet and exceed<br />
the expectations of Texas law in order to provide information to our<br />
homeowners about the operations of the association. An explanation of<br />
the management committees for each subdivision will be included and<br />
your questions will be answered about this and other topics during the<br />
homeowners’ forum.<br />
9 Tips for Autumn<br />
1) School is in session. Please drive slowly when a school bus or children<br />
are present. These youngsters have just finished a summer of freedom<br />
and they may not behave in an orderly fashion for several weeks.<br />
Anticipate the worst when driving. It is illegal to pass a school bus (from<br />
either direction) when the lights are flashing. Slow down in school zones,<br />
watch your speed. Do not talk on a cell phone in a school zone.<br />
2) Demand that your teenagers NOT text while driving. The reasons<br />
you have to state the obvious are simple: it is a VIOLATION of TEXAS LAW<br />
to text while driving and it is certainly risky behavior that could relate in<br />
death.<br />
3) As school starts, junior and senior high school children will be<br />
“hooking up” with old friends. This includes gangs. Monitor your<br />
child’s activity closely. Changes in behavior, clothing, attitude, study<br />
habits, extra-curricular activities, etc., could signify rough times ahead if<br />
a gang is looking good to your child. Don’t be shy about searching your<br />
child’s room, car, backpack, etc. You are the parent.<br />
4) Gangs: If you see groups of youth who look suspicious, call the Sheriff’s<br />
Office at 713-221-6000. If the juveniles (or older teens) are in the act of<br />
committing a crime, call 9-1-1. Please advise Annette Baldwin by email<br />
of gang-like activity with date/time/place.<br />
5) K-2. K-2 was the “legal” marijuana that had been spreading rampantly<br />
across Texas for about three years. Children smoke K-2 for a quick buzz.<br />
The herb is soaked in various chemicals, such as Formaldehyde and<br />
other exotic chemical combinations. These chemicals can cause severe<br />
bleeding of the sinuses as well as the lungs. Protracted use can lead<br />
<strong>Westlake</strong>/<strong>Westlake</strong> <strong>Forest</strong> | <strong>October</strong> <strong>2019</strong> 3
to kidney failure, heart failure and permanent lung and brain damage.<br />
Be on the look-out for small bags of herbs. This will, in all likelihood,<br />
be K-2. The Texas Legislature passed a law banning K-2 and other such<br />
substances in Texas.<br />
6) Report on-going suspicious activity to Annette Baldwin. If you see<br />
a pattern of unexplainable behavior such as cars driving up to a house,<br />
someone coming out and making a hand off for cash, this is probably a<br />
drug house. Please let her know about this so that she can advise our<br />
deputies and the undercover team in the Sheriff’s Office. It is important<br />
that all residents understand how the neighborhood security works.<br />
Report on-going activity to Annette Baldwin, report suspicious people or<br />
activity to the Sheriff by calling 713-221-6000, report a crime in progress<br />
or other emergency to 9-1-1.<br />
7) Lock your vehicles: on the street or on your driveway. Remove<br />
anything, ANYTHING, from these vehicles. If you don’t, your personal<br />
items will likely be stolen. Your car might even be stolen. The incidence of<br />
BMVs (Burglary of Motor Vehicles) has increased dramatically in the past<br />
24 months. Kids walk down the street “pulling doors.” If it’s open, it’s fair<br />
game. These same kids also walk onto the driveways and “pull doors.”<br />
If it happens to be a bold kid and you have left something valuable in<br />
your locked vehicle, the window can be smashed and the contents stolen<br />
in less than 45 seconds. 98% of our BMVs are unlocked vehicles. If you<br />
own a work truck or van that contains tools, park the vehicle in your<br />
garage. Many different groups of professional thieves have been working<br />
the north of I-10 area to locate, break into or steal these vehicles for the<br />
value of the untraceable tools. If your vehicle has expensive, high profile<br />
wheels and tires, park it in the garage. There are professional thieves who<br />
specialize in the theft of these wheels and tires who also work this side<br />
of I-10. It would seem that the people on the south side of I-10 aren’t<br />
experiencing this as much as we are because they park their vehicles in<br />
their garages.<br />
8) Burglaries: With the children in school, the neighborhood will<br />
become quiet during the day. This is an ideal time for amateur burglars<br />
(professionals prefer higher end homes with more expensive items to<br />
steal) to launch their assault and break into homes. Some homes are so<br />
easy to break into that it is laughable. Secure your windows with locks.<br />
If you have the older, builder locks, you’ll want extra window protection.<br />
Check with Home Depot or Lowes for home security products. Always<br />
secure the front and back doors with a three inch screw as well as an<br />
extra long, key-locking deadbolt. Secure all windows, sliding glass doors<br />
and garage doors. If you have windows in your garage doors, consider<br />
replacing the doors at the first opportunity or cover the windows so that<br />
these thieves cannot see to trip your garage door opener. Remember, the<br />
BARS (Burglary Apprehensions Response Squad) was disbanded. At one<br />
time, we had 10 deputies assigned strictly to investigating burglaries;<br />
one sergeant commanded this group and he was an expert. The number<br />
of deputies in BARS was slowly reduced over time as these deputies were<br />
pulled into District Patrol Calls. There is no longer a BARS unit; now we<br />
have one detective assigned to follow up home burglaries and home<br />
invasions. Needless to say, the burglars aren’t being caught. Some home<br />
invasion suspects are being caught. The end result is this: the same<br />
burglars are free to commit burglaries over and over and over again. The<br />
40% clearance rate we saw with BARS is diminished to almost nothing.<br />
Statistics on the Safe Home Investigators have not been shared with<br />
the people who live in the district. We do know, however, that “daytime<br />
solicitors” are causing a problem. Call the Sheriff’s Office regarding<br />
any solicitors who approach you during the day. These people have a<br />
high probability of being burglars. They need to be removed from the<br />
subdivision.<br />
9) Graffiti: This is on the upswing. Tagging and graffiti have been a<br />
serious problem both in the subdivisions and the commercial areas for<br />
quite some time. The problem has been escalating in some subdivisions.<br />
Some of this tagging is gang related. Some is not. All of it is an insult to<br />
those of us who live, shop, attend school and spend most of our lives on<br />

