Community Events<br />

During 2018, the HOA Board received suggestions for different community<br />

events. In an effort to offer various opportunities to strengthen our<br />

community, we’re looking to add an event which inspires and celebrates<br />

the rich cultures demonstrated within our community. Of course, it will<br />

center around food so look for more information in the coming months.<br />

The following events are scheduled for <strong>2019</strong>. To ensure each event is<br />

successful, volunteers are needed.<br />

September 7, <strong>2019</strong>: Community Day - Community Pool<br />

December 7, <strong>2019</strong>: Reindeer Festival - Clubhouse - 3838 Webster Woods<br />

Common Violations<br />

of Deed Restrictions<br />

<strong>Raintree</strong> <strong>Village</strong> is a deed-restricted community aimed at ensuring there’s<br />

aesthetic uniformity between residential properties and that certain<br />

other activities are limited. If you intend to do anything to the exterior of<br />

your home, you must complete an application for home improvements<br />

and modifications form. This includes installing a storage shed in your<br />

backyard.<br />

There’s also an expectation that all residents will maintain their yard<br />

and general appearance of the home. Common violations include<br />

overgrown yards, mold on homes, trashcans visible from the street and<br />

disabled vehicles. Our management company, KPM, drives through our<br />

community at least once a week assessing compliance with the deed<br />

restrictions. Any violations are communicated in a letter along with a<br />

picture of the violation (date & time stamped).<br />

It’s understandable that issuing or receiving such letters can be<br />

perceived as a nuisance. Yet, it’s necessary so that all of us remain on<br />

the same page of what constitutes a well-kept community (i.e. deed<br />

restrictions). In general, the Management Company and HOA Board<br />

understand residents are busy. Therefore, you are encouraged to contact<br />

the management company (KPM) when a violation cannot be addressed<br />

within stated timeframes noted in the letter.<br />

It cannot be emphasized enough that communication is the key if you do<br />

not understand a violation. Again, contact KPM or attend our HOA Board<br />

meetings for additional clarification.<br />

Volunteers Needed<br />

You are reminded of our standing committees, which need ongoing<br />

volunteers. The committees are as follows:<br />

• Pool Committee (organizes Official Pool Opening Party & monitors<br />

activities during pool season)<br />

• Newsletter - submit articles<br />

• Yard of the Month - select section winners<br />

We also need volunteers for the listed community activities. Volunteering<br />

is an opportunity to make <strong>Raintree</strong> <strong>Village</strong> a better community for all the<br />

residents. If you’re interested in volunteering for any of the noted events<br />

Driving In <strong>Raintree</strong> <strong>Village</strong><br />

Our community has grown significantly over the past year. Moreover, our<br />

community has numerous homes along our main street, <strong>Raintree</strong> <strong>Village</strong>.<br />

With such growth, it’s important that we’re more cognizant of our speed<br />

while driving through <strong>Raintree</strong> <strong>Village</strong> and parking on community streets.<br />

I’m sure everyone has noticed increased congestion along with cars parked<br />

along various streets within our community. However, it’s important that<br />

all of us adhere to the speed limit and encourage others to do the same.<br />

The following tips serve as a reminder for driving & parking in our<br />

community:<br />

1. Drive the speed limit - 35 miles per hour<br />

2. Do not block your neighbor’s driveway<br />

3. Make sure you park in the direction of traffic when parking on the street<br />

4. Make sure you park within 18 inches from the curb<br />

5. Remain mindful if the street is narrow, street parking impose greater<br />

limitations for emergency vehicles<br />

Finally, we must be mindful that emergency vehicles are wider than<br />

personal vehicles. Some community streets impose greater limitations for<br />

emergency vehicles when there’s street parking. Although residents have<br />

the right to park on the street, let’s be mindful of the aforementioned tips.<br />

Be Sure Address Is<br />

Clear From The Street<br />

County officials want to remind residents of the Ordinance 5.3 requiring<br />

that addresses or building numbers be legible and visible from the street.<br />

The section states the numbers must be in Arabic numerals at least four<br />

inches in height and clearly visible. The number should be placed on,<br />

above or at the side of the main entrance so the number is clearly visible<br />

from the public right away. Whenever a home entrance is more than 50<br />

feet from a public right away, a number should also be placed at the end<br />

of a driveway or property entrance.<br />

Satellite Dishes<br />

It’s come to HOA’s attention that the installation of satellite dishes on<br />

some homes violates the deed restrictions. Satellites are expected to<br />

be installed out of sight of public view. The Association appreciates<br />

residents taking the time to ensure compliance.<br />

a link to review current crime statistics for our community (www.<br />

crimereports.org) and pictures of Yard of the Month winners. As a fellow<br />

resident, you’ll have access to critical information regarding the HOA<br />

budget and annual meeting minutes.<br />

The aforementioned information can only be accessed by establishing<br />

a log-on user name and password. A request for an email address<br />

during the initial signup process will enable residents to receive alerts of<br />