the north side of I-10. We strongly suggest that you mention to a manager<br />
or owner that you are not pleased with the graffiti on his/her store and<br />
get adamant about the removal of the graffiti immediately. Several<br />
commercial buildings in this area have cleaned up all or part of their<br />
graffiti. However, a plan needs to be in place for commercial building<br />
owners to remove graffiti as soon as it seen.<br />
With autumn well underway, get ahead of the curve. Don’t be a victim of<br />
criminal activity. Christmas is just around the corner.<br />

Alarm Permits<br />
Alarm permits in Harris County (not within the city limits, that’s us,<br />
folks), are obtained through the Harris County Alarm Detail. A permit<br />
application can be found at www.hcso.hct.net. The application can be<br />
printed from the website, then completed and mailed to their office<br />
with the applicable fee. Should you have any questions or need a form,<br />
contact the Alarm Detail at 713-755-4600 during normal business hours.<br />
There is a charge for the initial permit and for each annual renewal. If<br />
you are over 65, special rules apply. When installing a new alarm, don’t<br />
let your alarm company do the registration. Many of them automatically<br />
process these through HPD and your alarm will never be answered.<br />
Deed Restrictions<br />
In Plain English<br />
The Deed restrictions are posted on our website: westlakecia.org. There<br />
are two sets of deed restrictions: one for <strong>Westlake</strong> and one for <strong>Westlake</strong><br />
<strong>Forest</strong>. Become familiar with the deed restrictions so that you do not<br />
unintentionally violate them.<br />
Everyone who lives in <strong>Westlake</strong> or <strong>Westlake</strong> <strong>Forest</strong> should have a copy<br />
of the deed restrictions. Homeowners are supposed to receive these at<br />
their closing. Renters are supposed to be given a copy by their landlord.<br />
The deed restrictions are written fairly clearly, however the enormity of<br />
the paperwork often stops some people from reading them. The WCIA<br />
Board will occasionally provide information about specific sections of<br />
the deed restrictions throughout the coming year. We hope this serves<br />
to clarify any questions you might have about your responsibilities as a<br />
homeowner or renter.<br />
One of the most important concerns of the covenants is the protection and<br />
maintenance of a neighborhood as a residential, not a commercial, place<br />
to live. Those people who are operating retail businesses which attract<br />
traffic and cause parking problems, sign postings on the median and on<br />
the county right-of-way, are in violation of not only the deed restrictions<br />
regarding commercial businesses being operated from the home but also<br />
of state law. This includes yard sales. Excessive (more than two) yard sales<br />
per year are strictly prohibited in both <strong>Westlake</strong> <strong>Forest</strong> and <strong>Westlake</strong>. If<br />
you have a sales tax permit for your yard sales, as required by the Texas<br />
Comptroller of Public Accounts, you do not have the right to hold a yard<br />
sale more than twice a year from your home in these subdivisions.<br />
Other articles in the deed restrictions offer specificity about the<br />
maintenance of your home. This is the short version of those articles.<br />
Keep your gutters and downspouts cleaned and in good repair; if gutters<br />
and downspouts are not vinyl, paint these when you paint your home or<br />
sooner if necessary. Repair exterior wood surfaces on your home which<br />
are rotting. Keep your house exterior painted; when painting remove<br />
and replace rotting wood on the exterior siding, window trim, soffits and<br />
lower base trim. If you decide to change the color of paint on the house,<br />
submit a sample of the color(s) you would like to use to the Board for<br />
approval before painting.<br />