upcoming events or critical notices. If you have any suggestions, please<br />

THE STANDING RULES FOR RAINTREE VILLAGE<br />

HOA BOARD MEETINGS<br />

The Board of Directors feels it serves you best when the Board meetings<br />

are conducted in an orderly manner. The HOA Board Meetings are held<br />

to conduct Association business. Your cooperation in this regard is<br />

requested. Parliamentary Procedure is followed at this Meeting.<br />

There are two sessions at the HOA Board Meetings, an open session when<br />

members may be present and an executive session when no members<br />

are permitted.<br />

Board Meeting will begin with the open session at 7 PM until 7:15 PM<br />

when that time slot has been filled, members must wait until the next<br />

month’s meeting to be placed on the agenda.<br />

Your opinion is important to the Board of Directors. The Board desires to<br />

hear from Members who have information concerning the Association.<br />

During the portion of the Meeting in which the Chair accepts questions or<br />

<strong>Raintree</strong> <strong>Village</strong> | <strong>November</strong> <strong>2019</strong> 3


comments from the floor, please proceed in the following manner.<br />

BEAT THE HOLIDAY WEIGHT<br />

Mashed potatoes, homemade apple pie, stuffing, hot dinner rolls with<br />

melted butter, creamed corn, green bean casserole, salad with all the<br />

fixins’ and of course the main dish - the BIRD. All of this equals at least<br />

2,000+ calories. What is a holiday food enthusiast to do? Yes, you CAN<br />

avoid the holiday weight gain! Here’s how:<br />

• Drink H2O before you eat: chances are, you are thirsty before any and<br />

every meal; drink a full glass of water to quench your thirst first, then<br />

notice you will feel fuller.<br />

• Rainbow plate: make sure your plate has color - fresh/not creamed<br />

items, broiled or grilled vegetables, protein, carbohydrate and again,<br />

water.<br />

• On the side: those side dishes - mashed potatoes, casseroles, stuffing,<br />

dressing, etc. are SIDES not main dishes; make sure to keep these<br />

portions small.<br />

• NO to salad dressing: hooray there is a salad! BUT - that tasty dressing<br />

(ranch, thousand island, French, Russian, balsamic vinaigrette, etc.) will<br />

reverse the purpose of the ruffage; instead, make your own dressing at<br />

home and bring it with you or simply ask for olive oil, salt & pepper and<br />

maybe a hint of lemon.<br />

• Walk it off: finished eating? Go for a WALK; football can wait (yes, even<br />

the college games), because your body deserves better.<br />

1. If you wish to address the Board, please contact the Board at least 10<br />

days prior to Meeting to be added to the agenda. You also have to state<br />

the topic to be discussed and stay on that topic only.<br />

2. Any Member wishing to address the Board shall speak no more than<br />

two (2) minutes.<br />

3. No Member may speak more than once on the subject and no more<br />

than two (2) minutes, until all Members who wish to speak have done so.<br />

4. Members of the audience shall not be permitted to interrupt nor<br />

question any speaker.<br />

5. After the speaker has finished addressing the Board, the Meeting<br />

Chairperson will recognize the next Member to speak.<br />

6. Members in attendance are not permitted to engage in private discussions<br />

during the open session and must remain quite or leave the meeting room.<br />

7. Violations of these Standing Rules will not be tolerated. Violators may<br />

be requested to leave the Meeting.<br />

StreetLights<br />

We want all of our streetlights to work. A lighted area is a safer area. If<br />

a streetlight is out in your area, please go to www.centerpointenergy.<br />

com and report it. Once on the website, click on “electricity” then<br />

“residential.” On the left side, you should click on “report a streetlight<br />

outage” to enter the required information. Each light pole should have a<br />

number on it. When reporting the out or malfunctioning light, give them<br />

the pole number, closest street address, contact information, an email<br />

address and the number of street lights you would like to report.<br />

PREPARE YOUR HOME FOR WINTER<br />

Preparing your home for winter can save you time and money. A little<br />

preparation time in October or <strong>November</strong> can save you from the<br />

heartache of these winter disasters.<br />

GUTTERS - Remove leaves and other debris from gutters, so they move<br />

and properly drain. Improper drainage can cause seepage into the house<br />

causing water to drip from the ceiling and walls.<br />

TREES - It is important to trim the trees especially over the roof area,<br />

driveway and walkways. Ice and wind could cause weak or dead branches<br />

to break. This could damage your home, your car or injure someone.<br />

INSULATION/PIPES - How’s your insulation? Proper insulation saves<br />

in your utility bills and also helps protect pipes from freezing. Wrap all<br />

exposed pipes. Check for cracks and leaks and have them repaired to<br />

prevent more costly repairs later. Learn how to shut off the water. If your<br />

pipes do freeze, shutting off the water may help prevent the pipes from<br />

bursting. Keep the temperature inside the house at least 65 degrees. A<br />

lower temperature may not keep the pipes from freezing.<br />

HEATING SYSTEM - It is important to service your heating system at least<br />

once a year. If you have a wood burning fireplace, the chimney should<br />

also be serviced once a year. Smoke and fire alarms should be working<br />

properly and you might consider installing a carbon dioxide detector.<br />

IF YOU ARE AWAY FROM HOME - If you are going to be gone for an<br />

extended period of time during very cold weather, drain the pipes to<br />

prevent freezing. Also have someone check on your home regularly. If<br />

there is a problem, it can be fixed quickly, possibly preventing further<br />

damage. Remember to have mail and newspaper delivery held and<br />

notify the constables that you will be gone. Go to www.constablepct4.<br />

KATY ISD LAUNCHES NEW ANONYMOUS<br />

REPORTING MOBILE APPLICATION<br />

When students are victimized or have knowledge of safety issues, fear<br />

or confusion may discourage them from telling school personnel or<br />

a police officer. The Katy Independent School District is encouraging<br />

students, parents and community members to anonymously report tips<br />

or information about potential safety threats through the District’s new<br />

SpeakUP reporting mobile application. This new app is one of many<br />

ways the District is fostering engagement and developing customized<br />

resources that adapt to the needs of a growing school district with<br />

changing demographics.<br />

The SpeakUP mobile device app was developed for the Katy ISD school<br />

community to anonymously submit safety and well-being tips to help<br />

prevent campus related incidents that could cause harm to others. Tips<br />

can be on bullying, weapons, self-harm, illicit drug use, inappropriate<br />

relationships, violence or a number of other concerns.<br />

Last year, Katy ISD successfully debuted a Bullying Tip Line submission<br />

process that was featured on the Katy OnTheGo app. Prior to the school<br />

year ending, the Tip Line had been accessed over 130,000 times. During<br />

this past summer, the District designed and developed the SpeakUP<br />

app to offer a wider range of reporting capabilities, including over 40<br />

different safety related categories. The improved reporting app even<br />

allows students to attach a video or photo evidence that supports the tip<br />

as well as receive updates on their submission.<br />

All tips are thoroughly investigated by campus personnel, police and/<br />

or a crisis management team. Katy ISD believes that the app will be an<br />

excellent additional tool to help support the emotional well-being of<br />

students and provide safe learning environments for all.<br />

KATY ISD CHANGES GRADING POLICY<br />

Katy Independent School District Trustees approved changes to the<br />

Academic Achievement Class Ranking and District grading policy. The<br />

updated policy removes the “D” letter grade from the alphabetical<br />

identification grades. The update also addresses changes to the class<br />

ranking practice. Students who began the <strong>2019</strong>-20 school year as juniors,<br />

sophomores or freshmen will also see a modification to the class rank<br />

reporting practice that is a part of that grading policy. While eleventh<br />

grade students in the top 10% will continue to receive a class rank in<br />

the spring semester of their junior year, all other students will receive a<br />

quartile rank during that same time. This will have no adverse effect on<br />

students below the top 10%. This year’s graduating seniors will adhere<br />

to the previous class rank reporting practice in which a ranking will be<br />

issued for every member of the class of 2020.<br />

Quartile ranking is consistent with the majority of Texas state public<br />

college admission policies. Katy ISD campuses will be reviewing the<br />

updated policy with students in the coming weeks to help inform<br />

students and families of the recent changes.<br />

KATY ISD OFFERS COMMUNITY<br />

EDUCATION CLASSES FOR ADULTS<br />

Have you ever wanted to learn how to design a cake, play the guitar<br />

or maybe even how to dance the salsa? The Katy Independent School<br />

District Community Education classes are now in session and are aimed<br />

at providing opportunities to build expertise, learn a different skill or<br />

enjoy a new activity. With a variety of topics and options, the Community<br />

Education courses at Katy ISD provides the general public with learning<br />

opportunities that include self-improvement, enrichment, recreation,<br />

academic courses and best of all an opportunity to make new friends.<br />

Classes take place at various Katy ISD high schools during evening hours<br />

and interested individuals can view course availability through the<br />

District’s online course catalog.<br />

Registration is available online. Everyone is invited to register for classes,<br />

even if you live outside of the Katy ISD district. Certificates of completion<br />