Replace your roof when it begins to show wear. This is protection for your<br />
home that also has a ripple effect on the neighborhood. Swaying, flaking<br />
roofs are very unattractive and lead to dangerous leaks that become very<br />
costly. If you change the color or type of your shingles, submit a sample to<br />
the Board for architectural control approval. There are some restrictions<br />
on the type of shingles you can use.<br />
Do not leave oil or other spots on your driveway. Remove these<br />
immediately as the concrete is quite porous and postponing the removal<br />
makes the process very difficult. Keep your flowerbeds weeded. Trim<br />
your trees and shrubs. Mow your lawn weekly in the growing season.<br />
Edge all sidewalks and driveway areas. If you self-mulch, make sure<br />
the mulching is evenly distributed into the lawn area. If you do not selfmulch,<br />
bag all clippings and place these on the curb on trash pick-up day.<br />
Keep all bushes trimmed. Remove dead plantings, bushes and trees from<br />
your immediately. Mulch garden areas and flower beds at least once per<br />
year. Keep your lawn, trees, shrubs, bushes and plantings watered so all<br />
remain healthy and have a good appearance.<br />
Keep your fence boards in good condition. If fence boards rot, replace<br />
them. Keep your gate in good condition as well. Replace the gate if<br />
necessary. Since our subdivisions are both over 30 years old, many gates<br />
have begun to sag. Some are not operable. Replace the gate, the post<br />
and concrete if this is the case with your gate.<br />
Keep unsightly junk (refrigerators and other appliances, construction<br />
debris, car parts, etc) in the garage. Keep garage cans and bagged trash<br />
out of view from the street.<br />

Since our homes were built, many new technologies have been developed.<br />
Instead of replacing siding with wood, you can choose hardi-plank, which<br />
is a formulation of concrete that lasts much longer than wood. Vinyl<br />
siding has become very popular as a permanent solution to painting.<br />
Be sure to submit the color to the WCIA architectural control committee<br />
for approval. Vinyl windows are also becoming very popular as both an<br />
attractive alternative to the original aluminum windows and an energy<br />
saving and sound proofing tool. If you plan to change the architectural<br />
look of your home with your vinyl windows, please submit these choices<br />
to the architectural control committee for approval. Many homeowners<br />
who replace their roofs are installing hurricane straps during the process<br />
of roof replacement. Hurricane straps are attached to the roof and the<br />
interior framework for better resistance to sustained, high winds.<br />
In short, use common sense when maintaining your home. The deed<br />
restrictions simply restate the known and accepted standards of<br />
maintenance and preventive maintenance items for a home. Don’t<br />
overlook the obvious. If you receive a letter from the management<br />
company about a problem with your home, address the issue quickly to<br />
avoid costly deterioration.<br />

A while back an event took place in one of our subdivisions which was<br />
rather thought provoking, indeed. It seems that the fire department<br />
equipment was blocking the street at a scene and one of the neighbors<br />
actually asked the personnel to move the vehicles! Please, people, think<br />
about this. Everything isn’t about you all of the time.<br />
There is a basic protocol, at one time understood by all who resided in the<br />
USA, when it comes to emergency vehicles. For those of you who might<br />
have forgotten or simply never knew what to do, here is the protocol:<br />
1) Do not approach emergency personnel (fire, ambulance or police)<br />
when they are at a scene<br />
2) Do not ask emergency personnel to “move their equipment”<br />
3) Do not park close to the equipment<br />
4) Do not hinder loading or unloading of equipment with your vehicle<br />

5) Do not “drive up” on the scene - take an alternate route or wait<br />
6) Do not attempt to engage emergency personnel in conversation until<br />
the scene is cleared-that would be when they are leaving the area.<br />
For most of us, these are common sense issues. An ambulance is not there<br />
for a visit. A fire truck is not there for show and tell. A marked sheriff’s<br />
vehicle is not there for coffee. These are our emergency personnel.<br />
Please show respect for the lives and property they save. Stay away from<br />
the personnel and the vehicles.<br />
TEXAS TRANSPORTATION CODE<br />
JUNKED VEHICLES<br />
§ 683.071. DEFINITION. In this subchapter, “junked[0] vehicle[0]” means<br />
a vehicle[0] that is self-propelled and:<br />
(1) does not have lawfully attached to it:<br />
(A) an unexpired license plate; or<br />
(B) a valid motor vehicle[0] inspection certificate and<br />
(2) is:<br />
(A) wrecked, dismantled or partially dismantled or discarded or<br />
(B) inoperable and has remained inoperable for more than:<br />
(i) 72 consecutive hours, if the vehicle[0] is on public property or<br />
(ii) 30 consecutive days, if the vehicle[0] is on private property.<br />

Translation: Do not leave junk cars on your property. The fines are<br />
substantial. If your car does not operate and you want to keep it, put the<br />
vehicle in your garage. If your car is not inspected and not registered, put<br />
it in the garage. A word to the wise should be sufficient.<br />
A new emphasis is being placed on junk vehicles in our neighborhoods.<br />
Do not park any vehicle on your lawn at anytime.<br />
Parking Laws Strictly Enforced<br />
Street parking is a problem in both <strong>Westlake</strong> and <strong>Westlake</strong> <strong>Forest</strong>. Cars<br />
parked on the street, even when parked legally, can be a hazard to the<br />
community both in terms of safety and appearances. Communities with<br />
open streets which are easily navigable are far preferable to those with<br />
the cluttered look of helter-skelter vehicle parking. The Texas Traffic<br />
Code stipulates the following laws on parking:<br />
• Park no less than 30 Feet from stop sign<br />
• Park no less than 20 Feet from cross walk<br />
• Park no more than 18” from curb - parallel to curb, turned toward curb,<br />
car locked<br />
WITH the traffic direction<br />
• Park no more than 48 hours on a public street - sticker after 48 hours/<br />
tow after additional 48 hours<br />
• No parking on the sidewalks (except where sidewalk crosses driveway)<br />
• Park no less than 15 ft from fire hydrant<br />
• Do not park so that your vehicle obstructs another’s driveway<br />
• Vehicles parked on street must show valid current registration &<br />
inspection<br />

Texas Law Facts<br />
It is against the law to park your vehicle within 30 feet of a stop sign and<br />
to park within 20 feet of a cross walk/intersection and 15 feet of a fire<br />
hydrant.<br />
A car parked for more than 48 consecutive hours on the street is subject<br />
to towing under Texas law.<br />
It is a FELONY if your dog has bitten someone before and is now known to<br />

KATY ISD’S BULLYING PREVENTION CAMPAIGN<br />
RECOGNIZED BY NATIONAL ORGANIZATION<br />
The National School Public Relations Association (NSPRA) recently<br />
recognized Katy ISD with a Golden Achievement Award for its districtwide<br />
bullying prevention and awareness campaign. What started as a<br />
modest initiative by a high school student leadership circle to increase<br />
awareness about bullying, soon flourished into a large scale campaign<br />
that continues to impact Katy ISD’s school culture. The District’s bullying<br />
prevention campaign, which has been comprised of student and parent<br />
roundtables, a parent academy, informational videos, social media<br />
engagements, posters, a Bullying Tip Line mobile app and other activities<br />
designed to inform and educate about bullying, has been at the forefront<br />
of Katy ISD’s efforts to proactively address student safety and well-being.<br />
Just one measure of the success of the bullying prevention campaign<br />
has been the number of new downloads of the Katy OnTheGo App, which<br />
hosts the Bullying Tip Line. During the first few months of the campaign,<br />

over 106,000 users downloaded the app. Likewise, campus’ and district<br />
administration immediately began receiving real-time tips from students<br />
and parents. Such tips are addressed within 24 hours.<br />
NSPRA’s Golden Achievement Award recognizes exemplary work in public<br />
and student engagement initiatives and programs. The organization also<br />
recognized Katy ISD with eight other awards for parent and community<br />
relations informational materials and campaigns, including:<br />