<strong>2019</strong>-2020 INSPIRING IMAGINATION TEACHER<br />

GRANT RECIPIENTS HONORED BY KATY ISD BOARD<br />

OF TRUSTEES<br />

The Katy ISD Board of Trustees recently honored the more than 350 Katy<br />

ISD teacher recipients of the Katy ISD Education Foundation’s Inspiring<br />

Imagination teacher grant program. Grants for the <strong>2019</strong>-2020 school<br />

year were awarded to teachers at forty-two Katy ISD campuses. Grant<br />

activities range from weather station tools to 3D printers, drums to<br />

OFF DUTY SERVICES 1ST ANNUAL CHILI COOK OFF<br />

Law enforcement officers put their lives on the line every day for our<br />

community in Katy and across the country. In honor of these men and<br />

women, we are hosting our 1 st Annual Chili Cook Off and all proceeds and<br />

donations will be going directly towards the National Law Enforcement<br />

Officers Memorial Fund. The event is taking place on Saturday, <strong>November</strong><br />

2, <strong>2019</strong> from 12-4 PM at No Label Brewery in Katy, TX. We are expecting<br />

over 500 attendees and a huge sampling from our chili cook off teams!<br />

the National Law Enforcement Officers Memorial Fund. The Memorial<br />

Fund built and continues to maintain the nation’s monument to law<br />

officer deaths, conducts research into officer fatality trends and issues<br />

Creamy Spicy Guacamole<br />

You could make this on National Spicy Guacamole Day <strong>November</strong> 14th!<br />

INGREDIENTS:<br />

3 large avocados - peeled, pitted and diced<br />

1 tomato, seeded and chopped<br />

2 green onions, finely chopped<br />

1/2 lime, juiced<br />

1 tablespoon salsa or more to taste<br />

1 clove garlic, minced<br />

1 teaspoon sour cream<br />

1 teaspoon white vinegar<br />

1/2 teaspoon cayenne pepper<br />

1/4 teaspoon cumin<br />

Salt and ground black pepper to taste<br />

DIRECTIONS:<br />

Mash avocado in a large bowl. Stir tomato, green onions, lime juice, salsa,<br />

garlic, sour cream, vinegar, cayenne pepper and cumin with the mashed<br />

avocado until evenly mixed; season with salt and black pepper. Cover bowl<br />

with plastic wrap and refrigerate until the flavors blend, about 30 minutes.<br />

Three Cranberry Relish<br />

You could make this on National Cranberry Relish Day <strong>November</strong> 22nd!<br />

Ingredients:<br />

1 pound cranberries<br />

1 (12 fluid ounce) can frozen cranberry juice concentrate<br />

1 1/2 cups sweetened-dried cranberries<br />

1/4 cup orange juice<br />

2/3 cup white sugar<br />

1 tablespoon orange zest<br />

Directions:<br />

Combine all ingredients in a 3-quart saucepan and cook over medium<br />

heat until cranberries pop. Serve warm or cold. As it the relish sits it<br />

thickens up.<br />

Gardening Tips For <strong>November</strong><br />

• Brown patch will continue to plague St. Augustine lawns as nights get cooler and humidity and rain continue. Discolored circles will appear in low<br />

areas almost overnight. Apply a fungicide recommended for brown patch according to label directions. Avoid walking through brown-patched turf.<br />

It spreads easily from the bottom of your shoes. If brown patch appears in the same lawn areas every year, add an inch or two of sandy topsoil to<br />

eliminate those low spots.<br />

• Fertilize St. Augustine turf with a winterizing formula to promote root growth over the winter months. Lower your lawn mover blades now and mow<br />

on a schedule that cuts no more than one-third of the grass blade away.<br />

• As chrysanthemums and other perennials finish blooming, cut flowering stalks to the ground to permit all strength to be used in making root growth.<br />

• Feed roses lightly, but avoid nitrogen fertilizers. Do not prune now. Keep up spraying program and water deeply.<br />

• Remove dead foliage and plant debris to help eradicate insects and disease organisms. Thin out and transfer volunteer seedlings. Beds made now<br />

will benefit by weathering before being planted. If soil is heavy, dig six inches deep, leave rough, cover with gymsum and strawy manure, water and<br />

allow to mellow.<br />

• Bananas are more likely to bear fruit if the trunk does not die back in winter. Cut banana stalks back to six feet, wrap with newspaper and burlap.<br />

• Continue mulching for winter. Build up a thick top mulch to protect roots from freezing and winter drying. Don’t throw away those pine tree needles;<br />

they make great acidic mulch for azaleas, gardenias and next Spring’s impatiens.<br />

• Place pansies in beds after weather has cooled. Use a little blood meat mixed in soil under each plant.<br />

• Now is the best time to plant trees and shrubs.<br />