1 (16 ounce) package pecan cookies, crushed<br />
1/2 cup butter or margarine, melted<br />
2 (8 ounce) packages cream cheese, softened<br />
1 (12 ounce) jar caramel ice cream topping, divided<br />
1 1/2 cups cold milk<br />
1 (5.1 ounce) package instant vanilla pudding mix<br />
3/4 cup chopped pecans<br />
Festive Foods for Halloween<br />
Here are some simple ways to spice up everyday foods:<br />
1. Put a licorice straw into the breakfast orange juice and pack an orangedyed<br />
hard-boiled egg in the lunch box.<br />
2. Make American cheese the sandwich of the day and cut a pumpkin<br />
shape onto the top slice of bread.<br />
3. Poke cloves into an orange to make a smiling pumpkin face - or just<br />
draw one on with a marking pen.<br />
DIrections<br />
In a bowl, combine cookie crumbs and butter. Press into a greased 13-in.<br />
x 9-in. x 2-in. baking dish. Bake at 375 degrees F for 10 minutes. Cool on<br />
a wire rack.<br />
In a large mixing bowl, beat cream cheese and 1/2 cup caramel topping<br />
until smooth. In a bowl, whisk milk and pudding mix for 2 minutes; fold<br />
into cream cheese mixture. Spread over the cooled crust. Sprinkle with<br />
pecans. Cover and refrigerate for at least 6 hours. Cut into squares;<br />
drizzle with remaining caramel topping.<br />

Ingredients<br />
4 (1 ounce) squares semisweet chocolate, chopped<br />
1 cup butter<br />
1 cup all-purpose flour, sifted<br />
1 3/4 cups white sugar<br />
4 eggs<br />
1 teaspoon vanilla extract<br />
2 cups chopped pecans<br />
DIrections<br />
Preheat oven to 325 degrees F (165 degrees C). Line 24 muffin cups with<br />
paper liners. In the top of a double boiler, combine chocolate and butter.<br />
Heat, stirring occasionally, until mixture is melted and smooth. Remove<br />
from heat and allow to cool to lukewarm.<br />
Sift flour and sugar together into a large bowl. With mixer on low speed,<br />
beat in eggs one at a time. Stir in chocolate mixture, vanilla and pecans.<br />
Fill muffin cups 2/3 full.<br />
Bake in the preheated oven for 25 minutes. Do not overbake. Tops should<br />
be shiny but give slightly when touched. Add your favorite frosting!<br />

Gardening Tips For <strong>October</strong><br />
• Dig and store caladiums before the foliage dies. Allow the bulbs to dry<br />
in the shade, shake off the dried soil and dust with sulphur to control<br />
fungus. Store by hanging in open mesh bags or old panty hose.<br />
• Flowers planted for spring can begin when the temperatures are going<br />
to stay cooler. Shrubs and trees can be planted now. Woody plants<br />
concentrate on root growth through the winter and the more headstart<br />
they can get before summer, the better.<br />
• <strong>October</strong> 15th is about the time for dividing and planting daylilies.<br />
• Watch out for brown patch in St. Augustine grass. These circular brown<br />
patches are caused by a fungus that is activated by moist cool weather.<br />
Control with Daconil.<br />
• If you need to do any pruning, do it early in the month. The re-growth<br />
stimulated by pruning needs to harden off before that odd-ball frost of<br />
Halloween. Prune fruit trees when leaves begin to fall. Remove all dead,<br />
weak and over-crowded growth. Tip back main branches to control size<br />
and shape. Spray w/dormant oil when temperature is between 30-60<br />
degrees.<br />
• Cut back tops of perennials after they have bloomed. Divide roots and<br />
transplant anytime from now until March, the earlier the better.<br />
• Get the ant baits down. This will greatly reduce your spring populations.<br />
• Clover left over from last year may be growing. It’s best to hit it with<br />
the post-emerge herbicides in <strong>October</strong> and November. At least two<br />
applications are usually needed, even if done this early.<br />
• For color throughout the winter, begin planting pansies.<br />
